18: Report on Grand and electrifying “Open
Session” of Circle Executives Committee Meeting of SNEA MH Circle at Jalgaon: {Report
by Com. S. A. Sarode, ACS MH Circle}: Open
session at CEC Jalgaon was witnessed by the house full of comrades from
different corners of Maharashtra, comrades of SNEA Jalgaon and adjoining
Districts. Com.

MH Circle presided the session. The following
prominent leaders of SNEA were present on the dais and addressed the Open
Session.

leaders of their Union/Association.

The Open Session started
with deep prajwalan by all the dignitaries present on the and off the dais. The
Jalgaon comrades gave warm welcome to all the dignitaries, delegates with
beautiful and inspiring swagat geet.

All the dignitaries,
delegates were given warm welcome by comrades of SNEA Jalgaon with beautiful
roses.

At the end of open session, Com. M. K. Giri, Advisor & EX DS SNEA Chandrapur, who is under transfer to Bihar Circle was felicitated and honored by the hands of CS SNEA MH
for services he has rendered for SNEA comrades.

Com. M. N. Kotambe, ACS SNEA MH
while taking up the issues of growth of BSNL shown his deep concerns on
non-availability of resources, wasteful expenditures made in the name of
various AMCs. He added that SNEA MH is playing a vital role in Maharashtra
circle and has always worked in the best interests of the BSNL. He expressed
his thoughts on the vindictive actions on Com. Anil Dubey and assured full
support of association to him. While expecting cooperation and right actions
from Circle administration, he thanked Shri. Sanjay Kesharwani GMT Jalgaon for
full cooperation to SNEA Jalgaon on various issues and successful conduction of
CEC at his SSA.

Com. Sachin Sarode, ACS SNEA MH while
commenting on the present imbalance in the Telecom industry, updated the house
that this situation will no longer persist and there are too many opportunities
that are still available with BSNL. He added, the current situation may
disappear in couple of years and survival of the fittest is going to happen.
Therefore, BSNL needs to remain in shape and everyone has to take all out
efforts to sustain in the market. By the time now, majority of PH VIII.4 sites
are radiated and penetration of 3G services of BSNL is at its peak. He
appreciated Circle office Mobile team and team of BSNL Bhandara lead by Shri Arvind Patil GMT Bhandara for launching BSNL 4G services throughout Bhandara
SSA, which has become the very first SSA of BSNL to launch 4G services. Being
Government owned company, he stressed that both DoT and Government must take
speedy efforts to provide 4G spectrum to BSNL so that it can cope up with the
market dynamics. He added, BSNL was always been denied with its legitimate
rights and as a result of which 2G/3G services of BSNL were launched too late.
Now it is expected that with global launch of 5G services, BSNL is expected to
launch them in India and may become the very first operator in India to launch
5G services. This has happened due to visionary leadership of CMD BSNL and BSNL
has tied up with global giants like NTT Japan, Cisco , Softbank, Nokia for 5G
services. Launch my enable high-speed internet services with performance up to
20Gbps and very advanced services like Internet of Things. Adding that
marketing is always a need of time, he appreciated various SSAs for their
efforts and stressed to materialize the zero capex model of TIP based FTTH
services.

Shri Aman Jaiswal, GM HR Admn Mumbai while addressing through video conference, thanked
SNEA MH and CS SNEA MH in particular, to giving him opportunity to address the
house. He regretted for not being available physically in the gathering due to
some important assignments at Circle Office Mumbai. While appreciating various
initiatives taken by CGMT MH he added that management, unions, associations,
and their members will work with synergy and misunderstanding among us may be
overcome. He put up the example of State Bank of India which is one of the
public sector banks but still number one bank in India with it’s ‘At-par’
performance. He added BSNL should be the toughest Telecom PSU like SBI and may
remain number one.

Com. M. S. Adasul, CS SNEA MH commenting
on the current situation of Telecom Industry added that there is more that six
lakh crores liability on entire Telecom industry. But the liability of BSNL is
negligible as compared to private players. He added that even Reliance Jio
feels that BSNL is a big threat to it. With best compliments to GM HR Admn
Mumbai for addressing the house from Mumbai, he added that association always
works with true spirit and in favor of BSNL. When expenditure curtailment is
being observed everywhere, MH circle should immediately stop unwanted AMCs.
SNEA has always raised on such wasteful expenditures and management should take
in right perspectives and not as oppose to the management. While updating house
about vindictive actions may be taken by Circle administration, he informed
that CGMT MH & GM HR Admn Mumbai has assured to take lenient view on the
transfer and charge sheet issued to Com Anil Dubey and SNEA MH is quiet hopeful
for withdrawal of vindictive actions against Com Anil Dubey. But if it is not
responded by management positively, SNEA will definitely respond it strongly
and SNEA is committed to fight this till vindictive actions are totally
withdrawn. He conveyed thanks to all the comrades who have extended total
support to Com. Anil Dubey DS SNEA Mumbai and SNEA MH and appealed to be united
with such strongest unity. Putting the example of M/s Hungama, he added that
its BSNL’s blonder mistake to continue the VAS services of M/s Hungama, which
is only destructive for BSNL. While stressing that BSNL is going through its
toughest phase, he appealed all the comrades to be united and give their best
to BSNL. He was optimistic that if BSNL sustain the today’s market pressure
even by retaining the existing customer base, then BSNL and its workforce has
best future in days to come. He also stressed that issue of 3rd PRC
needs to be resolved on the priority and informed that SNEA CHQ is on job and
very shortly results will be seen on different pending issues at BSNL CO
including third PRC. While conveying thanks to all the guests and dignitaries
on and off the dais, he appreciated the efforts taken by team SNEA Jalgaon in
making such grand arrangements for the CEC Meetings. He appreciated efforts of
GMT Jalgaon in motivating the workforce and achieving different targets with
positive energy. He stressed that one has to listen other with more patience
and with such approach, customer will definitely respond with pleasure and
happiness. In conclusion, he also remembered sweet memories of SNEA Jalgaon in
building strong unity among executives of BSNL and assured house to do his best
in the interest of BSNL as well as its executives from platform of SNEA MH.

Shri. Sanjay Kesharwani, GM Jalgaon in
his speech, appreciated the best efforts taken by his team of SNEA Jalgaon for
overall arrangements of CEC. He added Pay Revision is a right of BSNL employees
and linking of affordability or profit clauses should not be applicable to BSNL
as the PSU is extending all telecom services to the citizens of India with a
social sense. Its mistake of Government to stick with affordability clauses and
no one can earn profit with social obligations. In his very impressive and
motivating speech he added that its basic requirement of Government to run BSNL
for various social aspects and extend services to the remotest parts of the
country. It has been observed that BSNL is the only operator who has increased
its market share even after the launch of Reliance Jio. Keeping market share
growing in near future is the only key to sustain in the market and situation
will be different after two three years as no one can offer free services for
longer.

Com. A. A. Khan, President SNEA CHQ, in his address full of Sher-o-Shayari motivated the
comrades of BSNL. He added “Agar hum na hote to aaj BSNL nahi hota!”. BSNL is
always there for extending services to the nation. Telecom tariffs in the
country are lowest in entire world. Private operators are struggling for
existence, many left the field and ended their shows, but BSNL is still running
with lowest liability and even with 100% stake of GoI. Still disinvestment is
not required in BSNL and we will definitely make a comeback. Revival is not so
far and only consistent efforts are required. Commenting on 3rd PRC,
he added that pay and perks are the rights of employees and they must get it.
Updating on the activities of association, he added that we differ from any
other association. We not only go with problems but with their probable
solutions. He added that BSNL is expecting early allocation of 4G spectrum.
Comparing with Jio, he stated that BSNL has better technical expertise and with
this, we can give tougher fight to Jio. Keeping positive hopes, he ended his
speech with “Dil na-ummid to nahin… Nakam hi
to hai…. Are lambi hai gum ki sham …. Are sham hi to hai” Jaldihi kale baadal chhatenge aur sunahare
din aayenge…

Com. K. Sebastin, GS SNEA CHQ
commenting on the abilities of the MH circle congratulated for earning net
profit for last two consecutive financial years. He added that its need of time
to focus on the growth of BSNL which is not an impossible task. MH Circle has
enormous potential and it is a fact that even in the presence of RJio we are
growing. He added that in last financial year there is a huge increase in the
liability of RJio, which is more that 18000 Crores and compared to it, its more
than total liability of BSNL. Highly skilled manpower of BSNL is the only key
and matching tariff in this stiff competition has enabled BSNL to grow market
share. He also added that by the end of December we are expecting the
allocation of 4Gspectrum. He appreciated entire MH Circle as it is earning
approximately 10% of total revenue of BSNL.

Kalyan SSA on their peaceful Superannuation retirement
after completion of long & highly successful services in DoT/BSNL.

Com. Shrikant Shriram
Pandaw, SDE Group Patoda, Beed SSA {9422326920}, has started his carrier in DoT Technician in year 1981
at Kopargaon. Later, he has served at Patoda on his promotion as JTO in 2000.
He has handled Group very successfully in difficult times and given his best of
services. He was promoted as SDE in 2018. Com. Pandaw is die-hard member of
SNEA. He has rendered 37 years of successful and devoted services to DoT and
BSNL and retiring on superannuation.

Com. V.G. Lokhande, SDE Ulhasnagar Kalyan SSA, {9423984930} has joined in DOT as a Technician
in 1984 at Murbad Kalyan, as a TTA at Katemanivli Kalyan. On his promotion as JTO in 2001, worked in
Kalyan SSA as a JTO at Dombivli, Nalaospara, Ulhasnagar and SDE at Ulhasnagar. He
served DOT & BSNL with devotion and dedication. He has well settled family
with two sons. Com. Lokhande is well known for expertise in Battery
power-plant. He is a die-hard member of
SNEA and has always taken active part in all activities on the platform of
SNEA.

Com. Shivdhani R. Chauhan, JTO Dahanu, Kalyan
SSA {9423992912} has joined in DOT in
1981 as a Technician at WTR Mumbai. He
worked as a TTA at WTR and in Dec 2001, he was promoted to JTO and posted to
Nanded SSA. In year 2014, he was transferred to Kalyan SSA and since then he has
served at Tarapur, Vangaon Groups. He is
on duty till last day of his retirement and is working as JTO Gr Dahanu with
full devotion and dedication. His one son is doctor and other is businessman
and daughter is Engineer. He is a die-hard member of SNEA and has always taken
active part in all activities on the platform of SNEA.

On this important day of the
life of both the stalwart Comrades of SNEA retiring in this month, SNEA MH
salutes sincerity, dedication and affection by Com. Shrikant Shriram Pandaw, Com. V.G. Lokhande, & Com. Shivdhani R.
Chauhan, towards BSNL & SNEA and on
behalf of thousands of comrades of SNEA Maharashtra Circle we wish them “Very Happy, Healthy,

As per guidelines on this subject, the
nominations for posting to RTCC Pune are called through Circle and willing and
eligible officers are given posting after interview, as job at Training center
requires strong teaching skills.
·
But here is casual approach the nominations are
called from PGMT Pune and he is turn is now authority to post the officers to
RTCC Pune.
·
It was quite possible that PGM Pune would have
taken care of posting of officers, but same is not followed, as skilled officers
are required at RTCC Pune.
·
SDEs, JTOs, JEs working in Pune SSA and willing for posting
as above may submit their willingness to office of PGMT Pune who will recommend
names to GM HR Admn Mumbai.
·
The SDEs, JTOs & JEs may submit their willingness to
office PGMT Pune even though chances of consideration of such names are less,
but nomination by PGMT Pune for executives out of Pune may be given
consideration.

leave except medical leave during entire month of November 2018 to the officers

At this stage, when BSNL is facing such critical financial
conditions, such strict instructions during festival season when many of the
officer shave booked ticket for Diwali has caused unrest among the concerned
officers.
·
Many have expressed feeling that such orders are being
issued deliberately by knowing that many have applied for leave during Diwali.
·
It is fact that we all should be thankful to management that
we are allowed to go home in night hours and we are not retained in office for
completion of works and such restrictions on part of management should be
accepted for survival of BSNL even though practically it may not yield desired
results.
·
In similar pattern of office working, we should not be
surprised to see that in coming days restrictions on such efficient officer
will be put even not going to home in night hours on name of achieving targets.
·
Let us hope these days will also change with our such
dedicated efforts expected in this letter.

Developments on vindictive actions on Com. Anil Dubey DS SNEA Mumbai: After vindictive actions by Circle
management, with Com. Anil Dubey, DS SNEA Mumbai by
withdrawing his immunity by giving false and transferring him to Bhandara,
fabricated reason, issuing him memorandum on baseless allegations is moving with more adamantly and building more
pressure on association leaders to surrender even though there is no mistake on
their part.
·
The vindictive actions have been started half an
hour after BSNL Day Celebrations on 01/10/2018, by exaggerating facts and
fabricating different allegations against SNEA by calling three continuous
explanations from Com Anil Dubey, DS SNEA Mumbai, not giving him
extension of time requested by him to submit explanation.
·
When explanation submitted, he was pressurized by
Shri. Aman Jaiswal GM HR Admn Mumbai not to leave
office without his permission as he has planned to relieve him in same day even
after office hours as Shri. Peeyush Khare, CGMT MH does not want
to see him in Circle Office Mumbai, as it is his wish.
·
Then without waiting for his reply from Com. Anil Dubey, DS SNEA
Mumbai charge sheet has been issued to him and as on
today, SNEA is on top radar of Shri.
Peeyush Khare, CGMT MH and from his
actions it seems he has made up mind to finish SNEA.
·
Though Circle Management
has adopted different legal, illegal, official, and unofficial ideas to create
pressure on SNEA leaders for total surrender and no
one has surrenders to the exception by Shri.

However, SNEA MH has tried its level best and
made all out efforts during last 15 days to calm down the anger of Shri. Peeyush Khare CGMT MH by showing much more patience.
·
But unfortunately, the depth of the anger of Shri. Peeyush Khare is so much
that such peaceful attempts on part of SNEA are not reaching to the wisdom of Shri. Peeyush Khare CGMT
MH and further vindictive actions are being
continued and further pressure in being built for total surrender.
·
We will update the details on this issue in
step-by-step manner and in chronological order.
·
On 11/10/2018, in the morning hours Com. Anil Dubey DS SNEA Mumbai was called telephonically by Com. Mrs. Rakhi Bhat AGM
Tech % CGMT MH Circle. She has informed him that
CGMT MH has called her just now and discussed with her about his transfer. She
added that CGMT MH has asked her opinion about transfer of Com Anil Dubey and she has
shared that Anil is very good officer and his transfer to Bhandara is not good
in her opinion. Then CGMH MH informed her that he also wants to review it and
directed her to talk to Com. Anil Dubey and hence she has called him. She further asked Com. Anil Dubey that if he is
willing and want to discuss with CGMT MH and get order changed then he has to
come and meet to CGMT MH before 1200 hrs, as he has to leave for Bhopal by
plane at 1400 hrs.
·
Com. Anil Dubey, DS SNEA Mumbai was on the
way to office and he informed that it is not possible for him to come
immediately to cabin of CGMT MH but assured that he will come immediately on
reaching office. Unfortunately, the vehicle of Com. Anil Dubey, DS SNEA
Mumbai was break down and he was delayed then Com. M. S. Hanchate, OSD to
CGMT MH has called and confirmed from Com. Anil Dubey where is he coming or not.
·
On knowing break down of vehicle, Com M.S. Hanchate directed him
to come early as CGMT MH want to leave for Bhopal and before that, he wants to
discuss with you. Com. Mrs. Rakhi Bhat and Com. M. S. Hanchate were happy to see this positive development and were
continuously calling Com. Anil Dubey to come early and finally after availing help of friend for
repairing of vehicle, Com Anil Dubey has reached office at about 1200 hrs. He has directly gone
to “War Room” cum office of Com. Mrs. Rakhi Bhat and Com. M. S. Hanchate, who in turn
have some preliminary discussions about discussions which CGMT MH want to have
with him. This name “War Room” is
given to this office by CGMT MH himself and it is extended Secretariat of CGMT
MH.
·
Then Com. Anil
Dubey has reached cabin of CGMT MH with permission to
enter and this time gesture of CGMT MH was good and allowed him to seat. Then
CGMT MH advised him अरे

भी अच्च्छे हो, कहॉ इन युनियनवालोंके
चक्कर मे पड गये। यह सब तुम्हारे

Then
CGMT asked him about his signature on letter of AUAB and Com. Anil Dubey DS SNEA Mumbai replied that he has
signed this letter as it was local issue and many comrades have expressed
concern on expenses in difficult period of BSNL and mixing of BSNL day function
with TWWO and as DS, he has signed. He further added that this might be only
work done by him as DS SNEA Mumbai in months together as there are no any other
problems in Mumbai being Circle Office branch and if any comes, it is being
taken care by CS.
·
Then
CGMT MH consoled him for some more time and advised him to get departed from
all association activities and keep himself involved only in office works. CGMT
MH added that Mr.
Hrushikesh Walawalkar DS AIBSNLEA Mumbai who is one of the signatories of letter
has already surrendered by giving written apology for signing letter written to
GM HR Admn Mumbai and he has submitted resignation from the post of DS AIBSNLEA
Mumbai. CGMT MH further added that as Com. Walawalkar has surrendered
totally, his transfer order proposed for Gadchiroli is not issued with
condition that he will no more be involved in any union /association activities
and will keep himself away from all association activities.

CGMT
MH advised Com
Anil Dubey
to follow similar lines of Com Walawalkar and directed him to resign from the
post of DS SNEA Mumbai and totally depart from association activities. Com Anil Dubey responded that
resignation is not possible for him as he is already transferred by withdrawing
facilities of DS and to whom he has to submit the resignation and it is
possible till cancellation of his transfer order. Com. Anil Dubey DS SNEA Mumbai added that after
cancellation of transfer order, he would hold the holding District Conference
of SNEA Mumbai scheduled on 24/10/2018 wherein he will hand over charge to new
DS SNEA Mumbai.
·
Com Anil Dubey further added that if his transfer for
Bhandara is cancelled and restored for Kalyan, he will have no issue and he
will join Kalyan SSA s he was never interested for immunity on transfer. Com Anil Dubey also added that he
has some marriage function of close relative by end of November 2018 and he
will be going on leave in November and after joining back, he will happily join
Kalyan SSA by 15th December
2018. With these steps, he will be going away from Association activities and
will not be involved as leader of SNEA as desired.

Then
CGMT MH advised him even not be member of SNEA and focus on works as technical
person. CGMT MH also directed him not to attend the proposed meeting of SNEA at
Jalgaon.
·
Com Anil Dubey assured CGMT MH that such immediate
detachment is not possible but he will follow instructions of CGMT MH. He added
that he is strongly associated with SNEA as he is leading as DS for long time
and it will take some time to get totally departed from Association activities
as directed to him. He needs time of 2-3 months and he will follow all
instructions of CGMT MH but in step-by-step manner. Com. Anil Dubey assured that he
would totally depart from association activities by end of Dec 2018 after
joining at Kalyan SSA and till time he will have some involvement in
association as Leader.

CGMT
MH also has given consent to him with condition that he should go on leave for
next 10-15 days by switching Off Mobile, switching off What’s Apps, keeping
away from social media and keep himself away from everything.
·
Com Anil Dubey, informed that he is already relieved
even from ERP and he cannot apply leave then CGMT MH informed that no problem,
you continue to be on leave and assured that all his issues including leave
will be settled after 10-15 days.

anything views and left cabin after completing office work.

After
about ten minutes discussions with Com Anil Dubey, CGMT MH called Com. Mrs. Rakhi Bhat and Com. M. S. Hanchate in his cabin
and informed, them that he has discussed with Anil the issues and he has
decided to
cancel his transfer to Bhanadra. While directing to Mrs Rakhee Bhat, CGMT asked
why you are having issues with women employees are you having issues with Mrs.
Rakhee and why you are writing against TWWO. Com Anil Dubey replied that he
does not have any issues with anybody and he has no issue with Rakhee Madam,
which was also conveyed by Mrs Rakhee Bhat.

CGMT
MH further directed Com. Mrs. Rakhee Bhat and Com. M. S. Hanchate to keep keen watch on Com Anil Dubey and see that he is
not involved in any association activities and mainly his mobile is switched
off. He directed both of them to personally monitor that Com Anil Dubey is not involved in
association activities, not active in what’s app/social media and not available
on mobile. After these directions from CGMT MH, both of them left the cabin of
CGMT MH.

Thereafter,
CGMT MH has further advised Com Anil Dubey in similar lines and while leaving
cabin for home/Air Port, CGMT MH informed Com Anil Dubey तुम तो मेरे
अपने हो, और तुम्हारी
भलाई के लिये सोंच
रहा हूँ। चिंता मत करो, मैने जैसे बताया, वैसा करो, सब कुछ ठीक
हो जायेगा।

Finally,
CGMT MH further directed Com Anil Dubey to meet Shri. Aman Jaiswal GM HR Admn Mumbai and be in touch with
him for further developments as per discussions.
·
After these
discussions and conclusion by CGMT with firm and positive assurances, Com Anil Dubey
went to “War
Room” i.e. office of Com. Mrs.
Rakhee Bhat and Com. M. S.
Hanchate and was sharing with both discussions held with
CGMT MH.
·
Within five minutes, CGMT MH called Com. M. S. Hanchate, on his mobile
and directed him to take written apology from Com.
Anil Dubey in tune with Com.
Hrushikesh Walawalkar.
·
Then Com. M. S.
Hanchate typed the letter on his computer and it was
checked by Mrs. Rakhee Bhat. Both of them have assured Com
Dubey that this will be internal matter and this letter
will not go anywhere and advised him that he should sign it for getting his
transfer order cancelled and mainly to get settled the present unrest going on
in Circle office Mumbai.

By thinking that with this letter, entire episode
will be settled and everything will come to normal in Circle office Mumbai,
without going to much depth of words in letter Com Anil Dubey has signed
this letter drafted by Com. M S Hanchate, OSD to CGMT MH.
·
Thereafter, by following directions of CGMT MH to
meet Shri. Aman Jaiswal GM HR Admn Mumbai, Com Anil Dubey met GM HR Admn Mumbai and both have one to one discussions
on the happening in Circle office Mumbai since notice for celebrations of BSNL
day and letter given to him by AUAB Mumbai and issues thereof creating unrest among BSNL workforce
and management.

GM HR Admn Mumbai has informed that past is past
and now think for future and focus on works by keeping away from association
activities. Com Anil Dubey responded that he is not much involved in association activities
as he rarely attends any meeting along with CS with GM HR Admn that also he
will not do henceforth and requested to settle the ongoing unrest in Circle
Office Mumbai.
·
GM HR Admn
informed that it is good that today mood of CGMT MH was good and hence he has
taken this good decision to settle the issue, otherwise CGMT was very firm to
transfer you to Bhandara.
·
GM HR Admn added that not only transfer of Com
Dubey, but CGMT MH has plan to issue some more such transfers and as GM HR Admn
he is happy with today’s development as he personally do not want to get
involved in such works destroying peace of office atmosphere.
·
GM HR Admn Mumbai further informed Com Anil Dubey that he has
received directions from CGMT MH to settle his issues and now he is confident
that all the issues will be settled. Then both have discussions on so-called
hot discussions held in chamber of GM HR Admn Mumbai on 29/09/2018 on
arrangements of BSNL day celebrations. While Com.
Anil Dubey DS SNEA Mumbai informed
that his voice was somewhat higher on that day, GM HR Admn Mumbai also shared
that his voice was also somewhat higher as he was in hurry for finishing
meeting and attending ongoing Video Conference arranged by CGMT MH. With
elaborate discussions on these issues, both have confirmed that there was
louder voice on part of both and in future care will be taken on both side in
any discussions.
·
Thereafter both have discussions on different
ongoing issues wherein GM HR Admn has directed Com Anil Dubey DS SNEA Mumbai
to follow directions of CGMT MH and assured that
he will take care of all issues and his attempt is to close all chapters
whatever happened as now the mood of CGMT MH is OK.
·
After elaborate discussions for more than one
hour and firm & positive assurances from Shri.
Aman Jaiswal, GM HR Admn Mumbai , Com Anil Dubey DS SNEA
Mumbai has left the cabin of GM HR
Admn Mumbai with hopes that now everything will be set right.
·
During discussions with Com. M. S. Adasul, CS SNEA MH also, same was repeated by Shri. Aman Jaiswal, GM HR Admn
Mumbai and has shown very positive approach for closing this episode
related to celebrations of BSNL Day as past is past. He has firmly assured that
as CGMT MH has given some positive directions and he is confident that issues
will be settled totally without any further conflict.
·
Since then i.e. from 11/10/2018, by following
instructions of CGMT MH to Switch Off mobile and Whats app/social media, Com Anil Dubey, DS SNEA
Mumbai is on unofficial leave, he has kept his mobile
switched off, he is not available on What’s app and he is not in touch with
public or members of SNEA and is making sincere efforts so that the present
unrest in Circle Office Mumbai is settled and working atmosphere is restored
back with harmony.

Com Anil Dubey, DS SNEA Mumbai is with hopes
that CGMT MH will take review the entire episode and present unrest is settled
and peaceful atmosphere is created in Circle Office Mumbai.
·
However, even after, 15
days have been passed from firm assurances, words are not kept either by Shri. Peeyush Khare CGMT MH
and we cannot expect it from Shri. Aman Jaiswal GM HR
Admn Mumbai as he does not have any such powers even though
he may be willing to do so.
·
Unfortunately, against such
firm assurances, steps are being taken to create more issues & unrest among
executives by adopting more pressure tactics by Circle Management and
deliberate attempts are being made to create industrial unrest.

officer who has given excellent results for BSNL in different his capacities
during his long services in DoT/BSNL.

of retirement whichever is earlier.

About 50% of BSNL Board is empty as many of the Directors
have retired and no substitute is posted and the all present directors
including CMD BSNL are due for superannuation retirement by Jun 2019.

With appointment of Shri. Vivek Banzal, one of the important post
in BSNL Board of Directors i.e. Director
CFA is filled in and let us hope that his appointment will revive CFA unit of

attended Circle Executives’ Committee Meeting of SNEA MH Circle at Jalgaon: {Report by Com. S. A. Sarode, ACS MH Circle}: As per

Secretary, SNEA MH Circle, two days CEC Meeting was organized on
Saturday, 13th and Sunday,14th October, 2018 at Hotel
Kamal Paradise, Bhusawal Road Jalgaon. The Lion-hearted comrades of SNEA
Jalgaon gave warm welcome of all dignitaries, DS, COBs, CWC Members, CEC
Members and observers from different corners of Maharashtra Circle. The entire
proceedings of the CEC Meeting were presided over by Com. Bharat Sonawane, Circle President, SNEA MH Circle. Com. A. A. Khan, President SNEACHQ and Com. K. Sebastin, General Secretary, SNEA CHQ specially
attended and addressed the CEC Meeting in Open Session as well as in Delegate
session held on 13/10/2018.

The District Secretaries
of SNEA MH throughout different corners of Maharashtra Circle, all the Circle
Office Bearers of SNEA MH, CWC Members of SNEA MH, CEC Members from Different Districts,
Some of District Presidents, DOBs and observers have attended this CEC Meeting
which was nicely arranged by the lion hearted comrades of SNEA Jalgaon in Hotel
Kamal Paradise with Top Class executive arrangements.

On first day, 13/10/2018,
at 1000 Hrs the deliberations of the meeting started with flag hosting by hands
of Com. Bharat Sonawane, CP SNEA MH in benign presence of Com. A. A. Khan, President SNEA CHQ & Com. K. Sebastin, General Secretary, SNEA CHQ, on 13th October 2018,
at 1000 Hrs with the slogans of unity, Inqulab, SNEA and BSNL Zindabad.

The proceedings of the
meeting started with dais formation after assembling of all comrades in the
meeting hall. After Deep Prajwalan, all dignitaries were felicitated by the
host branch with beautiful roses.
·
Com.
L. U. Chaudhary, DS SNEA Jalgaon welcomed all the leaders and
delegates who came from all the parts of Maharashtra Circle. He elaborated the
golden history of Jalgaon and narrated the importance of Jalgaon city on
different fronts. He updated house about the arrangements and proceedings of
the meeting. He conveyed that his team is trying to give its best till
suggestions are welcome from all for better arrangements of stay and hall.

Com.
Bharat Sonawane, CP SNEA MH in his opening remarks appealed to
have thorough discussions on various growth and viability issues of BSNL and HR
issues of the comrades of MH Circle. He also appealed house for peaceful and
fruitful discussions in the CEC Jalgaon. Accordingly, agenda for the meeting
was passed by the august gathering with thundering claps.

It was unanimously
appealed by all the delegates to have a special agenda point with sufficient
time to have discussions on vindictive and absolutely unwanted action on Com.
Anil Dubey, DS SNEA Circle Office Mumbai and accordingly it was added as

Com.
M. S. Adasul, CS SNEA MH presented detailed
CS report and he kept nothing untouched covering all development as well as HR
points. At the start of his report, he memorized the events of Jalgaon SSA
while holding the Circle Conference of SNEA MH in Year 2009. He specially paid
homage to Com. W. Sheshagiri
Rao, the great Hero of SNEA
and veteran leader and memorized his presence throughout the proceedings of
Circle Conference of SNEA MH in 2009 including overnight elections held
therein. He also reminded house about the last presence of Com. W. Sheshagiri Rao Sahab in Circle Conference at Pune. In
his report, he thanked the comrades of MH circle for extending full support on
all the organizational matters and back up while handling the issues. He also
thanked CHQ leadership for timely cooperation in settling the CHQ level issues
of MH comrades. In his detail report of more than two and half hour, he has
updated house on all the current HR as well as development issues. The report

After lunch, as per the
agenda DS reporting started and District Secretaries of all the districts of MH
Circle submitted their reports one by one giving details of activities going on
in their SSAs.
·
All district secretaries
mainly concentrating on the development issues, shown great concerns for the
growth of BSNL. They had thoughtful discussions on spread of new services
launched by BSNL like ASEEM, WINGS, FMT, FTTH, and GPON services. They also
demanded for early action by Government on 4G spectrum allotment and 3rd
PRC for the employees of BSNL. Along with this many other issues regarding
promotion matters, CPSUCH, E2-E3 standard pay scale, No External MT recruitment and 100% internal
MT recruitment, Benevolent Fund, GTI etc.
·
On HR matters all
strongly opposed the forceful relieving of DE L/A promoted comrades to other
SSAs by CGMT MH Circle. All unanimously opposed the charge sheets given to
those comrades who refused to accept and join such L/A promotions. They also
opposed the unwanted expenditures made by CGMT MH on issuing caveats to all
promoted comrades and administrative overheads thereof.
·
On organizational matters
, all district secretaries have conveyed resolution from their SSA for single
candidature of Com. M S Adasul as from MH Circle for the post of General
Secretary of SNEA in the forthcoming AIC of SNEA at Ludhiana , Punjab.
·
The DS reports were
paused for Open Session scheduled at 1730 Hrs.
·

Resolutions on different issued discussed in CEC meeting, Nomination of

Secretary SNEA Pune, the 6th
District Conference of Sanchar Nigam Executive’s Association, Pune District was held on 7th October 2018 at TRC Club, MHS
Compound, Pune
411001 in a grand
manner and with overwhelmingly response by the members of SNEA Pune.

For first time in the history for SNEA Pune, more
than 350 comrades attended the District Conference Pune and the TRC Club
Conference Hall was jam packed. Majority of comrades from different wings
namely Telecom, Mobile, BBNW, WTP,WTR ,
NCNGN, Inspection Circle etc have attended the Conference and due to such
mammoth response some of comrades have attended the sessions in standing
position as all the chairs including extra arranged chairs were occupied.
·
It was a grand and historic day for SNEA Pune. The TRC Club
hall at MHS Bhavan premises was overcrowded since morning hours of 7th October
2018 and it was electrifying atmosphere throughout the day as the attendance
was at its peak of the end of the Open session. This District Conference was extended
by the day as proceedings continued after 1200 hrs in night and it went all the
way through the whole night and continued till early morning of the next day
i.e. up to 0500 hrs of 8th October 2018 and finally new District
Body of SNEA Pune was given oath of alliance.

The District Conference proceedings were presided over by Com. Dr. Satish Aalandkar, Vice President SNEA Pune and was

Com. Dr Satish Alandkar, President
SNEA Pune in his opening address
gave warm welcome to the leaders of SNEA MH and gave requested to have peaceful
deliberations in the house. He has elaborated certain issues about the holding
of District Conference and delay thereof.

Com. Bharat Sonawane, DS SNEA Pune presented his
report of activities carried out during his period as District Secretary. He
informed that he has completed second tenure as DS Pune and the appreciated the
unconditional support by comrades of SNEA Pune. He added that being a very big
SSA there are much more issues as compare to other SSA’s. He informed the house
that though more no. of transfer posting are taking place at Pune SSA, still
almost all transfer cases are settled as per the request and requirement of the members. He touched to almost all points
about the activities of SNEA Pune. He gave thanks to all comrades for
supporting him during his tenure. He added that Pune members having much
concern about long pending issues at CHQ like first Time bound should be in
four years, issue of basic 22820 for DR JTO’s, CPSU Hierarchy, SAB etc. His
report was placed before house for approval and it was suggested by some of
comrades to put it for approval in afternoon session. Then Com. N. A.
Sahastrbudhe, Auditor presented treasurer report as the post of
Treasurer is vacant. After submission of
the Treasurer report it was put for approval of the house and here also it was
suggested to put for approval after lunch sessions and it was agreed by dais.

India. Similarly we should have to come under one Umbrella for resolving HR
issues. Only SNEA is having good vision and capacity to resolve most of the HR
issues of DR’s. He also gave progress going on to resolve SAB issue of DR’s.
CHQ has taken initiative for GTI. SNEA Maharashtra Circle taking follow-up to
form Benevolent Fund for the welfare of executives. He assured to have best
possible efforts on platform of SNEA MH for betterment of the executives in
Pune and Maharashtra Circle and concluded his peach with thanks.

Com. M. I. Jakati, DS BSNLEU, Pune in his address appreciated the work culture of SNEA Pune and expressed
that SNEA is following much more procedures of trade union practices than the
others. He was impressed by the attendance of comrades for general body on
holiday, which was never seen before in any of the Conference. He told only Com
Adsul of SNEA having power to make things right by fight with wrong doings as
Com Adsul having 8D vision. He informed that he always got support from SNEA on
every activity of Joint Forum. He also stressed for improvement of work culture
and conveyed all the officers in the house that he and his union will not come
between any case related to works of development and growth of BSNL and
officers should get work done from all. He stressed for improvement of work
culture at all level. He concluded speech with thanks to organizers for giving
him time to have interaction with officers who are involved in day to day
functioning of BSNL.

all Pune Comrades for their attendance on holiday especially ladies comrades.
He has brief description on all activities going on at Circle office in

Abhay Kesarkar. He cleared the picture of adamant Circle Management and
his action against our brave DS Mumbai, Com Anil Dubey and assured that all SNEA Maharashtra is strongly with Com Dubey for
his fight against injustice. He conveyed thanks for Pune comrades for attending
this conference in mass and making it grand success.

Secretary SNEA MH Circle, in his address guided house on different
HR/Development issues and its status thereof. He expressed highest pleasure
over the presence of SNEA Members in the District Conference. While sharing his
past experience about attendance in District Conference of SNEA Pune he has
attended in last ten years, he remarked today's Conference as greatest mainly
due to full attendance and enthusiasm thereof. He conveyed it as receipt of the
devoted work by Com.
Bharat Sonawane as DS SNEA Pune over his two successive terms as DS SNEA Pune.
By remembering memories of Com. W. Sheshgiri Rao Sahab, the Great Hero of SNEA
and his love of affection towards MH and Pune comrades, he underlined his
absence in today's scenario and how we SNEA comrades miss him. By elaborating
resolution of formation of BSNL officers Co-Operative Credit Society in CC
Pune, appealed to comrades for the membership of this Society
which has started online activities under devoted work of Com. Anil Yadav Secretary and his team. He elaborated house about different HR
issues being pursued by SNEA at Circle level and how the pending HR issues are
pursued by SNEA CHQ at Delhi. He updated house about issues of Civil Electrical
wing being pursued by SNEA MH. He also appealed the house to have more
interaction with the staff and fellow officers for resolution of day to day
issues. He stressed for need of more unity to face present tough competition in
Telecom sector. He elaborated the poor condition of entire telecom sector and
position of BSNL in present scenario. He stressed that BSNL will have to face
this critical condition for some more time and the unfair practices followed in
Telecom sector due to free offers will be stopped and there are chances of fare
competition and we all will have to make efforts to maintain the position of
BSNL till this period. He appreciated efforts of BSNL comrades and appealed to
have more focused approach to meet the growth and development of BSNL and try
to add more and more customers to BSNL so that BSNL maintains the present subscriber
base. He assured full support to SNEA Pune from SNEA MH which is led by Com. Bharat
Sonawane as very active leader and most popular leader of SNEA.
In conclusion he expressed happiness on the increasing enthusiasm of highest
presence of members of SNEA Pune and conveyed thanks for organization for
giving him opportunity to address such mammoth gathering.

Com. Dr Satish Alandkar, President
SNEA Pune in his presidential address summarized the deliberations
in the Open Session and appealed the house for more sincere efforts for growth
of BSNL.
·
After the Presidential address the house adjourned for
Lunch and again started after half an hour.
·
After a lunch break the attendance of house was much
more than morning session. Many members were standing in the hall. Then as
decided in the morning session the DS & DT report were put before house one
by one for approval by House.
·
On DS report, some of the comrades have raised some
missing issues from DS report, doubts, information about holding delayed
conference, persuasion of individual cases and its need of inclusion in DS
report and all these queries and doubts were replied by DS SNEA Pune. After
elaborate discussions, the DS report was unanimously approved by house with
loud claps.
·
Thereafter DT Report was put up before house for
approval and members have raised some queries and suggested corrections in the
reports. Com. Bharat Sonawane DS replied the queries and doubts. He also
adopted the corrections in the report as suggested by some of comrades. Thus
the DT report was also unanimously approved with suggested corrections and with
loud claps.

Thereafter house passed following resolutions
unanimously as per the suggestions from members and discussions thereof.
1.
CHQ, Circle and District funds to be distributed at the
source by management and necessary changes to be done in the ERP.
2.
It was resoled that Com M. S. Adasul should be
nominated for post GS SNEA from Maharashtra in next AIC elections to be held at
Ludhiana.
3.
GTI for the executive should be for Rs. One Crore and
necessary steps to be taken by SNEA CHQ and Corporate office for the welfare of
mostly BSNL recruited staff.
4.
Strongly follow up for 30% SAB and Standard Pay Scale.
5.
Follow up for resolving long pending issues of first
TBP in 4 years, Consideration of MTNL stay etc.
6.
Special funds and staff allotment to Pune in the form
of Add on project. As Smart City and Metro work is going on all over the city.
To restore the network and future expansion funds and planning team to be
increased for Pune SSA.
7.
All comrades of SNEA Pune are with Com. Anil Dubey, DS SNEA Mumbai, and Mumbai against cancellation of immunity and transfer to Bhandara.

Thereafter the
earlier District Body was dissolved by Com. Dr Satish
Alandkar President of the
outgoing District body and election process started. Com.
H. N. Bhosale was unanimously
nominated as Election officer and Com
Rakesh Tiwari was unanimously nominated as Asst Election
Officer for election process. Both these Election officers have played very
important role in the whole process and Election process started at about 1630
hrs with declaration of the post for elections, calling nominations,
finalization of ballot papers, voting
and counting of votes and entire election process completed at 0450 hrs in the
morning of 08/10/2018. Shri.
S. Paul, AGM Admn Pune was also present as Administration side observer
and Com.
M.N. Kotambe ACS SNEA MH was Observer from SNEA Maharashtra Circle for this
election process.

Members of SNEA Pune have witnessed a never before election process
and response from the comrades was very positive as total 319 members castes
their votes for total 17 declared post including posts of CEC Members. The
members of SNEA Pune casted their votes standing in a queue for more than 2-3
hours. These participation efforts by members of SNEA Pune, who were
present for conference from all nooks and corners of Pune SSA, are
highly appreciated; especially the efforts by lady comrades are greatly
appreciated. The voting procedure went all the way up to 2230 Hrs,
after which the counting procedure started.

Meeting with Shri. Aman Jaiswal GM HR Admn Mumbai: On
evening hours of 11/10/2018 at 1810 hrs Com. M. S. Adasul CS SNEA MH and Com.
Anil Yadav, OS SNEA Mumbai have meeting with Shri.
Aman Jaiswal, GM HR Admn Mumbai wherein Shri. B. A. Patil, DGM HR Mumbai was also present
during discussions.
·
We have formal
discussions on the ongoing conflict between management and AUAB Mumbai and
vindictive actions thereof. We have requested GM HR Admn Mumbai that the issue
of the action against DS of AUAB Mumbai is stretched much and it has
now created unrest among the Executives as well as non-Executives and everybody
expects its early settlement.
·
We have conveyed about
unrest among workforce of BSNL due to vindictive actions against leaders of
AUAB Mumbai and till we are ready for discussions as we feel that there
is misunderstanding on both the side and present conflict can be settled
with discussions. We also reminded that till now many issues have been
settled with such discussions and this conflict would have been settled in
similar manner.
·
GM HR Admn Mumbai
informed me that he feels that this issue is being unnecessarily
stretched as to depth discussions are not being held on this matter and
till much confusion is going on either side.
·
GM HR Admn informed
that his doors are always open for all and he has always given maximum time for
discussions with SNEA. He added that this time discussions could not take
place in time and the present situation is created which he never expected. He
added that intention of management was clear and it is with Unions and
Associations, but due to communication gap, it could not be stopped at
right time.
·
He added that CS SNEA
who is meeting him frequently could have elaborated facts in time and the
issues could have been sorted out with mutual discussions as happened in
past.
·
With very positive and
firm gesture, GM HR Admn Mumbai has informed that past is past and now
think of present and future. He informed that he want to close the
ongoing issue once for all so that all Executives and Non Executives
focus on growth of BSNL. He added that we have to face much more challenge
together for survival of BSNL and we have to stop this issue without going
further by either side. Then we have elaborate discussions on the issues
thereby understanding sides of each other. SNEA MH has made it clear that issue
should be equally settled for all DS and not only for DS SNEA as whatever has
been represented is represented by DS of AUAB Mumbai and not by
individual.
·
GM HR Admn Mumbai
informed that he has preliminary discussions with CGMT MH on this subject, who
also has expressed displeasure on current happenings and directed him to
have discussions to come to conclusion on these issues.
·
GM HR Admn Mumbai
further informed that he would again discuss this matter with CGMT MH who is on
tour and assured to take possible efforts so that issues with all DS will
be settled by next week. We have suggested that it is better to have
meeting of CGMT MH with all CS so that matter can be resolved
amicably. GM HR Admn Mumbai informed that he would talk to CGMT MH and
arrange meeting by next week and most probably the meeting will be arranged on
Tuesday after confirmation of CGMT MH and other CS.
·
In conclusion, of
discussions from management side, GM HR Admn Mumbai has firmly assured that he
will try his level best to settle all these issues and appealed us also to have
conclusive discussions so that issue is closed once for all.
·
We have reciprocated
in same enthusiasm and assured him all possible efforts from our side.
·
We have reminded GM HR
Admn Mumbai for attending CEC Meeting at Jalgaon wherein he has given
consent and has assured that he will make it possible to attend Open
Session of CEC.
·
Meeting concluded with
thanks for both the sides and we have conveyed thanks to Shri. Aman Jaiswal, GM HR Admn Mumbai for such positive steps on his part with firm
assurance to resolve the ongoing conflict by next week.

With these positive
discussions, SNEA MH is now hopeful that
the transfer order of Com Anil Dubey DS SNEA Mumbai to Bhandara will be cancelled and the
Charge sheet also will also be withdrawn on the basis of the detail replies
submitted by Com Anil Dubey to all letters but only after its by review by CGMT
MH.

sincere thanks and gratitude to Shri. Peeyush Khare CGMT MH to review matter thereby for giving directions to GM
HR Admn to have conclusive discussions and Shri. Aman Jaiswal GM HR Admn Mumbai for initiating steps towards

SNEA MH appeals are comrades to take these directions
seriously and see that bills are not delayed on their part and if the bills are
not with correct and required documents, same should be returned back to
contractor or brought to the notice of higher officer with such remark in file.

Similar guidelines are required for settlement of personal
claims of BSNL employees as we find that till there is much delay in settlement
of some of claims and mainly medical claims.

SNEA MH will take up matter with GM Vig Mumbai for such
vigilance scrutiny on settlement of personal claims also.

voice of Unions & Association in Mumbai against wrong doings & certain
wrong decisions of Shri. Peeyush Khare in dealing with office works the
head of this adamant management Shri. Peeyush Khare has
started vindictive actions against these District Secretaries in Mumbai.

On 28/09/2018, leaders of All Unions and
Associations in Mumbai viz. Com. Yeswant Kekare, DS BSNLEU Mumbai, Com. Milind Ingle, DS NFTE BSNL Mumbai, Com. Anil Dubey, DS SNEA Mumbai, and Com Hrushikesh
Walawalkar,
DS AIBSNLEA Mumbai have written to Shri. Aman Jaiswal GM HR Admn Mumbai and
have make curtailment in expenditure of BSNL day
Celebrations proposed on 01/10/2018 and also mixing TWWO Certificate
distribution with Prestigious Sanchar Award Function.
·
Accordingly, after discussions held between these
leaders and DGM Admn & GM HR Admn Mumbai, the corrective actions were taken
of withdrawal of lunch and nothing was mentioned about cancellation of TWWO
function but it was not seen in BSNL Day function and accordingly venue also
was changed without any written letter and just what’s app sms from DGM Admn
Mumbai. This highly attended BSNL Day Celebrations Function was thus nicely
arranged by changing its Venue from “Sangam Community Hall” in campus of the
Staff Quarters at Santacruz to in Conference Hall in BSNL Admn Building and
nobody has any objection on it.

Thus, the matter should have been closed
accordingly for all i.e. for leaders of AUAB as well as for management.
·
But, Shri.
Peeyush Khare CGMT MH is seems to
be deeply hurted due to this letter by AUAB Mumbai as he was the person to
propose and make arrangement of BSNL day Celebration Function with expenditure
of lakhs of rupees.
·
It seems that mainly he has taken it as personal
insult by these leaders as they have objected for the TWWO Certificate
Distribution Function. It is obvious as Chairman of TWWO MH Circle is spouse of
Shri. Peeyush Khare and it was decision of both that TWWO and BSNL
day function will be celebrated together and it was cancelled due to written
letter by these the leaders of AUAB Mumbai.
·
Though picture was created that Circle management
has taken corrective action and responded positively to request of AUAB Mumbai,
but it seems that Shri. Peeyush Khare has taken this letter as challenge to his chair of CGMT and
authorities thereof and since afternoon of BSNL Day celebrations, he has
started vindictive actions by using Shri. Aman
Jaiswal GM HR Admn Mumbai, Shri. R.C. Chavan DGM Admn
Mumbai and now Shri.
B. A. Patil DGM HR Mumbai and
unfortunately all three officers are working by agreeing whatever Shri. Peeyush Khare says and
directs without applying their mind for rules and regulations of BSNL and we
can understand their position at this stage.

Thus the series of vindictive actions by Shri. Peeyush Khare, CGMT MH started
from afternoon of BSNL Day celebrations because celebrations completed by 1230
hrs and by 1530 hrs in the afternoon of 01/10/2018, first letter was issued to Com. Anil Dubey DS SNEA
Mumbai calling for explanation within seven days for
not conducting District Conference of SNEA Mumbai.
·
On 02/10/2018, it was
holiday and hence no letter was issued to anybody on that day.
·
Then on 03/10/2018, second letter was issued to Com. Anil Dubey, DS SNEA
Mumbai and it was alleged in the letter that Com. Anil Dubey has spoken
with loud voice during the meeting with GM HR Admn Mumbai which was held on
29/09/2018 in chamber of GM HR Admn Mumbai and explanation was called within
five days from receipt of letter.
·
Then on third consecutive working day, i. e. on
04/10/2018, show cause notices were issued to two signatories out of four
signatories of AUAB Mumbai letter i. e. Com. Anil
Dubey, DS SNEA Circle Office Mumbai & Com. Hrushikesh Walawalkar, DS AIBSNLEA Circle Office Mumbai and now time given for reply was just three days.
·
In totally shameful act on part of any
management, in this letter written by DGM Admn Mumbai it was alleged that both
the DSs are deliberately working against the TWWO Organization and by demanding
not to mix TWWO function in BSNL Day function, these DSs have insulted
sentiments of TWWO members and by reducing the period for submission of explanation
it was made just three days from receipt of letter.

The content of letter shows poor and deliberate
attempt on part of Shri. R. C. Chavan, DGM Admn Mumbai definitely as
per directions of Shri. Peeyush Khare, CGMT MH to create division among the TWWO members
and others BSNL male/female workers by creating picture that Com. Anil Dubey DS SNEA
Mumbai & Com. Hrushikesh Walavalkar DS AIBSNLEA Mumbai have written
this letter just to oppose TWWO and both are repeatedly attempting to insult
and TWWO.
·
Contents of letter show that this letter is not
drafted by Shri. R C Chavan, DGM Admn Mumbai but it is
drafted by Shri. Peeyush Khare himself or someone else on behalf of him as entire content
are baseless and far away from the facts.
·
The fact is that Com. Anil Dubey DS SNEA
Mumbai has never worked against any function of TWWO
rather he has always worked and actively supported the activities of the TWWO
and as responsible DS of recognized association; he has only raised voice
against the expenditure of BSNL and mixing of TWWO function in BSNL Day
function.
·
The well behavior on part of Com Anil Dubey with members
of TWWO can be understood from the critical incident happened with TWWO members
of Mumbai including Chairman of
TWWO MH Circle.
·
In month of July 2018, members of TWWO Mumbai
along with Chairman has arranged one trip of TWWO members to Resort Golden
Chariot Vasai and on their return journey unfortunately the vehicle by which
they were travelling broke down and at about 1900 hrs, all were struck off at
Vasai East on Mumbai Ahmedabad Express Highway. Then Com. Anil Dubey was first
called by Com. D.K.Upadhay PRO Mumbai and then he
was also called by Shri. Peeyush Khare, CGMT MH and directed him to arrange vehicles for the
members of TWWO Mumbai who were trapped in Vasai East.
·
Com Anil Dubey responded to it and immediately reached at the
spot by driving his personal vehicle. Then four more vehicles were arranged and
all the members of TWWO were dropped to their respective homes. Com Anil Dubey was to leave
the spot only after vehicle was arranged for each and very TWWO members. Not only that he arranged vehicles for all, but also he
personally drove the Innova Car and dropped about five TWWO members to their
homes personally and last member was dropped at her residence at 2200 hrs.

If Com. Anil
Dubey was not
courteous towards the TWWO members and if he would not have respected females
as alleged by DGM Admn Mumbai, surely he would not have left his home in the
evening hours of Sunday by wasting his holiday and definitely will not have
worked as driver to drop the members of TWWO to their respective homes.
·
These sincere efforts and action on part of Com. Anil Dubey was highly
appreciated by all including Shri.
Peeyush Khare, CGMT MH, but due to egoistic behavior now
he has forgotten any such good deeds of Com Anil
Dubey but unfortunately has taken totally opposite
stand and efforts are being made to propagate that Com. Anil Dubey is anti TWWO, Anti female and is deliberately opposing the
functions of TWWO when he has never opposed any function of TWWO even though
about daily or alternate day meetings are conducted by TWWO MH Chairman in TWWO
office in Mumbai or in Conference hall but his single letter to save
expenditure that to be in days when financial condition of BSNL is at its worst
position has made him villain in eyes of CGMT MH.
·
Not only this official written correspondence was
made to Com Anil Dubey DS SNEA Mumbai creating
pressure on him, but also attempts were made on part of Shri. Peeyush Khare, CGMT MH
to provoke TWWO members in Circle office Mumbai to write complaint against all
the leaders of AUAB Mumbai saying that they are disrespecting woman employees
and deliberately harassing TWWO members as alleged in letter issued on
04/10/2018.
·
May be as per directions of Shri. Peeyush Khare, CGMT MH,
or Chairman TWWO MH, one meeting was called by Secretary TWWO MH
& GM Coordination Mumbai in her chamber on 04/10/2018. In this meeting,
she has personally provoked TWWO members to give written complaint about
leaders of AUAB Mumbai saying that their sentiments are hurt due to letter
written by AUAB Mumbai and action may be taken against these leaders of AUAB
Mumbai.
·
Thereafter these aggrieved members of TWWO have
met leaders of AUAB Mumbai in office of BSNLEU MH at Mumbai and have expressed
their feeling after the meeting arranged by Secretary TWWO & GM
Coordination Mumbai.
·
During discussions, it was shared by some of TWWO
members that they are members of TWWO as well as members of different unions
and associations and they do not want any dispute between both the
organizations. Some of them expressed that they feel that before issuing such
letter concerned DS should have discussed it with members of their Unions &
Associations, and it was elaborately explained to them that DS are empowered to
take such decision and no need to talk to each and every member when it matter
of interest of BSNL. It was also made it clear that nothing has been written in this AUAB letter
Mumbai against TWWO and if they feel hurted then please point out what exactly
hurted them. Then one of Comrade informed that word degrading has been written
about TWWO certificates and Sanchar Award, then it was explained by leaders
present their that there is well defined procedure of Sanchar Awards which are
finalized after calling for nominations, scrutiny by the committee and after
such exercise at District, Circle and National level at Delhi by different
officers, these Sanchar Awards are distributed and it is matter of prestige to
get such award and no such procedure was followed in the TWWO awards and last
year function all non- members of TWWO were also compelled to attend this
programme of TWWO.
·
It was also explained that it was finally decided
in meeting with DGM Admn Mumbai that TWWO function will arranged separately
after Sanchar Award function in same hall and with same arrangement and there
is no question of opposition by AUAB Mumbai. But some of TWWO members expressed
that they are trapped among their Unions/Associations and TWWO as they are
members of both and expressed that they want no further dispute between
Unions/Associations & TWWO and matter should be closed immediately.
·
AUAB Mumbai leaders explained that there is no
issue on part of AUAB Mumbai and now matter is being made complicated by
management by giving it color that AUAB leaders are working against female
employees and mainly members of TWWO. Finally, some of TWWO member have clearly
informed that they will not get trapped in this controversy and will not sign
any letter as asked by Secretary TWWO and some of comrades have informed that
they will again Discuss with Secretary TWWO and decide and meeting concluded.
·
But it is seen that Secretary TWWO MH has
continued her efforts in collecting complaints against AUAB leaders by calling
TWWO members personally in her chamber and asking for signing the letter
against AUAB leaders. Not only by calling in her office, but has personally
visited some of TWWO members and requested them to sign the letter against AUAB
Mumbai.
·
It understood that with such continuous and
tireless efforts by Secretary TWWO MH, until today none of TWWO member
has signed letter against AUAB leaders alleging them for harassment of TWWO
members, which can be used as supporting document to take action against the
leaders of AUAB Mumbai.
·
However, the restless Shri. Peeyush Khare, CGMT MH
has directed DGM Admn to issue letters to AUAB and explanation has been called
by quoting complaints from TWWO members for hurting the sentiments of women
employees and TWWO members and accordingly Charge sheet is issued to Com. Anil Dubey, DS SNEA
Mumbai.
·
In normal course, it is responsibility of the
officers in the management including Circle Head to resolve disputes among
different unions & associations and organizations, but here shameful
attempts are being made by Head of Circle and his management and in rarest of
the such attempts seen that such senior level, Shri. Peeyush Khare as CGMT MH is
at leading role to create disputes among all Unions & Associations and TWWO
and trying to create unrest & disputes among the workforce of BSNL by using
powers of CGMT MH.
·
It seems that Shri.
Peeyush Khare, CGMT MH has been on only job nowadays to set
right the leaders by teaching lesson to the leaders that in lifetime none of
them can even think to write any letter to GM HR Admn and no question of
writing it.
·
Since 01/10/2018 every working day one letter is
being issued to Com Anil Dubey DS SNEA Mumbai and he has
been kept under pressure and now in final attack on 08/10/2018, Com Anil Dubey is issued
Charge sheet and his transfer order has been issued to Bhandara by cancelling
immunity granted to him as DS SNEA Mumbai on his earlier transfer to Kalyan SSA
and Shri. Peeyush Khare, CGMT MH wants to prove his muscle power by misusing
his official powers as CGMT MH just to satisfy his ego.
·
It seems that since last one week, Shri. Peeyush Khare, CGMT MH
has seen sleepless nights and days to make different attack on Com Anil Dubey and
threatening him by issuing different letter and he is personally monitoring
that letters are served to Com Anil Dubey DS SNEA Mumbai on regular
basis and he is kept under tension and evidences are being created to take
action against him.
·
Com. Anil Dubey is brave comrade and has acknowledged all such
letter issued by DGM Admn Mumbai and replied each and every letter. But all
his justified say on all such baseless allegations has been rejected and
without waiting even for time giving in letter to reply by DGM Admn Mumbai
action is taking against Com Anil
Dubey, DS SNEA Mumbai.
·
The third letter was issued on 04/10/2018 by
giving only three days time and on 04/10/2018. Com Anil Dubey has attended Mobile Wing meeting at Pune on 05/10/2018 and
on 06/10/2018 he has attended MP meeting held in Conference hall and he could
not get time to reply the third letter and has requested for extension of one
week time on 06/10/2018 and also has submitted his replay giving reasons for
not conducting elections of new District Body at about 1645 hrs on 06/01/2018
as it was seventh day.
·
By 1700 hrs i.e. within fifteen minutes, Com. Anil Dubey got call from
Com. David Samson AD Admn Mumbai that Com Anil Dubey is directed not to leave office unless and until he gets
permission to leave office from DGM Admn Mumbai.
·
Com. Anil Dubey was kept on hold as prisoner in the office
without assigning any reason, and when it was brought to notice of CS SNEA MH,
he has immediately called Shri. R.C.Chavan DGM Admn Mumbai asking why he
has kept on hold Com Anil Dubey in office after office hours.
·
Shri. R. C. Chavan, DGM Admn Mumbai confirmed
that it is being done as per directions of GM HR Admn Mumbai and when we were
discussing on his landline, GM HR Admn Mumbai called him on mobile and informed
him to allow Com Anil Dubey to leave office and with directions that further course of
action will be decided on coming Tuesday.
·
Then on Monday, Shri.
Aman Jaiswal GM HR Admn Mumbai was on official tour to Delhi and nothing was expected in
his absence against Com Anil Dubey, but rumors were being spread that serious action is being
taken against only Com Anil Dubey directly by Shri.
Peeyush Khare, CGMT MH and hence as per directions of
senior controlling officers Com Anil Dubey has met Shri. Peeyush Khare CGMT MH in his chamber at about
1300 hrs.
·
Shri. Peeyush Khare, CGMT MH just allowed him to entre cabin
conditionally that he will not listen anything else and he can only discuss
with him any issue related to mobile and office work. However, Com. Anil Dubey continued and
informed that there is nothing like being projected by DGM HR Mumbai in
repeated letters that he is against TWWO, and only intention of letter was to
reduce expenses. He also elaborated happening during the period and tried to
clear confusion created in his mind by some of officers. While Com Dubey elaborated details Shri.
Peeyush Khare, CGMT MH maintained silence by keeping his
eyes in file in front of him and when Com Dubey finished his say, Shri. Peeyush Khare, CGMT MH
said that he has not listened single word whatever Com Dubey has said. Shri. Khare added that he has not taken any action against
him and whatever is done is done by Shri. R. C.
Chavan DGM Admn Mumbai and Shri. Aman Jaiswal GM HR Admn
Mumbai and directed him to meet both of them and left
office for lunch.
·
Thus, by now it is crystal clear that all these
actions are being taken as per will and wish of Shri. Peeyush Khare, CGMT MH
because when Shri. Aman Jaiswal GM HR Admn Mumbai was on tour to Delhi, Shri. Peeyush Khare, CGMT MH
called Shri. B A Patil GM HR Admn Mumbai in his chamber and held rounds of
discussions from morning to late evening and has issued transfer order of Com Anil Dubey to Bhandara and
issued charge sheet to him and deputed Com. David
Samson AD Admn Mumbai along
with one office staff personally to deliver Memorandum, transfer order and
letter of withdrawal of facilities granted to SNEA Mumbai.
·
When Com David
Samson AD Admn Mumbai was asked why he has personally came for work which is that
of DAK messenger, he informed that he
directed by Shri. B. A. Patil, DGM HR Mumbai to do so and
personally confirm that memorandum and transfer order is served to Com Anil Dubey today itself.
·
Com. Anil Dubey, DS SNEA Mumbai accepted letter
issued for withdrawal of facilities granted to SNEA Mumbai and asked Com David Samson how he is
serving memorandum and transfer order directly when it is to be served by
controlling officer and asked him for guidelines or orders wherein it has been
written that Memorandum and transfer order can be served directly by CGMT MH to
SDE bypassing controlling officers. But AD Admn Mumbai was pleading that he is
following orders of Shri. B.A.Patil, DGM HR Mumbai and he is not
aware about any of such rules and finally informed that he will confirm it from
Shri. B. A. Patil DGM HR Mumbai and then will
inform Com Anil Dubey DS SNEA Mumbai accordingly.
·
On this information by Com David Samson AD Admn Mumbai and knowing response from DS SNEA Mumbai, Shri. B.A.Patil DGM HR Mumbai
went to chamber of Shri. Peeyush Khare, CGMT MH and had updated him about happening. Then as
per directions of Shri. Peeyush Khare CGMT MH, Shri.
B.A.Patil DGM HR Mumbai has served Memorandum as well as Transfer order by email and
Whats App at 1800 hrs to Com Anil Dubey DS SNEA Mumbai.
·
It is also understood that the hard copy of
transfer order and memorandum is now being issued through proper channel as Shri. B.A.Patil DGM HR Mumbai
has sent it to PGM CM Mumbai for serving it through proper channel.
·
Then at about 1830 Hrs Com V. K. Dethe, AD HRD Mumbai
was personally called by Shri. Peeyush Khare, CGMT MH
and he was directed to relieve Com. Anil
Dubey directly from ERP and by evening at 1845 hrs Com. Anil Dubey has been
relieved through ERP.
·
Thus only after confirmation of ERP relieving of Com Anil Dubey DS SNEA Mumbai at about 1930 hrs Shri.
Peeyush Khare, CGMT MH left office for home.
·
It is understood that entire letters and filing
of transfer order has been done by Shri.
B.A.Patil while seating in the chamber of CGMT MH as per
directions of Shri. Peeyush Khare, CGMT MH and there was no involvement of Shri. Aman Jaiswal GM HR Admn
Mumbai as he was on tour, Com. V.J.Bhandirge, AD Staff
Mumbai was not aware about any such transfer. When we met Com. B.P.Tambat, AGM Staff
Mumbai in his office, he informed that matter has been
discussed between DGM HR and CGMT MH and final orders have come for his
signature and hence he has signed the transfer order and he is not aware about
issue.
·
On queries, he informed that he has neither
processed any file for transfer and nor he is aware about the memorandum being
issued to Com Anil Dubey DS SNEA Mumbai.
·
All these events and actions on part of Shri. Peeyush Khare, CGMT MH makes
it clear that he is misusing powers of CGMT MH to set personal goals and create
“Gabbarsingh Fear" in minds of leaders of all unions and associations so that
no on one can dare to even think of writing any letter or raising any issue
against Shri. Peeyush Khare, CGMT MH till he permits to anybody.
·
The entire actions on part of Shri. Peeyush Khare, CGMT MH,
are highly objectionable and not expected from the Head of Biggest Circle of BSNL
and he just cannot continue to behave in such arbitrary manner dictating terms
whatever he thinks fit.
·
Shri. Peeyush Khare, CGMT MH has already behaved in such arbitrary manner
and has transferred officers who have tried to oppose any of his wish e.g. Com. Kulkarni CAO Amravati
and then CAO Mumbai was transferred in similar manner from Mumbai to Amravati
and that time Shri. Peeyush Khare, CGMT MH has instructed that Com. Kulkarni should get his
lunch of the day in train and not in office, meaning that within no time Com.
Kulkarni should be relieved and compelled to join Amravati. Then Com. N. M. Phatak DGM Kalyan and then DE NOFN Mumbai, was been transferred to
Kalyan as he also has not followed whatever Shri.
Peeyush Khare, CGMT MH has said.
·
In similar manner, of deliberate attempt to
destabilize SNEA activities at Nanded, the request of Com. B. R. Kamble, DS SNEA
Nanded was not only rejected on flimsy grounds, but
entire District Body of SNEA Nanded has been derecognized and even after
repeated complaints by CS SNEA MH and even after assurances by Shri. Aman Jaiswal GM HR Admn
Mumbai and Shri. Peeyush Khare CGMT MH for restoration of SNEA Nanded Branch no
action has been taken by Shri. Aman Jaiswal and file is unofficially kept on
hold since last four months as no action has been taken on reply given by Shri. Nitin Rokade GMT
Nanded.
·
In similar vindictive action Com. M.P. Bhole, TDM
Buldhana was reverted from post of TDM Buldhana without assigning
any reason and when he accepted reversion, Shri.
Peeyush Khare CGMT MH has
acted in extreme vindictive manner and Com. M.P.
Bhole DE Buldhana is
transferred to Sangli SSA even though Buldhana SSA is having shortage of DEs
and Sangli SSA has excess DEs. But when it is matter of anger and ego of Shri. Peeyush Khare, CGMT MH, then there is no meaning
of such BSNL guidelines and statistics of number of executives. On request of
SNEA MH Shri. Aman Jaiswal GM HR Admn Mumbai has assured that Shri.
Peeyush Khare has agreed for consideration of request transfer
of Com. M.P.Bhole to Jalgaon SSA, but no order has been issued
during last one month period and he is kept under mental tension.
·
In similar adamant manner Com. A.P.Kulkarni JTO Beed who has serious medical problems, he is being harassed by Shri. Peeyush Khare CGMT MH and his case recommended by GM HR Admn on basis of
Civil Surgeon Beed saying that certificate submitted is not in format. Then Com
Kulkarni was directed to submit certificate in format and accordingly Com
Kulkarni has submitted the Civil Surgeon Certificate, but same also was not
considered and Shri. Aman Jaiswal, GM HR Admn Mumbai informed that
as per rules made by him and CGMT MH the request of Com. A. P. Kulkarni can be
considered only if he joins at Ratnagiri SSA. Then following these directions Com. A. P. Kulkarni has joined at
Ratnagiri SSA before one month and till his request has not been considered. On
discussions with Shri. Aman Jaiswal GM HR Admn Mumbai he has informed that now his
request will be considered only if case is recommended by SGMT Ratnagiri. Again
case has been recommended by GMT Ratnagiri and now case of Com A. P. Kulkarni JTO legal Ratnagiri for retention/posting at Beed has been
recommended by GMT Beed as well as GMT Ratnagiri, and in our last meeting Shri. Aman Jaiswal GM HR Admn Mumbai has assured
that within 2-3 days order will be issued for Beed. But it is shameful for any
respectful management that such delayed tactics are being adopted in very
genuine medical ground case of Com. A. P.
Kulkarni, and duly recommended on medical grounds of GMT
Beed and GMT Ratnagiri and till today no order has been issued and Com. A. P. Kulkarni is kept under
tension and he is literally crying but Circle Management has not responded his
genuine request.
·
It is fact that no single letter has been issued
to these officers but they are transfers just satisfy the ego of Shri. Peeyush Khare, CGMT MH and
it seems that ego of Shri. Peeyush Khare, CGMT MH gets disturbed & hurted every now and
then and now it has been hurted by letter signed by Com. Anil Dubey DS SNEA
Mumbai.
·
It is well-known fact that Com Anil Dubey is excellent officer in Circle Office Mumbai with deep
knowledge of Mobile activities and it will not be exaggeration that he is the
only officer who may be having deep knowledge about mobile activities and
ongoing project of GSM Phase VIII.4 expansion project.
·
He is great human being and supported everybody
at any time of crises and only mistake on his part is that he has annoyed Shri. Peeyush Khare, CGMT MH by
signing AUAB letter which is his duty as responsible DS of recognized
association and by forgetting all his good works and abilities he is being
harassed by issued letters after letters asking explanation on hypothetical
events and incidents and as pre-decided by Shri.
Peeyush Khare, he is transferred to Bhandara, struck off from
the strength of Mumbai before transfer order has been served to him physically
and is being given treatment.
·
From actions of Shri.
Peeyush Khare it seems that if he would have authority to hang Com Anil Dubey he would have gone to such extent, but we should be happy
that till Shri. Peeyush Khare has not lost his total wisdom and hence he has not gone to
such extent to hang and kill Com Anil
Dubey to satisfy his ego.
·
All these actions of Shri. Peeyush Khare are at par
with cat when gets violent, and keeps
tracking its claws on pillars as stated in say “Khisyani Billi Khamba Noche” thereby giving way to
its anger knowing that it is of no use.
·
It is understood that Shri. Peeyush Khare, CGMT MH has
already threated DS AIBSNNLEA Mumbai for his transfer to Bhandara SSA and
pressure is being already created on him to give unconditional apology.
·
Further steps are being taken to take action
against Com. Yeshwant Kekare DS BSNLEU Mumbai & Com.
Milind Ingle DS NFTE Mumbai who
are the other two signatories of this letter and we should not be surprised if
further charge sheets and memorandum along with transfer order are issued to
these leaders at par with Com Anil Dubey.
·
All these actions on part of Shri. Peeyush Khare, CGMT MH are
as if, BSNL is personal property of Shri.
Peeyush Khare and all officers and staff in BSNL are personal
servants of him and he can treat them, pressurize them, and transfer them as
per his wish and will.
·
This is nothing but poor attempt of Shri. Peeyush Khare, CGMT MH
to keep the leaders of Unions and Association in BSNL and prove that he is “Gabbarsingh” of BSNL
Maharashtra Circle and no one can think about raising voice against his
decisions of “Gabbarsingh of BSNL” even if it is wrong and against the interest of BSNL and he
has full powers as that of “Gabbarsingh” in Sholey film to act against
any of the employee as per his wish and will and by cooking any unfair matter
against any employee and officer of BSNL.
·
SNEA Maharashtra strongly
condemns this deliberate act of Shri. Peeyush Khare, CGMT MH
and will definitely take up matter with him for withdrawal of unwanted charge
sheet and cancelling transfer order of Com Anil
Dubey DS SNEA Mumbai even
though it is clearly visible by look at actions of Shri. Peeyush Khare that there
are less chances of any positive response from him.
·
After this official formality of discussions with
Shri. Peeyush Khare, CGMT MH if he is ready to discuss, SNEA MH will
fight these vindictive actions organizationally and course of action will be
decided in forthcoming CEC meeting at Jalgaon on 13& 14th
October 2018.
·
But we will not allow Shri. Peeyush Khare and his
dictatorship as CGMT MH in attitude of “Hum
Kareso Kanoon” by misusing powers of CGMT MH just for harassing
and pressuring the leaders of AUAB as they have dared to write letter to GM HR
Admn Mumbai.
·
By knowing about this extreme limit of vindictive
actions many of the DS, leaders, & members of SNEA as well, members & leaders
from other unions and associations throughout Maharashtra Circle have contacted
Com. Anil Dubey DS SNEA Mumbai and CS SNEA MH and have expressed their sentiments against such vindictive
action Shri. Peeyush Khare, CGMT MH and have extended full support for fight of
SNEA against deliberate injustice to Com.
Anil Dubey, DS SNEA Mumbai.

SNEA MH conveys sincere
thanks and gratitude all those comrades who have come forward on self and
supported Com Anil Dubey, DS SNEA Mumbai, and SNEA MH in advance.
·
We firmly assure to all
the comrades that SNEA will not leave any stone unuttered in getting justice
done to Com Anil Dubey DS SNEA Mumbai or DS of any other Union & Association
and to stop the malpractices and unethical attempts by Shri. Peeyush Khare, CGMT MH to suppress the voice of Unions & associations against
his wrong doings for safeguarding interest of our beloved BSNL which is prime
responsibility of these leaders.

Any further action on part of Shri. Peeyush Khare, CGMT MH including present vindictive actions will be
opposed by tooth and nail and we will continue our strong oppose until Shri. Peeyush Khare, CGMT MH
comes out of phobia of “Gabbarsingh of BSNL” who has assumed that he has nothing to do with ethics and
responsibilities of CGMT and can act & treat any employee and officer in

Celebration function was arranged in jam packed Conference Hall , BSNL Admn
Bldg Santacruz Mumbai on 01/10/2018 on the 18th Foundation Day of BSNL and
this function was chaired by Shri.
Peeyush Khare, CGMT MH Circle.

The function started with Deep Prajwalan and welcome song by team of
BSNL artists from Circle Office Mumbai.
·
Shri. Peeyush Khare, CGMT MH was given welcome by Shri. Aman Jaiswal GM HR Admn Mumbai and Shri. Aman Jaiswal was given
welcome by Shri. B A. Patil DGM HR Mumbai.
·
Shri. Aman Jaiswal GM HR Admn Mumbai gave welcome speech giving brief
idea about the schedule of programe and elaborated about the purpose of the
function.

Next part was distribution of different awards including Vishist
Sanchar Sewa Award of Year 2016-17 wherein Com. Mrs. A. R. Bodhale, SDE Pune, Com. K.M.Kulkarni JTO Sangli & Com. C. Narendra JTO ITPC Pune were felicitated

appealed audience that by taking note of present crises in Telecom Market &
in BSNL now everybody has to work at par and in style of the excellence of
award winner on day to day basis.

different level for last 2-3 months. SNEA MH congratulates all the comrades on
getting choice posting as per their request and conveys them best wishes in new

4 Oct 18: AGM CMTS
Infra BSNL CO accords the approval of BSNL Managing Committee to Heads of all
Circles except A&N, AS, CTD, WB, NE-I, NE-II & WBT Circle for
outsourcing of Operation and Maintenance activities of passive Infra along with
Sales and Marketing of BSNL non co-located BTS sites. Letter <<<>>>

This is decision of Management
Committee of BSNL Board and this decision is taken when 50% post of the
Directors in BSNL Board are vacant and left out directors including CMD BSNL
are also due for superannuation retirement within coming 4 to 7 months.
·
Further this approval is given in
Year 2018 on basis of data collected in Year 2014 and one can understand what
will be authenticity of data of Year 2014 in Year 2018 when 2-3 phases of GSM
Expansion projects have been implemented during this period adding many more
new BTS, closing/Shifting many of the BTS.
·
About 30000 BTS all over India
will be directly handed over to the vendors as per names mentioned against the
Circle.
·
Accordingly in Maharashtra Circle,
it is proposed to handover 1715 so called non co-located BTS out of total 5841
BTS to M/S Pace Power Systems Private Limited but as on today total number of
BTS in MH Circle is 7500 and not 5841 as mentioned in this letter and this will
give some idea about authenticity of the data utilised for finalizing this
outsourcing proposal.
·
Apart from Maharashtra Circle
which is biggest Telecom Circle of BSNL, same vendor i.e. M/S Pace Power
Systems Private Limited will take over BTS form other prominent Circle viz.
Gujarat, Madhya Pradesh, Chhattisgarh, Karnataka, and Andhra Pradesh Circle.
·
BSNL Management and then God only
knows when BSNL with such manpower and experience of telecom services of
decades of years is unable to manage these services, how these new vendors who
may not have such experienced manpower
can manage the works and it puts doubts on the desired outcome from such
outsourcing.
·
Unfortunately, from many of the
outsourcing activities carried over the period, BSNL could not extract desired
output but lakhs raher crores of rupees of BSNL has been paid to the AMC
vendors and BSNL is in losses and we cannot expect different result on this
proposal which is on basis of old data of 2014 which has lost relevance with
data of 2018.
·
We can just understand from the
names of vendors proposed for this work and our experience of working with them
and it is unfortunate that M/S ITI Limited which do not have experienced
manpower as that of BSNL and who has over delayed and damaged the different GSM
expansion projects in entire West Zone is now one of these vendors who will
maintain BTS of BSNL and will carry out activities of S&M and what will be
condition of these BTS with M/S ITI.
·
We should not be surprised if
these vendors give further subcontract as done by M/S ITI in past and then it
will be liability to BSNL to get work done from such sub vendors and role of
these vendors like M/S ITI will be just to collect payments from BSNL offices
and making complaints about not receiving their payments from BSNL as we have
seen in past.
·
BTS from entire India except A&N, AS, CTD, WB, NE-I, NE-II & WBT Circle will be handed over to four companies and
even though the working condition in A&N, AS,
CTD, WB, NE-I, NE-II & WBT Circle is very poor, nothing has been done for
outsourcing BTS Mtce.
·
It seems that BSNL will continue
to maintain BTS services only in A&N, AS,
CTD, WB, NE-I, NE-II & WBT Circles with losses may be due to the facts that
there will be more problems in this Circles and these vendors may not have
opted for any of these Circle.
·
Circles will have to sign separate agreement for
same and then it will be effective.
·
This agreement is for next ten years and this may
be historic agreement which is having such long period of AMC.
·
The commercial data in this deal is not yet
available, but in general it is mentioned that for O&M Services, said
vendor will get fixed monthly amount and it has no relation to generation of
Revenue from that BTS.
·
Further for S&M Services, same vendor will be
paid revenue share earned from external customers of BSNL.
·
If this proposal is implemented about 40 to 50%
BTS of BSNL will be in hands of these vendors and BSNL Staff and officers may
not have any say/stake in it except listening the grievances of the customers
may for not getting GSM Services or for poor GSM services.
·
It is fact that in every Circle there are BTS
including some 3G BTS, which are commercially locked e.g. in Maharashtra Circle
there may be about 400 such BTS, but these BTS may not be handed over to these vendors for restoration.
·
It is fact that BSNL is already paying AMC Chares
for manufacture of equipments like M/S Nokia; M/S Alcatel etc even though
desired services are not delivered to BSNL and these additional charges will
add more financial implementation of financially affected BSNL.
·
It may be case in many of the BTS, the revenue
earned from BTS will be much less than the interest on investment, cost on AMC
by manufacturer, Cost of O&M and cost of Marketing /Sales as desired now.
·
With this proposal fear is seen among the BSNL
workforce that this is one more attempt and action to hand over BSNL to
separate company and if these towers will be handed over then about BSNL towers
will directly in hands of these four vendors and these vendors will take
decision on sharing of these BTS and situation may arise that these vendors may
give priority to the services of private Operators like R JIO and BSNL May not
get place in these BTS.
·
Earlier, in USO Site BTS, the work was done by
BSNL, but BSNL was not allowed to install its own BTS at these sites and after
expiry of support of USO, BSNL was allowed to put BTS, but by the time entire
customer base of that area was shifted from BSNL to other operators and as on
today, BSNL is paying rental and other charges for these sites without any BTS
either of BSNL or of any other operator and cores of rupees of BSNL are being
wasted as recurring amount every month.
·
In recent past Maharashtra Circle this O &M
work has been handed over to M/S Sumit Services and again with this new order
the old order many be cancelled and M/S Sumit Services which had starting
functioning just before 2-3 months and there are many complaints from field
units about services being desired as per tender conditions and delivered at
site and before this come effectively, this new tender will be processed.
·
If it is so urgent and required, BSNL should give works of installation of new BTS &
its infra and O&M services together and payments can be fixed on
availability and traffic of that BTS, but handing over of already working BTS
that to be on Pan India basis will be most dangerous and may be final attack on
existence of GSM services by BSNL as here responsibility of earning revenue
which is uncertain is that of BSNL & its workforce, and certain amount will
be paid to these vendors even though minimum required revenue will not be
earned from these BTS and then BSNL will be trapped in further losses.
·
Till we have to receive the financial
implementation of this outsourcing act and thereafter same can be analyzed
about loss and profit of BSNL for such outsourcing, but on prima facie it seems
to one more attempt to handover custody to the different vendors and may be
indirect way to form separate Tower Company as BSNL will not have any role
except in payment of charges of O&M services and S& M services by these
vendors and vendors may enjoy such payments without any risk in earnings from
these outsourced BTS with expenditure of Cores of rupees already incurred by
BSNL and some money which BSNL was getting from these BTS will be paid to these
vendors.
·
This is very crucial issue for survival of BSNL
and hence SNEA MH appeals all the comrades to have deep analysis of these
orders for outsourcing of Operation and Maintenance activities of passive Infra
along with Sales and Marketing of BSNL non co-located BTS sites and send their
feedback on sneamh@gmail.com latest by
next week end so that further course of action on this matter can be decided.

Staff Mumbai issued DGM LA orders for spell of 179 days w.e.f. 03/10/2018 as it
is where it is basis. Letter <<<>>>

This order is nothing but just endorsement of old order/s
only as per wish and will of Shri. Peeyush Khare, CGMT MH and it has no relevance of BSNL
guidelines on the subject.
·
It is understood that Shri. Aman Jaiswal, GM HR Admn Mumbai and his team of HR
section has made deep study of the vacancy position and eligible officers for
DGM LA and accordingly it was expected that about 95 to 100 DEs would be given
looking After DGM LA to fill up all vacant posts of DGMs in Maharashtra Circle.
·
But as usual, all such efforts by Shri. Aman Jaiswal & his HR team are in
vain as Shri. Peeyush Khare CGMT MH has straight away
rejected his studied DGM LA proposal and instructed him to issue orders only to
continue old DGM LA and no need of any corrections as proposed by him.
·
We have seen that Shri. Peeyush Khare CGMT MH appreciates the hard
& studied working of Shri. Aman Jaiswal, GM HR Admn Mumbai and he has always
publically appreciated his working including recent occasion of BSNL day celebrations at Mumbai
on 01/10/2018 which was supported by house with claps.
·
But when it is matter of decision on such studied proposals
by Shri. Jaiswal & his HR team, Shri. Peeyush Khare, CGMT MH takes exactly opposite
stand and rejects such studied proposals showing that till Shri. Jaiswal has to learn much more
and understand more as GM HR Admn Mumbai to meet expectations of Shri. Peeyush Khare CGMT MH
·
We have seen that Shri. Jaiswal is sincere and honest
officer and tries his level best to implement BSNL guidelines, but he is “speechless
mainly on BSNL guidelines” when it is matter to discussions & decision
thereof in front of Shri. Peeyush Khare CGMT MH and blindly follows whatever right
or wrong said by CGMT MH by forgetting that he is senior GM level officer.
·
Shri. Jaiswal is of the opinion, that even though he is
aware that some wrong decisions are being taken but has his own concept that
when such wrong decisions are approved by CGMT, then even wrong decisions
becomes right at least to safe guard his position and he has nothing to do
further about rules and guidelines.
·
Unfortunately, till study and collection of data on the
subject Shri. Jaiswal is GM level Officer, but
after intervention of Shri. Peeyush Khare CGMT MH the role of Shri. Aman Jaiswal remains of only Data
Entry Operator as he then forgets about rules and guidelines of BSNL even he is
aware about it, which we have observed this in many earlier occasions and
now in this DGM LA Order it is clearly visible.
·
It is fact that for this DGM LA order does not follow senior
junior criteria, also do not cover the names of the officers who have completed
one year after their last refusal of DGM LA and also fresh refusals given by
many of the officers as per the recent guidelines issued by BSNL CO even after
Shri. Jaiswal and his HR team has taken day night efforts for last one
month in collection of data and information for fresh DGM LA orders.
·
SNEA MH will take up matter with Shri. Peeyush Khare CGMT MH for issuing orders as per
the guidelines on the subject and to fill up all vacant post of DGMs as now
ample DEs are available in Maharashtra Circle and all post can be filled up as
proposed by Shri. Aman Jaiswal, GM HR Admn Mumbai.
·
Let us hope for the corrective action on part of CGMT MH to
fill up as vacant post of DGMs that to be as per BSNL guidelines on subject.

Treasurer Report to the house about the financial activities of SNEA Sangli and
this brief report was approved by the whole gathering. The sincere
efforts of Com Kedar Kulkarni as DT
SNEA Sangli were appreciated by all comrades of SNEA Sangli.

P.H. Koli, DS SNEA
Sangli, submitted detail report on activities of SNEA Sangli during his tenure
as District Secretary SNEA Sangli. He gave warm welcome to all dignitaries and
leaders of SNEA MH who have attended the District Conference on invitation of
SNEA Sangli. Com. P.H. Koli informed
the house about the current membership standings of executives in Sangli SSA.
He proudly mentioned that out of total 91 executives in Sangli SSA SNEA
Membership is 61. In his presentation of DS report Com. P.H. Koli, elaborated about the major achievements of the SNEA
Sangli. He elaborated how SNEA Sangli has successfully handled individual
request of each and every member of SNEA Sangli in local transfers as well as
Inter SSA, Inter Circle transfers. He elaborated house about the organizational
activities of SNEA Sangli. He conveyed thanks to Com.
M S Adasul, CS SNEA MH and his team for the unconditional support
extended to SNEA Sangli in resolving CHQ, Circle, as well as SSA level issues
wherever required. He appreciated support extended by Com.
R. S. Patil JS South SNEA MH, Com. V. D. Bhede DP SNEA
Sangli, and all other District Office Bearers of SNEA Sangli for
successfully handling the activities of SNEA Sangli. He conveyed thanks to Com.
L.K. Magdum, Ex CP SNEA MH for guiding him time to time and
attending each and every District Conference of SNEA Sangli. He reminded
house about his assurance given in the Special general Body Meeting of SNEA
Sangli which was hold for Membership Verification campaigning to give thumping
majority to SNEA and again felicitate Com M S Adasul and his team with “Sangli
Pheta” and declared that same assurance has been completed today which was
appreciated and supported by house with thundering claps. He
expressed that he has tried his level best but till some issues could not
resolve to his expectations. While elaborating report, he was emotional. He
expressed that there is need of Single association in BSNL and he has done
efforts in this direction in Sangli SSA but till goal is not achieved. He
conveyed the efforts taken by team SNEA Sangli in getting majority of votes in
favor of SNEA during last membership verification. He feels proud that with
such efforts SNEA has been recognized as Majority Association. In his about one
hour report, he has touched all the points about activities of SNEA Sangli. He
added how the account wing executives are being added in SNEA Sangli family and
how the total executives of Electrical and Civil wing are with SNEA Sangli. He
also expressed thanks to Shri. Sanjay Kaka Patil, Hon MP
Sangli for his support in arranging meeting with Hon MOSC Shri.
Manoj Sinhaji during his Sangli visit and giving way to the issues of BSNL
executives & non executives for grant of 3rd PRC and standard
pay scales. The DS reported submitted by Com.
P.H.Koli DS SNEA Sangli was highly appreciated,
acknowledged, and approved by the house with loud round of claps.

Com. R.S.
Patil, Joint Secretary South SNEA MH, addressed the house by his
experienced thoughts and appealed the comrades to be more vigilant and alert in
serving the BSNL. He made aware house about casual approach in day-to-day works
in routine manner and consequences thereof. He shared his experience while he
attended the Circle Conference of SNEA MH at Nagpur and how he was unexpectedly
elected as JS South SNEA MH. He stressed on need of stronger unity among executives
and appealed all to join SNEA, which is moist vibrant and active association in
BSNL. He requested all comrades to forget about disputes among each other and
come forward with broad mind approach for betterment of SNEA as well as BSNL
and such action have become need of time. He assured to do his best for
betterment of SNEA as JS South SNEA MH and appealed all comrades to work with
more efficiently, smartly and earn more and more revenue for BSNL.

Prayag Pisal, Joint Secretary, Pune, SNEA Maharashtra
conveyed his pleasure in visiting Sangli, as
every time he visited Sangli something good happened on behalf of SNEA, as
association. He remarked the attendance of many young comrades at the
conference and stressed on the unity of the all. He elaborated house about the
difference in working of SNEA and other associations. He made house bout the
wrong information being spread by some leaders of opponent association about
SNEA and assured that SNEA is the only association, which can give justice to
executives in BSNL and appealed not to come in trap of such baseless leaders
working only on what’s app. He appreciated efforts being taken by “Pyari Jodi” of SNEA MH, Com. M. S. Adasul CS & Com.
Bharat Sonawane CP SNEA MH for resolution of the HR issues of the executives
and assured that SNEA MH will continue to resolve the issues in similar manner.
In conclusion, of his highly impressive address he conveyed thanks to SNEA
Sangli for arranging such meeting in grand manner and giving him opportunity to
address this meeting.

Com. Tejas
Tadasare, CWC Member SNEA MH, addressed the gathering with
his energetic speech and explained the matters of CHQ, like CPSU hierarchy, 3rd
PRC, TBP, and court cases regarding promotions. As always, Com Tejas
Tadsare has
thrown lights on complex issues in simple and understandable manner. He
elaborated efforts of SNEA at Circle & CHQ level and elaborated house about
the discussions held in CWC Bhubhavaneshwar in Odisha Circle. He assured house
that SNEA is committed to resolve the all pending HR issues by overcoming man
made hurdles created by the leaders of other associations. He congratulated Com
Koli DS SNEA Sangli and his team for such wonderful arrangements of the meeting
and giving him opportunity to attend and address it.

Com. Bharat Sonwane, Circle
President SNEA MH Circle in his speech, feeling great
pleasure for his third visit to Sangli. He recalled his last visit to Sangli
during the visit of Hon. MoSC Shri. Manoj Sinha, as the special
one, because after that visit of MoSC to Sangli, Hon Minister agreed to look
into the matter of 3rd PRC. Before that, Hon MoSC was not very positive about
grant of 3rd PRC to BSNL employees. He emphasized that Sangli has
its unique taste of atmosphere that even MoSC has agreed to think positively on
Pay Revision in BSNL during his visit to Sangli. He conveyed thanks to DS SNEA
Sangli for arranging such grand meeting and giving him opportunity to be
present in the District Conference. He elaborated about different activities on
platform of SNEA MH and how SNEA is the only association fearlessly raising
issues and getting it resolved successfully in favor of executives. He
categorically explained how the leaders of other associations have practically
stopped the association activities under pressure created by Circle management
and how SNEA is dealing with manmade issues like LA arrangements, unwanted
transfers, request transfers etc. He assured all support to SNEA Sangli
Comrades in resolution of HR as well as development issues. He stressed for
more initiatives and active steps on part of management to increase BSNL
customer base. He stressed for need of strongest unity on platform of SNEA as
well as Joint Forum. In conclusion, he conveyed best wishes for grand success
of the District Conference and thanks for giving him opportunity to be present
in such grand meeting of SNEA Sangli.

Com. M. S. Adasul, Circle
Secretary SNEA MH Circle, in his address guided house on
different HR/Development issues and its status thereof. He congratulated Com P. H. Koli for
strengthening SNEA Sangli and extending wholehearted support to the executives
joining at Sangli. He gave warm welcome to newly joined members in SNEA Family
and assured for total support to them. He expressed pleasure on joining of
majority of young comrades in SNEA Sangli family and present in GB Meeting
Sangli. He also shared that Sangli SSA is always treated with due regards by
Circle as it is doing best on each front. He counted on challenges before BSNL and the ways to overcome the
same. He stressed on satisfying the customer at any cost and not to leave a
single customer with empty hand and dissatisfied in today’s competitive era. He
also emphasized that serving BSNL is nothing less than serving our motherland.
He assured that our unity will definitely bring back the old glory of BSNL and
in turn, we will change our destiny in positive manner by our devoted works.
His inspiring words and free flowing speech energized the house and got many
round of claps. That is the way Com. M.S. Adasul talks to his SNEA family,
boosts their energy level. While addressing the newly joined JTOs, he
informed that they have taken right decision to join SNEA and guided them about
securing their future by hard work in BSNL and made them aware about their
responsibilities for better and bright future in BSNL. He narrated role of
Joint Forum and need of strengthening activities of Joint Forum. He also
assured the house for every possible help on platform of SNEA in all respect in
the interest of BSNL as well as in the interest of executives in BSNL. He
updated house on different HR issues being pursued by SNEA at Circle/CHQ level
and status of the issues like Standard Pay scales, grant of 3rd PRC,
competitive scenario in Telecom sector and position of BSNL, role of executives
in strengthening BSNL, need of some more personalized efforts, issues related
to growth and development of BSNL and assured to extend whole hearted support
to BSNL Sangli. He narrated the issues related to break in stay in parent SSA
and need of time actions on part of executives to avoid untimely transfers. In
conclusion, of motivating and heart touching address, he assured best efforts
for resolution of pending HR issues at Circle and CHQ level. He conveyed thanks
to Com P. H. Koli DS SNEA Sangli and his entire team SNEA Sangli for
arranging such beautiful and highly attended meeting and giving him opportunity
to interact with the comrades of SNEA Sangli.

Com.
V.D. Bhede, District
President SNEA Sangli addressed the meeting with his brief presidential speech and
summarized the discussions held in the meeting. He conveyed thanks to all the
executives in Sangli SSA for coming forward for strengthening SNEA and support
with more unity to Com Adasul and his Circle for betterment of BSNL and its
executives. He elaborated efforts of SNEA Sangli under leadership of Com.
P. H. Koli DS SNEA Sangli and success in resolution of issues
thereof. He also shared experience during the membership verification and how
team SNEA Sangli has taken care by one to one approach to each and every
executive in Sangli. He elaborated efforts of Com R S Patil, JS South
SNEA MH and Com. V.M. Patil Ex VP SNEA MH in
resolution of certain issues of SNEA Sangli. He requested all to forget about
differences if any and work for stronger unity of the executives in Sangli SSA.
He also appealed all young comrades to come forward, take active part in SNEA
activities, and lead it from front. He highlighted resolution of critical
issues of the executives in Sangli SSA. He conveyed thanks to Com M S Adasul
for extending help to SNEA Sangli for each and every activity and resolving
issues thereof. He also put forth some critical issues, which needs to be
settled in the interest of SNEA Sangli. He conveyed thanks to all leaders for
accepting invitation by SNEA Sangli and attending it. In conclusion he thanked
all the comrades of SNEA Sangli for their full hearted support to SNEA Sangli
with hopes that SNEA Sangli will be strongest rather only association in Sangli
SSA.

Thereafter, Com. V. D. Bhede
President SNEA Sangli formally dissolved the existing SNEA body to start election
process for new formation of SNEA Sangli Body.
·
Thereafter the queries and doubts raised by some of comrades were
replied by Circle leaders.
·
In spontaneous reaction Com. Wankhede AGM Mktg Sangli addressed the
house and said that though at present he is not member of SNEA, he is highly
impressed by the activities of SNEA. He finds that only SNEA under leadership
of Com Adasul is fighting against injustice. He appreciated the efforts on
development and HR issues by SNEA and openly assured in the house that in days
to come he also will like to join such active and vibrant association at all
level.

& Com. R.V.Menkudale AGM Nanded on their peaceful Superannuation retirement after
completion of long & highly successful services in DoT/BSNL.

Com.P.B.Vispute DGM CMTS Nashik SSA (Mob 9423980473) has started his carrier as Junior
Engineer in July 1982 as JE Group at Dindori Nashik SSA. Then in March 1986, he
has posted as JE/JTO at Kalwan Group. On Promotion as SDE in Aug 1994, he was
posted as SDOP Malegaon, in May 1998 as SDOT Satana & then transferred to
Nashik & posted as SDE Anandwali in May 2002. He also has served in Dhule
SSA as SDE Sakri. On return back to Nashik, he was posted as SDE Igatpuri. In
Feb 2010, he was promoted as DE & posted at DE Udan & then as DE CMTS
wherein he worked at CMTS Provisioning centre & GSM BTS Mtce. During this
period, he has installed lots of 2G & 3G BTSs in Nashik SSA & successfully handled the Megha event
“Singhshta Kumbh Mela” at Nashik & Trimbakeshwar. Com. Vispute is senior & die-hard
member of SNEA Nashik and has played very important role in strengthening SNEA
Nashik. He was always leading from front and has taken active part in all
association activities. He has been guiding force of SNEA Nashik and has
rendered dedicated services as ADS SNEA Nasik. He has played active role in
successful conduction of Circle Conference SNEA Nashik. He is very hard working
officer with polite nature and known for his smiling face with every ready
actions for any work either on office platform or on association platform and
hence is very popular in Nashik SSA. On his DGM promotion in Oct 2015, he was
posted as DGM CFA Nashik SSA & in April 2018, he is posted as DGM CMTS, is
very efficiently working there till his retirement, and continued his duties
with same dedication & sincerity until the last day of his superannuation.

Com. R.V.Menkudale AGM OP Nanded

in 1980 as RSA in then Bombay City Division as a group RSA Pen in Raigad
District. Then on promotion as JTO in
the year 1989 he was posted as a JTO Carrier/VFT installation in Mumbai,
carried out Installation and Commissioning
of different type 3 chl/8chl
carrier system, different VFT system,
specially T.D.M. V.F.T throughout
Maharashtra circle, thereafter installation works like P.C.M. system ,microwave system also
installation of ILT,512 C-Dot switching equipment. During Installation of PCM system received
appreciation letter from CGMT Maharashtra, circle for installation of PCM
system on 16 the Aug 1995 at Nanded. He works for Circle A/T team, Conducted A/T of different
type of Transmission Systems and up to 2K switching equipment, and different
size of Battery, Power Plant in Marathwada Area. He promoted as a SDE in 2001
year and posted as a SDE A/T in Marathwada Area. Thereafter he has served at
Kinwat Tribal area of Nanded SSA as a SDE Gr Kinwat. During period in Kinwat,
carried out installation of different type of Battery and Power plant for up
keeping period of Exchange and faultless. Achieved assigned target by higher
authority, Installed Transit B.M. to improve CCR from 18% to 40%. In the year 2003-2004,
he was reward as a “SANCHAR SEVA PADAK.” Near about 4 years, he worked as a SDE Gr Kinwat and 6 years
as SDE Gr Ardhapur, 5 years as SDE Ext Taroda and CSC Taroda Nanded SSA. During
working in Taroda external plant improve rehabilllation of D P and pillars
reduce fault rate in single digit, also taken preventive measure to damage of
cable during works from Municipal council like drainage and Water supply works.
In recent AGM Regular promotions in June 2018, he is promoted as AGM Regular
and is posted as AGM . Com Menkudale is very hard working Officer and has been
always polite to others. He is very active member of SNEA and has always taken
part in SNEA activities and supported it from front. He has played active role
in arrangement of SNEA activities like AIC Nanded, Circle Conference Nanded.
On this important day of the life of both the stalwart
Comrades of SNEA retiring in this month,
SNEA MH salutes sincerity, dedication and affection by Com. P.B.Vispute & Com.
R.V.Menkudale, towards BSNL
& SNEA and on behalf of thousands of comrades of SNEA Maharashtra Circle we

were announced on 28/02/2018 and it is proposed to distribute it in function of
BSNL Foundation day celebrations on 01/10/2018. Letter

By taking note of feelings expressed by many of the comrades
about the expenses being made on BSNL day celebrations when BSNL is going
through very poor financial conditions, the District Secretaries of Unions and
Associations in Circle Office Mumbai have written this letter which has been signed
Com. Yeswant Kekare, DS BSNLEU Mumbai, Com. Milind Ingle, DS NFTE BSNL Mumbai, Com. Anil Dubey, DS SNEA Mumbai and Com Hrushikesh
Walawalkar,

In response to this letter, Shri. R. C. Chavan, DGM Admn Mumbai called meeting to discuss the issues raised
by All Unions & Associations in Circle Office Mumbai which was attended by Com. Yeswant Kekare, DS BSNLEU Mumbai, Com. Milind Ingle, DS NFTE BSNL Mumbai, Com. Anil Dubey, DS SNEA Mumbai and Com Hrushikesh
Walawalkar,
DS AIBSNLEA Mumbai.

After detail
discussions on the subject, it was decided and announced by DGM Admn
Mumbai that by taking note of concern raised by DS of Unions and
Associations Mumbai the lunch arranged for BSNL day celebrations has been
cancelled and TWWO function will be held separately in same hall
after the BSNL day celebration function and meeting was concluded.
·
However, after
conclusive decision in meeting by DGM HR Mumbai, again Shri. Aman Jaiswal, GM HR Admn Mumbai has called fresh meeting and it was also
attended by same leaders along with DGM Admn Mumbai.
·
It is reported that Shri. Aman Jaiswal, GM HR Admn Mumbai was much annoyed with the decision
announced by DGM Admn Mumbai and he started discussions with hot temperament.
He stated that you leaders are not aware about the issue and issuing
foolish letters. This was objected by Com Anil Dubey, DS SNEA Mumbai further discussions were hot among them, and GM HR Admn
Mumbai said that he does not want to discuss further with Com Anil Dubey and
there is no need of discussions on this subject.

Com Anil Dubey,
DS SNEA Mumbai also stressed
that if discussions were not required then meeting should not have been called
by him and management would have given reply in writing and made it clear that
he was called for discussions only by GM HR Admn Mumbai and he has not joined
meeting at his own and he has no interest to continue such one sided
discussions and left the meeting by registering strong protest against wrong
doings of management.

Then discussions with
other DS also concluded and GM HR Admn asked them to give in writing for
cancellation of food arrangements and withdrawal of letter given by Unions
and Associations Mumbai.
·
But these leaders have
informed that they will discuss among them separately and
decide whether to give in writing or not.
·
Thereafter, matter was
discussed by all four DS and it was decided that they have already given
in writing and action needs to be taken by management in its response and no
need of any letter again from them as demanded by GM HR Admn Mumbai.
·
Finally, with
strong pleading and powerful argument by all DS, the management has decided to
cancel the Food arrangements for BSNL day Celebrations. Letter

In food arrangements,
Pav Bhaji and Pulav was arranged for 1000 peoples and estimated expenses were Rs.
1,70,000.00 ( Rupees One Lakh Seventy Thousands) and same would have increased
by some more numbers as usually happens in such public arrangements.
·
GM HR Admn Mumbai has
requested to allow the award Distribution of TWWO as it is with assurance that
it will not be lengthy function and same has been agreed by these
leaders.
·
In later developments,
may be with intervention of Shri. Peeyush Khare CGMT MH, the Circle management has responded very positively and as
per information given by Shri. R. C. Chavan DGM Admn Mumbai now there are changes in the venue of this function and the
BSNL day celebrations proposed in “Sangam Community Centre” in BSNL
Staff Quarters Complex is shifted to “Second Floor, Conference Hall, BSNL
Administrative Building, Circle Office Mumbai in same campus and
further expenses on rented Chairs and arrangements on PA system etc is also
saved.
·
It is reported that
there is no change in schedule of Function and it will start at 1000 hrs on
01/10/2018 as planned earlier.
·
We all are aware that
the financial condition of BSNL has reached to critical condition and BSNL do
not have money to meet any of the expenses even for arranging retirement
function of retired employees which comes in just thousands of
rupees, how lakhs of rupees can be wasted in BSNL day celebrations, needs
be analyzed and understood to the depth.
·
CGMT MH has already
underlined that some of SSA Heads are not holding retirement function for want
of funds or non availability of the Temporary advances, the strict orders have
been issued for more than 70% reduction of EOIs and Security Guards, payments
of the vendors are not being cleared for months together even after final
settlement of the bills, there is no money for filling diesel in DG sets,
running departmental vehicles and so on and at the same time expenses were
proposed in lakhs of rupees in BSNL day celebrations only in Circle Office
Mumbai and no any such celebration arrangements has been proposed in any of the
SSA.
·
Many of the comrades
from filed units have expressed that they are spending days and nights for sale
of SIM cards which earns revenue approximately Rs. 100 per month, visiting
customers for outstanding amounts and earning revenue for BSNL and nothing was
proposed for celebration in any of the SSA and celebrations are proposed only
in Circle Office Mumbai, which is not correct.
·
In HOCC meeting held
before two days at Delhi which was attended by all CGMs, vertical heads at BSNL
CO and Directors of BSNL Board, wherein CGMT MH has given proposal that
20% salary of BSNL employees in Maharashtra Circle should be stopped
immediately so as to make them work more sincerely and feel heat of the
financial condition of BSNL.
·
But, here in Circle
Office Mumbai, DGM Admn Mumbai and GM HR Admn Mumbai have planned for making
expenses of lakhs of rupees on BSNL day celebrations that to be only in Mumbai.
·
The District

Conference of SNEA ITPC Pune was conducted on 24/08/2018 at 1500 Hrs in RTTC Pune Hall. The District Conference Proceedings were presided over

Pune in his address
gave warm welcome to the leaders of SNEA MH and presented his report of activities
carried out during his period as District Secretary. He completed second time tenure
as DS ITPC Pune. Being a small unit there are very less issues compare to all
SSA’s. Almost all transfer cases are settled. ITPC members having very much
concerned about long pending issues at CHQ like first Time bound should be in
four years, issue of basic 22820 for DR JTO’s, CPSU Hierarchy. Also he was very
much concerned about ITPC canteen issue not resolved even though he perused the
case at different levels. Now place is allotted and tendering procedure in
progress. Com Kokare specially thanks to Com. Rishikesh Dani, Com. Sanjay Sonar, Com.
Sunil Dudhalkar, Com. Nanekar and Com Sunil Pawar, DT for
organizational support every time. He also elaborated challenges before ITPC
Pune branch and need of strengthening SNEA by resolving issues pending at CHQ
level. In conclusion, he conveyed thanks to all comrades of SNEA ITPC Pune for
extending him full co-operation and support during his both the tenures as DS
SNEA ITPC Pune.

Com. Prayag Pisal, Joint
Secretary Pune SNEA MH in his inspiring
address gave examples of unity in associations and stressed for
strongest unity of executives. He added that due to unity of all unions and
association all BSNL absorbed can get 100% pension form Govt. of India.
Similarly we should have to come under one Umbrella for resolving HR issues. He
elaborately explained how only SNEA is having good vision and capacity to
resolve most of the HR issues of DR’s. He also gave progress going on to
resolve SAB issue of DR’s and initiatives for GTI by SNEA CHQ. He said that
SNEA Maharashtra Circle is taking follow-up to form Benevolent Fund for the
welfare of executives. He also told that SNEA Pune branch is larges branch in
India and appreciated efforts taken by Com
Bharat Sonawane CP in strengthening it over the period. He appreciated the efforts of
executives in ITPC Pune and praised that working of ITPC is the precious
valuable stone in crown of BSNL. In conclusion he conveyed thanks for inviting
him and giving opportunity to have interaction with highly technical SNEA
comrades at ITPC Pune.

Com. Bharat Sonwane,
CP SNEA MH in his speech
touched various important issues related to BSNL Development, HR issues, and
clarified various doubts of the members. He reminded house about the formation
of new SNEA branch at ITPC Pune and how this branch has flourished with very
good strength of executives. He specially narrated that some of executives have
expressed displeasure due to pendency of the HR issues at CHQ and have left
membership. He added that more efforts are required at CHQ for resolution of
issues like TBP in four years, Standard Pay scales, 22820 Pay scale for new
JTOs etc. He elaborated house on ongoing activities of SNEA MH Circle. He
narrated the difficulties faced by the executives in filed units and drawn
attention of Circle management towards resolution of issues related to day to
day filed problems. He updated house about efforts taken by him and SNEA Pune
to allot space for canteen of ITPC Pune and expressed displeasure on casual
approach by management of ITPC Pune on such delayed works. In conclusion he appealed all the comrades of
ITPC Pune to have stronger unity of executives under banner of SNEA and assured
total support from SNEA MH.

M. S. Adasul, Circle
Secretary, SNEA MH Circle, in his address appreciated efforts taken by
team SNEA in formation of ITPC branch and unity thereof. He reminded house the
day of formation of ITPC branch and activities thereafter. He expressed that
though ITPC branch membership was at peak to reach Hundred, unfortunately some
of comrades are misguided and have left SNEA membership and it is good that
they have not accepted membership to any other association. He expressed
serious concern about the sentiment of these disappointed comrades and appealed
them that these days also will change and
appealed all comrades not to come in trap of some selfish leaders by
making propaganda about actions and activities on platform of SNEA. He agreed
that there are certain issues and actions which needs improvement on part of
SNEA and its leadership and assured house for that. He expressed we can
understand disappointment, but leaving membership is not good for unity of
executives and also for getting pending issues settled. He appealed to
comrades who have discontinued SNEA subscription to review their decision and
they may be disappointed with leaders but no one should be disappointed with
SNEA as association because SNEA is the only association which has given its
best for executives in BSNL. As SNEA
is strongest association, efforts are being made by management to destabilize
such strongest unity by promoting different selfish leaders which will result
is failure of HR issues as seen in settlement of many of issues. He stressed
that normally in PSU only one association is there, but in BSNL management has
already played politics by dividing us in different associations and hence it’s
our responsibility to be more united under banner of association which has
highest membership thereby diminishing all other small groups of that entire
focus can be kept on the wrong doings of management and settlement of issues by
overcoming present manmade hurdles in HR issues. He also expressed that some of
active SNEA comrades have joined other association and are holding post on which
immunity is granted on long stay transfer. He expressed that the Office Bearer
who is worried about self transfer cannot be leader and assured house that no
one will get wrong immunity, and SNEA MH will take care of it. He appreciated
technical expertise in ITPC Pune and stressed on the need of proper utilization
of this technical talent. He also apprised house about shifting of some
activities of ITPC Pune to ITPC Hyderabad.
He appealed all the comrades of ITPC Pune to support field
units/officers whenever request is received by them as filed units are facing
many problems and are optimistically looking for solutions from ITPC Pune. He
also elaborately explained victory of SNEA in Membership verification and Role
of ITPC Pune in overall victory of SNEA.
He guided house on different HR/Development issues and its status
thereof. He elaborated pains taken by SNEA for promotional implementation and
also efforts going on for 3rd PRC, Standard Pay Scales, 22820 Pay
for JTOs, promotion of SDEs from list no 8 & 9 and status thereof, further
promotions of JTO to SDE, AO to CAO and status thereof, efforts of SNEA in
pursuing different HR issues, wrong propaganda being made against SNEA and
facts thereof, issues related to ITPC and its support by management etc. In conclusion,
he appreciated efforts taken by Com.
V.M. Kokare DS SNEA ITPC Pune & his team for overall functioning of SNEA
ITPC Pune and appealed to have more efforts to gain back the glorious
membership of SNEA ITPC Pune with active support of all. In conclusion, he
conveyed thanks to all the comrades of SNEA ITPC Pune with assurance of total
support to SNEA ITPC Pune branch.

The Data of Maharashtra Circle has
been sent and till VC and SCR of some cases is missing and Staff/Officers in
Estt section Mumbai are pursuing with Staff/Admn section of concerned SSAs but
till it has been not received.

Some of the SSAs have complained
that the Estt section is not properly consolidating data and every time new
cases are being reporting as missing data and it makes difficult to send the
data.
·
In addition, there are issues in
ERP and in many cases the administrative data updated is not being saved and if
report is being taken on next day after updated data by SSA, it is not visible
on next day.

Further only soft copy has been
sent from Maharashtra Circle and until the Screening Committee Report is not
signed by the Committee members and said work is going on since last fortnight
and it is being carrying out in casual manner as some of committee members are
not sparing time for it.

SNEA MH has already taken up matter with concerned officers, and will
again take up matter for early sending of SCR and VCs of all eligible JTOs
without any further delay.

Staff Mumbai issued orders for promotion of Stenographer Grade III to
Stenographer Grade II as per directives and clarifications from BSNL CO. Letter

These orders were expected in
March/April 2018, but as usual some extra intelligent officers from Staff
section applied their mind to harass these Stenographers by creating doubts
after doubts and made all out efforts to deny the promotions by quoting
different reasons.

Then suffers Stenographers have approach CS SNEA AP Circle,
CS SNEA MH Circle and then SNEA MH has pursued this case at different level and
all unwanted doubts and queries raised by the officers in staff section were
cleared.
·
But unfortunately, due to such
extra intelligent officer, this promotion order delayed for four months, but
finally SNEA has got it done.
·
SNEA MH appreciates the patience and persuasion of these
Stenographers and their faith on SNEA in persuasion of this case with
day-to-day and time-to-time feedback and update information.

Formation Day and Vishist Sanchar Sewa Padak Award Distribution

It is good that BSNL day is being
celebrated but where it is required to make huge expenses on celebrations when
there is no money with BSNL to meet even day-to-day minimum required expenses
to maintain services.
·
When BSNL is facing such extreme
critical financial condition as never seen before and same has been repeatedly
pronounced by Shri.
Peeyush Khare,
CGMT MH at
each and every occasion even by warning every now and then that there is no
money to pay even salary of coming month and he is making certain efforts to
arrange salary every month, here DGM Admn Mumbai is issuing orders for
celebration of BSNL day in lavish manner by arranging food for all participants
with expenditure of lakhs of rupees.
·
We are surprised where CGMT MH is
right or DGM Admn Mumbai is rightly aware about financial condition of BSNL and
there is much confusion among the workforce of BSNL on such dual approach of
Circle Management.
·
Here GM HR Admn Mumbai has issued
orders for direct reduction of medical bills by 12% for not availing discounts
as BSNLs financial condition is not good, and his office is making expenditure
of lakhs of rupees on such function when there are clear guidelines from
BSNL CO for arranging such functions with minimum expenditures.
·
Further, there is drought like
situation in Maharashtra Circle as there are no proper rains in some districts or
excess rain in some districts, thousands of citizens of Kerala state have been
passed away or suffered lifetime losses due to natural calamities of heavy
rains/floods, such heavy expenses on functions should be avoided as a wise
decisions, but now days we see lack of such thinking on part of Circle
management.
·
Further, it is fact that many of
the field officers of BSNL Maharashtra Circle are facing problems as there is
no money for diesel refilling, there is no money to grant Temporary advances to
executives to meet day to day expenses, no money for medical bill
reimbursement, no money for minimum required Security Guards, no money for
minimum required contract labours, no money to pay outstanding bills of the
contractors and all these works are practically stalled up, morally such
functions in lavish manner should be avoided.
·
But we cannot expect such wise
decision from Circle management and we will have only to listen from management
about curtailment of expenditure in giving services to customers without any
such action for saving expenditure even on avoidable functions on part of
management.
·
Many of the comrades have shared that when BSNL is facing
such critical condition there is no need of arranging food for all participants
thereby increasing expenditure of lakhs of rupees of BSNL when BSNL is not in
position to meet day-to-day expenses and we can attend function even without
such lavish arrangements.
·
It is also seen that in such
prestigious function of Vishisth Sanchar Award Distribution, the function
of TWWO is mixed and some certificates for TWWO members for their contribution
within TWWO itself are being issued on this occasion thereby degrading the
importance of the “Sanchar Awards”.
·
By look at the arrangements of the function and it is also
understood that this year also the awards of TWOO will be mixed with Sanchar
awards.
·
TWWO is welfare organisation and
there are many other welfare organisations including official organisation of
BSNL i.e. Spots and Cultural Welfare
Board and BSNL teams are achieving different awards/certificates but these
welfare organisations are also not allowed to distribute certificate in this
function and in back door attempts only TWWO is permitted to take direct part
in Distribution of awards and making this official function of BSNL day
Celebration as Function of TWWO.

If TWWO is permitted for
distribution certificates for their members from Dias of BSNL day celebrations,
then there is need of addition of certificate distributions by other welfare
boards, SEWA which is also welfare
organisation, all Unions/Associations in BSNL so that equal opportunity is
given to all.
·
We cannot allow management to permit only TWWO to distribute
its certificates in official Function of BSNL as spouse of CGMT MH is head of
TWWO MH Circle which is mandatory condition of TWWO functioning.
·
SNEA MH will take up matter with
CGMT MH, GM HR/Admn and DGM Admn Mumbai for avoiding unwanted expenditure on
these celebrations of BSNL day and also for not mixing TWWO certificate
distribution with Prestigious Sanchar wards Distribution function and maintain prestige of these
awards and BSNL day celebrations.

It was indeed great meeting and even though it was
Maharashtra band, almost all the comrades have attended meeting with full
enthusiasm and made it grand success by their active participation.

The presence of comrades of Account,
Electrical and Civil wings of Akola SSA was remarkable and all have taken
active part in this meeting. The deliberations and discussions in the meeting
were very healthy and entire focus of discussions was on growth and development
of BSNL in general and Akola in particular.

The meeting started with felicitation
of the guest from Circle body, DS, and representative of Buldhana SNEA, DS of

welcome of all dignitaries.

S. Sonawane, Circle President SNEA MH on receipt of Bharat Sanchar Sewa Padak for year 2016-17 and entire house congratulated him
with loud claps.

Thereafter Com. R. R. Somani DS SNEA Akola
presented the report on
SNEA activities carried over by him and his team SNEA Akola over the period. In
his report, he specifically mentioned that the membership is increased from 33
to 62 (including WTR and WTP) in two year. In addition, Com Somani highlighted
the requirement of regular GM at Akola for development and growth of BSNL
Akola.

Com. S. J. Gurav, Treasurer SNEA Akola submitted last two years report and highlighted that Akola
SSA clear all Circle and CHQ quota.

Both the reports were
approved by house with loud claps. After the above report, the Circle leaders
guided the house on different issues and subjects.

Com. P.D. Saoji,
DS SNEA Buldhana, in his speech gave
warm welcome to team SNEA MH in Vidarbha area and highlighted that new Business
area is to be formed in which Akola, Washim, and Buldhana these three districts
are to be merged. Presently Buldhana is under Aurangabad BA head and the
executives in Buldhana SSA are facing hardship in day to day functioning. He
highlighted some specific issues of Buldhana SSA and requested Circle Leaders
to look into it.

Com. Hrushikesh Kesale, Joint
Secretary Account/Finance SNEA MH in his
address conveyed thanks for inviting him and giving him opportunity to be part
of such grand meeting. He summarized the activities of SNEA MH and specifically
narrated the efforts being taken by SNEA for betterment of Executives in
Account wing. He elaborated how with the keen and continuous efforts of SNEA,
the request transfers are given consideration, how Rule 9 transfers are being
given final shape by step by step approach of SNEA, how the critical issues are
being handled by SNEA resulting stronger unity of executives under banner of
SNEA. He appreciated efforts taken by SNEA leaders in betterment of Account
wing executives and appeled all the comrades to join SNEA in mass and
strengthen the hands of the leaders fighting for justice of the executives and
common members.

Com. P.N Patil, Circle Treasurer SNEA MH addressed house elaborating financial
condition of SNEA and explained the details about the subscription of SNEA. He
appreciated efforts of SNEA Akola for clearing all outstanding dues and being
one of the few such SSAs without any pending quota. He further added that he is
in touch with CHQ Treasurer and very shortly District and Circle Quota will be
reimbursed by CHQ and same will be
passed on to the Districts. He stressed on need of unity among the executives
and appreciated efforts taken by team SNEA Akola in this directions. In
conclusion, he expressed pleasure over such mass presence and conveyed thanks
for giving him opportunity for being part of such highly motivating District Conference.

Com. Bharat S.
Sonawane, Circle President SNEA MH in his
speech told that he was happy
to see the strength for Akola SNEA. He highlighted the issues, which needs
immediate attention of the management so that more and more customers join
BSNL. He highlighted that in changed scenario we all have to work hard to meet
the tough competition in Telecom Market and only such unidirectional united
efforts, will save BSNL. BSNL is doing best but it can sustain competition only
with active support of all. He congratulated team SNEA Akola for arranging such
beautiful and grand meeting even though it was day of Bharat Bandh and
practically it was observed in Akola. He highlighted efforts of SNEA MH for
better working conditions in the filed units. In conclusion, he assured to
support fully SNEA Akola from Circle Body.

Com. M. S. Adasul, CS SNEA MH in his usual style interacted with
all comrades, covered all the aspects of BSNL, and cleared all doubts and
confusion in the minds of the comrades about existence of BSNL and future of
executives in BSNL. He feels proud to see
spectacular presence of SNEA comrades from all disciplines and wings of Akola
SSA who have attended the meeting crossing hurdles of Bharat Band. He conveyed
thanks for such warm welcome from beloved comrades of SNEA Akola. During his
address, he assured to extend all sort of cooperation to resolve all the issues
of Akola. In his address, he elaborated that BSNL is
only telecom operator where common public is having much more faith and is
having less debt as compared to all the other telecom companies. He elaborated
issue of Standard Pay scale for JTOs/JAOs and efforts being taken by
SNEA for getting it implemented at the earliest. He updated house about
efforts taken by BSNL management, unions/associations, officers & staff
resulting positive trend in recent years in terms of our revenue and
operational profits. While being optimistic on grant of third PRC by removal of
affordability clause, he updated the status of proposal and steps being taken
by SNEA to get third PRC with full 15% fitment for entire workforce of BSNL. In
his highly impressive one and half hour address, he covered different current
HR & Development issues of BSNL and in conclusion conveyed thanks to all the comrades and leaders of
SNEA Akola for arranging such beautiful and grand meeting that to be in very
short period notice even after Maharashtra band.

DP SNEA Akola, in his Presidential
address summarized the addresses by all the dignitaries. He conveyed thanks to
all the comrades of SNEA Akola for showing strongest unity on SNEA platform as
over the period majority of executives in Akola including Account, Civil &
Electrical wing have strengthen SNEA Akola by their active support. He also
conveyed thanks to SNEA leaders for sparing special time for District
Conference of SNEA Akola and has direct interaction with all the comrades and
clearing confusions and doubts created due to misleading information being
spread on social media. He in his speech highlighted that Washim District most
of the part is tribal area and it should be declared as tenure station in Akola
SSA. He appreciated efforts taken by Com. M. S. Adasul CS SNEA MH for
betterment of executives in Maharashtra Circle over the period. He expressed that SNEA Akola comrades want
to see Com. Adasul as GS SNEA and he should now lead SNEA CHQ from front.
He stressed that he should not compromise at last moment as being done in AIC
Nanded & AIC Jaipur and should fight only for post of GS assured full support
from SNEA Akola. This demand was supported by house with loud claps. He
concluded speech with thanks to all SNEA Akola comrades for supporting him in
his tenure.

21 SEP 18: AGM Staff Mumbai calls for
correct date of actual/physical date of relieving of officers transferred under
recent transfers orders and leave cases in respect of these officers are

This is reminder letter as already
said data was called but while reporting field units have reported mismatching
dates as in case of 21 officers date of “Physical” joining is earlier than the date of “Physical”
relieving and in case of 30 officers date of ”ERP” joining is earlier than the
date of “ERP” relieving.
·
Actually, non-relieving of the
officers and non-joining of the officers has been viewed seriously by BSNL
management and hence since last one month the exercise is being done on day to
day basis for finding and fixing responsibilities on the officers for such
delayed relieving.
·
SNEA MH has discussed this matter with Shri. Aman Jaiswal GM HR Admn Mumbai on
15/09/2018 and settlement of pending leave cases was one of the point
discussed.
·
GM HR Admn Mumbai has expressed
that some of officers were not relieved for more than 100 days even after
reminders after reminders from his office and in such cases review is being
taken.
·
He also informed that all the cases
where officers are have joined in reasonable time after relieving will be
settled and there will not be any issue and only issue is in cases where
officers were relieved but have not joined at new place of posting in
reasonable time and review is being taken on such cases to bring discipline
among the executives and SSA Heads in following and implementation the transfer
orders.
·
After detail discussions, he has
assured to settle all cases with sympathetic grounds and action will be taken in
cases of extreme disobedience beyond reasonable time limit.
·
Accordingly, the data is being
called for settlement of pending leave cases and hence DS concerned are
requested to send correct details so that leave settlement of about 294
officers from different SSAs is settled without further delay.
21 SEP 18: AGM NWP BB BSNL CO issued orders

This order has been issued after
prolonged persuasion of this matter at different levels including different
courts and finally these orders are issued as per directions of Hon Court.

In Maharashtra Circle, this issue
was continuously pursued by Com. B. D. Wani OS SNEA Dhule and

SNEA MH congratulates all the JTOs
who earlier officiated for prolonged period and now working as Regular JTOs and
have achieved it with prolonged struggle of years together.
19 SEP 18: CAO ERP EA Mumbai writes IFAs of
all SSA to collect unwillingness from BSNL officers and employees regarding
voluntary contribution of one day basic pay towards help of victims of flood in
Kerala state in Prime Minister Relief Fund. Letter <<<>>>

As per BSNL CO letter, one day
basic will be deducted from all employees and officers of BSNL from salary of
Month of Sept 2018 and any employee/officer is unwilling to contribute one day
basic has to submit his/her unwillingness in writing so that no deduction will
be done from his/her salary.

The full amount of this contribution towards this fund will
be fully exempted from Income Tax.
·
SNEA MH appeals all comrades not to submit such unwillingness and
support this social cause to help victims of heavy floods in Kerala and
disaster thereof by contribution of one day basic so that maximum amount is contributed
from BSNL Maharashtra Circle.
·
We further appeal that anybody who
wants to contribute more amount i. e. amount more than one day basic may submit
such written willingness to AO Salary and contribute liberally.

In Maharashtra Circle, this issue
was created by Shri.
Rajeev Soni, Sr
CEE Mumbai
as then SEE LA Mumbai & Nagpur along with other EE LA & SDE LA were
reverted quoting that there were irregularities while issuing LA orders by
earlier CEEs.
·
In this game plan, Com. Jhagaru Ram, SEE Mumbai,
who is top most senior all Over India, was reverted as EE and his charge of SEE
Mumbai was taken over directly by Shri. Rajeev Soni, Sr CEE Mumbai
and since then for last one year Shri.
Soni is directly using financial powers of SEE Mumbai.
·
This issue was raised by SNEA MH
and requested Shri.
Rajeev Soni, Sr
CEE Mumbai
to fill up vacant posts of SEE Mumbai as well as SEE Nagpur by fresh LA orders.
·
After pressure from SNEA MH, then
the willingness were called by Shri. Rajeev Soni, Sr CEE Mumbai
to fill up vacant posts of SEE Mumbai and Nagpur.
·
Accordingly, some of eligible EEs
have submitted willingness for SEE LA and it was expected that SEE LA orders
would be issued as per the seniority. However, nothing was done even after
receipt of sufficient number of willingness were received and matter was kept
undecided by Shri.
Rajeev Soni, Sr
CEE Mumbai
and he continued to hold charge of SEE Mumbai and was unwilling to handover it
to anybody which he would have to handover to SEE Mumbai if SEE LA orders were
issued.

SNEA MH has again pursued matter
with Shri. Rajeev Soni, Sr CEE Mumbai
and after repeated reminders, he has issued orders for SEE LA, but he further
played game and has issued SEE LA orders without financial powers and compelled
the concerned officers to refuse the SEE LA Orders and continued to keep charge
of SEE LA Mumbai with him mainly all the financial powers
unofficially/officially continued with Shri. Rajeev Soni, Sr CEE Mumbai.
·
Meantime, Shri. Rajeev Soni, Sr CEE Mumbai
transferred Shri.
S.B.Joshi, EE
Kolhapur
and he was assured to give SEE LA at Mumbai as he was eligible and has opted
for SEE LA either at Mumbai or at Nagpur, but after his transfer to Mumbai,
also he was never given SEE LA charge and he was used to settle local
arrangements of EEs as per predefined plan of Shri. Rajeev Soni, Sr CEE Mumbai.

When SNEA MH again raised matter
with Shri. Rajeev Soni, Sr CEE Mumbai
for issuing SEE LA Orders as per seniority and willingness, he informed that Com. Jhagaru Ram & Com. S B Joshi both
have refused to accept the SEE LA Orders. We have informed that both have
submitted written willingness and how can he say that they have refused, he
informed that earlier both were willing and now both are verbally not willing
and hence he is not issuing orders. We requested for issuing orders and let
them refuse in writing as we have confirmed from both that their willingness
continued and have never refused as assumed by CEE Mumbai.

Thus Shri. Rajeev Soni, Sr CEE Mumbai
continued to keep charge of SEE LA Mumbai with him by continued his childish
rather extra intelligent game play to keep charge of SEE LA with him as many
financial matters are under control of SEE Mumbai and he do not want to hand
over his dealing to anybody else.
·
SNEA MH has raised this issue in
Formal meeting & some other meetings with CGMT MH and brought to his notice
how Shri. Rajeev Soni is depriving the eligible EEs from taking over
charge of SEE LA and how he is interested to deal with financial activities of
SEE LA Mumbai.
·
Then CGMT MH also has directed Shri. Rajeev Soni, Sr CEE Mumbai
to take corrective action, but till Shri. Soni did not act and in extra
intelligent idea, he sent proposal with wrong seniority and wrong data to GM HR
Admn Mumbai for approval of SEE LA Mumbai/Nagpur, which was naturally
rejected by GM HR/Admn Mumbai as it was with malafide intention and was
continued to be without financial powers.
·
When this proposal was
rejected/objected by GM HR Admn Mumbai, then matter was referred to Shri. Pravin Varshney CGM EW BSNL CO
and it was decided that SEE LA orders would be issued BSNL CO centrally for
filling all vacant post of SEEs all over India and since last 3-4 months again
Shri. Soni continued with charge of SEE Mumbai.
·
Then willingness were called from
all eligible EEs all over India as per the seniority list and many EEs have
submitted willingness including Com. Jhagaru Ram, Com. S. B. Joshi have
submitted willingness respectively for SEE Mumbai and SEE Guwahati.
·
Finally, the SEE LA orders are
issued centrally by BSNL CO and these orders are as per the seniority, as per
the willingness and with financial powers as being continuously pursued by SNEA
MH and thus stand of SNEA MH is once again proved right.
·
Thus the unwanted issue created by
Shri. Rajeev Soni, Sr CEE Mumbai
by denying SEE LA Orders to eligible officers in Maharashtra Circle is finally
settled giving justice concerned executives by continuous persuasion by SNEA MH
over the period of one year and after final and firm intervention of Shri. Pravin Varsheny CGM EW BSNL CO New Delhi,
and hopefully now Shri. Rajeev Soni will handover charge of SEE Mumbai
to Com. Jhagaru Ram who
was not allowed to function as SEE Mumbai even though he is the senior most EE
all over India.

SNEA MH congratulates all the
officers promoted as SEE LA and mainly Com. Jhagaru Ram, Com. S. B. Joshi after
struggle of one year and conveys best wishes for new assignment.

We are hopeful that charge handing
over and taking over will take place without creation of any further hurdles by
Shri. Rajeev Soni, Sr CEE Mumbai
as being done for last one-year period.

Hierarchy, pending Time bounds promotions, Pay parity of 2007-2008 batch,
Rule-8 transfers & etc. All these quires were answered satisfactorily
by the leaders.

repeated reminders; these APRs are not sent by the SSAs.

The need of hard copes arises as
some of SSAs have not send assessment copes correctly and the grading n
assessment sheet and APRs is mismatching and hence hard/soft copes of these
APRs are urgently required for upgradation of SCR data.

The Screening Committee Report of Maharashtra
Circle is pending for want of soft/hard copies of the APRs of these officers
and hence all DS, COBs and
activist are requested to see that missing APRs of these JTOs are sent to AGM
Estt MH in hard as well as soft copies without any further delay.

This second order of JAO rule 9
transfers wherein 24 JAOs of Maharashtra Circle got temporary transfer their
home/choice Circle.
·
SNEA MH congratulates all these
JAOs on their transfer and conveys best wishes for new assignment at their
home/Choice Circle.
·
The issue of JAO rule 9 transfers
has been successfully given final shape by continuous persuasion by SNEA MH at
different levels and 66 JAOs from Maharashtra Circle has got posting to
home/Choice Circle.
·
SNEA MH conveys sincere thanks to Shri. Vivek Mahavar GM Fin Mumbai and Mrs. Ashwini Bhonge DGM FC Mumbai who have positively responded to request of SNEA MH for
consideration of request of the JAOs in Maharashtra Circle in view of new
recruitment which has resulted in getting choice posting to these JAOs.
·
Though orders are issued these 24 and earlier 42
JAOs transferred under Rule 9, GM Fin Mumbai has taken stand that all these
JAOs will be relieved on joining of substitutes who will be joining trainings.
·
But meantime, it is understood that pick and choose
relieving has been started and accordingly relieving order has been issued as
per directives of GM Fin Mumbai for 3-4 JAOs.
·
SNEA MH has taken up matter with Shri. Vivek Mahavar GM Fin Mumbai to relieve all these JAOs under transfer from Maharashtra
Circle from FC section Mumbai and let the IFAs/SSA Heads take decision on
relieving of these JAOs case by case depending on need and urgency in their
SSAs and requirement of JAO concerned.
·
But GM Fin Mumbai has informed that he is firm on
his stand that all JAOs will be relieved on joining of new JAOs in MH Circle
but there is request from BSNL Corporate Office to relieve JAOs under transfer
to BSNL Corporate Office Delhi and hence he has directed to issue the relieving
orders of only JAOs under transfer to Delhi.
·
We have informed him that relieving of all JAOs
may be issued from FC section for all JAOs in single order as many of the IFAs
can relieve JAOs and manage the works till joining of new JAOs, and objected
for such pick and choose relieving creating unrest among the JAOs under
transfer.
·
GM Finance Mumbai has assured to have review of
the matter for relieving all JAOs in one order and he firmly informed he was
never interested in such pick and choose relieving and has issued orders under
compulsions from BSNL CO, but he will take care for future relieving.
·
It has been brought to notice of SNEA MH by some
of JAOs that rumors are being spread that the Rule 9 transfers which will not
be implemented by Maharashtra Circle will be cancelled.
·
SNEA MH appeals all these JAOs
under transfer, not to believe on any such rumors, "Be Happy" that
you have got early Rule 9 transfers and be assured that SNEA MH will take care
of relieving of all JAOs one by one and within period 2-3 months.
·
Anyone having critical
and urgent need of relieving, he/she may represent for early relieving along
with supporting documents through proper channel and all such cases recommended
by IFAs/SSA Heads, will be pursued for early relieving from Maharashtra Circle.

We have discussed
issuing clarification on grant of Standard
Pay scales to Executives in BSNL as asked by DoT. We also requested him for
his support in relaxing affordability
clause for grant of 3rd PRC to BSNL staff and Officers.

Hon'ble Minister heard
to all our issues patiently and assured to look into the both the issues.
He assured us to meet is again in Delhi by coming week to have more detail
discussions on these issues by getting latest updates from concerned officers
at his office. The response from Hon Minister is very positive and supportive
to BSNL and its workforce.

Circle about casual approach of his
office by giving two line reply with two words meaning nothing done to the
grievances of Nagpur Comrades and unrest thereof. Letter

SNEA Maharashtra vide letter dated
08/05/2018, has brought to notice of CGMT MH about unrest among
the Nagpur Comrades due to harassment of officers and Staff at Nagpur by Mrs. Namrata Tiwari GMT Nagpur due to
her prolonged stay of 24 years in Nagpur SSA and request for her transfer out
of Nagpur SSA/ MH Circle and immediate withdrawal of additional charge of PGM

But nothing has been done in this regards since then and after period
of about four months Shri. R. C. Chavan, DGM Admn Mumbai gives “two
line” reply with “two words”
meaning that “Nothing Done.” Copy of letter <<<>>>

Letter points out that this is nothing but indirect/direct attempt to
close the complaints against Mrs. Tiwari by Joint Forum Nagpur/MH and SNEA
Nagpur/MH vide different letters and allowing Mrs Tiwari to continue to harass
the executives and non-executives of BSNL Nagpur,
·
Though it has been verbally informed by GM HR Admn Mumbai that report
of the committee constituted for inquiry of allegations against Mrs. Namrata Tiwari GMT
Nagpur has been received by
his office which has shown that none of allegation is by Joint Forum/SNEA
Nagpur/MH has been proved in the report.
·
This report should
have been made public or its copy should have been given to complainants but
for reasons best known the said Committee report is not made public and kept
confidential even after such request by SNEA MH thereby creating more doubts on
the contents and authenticity of the said report.
·
In this fresh and reminder letter SNEA MH requests CGMT MH
1.
To take serious note
of our complaint/s about hardship faced by executives/non-executives of BSNL at
Nagpur due to long stay of 24 years of Mrs. Namrata Tiwari GMT Nagpur at single SSA and all the
complaints pending in Circle office may be forwarded to BSNL CO.
2.
If it is interpreted
by good office of CGMT MH that working in same city and Circle, but outside
BSNL is counted as break in service and hence Mrs. Namrata Tiwari is not coming in long stay, then please apply same principle to all such
cases and stay of executives in MTNL
Mumbai may also be excluded in similar manner and this may be
implemented as Rule in BSNL at least in Maharashtra Circle.

It is also requested to
look into seven point request made by SNEA MH vide letter dated 08/05/2018
which are deliberately neglected in reply given by DGM Admn Mumbai.

Please direct DGM Admn
Mumbai not to close the case by giving such irrelevant reply and support Mrs. Namrata Tiwari GMT Nagpur directly/indirectly giving her
free hand to continue to create troubles to executives/non executives at Nagpur
and by such direct/indirect support to Mrs. Tiwari, Circle management should
not wait for one or more suicides at BSNL Nagpur office and look into this
serious issue for resolution to root cause.

Further,
the report of Investigation Committee of Nagpur on which it has been concluded
by DGM Admn Mumbai that concern of SNEA MH has been looked into should be made
public or at least its copy may be please handed over to us so that same can be
confirmed by Com Sameer Khare, DS SNEA Nagpur and DS of other
Unions/Associations in Joint Forum Nagpur so that they
also can understand where they were right or wrong in making such allegations/
compliant and where their concern has been taken care by the committee.

SNEA Gadchiroli in his address gave warm welcome to the leaders of SNEA MH and presented his report of
activities carried out during his period as District Secretary. He called to
dynamic personality Com. M S Adasul as a creature of Gadchiroli. Com Kapgate
stated that when he has joined Gadchiroli there were only 8-9 executives
working and we were facing lot of hardships to meet high customer demand. Then
when he met Com Adasul and expressed difficulties then only with his efforts
Gadchiroli SSA was first declared as Circle Tenure SSA of Maharashtra Circle.
After that, he has taken lot of pains for declaring Gadchiroli as All India
Soft Tenure Station, which has benefitted a lot to the executives in Vidarbha
Area to avoid transfers at faraway places. In one time in Gadchiroli, only
single digit executives were working but after declaration of tenure now
picture has changed and at present 52 executives are working here. For this,
entire credit goes to Com. Adasul and SNEA Maharashtra. He informed that all
the HR issues and development issues are being taken care by SNEA Maharashtra
and nothing is pending as on date. He also demanded for taking up matter of
Declaration of Gadchiroli as an All India Hard Tenure Station and restoration
of facility of break in long stay of officer in Maharashtra Circle after
completion of three years tenure at Gadchiroli being All India Soft tenure.

Adasul especially for the Gadchiroli area and he said Com Adasul has given
special attention to Vidarbha area. He said Gadchiroli SSA should be given the
status of Hard tenure SSA He also the applauds the splendid work done by Shri Jiwane as a SSA
head Gadchiroli by Completed the Swapping target of Nokia BTS in PH VIII.4
Project & also stood first position in revenue target amongst t in MH
circle.

Com. C. R. Patangrao,
IFA Gadchiroli in addressed house and
shared how is posted to Gadchiroli and how he feels enlightened while working
at Gadchiroli. He shared his experience while working in Kalyan, Circle Office
and shared role played by SNEA in many of the crucial issues. He stressed for
stronger unity of executives. He shared that there is acute shortage of JAOs in
Gadchiroli SSA and requested dais to take up matter for posting of additional
JAOs to Gadchiroli. He shared that he is working in harmony with TDM Gadchiroli
and is ready for any support in overall growth of BSNL Gadchiroli.

Com. S. A. Sarode, ACS East SNEA MH Circle appreciated the work of SNEA Gadchiroli
and remembered the contribution of SNEA Gadchiroli in all activities of
association , he also remembered the struggle and battle of Gadchiroli comrades
in last injustice while relieving them from Gadchiroli. He congratulated
Gadchiroli for their fighting spirit and justice thereof. He appreciated
efforts taken by Gadchiroli SSA is growth and development issues. He narrated
efforts taken by SNEA MH for resolution of HR issues of the executives in BSNL
and assured to take care of left out issues. Being in neighboring SSA,
Chandrapur, he is always ready for any support required by Gadchiroli Comrades.
He shared history of struggles by Gadchiroli comrades and congratulated SNEA
for adding more and more members to SNEA Family and rising as strongest unit of
SNEA.

Com. P.C. Ramteke, VP SNEA MH in his address conveyed
pleasure on such grand expansion of SNEA Gadchiroli. He shared his experience
while formation of SNEA Gadchiroli branch where he was present as DP SNEA
Yavatmal along with other leaders including Com. M S Adasul CS SNEA MH. When it
was just branch of 7-8 executives, now it has crossed 50 and it is great to see
such growth. He conveyed thanks to SNEA CHQ for giving him opportunity to work
at Gadchiroli SSA, which is home District for him and assured to give his best
to BSNL. He elaborated house about the efforts being taken by SNEA MH for
resolution of issues of the executives in this tough period and when many of
the officers are working in negative attitude and approach. SNEA is the only
association which takes all issues related to common members and fights till
desired results are achieved. He expressed that he feels proud for getting
posting at Gadchiroli and assured to take best efforts for growth of BSNL
Gadchiroli.

Gadchiroli & Chief Guest in his motivating speech expressed great pleasure towards executives of
Gadchiroli and working culture of Gadchiroli. He told in his speech that there
are lot of things and lot of challenging jobs to do in Gadchiroli and he is
very happy to see that all the executives as well as non executives in
Gadchiroli are meeting it with all our efforts. He added as TDM Gadchiroli, he
also is accepting all the challenging jobs and moving towards progressive
mission of Gadchiroli with the help of all staffs of Gadchiroli. He welcomes
all dignitaries and guests in Gadchiroli on behalf of BSNL Gadchiroli. He
expressed overall satisfaction of availability of DE and JTOs and demanded for
posting of some new SDEs in Gadchiroli, as now there is shortage of SDEs as
compared to JTOs. He also shared his experience while working at Gadchiroli and
achievements by the Gadchiroli SSA. He shared that whatever achievements are
seen by the Gadchiroli SSA are due to devoted efforts of the executives working
in BSNL and he has only role of guiding force. He informed to house he feels
proud when Gadchiroli keeps its position at high in regards to achievement of
targets. He expressed that due to efforts by team Gadchiroli the works of Phase
VIII related to BSNL are to complete and Gadchiroli SSA is leading in this regards.
He conveyed thanks to organizers for arranging such grand meeting and appealed
all to join hands with full devotion for best and quality services to the
customers of BSNL Gadchiroli.

Com. Bharat Sonwane, CP SNEA MH in his speech,
filling great pleasure as it was his first visit to Gadchiroli. He shared in
some memories of Gadchiroli in house which were shared by Pune Comrades who
have served in Gadchiroli SSA before two years and they are now in Pune. He was
in wonder that even after number of obstacles and after difficult conditions;
the Gadchiroli SSA is in profit and on number one position in many segments. He
also request CS to create one CEC post for Gadchiroli by using his special
power so that Executives of Gadchiroli can have better representation in Circle
Office Bearers. He conveyed thanks to DS SNEA Gadchiroli for arranging such
grand meeting and giving him opportunity to be present in the District
Conference. He assured all support to SNEA Gadchiroli Comrades in resolution of
HR as well as development issues. He discussed different development issues and
role of SNEA thereof. He stressed for more initiatives and active steps on part
of management to increase BSNL customer base. He stressed for need of strongest
unity on platform of SNEA as well as Joint Forum. He shared some of initiatives
taken in Pune for growth and development of Pune SSA and how the efforts were
being made for overcoming such issues. In conclusion, he conveyed best wishes
for grand success of the GB meeting and thanks for giving him opportunity to be
present in such grand meeting of SNEA Gadchiroli

Com. M. S. Adasul, Circle Secretary SNEA MH Circle, in his
address guided house on different HR/Development issues and its status thereof.
He congratulated Com Kapgate for strengthen SNEA Gadchiroli and extending
wholehearted support to the executives joining at Gadchiroli. He gave warm
welcome to newly joined members in SNEA Family and assured for total support to
them. He shared Gadchiroli SSA is representing many SSAs in MH Circle. He
narrated the idea behind declaration of Gadchiroli as Circle Tenure, All India
Soft tenure and how it has benefited to Executives in Maharashtra Circle as
well as to BSNL. He congratulated Com. Jiwane TDM Gadchiroli for his extra
ordinary support to the executives working in Gadchiroli and getting best
output from all executives. He appreciated work culture of Gadchiroli SSA which
makes it different from other SSAs and this work culture has kept Gadchiroli SSA
at the Top positions of different achievement. He also shared that Gadchiroli
SSA is always treated with due regards by Circle as it is doing best on each
front. He shared that when SNEA Brach was opened at Gadchiroli it was branch of
just 7-8 members and expressed proud feeling that it has now crossed membership
of 50. The executive strength of Gadciroli SSA has been increased as the
working lines and GSM connections increased. He shared experience of fight by
SNEA Gadchiroli against non-relieving of executives even after completion of
tenure and how this has been settled by SNEA in favor of executives. He
reminded his last visits and last district conferences of Gadchiroli which were
starts in late night rather midnight and even though all Comrades were present
in full strength. He shared that till now there was no Circle level post in

Ramteke VP SNEA MH, he is posted in Gadchiroli SSA by cancellation of his
transfer to NE Circle. He assured that Com. Ramteke will join Gadchiroli and
now Gadchiroli also will also have one COB in its strength. Entire house
welcome gave warm welcome to Com. P. C. Ramteke VP SNEA MH and DE Gadchiroli
with loud claps. Com Adasul assured for one CEC post for Gadchiroli as demanded
by CP SNEA MH as now Gadchiroli has crossed membership of 50. He appreciated
all comrades working in Gadchiroli and specially Com. M. A. Jiwne TDM
Gadchiroli about his working style and strong support to the executive work force.
While addressing the newly joined JTOs, he informed that they have taken right
decision to join BSNL and by getting posting in Gadchiroli, they are given
opportunity to get tough training, which will be most useful for them
throughout their life, and such wide and hard experience will make them
strongest officers in BSNL. He narrated role of Joint Forum and need of
strengthening activities of Joint Forum. He also assured in house for every
possible help on platform of SNEA in all respect. He updated house on different
HR issues being pursued by SNEA at Circle/CHQ level and status of the issues
like Standard Pay scales, grant of 3rd PRC, competitive scenario in
Telecom sector and position of BSNL, role of executives in strengthening BSNL,
need of some more personalized efforts, issues related to growth and
development of BSNL and assured to extend whole hearted support to BSNL
Gadchiroli. He narrated the issues related to break in stay while working in
Gadchiroli SSA as All India Soft tenure and assured that the facilities granted
to Soft tenures mainly for counting break in stay and not considering names
again for transfers to All India hard Tenure stations. He also assured to have
more efforts for grant of All India hard tenure facilities for Executives working
in Gadchiroli SSA. He expressed proud feeling about growth of BSNL as well as
SNEA in Gadchiroli. In conclusion, of one and half hour motivating and heart
touching address, he assured best efforts for resolution of pending HR issues
at Circle and CHQ level. He conveyed thanks to Com Kapgate for arranging such
beautiful and highly attended meeting and giving him opportunity to interact
with the comrades of SNEA Gadchiroli.

Thereafter in
Question answer session all the queries raise by the members were replied by
Com. M S Adasul CS SNEA MH. Com. Ashwin Jadhav raised the question of pay scale who have
promoted from TTA to JTO. He demanded on behalf of all TTA to JTO promotes
about least pay other than newly direct recruited JTOs, as per him even TTAs
entered in company prior to JTOs , their qualification is also same , even
though they are receiving less salary. Many SDEs asked about the circle break
when they serving for three years in all India soft tenure station like
Gadchiroli.

In Presidential
address Com. P. P. Rangari, DP SNEA Gadchiroli summarized issues discussed in the conference and applied
all to rise up to the occasion and give their best to BSNL. He assured that
SNEA would continue to give its best to its esteemed members. He conveyed thanks
to Shri. M A Jiwane TDM Gadchiroli for his total
support to executives and leading Gadchiroli from front. He conveyed thanks to
SNEA MH leaders for their support to Gadchiroli comrades.
