SNEA (I) MH Circle congratulates, Com. Sandeep Mandal, EE Civil & SE Civil LA Mumbai, on his superannuation
retirement as on today, 31/10/2015 and wish him & his family members “A Very Happy, Peaceful & Long

Com. Sandip Mandal {Mob 9423992512}, after completion of his education in Kolkata West Bengal joined
P & T Civil wing in Dec 1977 as Junior Engineer and has contributed
in the Construction of Prabhadevi Telephone Building and Telephone House ( MTNL
Head Quarter) at Dadar, Construction of Telephone Exchange and staff quarters
at Khopoli Dist Raigad, Construction of
220 staff quarters at owai. In 1995 on
his promotion as SDE Civil Mumbai he looked after maintenance work of all
Department Building at Central Mumbai construction of Staff quarters at
Borivali. On his next promotion as Executive Engineer (C) he worked in
Santacruz Mumbai, Goa and presently at Mumbai along with additional looking
after charge of Superintending Engineer Civil Circle Mumbai. Shri Sandip Mandal
is active member of SNEA having through knowledge of civil Engineering work,
Administrative works & was totally devoted to his job.

Jam packed Conference Hall, at C Wing, 2nd Floor, Santacruz (W) Mumbai
by SNEA Mumbai on 21/11/2015 for welcome & felicitation of Finance wing
officers working in Mumbai and prime attraction of the meeting was welcome of
26 Newly joined JAOs in Circle Office Mumbai, WTP & WTR Mumbai felicitation of Com.
V.N.Dhage GM Fin Mumbai.
The special meeting was attended by many of the prominent Finance
wing officers and about all newly joined JAOs in Circle Office, WTP & WTR
and all District Office Bearers of SNEA CO/WTP Mumbai.

Com. Anil Dubey, DS SNEA Mumbai in his welcome
speech gave warm welcome to all Finance wing officers in Mumbai and gave brief
idea about the special interactive session especially for Finance wing
officers. He elaborated some prominent activities of SNEA for betterment of
executives in Finance wing officers. He specially added that the newly joined
JAOs are lucky entrants for BSNL as on their joining BSNL has started showing
positive results and after long time this year has shown operational profit of
cores of rupees, which was supported by house in loud claps. Remembering his
days of joining as JTO and difficulties he has faced, he appreciated the
sincere and devoted efforts of Com. Omprakash Jangir to all the executives in
Maharashtra Circle in settlement of day to day issues and his helping hand to
the newly joined JAOs during the recruitment process.

Com. V. N. Dhage GM Finance Mumbai &
Special Guest of Honor for this meeting addressed the house and expressed his
feelings. He specially guided house about the current financial aspects of BSNL
and what are the steps required on part of finance wing officers for throughout
BSNL. He specially gave welcome to new JAOs and guided them about their future
in BSNL and the important role they have to play in BSNL. He conveyed thanks to
SNEA for his felicitation and giving him opportunity to address the gathering
and mainly for direct interaction with all newly joined JAOs.

Com. M. S. Adasul, Dy GS SNEA CHQ, in his about
one hour highly motivating address touched different issues and specially
guided newly joined JAOs about ideas to be adopted for their successful carrier
in BSNL. He gave warm welcome to all newly joined JAOs and conveyed best wishes
for their bright future in BSNL. He further congratulated Com. V. N. Dhage,
GM Fin Mumbai on his promotion as GM Finance and introduced him as “Role
Model” for all newly joined JAOs for their future in BSNL. He further added
that Com. Dhage has established that JAOs can become GM and it is quite
possible in the BSNL and directed newly joined JAOs to follow footsteps of
sincerity, honesty and dedication of Com. Dhage and dream for their future
up to positions in BSNL Board. He further appreciated working style of Com.
V.N.Dhage and his special approach towards his own finance wing officers. Com.
Adasul elaborated the house about current issues related to financial position
of BSNL and initiatives required by executives in BSNL. He specially made aware
the young JAOs about their importance in BSNL and how their
signature/concurrence is important for financial viability of BSNL. By sharing
practical examples, he guided them how to support the day to day working of
BSNL with latest knowledge in Finance field available to them. He appealed them
to be keen on their new assignment and learn each and every aspect of BSNL.
While guiding them for keeping themselves away from corrupt peoples & their
wrong practices, he appealed them to work for stopping corruption in BSNL and
keep themselves away from vendors demanding favour out of rules. He elaborated
how corrupt people will trap BSNL officers and how it is dangerous for all
comrades and for BSNL. He guided the house about difference in work culture of
BSNL and that of private companies. He explained the benefits available to
executives in BSNL and what is future for these young JAOs in BSNL. He guided
them to dream high and be ambitious for the higher posts and responsibilities
but not to shift their jobs just for Money as after certain time Money lost
importance and job satisfaction, social recognition/status gets importance in
one’s life, which is rightly available in BSNL. By giving classic examples of
working style of some advocates, he elaborated working of all three
associations in BSNL and guided the JAOs to have personal analysis before
accepting membership of any association in the BSNL. Every executive in BSNL
is free to join any association and even these JAOs have attended SNEA meeting,
there is no compulsion on part of SNEA to accept its membership, but before
that one should have his/her own critical analysis for same. He also
elaborated house about the recent harassment of Finance wing executives due to
so called Hopeless Bhaskar Transfer policy and how SNEA was compelled to look
into issues when very only few members of SNEA were affected. He further added
that due to recent activities many of the finance wing comrades have joined
SNEA and SNEA is bound to take issues of Finance wing officers. Concluding
highly encouraging address to finance wing officers and mainly to newly joined
JAOs, Com. Adasul conveyed thanks to all the comrades of finance wing for their
presence in this special meeting and giving him opportunity to share some
important issues about the finance wing executives and efforts being made by
SNEA and assured for total support from platform SNEA. He finally appealed to give timely feedback
to the SNEA leaders so that issues can be taken care within time frame.

15: CAO FC Mumbai issued waiting
list of request transfer within Maharashtra Circle in respect of Finance wing
officers. Letter <<<>>>
After
successful persuasion of publication of waiting list of request transfers in
Telecom, Electrical, Civil wing, SNEA MH has strongly pursued for publication
of waiting list of request transfers in Finance wing. The last such list was
published in Sep 2014 and thereafter adamant stand was taken by some officers
in FC section and waiting list was deliberately not published for prolonged
period creating hundreds of doubts on its working. We have always demanded for
transparent working of FC section and now each and every comrade in Finance
wing who has requested for transfer is now aware about status of his
application for transfer.

appreciates this positive step by new HR team of Finance wing MH Circle and let
us hope that hence forth the transfer posting of Finance wing officers will
also be issued in transparent manner and mainly as per the transfer policy
guidelines issued by BSNL.

of Closed Holidays, Restricted Holidays to be observed throughout Maharashtra

26 NOV 15: Discussion with Sri Ameising Luikham,
Secretary/DPE and Sri Madhukar Gupta, Addl Secretary/DPE on 23.11.2015 on the
notice for protest demonstrations at DPE office demanding constitution of 3rd PRC: On the notice served by NCOA
for protest demonstration at DPE office on 26.11.2015, against the abnormal
delay in constitution of 3rd PRC and
demanding immediate action, Secretary/DPE invited NCOA for discussion. Sec/DPE,
Addl sec and Director/DPE were present during discussion. NCOA represented by
Com Baby Thomas, Secretary General/NCOA, Com V K Tomar, President/NCOA, Com K
Sebastin, GS/SNEA and Com Shiwani, Treasurer/BHEL Federation.
During
discussion, Sec and Addl Sec informed that now Govt is seriously considering
the NCOA demand for constitution of the 3rd PRC. PMO already initiated the process and Secretary/DPE is meeting
Cabinet Secretary today itself on the matter. Since VII CPC report already
submitted, Govt is actively considering the proposal of DPE to constitute the 3rd PRC. Again a reminder was send to Cabinet Secretariat and PMO on
18.11.2015 along with the copy of the notice served by NCOA.
The notice
given by NCOA generated tremendous pressure in the Govt and DPE. Sec and Addl
Sec appealed NCOA not to go for any protest action at this point of time when
Govt is actively considering the demand of NCOA for constitution of 3rd PRC. They assured that Govt will constitute the 3rd PRC without any further delay.
Based on the assurance given by Secretary/DPE, NCOA decided to
postpone the protest demonstration arranged on 26.11.2015 by one month.
In the
meeting, Secretary/DPE specially mentioned about BSNL performance last year in
which it recorded operational profit and in revival path which is good news for
all of us and congratulated the GS, all the employees and BSNL management.

15: Meeting with Sri Anupam Shrivastava, CMD, BSNL on 23.11.2015: CMD BSNL invited core committee members of the Forum to explain the
performance and balance sheet of BSNL for the last financial year, 2014-15. The
salient features are:
·
Last year, BSNL recorded operational profit of
672 Crores. Previous year loss was 691 Crores.
·
Top line revenue increased by 4.16%, highest
during last 5 years.
·
Even in CFA segment, revenue from services
increased more than 1%.
·
As per the new norms for calculation of
depreciation applicable from 2014-15 onwards, the depreciation increased considerably
and hence the total loss as per balance sheet increased from 6900 Cr to 8600
Cr. If the old depreciation method was used, the loss would have been less by
1500 Cr.
·
On future expansion plan, CMD explained that
major MPLS expansion in EB segment is finalized and equipment will be available
in 4 to 6 months.
·
In GSM front, add on order is already placed for
replacing the Phase I, II and III eqpts and Nortel and Nokia eqpts of Phase IV.
For western zone separate tender will be floated. More investment will be made
on Wi-Fi hotspots.
CMD appealed to all the employees to work together taking these
positive developments and the collective movement stated yielding results. Circles
are started lot of marketing initiatives. Bihar Circle is conducting road shows.
In TN Circle, Assns and Unions are sponsoring some SSAs having very poor
performance and improved a lot.

M.B. Dhanave CAO Pune on his long awaited
DGM promotion which he got after prolonged fight of more than ten years against
intentional injustice and deliberate attempts for denial his promotions by
group of some selfish & hopeless officers in BSNL. Com. M.B.Dhanave has joined SNEA before six
months and has pursued his case on personal level as well as on platform of
SNEA and finally he is successful in his prolonged battle against
injustice/intentional harassment and is now promoted as DGM Finance and posted
in Maharashtra Circle. We are proud
of Com. M.B. Dhanave and
salute his dedication in this prolonged & successful battle for period of
more than ten years.

15: AGM Admn Mumbai writes Circle
Secretaries of Associations /Unions in Maharashtra Circle to depute one
representative for meeting for discussions on review of medical policies and
meeting is scheduled on 02/12/2015. Letter <<<>>>
Ø SNEA MH has suggested officers in Admn section that instead
of calling such meeting as wasting time and money on such meetings, the views
should be called in writing, but same was not accepted as if there is no
concern on such unwanted expenditure and wastage of time.
Ø Anyhow as concerned officers desires to conduct meeting
making expenditure of TA/DA & Food on such unwanted and avoidable meetings,
SNEA MH will participate in this meeting as well as submit its views in
writing.
Ø SNEA MH has already discussed this matter in detail in CEC
Meeting Solapur and resolution also has been passed on this subject and we will
submit views in tune with this resolution.
Ø Till someone has any creative idea, suggestion, useful
information on this subject which will reduce difficulties faced by our
executives/non executives and their family members in getting medical
treatment/facilities and benefits and at the same time for reduction of
expenditure on medical treatment by BSNL employees and also to stop the
exploitation of BSNL by many of the hospitals and by our own officers/staff by
placing higher & unjustified medical bills/claims, it is requested to email

15: By quoting Audit Objections
& delay in payments of Security
guards, GM Fin Mumbai writes SSA
Heads for curtailment of expenditure on Security guards provided by DGR
sponsored agencies and restrict it only for vital installations and trouble
prone areas. Letter <<<>>>
These guidelines needs
to taken in true sense by all the officers in filed units and action needs to
be taken for the curtailment of expenditure on Security guards wherever
possible and the first step is being taken by CE Civil Mumbai by stopping
services of a Security Guard engaged as “Status Symbol” only for half part of A wing of
Sixth Floor utilized only for office & Secretariat of CGMT MH Circle. This is
additional Security provided in addition to no. of Security Guards employed at
main gate and entrance of main Building and this wrong procedure was started by
one of CGM before 4-5 years and unfortunately in typical “Red
Tape” working style same is being followed without any review of its
requirement. If this Security Guard is
required and justified then all other Security Guards are fully justified and
required and hence there is no use of such formal letter and BSNL Money will be
wasted on such unwanted expenditure. Let us hope everybody including office of
CGMT MH Circle responds to these instructions positively and in true
sense.
19 NOV
15: Meeting with GM (Pers): GS along with CHQ President and
Jt Sec met GM (Pers) and held discussions on the
following issues. Jt DGM also present in the meeting.
a.
Finalization of
committee meeting on Officiating pay fixation and withdrawal of the
clarifications: GS explained
that this issue was discussed so many times and the committee is expected to
submit the report by 31.08.2015 as per schedule. However the report is not
finalized so far and thousands of Executives are affected and facing recovery.
Last meeting was held on 15.09.2015 in which GS also explained the case in
detail to the Committee. GM informed that the committee will try to meet this
week itself, most probably on Friday.
b.
Extending similar
benefits to Later JTO and Sr SDE as extended to AAO and Sr AO grades: BSNLCO
issued clarifications recently treating AAO and Sr AO as functional promotions
and extending the benefit of first TBP under EPP after 4 years. However similar
benefits are not extended to similar grades like Lateral JTO and Sr SDE.
Earlier the demand for treating Lateral JTO, AAO, Sr SDE and Sr AO was taken up
by the associations but it was turned down by quoting the provisions of post
based promotions under EPP and hierarchy followed in DoT/BSNL. The decision of
management to extend the benefit to AAO and Sr AO grades is a very positive
decision but similar benefits are to be extended to the equivalent grades of
Lateral JTO and Sr SDE also. Management tried to justify the discrimination but
Assn categorically told that it has to be extended to all the similarly placed
cadres in all the wings to have uniform promotional avenue.
c.
Expediting the JTO to
SDE case at Ernakulam: The
necessary information is provided to Kerala Circle and the counter reply will
be filed this week. BSNLCO is in touch with the concerned officers for early
hearing of the case.
d.
Court cases at
Chandigarh restraining promotions with reservation without
satisfying the conditions on Nagaraju case—JTO to
SDE, JAO to AO, SDE to DE and AO to CAO promotions: GM informed that Attorney General of
India (AG) given its opinion and based on the opinion, BSNL will be filing the
reply in the Hon CAT shortly. BSNL is trying to vacate the stay on promotions.
e.
DE to DGM (Adhoc) promotions: Since another year ACR is required for the promotions and
DPC after November, Assn requested to issue the DGM (Adhoc)
promotions at the earliest before this month end. GM (P) assured that
management is very keen to issue the promotion orders at the earliest
considering the huge vacancies in the field units. DGM (Regular) promotion can
be processed only after the final decision from the Hon SC on the expert
committee report on 206.
f.
Implementation of CPSU
cadre hierarchy in BSNL: As Pers
section is the nodal wing dealing with EPP, RRs, seniority etc, it has to play
an important role in its implementation. The promotions which are blocked due
to various reasons can be streamlined only by this mechanism, Assn pointed out.
g.
Notional pay fixation
of E1A and E2A scale for Civil/Elect etc wings w.e.f. 01.10.2000 to have
uniform promotional avenues: The proposal
is under examination in Estt wing, GM (P) informed.
h.
Declaring Rajouri, Poonch, Udhampur etc of J&K Circle, 1.5 year tenure instead of
2 year as proposed by the Circle: GM Pers
informed that some proposal of changes in the transfer policy is under the
consideration of the management. Along with the proposal, this issue also under
consideration. Assn requested for a positive decision in this regard. GM (P)
assured that the issue will be addressed positively.
i.
Correction in the long
standing transfers from ITPC: GS pointed out
that the transfer orders issued by BSNLCO were based on the wrong longstanding
list submitted by the ITPC. Later on, ITPC corrected the long stay list and
accordingly the transfer orders are to be modified. Further the transfer should
be made point to point as done for other Circles. After discussion, it was
agreed to examine the case based on the revised list.
j.
Counting of MTNL stay
for the purpose of counting the stay in MH Circle etc: Assn
explained that the clarification issued by the BSNLCO is contrary to the stand
taken by BSNL so far and it is against the transfer policy also. It will create
problems for other units at Delhi, Kolkata, Chennai
etc. Hence it needs to be corrected and Assn already taken up the matter. It is
decided to further discuss the issue.

meetings. Now frequency of meetings has also been reduced from earlier two per

MH welcomes this stand taken by Circle management and we will strongly support
Circle Management if it is ready to follow such restrictions on their own and
will neither support persuasion of individual cases by any association/officer
including senior officers nor initiates such pick and choose individual cases
at their own under any influence and work in uniform Policy manner applicable
to all similarly placed cases.
Ø SNEA
MH has always put its total efforts for pursuing cases in Uniform Policy manner
which should be applicable to all similarly placed executives in Maharashtra
Circle. It can be seen that SNEA MH has successfully opposed such pick and
choose cases initiated by Circle management
always opposed such pick and choose policy adopted by Circle management
in some of cases and many of the officers expert in managing the officers in
Circle management have been set right due to strong opposed by giving equal
justice to all.
Ø This
letter now officially endorses the firm stand maintained by SNEA MH over the
period and hence we welcome this initiative and we will see that these
guidelines are followed strictly by Circle management and are not violated by
anyone including Circle Management.
Ø Let
us hope these instructions are followed for equal justice to all the executives
in Maharashtra Circle and Circle Management keeps daring to take action
against the officers and associations violating these guidelines otherwise
it will be again wastage of energy and papers and simple completion of official
formality of issuing one another letter by AGM Admn Mumbai.

Ø This is good trend started by the Circle administration that
the officers are being repatriated back to parent SSA on attending 58 years of
service.
Ø Earlier the request of officers transferred on long stay
basis were not considered for posting to parent or choice SSA before completion
of two years service at posted SSA.
Ø Now all such requests on completion of 58 years age are
being considered even though two years minimum service is not completed by the
concerned officer and hence all the officers who have reached or will reach 58
years of age as on 31/03/2016 should apply for request transfer to their choice
station and only issue is such transfers will be at “Own Cost”
Ø SNEA MH will pursue for saving time, energy and reducing
hardship of such officers who are being transferred when they are having less
than two years for completing age of 58 years as on 31/03/2016 and it will
be best option if such officers are out of their working SSA and excluded from
long stay.
Ø After all, similarly affected comrades should get benefits
of lenient view taken by Circle management and hence all such comrades who have
completed or will be completing age of 58 years as on 31/03/2016 regardless of
completion of two years service at transferred SSA, are requested to apply
for Own Cost request transfer as all these request are being considered by
Circle Management .coming out of restrictions of transfer policy

Bhaskar who has created problems/hurdles for many of the Finance wing
comrades in Maharashtra due to his poor working knowledge and hopeless attitude
towards his own colleges.

issued corrigendum to the transfer & posting of Finance wing Officers,
wherein it is clarified that the
executives working at Hard/Soft Tenure stations are to be relieved only on
completion of their two years tenure including excess leave if any. Letter <<<>>>
ü The letter states that the excess leave taken at hard tenure
is to be included in Two years tenure meaning that service rendered practically
and leave availed at tenure stations will be added for counting of two years
tenure.
ü It further states that two years services is required only
at hard/Soft Tenure stations and this condition is not applicable for non
tenure stations and anyone can opt back before completion of two years.
ü This is really good news and will be helpful in considering
request of executives who are transferred within Maharashtra Circle due to “Hopeless
Bhaskar Transfer Policy”.
ü All such willing Finance wing officers may apply for request
transfer even before completion of two years break/tenure.
ü This corrigendum is issued only in respect of Finance wing
officers and for telecom /Civil/Elect/Arch wing officers, the Pers/BW Cell may issues similar guidelines and till
then all these officers will have to complete two years tenure excluding excess
leave availed at tenure station and minimum stay of two years for becoming
eligible for request transfer.
ü At least the victims of “Hopeless Bhaskar Transfer Policy” within Maharashtra will get some relief & justice with
this clarification. Let us hope for the best.

one month after the submission of the recommendations by the Committee, the

In his addressed he mentioned that association works for welfare of all
employees he mentioned that and SNEA is the biggest association in BSNL and
will have to work more for growth o BSNL. He expressed that BSNL is going
through difficult phase and hence everybody has to stretch him for more than
100% work. He added that time has come that management &
associations/unions have to come together and work hand in hand for overall
growth of BSNL. He further told that every work is possible in BSNL if we all
together put our efforts and appealed to all to utilize their maximum
efficiency. He mentioned that Socialism means work according to capacity and
Capitalism means payment according to work. By look at the audience, he
mentioned that he is feeling as if it is management meeting as majority of
officers of SNEA Kolhapur were present in the conference hall. He mentioned
that since he has taken over as GMT Kolhapur, he has seen active involvement of
officers and proudly mentioned that Kolhapur SSA stand second to third position
in achievement of about all targets. He mentioned that whatever has been a
hired by Kolhapur is due to efforts of Staff & Officers in Kolhapur SSA. He
appreciated role of SNEA comrades of Kolhapur SSA in overall achievement of
targets. He mentioned that till now Kolhapur has achieved the desired targets
and he was fully optimistic that by year end Kolhapur SSA will achieve all
targets including that of revenue targets.

SNEA (I) Kolhapur in his DS report gave warm Welcome to all the dignitaries and
gave Brief about AIC Jaipur. He congratulated Com. Adasul on his election as
DyGS and shared his experience during entire process of creation of new post of
DyGS by amendment in the constitution of SNEA and unanimous election on post of
DyGS after series of discussions among MH Comrades. He narrated about positives
steps taken by Shri. Mishra, since he has taken over
GMT Kolhapur and shared different initiatives taken for improvement of
services. He discussed JTO/SDE transfer cases in Kolhapur. He appreciated
efforts of SNEA MH in strengthening SNEA throughput Maharashtra Circle by
resolving many of the issues of the comrades from different wings.

K. Magdum, Ex-President SNEA MH & Veteran Leader addressed to all the members in his
own style as usual. He told house that how the SNEA (I) MH is aggressive and
forwarding towards BSNL development and being strengthened day by day. He
guided house that all the members not to follow the illegal ways at any time.
He also thanked to Com Adasul for settling all the issues related to retired
employees. While congratulating Com. Adasul on his election as DyGS, he
expressed that he is not happy with this selection and guided Com. Adasul, to
alert as he is being misguided by some leaders and made to accept DyGS post as
local arrangement. He expressed that since Nanded AIC he want to see
Maharashtra comrade on post of GS and everything is positive and till in both
AIC Nanded & Jaipur Com. Adasul has compromised which is not
wish of Maharashtra Comrades and directed to Com. Adasul to fulfil wish of
Maharashtra comrades in true sense. He conveyed thanks for organizers for
inviting him and giving him time to interact with comrades of SNEA
Kolhapur.

Com. M.B. Gogate Ex Joint Secretary South SNEA MH by congratulating
Com. Adasul expressed his feeling about working of SNEA and gave brief idea
about efforts for issuing & implementation of Tenure Transfers, He appealed
for timely relieving of relievers from all SSAs and shared difficulties faced
by the comrades working at tenure stations. He stressed for recruitment of more
TTAs. He appreciated unity of executives on the platform of SNEA throughout
Maharashtra Circle.

Com. B. N. Kore Joint Secretary South SNEA MH congratulated Com
Adasul for unanimous election and apprised house about prompt action being
taken by Com. Adasul for fastest communication through email, Tenure transfer
orders issued in time, Uniform Transfer policy due to sincere efforts by
SNEAMH, how it was difficult to get relieve from tenure places, No need of any
comrade required to come in Circle office for their pending issues, regular
updates to one and all through SNEA MH website which is watched throughout
India. He further expressed how the strongest unity has been build up on
platform of SNEA is the strongest association in MH and stressed for keeping it
by adding more and more executives to SNEA Family. He informed that with more than 2800 paid members
SNEA MH is the strongest Circle not only SNEA but among all the associations in
BSNL.

Com S.R. Bhise ACS (W) SNEA (I) MH Explained detail Journey of Com. Adasul from his
home town Kadegaon to Delhi and shared his working
experience with Com. Adasul. He mentioned that financial condition of BSNL is
not strong but financial conditions BSNL employees is
good and hence everybody has reciprocate it. While sharing his actions in
support of draught affected peoples, he was emotional on the difficulties faced
by these peoples. He appealed to all to
help the people in drought prone area like Latur, Osmanabad, and Beed etc. by
contributing whatever way it is possible for them.

SNEA CHQ while accepting felicitation
of all the comrades and specially conveyed thanks to Kolhapur Comrades for their love and affection which has made
his journey possible on platform of SNEA. He appreciated the efforts taken by Shri. S.
K. Mishra GMT Kolhapur for growth & development of Kolhapur SSA. He appreciated
he is one of the best GMs available in BSNL who has strong persuasion and is
driving force for Kolhapur comrades. He extended unconditional support from
SNEA to Shri. Mishra for the overall growth and
development of Kolhapur SSA. He mentioned that Shri. Mishra
has set example by not using BSNL vehicle from office to home and all others
should follow him. While sharing old memories
of Kolhapur, he appreciated devotion of Com. L.K. Magdum Veteran Leader SNEA MH and his total loyalty
towards SNEA. He explained the facts about the dream of Maharashtra Comrades
for GS post since AIC Nanded and recently in Jaipur. He expressed disagreement
on statement of working of the Trimurti CHQ leaders
from MH Circle and appreciated the work done by all the three CHQ leaders for
better future of SNEA comrades. He further shared that he feels lucky enough to
have such great love of Maharashtra comrades. He also shared how he is
supported by senior leaders and explained the facts behind accepting post of
DyGS. He appealed the members to have active role in election of new CS &
Circle Body by coming out of the idea of own SSA and the hard working leaders
who are willing to function from Mumba HQ should be
given preference. He explained the facts about Tenure transfers and efforts for
smooth implementation of transfer orders on quarterly basis. In old days only
individual were getting benefits in transfers and on platform SNEA now
everybody including last comrade is being benefitted. He informed that over
last three years no immunity has been claimed by SNEA MH and all the leaders
have accepted the transfers. He explained the facts behind Hopeless Bhaskar
Transfer Policy and efforts of SNEA to give justice to finance wing comrades.
He narrated the issue ITPC transfer policy and issues thereof and action taken
on SNEA platform for uniform justice to all comrades. He appealed to all to
work more than 100% for BSNL. He explained CDMA penalty case and false claim by
M/S HFCL and its counter attack by SNEA. By explaining facts about Off JTO and
different court cases, he appealed to all off JTOs to go for trainings without
keeping duality in mind. He stressed for Recruitment of TTAs/JTOs in BSNL,
facts of the LDCE seniority case. Issues in all promotion due Roaster case,
Karla issue and status thereof, about steps taken for improvement of Mobile
services , results of new MKS plan, Standard pay saes, 30% superannuation
benefits to BSNL recruited staff & officers , CPSU hierarchy explained etc.
He added that Motivation to subordinate is required is all cadres and appealed
to all to give their best with positive attitude and keep themselves away from
the negative messages and persons with negative attitude. Lastly he cleared all
queries and doubts of all comrades at all levels.

Com. S.C. Kulkarni DP SNEA(I) MH
addressed in his presidential speech to
all the members about the working of SNEA(I) and how it is appreciated not only
by SNEA(I) leaders but also by the leaders of other associations. SNEA leaders
are giving priority of office works as well as association activities with

Association Satara was held on Thursday,
29/10/2015 at 1800 hrs at Supanekar Hall, Satara. Com. B. W. Katkar, DP SNEA Satara presided over this special General Body meeting which
was attended and addressed by:

Com. N. P. Kulkarni Ex-DS SNEA,
Satara anchored the meeting and he told that this Special General Body
Meeting is specially arranged only to felicitate our beloved Com. Adasul,
Circle Secretary on his selection as Deputy General Secretary, SNEA CHQ. He
shared past experience with Com. Adasul since his college days.

Com. Niranjan Mehandale, District
Secretary SNEA, Satara put his DS report to the house. He told
that all issues pertaining with MH circle are being resolved by our Com. Adasul
CS and he is taking care of all problems and issues. He discussed individual and development
issues. On development issues he told that there is shortage of materials like,
drop wire, UG cables, buttons key, PLB pipe & OF cable for maintenance. He
requested to CS that there is need of MPLS router & RPR switch at Satara
for enhancement of BB bandwidth and ease of provision of leased lines. He
discussed issues related to GSM card repair and repair of E1 to Ethernet
converter which costs almost equal to cost of new converter i.e. 8000.00 each.
He suggested that instead of procurement of CT boxes, only CT modules are
required in field and CT modules should be procured which will save money. He
requested Com. Adasul to take appropriate stand on MTNL stay of executives who
served in MTNL in past and joined DOT/BSNL later on. He told that there is need
of cable route tracer in Satara SSA to attend old UG cables as many of cable
routes are not traceable. For this one Cable Route tracer is being procured on
Joint Forum platform.

Secretary (South), SNEA MH shared &
expressed gratitude towards all members of SNEA, Satara for their firm stand
like a wall during crisis aroused in past.
He elaborated how our Com. Adasul is taking care of every issue at MH
Circle. His working as CS is transparent and there are no hidden things before
administration as well as SNEA members. Due to this, Com. Adasul is welcomed
among the members and from the management also.
He shared his past experience how members were troubled and cheated by
then leaders in the past by keeping issues in lingering. But Com. Adasul
changed everything in transparent way and he never calling anybody to Mumbai to
resolve any type of issues. He shared in detail how Com. Adasul taken steps in
AIC, Jaipur to maintain unity & harmony in whole SNEA family. He expressed
his happiness that our Com. Adasul is going to CHQ on one side and other side
expressed sorrow that we all comrades of SNEA Maharashtra will lose such a
great CS. He expressed greetings and whole heated support from all the members
of SNEA, MH Circle to Com. Adasul for his further journey as Dy. GS and
expressed feelings that he will like to see him as GS SNEA CHQ.

Com. M. S. Adasul, Dy General Secretary SNEA,
CHQ addressed and guided to gathering in his special
style. He thanked to Satara comrades for his felicitation at Satara. He
elaborated how transfer orders are modified and changed well within the rules
& transfer policy guidelines with classic examples. He told SNEA MH become
strongest only due to our active District Secretaries from all districts and
credit goes to all our active District Secretaries. He advised all the comrades
of SNEA, Satara do not be under pressure of blackmailing tactics adopted by
anti social elements and continue to give their best to BSNL. He explained how
Raigad case was resolved in past and how efforts were taken to resolve this
crucial issue affecting mass. He told that with few exceptions almost all TTA
to JTOs are joined SNEA family. Now newly recruited JAOs are also joining SNEA
due to image of SNEA. He suggested to DS SNEA, Satara to form WhatsApp group for members of Satara and operate it
actively for day to day updates and interaction with members. He told during
Circle Conference at Goa we succeeded in getting 3G facility to all executives
of MH circle and this facility is not till extended in any other circles, this
is one great achievement of SNEA MH. All our branches in entire MH circle are
strong and our members are wise and they know how they are cheated by leaders
for their issues/grievances. He discussed about CDMA AMC case in MH circle
office and how BSNL money is being looted by vendors. He advised to all members
how to save BSNL and all should be vigilant while signing any financial
document. All illegal affairs should be resisted on association platform. As
Dy.GS he will work sincerely to weed out major corruptions in BSNL CO,
especially in various AMCs. He told that customer’s grievances should be
listened and resolved immediately. All
executives are getting good salary and it is duty to motivate work force and to
manage all problems to save BSNL. He discussed status of various court cases,
status of DPCs and about cadre hierarchy. He advised all not come to Mumbai for
HR issues but come for development issues and you are always welcomed. He
advised to elect good Circle secretary who is capable to work for SNEA members.
He recalled statement of GS, GEJTOA in our AIC at Jaipur that “Our all issues
are raised and resolved by SNEA and SNEA only can do it and SNEA works on
policy”.

settled by our beloved CS com. Adasul. He congratulated and expressed gratitude

impact on growth of Maharashtra Circle and had emergent meeting with Shri. G.K.Upadhay CGMT MH Circle on 14/10/2015 and submitted detail memorandum on

CS BSNLEU, CS NFTE BSNL & CS SNEA have also taken up matter with Corporate
office particularly with CMD & Director HR BSNL through their General
Secretaries/CHQ Office Bearers and expressed the real issues with such wrong
postings on important portfolios and its impact on growth of BSNL in
Maharashtra Circle, which also has yielded positive results.
Ø The concern shown by Forum has been rightly
accepted by BSNL CO and the revised orders have been issued wherein the
intelligent and studied officer Shri. Sunil Garg who is having sufficient service in hand is
posted as Sr GM EB Maharashtra Circle and the post of Add GM NOFN also is not
kept vacant as Shri. J.B.Chavan will continue as Add GM NOFN Mumbai and Shri. Pravain
Malhotra will continue as Sr GM HR/Admn Mumbai.

2 NOV 15: Successful Migration to New MKS GSM CUG Plan : : About 12 lakh
GSM customers from all the three old Maha Krushi Sanchar (MKS) CUG Plans i.e. MKS -I, MKS-II & MKS-III
are migrated to New & single MKS plan since yesterday i.e.
01/11/2015. MKS is most
popular CUG plan among BSNL customers throughout Maharashtra State. It is
important and encouraging that before migrating to new plan with new monthly
charges of Rs 141 per month from present Rs 108 &109, many of the existing
prepaid customers have opted for annual recharge of Rs 1188 & Rs 1199. It
is reported that on last day before migration, there was heavy rush at many of
the Cash Counter/CSCs throughout Maharashtra state for this annual recharge and
getting services at old rate. It is understood that about Rs. Ten Crores have been deposited by the MKS prepaid customers
before migration and it is proof of the mass support of farmers and their
dependents to this most popular CUG Plan.
This new
MKS plan gives CUG facility for all 12 lakh customers
of old three plans & their dependents, some of the earlier MKS customers
got double the data download from earlier 200 Mb to 400 Mb, increased talk time
on BSNL network and hence this modified plan maintains the popularity and is
most demanded CUG Plan. We should happy to note that huge cash has been
collected at all the CSCs and all these customers will be attached to BSNL with
more loyalty.
Though
many of the customers have recharged for annual plan there is much unrest among
many of the customers as with new MKS plan there will be reduction in outgoing
calls to operators within free limit and reduction in free data download limit
etc. Many of the customers have registered their protest by personally visiting
CSCs, meeting staff & officers of BSNL and even by calling on helpline
numbers and demanded for the restoration of old tariffs and facilities. It is
also seen that many of the customers supported the increase in monthly charges
but have demanded for restoration of free talk time to private operators and
free data download limit. Some
of customers have expressed that amount can be further increased marginally but
earlier facilities must be restored. It is also demanded that facility of old
rate should be extended to post-paid customers by taking advance charges of one
year. Some of customers also approached political
leaders, Hon. MPs and many of the officers from BSNL have received calls from
Hon MPs and demanded for restoration of facilities and rates as per earlier
plan or at least for some reduction in monthly charges.

BSNL Pune is consolidating all the suggestions/demands received either directly
from customers or from the BSNL Staff/Officers and if required corrective
action will be taken by BSNL by giving weightage to
the convenience to the customers and at the same time giving due consideration
to the loss and profit of BSNL by running such highest CUG Plan. As such all
the staff and officers are requested to send their feedback, views,
suggestions, demands from customers with full justification by email directly to Com. Mahanand
Gaikwad SDE EB

At the
same time everybody from BSNL should explain the customers stand of BSNL behind
such increase of small amount of Rs. 32 per month including all taxes. This is
first increase after introduction of this plan and this hike is fully justified
as compared to increase in inflation over the period. Please try to explain all
the queries of customers to their satisfaction with full confidence so that
customers are not misguided by representatives of other operators. If you find
difficult to explain it to customers or you need any clarification please feel
free to call directly to Com. Gaikwad SDE EB Pune, but
we should grab this opportunity for increasing GSM subscriber base of
BSNL.
