retirement as on today, 31/12/2015 and wish him & his family members “A Very Happy, Peaceful & Long
Retired Life”.
Com. P.B. Belsare, {Mob 9423894382}, presently working as Accounts Officer (Estt) Raigad SSA has
started his career in the DoT in Nov 1976 as Telecom Accounts Clerk. During his further service he was upgraded as
Sr. Accountant in 1986, the JAO, AAO & finally as
AO since 2004 presently he is working as AO Estt
Raigad SSA at Raigad at Panvel.

P. B. Belsare is always helpful and soft spoken and due to his
positive steps many of the pay fixation issues of Non-executives/Executives of
Raigad SSA have been resolved amicably by giving priority to interest of BSNL.
He was instrumental in reduction of overall expenditure.

Circle Office Mumbai and las date of submission of willingness by Fax or email is

Proper utilization of
excess PA/PS seating idle without justified works for years together in some of
SSAs and filling vacant posts of PA/PS in different SSAs including Circle
Office was one of the issue pursued by SNEA MH.

Now as first step
action has been initiated for filling up vacant post of PA/PS in Circle Office
Mumbai and there is chance and opportunity to work as PS of CGMT MH Circle as
present PS of CGMT MH is shortly retiring.

Specifically for
comrades in PS cadre, has great opportunity to serve
on such important post.

Also this is best
opportunity for excess PA/PS in different SSA/Units in Maharashtra Circle, not
having justified works for their posting in 30% HRA area wherein there is no

SNEA MH congratulates Shri. A.U. Vadnerkar, a BSNL absorbed ITS officer on his promotion as Regular PGM.
·
It can be seen that
about all GM level officers from other Circles are promoted & posted at the
same location with up gradation of GM post to PGM level SSA head post, but
while posting in Maharashtra big joke is created without practical approach
proving lack of knowledge of officers working in Pers
Cell BSNL CO about working and requirement of Maharashtra Circle.
·
Rather this is further
step of total careless and deliberate casual approach with ‘who bothers attitude’ while posting SSA Heads in Maharashtra Circle.
·
Till recent past, Shri.
Vadnerkar was in charge of Mobile wing of entire
Maharashtra Circle, and on joining of Shri. Agarwal, GM NWO CM Nagpur and till Shri. Vadnerkar is in charge of GSM services in 50% area of
Maharashtra Circle and now on his so called promotion as PGM Regular, he is
posted as PGMTD Solapur and Pers Cell has shown it as
existing PGM level vacant post.
·
It is beyond understanding
where it is promotion of Shri. Vadnerkar or it is
practically demotion.
·
Now GOD only knows when
this post of PGMTD Solapur was created and since when it is vacant and who have
worked as PGMTD Solapur earlier as there is no official record of creation of
post of PGMTD Solapur.
·
It seems that either Pers Cell BSNL CO is not consulting CGMT MH Circle or CGMT
MH & his office has not given correct & required feedback on
requirement of PGM/GM level SSA Head in Maharashtra Circle and hence this mesh
continues in posting of SSA heads in Maharashtra Circle one after another and
we are witnessing different administrative jokes and unfortunately its victim
is Maharashtra Circle and its growth.
·
In Maharashtra Circle
post PGM level SSA heads were in existence for Pune, Kalyan & Nagpur and on
the new criteria of revenue generation PGM level SSA Head is eligible only for
Pune SSA and till post of PGM Pune is vacant as it is being looked after by GM
level officer.
·
Shri. Vadnerkar,
is posted as PGMTD Solapur by unofficially creating higher level SSA Head post
in comparatively smaller SSA which has less revenue as compared to many other SSAs
in Maharashtra Circle.
·
The post of SSA Head
like Satara, Aurangabad, Chandrapur, Ratnagiri are
also vacant, but Shri. Vadnerkar, is posted on
promotion as PGMTD Solapur wherein one GM level Officer & even DGM level
ITS officer are posted and rightly working there without much complaints.
·
Thus where, even one
DGM level officer can manage show efficiently as SSA Head of Solapur and there
two more that to be higher level i.e. one GM level and one PGM level officer
are posted and now there will be clashes among these officers about
authorities and respect.
·
This is how precocious
senior level manpower is being wasted due to poor management of positions of
SSA Heads and when many of post of SSA Heads are vacant for months, most
correctly for years together.
·
On creation of new post
at Solapur, lakhs of rupees will be spent on new office for PGMT Solapur and in
there is no chance of posting of any PGM level officer in future and it will be
direct & deliberate loss of BSNL.
·
SNEA MH will
definitely take up this matter of careless and casual approach in posting SSA
Heads with CGMT MH and mainly for review of posting SSA Heads in Maharashtra
Circle as whole and for immediate action on posting of right SSA heads at right
places for proper growth and development of BSNL in Maharashtra Circle.

Sandeep Agrawal GM
HR/Admn Mumbai. On behalf of thousands of
comrades of SNEA Maharashtra, we gave him warm welcome with beautiful bouquet
and conveyed him grand success in this new assignment.

Shri. Sandeep Agrawal, GM HR /Admn Mumbai was very happy
& enthusiastic and has expressed his feelings on the occasion. During
discussions, he narrated that he is totally new to Maharashtra Circle as had
never worked in Maharashtra Circle earlier, but is aware about working of
Maharashtra Circle.
·
He further expressed that since he has taken over
as GM HR/Admn Mumbai he is going through all the details and HR issues thereof
and his efforts are to clear the issues on day to day basis. We also added that
by taking into view time required by new HR Head to ascertain facts, we have
not disturbed him even for welcome meeting also expressed our confidence about
resolution of pending HR issues of executives in Maharashtra Circle regardless
of officer in the chair.
·
We had discussions on recent happening in HR/Admn
sections and real facts thereof and how members of SNEA are getting benefits
due to policy working. We narrated him that SNEA MH always supported
application of BSNL guidelines, rules on HR issues equally to all including
leaders and we expect similar stand to continue in future also.
·
Shri. Agrawal, informed that his working will be fare and well within the
policy guidelines and though in earlier days it was possible to settle
individual grievances, now it is difficult to help anyone in such out of turn
method and during his tenure he will see that HR issues are taken care by
uniform policy manner applicable to all.
·
We had many other such discussions to know the
views and ideas of new GM HR/Admn Mumbai and he was open enough to share his
views with happiness.
·
We have elaborated him on misuse of facilities provided
by Govt of India & BSNL to Person with Disability
(PWD) by some sound and energetic officers in Maharashtra Circle by providing
bogus certificate of disability even with signature of Civil Surgeons and made
him aware about it by quoting some classic examples.
·
We have elaborated him about our Circle
Conference to be held at Pune in January 2016 and invited him to have grand
welcome to new GM HR/Admn Mumbai in presence of all the executives in
Maharashtra Circle, wherein he was kind enough to give his consent.
·
As it was introductory meeting, we have discussed
only three prominent issues and submitted agenda of other pending HR issues.
The details of prominent issues discussed are as follows.
1.
Phase –I Training to Offg JTOs: We brought to his
notice the hardship being faced by the Offg JTOs in
Maharashtra Circle and dilemma and confusion created among the Offg JTOs in Maharashtra Circle as no single Off JTO is
sent for JTO Phase –I training and allotted batches have lapsed including one
which was to start from toady i.e. 28/12/2015. We further added that if no
action is taken the next batches allotted for Maharashtra Circle will also be
wasted in similar manner. Shri. Agrawal informed that
he is aware about the issue and his officers have briefed him on the subject
and matter is under discussions and will be settled shortly. Delay was due to
uncertainty in view of pending court cases and final decision on this matter.
He further added that by now matter has been cleared to better extent and his
office is on job to send all Offg JTOs for Phase-I
training as per their eligibility and seniority. Anyone who is having
difficulties/problem /issues in joining JTO Phase-I training for any reason,
he/she will submit his/her representation with reasons and matter will be taken
care accordingly in that particular case. We further added that the matter is
already delayed only for Maharashtra Circle and requested him to have early
action and steps for resolution of unrest among the Offg
JTOs, wherein Shri. Agrawal informed that within 2-3
days matter will be settled and hopefully first batch of Offg
JTOs may join Phase I training which is commencing from 04/01/2016. We requested Shri. Agrawal,
for his intervention to arrange JTO Phase-I training at RTCC Pune which is
readily available and fully equipped infrastructure and it will be central
place for offg JTOs in Maharashtra Circle for JTO
Phase I training. He assured to look into to it and ascertain possibilities for
batches at RTCC Pune.
2.
Rule 8 Transfers of JTOs: As
another important point, we have brought to his notice mass unrest among the
JTOs in Maharashtra Circle about undue delay in considering Rule 8 request
transfers of more than 110 JTOs working throughout Maharashtra Circle. He reacted
that such mass transfers will create acute shortage of JTOs in Maharashtra
Circle as Maharashtra Circle is already having shortage of JTOs. We elaborated
him about the facts that how due to reduction in lines in many of SSAs, the
shortage of JTOs will not have that much direct impact on transfer of just 110
JTOs out of more than 4000 executives working in Maharashtra circle. He added
that many of JTOs applied for Rule 8 are not working
in filed units are working in offices and cannot be relieved without
substitute. We have brought to his notice that many of the JTOs waiting for
Rule 8 transfers have genuine family and office issues and hence needs
sympathetic consideration and all their works can be mutually managed with
rearrangements. We added that some of JTOs are having genuine self & family
medical issues, some of JTOs have applied on spouse working ground, some have
applied to Circles where already there is more shortage of JTOs than MH Circle,
JTOs like Com. Ankush Singh working at All India Soft
Tenure since last six years and his request also is pending. All the requests
are genuine and many of them can be resolved with preliminary arrangements and
initiatives. We brought to his notice that as per our last discussions &
continuous persuasion with Shri. Pravin Malhotra then Sr GM HR/Admn Mumbai, file also has been processed for
consideration of all Rule 8 transfers and now needs his sympathetic
consideration on this burning issue of Maharashtra Circle. We also pointed out that it was agenda point
for discussions in the meeting of all HR heads held in Delhi on 17/12/2015. He
agreed that it was point of discussions, but there was no concrete decision and
output on this matter to consider all the Rule 8 request transfers. We had
shared with him some probable solutions
like considering all request to Circle having shortage more than MH Circle,
ascertaining possibilities of having mutual transfers from requested Circle in
any cadre, sending request to concerned Circle for confirmation of the
accommodation of these JTOs in that particular Circle, priority to certain
medical and spouse working cases , executives working at difficult/tenure SSAs
without any transfer to popular station during his/her service as JTO and so
on. We were very happy to see that after
elaborate discussions Shri. Agrawal understood the
difficulties of all these JTOs and made note of some important points and not
only assured to look into all these Rule
8 cases on the basic feedback given by us, but he further added that he will also
use his special ideas to give consideration to all rule 8 transfers out of Maharashtra Circle.
3.
Implementation of transfer orders from Kalyan to Mumbai and
vice a versa: We brought to his notice uncertainty created over
the period of one year and non-implementation of order issued by his office
just for want of settlement of certain grievances. We also brought to his
notice our preliminary discussions on this issue with DGM HR/Admn and
implementation of order as whole and not on pick and choose basis. Shri. Agrawal assured that he will look into issue and get is
resolved shortly.
At conclusion
of this meeting we submitted him the list of pending HR issues just for his
review and due consideration of these issues in days to come. He assured to
look into all these issues shortly. This welcome and introductory meeting
concluded with thanks on both the sides and positive assurance for co-operation
and firm action on HR issues of executives throughout Maharashtra Circle.

It seems that BSNL CO has decided to
shift all ITS officers from HR/Admn post at all Circles and hence such mass
orders are issued. It was started first by replacing GM Pers
BSNL CO by substitute of GM level Officer from Civil wing and now same is being
penetrated at Circles and it seems that in days to come as a strategy all the
ITS officers in HR/Admn will be replaced by GM/DGM level Officers from Civil
wing.

relieving of Finance wing executives under transfer from different circle

SEA section, BSNL CO is dealing with transfer
posting of executives in Account Finance wing takes first step in direction of
Force relieving of unrelieved executives for whom transfer orders are pending
for long time and issued instructions to all Circles to relieve all officers under
transfer with immediate effect and made it clear that unrelieved officers will
be force relieved through ERP by
31/12/2015.This will be helpful for executives who are waiting for their
reliving for long time and at the same time Maharashtra Circle will get some
additional AO/CAOs to meet present shortage of AOs/CAOs in different SSAs of
Maharashtra Circle.

25 Dec 15: BSNL CO
continues its special efforts for reducing heavy penalties of Vendors imposed
for poor quality works. Letter <<<>>>
·
Now days, it has become practice and precedence
for vendors that first they accept tenders as per the conditions prescribed and
then do not bother to follow these conditions directly affecting quality of
service and then works to manage BSNL officers for reducing or waiving off the
penalties imposed.
·
This seems to be done deliberately by vendors as they have
now well understood that things can be managed in BSNL as many of the officers
are supporting the undue demands of vendors by neglecting interest of BSNL.
·
In some of AMCs the maximum penalty which can be imposed as
per penalty clause is 25% of total value of PO for said AMC and many rather all
vendors
prefers to deduct penalty of 25% and get 75% payment without doing works as per
clauses defined in the AMC.
·
As such vendors are getting total 75 % payments at any
cost which comes in Crores of rupees on name of such
AMCs and BSNL losses these crores
of rupees causing direct loss due to poor or no performance by vendors under
these AMCs.
·
In this case, committee is specially constituted
to review the Heavy penalties imposed against M/S Ericson for worst performance
in GSM works in North & East Zone during Warranty Period and then during
AMC period.
·
Imposition of Heavy penalties means vendor has
not at all performed or his performance was worst, but nobody bothers when
performance is monitored physically and now c committee has been constituted to
review penalties.
·
Now question arise, that who is
wrong? The answer for
common man will be vendor but to change this answer, such committees are
constituted at later stage.
·
It is but natural that either the officers who
have framed the penalty clauses are wrong or the officers who imposed heavy
penalty are wrong or the officers of M/S Ericson who have done worst
performance are wrong & these known facts will be now decided by this special committee.
·
Definitely & we all will surely see in days
to come that this committee constituting only BSNL Officers will certify that
the BSNL officers who have inserted penalty clauses in tender document and who
have imposed heavy penalty as per tender conditions are wrong and
the officers of M/S Ericson who have performed worst are only right and it will be further cried foul that now M/S Ericson
cannot bear this heavy & so called unjustified penalty and this is how BSNL Money is being wasted in Crores of rupees without justified works by certain vendors.
·
This happens when our beloved CMD BSNL, many of the
senior/junior officers and many of the staff and officers in field units are
making sincere and day night efforts in adding new customers and increasing
revenue for BSNL and results are quiet good as seen in recent past.
·
But such attempts of employees & selected
efficient officers to earn some crores of rupees,
will be in vain if the vendors continue to loot BSNL by grabbing and swallowing
crores of BSNL money without doing any work &
just by managing certain officers in BSNL and this is real
challenge & threat in front of BSNL.
·
It is unfortunate that many of the officers in
BSNL are aware about these facts but
nobody is ready to put it on papers while accessing & reviewing such
proposals, it does not mean that all officers are wrong or having
malafide intention.
·
It happens because if anybody dares to put it on
papers, the vendor representative shows their powers & goes to level of
shifting such officers from the said post let it be in any position, but will
get work done on their part as per their desire.
·
Let us hope that at least in coming days such
open loss of BSNL is stopped by proper and corrective action by BSNL Corporate
office and all poor performances by any vendors are handled by giving priority
to interest of BSNL and non-performing or poor performing vendors are taken to
task as per terms and condition of tender without such modification of tender
condition and such review at later stage.
·
These action of changes in tender condition at later stage comes under
purview of Vigilance team and are definitely calling for Vigilance intervention for booking
culprits for heavy financial loss to BSNL.
·
If such corrective actions are taken at right
time BSNL will
definitely show its profit, which is presently swallowed by such vendors in support of certain officers in BSNL just for their
personal benefits.
·
We have already experienced how M/S TERACOM is
supplying poor quality Broadband Modems and how certain officers in BSNL are
forcing field staff & officers to sale such poor quality modems to
customers and how customers are compelled to accept such poor quality modems by
specially modifying orders for condition of supply of modems by BSNL and then
by special letters compelling officers, staff and even to customers instead of asking M/S TERACOM to replace all such poor
quality modems and booking officers involved in this matter of accepting poor
quality modems.
·
SNEA MH will definitely put all such issues related to the
growth of BSNL on papers and at least after putting such facts on papers, let us hope that concerned officers getting salary of BSNL

Order states that
TA/DA advance if not taken earlier is to be claimed after joining transferred
station. It is further mentioned that no leave is to be granted to these SDEs
under transfer by working Circles as all SDEs including SDEs on leave are
relived through ERP and such leave cases are to be settled by joining in Circle
under transfer. . This will be troublesome for some of SDEs who are having some
genuine issues in joining new places, but it will be great relief to all the
SDEs who have completed their tenure and were struck off at Tenure stations for
want of relievers. This order will give
confidence to many of the SDEs & DEs joining & presently All India

issued clarification on fixation of Pay of officiating JTOs and their reversion
before sending them Phase-I JTO training and same is immediately endorsed by MH

Ř BSNL CO has created mesh on this
subject as just before few days it was clarified that all Offg
JTOs should be sent for JTO Phase-I training without their reversion to basic
TTA Cadre and now it has been clarified that before sending them to JTO Phase I
training they should be revered back to TTA Cadre.
Ř It is further clarified that
Officiating JTOs who have been sent for JTO Phase I training without reversion
are to be reverted as TTA from retrospective dates.
Ř Letter further clarifies that
their pay is to be fixed under FR 22 1(a) (i) from
the date they started to officiate as JTO and at the time of revision of the
pay as on 01/01/2007, their pay is to be fixed in substantive TTA cadre and
then to be refixed in capacity of JTO Offg with 3% increment in substantive grade.
Ř With this clarification many of the doubts about uncertainty
of officiating JTOs and their future in BSNL are cleared.
Ř Due to earlier confusing
clarification for sending them JTO Phase I training without reversion
to TTA Cadre, the hopes of many of the Offg JTO for
getting old seniority from year 2001 were increased.
Ř Due to such hypothetical hopes
there was reluctance among many of the Officiating JTOs in Maharashtra Circle
for joining JTO Phase I training and unfortunately no one is nominated for the
first batch of JTO Phase training allotted for Maharashtra Circle which was
scheduled from 28/12/2015.
Ř It is unfortunate that when
Officiating JTOs from many other Circles are joining JTO Phase-I training, the
slots & vacancies allotted for MH comrades are being wasted due to
confusion created among officiating JTOs in MH Circle by some individuals for
the reasons known to them and unfortunately
and temporarily supported by such unwanted and senseless clarification issued
by BSNL CO.
Ř Now it is crystal clear that all
Officiating JTOs have to undergo JTO Phase-I Training and then and only then
they will become JTO otherwise it is next to impossible and hence all
officiating JTOs should come out of such selfish traps, apply their mind and
brain, analyze & review their decision about joining training and join hands to fulfill their own and prolonged dream of
becoming regular JTO.
Ř Unfortunately all these comrades have already
wasted their more than sixteen years in this prolonged struggle to just become
JTO.
Ř If their grievances were rightly
addressed at proper time and if they would not have been victim of different
court cases including cases filed by some officiating JTOs itself, by now
they would have become eligible for scale of DE under Time Bound promotion and
it is disgusting that till their pay is not correctly fixed as JTO Officiating.
Ř Not only pay scale, but all these Offg JTOs have lost
their seniority and many others who have joined even in years 2010-11 have
become senior to all these Offg JTOs.
Ř If their trainings are further delayed they
will further loose their seniority in JTOs cadre as Offg
JTOs in many other Circles who are joining JTO Phase I training will become
senior to all the Offg JTOs in Maharashtra Circle who
are not yet to be sent for JTO Phase I training as they will join as JTO before
all these comrades in MH Circle and s per the recent court cases date of
joining has direct impact on the seniority of the executives.
Ř Some of these Offg
JTOs are left about 10 years of services and if they become JTO right time,
they may be eligible for two Time Bound promotions at the gap of four-five
years.
Ř The Offg JTO who will join as JTO before coming Pay Revision
will be benefitted as their pay will be fixed as JTO and pay of other Offg JTOs will be fixed in substantive cadre and it will
again cause financial loss to these comrades.
Ř As such all officiating JTOs in Maharashtra
Circle are appealed to have introspection about
their future on the basis of these details and information available with tem
and to take appropriate decision about their future in BSNL and towards fulling their prolonged dream of more than sixteen years of
becoming Regular JTO.
Ř SNEA MH will support these comrades as per their wish and who are willing for JTO Phase I
training, we will pursue for sending them to JTO Phase I training in
next batch commencing from first week of January 2016 and who are still not willing for JTO Phase I training we will
pursue for not sending them for JTO Phase I training
and it’s now time for
all Officiating JTOs in Maharashtra Circle to have proper & self-analysis
and to take correct decision about their future & carrier in BSNL.

against vacancy year 2001-02 mainly on the basis of minimum eligible service in
JTO cadre in which seniority of many of SDEs is upgraded to vacancies against

This was long pending
issue pursued by SNEA as many of SDEs like Com.
D.B. Kapre, SDE Pune have represented their grievances
as their juniors were promoted as DE and these SDEs were deprived from it and
since long were pursuing it vigorously for correction in their seniority
position.

After prolonged
persuasion of 2-3 years, the matter has been finally settled and corrected
seniority list has been issued in respect of all SDEs in ST Category recruited
as JTO against Recruitment Year 1991 to 1995 and appearing in seniority list no
7.
·
Now with this revised
seniority list, many of these comrades will be due/overdue for DE Adhoc/Regular
promotions and/or their names will be considered for DE LA arrangements.

constitution for next pay revision: GS Com K Sebastin,

Director/DPE on 17.12.2015 and held discussions on the constitution of 3rd PRC.
Addl Secretary informed that after the notice for
protest demonstrations by given by NCOA, Govt started acting quickly and two
rounds of discussions on the matter with Cabinet Secretary was conducted. Now
the matter is under process at the higher level. Further discussions will be

18 Dec 15: Meeting with CMD, BSNL: GS Com K Sebastin, President Com A A Khan
and Chairman Com G L Jogi met Sri Anupam
Shrivastava on 17.12.2015 and held discussions on:
a. Implementation
of Jt Committee recommendations on E2, E3 pay scales,
CPSU Cadre Hierarchy and first TBP after 5 years: Assn
explained the urgency to process the recommendations. Since 3rd PRC
is going to be constituted, it is very urgent to settle the standard pay
scales. Otherwise it will create problem during interaction with 3rd PRC.
CMD assured that it will be processed as assured to the Assn at the time of
re-constitution of the Jt Committee itself.
b. The
Forum initiative of 100 days drive “SERVICE WITH A SMILE” w.e.f
01.01.2016. CMD was very much enthusiastic about the initiative taken by the
Forum and assured that the programme will be inaugurated simultaneously at
BSNLCO, Circle and SSA HQs.
17 Dec 15: JTO Phase-I Training to Offg
JTOs/Qualified TTA: Off late, SNEA MH is receiving
many queries about the scheduled JTO Phase I training for qualified TTAs and
Officiating JTOs as per New JTO RR 2014 and consequent letters issued by BSNL
CO and court case thereof.
In this
regards it is to inform that officiating JTOs/Qualified TTAs who have completed
Phase I training earlier days and who are unwilling to join JTO Phase-I
training as per Revised JTO RR 2014 either for personal reason or in view of their
pending court cases, they can do so under intimation to BSNL.
Others
who are not part of any court case on this matter and ready to join Phase I
training or who are part of court case and till want to join Phase –I training
may submit such willingness through proper channel with undertaking for
withdrawal from court case if any so that orders for their Phase I training can
be issued by Maharashtra circle as per directions of BSNL CO.
As such,
there should not be any confusion on this subject and till someone has any
doubt or query on this subject, he/she

Staff Mumbai completed formality of
posting of SDEs on their transfers to Maharashtra Circle without allotment of
any SSA or unit. Letter <<<>>>

In strange and totally
new approach the office formality is completed by posting them in Maharashtra
Circle. Now God only knows how will this posting order benefit BSNL or to
Individual executive.
·
Such type
of works are wastage of energy, manpower & stationary and mainly
giving scope to malpractices by some culprits.
·
The best procedure
followed in Maharashtra Circle was that the posting of incumbent executive is
done by allotment of SSA/Unit depending on the vacancy in that particular SSA
and on the basis of request of the concerned officer.
·
If any of executive has
any issue with the SSA posting done by MH Circle, then he/she was representing
his/her case with detail justification and such genuine request were given
consideration for posting to requested SSA or nearby SSA depending on vacancy position of the concerned SSA.
·
For posting of
incumbent executives to Maharashtra Circle there is well defined Policy available in Maharashtra Circle and action should
have been taken for posting of officers within this policy and on relieving of
these officers would have joined directly to SSA /unit concerned.
·
If SSA/Unit was not to
be allotted then there was no need of such “Eye Wash" posting order
and now all the officers will have to join circle Office when they are relieved
from their parent Circle and then he will have to wait and watch in Circle
office Mumbai and beg for mercy of the officers in Circle office.
·
Such hopeless posting
order without allotment of SSA/Unit is cheating of our executives and it will
waste BSNL money on TA/DA for first joining at Mumbai and then to SSA concerned
and they to unit concerned.
·
Many of these officers
are joining Maharashtra Circle at Own cost and in such cases , individual will
have to bear expenditure on joining to Mumbai, then to SSA concerned and
expenditure on stay and accommodation during the processing and approval
of file for posting of joined executive
to that particular SSA/Unit.
·
One side it seems that
intentionally concerned officers are being made to suffer or other side it
seems that these SDEs are given open offer to come and meet the officers
concerned to manage their SSA/unit posting and it will start new trend and may
call for involvement of money and hence dangerous.
·
This
may be due to fact that present AGM Staff, DGM HR & GM HR/Admn Mumbai dealing with such posting and allotment of
SSA/Unit are new and not aware about the earlier and most suitable procedure
followed in Maharashtra circle for posting of incumbent executives asper the well-defined policy approved by CGMT MH
Circle.
·
SNEA MH will take up
matter with CGMT MH and new GM HR/Admn Mumbai to stop this wrong practice
giving scope to the malpractices and mainly new ideas and tactics of harassing
the executives joining Maharashtra Circle after prolonged wait and for issuing posting orders
with allotment of SSA/Unit as per the well-defined policy for posting of
incumbent executives joining Maharashtra Circle on their transfers ether from
All India hard tenure stations or from Non-tenure Circles.

Till then concerned
SDEs under transfer to Maharashtra circle should not be panic and they should
send their choice of
SSA/unit to AGM Staff Mumbai by FAX on 022-26619933/26619902 so that
their posting can be done in advance by MH Circle and they can directly join to
SSA/unit concerned and will not have wait for mercy of the officers in Circle
office Mumbai.

thanks & gratitude to Shri. Pravin Malhotra for the services he has rendered for betterment of
executives in Maharashtra Circle and the major contribution he has done in
settlement of HR issues in uniform Policy manner in Maharashtra Circle. He has
taken over as GM HR/Admn in 2013 in difficult time as both then CGMT MH &
GM HR/Admn retired on same day 31/03/2013 and there were major changes at the
middle & bottom line of Staff/Admn section Mumbai. But Shri. Malhotra took pain to study the HR working of Maharashtra
and has settled issues one by one which has started benefitting common
executives in Maharashtra Circle in true sense.
·
Since the day one, SNEA
MH delegation had meeting with Shri. Malhotra as GM
HR/Admn Mumbai he was advocating for uniform policy in settlement of HR issues
which should be applicable for last executive even in the remotest place who do
not have any direct or indirect approach either to GM HR/A Mumbai, CGMT MH or
even to association leaders.
·
It was resolution of
having Uniform Transfer Policy applicable for tenure Stations as well as Non
tenure stations in our different CEC Meetings and Circle Conference and then it
was pursued by us strongly. Though it took time of more than one year to
finalize the Uniform Transfer policy for executives in Non-tenure SSAs in
Maharashtra Circle due to unwanted hurdles & undue pressure created by some so called leaders who were
being affected by this uniform Policy only for self-benefits, but finally due
to strong stand taken by Shri. Pravin Malhotra as Sr GM HR/Admn, today executives in
Maharashtra Circle Maharashtra Circle has “Uniform Transfer
Policy” for request transfers from non-tenure stations and transfer are being
implemented to major extent under this policy and will be implemented to 100%
in days to come.
·
Though Maharashtra
Circle was having proper transfer policy for request transfers from Tenure
stations, it was never implemented timely and the executives working at tenure
stations were always sufferers. It was Shri. Pravin
Malhotra as Sr GM HR/Admn Mumbai who supported
resolution of SNEA MH in Circle Conference Goa, for posting at tenure Stations
and now request transfers from tenure stations are being issued on
completion of each quarter.
·
Due to effective
implementation of uniform transfer policy of tenure stations that to be issued
transfers from Tenure station being issued quarterly, today there is waiting
list for tenure statins like Sindhudurg, Gadchiroli, Raigad and even many of executives have opted
for posting at Goa and Ratnagiri SSA at own cost. In the history of Gadchiroli and Sindhudurg SSA, working executives in both
these developing and only profit making SSAs more than the sanctioned strength and
this is result of Uniform Transfer policy and its strong implementation by
Shri. Pravin Malhotra as Sr
GM HR/Admn Mumbai.
·
Shri. Malhotra has always shown human approach and he has given
priority to the grievances of individual executives as well as to requirement
and working of BSNL. In posting of TTAs on their promotion as JTO, in posting
with in MH Circle of SDEs/DEs promoted as DE Regular Shri. Malhotra
has reviewed the transfer orders on the grievances represented by individual
and hundreds of executives in Maharashtra has been
benefitted due to proper HR approach of Shri. Malhotra.
·
When many of the
comrades were visiting Circle Office for their personal grievances, Shri. Malhotra, has taken special initiative to call their
grievances by email and settle it and till individual was not satisfied
personal hearing was also given too individual. This has saved good amount and
time of executives and stopped business of some of leaders to fool the
members.
·
Shri. Pravin Malhotra is so honest that his so called
enemies have not dared to level any allegation against him for any corrupt practices
or for involvement of money in transfer and posting of executives. Shri. Pravin Malhotra has taken strong
& bold initiatives for totally stopping involvement of money in transfer
posting of executives in Maharashtra Circle and maintained same stand for
prolonged period and unfortunately & perhaps this may be one of the
reason for his transfer from post of GM HR/Admn Mumbai when he is left with
just six months of service in BSNL.
·
Though Shri. Malhotra was having some dual stand on the pick and choose transfer
orders issued by BSNL CO for posting to ITPC Pune at earlier stage, but when
SNEA MH has brought the facts to the notice of all concerned, it was firm and
strong initiatives and detail feedback from Maharashtra Circle to BSNL CO,
which has cancelled all pick and choose transfers to ITPC Pune and fresh five
SDEs were posted as per norms defined by BSNL and wrong orders were cancelled.
·
He has shown very
positive approach on making looking after arrangement in DE and DGM cadre and
has taken imitates for issuing orders for SDE looking After for giving some
relief to JTOs who are deprived of their SDE promotion for more than 15 years
and orders for same are expected shortly.
·
SNEA MH has always
opposed the misuse of immunity by certain leaders and Shri. Malhotra
was instrumental in stopping all such the cases of misuse of immunity as office
Bearers of association and due to his strong & studied stand many of
association leaders who managed transfers or prolonged period have been
transferred at par with common executives. He also took bold stand to implement
transfer orders through ERP in which about all officers who locally managed
& delayed their relieving were relived and joined as substitute to
executives struck up at different tenure stations.
·
On the Rule 8 transfers
of more than 100 JTOs pending, Shri. Malhotra has
assured SNEA MH in month of Aug 2015 to issue transfer orders of all JTOs by
Oct 2015 and he has taken initiatives for same, but unfortunately due to
conflict going on in Maharashtra Circle for last 2-3mkonhs this important issue
is struck off and could not be finalized practically.
·
Only issue we find with
Shri. Pravin Malhotra as Sr
GM HR/Admn was he was taking more time to settle cases and for that he was
always given justification that the executive having genuine issues will
definitely wait for his turn and executives who have genuine problems will not
wait and will follow the orders and we also have experienced same over the
period.
·
No doubt, at initial
stage Shri. Pravin Malhotra
as Sr GM HR/Admn has initiated many of the steps which were affecting working
of SNEA and has created problems, but SNEA MH has continuously pursued all such
cases and finally Shri. Malhotra has over the time
Shri. Malhotra understood transparent working of SNEA
and finally decided all cases within the transfer policy guidelines issued by
BSNL.
·
We can proudly say that
majority of HR issues of SNEA comrades have been taken care by Shri. Pravin Malhotra as Sr GM HR
Admn Mumbai by his working in transparent working. Percentage of more no of
cases of SNEA comrades is but natural as SNEA members are more in number and
membership. SNEA MH continuously and tirelessly pursued cases with detail and
factual feedback with concrete suggestions for benefits of individual with
uniform policy applicable for as well to BSNL and Shri. Malhotra
has always given due consideration to it.
·
Maharashtra Circle
cannot forget his efforts in implementing request transfers from tenure as well
as non-tenure stations with minimum expenditure. He has specially taken efforts
for chain transfers of executives which has saved more
than 80lakhs of BSNL if these transfers were effected in routine “Red Tape HR
approach”. But strong initiatives by Shri. Malhotra
has not only saved lakhs of rupees of BSNL, but has implemented transfers
within minimum time as every substitute was willing for transfer as it was
his/her request.
·
The working of Shri. Malhotra was so transparent that earlier CGMT MH Shri. M. K. Jain, and present CGMT MH Shri. G. K. Upadhyay, used to say that they
do not look into depth of HR files and approves files blindly as proposed by

We have always
witnessed the conflict between CGMT MH
& GM HQ or HR/Admn Mumbai as happened in past and about each GM HQ/HR was
changed at wish of CGMT MH when the powers were with BSNL CO for issuing such
changes. But nowadays the powers for changes in GM level posting within Circle
Office or from Circle office to SSA are with CGMs, but present CGMT Shri. G.K. Upadhyay has not taken such open & bold
stand and has taken backdoor support of BSNL CO for effecting changes of GM
HR/Admn. Mumbai and hence there was dilemma for last 2-3 months which is closed
with this taking overs of different portfolios.

Shri. Pravin Malhotra will be remembered by Maharashtra
Circle in many days to come for his best ever approach in resolving grievances
of executives and non-executives of Maharashtra Circle in uniform policy manner
and for giving his best for BSNL and hopefully he will continue to give his
best as Sr GM NWO CFA Mumbai also.

leaders meeting with Sri Anupam Shrivastava, CMD BSNL: Forum leaders met CMD, BSNL
on 11.12.2015 and conveyed the decision of the Forum to observe 100 days drive:

It is fact that though
many of the senior level officers are being posted at Circle Office Mumbai,
post of more than 50% SSA Heads in Maharashtra Circle are vacant and either the
cry of CGMT MH on this subject is deliberately neglected by BSNL CO or CGMT MH
himself has some idea of keeping many of the SSA head post vacant and give more
benefits to certain officers by giving them charge of more than one SSA on name
of shortage of officers in Maharashtra Circle.

If anyone goes on tour
or keeps touring of Maharashtra Circle very frequently as that of CGMT MH, at
least someone responsible PGM level officer will be always available in Circle
Office Mumbai.

Let us hope that posting
all such senior level officers will result in growth of Maharashtra Circle in
true sense and CGMT MH takes initiatives and action for filling all vacant post
of SSA Heads on the basis of Revenue criteria adopted by BSNL CO.
10 Dec 15: BSNL CO
issued clarification in respect of posting to All India Soft Tenure stations
and for counting of stay of executives working in Non-Territorial & City
based Circles. Letter <<<>>>

Though letter states
that these modifications are issued to facilitate and promote executives for
posting to hard, Soft tenure stations, the modification issued for break on
posting to same Circle Soft Tenure station is discouraging as it will not count
for break in long stay except period for which officer is working at soft
tenure station and he/she will not transferred for two years after completion
of All India Soft tenure. SNEA will take
up this matter for restoration of facility for counting break in Circle stay of
officer working at tenure station. This order defeats the purpose of calling
these stations as All India Soft Tenures stations if long stay break is not
granted for all India transfers.

The counting of stay of
non-territorial Circle and territorial Circle together was resolution passed in
our CEC Aurangabad and has been finally accepted by BSNL CO.
·
This clarification will
definitely reduce the request transfers from Non territorial Circle like WTP/WTR/DNW/INSP etc. to Territorial circles
like MH and vice versa just for break of long stay and now even after such
transfer the stay will be counted from the entry in the Circle cadre regardless
of his/her working in Non-Territorial or territorial circle.

This is how BSNL
workforce from BSNL CO, Circle office and SSA is being utilized for unfruitful
works and just to complete official formalities. With three reminders from BSNL CO, lot of file processing in
Staff section of Maharashtra Circle, output is big zero rather negative.
·
As per guidelines for
posting SSA Heads on basis of revenue generation , now Raigad SSA is to be
headed by DGM rather DE level officer
and GM level post is required for Transmission Planning of entire
Maharashtra Circle, which is carrying out dream project of BSNL i.e. NOFN
Project.
·
Last year due to poor
progress then CGMT MH was transferred as if everything was wrong in NOFN and
now Sr GM level officer is being shifted just to complete formality. With this
order nothing is to change as Shri. A.B. Gupta will continue to seat in same
office of GM TX Mumbai and will look after charge of Raigad SSA as usual.
·
Hence it was much
necessary that Shri. Gupta should have given any of the vacant portfolio at Circle office or he should have given
responsibilities of SSAs having no SSA Head for prolonged period, but nothing
happened productive and everything is being implemented in childish
manner.
·
Here some officers are
compelled to take care more than two SSAs maximum five
SSAs difficult SSA with one officer and for smaller SSA like Raigad one DGM
level as well as one Sr GM level SSA Head is posted and CGMT MH follows and
implements these orders blindly.
·
But with such
implementation of childish orders, the ego of some of officers in BSNL CO may
get satisfied and he/she will feel & enjoy happiness of implementation of
wrong transfer orders issued by BSNL CO and it
is most unfortunate that CGMT MH who has to bring facts to the notice of
concerned authorities of BSNL fearlessly, is following all such unjustified
orders issued by BSNL CO just to keep blessings from BSNL CO.
·
Let us hope at least in
days to come, our CGMT MH get some courage to oppose such formalities and wrong
orders issued by BSNL CO and acts with the authority of CGMT of biggest Telecom
Circle of BSNL.

writes to all SSA Heads in Maharashtra Circle for compelling customers to purchase lower
quality modems procured by BSNL Letter <<<>>>
ü It is most unfortunate that the
cry and unrest of thousands of customers, hundreds of BSNL staff and officers
about poor quality of Broadband modems throughout India is not reaching neither
to CGMs including CGMT MH Circle and there is no chance of reaching it to
Director CFA BSNL, but pressure of M/S TERACOM seems to be effective on BSNL
officers.
ü Now it is open secret that quality of BB Modems procured by BSNL from M/S TERACOM is
worst quality and this is the only reason that no customer is willing to
purchase BSNL Modem.
ü These modems do not have proper Wi Fi range i.e. even of 4-5 meters in adjacent room, in some
of modems Wi-Fi is not at all working, weaker signal strength, there are large no.
of complaints about excess heating of these modems, automatic resetting and
need of reconfiguration on each such automatic reset, having speed issues in
some of the modems, its adopter get faulty, splitter not working, modem not
synchronized with DSL, frequent hanging of modems etc. Apart from this there
are issues about Mtce of BSNL modems and vendor do
not provide proper maintenance assistance or its repairing.
ü With this much poor qualities and
when the rates of BSNL modem are higher than the rate of modems easily
available in open market with better quality that to be as needed by todays customers, then who will opt for these poor quality
modems being provided by BSNL and how Director CFA and CGMT MH can compel BSNL
Staff and officers to sale such poor quality modems and how customers will
purchase the modems is really beyond our understanding.
ü This is really panic and disgusting situation for BSNL that
one side everybody is pressing hard for increasing BB connections and other
side staff, officers and customers are compelled to sale/purchase modems
affecting growth of BSNL broadband network.
ü Today’s market trend is that such poor quality products are
being called back by the companies ranging from vehicles costing
lakhs of rupees to mobile handset batteries costing hundreds of rupees and are replaced by the
said companies for maintaining the image of company.
ü As per this trend, here BSNL
has to compel the M/S TERACOM to replace all these faulty modems without any
charges and nothing has been done in this direction and it seems that entire
management is behind sale of faulty modems.
ü It is further unfortunate that
P&T audit and BSNL internal auditors who are pointing out even minor issues
of filed units causing loss of just thousands of rupees have not yet touched
this issue causing loss of crores of rupees directly
or indirectly to BSNL.
ü Such compulsions by Director CFA
& CGMT MH will only help M/S TERACOM and
nothing will be as benefit to BSNL, but it will cause direct and
indirect loss like customers will refuse not only modems, but they will refuse
and are refusing BSNL broadband connections and it will reduce total working
connections of BSNL and also BSNL money
will be paid for unfruitful works creating more loss to BSNL
ü Let us hope BSNL management comes out of this trap of M/S
TERACOM and takes care of interest of BSNL in real sense and asks M/S TERACOM to replace all
such faulty, customer rejected modems by good quality and customer needed
modems without any cost to BSNL. Then and only then compulsions can be
created on BSNL customers as desired by CGMT MH in this letter.
ü SNEA MH will take up this serious matter related to growth
of Broadband in Maharashtra Circle an direct support to vendor M/S TERACOM with
CGMT MH and put before him real facts and till
then all the staff and officers working in CSCs in filed units should not come
under such wrong compulsions and should create further compulsions to our
beloved customers for benefit of M/S TERACOM and damaging image of BSNL.
8 Dec 15: SAD NEWS: With deep heart it is to inform that Com. Mrs. Vaishali
Chopade, JTO Kalyan SSA passed away at 06:00 hrs
toady while she was in Ayush Hospital Kalyan. Due to
omitting and giddiness she was hospitalized on 06/12/2015, and with sonography and other tests it was observed that her pancreas was busted. Later she become unconscious and her BP was lowered and reached to
critical condition. But sincere efforts of doctors could not save Mrs. Chopade and she left for heaven today morning.
Com. Mrs. Vaishali Chopade, was just 35 years old and was working as JTO Int Bhiwandi in Kalyan SSA since
April 2014 after her promotion on successful attempt in TTA to JTO LDCE. She
was active member of SNEA Kalyan. She was very sincere, active and fully
devoted to works and was very kind in nature. She has left behind her husband
and two children, one 10 years daughter and five years son.
We pray Almighty for peace of departed soul in heaven and to give
courage to the family members of Mrs. Chopade to come
out of this saddest moment of their life.

Dec 15: Meeting with Sri Anupam Shrivastava, CMD/BSNL on
07.12.2015: GS met CMD, BSNL and held
discussions regarding implementation of Joint Committee recommendations on E2,
E3 pay scales, CPSU cadre hierarchy and first TB promotion. GS informed CMD
that the recommendations are submitted two months back, on 07.10.2015. But the
recommendations are not processed so far on CPSU cadre Hierarchy and first TBP.
Instead of processing the recommendation of the Committee headed by an officer
of the level of ED, confusion is created by the dissent note by two members. GS told CMD that it was pointed out at
the time of reconstitution of the committee itself that some members will never
allow any solution to the issues benefiting the absorbed employees, but
management assured that they will take the responsibility in that case. When it
was known to everybody that they will never agree for any solution to these
issues, there is no point in discussing the note submitted by them without
proper justification.
GS further added that last week DIR(HR) assured that a decision will be taken in two weeks
time on the recommendations. CMD informed that DIR(HR)
discussed the matter with him few days back. CMD assured that the committee
recommendations will be taken very seriously and will be processed without
further delay.

Further while admiring working of SNEA in Maharashtra Circle, Shri. Jha expressed that that Com. Adasul and Com. Bhad are carrying out many of development activities
through Association platform and both are doing well for BSNL as well as
members of SNEA. He expressed that when
Com. B.N .Kore was in Solapur he has troubled Com. Kore more and Com. Kore has
contributed his best for growth of BSNL Solapur. He assured house that all the
grievances of executives are being taken care and his office will continue same
in future also. He expressed his office readiness for resolution of personal
grievances of each and every staff and officer in Solapur SSA. He also guided
house about personal & family life issues of executives and appealed to
take care of all family members as well as BSNL office responsibilities with

leaders for his efforts to cancel transfer order Com. D. R. Edake
to North East Circle. He requested to Com. Adasul to look into pending Rule 8
transfer & mutual transfer cases of JTOs of Solapur. He informed that there is acute shortage of
executives in Solapur SSA and needs to review the strength on actual working
conditions. He discussed all individual of Solapur comrades as well as the
development issues of Solapur SSA. On development issues he told that there is
shortage of materials like, drop wire, UG cables, PLB pipe & OF cable for maintenance and
availability of these will improve the performance of SSA. He told that EB
circuits are pending due non availability of Radio Modems and MLLN CPEs. He
told that NGN equipment allotted for Solapur has been diverted to J&K &
requested CS to look into the matter. He shared that it was great experience to
work with Com. Adasul & it cannot be forgotten. He conveyed sincere thanks to the all members
for their unconditional support in discharging his responsibilities as DS SNEA
Solapur.

Com. B. N. Kore, Joint Secretary South SNEA MH shared & expressed gratitude
towards all members of SNEA Solapur for their efforts in making CEC Solapur a
grand success. He elaborated how our CS
is taking care of every issue at MH Circle. His working as CS is transparent and
there is no hidden things before administration as
well as SNEA members. He shared his past
experience in Raigad SSA how members were troubled and cheated by leaders in
the past by keeping issues in lingering and how he has bitter experience along
with many of the Raigad comrades and how the matter was entirely changed when
it was pursued by Com. A. R. Manani then CS &
Com. M. S. Adasul, then AGS. He shared in detail that due to mis-guidance from then leader’s only members of SNEA were
charge sheeted in Raigad SSA. But Com. Adasul changed everything in transparent
way and he is never calling anybody to Mumbai to resolve any type of issues. He
shared in detail how Com. Adasul has taken steps in AIC Jaipur
to maintain unity & harmony in whole SNEA family. He expressed his
happiness that our Com. Adasul is going to CHQ on one side and other side
expressed sorrow that we all comrades of SNEA Maharashtra will lose such a
great CS. He expressed greetings and whole hearted support from all the members
of SNEA MH Circle to Com. Adasul for his further journey as DyGS and wished
that in day to come he will like to see him as GS SNEA.

Com. M. S. Adasul, DyGS SNEA CHQ addressed the gathering in his
special motivating style. He conveyed thanks & gratitude to Solapur
comrades for his felicitation by SNEA Solapur and especially their efforts for
making CEC Solapur grand success. He
shared that SNEA MH has become strongest only due to active District
Secretaries from all districts and entire credit goes the District Secretaries
of SNEA throughout Maharashtra Circle. He expressed that he could discharge his
duties as CS as Com. Bhad has shared his much
responsibilities and has always supported him in resolution of issues with
strong support. He explained how Raigad case was resolved in past with
different tactics. He added that SNEA MH has been strengthened as about all TTA
to JTOs have joined SNEA family and now majority of newly recruited JAOs have
also joined SNEA. He gave warm welcome
to newly joined JAOs & JTOs and conveyed thanks to them for their unconditional
faith on SNEA and assured them best. He elaborated the issues about ESM JTO, offg JTOs and efforts being taken by SNEA in resolution of
their issues He told that many executives are due for transfer to Solapur and
very shortly they will join to Solapur SSA and this will improve situation of
shortage of executives to some extent. He told that transfers are inevitable
and we have to find way to face the situation. He requested to all comrades to
have patience and wait for good results. He elaborated the efforts of SNEA MH
in declaring Gadchiroli & Sindhudurg SSA as All
India tenure stations and how it has saved many of MH comrades from all India
Hard tenure transfers. He further elaborated how BSNL is looted under the name
of different AMCs and how our own officers are signing AMC bills under pressure
from Circle office as well as BSL CO. He
discussed about CDMA AMC case in MH circle office and how BSNL money is being
looted by M/S HFCL and how it is blindly supported by many of BSNL officers and
till successfully opposed by SNEA. With classic examples, he guided all members
how to save BSNL and how all should be vigilant while signing any financial
documents. All illegal affairs should be resisted on association platform. As
DyGS he will work sincerely to weed out major corruptions in BSNL CO,
especially in various AMCs and procurement of material. He told that customer’s
grievances should be listened and resolved immediately. He appealed to all
members to work hard for BSNL and be honest at your work, weed out all
corruptions, promote newly introduced schemes & plans by BSNL to make it
profit making company. All executives
are getting good salary and it is duty of every executive to motivate his/her
work force and to manage all problems to save BSNL. He mentioned that that 3rd PRC is
due shortly and to take advantage of it we all have to make BSNL a profit
making company. He discussed status of various court status,
status of DPCs and about cadre hierarchy. He advised all not come to Mumbai for
HR issues but come for development issues and you are always welcomed. He
further assured house to give his best for the comrades of SNEA and appealed
comrades to give timely feedback to SNEA leaders.

Com. S. V. Bhad, Circle
President SNEA MH,
extended gratitude to Solapur comrades to make CEC, Solapur best & a grand
successful and specially mentioned that deliberations in CEC Solapur were more
than the expectations. All issues pertaining to MH Circle are taken care by Com. Adasul. As appealed by Com. Adasul he suggested
to choose appropriate association by new members as
everyone is free to join any association.
He discussed in detail situation happened with Finance wing female
officers in Nashik SSA and how other association leaders neglected genuine
issues of them and how SNEA leaders have taken over situation and resolved in
favour of these finance wing executives. He elaborated how Officiating JTOs are
cheated by other association under the name of pay fixation under FR22 and
their regularisation. SNEA pursued the
case and succeeded to modify JTO RR-2014 as one time measure. Due to faith of
hundreds of executives in Maharashtra Circle has crossed the membership
benchmark of 3000 and is the biggest Circle among all the associations. While
explaining the depth on working style of Com. Adasul and how he has taken
efforts for pursuing each and every issue of SNEA comrades. He added that SNEA
is different among all, because it do not work only of HR issues but also takes
special efforts for development and growth of BSNL He specially mentioned the
issues like allotment of laptops to GSM Mtce teams,
persuasion on replacement of life expired battery sets, BTS Mtce
issues, issues with installation of battery sets, resolution of issues of
SGSN/GGSN and issues related to traffic of GSM Data etc. he conveyed thanks to
Solapur comrades for their active part in any call given by CHQ and overall
unity built under banner of SNEA.

5 dec 15: Agenda meeting with Smt Sujata
T Ray, DIR (HR): The scheduled agenda meeting
with DIR (HR) (first Tuesday of each month) held on 02.12.2015. GS, President
and Jt Sec attended the meeting. From Mgt side PGM
(SR), GM (Estt), GM (Pers),
Addl GM (P), DGM (SR) and DGM (Rect)
attended. Discussions held on the following points:
1. Further actions on
the Joint Committee report on a) implementation of E2, E3 pay scales replacing
intermediary pay scales of E1A, E2A etc. and b) introduction of CPSU cadre
hierarchy in BSNL, first TBP after 5 years w.e.f
01.10.2000.
Association pointed out that
finalization of pay scales of the basic cadres of JTO/JAO, SDE/AO and
equivalent cadre is pending since the 2nd wage revision on 01.01.2007. The
Joint Committee submitted its recommendations on 07.10.2015. It may be
finalised at the earliest. Since all the promotions are stayed especially by
the Hon CAT, Chandigarh on Nagaraju case, the
stalemate on present functional promotion may continue for longer period. The
recommendations on CPSU cadre hierarchy will be an ideal alternative to the
present two tier promotion system which suits the company’s requirement also.
3. First TBP from
Lateral JTO to SDE and Sr SDE to DE grades after four years instead of five
years as in the case of promotion from AAO to AO and Sr AAO to CAO.
Assn
explained that there no difference in promotion from AAO to AO and Sr AO to CAO
and corresponding engineering cadres like lateral JTO to SDE and Sr SDE to DE
in the Time Bound promotion policy. The hierarchy followed in BSNL is uniform
and TBP is implemented based on the hierarchy. Our demand for TBP from lateral
JTO to SDE, AAO to AO, Sr SDE to DE and Sr AO to CAO grades are rejected on the
same plea earlier. Now the benefit is extended to one section leaving the
others which created large scale resentment among the Executives. Assn
requested to extend the benefit uniformly to all the Executives.
The matter is under
examination in Estt wing. The Vinay
Sahi Committee recommendations, the BSNL Board
decisions on the report and the circumstances in which JAO cadre given the
benefit etc are under examination by Estt wing.
It was told by management
that BSNL filed an early hearing application and it will be heard shortly.
However, Assn pointed out that the stalemate is continuing for months together.
At least BSNL has to restore the facilities and start deduction of subscription
from salary. After discussion, DIR (HR) told that we will wait for another
month and if no decision is coming from court, Assns demand will be considered.

Com. Manoj Kumar Mishra AO Civil/ Elect Nashik was transferred in June 2015
due to wrong data of stay particulars and mainly due to pick and choose
transfer policy and since then he has represented his grievances against such
biased orders and was continuously pursuing for same. Now after struggle of 4-5 months, he gets
justice from new management headed by Com. V.N. Dhage GM Fin Mumbai.
SNEA MH conveys thanks to Com. V.N.Dhage GM Fin
for giving justice to Com. Manoj
Kumar Mishra and giving confidence to all the finance wing
officers that henceforth the transfer policy and genuine issues of finance wing
comrades will also be given due consideration. We are confident that
justice for other comrades will also follow in days to come.

intentional injustice by Com. Manoj
Kumar Mishra AO Civil/Elect Nashik and grabbing justice with full patience by keeping

long and peaceful retired life of Com. P. R.Sule.
Com. P.R.Sule,
retired on his superannuation retirement on 30/11/2015 after prolonged &
successful services of 41 years. Since he joined DoT as Telephone Operator. On his promotion as
JTO/SDE he worked in MTNL, WTR and then in Maharashtra Circle. In Maharashtra
Circle he has worked as AD Vig,
AD Staff, AGM Staff, and AGM Rect and finally he is
retiring as DGM HR Mumbai.
While working in Staff & HR section for prolonged period Com. P.R. Sule, was always
helpful and soft spoken in nature. Though
Com. Sule was never member of SNEA, he was strong
supporter of policy decisions of SNEA mainly on uniform policy working proposed
by SNEA MH and was highly motivated by the actions of SNEA MH benefitting
equally for all the comrades. Due to his positive steps and actions many of HR
issues of telecom Wing in Maharashtra Circle have been set right. His role was instrumental in framing well defined transfer
policy for tenure SSAs, in modification and restoration of two years Circle
tenure of Sindhudurg & Gadchiroli SSA, finalization and implementation of inter SSA
transfer policy of non-tenure SSA, stopping pick and choose transfers to ITPC
Pune, settlement of many of genuine and medical ground cases. Overall Com. Sule has always shown keen interest in resolution of HR
issues of executives and has always contributed more in resolving HR issues in favour of the executives and at the same time in keeping
interest of BSNL and reduction in overall expenditure on transfer posting.
While always stressing for transfer policy guidelines, he was also instrumental
in saving lakhs of rupees of BSNL by operating chain transfers.
SNEA MH appreciates the efforts and sincerity of Com. P. R. Sule, DGM HR Mumbai
conveys thanks to him on his
superannuation retirement and wish him and his family members “A Happy, Peaceful, Healthy & Long

Kolkata West Bengal joined P & T Civil wing in Dec 1977 as Junior
Engineer and has contributed in the Construction of Prabhadevi
Telephone Building and Telephone House (MTNL Head Quarter) at Dadar, Construction of Telephone Exchange and staff
quarters at Khopoli Dist Raigad, Construction of 220
staff quarters at Powai. In 1995 on his promotion as
SDE Civil Mumbai he looked after maintenance work of all Department Building at
Central Mumbai construction of Staff quarters at Borivali.
On his next promotion as Executive Engineer (C) he worked in Santacruz Mumbai, Goa and presently at Mumbai along with
additional looking after charge of Superintending Engineer Civil Circle Mumbai.

through knowledge of civil Engineering work, Administrative works & was
totally devoted to his job.

young JAOs about their importance in BSNL and how their signature/concurrence
is important for financial viability of BSNL. By sharing practical examples, he
guided them how to support the day to day working of BSNL with latest knowledge
in Finance field available to them. He appealed them to be keen on their new
assignment and learn each and every aspect of BSNL. While guiding them for
keeping themselves away from corrupt peoples & their wrong practices, he
appealed them to work for stopping corruption in BSNL and keep themselves away
from vendors demanding favour out of rules. He
elaborated how corrupt people will trap BSNL officers and how it is dangerous
for all comrades and for BSNL. He guided the house about difference in work
culture of BSNL and that of private companies. He explained the benefits
available to executives in BSNL and what is future for these young JAOs in
BSNL. He guided them to dream high and be ambitious for the higher posts and
responsibilities but not to shift their jobs just for Money as after certain time
Money lost importance and job satisfaction, social recognition/status gets
importance in one’s life, which is rightly available in BSNL. By giving classic
examples of working style of some advocates, he elaborated working of all three
associations in BSNL and guided the JAOs to have personal analysis before
accepting membership of any association in the BSNL. Every executive in BSNL
is free to join any association and even these JAOs have attended SNEA meeting,
there is no compulsion on part of SNEA to accept its membership, but before
that one should have his/her own critical analysis for same. He also
elaborated house about the recent harassment of Finance wing executives due to
so called Hopeless Bhaskar Transfer policy and how SNEA was compelled to look
into issues when very only few members of SNEA were affected. He further added
that due to recent activities many of the finance wing comrades have joined
SNEA and SNEA is bound to take issues of Finance wing officers. Concluding
highly encouraging address to finance wing officers and mainly to newly joined
JAOs, Com. Adasul conveyed thanks to all the comrades of finance wing for their
presence in this special meeting and giving him opportunity to share some
important issues about the finance wing executives and efforts being made by
SNEA and assured for total support from platform SNEA. He finally appealed to give timely feedback
to the SNEA leaders so that issues can be taken care within time frame.

list of request transfer within Maharashtra Circle in respect of Finance wing

successful persuasion of publication of waiting list of request transfers in
Telecom, Electrical, Civil wing, SNEA MH has strongly pursued for publication
of waiting list of request transfers in Finance wing. The last such list was
published in Sep 2014 and thereafter adamant stand was taken by some officers
in FC section and waiting list was deliberately not published for prolonged
period creating hundreds of doubts on its working. We have always demanded for
transparent working of FC section and now each and every comrade in Finance
wing who has requested for transfer is now aware about status of his
application for transfer.

us hope that hence forth the transfer posting of

Secretary/DPE on 23.11.2015 on the notice for protest demonstrations at DPE
office demanding constitution of 3rd PRC: On the notice served by NCOA
for protest demonstration at DPE office on 26.11.2015, against the abnormal delay
in constitution of 3rd PRC and
demanding immediate action, Secretary/DPE invited NCOA for discussion. Sec/DPE,
Addl sec and Director/DPE were present during
discussion. NCOA represented by Com Baby Thomas, Secretary General/NCOA, Com V
K Tomar, President/NCOA, Com K Sebastin,
GS/SNEA and Com Shiwani, Treasurer/BHEL Federation.
During
discussion, Sec and Addl Sec informed that now Govt is seriously considering the NCOA demand for
constitution of the 3rd PRC. PMO
already initiated the process and Secretary/DPE is meeting Cabinet Secretary
today itself on the matter. Since VII CPC report already submitted, Govt is actively considering the proposal of DPE to
constitute the 3rd PRC.
Again a reminder was send to Cabinet Secretariat and PMO on 18.11.2015 along with
the copy of the notice served by NCOA.
The
notice given by NCOA generated tremendous pressure in the Govt
and DPE. Sec and Addl Sec appealed NCOA not to go for
any protest action at this point of time when Govt is
actively considering the demand of NCOA for constitution of 3rd PRC. They assured that Govt will
constitute the 3rd PRC
without any further delay.
Based on the assurance given by Secretary/DPE, NCOA decided to
postpone the protest demonstration arranged on 26.11.2015 by one month.
In the
meeting, Secretary/DPE specially mentioned about BSNL performance last year in
which it recorded operational profit and in revival path which is good news for
all of us and congratulated the GS, all the employees and BSNL management.

15: Meeting with Sri Anupam Shrivastava, CMD, BSNL on 23.11.2015: CMD BSNL invited core committee members of the Forum to explain the
performance and balance sheet of BSNL for the last financial year, 2014-15. The
salient features are:

Last year, BSNL
recorded operational profit of 672 Crores. Previous
year loss was 691 Crores.
·
Top line revenue
increased by 4.16%, highest during last 5 years.
·
Even in CFA segment,
revenue from services increased more than 1%.
·
As per the new norms
for calculation of depreciation applicable from 2014-15 onwards, the
depreciation increased considerably and hence the total loss as per balance
sheet increased from 6900 Cr to 8600 Cr. If the old depreciation method was
used, the loss would have been less by 1500 Cr.
·
On future expansion
plan, CMD explained that major MPLS expansion in EB segment is finalized and
equipment will be available in 4 to 6 months.
·
In GSM front, add on
order is already placed for replacing the Phase I, II and III eqpts and Nortel and Nokia eqpts
of Phase IV. For western zone separate tender will be floated. More investment
will be made on Wi-Fi hotspots.
CMD appealed to all the employees to work together taking these
positive developments and the collective movement stated yielding results. Circles
are started lot of marketing initiatives. Bihar Circle is conducting road
shows. In TN Circle, Assns and Unions are sponsoring some SSAs having very poor
performance and improved a lot.

15: By quoting Audit Objections
& delay in payments of Security
guards, GM Fin Mumbai writes SSA
Heads for curtailment of expenditure on Security guards provided by DGR
sponsored agencies and restrict it only for vital installations and trouble
prone areas. Letter <<<>>>
These guidelines
needs to taken in true sense by all the officers in filed units and action
needs to be taken for the curtailment of expenditure on Security guards
wherever possible and the first step is being taken by CE Civil Mumbai by stopping
services of a Security Guard engaged as “Status Symbol” only for half part of A wing of
Sixth Floor utilized only for office & Secretariat of CGMT MH Circle. This is
additional Security provided in addition to no. of Security Guards employed at
main gate and entrance of main Building and this wrong procedure was started by
one of CGM before 4-5 years and unfortunately in typical “Red
Tape” working style same is being followed without any review of its
requirement. If this Security Guard is
required and justified then all other Security Guards are fully justified and
required and hence there is no use of such formal letter and BSNL Money will be
wasted on such unwanted expenditure. Let us hope everybody including office of
CGMT MH Circle responds to these instructions positively and in true
sense.

15: Meeting with GM (Pers): GS
along with CHQ President and Jt Sec met GM (Pers) and held discussions on the following issues. Jt DGM also present in the meeting.
a.
Finalization of committee meeting on Officiating pay fixation and
withdrawal of the clarifications: GS explained that this issue was discussed
so many times and the committee is expected to submit the report by 31.08.2015
as per schedule. However the report is not finalized so far and thousands of
Executives are affected and facing recovery. Last meeting was held on
15.09.2015 in which GS also explained the case in detail to the Committee. GM
informed that the committee will try to meet this week itself, most probably on
Friday.
b.
Extending similar benefits to Later JTO and Sr SDE as extended to AAO
and Sr AO grades: BSNLCO issued clarifications recently
treating AAO and Sr AO as functional promotions and extending the benefit of
first TBP under EPP after 4 years. However similar benefits are not extended to
similar grades like Lateral JTO and Sr SDE. Earlier the demand for treating
Lateral JTO, AAO, Sr SDE and Sr AO was taken up by the associations but it was
turned down by quoting the provisions of post based promotions under EPP and
hierarchy followed in DoT/BSNL. The decision of
management to extend the benefit to AAO and Sr AO grades is a very positive
decision but similar benefits are to be extended to the equivalent grades of
Lateral JTO and Sr SDE also. Management tried to justify the discrimination but
Assn categorically told that it has to be extended to all the similarly placed
cadres in all the wings to have uniform promotional avenue.
c.
Expediting the JTO to SDE case at Ernakulam: The necessary information is provided to Kerala
Circle and the counter reply will be filed this week. BSNLCO is in touch with
the concerned officers for early hearing of the case.
d.
Court cases at Chandigarh restraining promotions with reservation without satisfying
the conditions on Nagaraju case—JTO to SDE, JAO to
AO, SDE to DE and AO to CAO promotions: GM informed that Attorney General of
India (AG) given its opinion and based on the opinion, BSNL will be filing the
reply in the Hon CAT shortly. BSNL is trying to vacate the stay on promotions.
e.
DE to DGM (Adhoc) promotions: Since another year ACR is required for the
promotions and DPC after November, Assn requested to issue the DGM (Adhoc)
promotions at the earliest before this month end. GM (P) assured that
management is very keen to issue the promotion orders at the earliest
considering the huge vacancies in the field units. DGM (Regular) promotion can
be processed only after the final decision from the Hon SC on the expert
committee report on 206.
f.
Implementation of CPSU cadre hierarchy in BSNL: As Pers section
is the nodal wing dealing with EPP, RRs, seniority etc, it has to play an
important role in its implementation. The promotions which are blocked due to
various reasons can be streamlined only by this mechanism, Assn pointed out.
g.
Notional pay fixation of E1A and E2A scale for Civil/Elect etc wings w.e.f. 01.10.2000 to have uniform promotional avenues: The proposal is under examination in Estt wing, GM (P) informed.
h.
Declaring Rajouri, Poonch,
Udhampur etc of J&K Circle, 1.5 year tenure
instead of 2 year as proposed by the Circle: GM Pers informed
that some proposal of changes in the transfer policy is under the consideration
of the management. Along with the proposal, this issue also under
consideration. Assn requested for a positive decision in this regard. GM (P)
assured that the issue will be addressed positively.
i.
Correction in the long standing transfers from ITPC: GS pointed out that the transfer orders
issued by BSNLCO were based on the wrong longstanding list submitted by the
ITPC. Later on, ITPC corrected the long stay list and accordingly the transfer
orders are to be modified. Further the transfer should be made point to point
as done for other Circles. After discussion, it was agreed to examine the case
based on the revised list.
j.
Counting of MTNL stay for the purpose of counting the stay in MH Circle
etc: Assn explained that the clarification
issued by the BSNLCO is contrary to the stand taken by BSNL so far and it is
against the transfer policy also. It will create problems for other units at
Delhi, Kolkata, Chennai etc. Hence it needs to be
corrected and Assn already taken up the matter. It is decided to further
discuss the issue.

any influence and work in uniform Policy manner applicable to all similarly
placed cases.

SNEA MH has always put
its total efforts for pursuing cases in Uniform Policy manner which should be
applicable to all similarly placed executives in Maharashtra Circle. It can be
seen that SNEA MH has successfully opposed such pick and choose cases initiated
by Circle management always opposed
such pick and choose policy adopted by Circle management in some of cases and
many of the officers expert in managing the officers in Circle management have
been set right due to strong opposed by giving equal justice to all.

endorses the firm stand maintained by SNEA MH over the period and hence we
welcome this initiative and we will see that these guidelines are followed
strictly by Circle management and are not violated by anyone including Circle
Management.

Maharashtra Circle and Circle Management keeps daring to take action against
the officers and associations violating these guidelines otherwise it will
be again wastage of energy and papers and simple completion of official

Ř This is good trend started by the Circle
administration that the officers are being repatriated back to parent SSA on
attending 58 years of service.
Ř Earlier the request of officers
transferred on long stay basis were not considered for posting to parent or
choice SSA before completion of two years service at posted SSA.
Ř Now all such requests on completion of 58
years age are being considered even though two years minimum service is not
completed by the concerned officer and hence all the officers who have reached
or will reach 58 years of age as on 31/03/2016 should apply for request
transfer to their choice station and only issue is such transfers will be at “Own
Cost”
Ř
SNEA MH will pursue
for saving time, energy and reducing hardship of such officers who are being
transferred when they are having less than two years for completing age of 58
years as on 31/03/2016 and it will be best option if such officers are out
of their working SSA and excluded from long stay.
Ř After all, similarly affected comrades
should get benefits of lenient view taken by Circle management and hence all
such comrades who have completed or will be completing age of 58 years as on
31/03/2016 regardless of completion of two years service at transferred SSA, are
requested to apply for Own Cost request transfer as all these request are being
considered by Circle Management .coming out of restrictions of transfer
policy

This is good opportunity that the SSAs like Amravati which are not
having regular IFAs will get Regular IFAs if and only if these incumbent
officers are not again dumped in Circle Office wasting the valuable manpower of
CAOs as happened in many of the earlier cases just to relive the officers like Mr. Bhaskar who has
created problems/hurdles for many of the Finance wing comrades in Maharashtra
due to his poor working knowledge and hopeless attitude towards his own
colleges.

issued corrigendum to the transfer & posting of Finance wing Officers,
wherein it is clarified that the
executives working at Hard/Soft Tenure stations are to be relieved only on
completion of their two years tenure including excess leave if any. Letter <<<>>>
ü The letter states that
the excess leave taken at hard tenure is to be included in Two years tenure
meaning that service rendered practically and leave availed at tenure stations
will be added for counting of two years tenure.
ü It further states that
two years services is required only at hard/Soft Tenure stations and this
condition is not applicable for non tenure stations and anyone can opt back
before completion of two years.
ü This is really good news
and will be helpful in considering request of executives who are transferred
within Maharashtra Circle due to “Hopeless Bhaskar Transfer Policy”.
ü All such willing Finance
wing officers may apply for request transfer even before completion of two
years break/tenure.
ü This corrigendum is
issued only in respect of Finance wing officers and for telecom
/Civil/Elect/Arch wing officers, the Pers/BW Cell may issues similar guidelines and till
then all these officers will have to complete two years tenure excluding excess
leave availed at tenure station and minimum stay of two years for becoming
eligible for request transfer.
ü At least the victims of “Hopeless Bhaskar
Transfer Policy”
within Maharashtra will get some relief & justice with this clarification.
Let us hope for the best.

with CMD, BSNL: CHQ President Com A A Khan, Chairman Com G L Jogi, and Jt
Sec Com Arvind Dahiya met Sri Anupam Shrivastava, CMD BSNL on 03.11.2015 and discussed follow up actions on
the Joint Committee recommendations on E2, E3 pay scales, CPSU cadre hierarchy
etc. Assn pointed out that the committee was submitted the report in four
months time but even one month after the submission of the recommendations by
the Committee, the recommendations are not started processing by the
management. Assn requested CMD to personally monitor the progress,
otherwise there will be attempts to scuttle the recommendations in the name of
dissent note by some members. CMD assured that he will personally ensure the
implementations of the recommendations.
