superannuation retirement today, 30/04/2016 and wish him & his family members “A Very Happy, Peaceful & Long
Retired Life”.
Com. R. H. Patil, AGM Admn Mumbai joined
DoT as Technician in year 1978 as CTO
Mumbai and become JTO after successful in LDCE for JTO promotion. He has served
as JTO/SDE in Solapur SSA and again since 2007 he is working Circle Office
Mumbai and has served as AD Admn and till retirement he is serving as AGM Admn
Mumbai. Com. Patil is fully devoted to the office works and he was always
helping staff and officers with smiling face. He was motivational force for
many of officers working under him. He was fully devoted and committed to SNEA
and since beginning and till retirement he was very active member of SNEA
Mumbai.
Com. A. L. Kamble SDE Mobile-Store, Nashik is a senior & die-hard
member of SNEA Nashik and always ahead in each and every activity of SNEA
Nashik, his contribution
in the department is about 37 years. He entered in DOT as Technician in 1979
and on JTO promotion he has worked as JTO Gr Dindori, JTO Upnagar. JTO NOFN,
JTO Mobile Store etc. He has served in
Parbhani SSA as JTO Gangakhed. Since Feb 2016 & till retirement he is
working as SDE Mobile-Store Nashik. He is continuing his duties with same
dedication & sincerity till the last day of his retirement & provided
valuable services during the Mobile Phase VII expansion work &
Kumbhmela-2015-16.

29 APr 16: SAD NEWS: We are sad to inform that Com. Rajendra
Prasad, JTO OFC Buldhana passed away on 27/04/2016. Com. Rajendra
Prasad was travelling from Lucknow to Nashik by train and while travelling he
faced heart attack and passed away. He was just 57 years’ age and was very
sincere to his office works. He was active member of SNEA Buldhana and his
sudden demise is loss to SNEA and his family members.
SNEA
MH extends deep condolences to family members of Com. Rajendra Prasad and prays
almighty to give peace and space to departed soul in heaven & also to give
courage to sustain this irreparable loss to his family.

16: Impressive, Spectacular, Grand and Highly Successful District Conference
of SNEA Ahmednagar: {Report by Com. V.A. Pimparkar District Secretary
Ahmednagar}: As per
the notice issued by Com.
Vijay A. Pimparkar District
Secretary, SNEA Ahmednagar, the grand and highly attended 8th
District Conference of SNEA Ahmednagar was organized at beautiful
IMA (Indian Medical Association) Bhavan, Air Conditioned Auditorium, Kalyan
Road, Ahmednagar on Sunday, 17/04/2016.

In
entrance of the IMA Air Conditioned auditorium, all the guests were given warm
welcome by the group of school students belonging up to 10th Class.
These students were the participants of Srujan Group Ahmednagar. They presented
simulation models depicting overall working of Telecom Network, Exchange, MDF,
outdoor plant, TAX etc. It was most surprising that the students were
explaining working of landline in details and how call from one landline to
another landline in matured and how different connections are put through. It was their skill and innovative ideas that
these models were prepared by them within a day after their visit to Ahmednagar
Telephone Exchange as a part of their awareness programme, “Pahchan” which is being conducted in every summer. The students
also have Game shows like identify STD code and get the rewards, make a thanks
Call to the person whom one should be thankful but have never conveyed thanks
for different reasons. The student explained the working of landline and asked
each and every Guest to participate in Identify STD code and make a thanks
giving call and everybody happily participated in this innovative games on
telephone technology. Everybody appreciated the innovation and perfect
presentation of telecom models by the school students.

efforts of school children and explained how swiftly they have understood the
functioning of exchange and modulated their understanding into innovative
models which can be easily understood by all. He expressed his gratitude for all
for attending the district conference of Ahmednagar district. He told the
initiatives of Com H D Gaware DE Sangamner in achieving SIM target, his day
night efforts in maintaining the services and achieving all targets in time. On this occasion, Com. H. D. Gaware was felicitated by Shri. Ajatshatru Somani, GMT
Ahmednagar.

President BSNLEU MH Circle while addressing the
open session extended best wishes to the conference on behalf of BSNLEU MH Circle
and told that how all unions/associations are working well in Ahmednagar
district and all have better co-ordination. He thanked organisers for
invitation and his felicitation.

Com. S. R. Kalmegh, Circle
President SNEA MH Circle in his speech congratulated entire team of SNEA
Nagar for organising district conference of Ahmednagar in such a grand manner
that it is looking like a CEC meeting of MH Circle is being conducted. He
congratulated Com. V. B. Kokate CS SNEA MH for being unanimously elected
in the Pune circle conference and his continuous journey in association on
various portfolios making him most experience & most capable candidate for
this post. He also mentioned that Com V
B Kokate was able to work continuously in association from last 20 years
because of his attitude to take everyone in confidence, co-ordination,
co-operation and helpfulness. He mentioned that most of the leaders name in
Ahmednagar starts from ‘V’ and that is the reason they were able to take
confidence of all the DS in MH, elected entire circle body unanimously and got
the Triumph at the end. He also
congratulated Com. D. M. Gaykar ,
Com. H. D. Gaware and entire team for selling record break SIMs
and achieving the targets. He explained the efforts taken by Com. M. S. Adasul
and Com. S. V. Bhad in increasing the SNEA’s membership from 1600 to beyond
3000. He outrageously declared to make it beyond 3500 as a commitment by the
new body and also told that entire body will work sincerely and see that there
won’t be any injustice to anybody. He
shared the various incidences and contribution of the vigilant leader Com. W.
Sheshagiri Rao. He insisted for
increasing landline and broadband service as it is still major source of
revenue. He raised the question how BSNL management declared granting of 3 %
enhancement as per our demand of 30 % superannuation benefits for BSNL direct
recruiters when it was agreed in AIC Jaipur of giving 6 %. When only 2
associations AIGETOA /AIBSNLEA were present in the meeting with management
prior to declaration. He stressed why GS SNEA CHQ was not consulted prior to
declaration of 3 % superannuation benefit.
He mentioned the importance of having consistent communication with
customers, realising their grievances and taking prompt action in accordance. He
mentioned that employees of MH circle have proved that how they can yield best
results in all front if the materials are given to them in time and if they are
taken into confidence. Lastly he appealed to make SWAS programme successful and
thanked all for invitation and felicitation.

Com. S. V. Bhad Executive
Member NCOA Maharashtra in his address pinpointed that Com V B Kokate
has done splendid work in past and has vast experience in association work. He
told the changed scenario, association agenda is more on development issues.
Post on which you are working is not important however what you delivering for
others make the difference, he mentioned. In his speech he explained the house
about NCOA and its role in 3rd PRC. He was optimistic that financial condition
of BSNL will soon be improved, turn over will cross
30000 crores by the initiatives of our CMD. He shared his various experiences
while working as CP with Com. M. S. Adasul then CS SNEA MH Circle. He told the
progress of NGN work and mentioned that it is going to change the complete
scenario of landline. He told that for
making BSNL profitable combined and sincere efforts are required from all. We
have to concentrate in increasing lease line, put more efforts on EB which is
part of SWAS programme. Ahmednagar SSA will get NGN equipment in 2nd
phase. He exclaimed the various facilities being incorporated in NGN by virtue
of which landline will again get importance as prepaid landline can be possible,
we can give Centrex facility on landline on pan India basis, we can make
national/international call from landline using mobile apps during travel,
video conferencing is also possible through landline. He told that expenditure
will get reduced as the power requirement for NGN equipment will be less as
compared to the existing and it will save good amount of BSNL in days to come.
At last he conveyed greetings and wishes for the grand success of District
Conference of SNEA Ahmednagar.

Com. V. B Kokate, Circle
Secretary, SNEA MH Circle, while speaking appreciated the entire
team of Ahmednagar and mentioned that we have seen only circle conference in
auditorium however comrades of SNEA Nagar have organised district conference in
auditorium in such a grand manner. He shared his experience in Pune Circle
Conference and quoted how he has supported by Com Vijay Pimparkar and Nagar
team and DS of entire MH, by virtue of which he was made to accept post of CS
however he expressed his confidence that new team of SNEA MH circle will work
with full vigour to give justice to the issues raised by SNEA executives in MH
Circle. He mentioned the numerous works done by SNEA MH Circle during the
period of Pyari Jodi. He appreciated the work of Com. H. D Gaware, DE Sangamner,
who has always kept his words in allotting IQs at Shirdi. He
congratulated Com Patil JTO Elect for his
recent promotion from as SDE Electrical under LDCE quota and told that SNEA MH
Circle will try it’s best to retain him in MH Circle. He mentioned that
Ahmednagar SSA is one of the developing SSA in MH Circle because of initiatives
of GMT Ahmednagar which has always been appreciated not only by CGMT MH Circle
but CMD too. He mentioned that we have to earn revenue however at the same time
take care of increasing expenditure. The present CMD
Shri. Anupam Srivastav is functioning well and during his period
BSNL increased its revenue, SIM sale has been increased. BSNL is crossing
30,000 Crore mark in revenue during this financial year. Because of NGN Replacement,
ERP Implementation BSNL is saving its operation expenditure. He informed about
the installation of Wi-Fi hotspots in BSNL to compete with Reliance Jio. He
told the house that our CMD is a best leader and definitely BSNL will come into
profit during coming days. He appreciated the efforts of SDCA team of Sangamner
and later on entire SSA for record break SIMs sale. While expressing the need
of posting DGMs at some of the important SSA like Buldhana, Osmanabad where SSA
head has not visited even after the lapse of 1-2 months, he urged the posting
of DGMs by administration. He thanked Com M S Adasul for diverting one BNG from
Kolhapur SSA to Ahmednagar. He thanked all unions and associations in
Ahmednagar for their support and his grand felicitation. He requested to the
office bearers of SNEA MH Circle to give feedback in case of any shortage of
materials while executing SWAS programme and requested all to make it
successful. BSNL is crossing 30,000 Crores mark in revenue during this
financial year. While narrating development at Circle level he explained that
stand taken by SNEA in SD module implementation. There are about 1500 BTS
having less than 5 Erlang traffic in MH Circle and more than 400 BTS
having no traffic. He mentioned that, the matter is discussed with PGM CM for
restoration of faulty BTSs & redeployment of said BTSs if
required. He mentioned that SNEA MH Circle will always worked for streamlining
policy and will never support nonperformers.
He told that SNEA MH circle initiated the process of Rule 8 transfers,
settled and issued orders for tenure station prior to one month of completion
of the tenure of the executives at tenure places, settled issue of officiating
JTO. He mentioned that most of issues are settled and now we are pursuing the
cases of non-tenure request transfers. He told the importance of leadership. It
would have been difficult for present CMD to get his regular appointment for
full term of 5 years unless he performed well. In his speech, he has
also covered topics like Service With A Smile, a
programme of unions and associations and appealed all to make to successful. He
also appreciated the efforts of Joint committee of unions/associations in
Ahmednagar for strengthening Ahmednagar SSA in particular and BSNL in general. At last he thanked comrades of Ahmednagar SSA
for felicitation.

Shri. Ajatshatru Somani, GMT
Ahmednagar, paid homage to veteran leader late Com W
Sheshagiri Rao at the start of his speech. While speaking from bottom of his
heart, he appreciated the work of unions/associations in Ahmednagar for
development work. He narrated his past experience at the time of his joining
when Ahmednagar SSA was entangled with various problems/issues. He shared his
experience on joining Ahmednagar SSA, how he used to get up from the deep sleep
in the morning due to series of sms alerts of BTS failure in his mobile. He
thanked Com. M. S. Adasul, Com. V. B. Kokate and Com S. B. Bhosle for
providing timely batteries for the various BTS locations in Ahmednagar SSA, as
a result of which failure of BTS have drastically reduced. He also thanked them
for diversion of BNG to Ahmednagar. He appreciated the efforts of Com.
R.P. Shinde DE and Com G. B. Jadhav SDE for their
devoted efforts in shifting of RSU from old premises to new one thereby saving
a very good amount building rent per month.
By consistent work anything is possible if the efforts are continued
till the end, he added. He cited the example how unutilised OFC, laid 10 years
back, was utilised for connectivity with the help of Com Gaykar. Attempt is
required, don’t think of failure, efforts will definitely yield positive
result, he mentioned. He mentioned with pride that whenever he has given any
work to the executive of Ahmednagar, they have performed it nicely. While
speaking on MNP, he urged to increase port in subscribers. In the month of
March, Ahmednagar was at 28th position however because of sincere
efforts of all it is at 5th position. He mentioned the importance of
having SSA head in every SSA .It will help that SSA and in turn BSNL to grow
properly. 90 % people in every group are good. Every group has some non
performers. If we make use of good ones and make combined efforts, it will give
you desired results. It is important to understand the difficulties of
customers as it is helping us to judge our performance since they are only
giving us proper feedback. He also put forth the importance of update and
upgrade. Others are expecting from BSNL employees that you shall know
everything. He appealed to be positive. Hence it is important to get upgraded
with the new technologies. There was fear at 2000 when BSNL was converted from
DOT, there were fear during 2005 when, revenue of BSNL was declined however
BSNL is still functioning now, nothing will happen to BSNL
and it will grow in days to come.
He mentioned that HR issues are unending however, he mentioned that most
of HR issues in Ahmednagar have been handled nicely and there are no pending
local issues. Shri. Somani mentioned
that Com Kokate is going to circle office soon; every GM will be happy if the
CS working in that SSA is going far away however he will personally miss him
because of his work, dedication for BSNL. He was optimistic that Com Kokate
will resolve all pending issues pertaining to Ahmednagar SSA. He concluded his
most touching, motivational speech with following lines “Aaj aine Bhi Rab se Najakash Ki Hai Aapke
Chehare Par Khushi Ki Duwa Mangi Hai....”

Com. M. S. Adasul, Dy.GS
SNEA CHQ in his speech, told that it was Ahmednagar GB
resolution that was succeeded in Pune Circle Conference and finally Com V B
Kokate was unanimously elected as CS by all the DS of MH Circle. He
mentioned the vast experience of Com Kokate on association platform, his abilities
to deal with the issues, deal with administration, deal with his colleagues and
always has helping hand for others. He
said that in all India SNEA is having the highest paid membership & SNEA
Maharashtra led by present CS/CP is in number one position in all India as far
as total membership is considered. This is just due to fair working of SNEA.
SNEA is continuously fighting for the upliftment of executives in BSNL. SNEA is
fully devoted towards growth of BSNL. All SNEA Comrades are working hard and trying
to give the best of services to the consumers with the available resources. He
appreciated the work of Com Bharat Sonawane, DS Pune for increasing the SNEA
membership and making SNEA Pune a topmost SSA in MH Circle as far as membership
of SNEA in MH Circle is considered. He also appreciated the work of Com Ankush
DS Aurangabad and Com Sambhaji Satarkar DS Sindhudurg. He congratulated all
school students who studied BSNL network within very short span of time,
understood it and projected it in proper way by simulating the concept and
making correlated model. He appreciated the work of Shri. Ajatshatru
Somani GMT Ahmednagar for development of Ahmednagar. He mentioned that BSNL
is progressing now. Those who left BSNL with fear in mind are no where now. He
advised the executives to work promptly and freely. Responding very positively to the proposal
of building SNEA Bhavan at Shirdi by SNEA Ahmednagar he
announced personal donation of Rs 11111.00 (Rupees Eleven Thousands Eleven
Hundred & Eleven only) for this genuine cause and
laid foundation for SNEA Bhavan at Shirdi with actions. He mentioned that Com.
Kokate CS & Com. Kalmegh CP have taken strong initiatives and achieved many
targets in short period viz. tenure transfers prior to completion of tenure
quarter, major breakthrough in JTO’s Rule 8, non-tenure transfers of executives
in MH circle etc. and congratulated both for such devoted leadership. He discussed the proposed consolidations of
SSAs into Business area in MH circle and status thereof. He appealed all
comrades to be vigilant, sign carefully as your signature has much more
important. He told that legal hurdles by some of the
executives have created havoc in promotions. Going in court is easy but its end
result is disturbing as most of the promotions are being held up. SNEA had
various legal fights for anti BSNL policy. We had successful fight against
illegal roaming by some of the private operators. He narrated that how BSNL is
progressing under guidance of new CMD. He has also elaborated
on efforts by SNEA MH on procurement of mobile cards and distributing laptops
for field executives of mobile. He appealed to extend the support
to new SNEA body and to stay united, give timely feedback to CS/CP, work hard
to make this association and our beloved BSNL more strong.
He elaborated how vendors are looting BSNL’s money by black mailing techniques,
unjustified AMCs and some of them are earning without doing any work during

Com. D.M. Gaykar, DP SNEA Ahmednagar in
his short and sweet Presidential speech expressed his sincere thanks to all the
members for supporting him in the period. He mentioned that there are no HR issues in Ahmednagar.
He told that executives from Ahmednagar are being relived without getting
replacement and hence there is shortage of executives to some extent. He
appealed Circle leaders to look into these issues. He summarised speeches of
all the leaders and appealed all comrades to responds it by their actions.

The Open session of the Conference was nicely
anchored by Com. B. G. Deshmukh and Com. Mrs. S. S. Sarda.

The open session was concluded with the Vote of
thanks from Com. Mrs. V.P. Muley.

Delicious lunch was served for all the guests and
comrade present in the open session.

After
the lunch break for an hour, the house again started and Com. S. D. Pare, District Treasurer Ahmednagar presented his
district Treasurer Report. While elaborating the
income and expenditure entries he specially conveyed thanks to all comrades for
their active support by prompt payment of their subscription.

Secretary Ahmednagar presented
his DS report in most touching way. He explained the changes in association
activities. Everybody wants our association to grow. He told that you all are
paying Rs 1140/- yearly which has CHQ/Circle/SSA quota. He mentioned the
importance of the contents in the pages included in the folder given on the
occasion of district conference that folder is not that much important but the
contents inside are important. It has all type of information about, broadband,
vigilance, landline, OCB, CDOT MBM, GSM, ESS ,ERP, Project Udaan and handy to use.
He highlighted numerous achievement made by Ahmednagar SSA during current
financial year. He mentioned that contribution of Project Vijay, project Udan
has increased ARPU. He requested to strengthen transmission wing and its team
because it is heart of overall activities.
He informed his planning to organise one techno meet in coming days. He
urged the necessity of having information related to terms and conditions of
tenders to the executives who are carrying out work in field. He proudly
informed that SNEA Nagar has conducted development meeting with GMT Ahmednagar
by giving agenda on out letter pad. He informed that no executive in Nagar has
ever made any complaint of getting relieved however they are insisting to bring
them back in time. He told the shortage of TTA in Nagar and need of 5 JTOs and
7 SDEs in addition. While concluding the speech he has thanked his district body

of applause.

After
that interaction session took place wherein Com M S Adasul, DyGS SNEA CHQ answered various queries
and doubts raised by executives in the house.

CS SNEA MH Circle, comrades present in the house made a resolution to make SNEA
Bhavan at Shirdi fully owned by SNEA Ahmednagar. House also narrated the
importance of SNEA’s own home at Shirdi where members of our association can
stay comfortably during their visit to Shirdi. It was also decided to procure
three suits with common hall and kitchen.

There
was splendid response to this holy appeal, and Com. V. A. Pimparkar, DS SNEA Ahmednagar donated one suit out total

Com. S.G.Gunjal Sr TOA P Sangamner has announced donation
of Rs. 5001.00 and handed over the cheque to DyGS SNEA.

The
house further resolved that each and every SNEA member will contribute to this
genuine cause by minimum Donation of Rs 20000 (Rs Twenty Thousands only) out of
which Rs. 10000.00 will be personal donation and Rs. 10000.00 form the
donations to be collected by individuals from their staff/friends and known
sources with printed acknowledgement /receipt for same. Entire house responded
this resolution with loud claps.

When there is demand from the existing customers of BSNL and
staff & officers working in the field units to reduce rental to compete
with the Mobile services, the officers seating in BSNL CO are working against
this demand and now second time rentals have been increased.
·
It is also fact that customers are leaving BSNL due to heavy
rentals and now it is open secrete and the so called Tariff Committee of BSNL
is either not aware about this or if aware is intentionally neglecting the
public demand.
·
This will definitely affect the existing landline strength
and it is feared that some more customers will say Good bye to BSNL landline.
·
Let us hope the Tariff committee understands the reality and
correct this revision of tariff so that more and more customers opt for BSNL
landline.
21 APr 16: Agenda meeting
with Smt Sujata T Ray, DIR(HR): GS, CHQ President, AGS Com P P Rao and Jt Sec Com A Dahiya held
detailed discussions with DIR(HR) in the scheduled meeting today for almost two
hours over the left over issues in the charter of demands. GM (Estt), GM
(Pers), GM (SR) and DGM (Estt) was also present in the meeting. This meeting
was in continuation to the earlier meeting held on 07.04.2016. The following
issues discussed:
1.
30% Superannuation benefit to BSNL recruited
Employees: Detailed discussions held on the subject. Assn
pointed out that the calculation made by EF section is nothing but an attempt
to derail the long pending issue. EF section is changing the figures on medical
(PRMB) frequently from 1.5% to 3% and then to 13.8% without any proper study or
calculation. In all other PSUs, the contribution towards PRMB varies between 3%
to 4.5% and there is no justification in the BSNL stand that the expenditure is
13.8%, Assn pointed out. It is not acceptable to us, Assn clearly told
management. DIR (HR) agreed to our view point and informed that mgt could not
consult SNEA and some major unions before taking a decision on 3% as all of us
are out of station. So to start with, it is proposed 3%. After detailed
discussion, DIR (HR) informed that mgt
is not agreeing with the views of EF section and assured Assn that the exact
amount will be worked on medical (PRMB) and review will be made on the
contribution after that. After review, further increase will be made based on
the actual calculation. This is a major breakthrough on 30% superannuation
issue. We are closely monitoring further developments on this issue.
2.
Officiating pay fixation, pay protection –
withdrawal of wrong clarifications issued on 30.05.2007 and 19.02.2010: Detailed
discussions held on various provisions of FR, Supreme Court judgment on pay
fixation on officiating promotion, DoT orders, EPP and the clarifications
issued to EPP. Assn pointed out that, former DIR (Fin) of BSNL
clearly mentioned in a note that the stand taken by the Pers section that there
is no pay protection is not correct as it is against the provisions of FR and
DoT orders. We had given of copy of the document to establish our stand on the
issue to the mgt. Hon Supreme Court also held that pay protection given on
officiating promotion is correct. Moreover, in all the court cases, DoT stated
that pay protection on Offtg promotion was given and BSNL cannot change the
stand now. After discussion, DIR (HR) directed GM (Pers) to re-examine the
whole issue based on the relevant rules and the documents submitted by SNEA.
3. Implementation of Joint Committee recommendations on:
a)
Standard pay scales of E2, E3 replacing E1A
and E2A: DIR (HR) told that frequent change of stand by some Assns is the
stumbling block in the resolution of the issue. If all are taken a common view
to address the issue of E1A and E2A pay scales, it would have been addressed
long back. If Assns are demanding cascading effect, mgt will not consider the
issue at all due to financial constraints. Mgt also not referred this matter to
the committee, committee has been asked to examine introduction of E2 and E3
replacing E1A and E2A without touching other grades/scales. In order to address
the issue, mgt taken steps by E1+5 increments and E2 scales. Assn clearly told
that we stand by the Joint Committee recommendations on E2, E3 scales and it
has to be implemented in letter and spirit. In the name of divergent views, mgt
cannot deny the legitimate issue of standard pay scales of E2 and E3. This
issue has to be resolved before the constitution of 3rd PRC; otherwise Assn or BSNL will not
be in a position to submit even a memorandum to the PRC.
b)
Time Bound Functional promotion or CPSU cadre
hierarchy: The proposed presentation to CMD, BSNL is postponed to 26.04.2016.
c)
Uniform TBP between 4 to 5 years instead of 4
to 6 years w.e.f 01.10.2000. During
discussion, it is assured that it will be processed immediately after CPSU
hierarchy as it is linked with the first two recommendations on pay scales and
CPSU Hierarchy.
4.
On JTO to SDE promotion under seniority quota:
Mgt assured that all the formalities will be
completed in advance. Action is taken to collect the VCs. All
CSs are once again requested to send the VCs immediately. As updation of VC
data will take lot of time for thousands of cases, VC has to reach BSNLCO well
in advance. Efforts
are being made to break the stalemate on LDCE promotion also, Mgt informed. SDE
to DE promotion case is coming on 22.04.16, tomorrow. On AO and CAO promotion,
the case is coming on 20.05.2016.
5.
Membership verification among Executives
Associations. Restoration of trade union facilities and deduction of
subscription from Salary till membership verification is conducted: Mgt informed that subscription deduction cannot be considered at this point
of time as it will affect/influence the outcome of membership verification.
Further mgt assured that all efforts are taken to conduct the verification at
the earliest. Appropriate action will be taken shortly to conduct the
verification.
6.
Time Bound Promotion after 4 years from
Lateral JTO and Sr SDE grade as done in the case of AAO and Sr AO grades: It is a long pending
demand of the Association. However it was not agreed by the mgt which had taken
a stand that these are all upgradations. In EPP, hierarchy is defined as
JTO/JAO to SDE/AO to DE/CAO and hence it cannot be considered. Further it was
examined by a committee headed by Sri KCGK Pillai and the committee also found
that these are upgradations and not post based promotions following the Hierarchy.
Recently management issued clarifications allowing upgradations after 4 years
from AAO and Sr AO grades. This discrimination has created large scale
resentment among thousands of lateral JTOs and Sr SDEs. Assn requested to
extend the same benefit to lateral JTOs and Sr SDE grades also to end
discrimination. After discussion, it was assured that mgt will consider the
case.
7.
Notional pay of E1A and E2A for Civil/Elect
wings w.e.f 01.10.2000: Assn request to consider the case sympathetically
based on Vinay Sahi Committee recommendations. On comparison with JAO, mgt
categorically informed that these two cadres are not identical as in the case
of JAO, it was implemented as per the direction of Govt, Ministry of Finance.
JAO pay scales were upgraded from 1997 itself, notionally. Further, similar
cadres like PA/PS etc also to be taken into account. According to Estt section,
huge financial implication is there, about 161 Crores, mainly on pension
contribution. Later on Assn held further discussions with GM (Estt) and
collected the details. The discussion will continue after examining the inputs.
SNEA
MH extends deep condolences to family members of Com. D.K. Pacharane and prays
almighty to give peace and space to departed soul in heaven & also to give
courage to sustain this irreparable loss to his family.

Com. M.M. Wadhwani Ex Joint Secretary SNEA MH Circle gave welcome
speech, he precisely explained the historical importance of Kalyan district. He
expressed concerns regarding current situation of Kalyan SSA and requested the
house to deliberate the issues & come up with fruitful results in today’s
conference.

Com. M. N. Kotambe, District Secretary SNEA Kalyan presented the DS report, He updated the house about various
initiatives, issues raised by the SNEA Kalyan division under his leadership at
various occasions like CEC Solapur, AIC Jaipur and Circle Conference Pune. He
also updated the house about his very active role in district level
activities and the issues that are taken up with the local management on
various occasions and various local body meetings organized during his
tenure. While narrating all the details very precisely, he updated
about the present condition of BSNL Kalyan the challenges and the hurdles
created by some people having wasted interest. He outrageously explained how
the various tenders are blocked and are in deadlock condition. The
impact and damage on our outdoor cable network and mental pressure to our executives
while maintaining it. He reiterated various road works being carried out
by municipal authorities and extent of damage done to our UG cable due to break
down of cable at many locations.UG cable was worst affected as tender for
maintenance was not available at that point of time. Tender was not executed
because of several unwanted complaints to vigilance and as result of which
there was delay in it’s finalisation, it has bad impact on our
landline and broadband connections and rate of surrender was high during that
period. He also mentioned the contribution of Sr GMT Kalyan in last 1
year as the things are changing drastically in this period. Tender of UG cable
is now finalised and situation is improving day by day. Batteries and power
plant are issued to various exchanges and GSM sites. A/C Estimate
sanctioned and in a couple of months A/c s will be installed for the exchanges
and BTS sites. He appreciated the kind of follow-up Sr. GMT Kalyan is doing for
allotment of stores to Kalyan SSA. He also expressed his gratitude to Com. M.
S. Adasul Dy GS SNEA and Com. S.B. Bhosale JS HQ SEA MH for pursuing the
allocation of various stores to Kalyan SSA. He once again congratulated Sr. GMT
Kalyan for getting appreciation letter by CGMT MH for improving the MNP ratio
in Kalyan SSA. While explaining the HR issues he gave credit to the "Pyari
Jodi" Com. M.S. Adasul and Com. S.V. Bhad the then Circle Secretary and
Circle President for resolving the issues and making Maharashtra No.1 in
membership as because of their hard work SNEA MH is having 3200 Plus
membership. He also appreciated the working of newly elected CS Com. Kokate and
CP Com. Kalmegh for removing the bottleneck and approving 49 cases of Rule 8
transfers by circle administration. He also appreciated their idea for creating
What's App group of DS DP DT MH Circle and addressing the issues
immediately he also requested them to look in to matter for early relieving of
JTO/SDE from Circle Office who are under transfer to Kalyan SSA and as the
comrades of Kalyan SSA are waiting for their joining from last 1 year. He
explained the recent success story of Vasai OFC team in restoration of Kaman
OFC route which was pending from last 5 years. He explained as a DS sometimes
for the betterment of BSNL he has been bold and courageous and may have to come
across encounters but in the end what matters is the result. He also requested
Kalyan administration to give support and as Kalyan SSA has hardworking
employees and rendering their work sincerely and words of appreciation may
boost up their moral. He also appealed to create healthy atmosphere so that
there shall be no fear of any kind while working. While concluding his report
he was thankful to each and every member of SNEA Kalyan, many times he got
emotionally chocked with the kind of love and support he got in his 3 terms he
had no word to express it. He specially thanked to Com. A.M. Singh , Com.U.P.Mishra ,Com.
N.N.Kapadnis, Com. M.M. Wadhwani, Com. Nagdekar,
Com. K.B. Patil, Com V.K. Bhamre, Com. A. V. Patil , Com.

Kalyan SNEA District Body in the period. He also expressed his gratitude to Sr. Officer Com. V.N Savdekar DGM Kalyan he exclaimed him as his Guru in all
respect. He also congratulated him and Com. S.S. Rasul for getting regular promotion as
DGM. The comrades of Kalyan SSA was carefully listening each and every word and
touching speech of the beloved DS.

Bhad Executive Member NCOA Maharashtra in his speech he explained the
house about NCOA and its role in 3rd PRC. He also mentioned the need of the
restoration of our Medical and TA, LTC and other allowances prior to 3rd PRC. The issue of standard pay scale
needs to be resolved so that the true benefits of the 3rd PRC will be possible.
He mentioned that settlement of
these allowances were delayed due
to financial condition of BSNL. However, he was optimistic that financial
condition of BSNL will soon be improved by the initiatives of our CMD. He also
expressed Kalyan SSA having the potential like Pune SSA and shared how Pune has
increased their business. He expressed his sincere thanks to DyGS Com. M S
Adasul for resolving the long pending issue of absorption of one comrade of MH
circle due to his consistent persuasion. He expressed that prior to that nobody
had pursued it seriously and genuine difficulties of said comrade were
deliberately neglected by all CHQ leaders. He shared his various experiences
while working as CP with Com M S Adasul then CS SNEA MH Circle. He updated
house on the progress of NGN work and mentioned that it is going to change the
complete scenario of landline and added that Kalyan SSA will get NGN equipment
in 2nd phase. He
exclaimed New CS and CP as KK Express and appreciated efforts taken by duo in
settlement of HR issues of executives. He appreciated their leadership and
conveyed best wishes for grand success as CS/CP SNEA MH. At last he conveyed greetings
and wishes for the grand success of District Conference of SNEA Kalyan.

Com. S. R. Kalmegh, Circle President SNEA MH in his speech
explained the efforts taken by Com M S Adasul and Com. S V Bhad in increasing
the membership from 1600 to beyond 3000 he outrageously declared to make
it beyond 3500 as a commitment by the new body. He told that entire circle
office body has ‘K’ as starting word in the most of surnames while Kalyan which
too has ‘K’, and its DS again with “K ‘Com. M.
N. Kotambe has played
important role in unanimous election of new circle body at Pune Circle
Conference. He shared the various incidences and contribution of the vigilant
leader Com. W. Sheshagiri Rao. He advised the members to be aware of
the false propaganda of other associations in the case of E1A and E2A
pay scale acceptance. It was the historical struggle at that time, it was not easy to get E1A as
management was reluctant on E1 only. He
further insisted for increasing landline and broadband service as it is still
major source of revenue. He also stressed that all taluka headquarters should
be equipped with 3G services so as to increase the data flow and in turn to
increase our revenue. He appreciated com the support and initiatives of Com Omprakash in resolving issues of account and
finance wing executives and as a result of this more and more account
executives are joining SNEA MH Circle. He
told that proper communication with customers is upmost required because of
which customer will never feel of being neglected. He told that he is working
in rural and has given good services in rural in last two years. He congratulated Kalyan comrades for
the achieving the positive MNP Ratio. At last he thanked all for
invitation and felicitation.

Com. V. B Kokate, Circle Secretary, SNEA MH
Circle on his first visit to
Kalyan as CS SNEA MH started his address with some old memories as in 1995 when
he visited to Kalyan for attending the circle conference. He
mentioned the vital role played by SNEA Kalyan in deciding the leadership of
SNEA MH. In his speech initially he narrated the contribution of Great Veteran
Leader Late Com. W.
Sheshagiri Rao towards our Association and elaborated house about
some important achievements by Com. Rao viz. Lateral advancement, JTO Gr B Gazetted
status, His role in Absorption of Executive into BSNL, Formation of TEOA,
Unification of two associations namely TEOA & BSNLEA in the year 2003 at
Kanyakumari. In his speech he informed the house that strength of SNEA is more
than 3000 in MH Circle and role of SNEA has become more important at even CHQ
level. SNEA played vital role in selection of CMD & DIR (HR). The present CMD
Shri Anupam Srivastav is functioning well and during his period
BSNL increased its revenue, SIM sale has been increased. BSNL is crossing
30,000 Crores mark in revenue during this financial year. Because of NGN
Replacement, ERP Implementation BSNL is saving its operation expenditure. He
informed about the installation of Wi-Fi hotspots in BSNL to compete with
Reliance Jio. He told the house that our CMD is a best leader and definitely
BSNL will come into profit during coming days. While narrating development at
Circle level he explained that stand taken by SNEA in SD module implementation.
There are about 1500 BTS having less than 5 Erlang traffic in MH
Circle and more than 400 BTS having no traffic. He mentioned that, the matter
is discussed with PGM CM Mumbai for restoration of faulty BTSs
& redeployment of said BTSs if required. Regarding shortage of store
like drop wire, he told very soon drop wire will be made available in ample
quantity to all SSA. He informed the house that sufficient quantity of higher
capacity battery sets are received by the SSAs. While narrating HR issues, he
extended special thanks to Com. M.S. Adasul Dy.GS for streamlining the tenure
transfer issue and orders are issued one month before completion of tenure. He
apprised the house about JTO Officiating issues and their training, E-4 to E-5
TBP, Rule-8 Transfers & Non-tenure transfer, he assured the house for
making the necessary changes in the inter circle transfer list as its including
the names of ladies comrade and few comrades service is counted wrong, which
will be corrected soon. He also assured the House that no injustice will be
tolerated with respect to members. He told the importance of leadership. It
would have been difficult for present CMD to get his regular appointment for
full term of 5 years unless he performed well. He mentioned that he has worked
with Sr GMT Kalyan and know his work at Ahmednagar. He specifically mentioned
that there will be drastic change in Kalyan in days to come and Kalyan will
definitely positive in all respect. In
his speech, he has also covered topics like Service With A Smile –A programme of unions and
associations, availability of different materials and steps to meet the
shortage of some of the materials, forthcoming NGN project and issues to be
taken in future. He appreciated the work of Com Omprakash and Com Mukesh
Wadhwani. At last he thanked comrades of Kalyan SSA for felicitation.

Shri. L.S. Ropiya Sr GMT Kalyan in his speech from heart, appreciated the work of each and every
leaders and officers by name who were present in the august house. It was
touching speech which was clearly visible in the room that a head of the family
is interacting with the intention to express, with the intention to understand,
and to get understood the issues. He mentioned that he has good cordial
relations with all officers in Kalyan SSA. He reiterated that we are individually
good but we have to perform and show our performance in group. It was the
bottleneck he wanted to remove for developing the Kalyan SSA. He expressed that
the executive of Kalyan SSA are brilliant and hardworking individually but yet
they need to work as a team to get the desired results. He told that he don’t
have any grievances about anybody. All are equal to him. Kalyan SSA is our home
and being in charge of SSA, he would like his SSA to progress and become
enriched SSA in MH Circle. In mobile sector, he urged to have cards for
restoration of some BTS and appeal to complete the pending installation of BTS.
He made the appeal to the executives to work vigilantly to save the outdoor
plant and use the tender of cable laying for making the areas feasible and increasing
the LL and BB business. He congratulated and
appreciated the members for achieving EB target this
year and getting awarded for MNP positive ratio. He advised the members to
honour their word while resolving the customer complaints. He ensured the hall
that he believes in result and always wants to resolve the transfer issues of
the staff. He expressed the concern of various vigilance complaints however
mentioned that we cannot stop others for complaining. We have to take risk if
we want progress of SSA. With the note to make Kalyan SSA as profit making SSA
he extended his best wishes to the house to elect a perfect replacement for
Com. M N Kotambe.

Com. M. S. Adasul, DyGS SNEA CHQ in marathon speech
more than one hour, in his magical style made the house to seat as it is
during his address. He pointed out that potential issue of Kalyan SSA is having
various municipal corporations included in a single SSA their merits and
demerits like repeated road construction work. The kind of development activities
carried out by these corporations and the damage it causes to our cable
Network. He advised the executive to have best possible coordination with the
local authorities for saving the cable network. He agreed
that the shortage of executive in the SSA is causing extra
work load and in this condition they have to perform their best though
it’s really difficult. He reived the past glory of Kalyan and the performance
of the same executives in that period. He has rightly analysed that officers at
Kalyan are best individually but presently not successful in combine efforts
due to communication gap. He elaborated how executives of Kalyan SSA restored
exchanges/PP during flood in July 2005. He appealed to do the work sincerely
and see that no work I pending shall be kept pending by the end of day and if
it is pending then next has to list it out with priority on next day. Think positively and if we think
positively then only it is possible to do any work with excellence. He
appreciated the work of Shri Ropia Sr GMT Kalyan. He mentioned that he is
staying at Kalyan and delivering his best for betterment of Kalyan SSA and has
taken out Kalyan from negative to positive growth. He appreciated the concerned
and views raised by GMT
Kalyan and that too with open mind discussions on the issues. He advised the
executives to work promptly and freely he also ensured the members that he will
personally pursue for making the material available to Kalyan SSA and want to
see Kalyan as profit making SSA soon. He appealed all to support GMT Kalyan and
strengthen his hands for progress of Kalyan SSA. He also mentioned not to
bother about hurdles coming in office works and face it with intelligence. He
extended his best support to all die hard comrades of Kalyan SSA and requested
them to work for betterment of Kalyan SSA. He reminded for Service with smile
program and how BSNL can be benefited. He also insisted for motivating the
subordinates for getting the best out of them. He appealed to all
members to put all efforts to regain Kalyan its original position. Already
Kalyan achieved the difficult MNP and EB targets. It is not difficult for them
to bring the positive growth in Landline and mobile. Rule-8 and
tenure/non-tenure transfer issue was also discussed by him. Superannuation
benefits issue also clearly explained by him. He narrated that how BSNL is
progressing under guidance of new CMD. Lastly he requested Sr GMT Kalyan to
take his request transfer back and reassured on behalf of all Kalyan executives
that they will give their best to restore the golden glory of Kalyan SSA. He
thanked organisers for his grand felicitation.

Com. U.P. Mishra DP SNEA Kalyan in
his short and sweet Presidential speech expressed his sincere thanks to all the
members for supporting him in the period. He told that Com M N Kotambe DS Kalyan & Com
M M Wadhwani has resolved most of the
issues of executives of Kalyan SSA. He assured that all the executives of
Kalyan SSA will extend full support to Sr GMT Kalyan. He mentioned that our Dy GS has asked
us to make Kalyan positive then he appealed all to set a target to see that
Kalyan SSA will improve in all respect in days to come. Lastly he thanked all
for deliberations, presence and participations.

16 APr 16: Update on
JTO Rule 8 Request transfers: Though the letters for consent of top five Rule 8 Request transfers
to each Circle have been sent by registered post by Maharashtra Circle to
concerned Circles before three weeks, till none of Circles has replied to these
letters and confirmed that they are ready to accommodate these JTOs in their
Circle. It may be fact that the staff sections of concerned circle may not have
received these letters or if received may have been kept at lower level and may
not have processed in the files for approval of competent authority. On the
receipt of the consent letters from these Circles, Maharashtra Circle will
issue transfer of these JTOs and hence matter needs to be pursued vigorously.
As total 149 Rule 8 Transfers are pending from Maharashtra and till only 50 have
been given consideration in first phase and for second phase transfers the
process of first Phase needs to be completed in time bound manner & minimum
time period. SNEA MH is pursuing with the concerned circles through the SNEA
Circle Secretaries, but concerned JTOs are also requested to pursue the matter
with officers in staff section of concerned circles so that these circles send
consent letters to Maharashtra Circle without further delay and process of rule
8 transfers is speed up so that matter can be pursued for remaining cases of
rule 8 transfers.

Com. S. R. Kalmegh, Circle President, SNEA MH Circle, at the very
outset, congratulated Com L U Chaudhary and is entire team for achieving the sim sale targets and
strengthening SNEA at Jalgaon by joining young executives and increasing the
membership of SNEA. He also appreciated the working style of Com. N D Barde DGM
Jalgaon, who by virtue of his initiatives changed entire scenario of Jalgaon
and achieved targets of SIM sale and C-TOP UP given by Circle office Mumbai. He
also praised the working of Com Nitin Mahajan GMT Jalgaon who has spread the
wave of progress in all the SSAs working under him by his self-concern and
belongingness to BSNL. While updating about his role in the association, he
thanked Jalgaon comrades for giving him an opportunity to cater his services as
Circle President now. While
praising the numerous achievements of Com. M S Adasul, he shared his work
experience with him. He appealed all to be united because unity gives strength.
He mentioned that employees of MH circle have proved that how they can yield
best results in all front if the materials are given to them in time and if
they are taken into confidence. He insisted for increasing landline and
broadband service as it is still major source of revenue. While stating the
importance of data over voice, he urged to have 3G BTS in all taluka places all
over MH Circle because of growing use of smartphone all over and informed that
t is on prime agenda of SNEA MH. He told that proper communication with customers
is upmost required because of which customer will never feel of being
neglected. He told that he is working in rural and has given good services in
rural in last two years. Finally showing his concerns over the non-
availability of Cable fault locators at various SSAs, he narrated the hardship
faced by the outdoor staff in maintain and retaining the UG cable which is one
of the very precious resources to the company. He demanded for the early
fulfilment of the requirement of the cable fault locators. He mentioned that,
BSNL has got good CMD who has changed corporate scenario within BSNL and
boosted the moral of every employee in BSNL by his own initiatives and actions.
He mentioned the importance of success of 100 days programme of SWAS, Service
with a Smile which is going to decide the future of BSNL and open the gate for
our 3rd PRC. For customer’s growth He stressed upon improving the quality of
service which is essential for retention of customer base. Lastly he thanked
SNEA Jalgaon for invitation and his felicitation and appealed comrades of SNEA
Jalgaon to make SNEA further strong by adding left out executives in SNEA
Family.

Com. V. B. Kokate, Circle
Secretary, SNEA MH Circle,
in his first visit to Jalgaon after taking the charge of CS MH Circle,
congratulated team of SNEA Jalgaon and welcomed all JAOs/JTOs after their
joining in SNEA. He appreciated the initiatives of Com Omprakash in taking care
of issues of comrades of account and finance wing in MH circle. He mentioned
the growing membership of SNEA MH circle which has crossed the figure of 3000
and has become the first circle having biggest membership among all the
circles. He also thanked entire membership of MH Circle for believing in his
abilities and electing him as a Circle Secretary of SNEA MH Circle. He also
cherished the memories of Late Com W. Sheshagiri Rao and explained his struggle
at the time of absorption, unification at Kanyakumari and formation of SNEA at
Kanyakumari. He assured the house that SNEA MH Circle will serve it’s best see
that there should not be any injustice to SNEA members. He congratulated Shri
Nitin Mahajan and entire team of Jalgaon SSA for increasing SIM sale. He
praised the various initiatives taken and various schemes that have been
implemented by the CMD like All India Free Roaming, Free Night Calling, special
efforts to increase SIM sales and focus on marketing activities, special focus
on BB services and rent free BB modems, cash back offers on BB Modem,
deployment of Wi-Fi hotspots thereby giving 5G technology services to the
esteemed customers of the BSNL throughout the country. He expressed happiness
over confirmation of CMD who is going to lead BSNL for his complete term of 5
years. He mentioned that SNEA as such has to work as parallel management. He appealed
the entire house, now it’s our turn to give back to the company by taking very
genuine and ‘on time’ efforts to bring back the glory of the BSNL. He told how
S&D module implementation in MH Circle in March was postponed by the
initiatives of SNEA MH Circle. He also mentioned the discussion being carried
out with PGM CRT at BSNLCO for current ERP problem and problem faced by
executives in MH circle due to slow network speed. He appreciated the present
appeal made by CMD to CGMs for yielding best results otherwise vacate their
chairs so as others can perform. He informed the august house that SWAS is the
initiative taken by the Joint Action Committee of Unions and Associations of
BSNL which is taken in right perspective by our honourable CMD and we must take
very genuine and special efforts while giving services with a smile to our
existing and potential customers. He appealed all to give feedback of any
shortage of materials so that SNEA MH will pursue to the concerned. He updated
the house that PE routers are ordered for all desired locations, thereafter NGN
equipment will be shortly given. He has also mentioned the upcoming plan of
BSNL to give day time free calling for landline subscribers with add on
charges. On the matter of continuous down status of more than 400 2G BTS of MH
Circle, he opined that these BTSs must be relocated and reutilized in better
manner to get considerable traffic from them and this way, instead of spending
on their maintenance overheads, revenue from potential areas can be drawn.
While appreciating the efforts of Dy.GS, he reminded his numerous achievements
and briefed on recent success in removing deadlock on JTO Officiating cases,
breakthrough on Rule-8 transfer cases, laptop to GSM maintenance teams etc. He
expressed his concerned over delay in issuing JTO-SDE promotions due to legal
hurdles. He informed the completion of recent TBP for E4-E5 of executives of MH
circle and order issued. He told that because of finalisation of transfer
policy of executives which was executed by the initiatives of SNEA MH circle,
we were able to issue request transfers of all executives at tenure places
prior to one month of their tenure completion.
He mentioned about the on-going discussion of SNEA MH circle for issuing
transfers for non-tenure Stations. While updating on the matter of standard pay
scales he stressed that implementation should be as per Khan Committee
recommendations only. He appealed all to work for BSNL, increase sale which in
turn will fetch revenue. He thanked the SNEA team of Jalgaon for best
organisation and thanked for his felicitation.

N. D. Barde, DGM Jalgaon in his speech appreciated the working and day night efforts
of Dashing, Dynamic, DyGS Com M S Adasul. He stated the attempts made by
comrades of SNEA MH circle at AIC Nanded and successively at Jaipur to remove’
D’ so that the flag of MH will flourish at BSNLCO however we will work hard and
see that membership of MH circle will touch to the new height and our work will
be finally recognised. He stated how the membership of SNEA North was increased
due to consistent efforts of each & every DS of this region. He mentioned
in pride that most of the circle level HR issues have been resolved and now no
body is raising transfer related issues which otherwise was different in past.
He urged that tenure station comrades shall get the replacement after immediate
completion of 2 yrs and it is important for all those whose transfer order is
issued to tenure place shall get him relived by his own and join tenure place
so as to avoid hard ship to the executives at tenure place who is waiting for
his replacement and not being relived.
He told that one has work in different SSAs and in different work
culture however it is upmost for him to get adjusted in every odd condition for
best result. He told that marketing team is backbone in every SSA. He told, the
first and upmost work he has done after his joining at Jalgaon that he has
strengthened the marketing team because of which he is getting good result in
SIM sale and C-TOP UP sale at Jalgaon up to 30/04/2016 is 1.56 lakhs which have
been appreciated by CGMT MH Circle. Lastly he thanked all for better
co-operation in archiving the targets.

Jalgaon in his
touching speech appreciated that CS SNEA MH has covered most of the technical
issues. He congratulated entire team of Jalgaon for record no of melas
conducted that too be in hot summer. He appreciated the commitment shown by
employees in spite of having good amount of salary of one lakh per month. He
told that it is good see encouraging contributions of present CMD, MOC is also
helping BSNL to stand up on its own however employees of this company are
important. Our CS has given target to increase revenue is important. Money will
come if SIMs are sold. Coming money will solve rest of the problems. We will
get LTC and other facilities back, there are chances of getting third PRC. We
have good potential in BSNL, we have good infrastructure, skilled manpower and
everybody have shown willpower to work for betterment of BSNL. He added that in his recent interview given
to Lokmat newspaper, the interviewer has asked him why BSNL is not able to
capture good market wherein he has elaborated about the social obligations of
BSNL and PSU structure and its limitations. However, he reiterated that we have
to take risk in life. If we take risk, we can win. If BSNL is not able to
progress, it in turn is going to hamper our progress. If you are able to solve
customers’ issues, your image in the society is going to improve. He has cited
the example of popular poetess Bahinabai Chaudhary. He told that she has lived
small life even though she was highly accepted & recognised in the society.
We have to do something so that you will get recognition. He told that everybody
has enormous power. God has given opportunities to all. We have to utilise it
positively. Will power make the difference? Those having will power has done
tremendous jobs in the world. BSNL is big company having good potential. He
appealed to encourage the staff under your control and remove fear in their
mind, and firmly assured to be behind everyone. He directed to take risk and do
work as different types of project are coming for BSNL. We will get maintenance
of the NOFN created by us. Government cannot give direct money to BSNL but in
terms of maintenance government is assisting you indirectly. We will see
turnaround of BSNL in 2016-17. BSNL is second operator who has added largest
GSM connections in the month of Feb’2016.
Installation of 40000 hotspots all over India will earn good revenue for
BSNL. If we give for BSNL, it will give us back. He told that BSNL is our
company and we have good salary. You can very well compare struggle of those
working in private companies having salary similar to you. He mentioned to
increase the representations of MH executives at BSNL CO as we have fewer
representatives there. He mentioned that all the CHQ level issues will be
amicably resolved after joining of Com M S Adasul at CHQ. We have to explore
all possibilities and spread our wings in all directions. If we cross the
boundaries, we can see different opportunities however there are few who don’t
want to go out of SSA and appealed to remove the fear of transfer. He urged to
have equal distributions of executives in every SSA. He told, now we come to know that customer
will not come to us but we have to go to customers and peoples still have faith
on BSNL. Customer wants comfort in getting SIMs and we should provide it as
customers purchase products which are readily available. He specially mentioned
that achievement of record break SIM sale in Jalgaon is because of good support
from all the comrades of Jalgaon SSA. Lastly he urged all to work better so
that Jalgaon SSA will improve in all terms.

L. U. Chaudhari, DS SNEA Jalgaon in presented his DS report in which he mentioned that there
were 40 members at the time when he was elected as DS SNEA Jalgaon and now it
has been enhanced to 75. He told that more and more number of comrades are
joining SNEA and thanked recently joined JAOs, JTO and CAO for showing faith on
SNEA. He mentioned that SNEA Jalgaon have taken initiatives in executing
innovative ideas. He thanked all for the support in making contribution for
procurement of Cable Fault locator by their own. He proudly stated that all HR
issues have been resolved by SNEA MH Circle. He urged to conduct JTO-SDE DPC
and LDCEs. He mentioned that SNEA is capable of resolving all the pending
issues. Finally, he concluded his DS report by thanking all the comrades of

M. S. Adasul, Dy. GS SNEA CHQ in his exclusive way of speech, congratulated and welcomed
all newly joined JAOs/JTOs and CAO in SNEA family. He touched all the past
experiences he had with Jalgaon. He mentioned that over the years SNEA Jalgaon
has improved like anything. He specially mentioned that the first GB meeting of
SNEA Jalgaon was arranged in small hall of Society and it is good to see now
that SEA Jalgaon is conducting every District Conference in comfortable AC
Hall. He mentioned the importance of Jalgaon, teachings of popular poetries of
Bahinabai Chaudhari. Jalgaon is good place to work since it has all sort of
facilities however still expressed surprise of having shortage of executives in
Jalgaon. He told his experiences how shortage of executives at Gadchiroli and
Buldhana were overcome by positive marketing strategy. He explained proposed
move of management for consolidation of SSAs into Business Area in MH circle
and consolidations of all technical/administrative/planning powers at Business
area. He appealed DS to give their views if they feel that the proposed consolidation
is going to affect customers since customers won’t be able to contact SSA head
as main in charge will be sitting at Business area. While commenting on the
stand of association on the implementation of standard pay scales he firmly
stated that the implementations will be done only as per the recommendations of
Joint Committee formed under the Chairmanship of Com. M A Khan. He explained
how association is right on the issue and assured house that SNEA will strongly
pursue with management to implement the standard pay scales at the earliest. He
narrated difference between SNEA and other associations and SNEA stand on
cascading effect. He added SNEA has demanded to streamline intermediate E1A/E2A
pay scales into standard E2/E3 pay scale which management has principally
agreed. He made it clear that demanding something like cascading effect at last
moment can create hurdles in settlement of our main demand for Standard Pay
scale for JAO/JTO, SDE/AO and settlement of this prime demand will definitely give
justice to those who are getting less payment due to E1+5 increments and
waiting for E2 from beginning. He explained how EPF issue was properly settled
because of intervention of SNEA. He elaborated the facts how SNEA MH is being
strengthened by all DS and COBs throughout Maharashtra Circle. On superannuation benefit to the BSNL
recruited employees, he mentioned the open commitment given by CMD BSNL in
recent All India Conference of SNEA at Jaipur to increase of 6% from the
current however some representative of other associations met CMD in absence of
SNEA and agreed for 3 %. He appealed all to get rid of fear of transfer and
perform the assigned work honestly. He appealed to have self-introspection and
mainly to know and understand self-strength. He added that the real strength of
the BSNL is its own work force and this huge work force only can turn around
the BSNL’s position if directed properly. He added it is very much essential to
increase confidence and motivation level of the employees of BSNL to make
positive growth. He told that we have got good social image because of being
part of BSNL however those working in other private companies knew how much
work they have to perform for the salary which we are getting in BSNL. He has
also put forth his experience during Circle conference at Jalgaon and efforts
taken by team SNEA Jalgaon to hold this conference successfully. He appreciated
the work of Com Omprakash Joint Secretary Act/Fin SNEA MH in resolving problem
of account executives in MH Circle. And his dedication in increasing SNEA
membership by adding more and more executives in SNEA family. He also appreciated the team of Jalgaon
DS/DP/DT for clearing CHQ/Circle Quota in time.
He praised the newly elected CP and CS for taking up various issues from
the day one of their new assignments as CP and CS. He shown his faith that
these two leaders will be more successful than him while resolving various
issues. He informed the house that the
like Ramayana the 14 years vanvas of BSNL since its formation in 2000. Now all the things are going in positive
direction for BSNL as one of the important point is that now BSNL has got a
very good CMD in the form of Shri Anupam Srivastava and he has appointment for
next four years. He praised the various initiatives taken by BSNL Management
and appealed all to respond positively and whole-heartedly Finally he added,
the goodwill of the company is increased due to various die hard efforts of
BSNL employees in the recent past and during various natural calamities. He appealed all to take part in all upcoming
competitive exams and test their talent. He expressed his concern of delay in
conducting DPC from JTO-SDE because of legal hurdles. Concluding speech, he
appealed all to be positive and give their best to BSNL so that BSNL continues
to give us best salary and status in the society.

S. V. Vaidya, District President SNEA Jalgaon in his presidential speech, thanked comrades of
SNEA Jalgaon for giving him an opportunity to work as District president. He
thanked for great cooperation from Jalgaon team. He appreciated the work of Dy
GS Com M S Adasul and expressed his hope that Com Adasul will raise the flag of
SNEA to the biggest height. He though some light on the efforts taken by SNEA
in growth and development of BSNL Jalgaon. He summarised the address of
dignitaries and quoted important issues raised by all the speakers in this
Conference.

President and the process of electing new body was initiated.

knowing the facts that M/S Hungama has created lot of troubles to BSNL
customers, and many of BSNL customers have left BSNL only due to excess billing
by M/S Hungama by activating unwanted services.

from Circles also and it is necessary that rea facts and harassment tactics
adopted should be put on records.

Hope BSNL management will
understand the blackmailing procedures and methods adopted by M/S Hungama and
will not proceed for extension of MoU with M/S Hungama.

Hot Spot Connectivity in Buldhana SSAs: On the eve of new Marathi Year i.e. GUDHI
PADVA. Buldhana SSA has captured a good amount of revenue i.e. Rs 54,68,000.00 through providing WI-FI
Hot Spot on four locations in Buldhana and Motala taluka. For 4 locations of
Wi-Fi Hot Spot & 29 Wi-Fi connections to Gram panchayat, Hon. MLA
Buldhana has provided funds from his MLA Quota in the Interest of public
and now onwards BSNL has to maintain the services. Buldhana SSA also going to
provide new Wi-Fi Hot Spot connection in Malkapur and Nandura taluka with
further revenue of about Rs. 24 Lacs and
this activity will be carried out through funds provided from Hon MP Quota.
SNEA Maharashtra
congratulates all the officers and Staff of Buldhana SSA in general and the
staff and officers of team working for Wi-Fi Hotspots. Hopefully all other SSAs
will flow footsteps of Buldhana SSA and will grab the opportunity by adding
good business for BSNL in their respective area.
11 APR 16: Meeting
with Sri N. K. Gupta, DIR(CFA) on 08.04.2016: GS, CHQ President and Chairman met DIR(CFA) and discussed about the
issues in ERP system for the last three weeks. Assn explained the difficulties
faced by the field units for operation and mtce, new connections etc. DIR(CFA)
informed that BSNLCO is interacting with HCL and even given an ultimatum to
them to settle the issues by next weekend. If they could not resolve the issues
in the given time frame, then it is decided to take up the matter directly with
SAP. Mgt and HCL is trying to bring it to normal stage next week itself.

Special General Body Meeting of SNEA Dhule Division was organized at “Hotel

Ø Com. T.R.Patil,Joint Secretary North SNEA MH, in his speech explained that, at Dhule SSA overall staff
strength of executives are only 70% which is lowest strength in circle. The
target of SIM sale set by Circle office Mumbai for Dhule SSA in the last
financial year 2015-16 was 58257. And for achieving this target our field SDEs,
CSC in-charges and AGM CM & Mktg team has taken Melas on Sunday, Holiday
and in hot season of March Month and achieved the target by sailing 65000 SIM
which is about 110%, also Dhule SSA has increased the revenue as compare to
last Financial year by 4 Corer. Dhule SSA is Tribal SSA, however considering
the acute shortage of executives in Dhule SSA, he requested circle secretary to
see that nobody shall be transferred out from Dhule SSA even after longest stay
basis also. He has also requested to consider the request of all those who have
given request out of Dhule at their own cost. He requested to consider the request
of Com. S. D. Biraris, Com. C. L. Deore from Dhule to Nashik and Com.
S. P. Chaudhary from Buldhana to Dhule on priority.
Ø To ascertain the various doubts and difficulties faced
by the executives at Dhule SSA in particular and other executives in general, Com Kamlesh Tayade highlighted some of the issues mentioned below
·
Request to review the
various targets allotted to the SSA by the MH circle office and its appropriate
allotment.
·
Immediate steps to
remove legal hurdles for JTO-SDE
promotions
·
30 % Superannuation
for all BSNL recruited employees.
·
There shall not be any
external MT recruitment, Syllabus for internal MT exam shall be reviewed and it
shall be competitive based instead of traditional one.
·
Proper resolution of
E1A to E2/E2A to E3 standard pay scale. Sr SDE post shall not be abolished and
stagnation of E3 for 10 continuous years shall not be agreed upon.
Ø Similarly, Com. C.D. Bagul also requested to review the policy for equal distribution
of executives in all SSAs in MH Circle and shortage of executives in some of
the SSAs shall be immediately fulfilled. Substitute shall be posted against the
transfer of longest stayed officer in the SSA having shortage of executives. Management shall also issue transfer of
DE-DGM like JTO-SDE.
Ø Com. S. R. Kalmegh, CP SNEA MH Circle: Appreciated Dhule comrade for
large gathering and better co-ordination, faith in between. He told that this
is the reason why SNEA Dhule is having largest membership. He told that
Khandesh is always remembered by the teaching of famous Bahinabai Chaudhary. He
narrated her stanza of small poems written about bird Sugaran, which is makes
her most complicated but comfortablenest ….

blessings, know your strength. He mentioned that after the tour of Konkan, Vidarbha,
SNEA delegation has came here to earn the message of positiveness from
Khandesh. He urged the importance of unity among BSNL executives, unions and
associations and need to strengthen Joint Forum of unions and associations to
safeguard BSNL against anti BSNL policies. Com Kalmegh also congratulated Com. M S Adasul, Dy GS SNEA
CHQ for his numerous achievements during CS SNEA MH including Executive TFR
policy, achieving record break membership. He
highlighted the pending issues of Civil and Electrical comrades. He elaborated
the need of urgent initiatives to promote policy for utilizing vacant land in
BSNL and allotment of several vacant quarters in various district
headquarters/SDCA in MH Circle. He stressed for performing energy audit by
electrical wing in very SSAs so as to save electrical consumption,
rationalization of maximum demand, conversion of AC package unit into split AC,
free cooling downsizing of EA as per load. He mentioned how MSEDCL are looting
BSNL’s money by applying commercial tariff instead of industrial one. He
emphasized to take initiative for getting IT industrial certificate for BSNL
which can allow us to win court case filed by BSNL against MSEDCL for deciding
commercial/industrial tariff. He mentioned
that SNEA Maharashtra has made a very good impression in front of management
and Maharashtra SNEA portal is regularly seen by everyone in India.
Administration is also taking cognizance of news flashed on our website. He
also highlighted various reasons for decline of revenue of BSNL and how BSNL
employees were wrongly blamed earlier for the same. He told that BSNL has got a
good, energetic and talented CMD who has initiated several initiatives to turnaround loss
making BSNL into profitable one and it is duty of all of us to strengthen his
hands by our strong & unconditional support. He thanked SNEA Dhule for
invitation in the Special GB Meeting and his grand felicitation.
Ø Com V. B. Kokate, CS SNEA MH Circle appreciated the working style of
Com. Nitin Mahajan, GM Dhule, absorbed
GM by virtue of which revenue of Dhule SSA increased by 4 crores. He narrated
how BSNL is moving toward progress under the able guidance and initiatives
taken by present dynamic CMD, Shri. Anupam Shrivastav. Night free calling in
landline, free roaming in GSM, 100 days Service with a smile programme,
improvement in customer care are important initiatives as far as growth of BSNL
is concerned. It is important to bring ground difficulties to the notice of SSA
head. We have to concentrate on increasing landline, broadband and GSM
connections and fetching lease lines, enterprise business, 3 G customers are
equally essential. He told that this is right time for grabbing GSM customers
as we have got sufficient no of batteries, materials are gradually being made available,
shortage of drop wire has also been overcome now. He urged all to give feedback
through mail so that SNEA MH will persuade it at appropriate authority. He told
that BSNL has registered operating profit of 672 crore and if we continue in
the same fashion, no one will resist us to in getting 3rd PRC. He
mentioned about forthcoming NGN project wherein BSNL is going to make
curtailment in expenditure. All C-DoT Exchanges will be converted into RSU in
days to come and circuit switching will be replaced by IP based packet
switching. All will be on MPLS network. He told that MH circle has got PE
routers now. BSNL will be shortly receiving 1250 crore as refund of USO fund.
He told that SIM sale is remarkable in the current year as compared to previous
year. He has elaborated on need of conducting Kolkata CWC before the scheduled
time and appealed all comrades to be ready for future struggle. He elaborated
the deliberations in CWC Kolkata on HR and development issues like std E2-E3
pay scales, 30 % superannuation, CPSU Cadre hierarchy, discrepancies in pay
scales of DR recruits. He mentioned how SNEA MH Circle has resolved the most
complicated issue of regularization of JTO officiating. Process for pending
Rule 8 transfers of JTOs are now been initiated by management after the
consistent persuasions by SNEA MH Circle and non tenure transfers within MH is
in pipeline and will be issued soon. He mentioned the importance of customer
satisfaction because they are ready to pay if we give uninterrupted quality
service. He appreciated the ongoing efforts of BSNL employees in increasing the
SIM sales and told how our employees have risen on the occasion when materials
are given in time. He appealed all to remain united. Lastly he thanked SNEA
Dhule for inviting him in the Special GB Meeting and his grand felicitation.
Ø Com. M. S. Adasul, DyGS SNEA CHQ started his address with welcome of all newly joined comrades and congratulated Com. M. A. Mali DS SNEA Dhule for strengthening the association. He appreciated the efforts of Com Mahajan GMT Dhule for growth and keeping Dhule as earning
revenue generation. He congratulated entire team of Dhule SSA for achieving the
SIM sale target. Com Adasul elaborated how to serve the various queries of
customers even though one is not having the knowledge of that particular
subject by contacting the executives who are having real expertise on the
concerned subject. He told that nobody
is expert however serving the customer by utilizing instantaneous resources is
a skill. He told that Dhule SSA is full of leaders and most of SNEA’ s DS
working at different SSAs belongs to Dhule. He has also elaborated on SNEAs
efforts on procurement of new mobile cards and distributing laptops for field
executives of mobile. He expressed that everybody should take the confidence
and faith of all the executives/non executives working under him because staff
gives him/her better feedback which in turn will help you for better output in
day to day works. Better co-ordination and motivation of staff is essential for
best results. He urged the need of adjustments in every sector of life for
success. New recruits if posted in field will be beneficial not only to the
department but to the officials too as he/she will get ample opportunities of
gaining field technical knowledge. He
mentioned that while working in office, don’t have fear for raised objection in
file and cited an example how he has converted the objection in the file into
opportunity. He appreciated the persuasions of Com. Nitin Mahajan for required materials
& stores at different levels. On demand of making Dhule SSA as tenure , he
elaborated facts and difficulties thereof, but advised that area of Nandurbar
District which is part of Dhule SSA can be designated as Soft Tenure and executives working at Nandurbar SSA
should can be excluded from long stay transfers from Dhule SSA and this is
quiet possible if such proposal is sent by Dhule SSA to Maharashtra Circle with
facts and figures. This is best way that comrades working in odd &
difficult condition at Dhule SSA as compared to tenure SSA like Goa will be
saved from long stay transfers. On CHQ level he mentioned about the efforts of
CMD and his appeal to make 100 days SWAS programme successful. He said that
after a prolonged wait of 14 years, BSNL has got good CMD who is acting on his
own initiatives for betterment of BSNL and if BSNL employees support his
initiatives with full vigor, it will definitely help in turnaround of BSNL and
in turn will open the gates for 3rd
Ø Com Nitin Mahajan, GMT Dhule, appreciated the concern shown by
Com. V. B. Kokate on technical issues and it is inspiring to have dashing
leader com M S Adasul Dy GS on one side and CS raising technical issues on
another side. While appreciating the sale of SIMs by executives of Dhule SSA,
he told that our executives are doing it in completely odd condition, during
hot summer. He mentioned that BSNL is giant company, having good CMD, Dir HR
and other active board members and the fear that BSNL will lose its momentum is
baseless. He told that one side, things within BSNL are changing positively
while other private operators are losing their ground. National Defense project
is a good project for BSNL. TATA Sky MOU, Wi-Fi MOU will earn good amount of
revenue for BSNL in coming days. It is good to see that our services are
improving. BSNL is improving and regaining its position. He appreciated the
work of Com N D
Barde DGM Jalgaon and mentioned that
because of initiatives of Com Barde, SIM sale at Jalgaon has been increased. He
told, improvement in the image of BSNL means, it is going to benefit all the
employees of BSNL. We are getting different exposure and opportunities because
of BSNL. He told that he has came in BSNL when other were threatening him
however he had made up his mind to take absorption in BSNL because he knew that
BSNL is the only PSU which is going to serve this nation in a days to come. He
told to increase Maharashtra representations in BSNL CO because he had a bitter
experience in resolving even very small issues. While extending his best wishes
to Com M S Adasul he told that he is optimistic that Com M S Adasul will serve
in better way as Dy GS because he know the leadership and it will definitely
help others to settle their CHQ level issues in time in a days to come. Lastly he thanked SNEA Dhule for invitation
and giving opportunity to express his views.

election of Com. T. R. Patil, as Joint Secretary North,
SNEA MH Circle in the recent Circle Conference at Pune was filled in this GB Meeting and Com. Jayant Naik was unanimously elected
as District President SNEA Dhule.

8 APr 16: Meeting with Smt
Sujata T Ray, DIR (HR) on the charter of demands: DIR (HR)
called a meeting on 07.04.2016 to discuss the charter of demands submitted by
SNEA. GS, CHQ President, AGS Com P Padmanabha Rao, Jt Sec Com Arvind Pal Dahiya
represented SNEA. GM (Pers), GM (Estt), GM (SR) and DGM (SR) attended
from management side. The response from management side is slightly
positive and gives an impression that now they are serious to resolve the
issues.
1.
Implementation of Joint
Committee recommendations on Standard pay scales of E2, E3 replacing E1A and
E2A: DIR (HR) informed that management examined
the Khan Committee recommendations and DIR (HR) had a detailed discussion with
CMD on the subject. The financial implications, demands from various Assns and
its implications and likely anomalies, terms of reference of the Committee,
Khan Committee recommendations etc discussed. Management decided to implement
the recommendations of the three Assns and Khan Committee, which recommended
replacement of E1A scale with E2 and E2A scale with E3. The committee has been
asked to examine replacement scales of E1A and E2A scales only. Mgt will
consider only to that extend. The cascading effect is not agreed by the
management in the initial stage itself due to huge financial implications and
E3 to E9 pay scales are standard pay scales approved by DoT in 2009 itself and
hence it cannot be changed. Mgt will restrict to the issue referred to the Khan
committee. Management want to settle the non-standard pay scales as demanded by
the Assns which affect the JTO/JAOs of 2007, 2008, 2010, 2013, 2014 etc batches
recruited after 01.01.2007. CMD directed DIR (HR) to inform this decision of
management to all the three Assns, DIR (HR) informed us. A combined meeting
will be called in the 3rd week once DIR (HR) back from tour.
Immediately after that same proposal will be processed. Mgt appealed not to
come on the way of settlement of this basic issue of finalisation of
replacement scales for E1A and E2A before 3rd PRC. Assn
requested to resolve this issue immediately, otherwise pay scale revision for
all the Executives will be in trouble once PRC is constituted. Now
the resolution of non-standard pay scales of E1A and E2A by E2, E3 scales for
the young JTO/JAOs are back on track due to our continuous
pressure. However, we should be on high alert and full organizational
preparedness to counter any attempt to derail the issue.
2.
30% Superannuation
benefit to BSNL recruited Employees: Assn told
management that it was clearly assured in the Jaipur AIC in the presence of all
other trade union leaders that 6% will be the contribution from management
side. Now it is a betrayal from management side by unilaterally reducing it
from 6% to 3%. Mgt try to justify the action without any convincing reason.
Earlier, EX CMD offered up to 4% but it was not accepted. Mgt is trying to
justify it by stating that 3 to 6% was a proposal and after detailed
calculation it is decided for 3%. The Finance wing was not even ready for 3%.
According to them already sufficient contribution is making. Management further
informed that a meeting of the Assns and Unions was called on 19.02.2016 to
discuss the proposal in which AIGETOA and NFTE was present. SNEA, BSNLEU,
AIBSNLEA etc was not present. It was told to them about the 3% proposal. Even
though those who are present not agreed for 3% but they didn’t oppose. It is
surprising that when 3 to 4% offered two years back, they are opposing it
demanding nothing less than 12% but now keeping a studied silence. Assn made
its stand very clear that 3% is not acceptable to us and earlier assurance of
6% which takes the total contribution to 24% should be implemented. Mgt
informed that further discussions on the details will be held shortly.
3.
Time Bound Functional
promotion or CPSU cadre hierarchy: DIR (HR) assured
that the recommendation will be processed soon. Mgt is keen to implement it. A
presentation on the implementation of Jt Committee recommendations will be
given to CMD on 21.04.2016. Once the broad recommendations are accepted by the
management, further discussions will be held to discuss implementation. DIR
(HR) assured that Assns suggestions on placement/absorption of Executives
working in two or three scales above directly in higher grades without DPC as a
onetime measure and giving relaxation in qualifying service for promotion to
the next grade, decentralized DPCs at Circle level as followed now in EPP to
avoid delay, uniform date of promotion which will end pay anomalies etc will be
considered positively at the time of implementation. Assn requested to present
the 3rd recommendation of Uniform first TBP between 4 to 5
years instead of 4 to 6 also in the presentation.
4.
Promotions in different
wings from JTO to SDE, JAO to AO, SDE to DE/EE, AAO to CAO and DE to DGM. The status of various promotions discussed one by one. The
court cases on various DPC also discussed. On JTO to SDE DPC, Mgt informed that
all preparatory work is completed and shortly a favourable decision from
Ernakulam HC is expected once the Hon HC is reopened. On LDCE promotion, all the
321 cases are transferred to PCAT, New Delhi and it will be heard this month
itself. The hearing on court case at Chandigarh on JTO to SDE (LDCE) and SDE to
DE is listed for hearing this week itself. The other court cases related to JAO
to AO promotion and AO to CAO promotion is posted in May, 2016.
5.
Membership verification
among Executives Associations by addressing the issues raised and restoration
of trade union facilities, deduction of subscription from Salary till
membership verification is conducted: Assn strongly
demanded for conduction of membership verification immediately. There is no
stay on verification as propagated by SR section and others. Those worried
about verification only giving propaganda about stay. The Hon court stayed one
of the provisions of the Recognition Rules which arbitrarily disallows the
Assns registered under Trade Union Act. There are no guidelines to disallow
them. If verification is delayed further, Assn demanded to restore the Trade
union facilities available before the notification and start deduction of
subscription from salary. DIR (HR) immediately asked GM (SR) why verification
is not conducting if stay is not there and further directed to discuss with GM
(Legal) to find a way out to end the deadlock and start verification.
6.
Discussion on the following issues postponed to
the next meeting:
a. Joint Committee recommendations on Uniform TBP between 4 to
5 years instead of 4 to 6 years w.e.f 01.10.2000,
b. Officiating pay fixation, pay protection – withdrawal of
wrong clarifications issued on 30.05.2007 and 19.02.2010,
c.
Time Bound Promotion after 4 years from Lateral
JTO and Sr SDE grade as given in the case of AAO and Sr AO grades,
d. Notional pay of E1A and E2A for Civil/Elect wings w.e.f
01.10.2000. Since DIR (HR) is on tour next week, next meeting will be held
in the 3rd week.

16: Meeting with Sri Dev Kr Chakrabarty, GM
(Pers) and Jt GM (Pers): GS, CHQ President and AGS met GM (Pers) and
Jt GM (Pers) and discussed relieving of DE/SDEs from tenure Circles and
other Circles. GM (P) informed that directions will be issued soon to relieve
all the executives from tenure Circles before 16th Aril and from non-tenure
Circles before 31st April. If relieving not happened, then action will be taken
through ERP. Modification in DGM promotion on genuine cases is under
consideration.

of Jt DGM (Pers) and discussed the following issues:
a)
Implementation of CPSU
Cadre Hierarchy: Association
has given additional information about the implementation of CPSU Cadre
Hierarchy like uniform date of promotion which will end pay anomalies,
decentralized DPCs at Circle level as followed now in EPP to avoid delay,
placement/absorption of Executives working in two or three scales above
directly in higher grades without DPC as a onetime measure and giving
relaxation in qualifying service for promotion to the next grade etc which the
Management agreed to consider. GM (Pers) informed that a detailed presentation
will be given to CMD by DIR (HR) and Pers wing very shortly with PPTs on the
CPSU recommendations submitted by the Joint Committee.
b)
Relieving of DEs from
the tenure Circles: Association demanded for the immediate relieving of the DEs
from the tenure NE II Circle where the orders are issued long back and not
relieved till date. Management assured that it will move the file by tomorrow
for issuing the relieving through ERP.

DPC from JTO to SDE: Mgt informed that all the preparatory work is
completed and fresh VCs are to be obtained. As and when relief is coming from
the court, promotion orders can be issued in short time. GM (Pers) assured that
it is on top of the agenda and side by side LDCE promotion also getting
finalized.

promotion: Assn requested to complete the preparatory work
for SDE to DE promotion. Since the hearing of the court case at Chandigarh is
coming this week, it should be expedited. GM (Pers) assured that it will be
given priority as lot of DE vacancy has come due to recent DGM promotions.

DE to DGM
promotion: Assn requested for calling APARs
immediately for the Promotion from DE to DGM for the left over and future
vacancies. Mgt informed that it will be considered after some time after the
present promotions are implemented.
7 APr
16: Meeting with Sri H. C Pant, Sr GM (Legal) on 05.04.2016 on
membership verification: GS, CHQ President and AGS Com
P. Padmanabha Rao met Sr GM(Legal) and discussed about the court case and the
inordinate delay in conduction of Membership verification among the Executives.
Association pointed out that there is no justification in delaying the
verification as there is no stay on verification. Also discussed in detail the
status of the court case filed by one Association at Bangalore. Association
demanded either to conduct the Membership verification immediately or restore
the trade union facilities which the Association had earlier and start
deduction of subscription from the salary. Sr GM (Legal) assured to find a way
out to end the deadlock.
6 APr 16: BSNL CO issued clarification on grant on
increment on promotion wherein the disparity created after 3% increment formula

On the revision of pay, the increment
rate was fixed as 3% of earlier basic and while granting more than one
increment at a time due on promotions, the rounding off was done wrongly. This
was one of the issue pursued by SNEA MH on the basis of discrepancies created
by SSAs like Wardha and with this clarifications, this disparity will be
cleared in respect of all comrades.
6 APr 16: BSNL CO orders for payment of
Professional Upgradation allowance at rates of 78.2 IDA basic w.e.f.

This is first step by BSNL management towards the removal of disparity
among absorbed and unabsorbed officers and till the other allowances like House
Rent, medical continues to be paid @ 68.2 % IDA basic. This may be small amount
in pay, but it is good gesture and initiative by the management and is
assurance to its employees that management is keen on getting issues settled in
the interest of its employees. In similar manner we all comrades should
reciprocate by contributing more and more towards the growth of BSNL so that
BSNL will be in strong position to grant us other allowances and restore the
facilities like LTC.

16: Special Meeting of Civil/Electrical wing Executives in Maharashtra
Circle: {Report by Com. M. A. Wase Joint Secretary NRU SNEA MH}: As per
initiatives by Com Sameer Shinde, DS SNEA C/E Mumbai a
special meeting of Civil/Electrical Wing Comrades from different units of
Maharashtra Circle was held at 1730 hrs on 27/03/2016 in TRC Hall, Telephone
Exchange, MIDC Dombivali East, in Kalyan SSA. More than 50 executives from
Electrical & Civil wing attended the meeting.
This special & short Notice Meeting was presided by Com.

from Maharashtra & attended the meeting after attending LDCE. He had a
special praise words for Com M S Adasul Dy GS SNEA CHQ who attended this meeting
even after informing the same in just short time & also came all the way
from Kolhapur to address the house. He welcomes all the Executives in his
special very cheerful way & said that Civil & Electrical wing is the
back bone of BSNL. Civil & Electrical wing are taking external projects in
addition to their regular duties & also mentioned that how efficiently
difficult projects like USO which were very remotely located had been completed
successfully. Recently Electrical wing has surrendered OCM in various Exchanges
for the purpose of cost cutting. He also entertained the house by his very
touching Marathi poem.

Secretary HQ SNEA MH in his speech narrated the house that he felt really happy by
seeing such a huge gathering of Civil & Electrical Comrades who has come
all the way from all over Maharashtra. He conveyed his best wishes for the

Sameer Shinde DS for organizing such a successful meeting that too in just a
short notice. He appeals to all Comrades to be united & appeal to all
Comrades to come under one banner of SNEA. He assured the house that all the
problems faced by C/E Executives will be taken up at appropriate level &
will try to solve it in his best of capacity.

Secretary Account /Finance SNEA MH in his speech told the house
that it is only due to the persistent efforts of SNEA leadership things have
started changing in Accounts & Finance section. The main issue of transfers
in Accounts wing was taken up by SNEA & now all the transfers are carried
out to the minimum extent & that too as per Transfer Policy. This is
happening just because SNEA is having such a Dynamic leader like Dy GS Com M.
S. Adasul, CP Com S R Kalmegh, CS Com V B Kokate & other leaders were
always there to sort out the problems arising in Accounts & Finance wing.
He told the house that now more & more Comrades from Accounts & Finance
section are coming under the banner of SNEA. Many DGM level officers from
Finance wing have also joined SNEA. This is happening just because of the
working culture of SNEA & its leaders. He also congratulates Electrical
wing for getting awards for energy saving & also appeal to keep on saving
on electricity bills. He congratulated Ratnagiri SSA Electrical & Accounts
Wing for defending MSEDCL notice to pay Rs 1.67 Cr payment of long period i.e.
for period 2011 year industrial to Commercial.

SNEA Kalyan in his speech gave best Wishes for the meeting & praise Com
Sameer Shinde for arranging such a good meeting. He felt good that all the
executives are coming in one platform & SNEA will work for the benefit of

for this meeting which enables him in getting updates about Civil/Electrical
wing issues. He said it is just a beginning for Arch/Civil/Electrical Comrades.
Now they had also got representation at Circle level with Com M. A. Wase
JTO Civil is now Joint Secretary NRU SNEA MH who will surely take the issues of
Arch/Civil/Electrical at appropriate level.

SNEA MH in his speech expressed
great satisfaction by seeing a large number of gathering. Regarding granting of
vehicle to Electrical Executives he said he will personally look into the
matter & also inform the house that soon SNEA Comrades will arrange a
special meeting with all top officers of Arch/Civil/Electrical. He appeals to
all the Comrades to maintain unity & have faith in the functioning of SNEA.
He Specially thank Com J D Kolhe VP SNEA Kalyan, Com Sameer Shinde DS C/E
SNEA Mumbai for inviting him to address the house. He Conveyed his best wishes
to all the Executives for their LDCE results. He said the issue of Notional
fixation of Civil/Electrical is on the top priority of SNEA & soon we will
find some positive result in that direction. He also stated & praised
Electrical Staff of Kalyan SSA for preparing various electrical maintenance
estimates and he has personally pursued it & got it sanctioned & now
soon the work will also start in Exchanges. Also in most of the equipment rooms
AC’s were not working will be replaced by new one. He expressed proud feeling on the stronger

Secretary SNEA MH in his speech told that each & every wing of Telecom is equally
important whether it is Architect, Civil, Electrical, WTR, WTP, ITPC, Telecom
Factory, Accounts etc. All are playing equal role for the revival of BSNL. From
last 4-5 years Civil wing has also started taking external projects thereby
generating revenue. In the process also got appreciation letter from
Commissioner Income Tax Kolhapur & Pune respectively. Com S C More SDE C
& Com Khot SDE C were in charge of that project. Civil wing is also
renting out their unoccupied quarters to other government firms there by
generating revenue. SNEA is playing a vital role for the survival & revival
of the Company. SNEA is equally keen in resolving the HR issues of the
Comrades. Recently Com Deotale & Com Jadhav from Electrical wing got
posting in their choice station as were already working in other state (MP)
& got transfer in MH after completing their tenure. He said at this stage
some critical issues to be taken care by CHQ level i.e. Notional pay fixation
from 1/10/2000, RR at par with Telecom (Diploma/ Degree issue), Uniform
transfer policy not followed in Arch/Civil/Elect wing. He told the house that
to solve the Diploma, Degree issue AGS COM Chandrasekhar has formed an all
India WhatsApp group comprising of 254 members & all are sharing them vies
to solve the Diploma Degree issue. Most of the All India executives were of the
opinion that the Senior Most Executive/RR at Par with Telecom has to be done to
bring uniformity in all. He also informed that around 60+ Vacancies are
expected in Civil Wing for Seniority Cum Fitness for the post of SDE Civil. He
told the house that under the leadership of Com M S Adasul Dy GS SNEA CHQ he
will keep no stone unturned in solving the problems coming in the way of
Comrades. He specially thanks Com M S Adasul Dy GS SNEA CHQ for sparing his
valuable time & coming all the way from Kolhapur to attend this meeting. He
also praised Com Sameer Shinde DS SNEA Mumbai & VP SNEA Kalyan Com J D
Kolhe for arranging such a beautiful meeting for Arch/Civil & Electrical.
He also gave his best Wishes for the upcoming result to Electrical comrades. He

SNEA CHQ in his speech praised all the Electrical Executives who had gather
here from all the corner of Maharashtra that too soon after the LDCE is over.
He conveyed the house that he is always in contact with Com M A Wase Jt
Secretary SNEA regarding Archi/Civil/ Electrical Issues. He said that in all
India SNEA is having the highest paid membership & SNEA Maharashtra led by
Com. Kokate & Com. Kalmegh is in number one position in all India as per as
total membership is considered. This is just due to fair working of SNEA. SNEA
is continuously fighting for the upliftment of executives in BSNL. SNEA is
fully devoted towards growth of BSNL. All SNEA Comrades are working hard and
trying to give the best of services to the consumers with the available resources.
He said that the Notional fixation for C/E Executives from 1/10/2000 is one of
the important agenda being pursued by SNEA will be taken care. He recalled the
ACP issue in C/E wing wherein SNEA succeeded in stopping the recoveries of
senior Executives & then finally issuing the ACP orders thus solving the
major issue of ACP. He felt surprised and said that some of the Executives in
C/E wing itself have created the problem of Diploma & Degree issue thereby
creating lot of court cases. He said in Telecom & other wings any executive
can become DGM/GM but in Civil Wing a Diploma Holder is finding hard to become
even an Executive Engineer. He stresses for common RR for Arch/Civil/
Electrical wing at par with Telecom could be the solution. In this way the senior
most SDE can at least become Executive Engineer and could at least get two
functional promotions in his life time. But due to court cases most of the
Senior Executives will soon retire as SDE only which is really sad. He also
said that in Arch/Civil/Elect Transfer policy is not being followed at par with
Telecom. It will be opposed if transfers are not done at par with Telecom and
in uniform policy manner. Regarding shortage of manpower in C/E wing he said
that soon some Apprenticeship Civil/Electrical new executives will give some
relief. He further assured that SNEA will pursue regarding fresh recruitment in
C/E wing. Regarding Vehicle for maintaining BTS he informed that house that the
vehicles defined for mtce of BTS should be allotted to the officer maintain BTS
and if BTS Mtce is with Electrical wing, the said vehicles will also be with
Electrical wing. He assured to look into issue and assured to have meeting with
CE E & GM HR/Admn Mumbai on this subject. On the issue of merger of Civil
Electrical wing in main stream, he recalled that once proposal was moved by
SNEA and comments were also called by Corporate office, but it was negatively
responded by then PCE Civil & then CE Elect. He assured to have fresh look
on this proposal. For problems of payments through ERP he told the house that
when bills are cleared by filed units, the CSC cell Mumbai of which Com. Om
Prakash is part releases the payments without any delay and hence filed units
should send the bills without delay. On the seniority issue raised by Com
Amit Patil JTO E & Com N A Thite SDE C regarding discrepancy in
Seniority list he assured to take up issue with BW cell BSNL CO. While
elaborating HR issues of electrical wing and its successful pursuance by SNEA
MH, he appreciated HR approach of Mrs. Neelam Singhal CE
Elect Mumbai and conveyed her thanks for such positive and human approach in
dealing with individual grievances. While stressing on the stronger unity
executives of Civil/Electrical wing, he appealed house to bring further awareness
among the executives of both the wings and be alert against the corrupt
practices followed by some individuals and in conclusion of speech assured
house full co-operation to all the executives of Civil/Electrical wing on
platform of SNEA.

SNEA Mumbai in his presidential speech told the house that recently
maintenance work of around 600 BTS USO towers has been given to Electrical wing
but due to non-availability of vehicles the executives will find it difficult
to maintain Hence appeal to the house for making it convenient to provide the
vehicles for smooth maintenance work of BTS. He also told the house that Civil
Wing of Nagpur has bagged a 4-star rating for excellent work done for NEERI
project in Nagpur. It was leaded by then EE C Com. D K Sharma who is now working as a SE C
Mumbai. The house gave a thundering applause to all the Executives involved in
the project. Also inform the house that Electrical wing has got Energy
Conservation awards to BSNL buildings in Pune & Nagpur. He also requested
the leaders to solve ERP related issues. In addition to this Electrical wing
are also doing External Project work which is a remarkable thing to do with
such a shortage of Man power.

to SDE promotion court case at Ernakulam: The case was listed for
hearing today but not reached. Now the case is posted after vacation ending on
15/05/2016. Vacation starts on Friday 08/04/2016.
5 APr 16: As per recent clarification issued by BSNL CO, AGM
Staff Mumbai issued orders for posting of 18 Ex
Service Man TTAs as all have completed JTO Phase -I and Field
Training by posting in same SSA except Nagpur & Nashik SSA. Letter <<<>>>

This is possible due to prolonged
fight on eligibility for JTO LDCE through Hon court even after completion of
JTO Phase-I Training and Filed training these TTAs were not given promotions
and posting as JTO.
·
Now all are promoted and posted as
JTO and very shortly all these 18 JTOs will be sent for JTO Phase-II Training.
·
SNEA MH congratulates all these
comrades on their promotions as JTO and wish them grand success in this new
promotional assignment.
5 APr 16: AGM Staff Mumbai issued list of 100 long stayed SDEs
in Maharashtra Circle and calls for corrections/modifications if any latest by
12/04/2016. Letter <<<>>>

The names of these SDEs will be
considered for posting as substitute for considering request of SDEs who will
be completing All India Hard Tenure during year 2016-17 and will be requesting
for posting to Maharashtra Circle.
·
As per the transfer Policy, stay
of SDEs is to be counted from date of Entry as JTO in Maharashtra Circle.
·
The age of these SDEs is
counted as on 31/03/2017 and all SDEs who will be more than 55 years as on
31/03/2017 are excluded from this long stay list.
·
As per transfer policy the female
executives are not considered for posting to All India hard tenure stations
except their willingness.
·
In Maharashtra Circle, till now no
unwillingness was called from any female executive for all India hard tenure
and the names of all female executives were excluded and willing female SDE if
any was posted to Hard tenure station with such appreciation entry in APRs.
·
But due to complaint by some male
individuals to safeguard themselves temporarily from this long stay list and
transfer thereafter, the names of all female executives are also added in this
long stay list.
·
Due to this, now all female SDEs
will have to submit their unwillingness for posting to All India hard tenure
Stations.
·
SNEA MH will take up case for
exclusion of names of all female SDEs and names of SDEs working at All India
Soft Tenure stations i.e. Gadchirolii and Sindhudurg.
·
But till then, all female SDEs in
this long stay list may submit their willingness directly by email on adstaffb@bsnl.co.in
and there is no need to give any reason for same and even single sentence/line
representation confirming unwillingness will be more than sufficient to delete
their names from this long stay list.
·
The executives in this long stay
list who are posted & working at All India Soft Tenure Stations i.e.
Sindhudurg & Gadchiroli SSA should also submit their representation quoting
details of their stay at these all India Soft Tenure and requesting to delete
their names from this long stay list. All such cases of will be pursued by SNEA
MH for deleting their names from long stay list if they are willing to complete
their three year all India Soft Tenure at these SSAs.
·
Male SDEs in this long stay should
consider their position in long stay list by excluding names of female SDEs and
SDEs working at All India Soft Tenure Stations and should plan their actions
accordingly.
·
From this year onwards,
the long stay list will be operated combinely for SDEs in Territorial Circle as
well as for all SDEs working in Non-Recruiting Circles but in the territory of that Recruiting
Circle.
·
In some of the cases the entry
seems to be counted from cadre below JTO or from the start of JTO Training
which is not correct and all individuals will have to represent their cases.
·
The names of the long stay SDEs
from last year long stay list are missing even though they have not completed
55 years of the age.
·
The SDEs having genuine medical
problems as defined in transfer policy may submit their representation along
with all relevant documents and Certificate of Civil Surgeon so as to delete
their names from this long stay list.
·
It is also seen that the list is
not exactly sorted out as per date of joining as date format is different and
hence this list is not totally as per the long stay and some names are
appearing at different positions of long stay that where it should have been
practically.
·
By considering all above facts,
there will be much changes in this long stay list and there are chances that
names of some other SDEs may be added in this list of 100 long stayed SDEs.
·
As such all these SDEs in this
long stay list should be alert and check the correctness of their own data as
well as data of all other parallel /senior SDEs and get it corrected first at
SSA and then at Circle Office, because once the list is finalised by MH Circle
and sent to BSNL CO, it will be difficult to change it at later stage and
individuals may have to face hardship mainly due to wrong.

4 APr 16: JTO to SDE promotion court
case at Ernakulam: The case
came up for hearing today. After preliminary submissions, it is posted for
tomorrow for hearing.
4 APr 16: Court cases at Hon CAT, Chandigarh against
promotions: The court case on JTO to SDE under LDCE quota and SDE to DE
promotions were listed for hearing yesterday but postponed for two weeks.
4 APr 16: Availability of
EPBTs in Maharashtra Circle: During different General Body meetings
and District Conferences of SNEA in different SSAs, the comrades are raising
issue of acute shortage of EPBTs in filed units. But it is found that ample
EPBTs are available in Stores of BSNL Maharashtra Circle. When many of the
customers in different SSAs are complaining about faulty EPBTs or officers are
facing shortage of EPBTs for providing new connections, unfortunately EPBTs
from Maharashtra Circle are being diverted to other Circles as having excess in
stock of MH Circle. As on Toady about
80000 EPBTs are available in different stores of Maharashtra Circle and filed
units are expressing about shortage of EPBTs that means there is some
communication gap between filed units and Circle Office.
As such all needy SSAs/ Units may submit their requisition to Com.
Murali Uduta JTO SP Mumbai (Contact

requirement.
