welcomes Shri. M. K. Jain, CGMT MH on his Vidarbha tour: {Report by Com. Manish Pandhare CWC Member}: On visit of Shri.
M.K.Jain CGMT MH, 29/09/2014, the delegation of
SNEA (I) Nagpur gave him warm welcome by offering beautiful bouquets and
had meeting for discussions on different issues related to growth of BSNL
Nagpur, different HR & Development issues, and discussions continued for
one hour. Shri. R. N. Patel, Sr GMT Nagpur, Shri.
N.K. Naktode DGM (Admn & Plg) were also present
during the meeting.

MH Circle congratulates Com.
R.K. Trinagare, SDE Nanded SSA {9422175400} Com. K.T.Dhurandhar, PRO
Nashik SSA {9423968387}
on their superannuation retirement on today, 30/09/2014 and wish them and their
family members “A Very
Happy, Peaceful & Long Retired Life”.
Com. R.K. Trinagare is working as SDE Mob Prov Nanded and
has completed service of 38 years in DoT & BSNL and has served in Parbhani
& Nanded SSA and for some period at Ahmednagar SSA. He is known for his
leadership abilities, soft spoken language and helping nature. He has always
taken active part in association activities and he has rendered his services as
District Secretary JETA Nanded & Parbhani. He also offered services
as Circle President JETA Maharashtra Circle and has helped Maharashtra
comrades by resolving their HR issues.
He was also director of Aurangabad Employees Co-Op Credit Society and
was Chairman of Parbhani Society. After retirement also he has plan to help poor
students by free of cost coaching and guidance in maths
Com. K.T. Dhurandgar is working as PRO Nashik SSA &
is Senior & die-hard member of SNEA
(I) Nashik and has taken active part at each and every activity of SNEA (I)
Nashik. He joined DOT as Telegraph Clerk in Aug 1973 at CTO Mumbai & in
1977 transferred to Bhusawal and after qualifying exam in 1991 & he was
promoted as ASTT. Since 1994 he is serving Nashik SSA in different capacities
of JTO & SDE and as on today he is working as PRO Nashik. Today after
completion of 41 years & 2 months of his dedicated services earlier in DoT
& now in BSNL, Com.K.T.Dhurandhar retires on superannuation and till the
last day of his retirement he continues duties with same dedication &
sincerity.
SNEA(I) MH salutes sincerity, dedication and affection Com. K.T. Dhurandhar &Com. R. K. Trinagare towards BSNL and SNEA(I) and on behalf of thousands of

29 SEP 14: Meeting of SNEA (I) MH delegation
with Shri. N.K. Gupta Director CFA BSNL Board:
By grabbing opportunity of presence of Shri. N. K. Gupta, Director CFA BSNL board in
Mumbai for West Zone Meeting for review of CFA activities, the delegation of
SNEA (I) MH led by Com. V. J. Bhandirge JS HQ SNEA (I) MH consisting CS, Com. S. B. Bhosale,
CT SNEA (I) MH, Com. D. S. Kamble, CEC Member Mumbai, Com. Anil Dubey DS SNEA (I) Mumbai and Com. Bhagawan Appa, ADT
SNEA (I) Mumbai gave him warm welcome by offering bouquet. Delegation met him
in Inspection Quarters at 1700 hrs on 26/09/2014 in presence of Shri. M. K. Jain
CGMT MH who also supported concern of SNEA (I) on many of the critical issues.
During overall half an hour discussions which were especially on CFA segment,
we have discussed each and every point of our memorandum. The details
of discussions will be uploaded shortly.
29 SEP 14: As per directives for “Swachh Bharat Abhiyan” on
02/10/2014, all the staff and officers will be given “Swachchata Shapath” at 1100 hrs and thereafter they will be
participating in “Shramdan” from 1115 hrs by cleaning their own offices and

directly monitor cases of Rule 8 transfers of JTOs by six monthly reports from

A. N. Rai CMD BSNL and held discussions on the following subjects:

Assn submitted the details of
vindictive actions initiated by CGMT/Kerala Circle after the settlement on
01.08.2014 as suggested by CMD, yesterday:

Modifications in DE promotion
for the cases of above 57 years, retention in different Circles, specific
case of Maharashtra Circle where by wrong calculation of working strength,
Executives are sent out of the Circle. CMD assured to examine the cases.
27 SEP 14: Meeting with ED (Finance): GS, CHQ
President and Com M. Gopinathan, CS/TN Circle met Smt
Sujata Ray ED Finance and discussed the following issues:
a.
30% superannuation benefits to
BSNL Recruits. Assn requested Madam to finalize the proposal at the earliest
keeping in mind, the welfare of the employees as this is the only social
security measure for them after retirement so that Management can take a
decision on the matter at the earliest.
b.
DPC from JAO to AO: Assn requested
to expedite the DPC for all the vacancies:
It is understood that
yesterday, there was a big demand from BSNLEU and NFTE in the National Council
on the issue of 30% superannuation benefit in which CMD assured them an early
action. In addition to the persuasion by ourselves, we are in touch with BSNLEU
and NFTE on this crucial issue.
27 SEP 14: As per instructions from BSNL CO for using only BSNL
email ID for all official communications, add DGM Mobile Nagpur issued orders for its implementation for office of

27 SEP 14: AGM Staff Mumbai issued modification orders in posting
of DE Regular within Maharashtra Circle as per recent promotion orders in which
all the promoted DEs are retained in working SSA. Letter <<<>>>
SNEA (I) MH conveys sincere thanks &

CGMT MH for considering all the requests for retention in same SSA and really
this is great and real human approach. SNEA
(I) MH has raised concern on dislocation of all these executives just on DE
Adhoc to DE Regular promotion and both the officers in Circle management
have responded it very positively in real HR approach and as historic outcome,
all the dislocated DEs have been retained in their present working SSA.
This has also saved more than fourteen lakhs of BSNL on avoidable transfer
posting.
27 SEP 14: AGM Estt Mumbai endorsed the BSNL CO order issued for
preparatory exercise for JTO to SDE promotion DPC now including vacancies of year 2013-14 calling for
screening committee report and grading of APRs of year 2010-11, 2012-13 in
respect of all eligible JTOs. This is
special attempt to fill all vacancies under seniority cum fitness quota

As per these modifications in Urban area, GSM BTS maintenance &

CM Pune and for rural area infrastructure maintenance for both BSNL & Non
BSNL sites will be responsibility of Pune SSA and responsibility of GSM BTS

14: SAD News: Com. M. B. Sangale, Joint Secretary
(West) SNEA (I) CHQ lost his beloved mother Smt. Shinabai Bhimaji Sangale as she passed away at 79 years of her age in their
residence at Malegaon (Sinner) Dist. Nashik due to major heart attack at 1130
hrs on 26/09/2014. This is great loss to Sangale family and SNEA (I)
Maharashtra shares this moment of deep sorrow and lifelong loss to Com. M. B.
Sangale. SNEA (I) MH conveys deep condolences to the bereaved family members & prays almighty
to give peace & space for departed souls in heaven.
Com. M.B. Sangale was on way to Delhi
for participation in indefinite strike at BSNL CO and unfortunately he could
not reach for last rites of his beloved mother. Comrades, this is great
scarifies by Com. M.B. Sangale for association activities and shows his concern
towards SNEA (I) comrades.

announced “Bharat Sanchar Seva Padak 2014” two in Executive Category and
4 in Non Executive Category for their excellence in performance during year

SNEA (I) Maharashtra that Com. C. P. Gaikwad {9422661545} DE Prabhadevi
WTR Mumbai & Organising Secretary SNEA (I) WTR is one of the two winners of
this prestigious all India Level Award in executive Category. This award
contains citation and Rs One lakh only and he will be presented this award on
BSNL day i.e. 01/10/2014.
SNEA (I) MH appreciates his efforts and
congratulates Com. C.P. Gaikwad for grabbing this award with his sincere and dedicated
efforts and to make us feel proud. With such dedicated and fearless efforts he
has recovered Rs. 71 lakhs from private operators damaging BSNL OFC Network and
till now he continues his efforts with same dedicated and devotion. This award
will definitely give him courage for further struggle on this issue and we

26 SEP 14: Congratulations!!! Maharashtra Circle announced “Vishistha Sanchar
Seva Padak 2014” total 8 in Non Executive Category and 4 in Executives

25 SEP 14:Indefinite Fast by CHQ leaders and
SNEA(I) Kerala comrades deferred: After detail
discussions with CMD BSNL and following firm assurances given by the indefinite
fast by CHQ leaders and SNEA(I) Kerala comrades deferred.
1.
No salary cut will be
implemented now. If any SSA already implemented, supplementary bill will be
prepared to refund the same.
2.
No vindictive actions hereafter,
CMD will ensure the same.
3.
A senior officer above CGM will
be asked to review all the actions taken by CGM. SNEA has to give the details
by tomorrow.
4.
The transfer of officers will be
reviewed and they will not be forced to join the new place.
This is very
positive development and this is great victory of Kerala Comrades fighting
against injustice and corrupt practices and continuously agitating for more
than four months.

25 SEP 14: Day IV: INDEFINITE FAST by CHQ
leaders and other activists continues for the 4th day from 22.09.2014: Comrades
of SNEA (I), it is testing and challenging time for each and every Comrade of
SNEA (I) throughout the Country to come out with greatest determination and
unprecedented solidarity to defeat sinister designs of CGM/Kerala to
destabilize our beloved Association because of tough and legitimate stand taken
by us on some critical issues. Rise to the occasion and demonstrate
extraordinary solidarity. This clarion call is to be responded by each and
every comrade of SNEA (I) with unwavering commitment.

Today, Com. S.V.Pawar DP SNEA (I) Circle Office Mumbai will be present at
Delhi toady and support on going agitation. Com. A.R.Manani, VP SNEA (I) CHQ and Com. M.B. Sangale Joint Secretary (West) SNEA(I) CHQ have started today
morning and will take part in indefinite hunger strike along with GS &
others from tomorrow.
While CGM/Kerala Circle is continuing his
acts of indiscriminate victimizations, there is no intervention from BSNL Management
to prevail upon CGM to comply with the terms of negotiated settlement between
him and our Association, with the intervention of top BSNL Management. Instead,
CGM is going ahead with his acts of victimization even after negotiated
settlement.
Com. Padamnabh
Rao, Jt Secy/South, felt extremely weak and
exhausted and police tried to shift him to govt. hospital. However, he resisted
being shifted to hospital and is continuing his fast. In the same way, our
CS/Kerala, Com. George
Verghese, and AGS Com A Chandrasekhar are also feeling exhausted but is going
ahead with his fast in a determined manner. CGM is trying his best to get him
forcibly shifted to hospital but our Kerala comrades are determined to defeat
his move also.
Comrades, needless to appeal, we are
confident that we come out in thousands and thousands, and each and every one
of us, to fight this hour of crisis with unprecedented determination and
deepest conviction to defeat attack on fundamental right of trade unions to
lodge legitimate protest against irregularities and arbitrary functioning.

SNEA (I) MH has raised concern on such methods and rightly pointed out that none

Amravati has proved concern of SNEA (I) MH. It is very positive step that in
this reminder letter AGM Staff Mumbai has clearly mentioned that if comments
are not received from concerned authorities by 26/09/2014, then decision will

this, matter will be resolved thereby giving justice to the executives held up
at small & difficult SSAs due to all of sudden changes in item 11 of transfer

Surprisingly she has not made any reference of this letter of SNEA (I) MH and
only reference of her earlier letter dated 07/08/2014 is given in this fresh

21 SEP 14: AGM Staff Mumbai issued
posting order of 167 SDEs/DE Adhoc within Maharashtra Circle on their promotion
as DE Regular by posting all of them in same SSA except 14 cases of out of SSA
transfers. Letter

It is seen that sincere
efforts have been taken for retention of all DEs including consideration of two
own cost request, but displacement of 12 executives is done in random manner without
any consideration of nearby SSA criteria normally followed in such mass posting
& even in DE L/A also. While posting these 12 DEs some cross shifting is
done like Nagpur DE is posted to Buldhana & Pune DE is posted to Bhandara
SSA, shifting officers from one corner of Maharashtra to another corner at far
off places and it could have been done in better and more suitable manner.
When no mercy is shown to any of the 12
officers transferred out of present SSA and DEs with very less stay are also shifted, out of turn and special privilege is
granted to Shri.
V.P. Kulkarni,
DE Dhule/Nashik having highest stay in Nashik SSA, as well as in Maharashtra
Circle by posting him at Nashik even though he has been recently transferred
from Nashik to Dhule as longest stayed DE Adhoc and his reliever also has
joined in Nashik SSA. Circle management has granted such illegal retention by
forgetting its own long stay transfer order issued before month and working SSA
is shown as Nashik instead of Dhule while in all other such cases working SSA
is shown as transferred SSA. Surprisingly Com. V. S. Sonawane, presently working
as DE Adhoc Jalgaon & having just one year stay in Jalgaon after his
transfer from Dhule is shown working in Dhule SSA and is posted in Dhule SSA.
The limit of mercy by Circle
Management overflows only in case of Shri. V.P. Kulkarni with special
favouritism as he is retained by crossing even higher limits of justified DE
strength of Nashik SSA. In a blind approach & thump rule by Circle management
to accommodate single person, posting has been done by crossing its own rules
and procedures, which has been always base for posting of any officer on
promotion in any cadre including DE. In same promotion order, for Com. K.P. Kulkarni, presently working as DE
Aurangabad, working SSA is shown as Jalna and posted SSA is also Jalna as he is
under transfer to Jalna and this is present procedure followed by Circle
management and it cannot be changed only for single Kulkarni.
SNEA (I) MH has already registered
strong protest with CGMT MH for such biased approach for single person and
requested either for stopping such favouritism with equal treatment to all
executives or grant of such undue favour to all 12 officers transferred out of
their parent SSA and give them justice at least up to limit of justified posts
of that SSA. SNEA (I) MH will continue its protest against such undue
favouritism and fight for equal treatment for all executives and we will take
up matter in details with CGMT MH either for withdrawing undue favour or to
grant such favour to all others.
21 SEP 14: AGM Staff Mumbai issued
reliving order for 37 SDEs out of Maharashtra Circle on their promotion as DE
Regular. Letter

It is unfortunate that even
though more than 176 post of DEs are vacant in Maharashtra Circle and AGM Staff
Mumbai has written letter to BSNL CO with approval of CGMT MH just on
15/09/2014 for retention of all 37 DEs in Maharashtra Circle to fill these
vacant posts, the process of reliving has been started within two days of this
letter by AGM Staff Mumbai certifying clear vacancies of DEs in MH Circle which
has been wrongly taken up by BSNL CO as 80% working DEs. We are still
hopeful that BSNL CO will review the working strength of DEs in Maharashtra
Circle and will retain certain DEs in Maharashtra Circle. Reliving of all these
37 SDEs who are presently working as DE L/A in one stroke will definitely
affect working of BSNL Maharashtra Circle and let us hope that CGMT MH will
use his good words with BSNL CO for this case also, which seems to be not used
yet and BSNL CO also will respect to the intervention cum request of CGMT of
biggest Circle earning highest revenue for BSNL.

14: JAO to AO promotion: Association strongly protests against the
arbitrary move to fill up few AO posts keeping aside large no of AO vacancies.
According to the proposal, the JAOs of 2003 and 2004 year only will be
considered for promotion now, where as more than 1800
vacancies are available. Assn strongly demand that all the 1800 plus AO
vacancies to be filled immediately with eligible JAOs.

with Sri Anupam Srivastava, DIR(CM): GS Com
K. Sebastin met DIR(CM) and discussed the disconnection of BSNL GSM sites by the
IP provider “VIOM” in MP, MH and GUJ Circles. DIR (CM), taken up the matter
with the CEO of “VIOM”. The dispute between BSNL and “VIOM” is regarding the
rent for the IP sites where BSNL is the 5th or 6th
service provider, and there is no rate fixed for the 5th or 6th
service provider. After the strong intervention of DIR (CM), “VIOM” agreed to
reconnect the IP sites disconnected earlier.

19 SEP 14: Great Response & dedicated support by SNEA(I) comrades by mass
Dharana throughout Maharashtra Circle: SNEA(I) Comrades throughout Maharashtra Circle have
registered their protest by active & mass participation in third phase of
ongoing agitation for settlement of long pending demands as per call given by
SNEA(I) CHQ. We have received reports from each and every District of
Maharashtra Circle about active participation of comrades at SSA Head Quarters
wherein executives have hold day long Dharana and shown their dedicated unity
and support to the demands. In Circle Office & in every district, SNEA (I) activists
and leaders have addressed such mass gathering bringing awareness among
comrades , explaining the reasons for such agitation on platform of SNEA (I),
status of present demands and further course of action for settlement of
demands. The mass participation is seen at each and every SSA of Maharashtra
Circle and especially at Pune SSA, first time in any call of agitation only by
executives; more than 180 comrades have taken part in Mass Dharana. It is also
reported that in historic movement, young comrades of SNEA(I) have come out of
offices in mass to support this call and strengthened the demands and have
registered milestone achievement in further progress in settlement of their

issues related to welfare of our executives and present BSNL status & briefed the house about all the current
activities of SNEA (I) in Maharashtra and highlighted the important achievement
as far as the development and HR issues are concerned. CS appreciated the GMT
Nashik about development work in Nashik & thanks to god that such dynamic
leadership is available at Nashik & treated that due to their continuous
efforts the Nashik SSA is showing positive growth in revenue & tops in MH
circles in many activities after Pune SSA. CS also shown concern over the poor
QOS in GSM sector in MH due to unavailability of HW, PP & Bty problems. CS
enlighten the hopes that the “Acchhe Din” & back glory will definitely come
if the sufficient material will be available in all fields of telecom. CS also
retreated that its duty of management to extract the work from staff to develop
BSNL services. He categorically told that more than sufficient funds has been
allotted for repairing of faulty & RNP GSM cards to restore the GSM
services and CGMT MH is personally monitoring GSM maintenance works. CS told
that the extra 5% weightage in total executive strength to revenue earning 5
major SSA including Nashik has been given consideration by Sr GM HR/Admn
Mumbai. He requested house to be ready for offering best services to BSNL
customers during Kumbh Mela in coming year.

Com. S.V. Bhad Circle
President SNEA(I) MH has addressed the house about the activities being
performed by SNEA (I) Nashik and MH and pointed out some pending important HR
issues. CP also taken issue of shortage of material such as Drop wire, cables,
Bty, BTS & Node-B Hardware etc. He also impressed upon the speech of MOC in
HOCC meeting at New Delhi & said that there is ray of hopes for the
development in BSNL from the new Govt. He further mentioned that GMT Nashik is
taking all out efforts for the forthcoming Kumbha-Mela at Nashik &
Trimbakeshwar. He also advised members of SNEA (I),
Nashik to attend the office in time as GMT Nashik is personally monitoring the
attendance of entire staff. He also impressed upon the capacity & ability
of GMT Nashik towards development of BSNL services in Nashik SSA. At last CP
urged GMT Nashik for sufficient availability of minimum required stores for mtce & development works and not to leave executives to
face public without these basic requirements creating embracing situation for
them.

Shri Nitin Mahajan, GMT Dhule in his address expressed his views and
experience of working culture of Nashik SSA and put forth the comparison of
working at ease in Nashik and the difficulties in Dhule SSA due to acute
shortage of executives and staff. He categorically mentioned the approach of
SNEA (I) towards its members and dealing with general
HR & development issues. He mentioned SNEA (I) can
resolve present stalemate in shortage of material .He further expressed that
the young & qualified Executives should get chance to lead in BSNL
management and questioned about quality of present DGMs in BSNL. He also given
example that how Indian Security Press at Nashik & other five palaces in
India is closed with Govt. decision
& made aware the house that such steps may be taken for BSNL also and
appealed members to be ready to face such critical situation.

Secretary (West) SNEA (I) CHQ in his speech
appreciated the hard work of GMT Nashik for BSNL development. He mentioned that
how the transmission media is upgraded & also how GMT has taken efforts for
making best CSC at N.D.Patel Rd & Canada Corner. He further mentioned that
GMT is in full support to increase the FTTH connections in Nashik & prepare
for proving excellent services during the forthcoming “Kumbha Mela”. He pointed
out that the address of Hon.MOC has shown serious concern towards BSNL services
& directed to all BSNL authority to focus on improvement of QOS to retain
the customer base but admn. He also passed massage that the ongoing agitation
programme of SNEA (I) is not our membership
verification manifesto but our association is very serious about resolution of
all these pending issues as we are persuading since long time. He also given
trace on issues such as 7000 Cr huge loss in BSNL in last FY, BSNL-MTNL merger
etc. At last he mentioned that “Work is Worship”, hence all should attend the
duty in time.

President SNEA (I) CHQ in his speech appreciated the
efforts taken by SNEA (I) Nashik leaders & team for Grand success of District
Conference. He mentioned that the vision of newly formed Govt. is Digital India
which will definitely give more & more work to BSNL & ultimately
results in revenue generation source. He appraised house about
the status of different DPCs, shortage of materials to meet day to day field
problems. He requested all the members to concentrate on the improvement of
telecom services & leave the settlement of HR issues to CHQ. He also
congratulated SNEA (I) Nashik members for keeping this
association flag at always at high by actions and unity.

Shri Suresh Babu Prajapati, Chief
Guest & GMT Nashik in his special style & highly studied one & half
an hour address to house highlighted the various development & HR issues
resolved after taking over charge as GMT Nashik. He emphasized that in his
carrier as GMT how our HR system is improved. About development of Nashik SSA
he elaborated that how the diff. parameters either fault rate in BB or LL or
provision of FTTH are ahead than any other SSA in MH Circle. He categorically
mentioned that Nashik is first in revenue generation & shown positive
growth in MH Circle. He further mentioned that the due to renovation of CSCs at
N.D.Patel Rd & Canada Corner, now customers also have provided access of
these CSCs on 2nd Saturday & Sunday. He mentioned that in Nashik
SSA Prepaid Mobile connections are increased with increase in revenue & the
Post Paid mobile Connections are stagnant also mentioned that the vacant Staff
quarters are rented out for additional revenue generation. He further mentioned
about development in Transmission Media, DSLAM, 3G Node-B on IP media, MFS/data
issues in diff. BSCs, CAF scanning, NOFN project, outstanding recovery, Air
force issue etc. GMT also given the road map of BSNL services in forthcoming
“KumbhMela” & informed that new 32 GSM BTS are sanctioned for installation
to provide GSM services in the forthcoming Mega event .At last GMT given
“PanchSutra” for BSNL progress- 1) Reaching to duty place timely.2)Give
sufficient time to perform our duty. 3) Take review of our work daily.4) Go in
field & check problems 5) Find the challenging jobs & place for further
development.

GBs & 25 Executive Body meetings were conducted and how has specially tried
his level best to be in touch with members through sms and maintaining website
of SNEA(I) Nashik personally giving up to date information to members.

steps taken by SNEA(I), steps taken by
SNEA(I) in conducting DPCs, issues related to membership verification and its
persuasion by SNEA(I), outcome of recent meeting of SNEA(I) CHQ at Delhi &
issues taken by SNEA(I) MH, facts about the ongoing agitation by SNEA(I) Kerala
and its support by SNEA(I) MH comrades,
status of pending request transfers of executives in Maharashtra Circle
and issues pending with transfer policy, misuse of immunity and steps taken by
SNEA(I) MH etc. The different queries raised by members about HR issues were
satisfactorily replied by CS.

SNEA (I) Nashik, a special interactive
session was arranged at Nashik which was addressed by young leaders of SNEA (I)
MH Circle on 13th September, 2014 at 1700 Hrs at TRC Club Hall of
Sanchar Bhavan, Canada Corner, Nashik and young comrades of SNEA (I) Nashik
attended and actively participated in it.
The main agenda of this meet was to update young comrades of
Nashik about the issues of their own concern and very genuine efforts being
taken by SNEA (I) on the various matters and at
different levels. Though spontaneous, an overwhelming response was observed for
this meeting from the every young comrades of Nashik and 100% attendance of
these comrades was observed. Comrades of Nashik were updated about following
issues of main concern along with many other issues for which SNEA (I) is taking continuous efforts. These issues are:

The meeting started with formation of DIAS. This meeting was presided
over by Com. A. R. Akhade, DP Nashik and was beautifully anchored by Com. S. A. Bhadane, DS
Nashik along with a welcome speech.
All guests were warmly welcomed by the Comrades of Nashik by
offering a bouquet of flowers.
* Com. S. A. Sarode, Jt. Secretary Vidarbha explained the
complicated issue of EPF and updated all about the struggle of SNEA MH Circle
for resolving the issue. He also updated how the inputs from young comrades are
important to create awareness and settle such issues by the SNEA platform and
appealed for more and more active involvement of these comrades in association
activities. He stressed on SNEA’s well defined strategic stand while handling
any issue which yields expected results majority of times and for which the
other associations lag. At the very beginning he briefed the issue and
explained how the matter can be segregated for the various groups of DR
executives having single/multiple EPF accounts. He explained how the SNEA team
at Circle office took big efforts to update EPF accounts with their own hard
earned money. Further he appealed to communicate on the issues as every
individual executive may have a little different problem and it may be
necessary to take individual efforts. He also updated about the status of
Universal Account Number (UAN) being offered by the EPFO and necessary KYC data
to be submitted by the members through their employer. He appealed to cooperate
by providing necessary KYC data as soon as possible and it was suggested by
Com. Adasul, to have a link on SNEA MH Circle website to collect the necessary
data. Everybody supported for the same. Com. Sarode also briefed on the demand
raised for 30% superannuation benefits and stand taken by the association at
CHQ level.
* Com Anil Dubey, DS Circle Office, Mumbai updated the
house about the stand of association on the issue of Standard Pay Scales. He
explained how the implementation of standard pay scales will be beneficial not
only to DR executives but to all the executive of BSNL. He explained the
initiatives taken by the association on the matter and made aware all that this
issue was only initiated by SNEA Supreme Leaders at CHQ. SNEA was the very
first association to raise a voice and find the requirement of having standard
pay scales to all executives so as to minimize various pay anomalies. He
updated house about the decision taken
by DPE to reject the intermediate pay scales recommended by BSNL Board and
updated that only SNEA was the association to intervene with DPE for rejecting
the demands of the BSNL Board. He commented that intermediate pay scales are
the root cause for various pay anomalies and SNEA will never accept them. SNEA
has won half a battle by obtaining consent of DPE and will now fight with BSNL
Board for implementation of the standard pay scales. He also appealed all to
have a faith in association as no other association can handle these issues as
good as SNEA.
* Com Mukesh Wadhwani, Jt. Secretary Kalyan SNEA (I) MH addressed the house on very crucial and sensitive
matter of Pay Anomaly of DR JTO batches 2007 and 2008. He also commented on the
CPSU cadre hierarchy and functional time bound promotions. Com. Wadhwani, with
his deep study on the matters explained the house that how the pay anomaly was
generated and even how the notional
increments were denied by the management due to lack of awareness among DR
JTOs and wrong stand taken by other
association on the issue. He explained the struggle made by SNEA in particular
to stop the pay recovery and bestow E1+5 notional increments to all demoralized
young JTOs of the department. He also made aware how fresh recruited physically
challenged executives were deprived even of the 5 notional increments and how
association fought for their rights. Explaining the basic reason for generation
of the pay anomaly he appealed all to keep faith and patience. He gave an
example of JTO 2005 batch who also was divided by the
tactics of management but how they obtained the fitment after a wait of TWO
long years of 2nd Pay Revision Implementation. He explained how CPS
cadre hierarchy is necessary and unopposed stand of association to support
LDCE, MT and DGM recruitment by BSNL. He opposed the hurdles created by BSNL’s
own executives on various promotional maters by making court cases and applying
stays thereof and suggested that legal remedy may be the last option.
* Com Mahanand Gaikwad, ADS SNEA(I)
Pune addressed on various issues of concern including smooth and timely
conduction of LDCE, delay in implementation of promotion orders due to various
court cases after LDCE result declaration, not acceptable difficult eligibility
criteria set by management for the internal candidates aspiring for MT and DGM
recruitments and survival of BSNL. Com Gaikwad briefed how it was difficult
earlier to obtain a promotion to STS grade when LDCE was not in picture. How
SNEA supported LDCE and other associations opposed even though the leaders of
those associations appeared and get promoted, but their followers keeping wrong
faith not appeared for the examinations and made a great loss of their service
opportunities which created a doubt on the stands taken by those associations.
He also appealed for not making court cases and follow
the better way of internal protest so that everybody can get equal opportunity
for promotion. On survival of BSNL he appealed all young executives to take
extraordinary efforts to earn money for department and implementing their
technical knowledge. He put an example of EB Pune team who is taking a lead
role in implementing various EB projects all over Maharashtra and generating
big revenue by that. He asked all young executives to be a part of
revolutionary team and take the department to make speedy positive growth and
commented this is the only mantra for the survival of BSNL.
* When all the above young leaders were
addressing young comrades of Nashik Com. M.S. Adasul, CS SNEA (I)
MH was continuously interactive with his admired way of communication. He also
answered all the doubts and queries raised by the comrades about their issues
and initiatives on platform of SNEA (I) at different
level. He thanked all young executives for having faith in SNEA and supporting
on various occasions. He appealed for a bigger support throughout the MH Circle
and insisted to come forward and fight from the front keeping hands together
with the SNEA leadership.
* Com. S.V. Bhad, CP SNEA(I) MH appealed the comrades
to have stronger unity of young comrades under banner of SNEA(I) and appealed
to bring awareness and understand the initiatives taken by SNEA(I) for JTO cadre at different time and different levels.
* Com. M.B. Sangale Jt Secretary (W) SNEA (I) CHQ also
updated comrades about the initiatives taken by SNEA (I) CHQ for addressing
grievances of the young comrades and assured them that SNEA (I) was and will
always remain home of JTO cadre and all the issues will be resolved with
continuous persuasion and appealed comrades to have patience and be united
under banner of SNEA (I).

their experience during interaction on different issues. With elaborate
discussions and update information on all issues of young brigade the Meeting

16 SEP 14: Meeting with Shri. M.K. Jain CGMT
MH Circle:
As
per the agenda submitted by SNEA (I) MH on 01/09/2014, the meeting was held on
Wednesday, 03/09/2014 to discuss this agenda in detail. Shri. M. K. Jain, CGMT MH was chairperson of
the meeting which was also attended by Shri. Praveen Malhotra Sr GM HR/Admn Mumbai, Shri. Mukesh Mangal, Add GM HR/Admn Mumbai & Shri. P.R.Sule,
AGM Staff Mumbai. Com. Anil Dubey, DS SNEA (I) Mumbai and CS
attended this meeting and provided feedback and views of SNEA (I) MH on each
and every point of agenda of the meeting which started at 1110 hrs and
concluded at 1345 hrs with fruitful and positive outcome on many of the issues

15 SEP 14: SAD NEWS: With deep sorrow it is to inform that Com. S. B. Kokane, SDE WTP Bilaspur in
Chhattisgarh Circle formerly working as SDE WTP Akola Maharashtra Circle is no
more as he met with tragic car accident on 12/09/2014 while he was driving his
car from Akola to Amravati along with his family members. It is unfortunate
that the family members of Com. Kokane including his wife & father in law
who were also travelling in same car passed away while they were hospitalized
after accident. Our heart goes out for his two daughters and a son who are
still in teens & studying.
SNEA(I) MH
mourn his premature exit to heaven when he had so much to contribute and so
much of responsibilities to still perform & pray almighty to give peace
& space for departed souls & to give courage to his family members to
fight all the adversities and fill the vacuum created by his untimely exist.
Being a very good & dedicated worker of
DOT/BSNL Com. Kokane rose to the ranks of SDE from Technician and before
his transfer to Bilaspur, he has served WTP Mumbai and Akola division. Due to
very hard work ethics, he was always given prime duties which he executed with
equal guile & ease. Being man of great character Com. Kokane kept pursuing
other academic avenues along with his official duty and also held a degree in
Law which he acquired while performing his duties.
Com. S. B. Kokane, was dedicated & active member of SNEA,
WTP and has served association in the capacity of area secretary of SNEA (I)
WTP & he will always be remembered as a hard working, dedicated &
disciplined worker of BSNL
& a great comrade of SNEA (I) and as very good-natured, soft-spoken,
courteous person.

13 SEP 14: Requirement of executives
at ITPC Pune:
Comrades,
many of executives working in Maharashtra Circle have submitted request
transfers to ITPC Pune and matter is being pursued by SNEA (I) CHQ and now
there is need of 2 DEs, 11 SDEs, 6 JTOs & 4 AOs in ITPC Pune and
there are chances of consideration of all such request to ITPC Pune.
For IN platform requirement the applications
are to be sent directly on sharmavk11@gmail.com within week’s period and for
ERP rollout project the applications are to be sent through proper channel. The executives who have
earlier submitted request transfers to ITPC Pune and not yet considered are again requested to
send fresh willingness & resume as above as these willingness for IN
platform will be now scrutinised by CGM ITPC Pune which was not procedure in
case of request transfers.

officers in Circle long stay list and officers under transfer to other
assignments.
13 SEP 14: BSNL extends helping hand to
peoples stranded in Shrinagar area due to heavy rain and floods by offering
free sms & calls (Local & STD) for 10 days to its customer in Srinagar
area and will also not put incoming/outgoing bar on any post paid GSM customer

12 SEP 14: SNEA (I) MH conveys sincere
thanks and gratitude to the hundreds of comrades throughout Maharashtra for their
active participation in Lunch Hour Demonstrations held at all District Head
Quarters and Circle Head Quarters. In second stage of agitation call given by
SNEA (I) CHQ for long pending legitimate demands of the executives, the
comrades took active part in Demonstrations by wearing black badges and
registered their protest and extended support to the demands. The gatherings of
executives at different SSAs were addressed by concerned District Secretaries,
Circle Office Bearers and activists thereby bringing awareness among the
executives and clearing doubts created about this agitatioal programme. We
further appeal the comrades to maintain same tempo and make third stage of this
agitational programme scheduled on 18/09/2014 for Full Day Mass Dharana at Circle/District

12 SEP 14: AGM Estt Mumbai published list
of 38 DEs coming under zone of consideration of DGM L/A along with vacancy
position of DEs in different SSAs and calls for willingness for DGM L/A
promotions. It has been clearly mentioned that officer unwilling for any of the
post should submit unwillingness and his/her name will not be considered for
promotion period of one year. Letter <<<>>>
This was one
of the issues raised by SNEA (I) MH and this is positive step taken by Circle
Management to avoid refusals after issuing promotions orders and hardship
caused to executives on promotions and transfers thereof as well as working of
BSNL as many of the DGM post including post of SSA heads of Buldhana, Yavatmal
are vacant for prolonged period. Hope these initiatives on part of circle
management will resolve these problems to certain extent.
11 SEP 14: CAO (Adhoc) to CAO (Regular)
promotions: Out of 404 cases, 223 VCs received by BSNL CO from CVO office and
another 35 is under process in CVO office. VC of 148 Executives expired and the
VC of 148 cases are sent to circles for sending their
latest Vigilance clearance reports.

and to use his good words & authority for retention of DEs in Maharashtra

10 SEP 14: Lunch hour demonstration: As per call
given by SNEA (I) CHQ, lunch hour demonstrations will be held at Circle/SSA
Head quarters throughout Maharashtra on 11/09/2014 demanding E2, E3 pay scales,
30% superannuation benefit, Time Bound functional promotion or CPSU cadre
hierarchy, JTO to SDE promotions, pay anomalies, Civil /Electrical issues,
First TBP after 4 years, filling the vacancies on DE promotions with minimum
dislocations etc.
All the comrades are requested to understand the need of situation and
take active part in mass Lunch Hour demonstrations and make it programme a
grand success.
10 SEP 14: Meeting
with GM(FP): GS, President, AGS, Com. Sankar Sanyal,
CS/WB Circle Com Tapas Ghosh, CS/CTD Com Dilip shah and other activists met
GM(FP) on 09.09.2014 and held discussions on JAO to AO promotions. More than
1800 AO vacancies are available but there is a move to restrict the DPC for
around 1500 vacancies leaving the vacancies of 2013-14. Some forces are
working to restrict the promotions by keeping the 2010 batch JAOs out, but
Management should not became part of this, Assn pointed out. Assn strongly
demanded to complete the DPC for all the vacancy years including 2013-14 so
that JAOs of 2010 batch also can get promotion.
10 SEP 14: CHQ
office bearers and CSs meeting at New Delhi on 5th and 6th
September, 2014: All CSs except NE I and NE II attended the meeting. Com Rakesh
Sethi, GS/AIBSNLOA addressed the meeting and called upon to work unitedly for the
issues related to the Executives. Com V. K. Thomar, GS/MTNLEA addressed the
meeting. Com Nagesh, CS/SNATTA represented SNATTA as GS and President /SNATTA
could not attend.
All CSs
and office bearers appreciated the role SNEA (I) could
play in DE Regular promotion ending the adhocism and filling all the vacancies
upto 31.03.2014. All CSs in their report specifically mentioned to further
concentrate on JTO to SDE promotion, JAO to AO promotion, CAO(Regular)
promotion and DGM(Adhoc) promotions, JTO/TTA recruitment, regularization and
FR22(1)(a)(1) fixation for officiating JTOs etc.
Proposed
agitation programmes: Assn decided to continue the trade union programmes till the
resolution of the issues – standard E2, E3 pay scales and addressing the pay
disparity of 2007 and 2008 batch JTOs, 30% superannuation benefit to BSNL
recruits, Promotion from JTO(T) to SDE(T) for all the vacancies, Time Bound
Functional promotion /CPSU cadre hierarchy, pay anomalies, First TBP uniformly
after four years w.e.f. 01.10.2000, Amendment in BSNLMS RR 2009 for
Civil/Elect/Arch/TF wings and notional pay w.e.f. 01.10.2000 and retention of
DEs to the extent vacancies available. The struggle will continue till we
achieve our demands. As part of the agitation, SNEA (I)
will observe BSNL day, 01st October, with one hour extra work (half an hour in
the morning and half an hour in the evening). Further programmes will be
announced by CHQ by 18th September.
Membership
verification: The issues like “mutual understanding and settlement of issues”,
15 office bearers at Circle level, 3 tier system at Metro Circles, collection
of fund other than subscription etc to be addressed without further delay and
all efforts should be made to make the amendments before the verification
itself. It is also decided to make extensive preparations for the membership
verification to be held on 10th December,
2014 by making tours, SSA and branch level meetings etc. The manifesto will be
printed and dispatched to all the Branch Secs by September end and made available
to all Executives.
Merger of BSNL & MTNL: Assn will continue to oppose any move for merger
without addressing the issues of MTNL market liability, share in the market, HR
issues etc.

we have infrastructure and skilled work force.
Ø Com. D. K. Bansode, DS SCSTEWA Latur conveyed his best wishes for the success of Latur
District Conference and request dais to retain some of the AGMs who are
transferred to other circle on their regular promotion.
Ø Com. V.P. Sanap, JS, SNEA (I) Marathwada narrated the working
culture of SNEA (I) Latur and how closely Parbhani SSA is associated with
Latur. He gave latest updates from SNEA (I) MH on
different HR and development issues being pursued by SNEA (I) MH.
He was optimistic in the term that BSNL will be profitable soon if we
concentrate more on giving lease lines, data circuits, high speed internet
lines etc. Implementation of NOFN project in time will surely help BSNL to earn
revenue.
Ø Com. S.R. Kalmegh, ACS (East),
SNEA (I) MH Circle appreciated the efforts taken by Com. S. R. Kulkarni in strengthening
SNEA (I) at Latur. He highlighted the list of HR and development issues taken
by SNEA (I) MH Circle. He specifically mentioned how
SNEA(I) MH Circle is raising developmental issues like ERP, mobile merger,
failure of OMCR, scarcity of materials ,issue of overload of GGSN etc which
otherwise if not raised in time would
have badly affected BSNL services. Raising the issues in time also at right
platform requires courage and CS SNEA (I) MH Circle
and entire team has that courage to raise any issue and fight for any
injustice. He has categorically put the example of ERP & EPF issue the role
of CS SNEA (I) MH Circle in resolving the crisis. He
narrated the adverse impact of recommendations of Deloittee committee and gave
details about the forthcoming agitations by SNEA (I)
for resolving our most pending issue of standard pay scale, pay disparity
pay-anomaly and 30 % superannuation benefit to those recruited in BSNL. He
appealed all to raise the voice of SNEA (I) for better
future of executives in BSNL. He told that , association has given you all and
now it’s your time to pay back to association as needs you and your devoted
efforts for making SNEA(I) a no one executives representative association in
forthcoming referendum of executives of BSNL.
Ø Com. S.V. Bhad,
CP SNEA (I) MH apprised house about efforts taken by SNEA (I) MH in addressing
the HR issues, grievances of members and resolution of same with uniform
Policy. He briefed the house about efforts taken by SNEA (I)
for resolving various pending HR issues. Latest DPC in DE regular promotions is
the result of continuous persuasions by SNEA (I),
efforts by SNEA (I) for ending adhocism in DE promotions and its benefit to all
the executives in BSNL. He emphasized the need of urgent requirements of
materials in field to maintain proper telecom services. He also urged that Govt
shall give financial assistance as agreed at the time of formation of BSNL and
BSNL viability is one of the condition agreed by the govt at the time of
absorption of executives in BSNL. He told that account, Civil, Electrical
executives are joining SNEA(I) because of the way their issues are being taken
up and resolved by SNEA(I). Some of their pending issues are being pursued at
CHQ and all these issues are important part of SNEA (I)
agenda. By quoting classic examples, he opposed the misuse of immunity by the
as office bearers of association by the office bearers of some of the
executives associations in MH .In conclusion of address Com. S. V. Bhad, CP
apprised house about the process of association verification & appealed all
to give 100 % voting to SNEA (I) in the forthcoming referendum and support the
voice of SNEA (I) against each and every act of injustice or malpractices.
Ø Com. A. M. Chaudhari, DGM Latur in a very informative and touching speech Com. A. M. Chaudhari, DGM
Latur explained his style of working in the limited and existing resources for
maintaining telecom services. He has also explained how he is entrusting his
executives and specifically his line staff by taking them in confidence and
giving responsibilities of contacting customers. It has reduced the gap between
customers and staff. He appealed SNEA (I) leaders to
pursue the issue of shortage of materials and requested to see that materials
shall be available well in time. He also emphasized that the quality of drop
wire and other materials requires to be improved. Self initiatives in resolving
problem is very important not only in field but in each and every aspect of
life. He requested to all to work with full devotion and dedication so as to
improve telecom services in Latur SSA. He assured that he will take maximum
efforts for resolving HR issues of all executives. While conveying thanks for
invitation and extended his best wishes for the Conference.
Ø Com. M.S. Adasul, CS SNEA (I) MH
Circle, in his speech touched various issues ranging from pending standard of
pay scales of executives and efforts of SNEA (I) CHQ, First Time Bound
Promotions in four years, granting of 3G facility to
the executives of MH Circle. He also
touched other important remaining HR and development issues, Civil, Electrical
and account issues being pursued by SNEA (I) CHQ as
well as MH Circle. He categorically mentioned how various critical
issues in ERP were settled when this issue was raised on the platform of SNEA (I) by putting complete facts and figures on paper. He has
narrated the delay tactics adopted by circle administration in finalizations of
transfer policy for non-tenure stations and assured house that all the issues
will be resolved soon. SNEA (I) always support to
those comrades who are bringing the issues related to work. He appealed house
& DGM Latur to have rural transfer policy for female executives He appealed
to house, being executives one should have his own & critical analysis on
each and every issue. He explained how the account executives are being fooled
to be member of one particular association without any help and how account
wing executives are deprived from Uniform Transfer Policy, transfers even after
completing Tenures and how such tactics are benefitting to certain leaders at
cost of other members. He guided house about the process& importance of
Membership verification, its impact on future of BSNL & future of staff &
officers of BSNL. He told that ,
association has given you all and now it’s your time to pay back to association
as needs you and your devoted efforts for making SNEA(I) a no one executives
representative association in forthcoming referendum of executives of BSNL. He
appealed to have self analysis of all activities being carried out by different
associations and to take wise decision about voting in membership verification.
He also appealed to keep moral high and contribute to BSNL
and have secured future in BSNL.
Ø Com. D. P. Bhokre, DP SNEA (I) Latur in his presidential
speech put up the issue of shortage of materials, drop wire, and difficulties
faced by the executives in field. He expressed the need of improving telecom
services so that we can earn revenue and retain our customer base. He appealed
dais to full fill these requirements so that Latur SSA can be become best
telecom SSA in Maharashtra Circle.

SNEA (I) MH appeals DS concerned to look into this issue
personally& take up the pending cases for centralization of EPF Accounts
with concerned EPF Offices and settle this issue once for all. It has been also
clarified in this letter that the work realted to registration of Digital Signature has
been completed and updating of the EPF accounts is under process at EPFO. Letter
further informs that the work of providing the required data to EPFO for allotment
of UAN (Universal Access Number) making single EPF Account for all has been
taken up by Circle Office Mumbai.

circle to another circle with strict instructions that no further extension

Com. V.N. Mahindrakar is working as DGM Aurangabad SSA&has
served DOT & BSNL with devotion and dedication for prolonged period wherein
he has devoted his services for Aurangabad SSA & Jalna SSA in JTO, SDE, DE
& DGM Cadre. He has prominent role in improvement of external network in
Chikhalthana Exchange & Jalna Exchange. Com. Mahindrakar has played key
role in arbitration award of Rs. 90 Lakhs from India.com in Directory printing
tender. He is well known for his devotion, dedication, cordial staff relations
& efficient office working at all levels. He is one of the very active members
of SNEA (I) Aurangabad & has always taken active part on all activities on
the platform of SNEA (I).
Com. R.K. Saraswat is working has AD PG Circle Office
Mumbai and has completed service of 38 years in DoT & BSNL and has
served Agra, Ahmednagar, Kalyan & since 2010 he is working at Circle Office
Mumbai earlier in Establishment section and presently he is working as AD PG
Mumbai wherein he was instrumental in quick& timely replay of PQs and has
taken serious efforts for closure of PG cases & reducing PG Cases of entire
Maharashtra Circle. Since long Com. Saraswat is very active member of SNEA (I)
earlier in Kalyan SSA and now in Circle Office Mumbai and has always shown full
faith& confidence on SNEA (I) and taken active part in each association activity.
He is known for his teaching skills, soft spoken language, speedy movements and
output oriented office works.

Even though all his senior colleagues were transferred to other SSA, Com. Totod

narrated the complete story how 3G facility was given to the executives of CUG
group.
He categorically mentioned the approach of SNEA (I)
towards its members and dealing with general HR issues. He mentioned SNEA (I) can resolve present stalemate in BSNL and appealed
everybody to raise the voice of SNEA (I) which is raising real issues of
executives of BSNL. He
highlighted on anti employee recommendations of Deolitte committee and its
adverse effects if the recommendation were given effect to. He mentioned the
hidden agenda behind making such recommendations. He highlighted the list of HR and development issues taken by SNEA (I) MH Circle and its present status.
Ø Com. M.S. Adasul, CS SNEA (I) MH Circle, thanked comrades
of SNEA (I) Nanded, their devotion and dedication towards SNEA (I). He
appreciated the team of Nanded in making the most effective live video program
during AIC an unique and grant success. He thanked all
the office bearers and comrades of Nanded SSA for making AIC and CC of SNEA (I) a memorable one. In his speech, he has touched various
issues related
to growth of BSNL and role of each and every executive in it, the role of BSNL
management. He informed house about present status of different DPCs for
promotions, role of SNEA (I) in settlement of 78.2 % fitment, pending standard of pay
scales of executives and efforts of SNEA (I) CHQ, First Time Bound Promotions
in four years, diversion of 3G mobile data traffic of MH Circle to GGSN Chennai, granting of 3G
facility to the executives of MH Circle. Com. Adasul added how the Circle
office was in hurry while declaring ERP as ‘GO LIVE’ to release the payment of
about Rs. 400 Crores to M/s HCL when nothing was ready for ERP. He added that
on the very next day of declaration of ERP Go Live, how the situation was
akward and nothing was moving. He categorically explained how movement started
when this issues were raised on the platform of SNEA
(I) by putting complete facts and figures on paper. He narrated steps taken on
platform of SNEA(I) in finalizing the circle transfer
policy and hurdles made by some individuals which is delaying implementation of
request transfers. Also informed the house about the different court
cases pursued by SNEA(I) & its present
status. CS in his one and half hour
marathon speech touched each and every issues of BSNL, difficulties faced by
executives ,shortage of materials in field but raised the hopes of all by
stating how SNEA(I) is dealing with such situation and was optimistic that BSNL
will definitely regain it’s glory soon . He narrated committed efforts taken on
platform of SNEA (I) CHQ to resolve issue of JTO
officiating and TTA to JTO Promotion etc.

CP SNEA (I) MH appreciated the task performed by team SNEA (I) MH in last two
terms and special efforts taken on platform of SNEA (I) MH for addressing the
grievances of members and resolution for the same. CP SNEA (I) MH addressed
the house with valuable guidance on different current issues and issues related
to membership verification. He narrated the different incidents clarifying
efficient working of SNEA (I) with examples and
explained the house the issues summarized in manifesto of SNEA. He briefed the house about efforts taken by SNEA (I) MH for development activities in MH Circle. He appealed all that SNEA
has given you all but now it is your turn to give back to SNEA (I) and requested all to be vigilant and united for any

R. S. Kolapkar, CWCM SNEA(I) MH, highlighted on anti employee recommendations of Deolitte,
narrated important issues being pursued by SNEA(I) at Circle as well as CHQ and
informed status of different DPCs & Court cases thereof.

K.P.Kulkarni, Sr. Leader SNEA (I) MH recollected memories of formation of strong branch of SNEA
(I) Parbhani in historic style, and conveyed thanks to SNEA Parbhani branch for
special invitation to him. He appreciated unity of Parbhani comrades and
appealed for strong unity on this platform before referendum for better future
of BSNL as well as its executives.

Sandeep Rathi, DS SNEA (I) Jalna, expressed
gratitude towards Parbhani comrades for giving him opportunity to express
feelings of young comrades as is recruited in 2008 batch. He categorically
mentioned that even though he is new to BSNL, with practical analysis of all
associations in BSNL he has understood that SNEA is only the association which
has vision to resolve any issue with continuous persuasion. He appreciated work
culture of SNEA and firm stand on “Galat Karunga Nahi Aur Galat Hone
Dunga Nahi” and assured
house that he will follow this principal and definitely initiate steps in this
direction.
Ø Com.V.P. Sanap, JS Marathwada SNEA(I) MH, narrated the activities going on SNEA(I) platform at
different level and how SNEA(I) has strong support of executives throughput
Marathwada. He further requested to
give more attention towards development of Parbhani and he pointed on Staff and
material shortage.
Ø Shri. D.K.Shende TDM, Parbhani in his speech appreciated working
culture of SNEA(I) and specially mentioned that he was basic member of SNEA and
is well aware of activities being carried on platform of SNEA(I) and informed
that under certain compulsions he has joined other association and by mind he
is with SNEA(I) and its work culture only. He appreciated dedication of
staff& officers working in Parbhani SSA & appealed to post more
executives as Parbhani SSA is function with only 25 to 28% of justified staff
strength and it is affecting growth of BSNL Parbhani. He also assured regarding co-operation with
SNEA branch Parbhani. He assured to relive all the executives under transfer
and appealed to come forward with concrete proposal for reliving all officers
without any dispute.

M.S. Adasul, CS SNEA (I) MH in his detail address has explained the
efforts of SNEA (I) in reducing hardship of executives throughout Maharashtra
Circle. He assured Parbhani comrades that SNEA(I) has uniform policy to deal
with HR issues and by quoting special hurdles created by selfish leaders in
settlement of HR issues appealed all executives to keep themselves away from
such selfish leaders and association of such leader. Being executives one
should have own & critical analysis of issues and concern of association
and join hands to save BSNL campaign. He explained how the account executives
are being fooled to be member of one particular where no care of members is
taken except few leaders, definitely at cost of other members. He put roadmap
of SNEA working and what are the steps being taken by SNEA (I)
for settlement of HR as well development issues. He guided house about the
process& importance of Membership verification, its impact on future of
BSNL & future of staff & officers of BSNL. He narrated the cases in
which BSNL management is working in biased approach and how some of our own
executives “Chamchagiri” is creating problems to other executives and assured
house that SNEA(I) will continue its fight against such corrupt & selfish
acts. He appealed comrades to
come forward to form a strong network of BSNL. he also guided house about man
made hurdles in request transfers from Non tenure stations and single handed
role of SNEA(I) in finalization of uniform transfer policy even though there was strong oppose from some of
associations for safeguarding their own transfers. He assured Parbhani comrades
that SNEA(I) will take sincere efforts in implementation of present request
transfers and will continue its struggle for issuing remaining transfer orders
of executives from small SSA non tenure stations like Parbhani, Osmanabad,
Bhandara, Buldhana etc which are presently struck up in red tape policy and
changing stand of Circle management. In his two hour address he has touched
about all HR & development issues and enlightened the house to face the
present challenges before BSNL as well as challenges in day to day works.
Ø Com.
S.V.Bhad, CP SNEA (I) MH appreciated dedicated efforts of
SNEA(I) Parbhani in overcoming day to day hurdles and settlement of all HR
issues locally. He further assured that pending issues of Parbhani comrades at
Circle as well as CHQ level will be taken care by SNEA (I).
He updated house on different DPCs, Court cases, and steps taken by SNEA (I) on different current issues. By giving examples of
cheating by some of leaders, he alerted house and appealed to strengthen SNEA (I) which is having visionary & dynamic leadership for
District, Circle and CHQ level. He explained the house with classic examples,
how SNEA (I) is performing best, how only SNEA has
welfare policy for its members which is Rs. One lakh, how only SNEA has its own
home at Delhi as well as prominent places through out India, how SNEA has total
democratic process and any eligible and capable executives is given free hand
to lead SNEA (I) from front and quoted example of Com. Rathi JTO of 2008 batch
who is leading SNEA (I) Jalna in capacity of DS with great courage and
sincerity. He stressed that anyone having leadership talent has wide scope in
SNEA and appealed comrades to work hard for BSNL as well as for major victory
in process of association verification in BSNL for better future of BSNL.
Ø In
Presidential speech Com. Com. M.R.Banarase, DP SNEA (I) Parbhani summarized the issues raised by all the speakers and explained leading role of SNEA
(I) Parbhani in overall functioning of BSNL Parbhani. He conveyed thanks to all
comrades of SNEA (I) Parbhani for their support to his
team.

Ø In his Opening remark Com. S.B. Mahabole, DP SNEA (I) Jalna gave warm welcome to all office bearers,
officers, representatives of all the unions/associations and gave brief idea
about the special meeting.
Ø Com. Sandeep Rathi, DS Jalna presented the report of Jalna.
He has discussed with the house the transfer policy, development issues and
welcomed the newly joined members. He has suggested the implementation of
wireless Broadband with the available resources, providing of leased lines
connections through CDMA. He has suggested TDM, Jalna to take a monthly
development meeting. He conveyed thanks to all Comrades for giving full co
operation to his team. He also urged Com. Adasul CS MH and other members of
Association to fight against the biased recommendations of Deloitte. He further
assured that Jalna SNEA will give wonderful result in membership verification.
Ø Com R. S. Kolapkar, CWCM highlighted on anti employee
recommendations of Deolitte and issues related to Promotional prospectus of Executives.
He also remembered sweet memories in formation of SNEA (I)
Jalna branch and results thereof.
Ø Com. V. N. Mahindrakar, DGM, Aurangabad recollected his period
while he was serving as SDE/DE Jalna and conveyed thanks to all the comrades of
SNEA Jalna for their support. He specially mentioned the cooperation he has
always received from SNEA and appreciated sincere efforts on platform SNEA (I) for resolution of issues of its members.
Ø Com. S. B. Dale, IFA, Aurangabad, narrated the house the
difficulties faced by executives in Account wing and the concern shown by SNEA
(I) for reducing these difficulties. He further
discussed the efforts taken by SNEA (I) MH against the
harassment & harassment practices adopted in dealing with HR issues of Account
Wing Executives. He has also mentioned that SNEA is the only association who
fights positively for the problem of each and every member and specially
mentioned that his case would not have resolved till his retirement and its was
intervention by SNEA(I) that he could get relief and take care of his family
members. He mentioned that executives in Account Wing cannot be fooled anymore
by saying being Account Officer; he/she has to be member of particular
association and now there is revolution in Account wing and many of the
executives have already joined active force of SNEA (I)
and in days to come others will also join SNEA (I).
Ø Shri. N. P. Kawade, TDM, Jalna has addressed the house
regarding the acute shortage of material and stressed on need to change the
mentality of our government working and to adopt work practices as being done
in competitive way in private companies for survival of BSNL. He expressed
serious concern over decrease in revenue of the Jalna SSA and appealed all
comrades to come forward for growth of BSNL Jalna. He appreciated all the
executives & Staff of Jalna SSA for their dedication towards BSNL and
appealed to give more to BSNL for their own future. He mentioned that due to
his health problem he was not able to give meetings to associations/unions and
assured that in coming days he will have such regular interaction with all
associations/ unions and especially to SNEA (I). He
also appealed that his doors are always open and officers can contact him
directly for such HR issues.
Ø Com. M. S. Adasul, CS SNEA (I) MH delivered enthusiasm and
motivating speech touching form local problems at Jalna to issues at CHQ level
and fight of SNEA (I) against corrupt practices followed by some individuals.
He also elaborated the house many of current administrative issues Circle
office issues and special efforts taken at CHQ level for the pay parity issue
of 2007 2008 Batch JTO’s. He narrated committed efforts taken on platform of
SNEA (I) CHQ to resolve issue of JTO officiating and
TTA to JTO Promotion. During his address he stressed for commitment and
dedicated efforts to be taken for strengthening of SNEA in view of ensuing
membership verification of executive associations in BSNL. He expressed
gratitude to SNEA (I) Jalna, for dedicated & strong
support to SNEA (I) MH and made house aware about different HR &
development issues being pursued by SNEA (I) MH, status of transfer policy for
tenure as well as non tenure stations. He also shared his experience in day to
day working and guided house to overcome day to day difficulties with positive
attitude and appealed comrades to make serious efforts in strengthening BSNL. He appreciated efforts taken by young
team of SNEA Jalna in strengthening SNEA as well as BSNL and specially
appreciated leadership of Com. Sandeep Rathi, young& dynamic DS SNEA (I) Jalna who is from 2008 JTO batch and leading SNEA (I)
Jalna with great courage and detail study on each and every issue.
Ø Com. S.V.Bhad, CP SNEA (I)
MH addressed the house with valuable guidance on different current issues and
issues related to membership verification. He narrated the different incidents
clarifying efficient working of SNEA (I) with examples
and explained the house the issues summarized in manifesto of SNEA. He
explained case by case working of SNEA (I) leaders and
its comparison with other association leaders. He explained working
culture& overall structure of SNEA (I) and assured
house that SNEA (I) is committed to resolution of all the issues in Time Bound
Manner and appealed to strengthen the hands of SNEA (I) with support in
majority and make SNEA (I) strongest association in BSNL for better future of
BSNL.
Ø Com. S.B. Mahabole, DP SNEA (I) Jalna in his presidential
speech expressed his views regarding management issues and
requested all the Comrades to be ready for member verification process and make
SNEA (I) and has raised issue regarding acute shortage of material for
effective working of employees.
Ø After open Session House discussed different
issues related to growth of BSNL Jalna and other issues related to promotional
prospects in BSNL.
Ø Com. Sandeep Rathi DS SNEA (I)
Jalna gave brief idea about the recent meetings with TDM Jalna and change in
approach of TDM Jalna after meetings. He updated house on progress of each and
every issue raised by SNEA (I) Jalna and response from
TDM Jalna.
Ø The house has also discussed the transfer policy for transfer
& posting of executives in Jalna SSA and it was unanimously decided that
before posting of incumbent executives in Jalna SSA, preference should be given
to consider all request transfers within Jalna SSA. It was also decided to take
up matter with TDM Jalna for equal distribution of works as some of SDEs are
given charge of 3-4 SDEs & some of SDEs are practically kept without work in
rural area thereby giving important works to only one SDE by overruling
guidelines on sensitive post transfers and in so many cases for working lines
of less than 500 lines more than two officers are posted.
Ø Thereafter different local issues about day to day working
and careless approach of Jalna management were discussed in detail.
Ø Com. Appa Joshi JTO expressed serious concern over the overall functioning of Jalna
SSA and corrupt practices being followed in Jalna SSA. He gave way to anguish
among the comrades of Jalna SSA about the biased approach of TDM Jalna
&appealed leaders& members present in meeting to take this issue
seriously.
Ø Com. Obaidullah JTO also shown serious concern towards the corrupt
practices in Jalna and shared data available with him about current activities
involving corrupt practices in Jalna SSA.
Ø About all comrades present in the meeting
expressed anguish against the corrupt practices followed in Jalna SSA and
appealed for immediate steps to save BSNL Jalna from certain corrupt officers
and their selfish acts.
Ø After elaborate discussions on this
issue and participation of many of executives with detail feedback on different
malpractices going on in Jalna SSA, it was decided unanimously to again represent different issues
with TDM Jalna and put on records the corrupt practices followed by some
selfish officers in about all office works like short payments of contract
labors, justification of contract labours and its actual utilization, malafide
planning of NOFN works with intention to grab money, misuse of vehicles for personal works,
inclined approach of TDM Jalna only towards one SDE and negligent approach
towards all other executives & staff
and even towards BSNL day to day acts, misuse of names of political
leaders for creating pressure on BSNL Officers & Staff, issues of non availability of TDM Jalna in
the office for days together and signing all office work from home and probably
under influence of single officer, expenditure of more than Rs. 90 lakhs
(approx Rs. Nine Lakhs per tower per year) just on name of tightening of nut
bolts of towers in SSA having working landlines just 12000 and GSM connections
less than 1.5 lakhs etc.
Ø By respecting concern shown byShri. N.P.Kawade, TDM Jalna in his address to meeting about development of BSNL
Jalna&to look into pending issues on regular basis, it was decided by house
that SNEA (I) Jalna will give one more chance to TDM Jalna for resolutions of
all pending HR issues of Jalna Comrades and to take action against corrupt
officers and house authorized DS Jalna to take up all these corrupt practices
on Paper & required information will be given by individual members.

Comrades, leaders for attending this special General Body meeting in mass &
making it grand success by giving their valuable time.

29 aug 14: Meeting with Shri. N.P.Kawade TDM Jalna on over delayed
issues of Jalna comrades: SNEA(I)
delegation led by Com. S.V.Bhad, CP SNEA(I) MH and consisting CS, Com. S.B.Mahabole DP
SNEA(I) Jalna, Com. Sandeep Rathi, DS SNEA(I) Jalna, Com.
B.D. Solunkhe SDE, Com. C. S Shyam SDE
& Com. Obaidullah JTO had meeting
with Shri. N.P.Kawade TDM Jalna on 23/08/2014 in his chamber and discussed many
of the long pending HR as well as development issues.
Ø We
raised our strong objection on intentional delay in granting meeting to SNEA
(I) Jalna and mesh created in HR issues.
Ø Shri.
Kawade agreed that due to his health problem he could not grant meeting but his
door are always open for discussions and assured that SNEA (I)
leaders can meet him any time on any issue. He further informed that many of
the issues have been discussed in special meeting held with SNEA (I) Jalna delegation and asked some time for pending HR
issues.
Ø We
have put forth with TDM how his office is inclined to only one SDE in entire
Jalna and how it is reason of harassment for all executives working in Jalna.
We put forth issue of intentional delay in reliving of executives under
transfer from Jalna and
specifically quoted example of demand of money for reliving with change of
membership of association and immediate reliving of said officer on payment of
certain amount & change of membership and highly objected
for such biased approach of management. Shri. Kawade
informed that he was not aware of such malpractices & it was only
administrative reason to relive said officer. When we put on records facts&
figures and steps in which management delayed reliving of officers
and how one SDE in close relation with TDM Jalna is demanding money and forcing
executives for change of membership if they want favor from management for
their genuine HR issues.
Ø By understanding facts, Shri. Kawade assured to look into all
such cases and assured to relive all other officers under transfer as early
as possible.
Ø We
also pointed out intentional delay in TBP cases of SNEA (I) members and
here also TDM quoted due to his health problem this matter was delayed and as
per meeting of SNEA (I) delegation he has sent revised proposal for TBP DPC
Committee and requested us to pursue it at Circle Office and assured that his
office will take all further steps for completion of all TBP DPCs at the earliest.
Ø We
have pointed out about under utilization of SDEs/JTOs at small places
like Bhokardan, Ambad where in 2-3 officers are posted just for 300-400 lines
and at the same time charge of four important sections Transmission, NOFN,
Mobile, Tenders etc is given to only one particular SDE. TDM informed that
the said SDE is expert in managing everything from public complaints to
political leaders and as TDM he is free when any issue is handed over the said
SDE. He also advocated expertise of said SDE in technical works like Mobile,
Transmission and special expertise in NOFN works.
Ø We
categorically and case wise case explained that how as TDM he is being having
wrong information and how facts are not reaching him due to his absence from
office. We have categorically objected on technical expertise of said SDE as
all technical works of Transmission wing is taken care by one
TTA and how all mobile activities are taken care by JTO and how said SDE is
able to manage only TDM and Temporary advances of major amounts.
Ø We
also pointed out how his office has made unwanted expenditure of Rs. 90
lakhs on just tightening of nut bolts of tower, Shri. Kawade informed that
this work was carried out as per the instructions from Circle Office and if
this work was not done there is chance of falling towers. We informed we can
understand the need of such works, but objected for expenditure of Rs. 90 lakhs
on such petty work ignoring major works of growth of BSNL. We also put forth
how NOFN planning is proposed thereby wasting money of BSNL in which there is
no chance of recovery with generation of revenue. TDM told that this is
proposed for ring working of all BTS and strongly advocated the proposal.
Ø On all
our points on such corrupt practices Shri. Kawade informed that SNEA (I) should give such written complaint and assured that
strong action will be taken against any officer found guilty and he cannot do
anything without such written complaint. We have assured him to put on records
the cases noticed by active members of SNEA (I).
Ø We
have discussed many other issues from less payment to contract labours
working throughout Jalna SSA, underutilization of manpower in Jalna SSA,
detoration of Mobile& transmission network, need of replacement of battery
sets of all BTS& exchanges, conversion of all MBM exchanges into RSU
Exchanges, issues related to Power plant in Jalna Exchange , giving proper work
to SDEs/JTOs underutilized at Rural places by posting them at need
units/sections, individual cases of HR issues, holding sensitive post by some
of officers at Jalna HQ for more than decades,
local transfers within Jalna SSA, regular management meetings to
understand difficulties faced by executives working in filed units and
Shri. N.P.Kawade TDM Jalna assured to take immediate action all the issues
raised by SNEA(I) and gave confidence to SNEA(I) Jalna team that in future the
grievances raised by SNEA(I) will be taken care and given consideration without
any bias.
Ø At the
same time he appealed to give his message to all the comrades of Jalna to
change the mind set, take sincere efforts for better services to Jalna
customers, and bring to his notice issues related to best Telecom services by
BSNL Jalna.
Ø The
meeting which started at 1200 hrs concluded at 1500 hrs with very positive and
firm assurance from Shri. Kawade which definitely has boosted moral and
confidence of young team of SNEA (I) Jalna.
