30 Sep 13: Salute to DEDICATED ERA OF the services BY Com. L.K Magdum, a great & stalwart association leader: SNEA(I) Maharashtra Salutes Com. Laxmanrao alias L.K. Magdum, Lion hearted Great stalwart, Unionist & veteran leader SNEA(I) on his superannuation retirement from BSNL services on today 30/09/2013. He started his carrier in the department as a Technician and worked in all the areas right from legacy MAX-I to MBM & Mobile and retiring as a SDE (CO Mobile) Kolhapur. Com. L.K. Magdum (Mob. No. 9423276363) has completed 36 years of his dedicated and sincere services to DoT /BSNL on office platform as well as on union/association platform. SNEA (I) Maharashtra is fortunate to have his continuous guidance by presence in different General Body Meetings, District Conferences, CEC Meetings and in each and every Circle Conference of SNEA (I) Maharashtra Circle since last 20 years as he never missed any of such association meetings.  

Com. Magdum started his career in the department of Posts & Telegraphs as Technician at Sangli in 1977 & since then he was actively involved with trade unionism activities of Bhartiya Mazdoor Sangh under BTTU. On his first promotion as Junior Engineer in 1987 he was posted at Ratnagiri where he laid foundation stone of JETA and led it from front as District Secretary. When he was transferred to Kolhapur on his request, he led Kolhapur comrades as District Secretary since 1991 and worked day and night to strengthen the then JETA, JTOA (I), TEOA (I). Com. Magdum also led entire Maharashtra Comrades in various capacities and shouldered responsibilities in the organisation as Circle President for two terms, (1997-2003),  CWC Member(2003-2006).  He further continued his dedicated services to SNEA(I) comrades as District Secretary of SNEA(I) Kolhapur (2007-2011) and till today he holds remote control of SNEA(I) Kolhapur and is playing active role as senior leader & super active member of SNEA (I). Com. Magdum has key role in bringing revolutions in association activities of SNEA (I) Maharashtra as well as CHQ and has always guided SNEA (I) Maharashtra with his great and long experience. Com. Magdum was instrumental in identifying & bringing forward comrades, possessing leadership qualities in Association & unconditionally supporting them to evolve as Leaders.

Com. L. K. Magdum is known for keeping the word given to any of our member once he has committed by taking sincere and tireless efforts to meet the said commitments. Com. Magdum, will be always remembered & respected for his straight forward and spontaneous actions/reactions and for his great orator ship which at many times changed the decisions/outcome of discussions in the association meetings at different levels. Com. Magdum is source of inspiration for everyone who worked along with him in BSNL as well as in SNEA. Not only union and association platform, but on welfare platform also Com. Magdum has devoted his precious services for Kolhapur BSNL Employees Co-Operative Credit Society Kolhapur in various capacities including leading role of Chairman of Society which serves for Kolhapur, Ratnagiri & Sindhudurg Districts.

Today on his superannuation retirement from BSNL after long services of 36 years, there may be just full stop of an Era in BSNL and he will continue to shower his blessing and guidance to SNEA even after retirement. SNEA (I) Maharashtra, on behalf of thousands of its members, conveys sincere thanks & gratitude for the dedication, devotion and great contribution made by Com. L.K. Magdum, a known leader of masses, in strengthening the organisation in entire Maharashtra in general and Kolhapur, Ratnagiri, Sangli, Satara and Solapur Districts in particular.

SNEA (I) Maharashtra Circle on this milestone day in the life of Com. L. K. Magdum wishes him & his family, Grand, Long, Prosperous, Peaceful and Healthy Retired Life of hundreds of years!!!.

28 Sep 13: Updates on Tenure SDE/DE tenure transfer Orders for QE June 2013: The file for SDE tenure transfer orders has been approved by CGMT MH Circle and orders are expected on Monday 30/09/2013. The files for tenure transfer orders of DE and looking after DGM promotions are still pending for approval of CGMT MH Circle.

 

28 Sep 13: BSNL CO clarifies that date of any functional promotion should be considered while granting Time Bound Promotions (TBP) to executives regardless of his/her joining date on his functional/ post based promotion and once orders for post based promotions are issued before schedule of TBP, the concerned executive will not be eligible for TBP in said cadre. It has been further instructed to review all such TBPs granted in past. Order <<<>>>

 

 

28 Sep 13: Implementation of ERP Project in Maharashtra Circle: ERP project implementation work is in full swing in Maharashtra Circle and as final action the four days blackout period is started from today 28/09/2013. The major and work before this blackout period was to fill up templates by filed units. But it is unfortunate that this important work is not fully completed by any of SSA as none of has filled up all the templates. It has been reported that SSAs like Gadchiroli, Jalna, Raigad, Latur, Kalyan, Aurangabad, Ratnagiri, Bhandara, Wardha, Nagpur, Osmanabad & Goa have more than 40% templates yet to be filled. It has been also seen that in the templates updated also there are certain mistakes and such templates have been returned to field units. It is important here that once this project Goes it will be difficult task to correct the data updated in ERP as it is being done now and thereafter data cannot be corrected in bulk and the work will have to be done on case by case which will take more time field units are not filling up data for all the columns and if it filled for all columns there are repeated mistakes in columns. No doubt comrades, this is new project and there are chances of mistakes. But already we have taken up lot of time and now at the last stage before project goes live the accuracy and completeness of data is must otherwise mesh will be created in actual functioning of ERP project. We should learn from the hardship we have faced in CDR project due to incomplete and wrong data and take care for accuracy and correctness of data in ERP Project.

SNEA (I) Maharashtra appreciates the dedicated and sincere efforts of all staff and executives working for this projects for long time and appeals all concerned comrades to put their full energy as final stroke and fill up remaining templates with accuracy & without any further delay and support this dream project which will help in increasing overall efficiency of BSNL office activities. All DS, Circle/District Office bearers are requested to look into pending issues personally so that ERP project goes live with accurate and complete data.

 

 

28 Sep 13: Welcome of Shri. Mukesh Mangal, Addl GM HR & Admn Mumbai:  SNEA(I) delegation comprising CS, Com. S. B. Bhosale CT, Com. V. J. Bhandirge, JS(HQ), Com. R. R. Rai, CEC Member, Com. S. V. Pawar, DP Mumbai, Com. Anil Dubey, DS Mumbai, Com. P.B.Jadhav, VP Mumbai, Com. N.P.Phadake DT, Mumbai, Com. D. N. Jadhav gave warm welcome to Shri. Mukesh Mangal Add. GM HR /Admn Mumbai and wish him grand success in his new assignment. Shri. Mukesh Mangal conveying thanks to SNEA(I) comrades shared his experience while working in Mumbai and narrated the way he want to reduce the difficulties of executives by reducing administrative processes and delays. We found that approach of Shri. Mukesh Mangal was very positive and constructive and we are expecting lot of changes in administrative works under his administrative control.

In an hour long detail discussions, we have discussed different issues like

·        Administrative delay of about five months in looking after promotions,

·        Delay of about three months in Tenure Transfers just on small and repeated queries,

·        Need of settlement of individual grievances in shortest possible time,

·        Need of immediate action to relive the officers under transfer both from tenure and non tenure stations,

·        Disparity by circle office in granting immunity to selected executives and rejecting same to others even applied on same ground,

·        Counting of long stay in different manner for Circle level and SSA level transfers for personal benefit for single person,

·        Repeated clarifications asked by office of GMT Nashik on known guidelines on transfer policy and time killing method adopted by Circle Offices in replying such unwanted queries. 

·        Overall lethargy in staff section and its resolution at root cause,

·        Uniform implementation of  latest guidelines issued by BSNL CO on posting of association office bearers on HR/Admn post at Circle as well as District level throughout Maharashtra,

·        Unequal distribution of Office assistants in Circle Office,

·        Issues related to Canteen Mumbai viz. poor quality of food supplied in Canteen from tea to rice, lack of proper supervision by vendor as well as administration, vendor charging at higher rates than approved rates,    

 Shri. Mukesh Mangal expressed that he will like to work on policies while dealing with HR issues and at the same time he believes in dealing individual cases with human approach and minimum expenditure on part of BSNL. With firm assurance to look into all issues raised by us one by one, he further informed decision on issuing tenure transfer on monthly basis has been taken and will be implemented from this month onwards, the file for DGM L/A promotions is at final stage and orders will be issued immediately on receipt of approval, the proposal of tenure transfer in SDE/DE cadre is also at final stage and orders will be issued without any delay. He asked for time of about one month so that he can understand the working of this new office and take grip on the procedures so that entire administrative processes are streamlined.

28 Sep 13: Highly successful Special General Body meeting of SNEA (I) Nashik: The Special General Body meeting of SNEA (I) Nashik was held on 25/9/2013 at TRC Hall Canada Corner Nashik as per the notification issued by Com. S.A.Bhadane DS SNEA(I) Nashik. This meeting was specially called for felicitation of newly elected Circle Office Bearers Com. S. V. Bhad, CP, Com. M. S. Adasul, CS, Com. S.B. Bhosale, CT, and Com. N.D.Barde JS North. This meeting was presided over by Com. A. R. Akhade DP SNEA (I) Nashik.

 The special General Body which started at 1800 hrs was attended by all the comrades of SNEA (I) Nashik and was addressed by,

Ø At the beginning, two minute silence was observed in the memory of departed souls.

Ø In welcome Speech Com. S. A. Bhadane, briefed the house about all the events of Circle Conference held at GOA on 2/9/2013 to 03/09/2013.

Ø Thereafter Com. A.P. Rai SDE was felicitated on his superannuation retirement and newly joined members in SNEA (I) pariwar namely Com. S K Dattarange JTO, Com. U.V.Vyas SDE were given warm welcome.

Ø All the leaders on the dais specially felicitated of by offering beautiful flower bouquet, shawl, and shriphal on behalf of all WTR comrades under the leadership of Com. G. G. Karpe DS SNEA (I) WTR.

Ø In reply to felicitation arranged by SNEA(I) Nasik and SNEA (I) WTR the meeting was addressed by, Com.N.D.Barde, Jt.Sec(North) SNEA (I) MH, Com. S. B. Bhosale, CT SNEA (I) MH who conveyed sincere thanks to comrades of entire Maharashtra and specially comrades of SNEA(I) Nashik, SNEA(I) WTR . They specially mentioned about strong support of Nasik Comrades for giving opportunity to work in the Circle Body of SNEA (I) MH.

Ø Com. Nitin Mahajan, Add GM Nashik addressed the house in his unique style and expressed the need of unity to defeat the sinister of red ribbon working culture in the organization. He shared his experienced about working culture in BSNL mainly about contract work and their billing systems. He appealed to the house to extend best services to the esteemed customers within available resources.  

Ø Com. M. S. Adasul, CS addressed the meeting and expresses his feelings and gratitude for extending unconditional support of all DS including strong support DS Nasik for electing him consecutively for making the hat trick in unanimous election in the Circle Conference. He appreciated the deliberation of DS Nasik Com.S.A.Bhadane in the Circle Conference and also shared his experience working with senior leaders and fully energetic comrades of SNEA (I) Maharashtra. He briefed the house about all the current activities of SNEA (I) in Maharashtra and highlighted the important achievement as far as the development and HR issues are concerned. He specially congratulated Nashik comrades for achievement of Best Maintained SSA Award 2013. He further elaborated house about the efforts of SNEA (I) MH in support of TTAs who have appeared for JTO LICE and gave them advance welcome to SNEA (I) family as results of said examination are expected very shortly.

Ø Com. S. V. Bhad CP congratulated CS and set of office bearers including him for being elected unanimously in one voice in the circle conference. He appreciated the task performed by Circle Secretary in last two terms and special efforts taken by SNEA (I) MH for addressing the grievances of members and resolution for the same. He briefed the house about efforts taken by SNEA(I) MH for development activities in MH Circle. He thanked Nasik Com for extending love and solidarity supports since first term as CP SNEA (I) MH till date and assured house that he will try his level based to fulfill expectation of all the members of SNEA (I) MH in the coming days.  

Ø Com. M.B. Sangle JS (West) CHQ has congratulated CS & CP and all Circle office bearers for being elected unanimously in the circle conference and made hat trick. He appreciated the working style of CP, CS and DS Nasik and their special efforts for strengthening of association in MH Circle and Nasik respectively. Also he briefed the house about pending HR issues which are identified by  CHQ mainly finalization of Standard Pay Scales E2-E3 to overcome pay anomalies, 30% superannuation benefit to BSNL recruited Executives, settlement of EPF issues , CPSU cadre hierarchy, pay anomalies etc.

Ø Com. A. R. Manani VP CHQ, in his address congratulated CP & CS and all Circle office bearers for being elected unanimously in the circle conference. He appreciated the working of SNEA (I) Nashik in all front and briefed the house about the current development & HR issues being pursued by SNEA (I) CHQ. He shared his experience while working on different post in SNEA (I). He strongly appealed to the members be united to face member verification shortly and start member mobilization accordingly.

27 Sep 13: Meeting with Shri. Pravin Malhotra, Sr GM HR/Admn Mumbai: CS along with Com. Anil Dubey, DS CO Mumbai, on courtesy call had meeting with Shri. Pravin Malhotra Sr GM HR/Admn Mumbai, and held discussions on

1.                                                                                                                                                                                                                                                                                                    Implementation of ERP Project in Maharashtra Circle:  Sr GM /HR expressed displeasure on the present poor progress by some of SSAs at basic level of filling templates. When Circle Office it trying to Go Live very shortly these SSAs have not taken serious efforts for filling templates. He narrated importance of ERP project and how it will be beneficial for reducing time take in different office procedures   and asked us to take up efforts on association platform for bringing awareness among the executives in Maharashtra Circle.

2.                                                                                                                                                                                                                                                                                                    Complaint by SNEA (I) MH for recovery of extra free call granted to selected officers and its recovery thereof: Shri. Malhotra informed that he is unaware of the facts and asked for details which we have informed him details or recovery of the facts with figures and he assured to look into matter.

3.                                                                                                                                                                                                                                                                                                    Undue delay in issuing transfer orders of Tenure Completed executives: Shri. Malhotra agreed that there is delay in issuing Tenure transfer orders, but it was due to non availability of updated data and also all the officers were new to this section and work. Now the files for transfer of tenure completed executives in JTO, SDE & DE cadre has been sent to CGMT and orders are expected within 2-3 days.

4.                                                                                                                                                                                                                                                                                                    Transfer orders of executives who are completing Tenure by QE Sept 2013: We brought to his notice to initiate the process for issuing transfer orders of executives who are completing tenure by QE Sept 2013 as process Sr GM HR/A himself informed that he has already instructed concerned officers in staff section not to wait for Quarter ending and hence forth transfer orders for Tenure completed executives will be issued on monthly basis.

5.                                                                                                                                                                                                                                                                                                    Reliving of executives from tenure stations: We brought to his notice the hardship faced by executives who are not relived from tenure stations and requested him for action in this regards. We also informed that this happened due to change of posting of substitutes posted without any alternative arrangements. Shri. Malhotra really shown concerned for hardship and difficulties faced by executives working at tenure stations and assured that his office will take further efforts that all tenure station orders will be implemented in time bound manner and maximum in period of three months from date of order and if required the orders of substitutes will be implemented forcibly except the cases of genuine medical ground cases certified by Civil Surgeon concerned.

6.                                                                                                                                                                                                                                                                                                    Undue delay in issuing DGM L/A & DE L/A orders: We brought to his notice that the process for DGM L/A and DE L/A have been started in May 2013 and since then it has taken lot of time and till nothing is seen as outcome as orders are not yet issued. Sr GM HR/Admn agreed that there is delay in completing process and there are certain reasons like getting VCs of certain officers first from SSAs and then BSNL CO and hence it was delayed. Now the entire work of DGM L/A has been completed and file has been sent to CGMT MH for approval and orders will be issued immediately after receipt of file. In DE L/A the VCs are being collected and till some of SSAs have not sent VCs and hence it will take further time for issuing DE L/A orders. He further expressed his displeasure that executives are not ready to shoulder higher responsibility and running away even though they are getting higher scale in TBP and it is not good sign for organization that officers posted in same SSA are refusing the promotions. He appealed to all executives to come forward and be ready to take higher responsibility. 

7.                                                                                                                                                                                                                                                                                                    Uniform Policy for issuing transfers of executives working at Non tenure stations:  We informed him about present disparity by circle Office while considering request transfers from non tenure station and reminded him for the uniform policy as per his assurances to us in each and every meeting. Sr GM HR/A Mumbai informed that till now there was no regular DGM HR/Admn and hence there was uncertainty in framing the guidelines and now Shri. Mukesh Mangal has joined as DGM HR/Admn Mumbai and immediate steps will be taken for uniform policy for considering request transfers from all non tenure stations in Maharashtra and directed us to give feedback to DGM HR /A Mumbai on this subject. We also requested him to have six monthly time schedule for issuing request transfers from non tenure stations and he assured to take such initiatives once policy is finilised.

8.                                                                                                                                                                                                                                                                                                    Reliving of executives whose transfers orders are issued and are not relived by concerned SSA Heads: There are no. executives for who transfer orders are issued by Circle office and same are not implemented by SSA heads either for joining of substitute or for posting of substitute and in some cases order are not implemented for period of more than 1-2 years. Sr GM HR/A informed that he is aware about the fact and has already issued instructions for reliving all such officers to SSA heads without waiting for substitute, but unfortunately same are not implemented by filed units. He assured for further hard steps like transfer of pay of such transferred officers from present SSA to transferred SSA after confirmation from CGMT MH, but same steps will be initiated after the ERP project goes live.          

In conclusion of meeting Shri. Pravin Malhotra, Sr GM HR & Admn Mumbai  assured for settlement of all HR issues in uniform policy manner and will look into reducing time taken by his office in updating data and completing official procedures. He further appealed to bring awareness among the executives on association platform for timely implementation of ERP project and immediate action to fill up templates without any further delay as this project is scheduled to Go Live from 04/10/2013.

25 Sep 13: Reminder for recovery of lakhs of rupees of BSNL on illegal grant of free call to selected Executives: With Second reminder request and third letter to Shri. Ganesh Bakade, DGM (Vig) Mumbai, SNEA (I) Maharashtra writes for investigation of scam by illegal grant of calls beyond the limits of free calls on FSRTC & FSTC GSM Connections of certain officers in BSNL Maharashtra Circle and to recover the said amount waived in monthly bills causing loss of lakhs of rupees to BSNL and to take action against erring officers.            It is important here that SNEA (I) Maharashtra has raised this issue in March 2013 by written complaint to CGMT Maharashtra and copy to DGM (Vig) Mumbai. As no steps were initiated in three months period except asking counter letter by AGM (A) Mumbai for case wise details, in June 2013 we have written reminder request directly addressed to DGM (Vig) Mumbai in which we have submitted details of numbers on which such free calls beyond limits amounting Rs. 8,12,566.77 (In words rupees Eight Lakhs Twelve Thousands, Five Hundred sixty Six and Seventy Seven Paise only)were granted in a single stroke and copy of same was given to all including AGM (A) Mumbai who has asked proof on behalf of Mumbai. It is unfortunate that this evidence also not taken care either by the office of CGMT MH Circle or by the office of DGM (Vig) Mumbai may be due to pressure from such beneficiaries and matter is kept lingering thereby permitting  individuals to sallow lakhs of rupees of BSNL, just for reason that they are selected officers.

           SNEA (I) Maharashtra has demanded for equality either by recovery of such illegal facility only to selected executives or to extend this facility to all executives working in BSNL and remove present disparity. We cannot allow such a disparity wherein some of executives are compelled paying such amounts even though the calls are made in the interest of service as it is not permitted as per BSNL guidelines and some selected executives are allowed to sallow lakhs of rupees of BSNL definitely for calls which are made only for personal works/business as person making calls of lakhs of rupees per month from his residence telephone will not be able to attend his office. Hope we will not have to write fourth reminder and appropriate action will be taken by all concerned and BSNL money will be recovered and all executives will be given equal treatment.

Adasul, CS SNEA(I) MH, while addressing the mass gathering conveyed sincere thanks to the comrades working at Head Quarter of Maharashtra Circle for their unconditional support, love and affection.He has thrown light on recent incidents of Circle Office, in which some of comrades were forced to get involved in illegal activities and made aware all members to keep themselves away from such activities. He assured house that SNEA (I) Maharashtra will take care of all the issues of comrades and appealed to the comrades to complete their duties fearlessly and mainly in the interest of BSNL. He further appraised the house about various HR issues like Standard Pay scale, First TBP in four years, EPF issue and its status, status of different DPCs, conduction of LDCE, MT recruitment etc.

24 Sep 13:  Contradiction on Merger of Civil/Elect Wing and continuation of separate Account wing: In two separate and different orders issued by DGM (ERP) and DGM (CA) Mumbai the contradiction is created in separate functioning of Account wing for Elect & Civil wing. DGM (ERP) Mumbai in his letter dated 21/09/2013 ordered that Account Officers will continue to work in Civil /Electrical Divisions and DGM (CA) Mumbai in his letter dated same i.e. 21/09/2013 has informed that there shall be no separate accounting unit for Civil/Elect units in BSNL.

23 Sep 13: Biased approach of WTP management led by Shri. Jainendra Kumar CGM WTP Mumbai in dealing with HR issues of executives:  Com. Ajit Kumar, DS SNEA (I) WTP Mumbai in a reminder letter addressed to Shri. Jainendra Kumar, CGMT WTP Mumbai, exposes the biased approach in dealing with transfer orders and how Shri. Jainendra Kumar, himself is at the head of all these intentional and illegal affairs in WTP and puts on record in detail the intentional harassment of middle level executives and favouritism of his most favourite man Shri. Jhakir Husain, DGM (Admn) WTP Mumbai who is working in WTP for more than ten years and on the post of DGM (Admn) for more than four years.

  Com. Ajit Kumar gives a way to the strong feelings of about by each and every active comrade of SNEA (I) WTP and some other victims of such dictatorship wherein in an evil mind approach, the WTP management adopted every funda of harassing executives by acting against their wish and need. Now when BSNL CO has issued transfer order of same DGM (Admn) WTP who ruthlessly implemented such transfer to make his Boss happy, since last two months no action is being taken for his reliving. It is again important here that in same transfer order one GM & another DGM were transferred and are relived wherein GM was also relived within hours of order by BSNL CO  and DGM was given time to manage his transfer to Circle Office of Maharashtra Circle but was also relived within fortnight of original order. The situation is so worst about transfers in WTP that by repeated transfers, by now each and every officer from WTP seems to be transferred from their post suggesting change in name of “Western Telecom Project to “Western Transfer Project and the only Officer who did not got transfer is Shri. Jainendra Kumar, CGM WTP, who has completed his entire service in Mumbai area that to be in WTP  except two years period when he was posted as CGM T&D Circle Jabalpur.

  It is important here that this DGM (Admn) WTP, who works under direct instructions of Shri. Jainedra Kumar has blindly joined hands with Shri. Jainendra Kumar and played key role in ruining & spoiling life of officers by issuing pick and choose transfers even by managing it from BSNL CO and reliving them within hours rather minutes of orders issued by BSNL CO by downloading from intranet site.  Shri. Jakir Husain has helplessly agreed these facts in our some of the discussions and covered his misdeeds by saying that he is bound by the orders of his Boss even though he was not agreeing with such transfers as instructed by Shri. Jainendra Kumar. He became most favorite man of Shri. Jainendra Kumar as he was not applying his mind & never worried about the BSNL rules/guidelines and was blindly following the verbal instructions of his Boss . No doubt, when all others including GM, DGM in same order are relived, Shri. Jakir Husain is specially blessed by his boss for his unconditional support in harassment of all other executives including DGMs and GMs for immediate implementation of transfer orders to settle personal enmity or ego clashes during office working. 

 Shri. Jainendra Kumar , who has behaved ruthlessly with no. of Group C & D Staff, JTOs, SDEs & DEs by transferring them in mid academic session, even did not care for genuine problems of lady officer and transferred her out of Circle in his powers, creating pressure by reliving transferred officers no time and even when said officer was on medical leave, without giving them chance to represent their grievances about mid academic educational carrier of their children, intentionally delaying the Child Care leave applied well in advance before transfer orders, is now worried about academic carrier of daughter of said DGM(Admn) who is understood to pursue her study in First standard of Primary School in Mumbai. Hats Off to both the Officers for their excellence in management!

It is the destiny that the man who played major role in spoiling carrier and family life by immediate reliving of so many executives & non executives in WTP in need of some time to overcome their genuine family and personal problems is now begging for his retention on such non justified & flimsy grounds and same is strongly supported by Shri. Jainendra Kumar, who is the only authority to take decision on reliving of any one from WTP. We doubt that this extra and special time is being taken to cover up all miss deeds, destroying important evidences and office records of such acts, completing some remaining egoistic and revengeful actions as it is understood that one file is under process for termination of six to seven non executives with allegations that they have gheroed present DGM (Admn) WTP Mumbai and so on.

  Com. Ajit Kumar DS SNEA (I) WTP rightly questions Shri. Jainendra Kumar CGM WTP Mumbai, by accounting all the misdeeds by Shri. Jakir Husain DGM (Admn) WTP under valuable guidance rather one way instructions of Shri. Jainendra Kumar right from HR issues to development issues and direct loss to BSNL. The important issues raised in a letter by Com. Ajit Kumar are as follows.

Ø                                                                                                                                                                                                                                                                                                    Making expenditure of lakhs of rupees on construction of new GM office and its infrastructural arrangements by keeping sanction post of GM WTP Nagpur vacant for years together,

Ø                                                                                                                                                                                                                                                                                                    Arranging special meeting of WTP officers at Goa along with Family members at the cost of BSNL for period of about one week,

Ø                                                                                                                                                                                                                                                                                                    Arrangement of “Satyanarayan Pooja by his chamchas in WTP on the recent Birthday of Shri. Jainendra Kumar, to keep boss happy definitely from the BSNL Money.

Ø                                                                                                                                                                                                                                                                                                    Grant of free calls on FSRTC of selected  Officers,

Ø                                                                                                                                                                                                                                                                                                    Harassment of three AOs by not reliving for years together who got request transfers before one year even when BSNL CO has issued instructions for reliving all these officers without waiting for relievers,

Ø                                                                                                                                                                                                                                                                                                    The pick and choose method adopted by reliving one of AOs by special initiatives of DGM IFA WTP who is taking interest on personal approach by concerned officer,

Ø                                                                                                                                                                                                                                                                                                    Intentionally spoiling APRs of officers who are not joining hands with the said corrupt officers.

Ø                                                                                                                                                                                                                                                                                                    How WTP management is avoiding discussions on such direct and intentional violations on HR as well as development issues and misuse of BSNL money and so on.

21 Sep 13:  Update on EPF issue :  The pending EPF data of year 2011-12  has been sent by BSNL to EPF authorities from Bandra Mumbai and same is being checked for its correctness by EPF authorities and will be processed and uploaded on server of EPF Mumbai within weeks period. After this process & if nothing goes wrong each and every EPF holder from BSNL will be able to check for online the accountability of his/her hard earned Money.

           With this major issue of accountability of EPF money will be settled and the only issue remaining is settlement of multiple EPF accounts due transfers of officers from one SSA to another SSA/Circle. All such comrades, who are still having multiple EPF accounts are requested to confirm from regional EPF office about transfer of their EPF data to EPF Mumbai and if it is sent then please get details and send it to AO (EPF) through SSA EPF Nodal Officer or to DS SNEA (I) concerned, we will definitely take up such matters with EPF Mumbai and make it single EPF account with updated EPF amount.

21 Sep 13:  BSNL CO issued new organizational structure for successful and timely implementation of ERP Project by creating three level system under overall control of CGM ITPC Pune viz, National ERP Implementation Unit, Master Data Management Team, and Circle ERP implementation Unit. 21 Sep 13: Standard pay scale of E2, E3 etc for JTO/JAO, SDE/AO etc: In continuation of the meeting with DIR(F) on 06.09.13 and DIR(HR) on 10.09.13 and 17.09.13, GS, President and both AGSs met Sri Neeraj Verma, GM(SR) and held discussions on this vital issue. GM (SR) is also a member of the joint committee. Assn continue its efforts to build a positive opinion among the joint committee members by discussing the issue with them in detail in order to expedite the resolution of the issue.

20 Sep 13: Nashik SSA wins “Best Maintained Telephone System Award 2013: In a special letter issued by BSNL CO, the District Head Quarter (DHQ) of Nashik SSA is declared winner of Category II, Best Maintained Telephone System Award 2013,  for the year 2012-13, and the letter gives credit to entire Team of Nashik SSA and CGMT Maharashtra Circle. During early months of 2012-13 Nashik SSA was headed by Shri. M. K. Jain present PGMT Pune and thereafter the charge of Nashik SSA was looked after by Shri. Pravin Malhotra present Sr GM HR /Admn Mumbai and major role was played by Com. Nitin Mahajan Add GM Nashik who is known for his hard work and dedication towards the growth of BSNL and his keen watch on operations/services. Presently Nashik SSA is headed by Shri. 19 Sep 13: Meeting with Shri. S.K. Bose, Sr GM(EB) Mumbai: Delegation of SNEA(I) Maharashtra under leadership of Com. S.B.Bhosale CT SNEA(I) MH, Com. S.V.Pawar, DP SNEA(I) Mumbai, Com.  S. K. Sangle, OS along with CS had meeting with Shri. S.K. Bose, Sr GM (EB) Mumbai and discussed various EB issues raised by Delegates and District Secretaries in Circle Conference Goa.

 We mainly pointed out the abnormal delay in approval of different proposals submitted by filed units and the hardship faced by field executives in replying customers waiting for approval from Circle/Corporate Office. Shri. Bose informed that his office is taking maximum care in finalization of Field proposals and its review on day to day basis and said proposals are being approved within weeks period. He agreed that the proposals not having sufficient and required information are delayed as committee members needs complete information to study economy of proposal and actual generation of revenue for BSNL which is main thrust in bring EB proposals. He categorically agreed that his office has not sanctioned some EB proposals which were received by his office as same were out of jurisdiction of that particular SSA, but said proposals are immediately initiated through concerned EB team of that SSA and business in grabbed for BSNL. He also informed that after joining of Shri. A.K. Sahu, Sr GM EB MTNL, who was earlier GM EB Maharashtra,  there is much cooperation  from MTNL as well as BSNL side and proposals are being finalized and  implemented without delay from  both the side.

Shri. Bose further assured that his office will take at most care for early sanction of field EB proposals and appealed that Filed units should take proper care before sending proposals to Circle Office. He elaborated that his office will not sanction any proposal which is not economical for BSNL. He specifically informed that any field officer who feels that there is delay in sanction of EB proposals by Circle Office, the concerned Officers regardless of his designation can directly call him and to know the status of EB proposals with facts, reasons for delay and at the same time can give additional, supporting information for early approval of such EB proposals.

He also gave us brief idea about the EB targets during this year and its achievements, overall revenue generation by EB team, efforts in implementation of different EB proposal without delay, poor progress in generation of new EB proposals by potential SSAs, support and guidance by present CGMT MH in achieving EB targets of Maharashtra Circle etc. He appealed that combined efforts at level will definitely yield more revenue for BSNL and appealed   that everyone should come forward for grabbing more business and generation of more revenue thereof.  Before conclusion of meeting we also discussed some of HR issues and difficulties faced by executives working in EB Unit and in very positive approach with prompt action Shri. Bose resolved all the issues raised by us that to be with proper solutions.

18 Sep 13: Meeting with Sri A. N. Rai, DIR (HR): GS, President and AGS Com V M Wankhede met DIR (HR) and discussed the following issues:

a)      Standard pay scales of E2, E3 etc for JTO/JAOs, SDE/AOs etc: In continuation of the meeting with DIR (F) on 06.09.13 and DIR (HR) on 10.09.13, Assn again requested DIR (HR) to expedite the resolution of the issue. Membership verification among Executives Associations: Assn discussed various provisions of the draft proposal and proposed changes as suggested by the Assn to the committee. Assn also requested to complete the verification process expeditiously.

b)     JTO (T) to SDE (T) promotion under seniority quota: Assn pointed out the huge stagnation in the JTO cadre and requested to expedite the DPC work.

c)      Promotion to DE (Regular): The DE Reg promotion DPC is going on and requested to expedite the same. Also we requested to retain Sr GM (Pers) who is posted as CGM/NTP for another 15 days till the DPC is completed. DIR (HR) assured that Sr GM (P) will be retained up to 05th October, by that time the DPC has to be completed.

d)     Declaration of result for the LICE from TTA to JTO and starting trg for the qualified candidates, consideration of the pending Rule 8 cases: Assn requested to direct all the CGMs to expedite the declaration of the results and make necessary arrangements for immediately starting the training. Large no of Rule 8 cases are pending in different Circles including North east and tenure Circles and requested to consider the cases when TTAs are joining as JTOs. Assn also requested to discuss this item in the Head of Circles meeting, this month.

 

 

18 Sep 13: Meeting with Sri A. K. Jain, Sr GM (Pers): GS, President and AGS Com V M Wankhede met Sr GM (P) and discussed the following issues:

a)    Extending standard pay scales of E2, E3 etc for JTO/JAO, SDE/AO etc: In continuation of the meeting with DIR (F) on 06.09.13 and DIR (HR) on 10.09.13, we discussed the issue with Sr GM (P) to build a positive opinion among the committee members as he is one of the committee member from official side.

b)    Completion of DE (Regular) DPC: Sr GM assured to expedite the DPC work.

c)     JTO (T) to SDE (T) promotion: Assn requested to expedite the DPC and Sr GM informed that already instructions are given to the concerned section.

 

18 Sep 13: Meeting with Sri R. K. Goyal, GM (Estt): GS, President and AGS Com V M Wankhede met GM (E) and discussed the following issues:

a)    Extending standard pay scales of E2, E3 etc for JTO/JAO, SDE/AO etc: In continuation of the meeting with DIR (F) on 06.09.13 and DIR (HR) on 10.09.13, we discussed the issue with GM (E) to build a positive opinion among the committee members as he is one of the committee members from official side. The joint committee will be met once the official side is building an opinion on the issue.

b)    Regularization of officiating JTOs: GM (E) informed that the legal opinion is against creation of supernumery posts. So other alternatives are under the consideration of the Management like one time upgradation, amendment in RR as a onetime measure to make them eligible for JTO promotion etc. Assn opined that one time upgradation affect their career as they may not get promotions in the future and the second option will be the best available option.

17 Sep 13:  Status of Quarterly Tenure Transfer Orders for QE June 2013:  As per the willingness called by Staff section for Tenure stations and as it was rightly predicted by SNEA (I) MH, no willingness came for Gadchiroli SSA and after confirmation of known facts & formalities the file has been processed and presently available with Sr GM HR & Admn Mumbai and the orders are expected within day or two if nothing goes wrong or no new idea is applied as happened earlier. SNEA (I) MH has concern about the unjustified delay in issuing the Tenure orders for QE June 2013 and reliving of tenure completed executives for whom orders are issued in earlier quarters. This delay happens as Maharashtra Circle was not having regular HR Head. Now at DGM as well as GM level HR head, regular officers are posted and we are confident that the over delayed works like issuing Tenure Transfer Orders for QE June 2013, issuing looking after promotions in DGM & DE Cadre will be given final touch with proper responsibility and SNEA (I) MH appeals to all concerned comrades to have some more patience to overcome current lethargy in Staff section.

12 Sep 13:  Sr GM HR & Admn warns all the officers/officials bringing Political Pressure in dealing with their Transfer Posting: In a letter addressed to all the Officers in Maharashtra Circle Shri. Pravin Malhotra, Sr GM HR/Admn Mumbai by quoting the guidelines /principles framed by BSNL assures that his administration is trying best to consider all the request transfers depending on vacancy and administrative connivance and at the same time reminds that transfer is not matter of right or privilege.

          He further warns all the officers/officials that any effort to bring or attempt to bring any kind of political or outside influence to get their transfers /posting effected shall be viewed seriously by administration and officers found involved in such activities may be liable for Disciplinary action as per BSNL CDA rules.  SNEA (I) Maharashtra appreciates the concern by new HR/Admn Head and awares all the members to keep themselves away from such influence & pressure tactics and pursue their request through proper channel. 12 Sep 13: DGM (Adhoc) Promotion: It is understood that last MC meeting cleared the proposal for DGM (Adhoc) promotions by giving 1 year relaxation in the qualifying service. More than 500 vacancies are available now in the DGM grade.

12 Sep 13: Meeting with Sri A N Rai, DIR (HR): GS, AGSs Com Arvind Dahiya and Com V M Wankhede met DIR (HR) on 10.09.2013 and held discussions on the following issues:

a)    Standard pay scales of E2, E3 etc for JTO/JAOs, SDE/AOs etc.: Assn drawn the attention of DIR (HR) about this long pending issue. Almost 5 years back, 2007 batch JTOs joined in BSNL but so far their pay scale is not fixed. Reduction of pay scale from E1A to E1 is nothing but demotion of the cadre itself even if 5 increments are given. For SDE/AO grade also, E2 scale is fixed provisionally, so the TBP from JTO/JAO to SDE/AO grade also become provisional.  Their further promotions also will become disputed. Assn pleaded strongly for the resolution of this most important cadre issue. The pay scale of the basic cadre itself is not finalised, it is to be taken seriously. After discussion, DIR (HR) assured that this issue will be discussed in the Management Committee.

b)    JTO to SDE promotion under seniority quota: Assn requested to expedite the DPC work as almost all the ACRs and VC received from the Circles. JTOs of 1995 batch waiting for the promotion even after 17 years. DIR (HR) assured to expedite the DPC work.

c)     MC approval for BSNLMS RR amendment keeping 1000 STS posts for MT rect and filling the remaining posts on regular basis and the proposal for relaxation of qualifying service for promotion to DGM posts: DIR(HR) informed that some discussions already took place in the Management Committee and the proposal will be cleared after further discussions.

d)   Modification to nearby Circles for SDE to DE (Adhoc) promotions: Assn requested to consider the request for modification to nearby Circles like AP, KRL, MH etc. After discussion DIR(HR) informed that while posting certain criteria like seniority has been maintained. So any modification can be done based on seniority only.

e)     Modification in respect of LDCE candidates: Assn brought to the notice of DIR(HR) that lot of rumours are spreading in the field units that modification of posting orders will be taking place and most of the JTOs promoted and posted to other Circles are on leave for so many days anticipating modification. We requested DIR (HR) to end this uncertainty by modifying all the cases. DIR (HR) clearly told us that Management has already taken a decision at CMD and DIR (HR) level that there will be no change in the Circle of posting. By this it is clear that there was no movement or proposal or assurance to modify the LDCE postings and whatever the rumours spread in the field units have no base at all. Those who are interested to join the promotional posts may join immediately, DIR (HR) informed. Management is even proposing to cancel the promotion orders of those JTOs / SDEs who are not joined so far.

 

10 Sep 13: Report For Day Second 03/09/2013:The Historical Fifth Circle Conference of SNEA(I) MH at Ravindra Bhavan, Madgaon, Goa: Second day of the 5th Circle Conference of SNEA(I)MH Circle at Ravindra Bhavan, Goa commenced with the presentations of DS report by Districts Secretaries from various districts. The DS from each and every Corner of Maharashtra thereby total 34 DS reported for the Circle Conference and submitted their report. All the District Secretaries put forth the real picture of what is happening in the field, various hurdles faced by the filed executives while imparting BSNL services to our esteemed customers. All of them deliberated the issue of scarcity of materials like Drop Wire, PIJF Cables, UY Connectors, jointing kits, battery sets, power plants and its spares, SUMA, TRE, ANC, XCEM-U and XCCM cards, combiner in GSM, patch panel antenna, rechargeable battery in CDMS instruments etc, replacements of life expired battery sets, Restoration of 1503 service, Augmentation of SGSN server at Pune etc

While in HR related issues, some of the DS pointed out need for equal Distribution of CAF works at TERM Cell Pune & Nagpur ,Merger of Civil & Electrical wing with SSA,Merger of Separate Mobile GSM Mtce Teams and its reporting to SSA Heads,First TBP should be after 4 years, Standard pay scales for all executive in BSNL and removal of pay discrepancy aroused in various batches among BSNL recruited JTOs,30% Superannuation benefits for BSNL recruited executives, Hard Tenure for Gadchiroli etc , Request from LDCE passed Executives for Posting in All India Soft Tenure , Regularization of Offg JTOs , Holding of LICE/LDCE for filling vacant post of JTOs, SDEs and outsider recruitment in TTA cadre , posting of SSA head in some of the SSAs. Contents and presentations of some of the DS were so solid and to the point that it has covered each and every issue which were transient in the minds of delegates and observers present in the august house. DS really made use of wide platform of SNEA (I) for bringing in light all the hurdles coming in between field executives and the services offered to our subscribers. Each and every DS, requested to remove these hurdles and shown their readiness to improve the quality of service, thereby improving the image of BSNL.

At this juncture, is response to decision of CWC Chennai, SNEA (I) Maharashtra presented cheque of Rs One Lakh as Second Installment of Legal fund to SNEA (I) CHQ in addition to Rs Two lakhs already paid. As such total Legal Fund payment by SNEA (I) Maharashtra Circle reaches to Rs. Three Lakhs which is highest of all Circles. All the leaders of SNEA (I) MH presented cheque of Rs. Thereafter in continuation of Delegate Session, Com. K. Sebastin, GS, SNEA (I) CHQ New Delhi addressed the delegates and observers present in the august house touched all the issues pertaining to HR and development of BSNL. He made aware the house about present status of different DPCs for promotions, role of SNEA(I) in settlement of 78.2 % fitment, Court cases being pursued by SNEA(I) CHQ, Status of case filed by SLP on seniority issue to clear list no. 6& 7 and its status, the issues being pursued by SNEA(I) CHQ on Top priority like Standard Pay scales for BSNL Executives, 30 % superannuation benefits, Centralisation of EPF and resolution of related issues, Pay anomalies aroused after second PRC, First time bond after four years for all and removal of disparity on the ground of touching/crossing next scale, efforts of association for 80% MTs post for internal Executives, Conduction of LDCE for SDE, LDCE for filling vacant post of JTOs, status of JTO Offg Case and its persuasion by SNEA(I) for onetime settlement. His continuous, well studied marathon speech lasted for more than an hour. His speech has assured all, how our beloved GS is having full of knowledge on each and every issue, commitment and having visionary approach in dealing and resolving the HR issues of executives in BSNL.

Com G. L. Jogi, President SNEA (I) CHQ New Delhi addressed the house and narrated the struggle made by this Association in achieving various milestones for executives in past and its commitment to reach to the target to achieve the same. He informed about the importance of every struggle which is unending and continuous process. If the struggle is made with right perceptive and full commitment then every struggle will leave its footprint and path for success. He also expressed the commitment of SNEA(I) in resolving the issue of Standard pay scales for all executive in BSNL and removal of pay discrepancy aroused in various batches among BSNL recruited JTOs,30% Superannuation benefits for BSNL recruited executives, First Time Bound Promotion is Four Years etc. Com. Jogi further highlighted the issues related to growth of BSNL and role of each and every executive in it, the role of BSNL management& Govt of India, present challenges before BSNL. He also appreciated the unity of the comrades of SNEA (I) Maharashtra in recent past and thanks all the comrades for supporting all the calls given by SNEA (I) CHQ. He further appreciated the dedication and sincerity of all the District Secretaries of SNEA(I) Maharashtra for clearing CHQ and Circle Subscription for all members up to 31/08/2013 which is latest and he specially conveyed thanks to all DS for the unconditional support to SNEA(I) CHQ. He assured house that the issues raised in Circle Conference Goa will be taken due care by SNEA (I) CHQ.

Kendre, DGM Buldhana were nominated as Election Officers. In an unanimous Election taken in the leadership of all the DS and Delegates, the Fifteen member Circle Body along with Five CWC members was elected for term of Next Two years unopposed thereby setting a great example of Unity in the history of SNEA(I) MH Circle. Com. S. V. Bhad, Circle President, Com. M. S. Adasul, Circle Secretary, Com. V.J. Bhandirge, Joint Secretary HQ have achieved hat trick on these posts as they are elected for third consecutive time on same post.

With this Fifth Circle Conference of SNEA (I) MH Circle at Goa concluded at 0200 Hrs on 04/03/2013 with slogans of SNEA (I) Zindabad, BSNL Zindabad, Inqulab Zindabad giving new hope and aspirations to all delegates and observers present in the conference that SNEA (I) is the only association which will show the right path for the success of executives and for the success of our beloved BSNL.

Report For Day I , 02/09/2013:  On the day First , the Conference commenced sharply at 1000 hrs with the Flag hosting by Com. S.V. Bhad, CP SNEA(I) MH and in presence of Com G Jogi, CHQ President New Delhi and Com K Sebastin, GS SNEA(I) CHQ.  Com A R Manani, VP CHQ, Com V M Wankhede, AGS CHQ ,Com M B Sangale, Jt Sec CHQ West  and Com M S Adasul, CS SNEA(I) were present along with all the delegates ,office bearers, CWC members, CEC members with the slogans of SNEA(I) Zindabad, BSNL Zindabad with full vigor and enthusiasm.  

 After Dias formation, the house observed two minutes silence for departed Souls.

 Com. S A Aga, DS SNEA (I) Goa gave warm welcome to all the comrades and gave brief idea about the Goa, its Beauty, traditions and assured for comfortable stay of all. 

 The comrades of SNEA (I) Goa welcomed all CHQ/Circle Office Bearers, CWC/CEC Members, DS, Delegates and Observers with bouquets and flowers.

 The Delegate session was inaugurated by Deep Prajwalan and Saraswati Pujan by CHQ/Circle Leaders.

 Com. S.V. Bhad CP SNEA(I) MH , in his inaugural speech briefed house about the deliberations in Circle Conference and appealed all comrades to co-operate by being specific in their reports and requested to adhere with time schedule.

 Then the agenda of two days meeting was passed by the house.

 Com. M.S. Adasul, CS SNEA(I) MH submitted his brief report about the activities of SNEA(I) Maharashtra form April 2011 to August 2013. The 30 pages report was approved by house with loud claps. Copy of the CS report <<<>>> 

 Com. P.N. Patil, CT SNEA (I) MH submitted the accounts of Receipts and Payments to the house which was approved with thundering claps. Com. P N Patil has registered Hat Trick by submitting the Treasurer Report for third Time as CT SNEA (I) MH. Com. Patil was emotional and conveyed sincere thanks to all the Comrades of SNEA (I) MH.

After this report, the reports of DS started one by one and at 1400 the delegate session was closed for lunch and Open Session thereafter.

7 Sep 13: Grand & Highly Successful Open Session of 5th Circle Conference Goa: Grand and highly successful Open session of 5th Circle Conference of SNEA(I) MH Circle was conducted in the well decorative Conference Hall  Ravindra Bhavan ,Madgaon, Goa in presence of more than 350 Delegates, observers and Goa comrades.

By recognizing the efforts of Com. Dr. Mrs. Lalita Jogi , in day to day activates of SNEA(I) CHQ with active and unconditional support to Com. G.L.Jogi , house gave welcome to her. SNEA (I) Maharashtra conveyed sincere thanks and gratitude to Com. Mrs. Lalita Jogi by presenting a beautiful momento as token of love and affection. The sincerity and dedication of Com. Dr. Mrs.  Lalita Jogi was appreciated by the house with huge applause and standing ovation by the house with slogans of SNEA (I) Zindabad.

Discussion of the open session started with key note address by Com. M. S. Adasul, CS SNEA(I) MH  in his special style narrated various milestone incidents by SNEA (I) MH and elaborated the problems faced by the executives in MH circle. He conveyed thanks to Shri. A.V. Kulkarni, CGMT MH Circle for settlement of majority of HR issues of executives and requested for settlement of pending HR issues in time bound manner. He assured CGMT that if management is ready to provide minimum man & material to field Units, BSNL will grow sharply and at the same time executives will be able to face customers. He also narrated the present problems faced by executives in providing GSM services, CDMA services, landline, Broadband services, poor condition of battery & power plants and hardship faced by executives. He also elaborated some of issues of Goa Comrades which needs to be taken care by Goa management. He appealed management to keep minimum level of motivation by providing minimum man & material for quality services to BSNL customers and assured that SNEA (I) comrades will reciprocate it with positive growth.

As special request to Shri. A.N. Kulkarni, CGMT MH, CS appealed to grant free 3G GSM services to existing CUG plan of all the executives of BSNL working in Maharashtra Circle, which was supported by the house with thundering claps.  

Shri Anupam Shrivastav, Director CM was invited to grace this Open Session and due to emergency meeting with Hon. MoC at Delhi, he has cancelled his tour at last moment, but has conveyed wishes and visionary action plan of growth of BSNL. On behalf of Shri Anupam Shrivastav, Director CM BSNL CO New Delhi Shri. B R Ravi GMT Goa read out the message in which Director CM emphasized upon the projects taken in hand by BSNL management and appealed all comrades to come forward for improvement of BSNL services. He also put forth the significance of combine efforts of management and BSNLs executives for making BSNL profitable. Special Message by Director CM.<<<>>>

Com M.B. Sangale, Jt Sec West CHQ in address explained in details various hurdles in development of BSNL and pending HR issues. These HR issues are required to be settled for boosting the moral of executives of SNEA (I). He also explained the efforts taken by CGMT for the development of Nashik SSA.

 Com. V.M. Wankhede, AGS CHQ New Delhi highlighted efforts of SNEA (I) CHQ in declaring result of recent LDCE for JTO to SDE promotions. He also appraised house about efforts taken by SNEA (I) MH for executives working at tenure stations. He also appealed for action from SNEA (I) for retention of executives dislocated from MH Circle under recent promotions as SDE.

Com. A.R. Manani, VP CHQ ,highlighted various activities and achievements of SNEA, including the recent historic achievement of approval of 78.2 % DA merger and Child care leave, appreciated efforts of SNEA(I) MH and particularly that of  CS SNEA(I)MH Circle Com M.S. Adasul for  taking series of steps in resolving the complicated EPF issue and as on today MH is Far- far ahead in resolving EPF issue,  expressed serious concern over biased treatment given by Govt. to BSNL, demanded equal level playing field and equal terms & conditions.

Shri B R Ravi, GMT Goa in his address appreciated the spirit & sincerity of Goa Comrades and assured that he will take care of all HR issues raised by SNEA (I) Goa and assured that with support of CGMT he is trying his level best for making availability of stores and gave brief report of the development activities of BSNL in Goa State.

Com K Sebastin, GS SNEA (I) CHQ in his well studied speech highlighted each and every HR issues of the executives and need of improvement of BSNLs services for making BSNL profitable. He told house that scarcity of materials in field is due to sudden financial crunch and drop down of revenue. He also highlighted associations persuasion in bringing all these issues in the notice of BSNL management. He expects that BSNL will sooner get some financial relief from Govt and then needed materials will immediately been procured. He appealed all the executives to take self initiatives for maintaining the quality of service and retaining customer base with the utilization of all available resources in hand.

Com S N Prasad, President MTNL EA (MEA) CHQ New Delhi appreciated efforts of SNEA (I) MH in arrangements of Goa Conference. He explained in detail the problems of executives in MTNL and essentiality of merger of BSNL and MTNL for giving better services to both the subscribers of BSNL and MTNL.  He requested CGMT MH to give vacant quarters to MTNL executives on need and rent basis and initialization of proper majors to avoid disconnections of RSTCs of executives of MTNL and BSNL and reciprocated views expressed by CS SNEA (I) MH on this issue of disconnection.

Shri A. V. Kulkarni, CGMT MH Circle & Chief Guest of the function in his special address appreciated the work done by the executives in MH Circle. He told that financial condition of MH circle, though not sound, but gradually improving with the combined efforts of management and MH circle staff and clarified that position is far better than last year. CGMT MH gave facts and figures of growth in MH during 2013-14 as compared to that of 2012-13. He told that he is aware of the problems faced by the executives in field and assured to the house that field materials for day to day maintenance will be made available in step by step manner and he is keenly watching activities.  The tendering procedure of Battery Sets of Rs. 18 Crore is at final stage and orders will be issued within week. On receipt of additional funds from BSNLCO the steps will be initiated for further Battery Sets. He informed that EPBTs are available in sufficient quantity and MH Circle has already placed orders for procurement of materials like 5 pair cables, drop wire etc and assured house that our combined efforts will put BSNL to regain its lost glory.  He further appealed comrades to come forward for growth of BSNL and assured that with united efforts of all he has plan to retire from BSNL in March 2013 with positive growth of Maharashtra Circle, which was supported by house with thundering claps. The speech of Shri. A.V.Kulkarni, CGMT MH was inspiring, informative and very positive towards growth and future of BSNL.

By reciprocating the request for grant of 3G services for BSNL executives Shri. A.V.Kulkarni, CGMT MH informed house that the said proposal is under consideration and assured house that within weeks period same will e approved. The entire house reciprocated this announcement with thundering claps which was one of the demands for minimum level of motivation requested by SNEA (I) MH.

Com G L Jogi, President SNEA(I) CHQ, in his well-known style addressed the jam packed gathering and explained in detail about  how  current financial position is due to step brother policies of government towards BSNL,  Illegal 3G roaming by private operators, issues like BWA spectrum issue etc and govt. inaction has caused a lot for BSNL. BSNL was not given mobile equipments and other equipments deliberately by giving unjustified reasons and how associations and unions have taken efforts for same. He narrated that it was the combined efforts of all the unions/Association in BSNL and initiative from SNEA (I) that pressure was created on the Govt and BSNL management. As results we have in hand at least 50% GSM equipments. He appealed all the executives to take initiatives for improvement of BSNL services and compel management for immediate procurement of materials needed for improvement of BSNL services. In highly motivating and inspiring speech of Com. G.L. Jogi, expressed gratitude to Maharashtra Comrades and appealed all comrades to concentrate on development issues and growth of BSNL and assured house that SNEA (I) CHQ will take care of all HR issues.   

Open session was nicely and beautifully anchored by Com. V. B. Kokate, ACS(W) SNEA(I) MH in his unique style.

Com. S. R. Kalmegh, ACS (E) SNEA (I) MH conveyed vote of thanks in his special style to all the dignitaries and all other who have made sincere efforts in making this Open Session a grand success by arrangements and deliberations.

After high level of motivation by each and every speaker the Open session concluded at 2015 hrs with national anthem and dinner thereafter.

2 Sep 13:Pre CC CEC Meeting Goa: Pre Circle Conference Circle Executive Committee (CEC) Meeting of SNEA(I) Maharashtra was held at Black Box Ravindra Bhavan, Madgaon, Goa on 01/09/2013 from 1600 Hrs in eve of proposed Fifth Circle Conference, Goa. The meeting was attended by all District Secretaries, CEC Members, CWC Members, Circle Office Bearers and SNEA (I) CHQ Office Bearers.

2 Sep 13: In a strange act, AGM Staff Mumbai calls for volunteers/willingness for posting at Tenure Stations thereby creating one more hurdle in issuing tenure transfer orders in respect of officers who have completed tenure as on 30 June 2013 which are already delayed by two months. This is eyewash as the volunteers are called from all executives and not specifically from the long stayed officers who are coming under zone of consideration as substitute. It is fact that a good no. of long stayed officers have already submitted their willingness for posting at Sindhudurg, Ratnagiri and Raigad SSA and such willingness are not yet given any consideration and again this new drama is started.

          It is well known that till now no one has given willingness for Gadchiroli except one JTO from QA, whose willingness is also not considered for last six months on flimsy grounds and there is no chance of receiving any further willingness for Gadchiroli. At any cost Staff section has to operate list of long stayed officers as it is doing for long time. It is important here that while calling options the staff section has intentionally neglected the counting of officers for whom transfer orders are issued long back and orders of their substitutes are either cancelled or issued them change of station thereby keeping Tenure completed Officers waiting for months together. It is clear that staff section is creating Mesh in well defined Quarterly Transfer Policy by applying different 'fundas' just to hide their blunders and inefficiency. Let us hope that after this “funda', no fresh idea is not applied for delaying Tenure Transfer Orders and orders will be issued without any further delay. Letter <<<>>>

31 Aug 13: SNEA (I) MH Circle congratulates, Com. T K Solanki, JTO Basmatnagar, Parbhani & Com. A.N.Tadke, JTO Nashik,   on their superannuation retirement on today, 31/08/2013 and wish them and their family members A Very Happy, Peaceful & Long Retired Life . Com. T K Solanki, JTO Parbhani has rendered his services to entire Maharashtra and especially in Aurangabad, Nanded& Parbhani SSA. He has taken special efforts in finalisation and execution of Nabhik CUG plan throughout Maharashtra. His day and night services at Killari during Earth Quake for about 21 days are remarkable.  He is active and die-hard comrade of SNEA Parbhani and has played vital role in strengthening SNEA (I) with his active support.  Com. T K Solanki has contributed actively towards the growth of BSNL during his lifelong services and after superannuation also in the same positive attitude & approach, he has assured to offer services for the better Services by BSNL.

 It is important here that Com. Nitin Mahajan is BSNL absorbed ITS Officer and is known for his devotion towards BSNL & hard work. Com. S. R. Shardul is also devoted officers of BSNL who has taken special efforts to reduce outstanding amount of customers reasonably. Both the sincere and dedicated officers have shown faith on SNEA (I) for future of BSNL and in presence of Com. G.L. Jogi joined SNEA (I) as basic members. Both the officers were given warm welcome and standing aviation and warm welcome by the house.

 The meeting started with welcome speech by Com. S. A. Bhadane, DS SNEA (I) Nashik wherein he addressed the views and problems of comrades of SNEA (I) Nashik.

 The house was then addressed by Com. M. S. Adasul, CS SNEA(I) MH, Com. S.V. Bhad, CP SNEA(I) MH, Com. M. B. Sangle Jt Secretary SNEA(I) CHQ, Com. A. R. Manani, VP SNEA(I) CHQ wherein the different issues elaborated and discussed.

 In special address Com. Nitin Mahajan, Add GM Nashik expressed his views and experience he has undergone in recent past. He specifically mentioned about lack of the present leadership in BSNL and how BSNL is facing problems in growth. He categorically mentioned the approach of SNEA (I) towards its members and dealing with general HR issues and how he has taken decision to join SNEA (I) as basic member. He mentioned SNEA (I) can resolve present stalemate in promotions of BSNL absorbed Officers and also shared about his fight against injustice and how he has suffered lot for no mistake on his part. He further expressed that he believes on democracy and is interested to lead SNEA (I) and if required he is ready to fight elections as per SNEA (I) constitution.

 In a marathon speech of two and half hours Com. G. L. Jogi, President SNEA (I) CHQ highlighted the issues related to growth of BSNL and role of each and every executive in it, the role of BSNL management & Govt of India, present challenges before BSNL. He also informed house about present status of different DPCs for promotions, role of SNEA(I) in settlement of 78.2 % fitment, Court cases being pursued by SNEA(I) CHQ, Status of case filed by  SLP on seniority issue to clear list no. 6& 7 and its status, the issues being pursued by SNEA(I) CHQ on Top priority like Standard Pay scales for BSNL Executives, 30 % superannuation benefits, Centralisation of EPF and resolution of related issues, Pay anomalies aroused after second PRC, First time bond after four years for all and removal of disparity on the ground of touching/crossing next scale, efforts of association for 80%  MTs post for internal Executives, Conduction of LDCE for SDE, LDCE for filling vacant post of JTOs, status of JTO Offg Case and its persuasion by SNEA(I) for onetime settlement. He also informed house that association is pursuing all these issues with management and if required SNEA (I) will start struggle for settlement of these pending issues and appealed comrades to be ready for the struggle.

 After speech Com. Jogi satisfactorily answered all the queries and doubts raised by comrades.

 Meeting concluded at 2245 hrs with Vote of Thanks by Com. G. G. Borse DT SNEA (I) Nashik and National Anthem thereafter.
