 30 NOV 17  SNEA MH Circle congratulates, Com. R.N. Deshpande  DGM Admn  WTR Mumbai , Com. J.A. Jesurajan AGM Admn II Circle Office Mumbai & Com. J.D. Charvekar , JTO WTR Nashik  on their superannuation retirement on today,  30/11/2017 and wish him and his family members “A Very Happy, Peaceful & Long Retired Life”.

Com. R. N. Deshpande, DGM Admn WTR Mumbai {9423136888} has joined DoT in 1979 as RSA and has rendered services as JTO, SDE in Solapur , then as SDE in Nanded, as DE in Raigad, Pune , WTR Bharuch Gujarat and since March 2016 he is promoted and posted as DGM Admn WTR Mumbai. Com. Deshpande is known for his excellence in technical as well as administrative works. While working as JTO Solapur, he was awarded prestigious Sanchar Sarathi Award. Not only administration but he was famous among the staff and public due to his healthy public relations.  He has always extended hand to his subordinate staff and officers in resolving their grievances. He is very polite and co-cordial in nature. While working as DGM Admn WTR Mumbai, he has been instrumental in getting issues of SNEA comrades resolved in their favour.

Com. J. A. Jesurajan, AGM Admn II Mumbai {9423992566} has joined his services in year 1980 in DoT as Telegraphist and in year 1990 he was promoted as ASTT at CTO Mumbai. Since 2000 he was posted as SDE LC Mumbai , then SDE Legal Raigad, and since Oct 2012 SDE Admn Mumbai and on AGM LA promotions he is posted as AGM Admn II Mumbai and continues on the same post till his retirement. While working as SDE/AGM Admn Mumbai, he has been very co-operative and has always extended helping hand to all staff and officers. His devotion towards duties is highly appreciable by all and specially the way in which he has helped the patient & their family throughout India while their visit to Mumbai for cancer treatment. Co. Jesurajan is die-hard member of SNEA and has always taken active part in SNEA activities. He is known for his smiling face, energetic & co-operative nature and continued in same spirit till last day of his service and on superannuation he is retiring today after completion of 37 years of highly successful service in DoT & BSNL.

Com. J. D. Charwekar, JTO WTR Nashik {9422757305} is die-hard member of SNEA Nashik and has taken active part at each and every activity of SNEA WTR/Nashik.  He has joined DOT as Technician in 1981 at Goa & 1982 transferred to Nandgaon, Nashik. He worked as TTA from 1997 at Manmad WTR & has rendered his services as Br. Secretary & LCM NFTE member WTR, Br Secretary SNEA Nashik, CWC Member SNEA MH. He is known for his skills in transmission and devotion to duties till last day of his service. Under LICE quota, he promoted & posted as JTO Mux WTR Nashik and till today he is working as JTO WTR Nashik and completing 37 years of his dedicated services earlier in DoT & now in BSNL. He is continuing his duties with same dedication & sincerity till the last day of his retirement.

29 NOV 17 : Submission of memorandum to the Hon MPs: Good progress is reporting by all the Circles. All the MPs may be covered before the strike on 12th and 13th December. Since the Parliament session is also starting by 15th December, all our activists at different level may take initiative to submit the memorandum by the representatives of all Unions and Assns by 10th of December.

 

28 NOV 17:  “SAVE PSUS, SAVE INDIA”, STATE LEVEL CONVENTION OF AIPCOC AT MUMBAI, MAHARASHTRA: The first State level convention of West Zone of All India Public Sector and Central Government Officers’ Confederation was held in at Recreation Club, Mazgaon Dock Limited, Mumbai on 07/11/2017.

·        The meeting was attended by representatives of various executives' Association from different PSUs & Central Govt.  Organizations like BSNL, MTNL, BEML, BEL, HAL, MDL, IOCL, and Customs Department. Representatives of various Banks Associations from SBI, Central Bank of India, Syndicate Bank etc. were present and participated in the discussion during meeting.

·        Also prominent leader of BMS Mumbai Branch Adv. Shri.  Dhumane attended and addressed the gathering as guest.

·        The theme of convention meeting and convention on “Save Pubic Sector - Save India" was well organized by Association Leaders of Mazgaon Dock Limited and the hall was fully jam packed.

·        Com. V. K Thomar, National President and Com.  Dr. Franco Secretary General have addressed the meeting and both have briefed the importance of unity among the executive fraternity of PSUs and Central Govt organizations and also explained the need of formation of the Confederation. They have elaborated the role of every PSUs in building of our Nation strong enough in view of economic growth.

·        On behalf of SNEA, Com. M. S. Adasul, DyGS SNEA CHQ and CS SNEA MH addressed the gathering in his usual charismatic speech covered various aspects of issues faced by PSUs and emphasized the importance of  every PSU in every sector to act as a regulator of prices and ensure development and growth even in non-profit zones. He explained the importance of existence of PSUs to provide affordable  services to common man of country in competitive era in every field.

·        Com. Baby Thomas Secretary General NCOA and Com.  V. K. Thomar, President have impressed upon the need of formation of State level Body of AIPCOC in every state for smooth functioning and to ensure proper co-ordination among all the Associations of PSUs and Central Government organizations.

·        This first convention was much impressive with address of different prominent leaders and it has decided to hold one more such convention for awareness among all the officers working in different PSUs and building stronger unity,

·        Mrs. Geeta Sunatkari, VP NCOA India from MDL Mumbai delivered vote of thanks and meeting concluded with delicious dinner at the venue.

·        As per directions and discussions with leaders from different PSUs from Maharashtra State, the State level Body of AIPCOC Maharashtra is formed and in proud moment for all SNEA comrades, Com. M. B. Sangle, DS SNEA Nashik is nominated as State Secretary, newly formed State Body of  AIPCOC Maharashtra.

28 NOV 17:  AGM Staff Mumbai issued orders for streamlining Transfer and posting of officers from different wings viz. Telecom, Account, Civil, Electrical & Arch wings    and as per these orders the powers of transfer posting continues to be as it with concerned unit Heads but such proposal will be routed through GM HR/Admn Mumbai for its confirmation well with transfer policy. 27 NOV 17:  By quoting safety instructions issued by Fire brigade after fire incident at C wing of BSNL Admn Bldg at Mumbai, DGM Admn Mumbai issued guidelines cum instructions for Parking of vehicles by keeping space around the Administrative building vacant for movement of fire brigade vehicles. Letter <<<>>> 

·        No doubt, such instructions needs to be followed for safety of office and employees working thereof, but there was no need of threatening for application of penalty before understanding depth of response from the concerned well-disciplined officers/Staff using their own vehicles.

·        It seems that management has lost faith on its own administration & employees and before issuing orders itself they have decided that their order will not be followed by the staff and officers in Circle Office Mumbai and hence immediately instructions are issued for recovery of penalty @ Rs 500 on first violation, @ Rs 1000 on second violation and ban on entry in the office of third volition and till it is not declared that who will recover the penalty amount.

·        In recent past, DGM Admn Mumbai has become very strict administrator in respect of junior/middle officers and employees and many orders of discipline are being related with the cash collections by BSNL management as penalties and perhaps it may attempt to add cash flow to BSNL.

·        Earlier, DGM Admn Mumbai issued instructions for deduction of salary on strike against formation of tower company which was purely in the interest of BSNL that to be in advance action before the period of deduction month by using name of CGMT MH and later CGMT MH has clarified that he was kept n dark and salary deduction was done without his knowledge.

·        Then DGM Admn Mumbai has issued orders for deduction EL/CL of officers who’s coming late or going early by half an hour that to be directly by DGM Admn Mumbai without knowledge of controlling officers making them non-functional and now penalty is being proposed /imposed  on parking of vehicles.

·        When the Admn Section is trying make all employees so disciplined it seems that it is keeping its eyes totally closed, when the hired and departmental vehicles under same Admn section are being misused by many of the officers for totally personal use in presence of the concerned officers n Admn section and Management, but everybody has maintained prolonged silence even on such written complaints about extreme misuse of vehicles by certain officers.

·        We are sure, if Admn section takes such decision of imposing penalty on the misuse of vehicles, then it will save good amount of money for BSNL and then we cannot doubt on integrity of such orders imposing penalties equally for all.

·        Let us hope the Admn section takes serous note of unrest among the officers and Staff working in Mumbai,  comes out of such biased approach and give equal treatment to one & all so that everybody respect the orders issued by Admn section.      

 

27 NOV 17:  AGM Staff Mumbai issued Rule 8 transfer orders in respect of let out JTOs from Maharashtra to Telngana, Rajasthan & Karnataka Circles.

Order I <<<>>>  II   <<<>>>   III <<<>>>

·        With these orders about all Rule 8 request transfers from Maharashtra Circle received by Staff Section Mumbai before April 2017 are given consideration and this was commitment of SNEA MH to its comrades during Membership verification.

·        As on today, only 8-10 requests under Rule 8 which are received by Staff section after March 2017 are pending and SNEA MH is pursuing for consideration of all these Rule 8 request transfers and to make it as routine procedure instead of keeping it under waiting list.

·        During our last discussions with Shri. Kumar Manoj, GM HR/Admn Mumbai, we had raised this issue, but there was much reluctance on his part saying that already huge Rule 8 transfers are issued and it is not possible to issue fresh Rule 8 transfers.

·        We have conveyed him that it was mass transfers only because his office did not take timely action and all these Rule 8 cases were accumulated in staff section and hence his office has to issue mass transfers and there is nothing special and new in it.

·        If it was made as regular procedure then there was no need of such huge transfers in 3-4 phases and also there was no need of harassment of management as well as the concerned JTOs.

·        We have strongly pleaded that Rule 8 transfers should be made as routine procedure by considering all such Rule 8 applications received by staff section after fulfilling condition of five years’ service in Maharashtra Circle and recommendations of SSA Head.

·        Though our discussions were not conclusive, we will again discuss it and if required matter will be taken up with CGMT MH and we are confident that henceforth Rule 8 transfers will be routine procedure and there will not be any need to maintain register of waiting list of Rule 8 transfers.

·        Let us hope for the best.  

 

25 NOV 17:  AGM Staff Mumbai again calls for the options for DGM Looking After arrangements and last date for submission of the options by email on agm.staff@bsnl.co.in is 27/11/2017. Letter <<<>>>

·        Earlier on 24/10/2017, options were called for filling 17 posts of DGMs and many of the post vacant were not accounted for.

·        SNEA MH has raised this casual calculation of vacancies of DGMs in different SSAs as many post vacant due to out of Circle transfers on DGM Regular promotions, retirements, VRS etc were not shown in the list.

·        The names of some left out senior officers are added in this list but till it is requested to check, where name of any senior officer other than the 48 names available in this list is missing and same may be reported immediately to AGM Staff Mumbai. 

·        Now, same has been taken note and total post are increased from 17 to 26 and out of these total 26 DGM posts ten DGM post are available in Circle Office Mumbai. 

·        Till there are chances that any of the post vacant in some units may not be accounted for including vacancies to be created due to retirement in next three months and hence all DS and/or concerned are requested to check such cases and report it before  28/11/2017, we will try to fill up these vacancies also.

·        It is unfortunate that many of DGMs have not submitted options as per last letter  for their posting as DGM LA and in this letter t has been clearly mentioned that such non-submission of options will be treated as Refusal of promotions and their names will not be considered for posting as DGM LA even in same SSA.

·        We have discussed this issue with GM HR/Admn Mumbai on different occasions and expressed unrest among executives due to careless and casual approach and undue delay in issuing SDE, DE & DGM LA orders and during our last discussions GM HR/Admn Mumbai has assured that DGM LA & DE LA orders will be issued with revised vacancies by 30/11/2017 and the vacancy position of SDE LA will be ascertained as fresh and SDE LA orders will be issued to fill up maximum post of SDEs. 

·        If concern expressed by executives about careless calculation of vacancies is not taken care, then SNEA MH will demand for stopping this looking After arrangements which has no benefit to individual and it is need of management to run the administration and we cannot allow discrimination among the officers due to casual approach by Circle management towards this stop gap arrangement running for years together.

·        Let us hope, with such revised exercise, all the vacant post of DGM, DE & SDE are filled at least with looking after arrangement and the workload will be evenly distributed among the equally ranked officers.

 

25 NOV 17:  All Unions and Associations of BSNL served formal Notice for the two days strike on 12th and 13th December, 2017 demanding 3rd pay Revision WITH 15% fitment w.e.f. 01.01.2017, settlement of 2nd Pay Revision related issues and No Tower Subsidiary formation.

BSNLEU, NFTE, SNEA, AIBSNLEA, AIGETOA, FNTO, BSNLMS, BSNLOA, SEWA (BSNL), TEPU, BTEU (BSNL), BSNL ATM and TOA (BSNL) signed the notice.

24 NOV 17:   Mammoth Response for Human Chain by BSNL Comrades throughout Maharashtra Circle: In huge and mammoth response from the comrades throughout Maharashtra Circle, the call given by CHQ for Human Chain at Circle as well as all SSA Head Quarters demanding 3rd PRC Revision with 15 % Fitment formula has been made grand success by the comrades working at each and every SSA in Maharashtra Circle. Comrades from different Unions and associations have taken active part in formation of human chain and drawing attention of public as well as Government on the pending demand of 3rd PC with 15% Fitment formula and against formation of tower subsidiary company.  Hundreds and hundreds of comrades throughout Maharashtra Circle have come out offices forming human chain on the streets and shown their strongest unity and strong will power to get these demands settled at the earliest.

23 NOV 17:  AGM Staff Mumbai issued transfer order of officers in Circle Office Mumbai wherein some DE LA orders are issued and portfolio of some of officers has been changed and with positive step officer working as DE LA before transfer is posted as DE LA on joining at new station and it was not followed in many such cases earlier. 23 NOV 17:  Casual and Careless approach by Circle Management in issuing orders for Looking After Arrangements in SDE, DE & DGM Cadre:  Over the period it has been seen that the Circle management has very careless approach towards issuing Looking After promotions in SDE, DE as well as DGM cadres and any such action at senior level or even as per request of individual is given priority and here masses are compelled to work without proper orders or compelled to work under juniors, or compelled to take additional charge or illegal looking after charge and this happens when the options are called months before.

·        When this is general approach to other units/SSAs, while issuing posting orders in Circle Office, the special DE LA orders are issuing fulfilling need of Circle office, but what about field units or they have to issue illegal order for looking after arrangements is not clear.

·         With one good initiatives that the officers on joining in Circle office is given immediate Looking After arrangements which was never followed earlier and no such instructions were passed on to SSAs and seniors were/are compelled to work under juniors and SNEA MH has raised tis issue and at least some corrective action has been taken by Circle Office. 

·        Though the necessary corrections are in some cases of Circle Office, but since last two months no action has been taken for such corrective measures for seniors working under juniors in SSAs and the seniors are still compelled to work under juniors as the work of consolidation of option is not given final shape and decision is not being taken since last two months.

·        It is important that the 2-3 times extended spell of DE LA will over day after tomorrow i.e. 25/11/2017 but till the work of consolidation of the options called by Staff section is not completed and nothing is done on restoration of vacancy position of DEs which was deliberately reduced and this pendency may be due to fact that DGM HR Mumbai and GM HR/Admn Mumbai are busy in other important works.

·        But this lethargy at Circle Office Mumbai and mainly careless & totally casual approach towards DGM, DE & SDE Looking After Arrangements has created unrest among the officers.

·        When CGMT MH is making efforts for motivation of the staff and officers, his own Staff section is demotivating the officers by delaying such administrative works which has mandatory requirements for day to day functioning.

·        SNEA MH will again take up this matter and we will see that fresh orders with actual vacancies for Looking After Arrangements in DE & DGM cadre are issued immediately and steps are taken for issuing fresh Looking After arrangements for SDE LA also to fill up all the vacancies and we will not allow to extend the order for only 80 SDE LA as being done since last 2-3 spells. 

 

22 NOV 17:  Sr CE Elect Mumbai writes to SE/EE Elect in West Zone of Maharashtra Circle with copy to concerned SSA/BA Head for saving electricity charges by rationalisation of contract demand wherein it has been directed that in all Exchanges/Buildings electricity connection should be LT and HT connection is allowed only in 35 Exchanges as per list given. This is really good step taken to save unwanted recurring expenditure and hope all will respond it very positively. Letter <<<>>>

 

22 NOV 17:  Sr CE Elect Mumbai issued instructions to SE/EE Elect in West Zone of Maharashtra Circle  for using Computerised Measurement Books (CMBs) w.e.f. 01/12/2017 for capital as well as mtce works. Letter <<<>>>

 

22 NOV 17: Meeting with Shri. Rajeev Soni, Sr. CE Elect Mumbai:  SNEA MH delegation consisting Com. Abhay Kesarkar, JS NRU SNEA MH, Com. Sameer Shinde, DS SNEA ACE Mumbai and Com. M. S. Adasul CS SNEA MH had meeting with Shri. Rajeev Soni, Sr. CE Elect Mumbai on 06/11/2017. The details of discussions are as follows.

·        At the beginning of the meeting, we conveyed sincere thanks to Shri. Rajeev Soni, Sr. CE Elect Mumbai and Shri. R. I. Yadava, CE Elect Nagpur for giving relief and justice to Com. Prashant Bhangale JTO Elect Parbhani by considering his genuine & pending request transfer from Parbhani to Aurangabad on medical grounds.

·        We also conveyed thanks for calling options of Looking After (LA) arrangement in grade of SE (E)  & EE ( E) and further requested CEE  to issue LA arrangement orders of executives with minimum dislocation and if any dislocation the request of the officer concerned may be given consideration and CEE assured to look into it. We requested to do the same procedure while conducting JTO to SDE LA arrangement also.

·        We also have discussions on the case of the Temporary Advances at Solapur and disciplinary proceedings thereof. We have raised the concern of CEE towards the double punishment in minor charge sheet as one side officer is given censure and other side the said amount is being recovered from the salary of the officer. We also requested to withhold the recovery orders till the appeal submitted by these officers is settled once for all. But CEE Mumbai informed that till today his office has not received appeal from any officer and he is not aware about the appeals if any directly submitted to CGMT MH Circle. We also elaborated our discussions with Shri. Pravin Varshney, PGM Elect New Delhi on the subject and requested for giving justice to the comrades who are not guilty but trapped in the case due to their innocence. We requested Sr CE Elect Mumbai to take lenient view in appeal cases of executives Temporary Advance.

·        We also draw his attention towards the new of considering only request of two JTOs working at tenure station as mutual transfers and issues thereof and how it will create unrest among the executives who are waiting for their request transfers.  We narrated unrest among the executives due to such pick and choose transfer and requested that instead of again considering such pick and giving scope for unrest among the Electrical wing Executives, it will be appropriate to give consideration to all the request transfers.

·        While discussing on filling up of the vacancies at the Electrical wing executives at remote and un popular places, we requested CEE Civil to have relook at the tenure stations for the executives in Electrical wing and give space for non-popular places like Solapur, Parbhani, Beed, Osmanabad, Nanded and Nandurbar where there is reluctance on part of these executives to join duties on transfers.

·        We also pointed out that due to hardship for working at these places, earlier Sr CE Elect Mumbai has given written assurances to the executives posted at these places for bring back to them on completion of two years, and the executives working at these places will definitely get relief and will be benefitted with Tenure transfer facilities. CEE Mumbai assured to look into it. We have handed over the set of copies of Transfer policy along with latest amendments and we conveyed as recognised association SNEA MH is ready for any support required by management in growth of BSNL and requested for transparent HR approach with equal treatment for all the executives.

·        While discussing development issues, CE Elect Mumbai instructed to have Energy Audit of every exchange for power saving from every SSA telecom authority by filling Data in given format on BSNL MH Intranet/every electrical Division.

·        We have raised issue of vehicles for executives in Electrical wing, Sr CE E Mumbai further informed that already vehicles are allotted to electrical wing executives under project  Phase VIII.4  for GSM expansion but it is unfortunate that none of executive in Electrical wing has submitted the estimate for approval and sanction of hired vehicle. He advised to direct executives in Electrical wing to use these vehicles and if required and justified more vehicles will be allotted to electrical wing executives.

·        We also and again have drawn the attention of CE Elect Mumbai towards the pending issues of Electrical wiring at Sanchar Quarters at Dadar & Wadala and unrest thereof. CE Elect Mumbai informed that the issues are created due to visit note of CE Civil issued in Jan 2017 and he only has put restrictions on making the partial concealed Electrical wiring and if matter is cleared by Shri. Kumar Manoj, CE Civil Mumbai, then his office also has no issue on it and his office will issue modification as demanded by the residents. He advised us to take up matter with Shri. Kumar Manoj, CE Civil Mumbai. 

·        The meeting with detail discussions on the different issues conclude with giving focus for issuing transfer & posting in transparent manner and to have focussed approach on the development issues and mainly the for active involvement of Electrical wing Executives in GSM Expansion Project VIII.4 and readiness of the BTS sites on part of electrical wing as per the schedule.

 

21 NOV 17:  Sr CE Elect Mumbai calls for choice stations on name of rotational transfers and choice are to be submitted by 30/11/2017. Letter <<<>>>

·        It is wrong practice in Electrical wing to transfer officers on name of rotational transfers

·        When there are guidelines for not issuing transfers for sake of transfers, same are not followed by Electrical wing.

·        SNEA MH has discussed the issue of pending request transfers with Sr CE Elect Mumbai and we have objected for only few pick and choose transfers on name of mutual transfer and then it was assured by CE Elect Mumbai to take care of all request transfers.

·        But while issuing letter it has been named as Rotational transfers and we will again take up matter to restrict it up to request transfers as being done in Telecom, Account wing.

·        No doubt, there will some transfers to accommodate request transfers, but it should not be mass rotational transfers against guidelines issued by BSNL Corporate office.

·        All the SDE Elect, JTO Elect who are in need of transfers may apply accordingly well within time along with certification of stay particulars by AO & EE Electrical concerned.

 

21 NOV 17:  Clarification on supply of Diary 2018 & Calendar 2018: DGM Admn Mumbai issued clarification to SSA Heads regarding procurement of BSNL Diary 2018 or payment of Rs 140 each  in lieu of Diary 2018 and for printing of BSNL Calendar 2018. Letter <<<>>>

·        Earlier as usual without any clarification AGM Admn Mumbai completed office formality by endorsing the BSNL Corporate office letter on printing of Diary 2018 & Calendar 2018.

·        In this endorsement letter, no guidelines were issued for SSA Heads about action to be taken and as happened in earlier years, this time also Admn section has created confusion and there was no clarity on the matter.

·        SNEA MH has raised objection on such careless & casual approach by Admn section and delaying Diary every year by creating confusion and finally paying certain amount in Salary of Feb/March against Diary.

·        We have demanded for giving clear directions to SSA Heads about procurement or printing of Diary 2018 and also clarity on printing of Calendar 2018 to avoid duplicity of printing Calendar by SSAs as well as by Mktg Section Mumbai and Shri. R.C. Chavan, DGM Admn Mumbai has assured to issue clear guidelines and same are issued  accordingly finishing confusion on the matter and SNEA MH conveys sincere thanks to him on his immediate action and issuing clarification which will help SSAs to take decision in time.

·        As per this clarification Marketing Section Mumbai will print Calendar 2018 and it will be distributed to all SSAs.

·        SSA Heads are now free either for payment of Rs 140 to each executive/non-executive or procure/print Diary as per the specifications issued by BSNL Corporate office.

·        This clarification is issued well within time and now DS concerned will have to take up matter either for printing/procurement of Diary 2018 at SSA level or to accept Rs 140 in Salary of Nov/Dec 2017 by all executives.  

 

21 NOV 17:  AGM Staff Mumbai issued orders for promotion from Stenographer Grade III to Personal Assistant. Letter <<<>>>

·        This order was much delayed due to administrative reasons and in many of the other Circles orders are issued long back.

·        In Maharashtra Circle the delay was mainly due to time taken by officers in understanding the BSNL Corporate Office Orders and finally SNEA Maharashtra has taken up this matter all concerned officers from time to time and finally with GM HR/Admn Mumbai and with his intervention this long awaited order is issued giving justice to these comrades.

18 NOV 17:  Fire incident at BSNL Admn Building, Circle Office, Santacruz (West) Mumbai: In an unfortunate Fire incident happened in Account Wing of Circle Office at C wing, Sixth Floor of BSNL Administrative Building, Santacruz (West) Mumbai on midnight of Saturday 11/11/2017 at about 1200 hrs, the files and Computers of CA & NOFN units of Account wing have been burnt.

·        The reasons of the fire incident are not yet fixed but it is being reported that the incident took place due to short circuit in the computer room of Account wing have been badly burnt.

·        This  fire incident was noticed by the Police who was on regular night round that to be when the window of the room at which fire took place was broken due to strong heat. Then the matter was reported to fire brigade by police and by moving vehicle in Staff Quarters in the same campus, Police intimated on speaker about the fire. After efforts of about one hour, the team of Fire Brigade was able to stop fire completed.

·        Though the Police announced the fire incident on speaker by moving announcement vehicle in the campus, only few senior officers reached spot and Shri. Peeyush Khare, CGMT MH Circle was one of the few officers who have reached spot immediately and took over the control of situation and he was supported by some SDEs/AGMs residing in the campus.

·        In total negligent and careless approach, many of the senior officers residing in the same campus which is just 200 metres away from their residence to fire spot have kept themselves away from this incident and seen the fire incident from resident.

·        This is response from such higher officers at the time of natural calamities and CGMT MH himself has expressed total displeasure on this inhuman behaviour of some of the officers being mute spectator even at this moment of crises causing loss to BSNL.  

·        There is no major damage as Fire Brigade took over the control on fire immediately, but the heat generated by this fire was so high that the fans on top of the are burnt and bend on the spot, the iron cupboards are burnt, files at some portion are totally burnt, more than 15 computers, monitors and printers are burnt and melted on the spot, some computers have gone faulty and entre floor is out of use as on today. Many files kept on table are burnt, but files kept in cupboards are safe to majority extent. There is no major damage to records of any other sections, but the records of CA & NOFN section are badly affected are we can say destroyed completely.

·        Due to smoke and heat generated, the entire floor of C wing is damaged and needs now major repairs as it is not possible to use it without major repairs and colouring. The basic works of taking accounting of damages, cleaning of floor, removing burnt articles is going on it will take about 20-30 days to restore damages happened due to this fire.

·        Further it is time to review, where this much file records are required for office working when we have implemented the ERP/CDR systems and there is need to immediately move towards the digitalisation of such records and making the use of ERP 100 % so that no such hard files are created and rotating on tables getting damaged and becoming reason to expand fire.

·        Some of rumours relating transfers in account with this fire incident are being discussed among certain gossips has no meaning and it was fire incident and unfortunately it was not noticed by two security guards available in the same campus and the fire alarm system installed in the entire building did not take not of it and it reason for review of installation of fire alarm systems.

·        In routine course many of the staff and officers have casual approach towards the fire safety majors and this has been underlined by this fire incident.

·        The damages here were very small because it was just small part of one floor of an administrative building and the losses could have been more if it would have been occurred in a technical installation and other such important units.

·        SNEA MH appeals all the comrades, to take care of fire safety majors at all BSNL Installations with immediate effect and by giving top priority to important telecom installations and offices having important records. The negligence on part of any comrade will definitely cause heavy loss to BSNL and some action may be initiated against some officers responsible for fire safety installations and hence one should be more alert, active and very sensitive on such critical issues.

 

18 NOV 17:  AD Staff Civil Mumbai issued transfer orders of JTO Civil including some modifications and some deputations for works Phase VIII.4 GSM Project.  Letter <<<>>>

·        One side, Shri. Kumar Manoj, GM HR/Admn Mumbai is repeatedly stressing that CGMT MH has put ban on transfer posting and no single transfer order will be issued before Feb-March 2018 and other side some transfers are being issued in this way.

·        It means the instructions of CGMT MH has no meaning/respect in the same Staff section meant for Civil wing or CGMT MH has not instructed to stop any transfers and his name is being used by GM HR/Admn for not issuing request transfers in Telecom Wing as even one to one mutual transfers are not given consideration.

·        SNEA MH will take up matter as fresh for consideration of requests having genuine grounds like medical/spouse working grounds and cases having one to one substitute without any further delay.  

 

18 NOV 17:  BSNL Corporate Office introduced special landline plan 349 specially for Maharashtra Circle with facility of unlimited calls on any network within Maharashtra Circle and with such attractive plan we all should take efforts for adding more customers in BSNL network.  Letter <<<>>>

16 NOV 17:  Stringent orders for deduction of CL/EL by reducing relaxation on  overall working hours by neglecting the travelling condition of Mumbai and unrest thereof: DGM Admn Mumbai issued stringent order for deduction of leave from the account of officers/employees working in Circle office Mumbai by reducing time before and after office hours. Letter <<<>>>

·        It seems that Admn section is stretching this matter of timings of Biometric attendance unnecessarily and threatening well-disciplined employees and officers by issuing such letters and creating unrest.

·        It is fact that many of the employees and officers are attending offices in time and some are attending office either some time before prescribed office or sometime after prescribed office hours and overall seven hours duty is being completed.

·        But Admn section seems to be unhappy with such disciplined employees/officers and hence such unwanted letters are issued for deduction of CL/EL without consent of concerned officer/staff or his/her controlling officer thereby creating deliberate unrest among the employees and officers.

·        In all motivational addresses and in general, Shri. Peeyush Khare, CGMT MH Circle has always conveyed that there is no need of giving full working hours and he appeals everybody for dedicated/devoted contribution of minimum 3/4th of working hours and it comes six hours per day.

·        But here in total opposite stand to appeals by head of Circle, the Admn section dares to deduct EL/CL that to be directly by DGM Admn Mumbai thereby unofficially withdrawing powers of the controlling officers for sanctioning leave.   

·        It seems that Admn section has no respect to views of CGMT MH and has framed their own guidelines on this subject.

·        The Admn section also neglects the recent letter issued by Director HR BSNL Board for posting of officers in Circle Office wherein if has been appreciated that Maharashtra, the biggest Circle of BSNL has lowest percentage of working officers  in its Circle office.

·        This shows how the workload is being shared by the officers in Maharashtra Circle and definitely completion of works is not possible if these officers do not fully devote to BSNL.

·        By issuing such letters, Admn is treating these respectful officers like daily wages regular mazdoor who are bound to office hours and how can they expect some intellectual works by giving such low grade treatment to officers and no doubt for employees also.

·        It was quite possible that before issuing such order, the matter should have been discussed with the leaders of Union/associations in Circle office, but nothing has been done and such dictating order is issued and we cannot allow Admn section to implement such order.

·        It is fact that such extreme stringent timing conditions are not going to benefit anybody except Canteen contractor in Circle Office Mumbai. Since the introduction of bio metric attendance in Circle Office, the business of Canteen contractor has increased in manifold and the canteen contractor is reciprocating some officers in Admn section by providing special and free services.

·        It is most unfortunate that the officers in Admn section who are responsible for quality of food for all employees are enjoying special services at cost of other employee as there is much difference in quality of tea/food being supplied to the certain officers in Admn section and to staff and officers working in other sections.

·        It not now secrete that the Canteen contractor is providing tea of special quality to certain officers in Admn section daily in morning and afternoon  and we doubt that in reciprocating such special obligations by canteen contractor such decisions are taking by certain officers which are against views of CGMT MH Circle and definitely in favour of canteen contractor.

·        Further it seems that the officers in Admn section are not aware about the travelling conditions in Mumbai and if aware, they are under influence of somebody including canteen contractor and hence such decisions are being taken disrespecting trust of employees and officers.

·        With the start of works for Metro on different roads in Mumbai, the travelling time of many officers & staff has been doubled and here Admn section do not take its note but works against these odd conditions and creates trouble for its own officers and staff and it is much disgusting and unwanted.

·        Here other companies’ even Govt offices are taking decision for change in timing for employees due to heavy traffic on road due to metro works and same has been published in todays newspapers but the Admn section of BSNL is not worried about it and no question of any supportive decision for helping its workforce. 

·        Many of employees/officers in Mumbai are so disciplined and attending offices in time and even before making payments to Auto Riksha /Tax driver, parking the vehicles at suitable place they are giving preference to punching in biometric machine.

·        We have seen many employees who are in much hurry for following punching timings and there are chances that in such hurry somebody may meet any accident as conditions on road and in train are extremely horrible and Admn section needs to understand it.

·        We have also seen the employees and officers who travels back to office again if they forgot to punch outgoing timings due to oversight and such sincerity is being disrespected by issuing such letters.   

·        Due to this heavy crowd only 23 passengers have been died in Elphistone Road railway station and within period of one month such unethical order has been issued by Admn section of BSNL showing absence of sense of humanity.

·        The officers who are taking such decisions needs to be asked to practically study the travelling conditions in Mumbai by making them to travel by road/train from locations like Badalapur, Ambarnath, Kalyan, Dombiwali, Thane, Dahanu, Palghar, Vasai, Virar, Mira Road, Bhayandar etc and if they will successful in attending office in time then there will not be any difficulty on part of the other employees & officers to follow same.

·        After such travel only they can understand how it is difficult not only to travel by train during peak and even in normal hours but it is difficult to even enter in such crowed trains.

·        It is fact that BSNL is not in position to provide accommodation in Mumbai and sufficient salary even for senior officers to buy/purchase home in Mumbai and under such compulsions created by administration all are staying at such far away locations.

·        Even for officers/staff staying in staff quarters like Boriwali, Mulund, Powai, Fountain, Wadala and Dadar it takes one and half hour on an average to reach office and while travelling by road as well as by train he/she is dependent on the traffic conditions badly affected by metro works and hence there is need of time gap to meet such expected/unexpected odd conditions.

·        This facility of working after or before office hours has been granted for employees and officers of Maharashtra Govt working at Mantralaya and no any other PSU has put such compulsions of Biometric attendance and no chance for deduction of EL/CL that to be by office/officer other than controlling officers.

·        Some of employees and even senior officers are punching in biometric machine in the morning and going out of BSNL campus for different personal works and by coming to office in the late evening they will again punch in biometric machine as if they are working for full day and no question of deduction of EL/CL from his/her account.

·        But here DGM Admn will deduct EL/CL from employee /officers who work for full day and is late/leave early by some minutes and show that they want to maintain discipline is not at all correct and Admn section has to look into such individuals who are playing with administration and not to trouble masses for the failure of administration to control such culprit individuals.

·        Here Admn section is treating BSNL employees and officers at par with employees of private companies but forgets the similar treatment when it is matter of facilities to employees. If they want treat employees with private company employees then there is need to extend the facilities also at par and unfortunately nothing is being done on its part and failure of Admn section has been repeatedly seen even in providing basic requirements like Diary as every year due to deliberate negligence by officers in Admn section, instead of supplying Diary petty amount is being reimbursed.

·        If it supply of Diary is difficult task for administration then we can understand that it is not possible for administration to provide accommodation for all these employees and officers in Mumbai and that to be campus of the office so as attend office in such stringent conditions and as such there is no moral right for deducting EL/CL without consent of employee/officer.    

·        Further if DGM Admn has to decide the attendance of all officers and staff then what is need of all other controlling officers and said officer is not in position to grant leave or accept late duty how can one extract work from the subordinate staff needs to be understood in larger prospective.

·        Also in no way we can allow DGM Admn Mumbai or his staff to deduct CL/EL from the credit of employee and it is power of controlling officer and same needs to be kept with controlling officer.

·        All employees and officers will be ready not only for maintaining office timings but will be fully ready for one hour extra work daily if they are provided residential accommodation in Santacruz Colony or nearby in Santacruz from where one can attend office within period of one hour and some minimum level of facilities are provided equally to all.

·        We have received many complaints from the members & employees about difficulties in meeting the obligation created by this order and need of its review.

·        If administration is deducting EL/CL in this way, then in case any officer/employee is compelled to stay in office after office hours or on holidays, then same administration should pay them the salary/overtime for excess working hours/days, but nothing has been mentioned in this letter about it.

·        Further if in this way CL/EL are deducted then staff/officers are to leave the office immediately as they reach the timings defined by this order regardless they have work in hand, they are in any meeting by neglecting where meeting is over or not and no need to continue to meeting even for single minute after these stringent office timings conditions. In this case officers in Admn section will have to be happy that their condition of timings is followed.

·        If anyone comes late or goes early than the prescribed timings, the responsibility of work is with him/her and now in case of such forceful deduction of EL/CL, the pending works needs to handed over to substitute staff/officers and one cannot be compelled to complete work during such forced leave and hope  Admn section will understand it and make arrangements of substitutes for completion of works during forceful leave period and unfortunately nothing has been mentioned about it in this order.

·        Further many of officers are completing some office works while home after office hours and in such stringent conditions, there is no need to take such overload and care of works and everybody will worry about punching timings and will take care that his/her EL/CL is not deducted directly by DGM Admn as expressed and expected in this letter.  

·        We never demand for much relaxation and all unions and association in Mumbai have always supported administration for discipline and no one opposed implementation of Biometric attendance, but it seems that such support is taken as granted by administration and hence such one sided orders are issued.

·        Elaboration of these facts does not mean that we are provoking staff and officers to come late and go early, but we seriously mean that the admn section is neglecting the genuine difficulties while working in Mumbai and  there is need of corrections to better extent.

·        We will definitely bring all these facts to the knowledge of administration and we will take up matter for relaxation for before and after office hours timings at least by one hour i.e. employee/officer attending office between 0900 hrs to 1830 hrs and completing seven hours duty as mentioned in letter, then he/she should be treated   fully present on duty and we are hopeful that this will be accepted by the administration.

·        Let us hope that Administration in Circle Office will understand these extreme conditions of Mumbai and difficulties faced by employees and officers working in Mumbai and will allow them to contribute their responsibility peacefully and we will not be forced to agitate on this simple matter of mutual trust.

 

16 NOV 17:  CAO FC Mumbai conveys in writing that the request Transfer applications of three Account Officers for Nashik SSA are kept on hold.  Letter <<<>>>

·        It is intimated that these three officers from Ahmednagar, Dhule & Nanded have requested for Nashik SSA and there is no AO available in Nashik SSA for posting as substitute to these officers who have completed ten years of service in Nashik SSA from entry in basic cadre.

·        As such these officers will have to wait for getting such suitable substitute or may opt to any other choice SSA.

·        In case there are vacancies in Nashik SSA, then the request of these officers to Nashik SSA can be considered by posting substitute from Circle level long stayed officers to Ahmednagar, Dhule and Nanded as the case may be.

·        Substitutes also can be posted from the units/SSAs having officers more than the required manpower like ITPC Pune & Kolhapur SSA and for this review of requirement and availability of officers on basis of Revenue of SSAs needs to be taken.

·        But if no vacancy exists in Nashik SSA, they will have to wait for creation of vacancy or they can opt for any other choice SSA having substitute with 10 years stay at that SSA or having vacancy in their cadre.

·         As such, now there is need to review the vacancy position, required strength and excess officers, let us hope that FC section makes this exercise and give justice to these officers by considering their request transfer which is now kept on hold.

14 NOV 17:  CONFUSION ON PRINTING DIARY 2018 & CALENDAR 20182018 CONTINUES: AGM Admn Mumbai completed formality of endorsing unreadable copy of BSNL CO letter for printing of Diary 2018 & Calendar 2017. Letter <<<>>>

·        It has become practice of Admn section of Circle Office Mumbai that all letters are just endorsed and important section like Admn is not able to upload fair and readable copies of letters causing difficulties for filed units.

·        Such unfair and photo copies carelessly uploaded on MH Intranet increases expenditure on printing of  copies as more ink taken by printers while printing photo copy in place of PDF copy and it affects the quality of print also.

·        But AGM Admn Mumbai continues to allow his staff to continue with such careless approach for completing formalities and not bothering about quality of work as many of letters  of Admn section are uploaded in word or photo file only..

·        Not only careless approach for printing, but as usual AGM Admn Mumbai has completed formality by endorsing letter to all SSA Heads and no guidelines are issued where SSA Heads have to procure Diary 2018 or it will be supplied centrally from Mumbai.

·        Same is case with Calendar 2018, AGM Admn has not informed where SSAs will print calendar or it will be centrally printed by Admn Section Mumbai or Marketing Section Mumbai.

·        Due to such careless approach only, in last year Calendars were printed by Circle Office and also by some of SSAs making it double expenditure and wastage of manpower.

·        Also the calendars were received on delay i.e. in month of February 2017 wherein two months were passed and its distribution to customer was further delayed damaging image of BSNL and many calendars were kept dumped in offices wasting good amount of BSNL and defeating purpose of priming calendars by BSNL.

·        Same is case with printing of Diary and after endorsing this letter AGM Admn Mumbai will/may keep mum till end of December 2017 OR will keeping matter shunted in file without any decision so that rift is created among the different association for supply of Diary and finally the orders for reimbursement of money on name of Diary will be issued and the very purpose of printing Diary by BSNL will be defeated.

·        In SSA like Pune, it’s not possible to procure Diary due to Expenditure amount crossing limit of purchase without tender and SSA neither print or procure Diary nor reimburse money and executives and non-executives are kept on waiting for Diary.  

·        It was expected that Circle Management takes decision well in advance and inform all SSAs where Diary is to be printed by SSA, procured by SSA, to be taken form associations or will be procured centrally, but nothing has been clarified.

·        SNEA MH will take up matter with Circle Management for clear and timely guidelines on this subject and action by concerned units/sections & officers for supply of Calendar 2018 and Diary 2018 by end of December 2017 or at least on first day of New Year 2018 i.e. 01/01/2018 to all officers/staff working in offices as well as field units and mainly to the esteemed subscribers of BSNL. 

 

14 NOV 17:  AGM Admn BSNL Corp Office issued orders for extension of additional data facility on GSM service connection provided to executives and in Maharashtra Circle this has been already implemented since revision of Plan 525, till anybody has any issue, he/she may get it modified accordingly from CSCs. 14 NOV 17:  DGM HR Mumbai issued order for additional Charge of DGM Admn Aurangabad to SE Civil Aurangabad. Letter <<<>>>

 

13 NOV 17:  DGM FC Mumbai issued long awaited Request transfers of Account Personal with minimum transfers as substitute against request transfers. Order <<<>>>

·        First time in the history of FC section, the transfers are issued in very transparent manner by publishing the steps and data being used for considering request transfers.

·        Earlier some of request transfers were given consideration at the cost of company by backdoor management by some officers and some of executives from tenure stations were harassed by issuing Own Cost transfers and matter was later settled with intervention of SNEA MH, but it took long time.

·        But this time, in very positive step and going towards equal treatment to all executives, all the request transfers are given consideration at Own Cost and all transfers of substitutes from long stay are given transfers in the interest of service and no scope is given for backdoor adjustment for getting request transfer at choice station at cost of BSNL.

·        The substitutes for tenure transfers are given from Circle Long stay list and substitutes for Non-Tenure transfers are given from SSA long stay list and transfer policy has been fully respected in posting substitutes in each case of transfer.

·        The request of all executives received in FC section and executives who have completed two years of service in working SSA have been given consideration.

·        Some of the long stayed officers are posted at far away distance as they have not submitted options even though same was called by name that to well within time by FC section and before issuing orders.

·        The executives who have given such options are given posting at such suitable places and the certain executives kept faith by on wrong assurances that in account wing no transfers will be issued and no need to give options as called by FC section.

·        Only issue we find in this transfers is double transfers at the interest officers i.e. some long stay officers are transferred from some of SSAs and other long stayed officers are posted as substitute and same could have been avoided by transferring one officer and reducing expenses on one transfer.

·        e.g. Some Officer from Goa are transferred to Gadchiroli to meet shortage and at the same time some officers from Sindhudurg & other SSAs are transferred to Goa and all these transfers are in the interest of service. In this case skipping officers from Goa, the long stayed officers from Sindhudurg could have been directly double transfers from & to Goa and thus the amount of TA/TP on some transfers could have been saved.

·        SNEA MH has received very few grievances about these transfer orders and we will take up such genuine cases for cancellation/modification.

·        But we have received many calls for appreciation of officers in FC section for consideration of all request transfers in transparent manner and well within the transfer policy guidelines. Also many officers from Telecom wing have expressed their feeling for following transfer policy equally for all.

·        SNEA MH conveys sincere thanks and gratitude to Shri. Madhav Pundhe, GM Fin Mumbai, Shri. 13 NOV 17:  As updated earlier after long stay list of SDEs, now AGM Staff Mumbai published list of long stay list of DEs in tertiary of Maharashtra Circle including DEs from WTP, WTR, BBNW, ITPC, and Inspection who are in territory of Maharashtra Circle. Letter <<<>>>

·        The missing names if any are to be intimated by 20/11/2017.

·        The names of officers with stay less than five years will not be considered for tenure posting and there is no need to worry on their part.

·        The officers who have once completed all India Hard tenure will not be again posted to tenure stations.

·        Names of the Officers already transferred/under transfer needs to be excluded and the long stay list practically starts from the Sr No. 9 who comes at top most position of the long stay list.

·        Officers with age 55 and above will be excluded from the long stay list for posting at All India tenure stations.

11 NOV 17:  Mrs Sujata T. Ray, Director HR BSNL Board issued direction to all CGMs in BSNL for reduction of Executives from the Circle Offices at par with Maharashtra Circle. Letter <<<>>>

·        It is proposed to transfer 25% Executives of total working strength at BSNL Corporate office to field units.

·        Maharashtra Circle which is biggest Circle all Over India has least executives in Circle Office which is 11% of the total Executive Strength and it has been taken as base line for calculations.

·        Many other Circles have higher percentage of executives in the Circle Offices and all have been directed to reduce executive strength up to 11 to 15% of total Executives working in the Circle.

·        Thus there is no meaning in the fowl cry by some officers that there are excess officers in Circle Office Mumbai.

·        As such there will be no transfers of Telecom wing officers from Circle Office Mumbai on name of excess officers.

·        This letter shows figures is in respect of Telecom Wing officers and these directives will be applicable to all streams & Cadres.  

·        The Executives diverted are to be posted to field units in BA/SSA to improve supervision and customer service as per administrative convenience.

10 NOV 17:  Long stay transfers out of Maharashtra Circle: AGM Staff Mumbai published list of long stay list of SDEs in tertiary of Maharashtra Circle including SDEs from WTP, WTR, BBNW, ITPC, and Inspection who are in territory of Maharashtra Circle. Letter <<<>>>

·        This list is being and will be further operated for posting substitutes for considering incoming requests to territory of Maharashtra Circle from the SDEs who have completed their tenure period at All India Hard Tenure stations.

·        As there was much confusion among the executives about their position in the long stay list, SNEA MH has requested for publishing updated list of SDEs & DEs in long stay list of Maharashtra Circle and accordingly this list of 100 long stayed SDEs is published today.

·        The names of officers working at All India Soft Tenure stations in Maharashtra Circle are excluded from the list of the long stay list. 

·        The long stay list of DEs will be published is under preparations and will be published shortly.

·        The list of SDEs in Civil Wing has been published long back and we are reproducing it here for update information of executives. <<<>>>

·        We are also pursuing for long stay list of SDEs/EEs in Electrical Wing and it hopefully it will be published within month after updating the data.

·        There is overall shortage of executives in account wing in Maharashtra Circle and hence these officers are not transferred out of Maharashtra Circle. 

·        Of the late, it has been observed that many of the officers in SDE/DE cadre transferred to All India hard Tenure Stations like J & K Circle, NE Circles and A&N Circle are submitting representation for cancellation of transfer orders or for retention of orders or for change of Circle and its copies are submitted to SNEA for persuasion of the individual case and we are trying our level best for it and getting success to certain extent in resolved genuine individual requests.

·        It was quiet possible to consider such requests, when such representations are/were less in number and we could give justice to the comrades by understanding their genuine grievances and difficulties.

·        But when number of such representations has increased to the extent that every officer transferred to All India Hard Tenure station is submitting representation for cancellation/retention/ modification etc and in many cases the grounds submitted are also genuine, it has become difficult task to get it done for all such requests and the concerned executives are compelled to join the All India hard Tenure stations.

·        Some of such executives keeps prolonged patience by not joining these stations even when their salary is stopped through ERP relieving and it creates problems for him as well as his family members.

·        Further the executives who have completed their tenure at All India Tenure stations are held up as they are not relieved till the substitute joins at the transferred place. 

·        This happens because the executives do not keep watch on their position in the long stay list for transfers out of Maharashtra Circle and if someone watches the list then also he is under wrong impression that my number is not at the Top five and hence my transfer will not be issued.

·        Some of them keep faith on the rumours and assurances given by colleges as well as some subordinate staff/leaders that no such transfer will be issued but transfer order is being issued as per the long stay list.

·        Fact is that, the officer with lonest stay and age below 55 years as on 31st March of the Financial Year in which the transfer order is issued is liable for transfer for All India Tenure station and the officer with lonest stay and age below 57 years as on 31st March of the Financial Year in which the transfer order is issued is liable for transfer for Non-tenure Circles.

·        This is not applicable for officers working at All India Soft Tenure Stations and in Maharashtra Circle only Sindhudurg and Gadchiroli are the All India Soft Tenure stations.

·        As on today the officers in SDE Cadre who have joined Maharashtra Circle in Year 1991 as JTO & age below 55 years as on 31st March 2018 are at the Top position in the long stay list and the officers in DE (Adhoc/Regular) Cadre who have joined Maharashtra Circle in Year 1992 as JTO & age below 55 years as on 31st March 2018 are at the Top position in the long stay list and hence liable for transfer to All India Hard Tenure stations.

·        Earlier the long stay list was prepared only for Telecom Circle and now days the long stay list is prepared combine for stay in Territory of Telecom circle including officers working in Non-Recruiting Circles. i.e. long stay list for Maharashtra Circle is prepared including the officers working as SDE/DE in Maharashtra Telecom Circle and officers from Circles viz. WTP, WTR, BBNW, ITPC, and Inspection & Telecom Factory Mumbai who are working in territory of Maharashtra Circle.

·        The female executives are not posted to Tenure Circles/Stations till someone submits willingness for posting to these stations, but there is no restrictions on their transfers to non-tenure Circles.   

·        The tenure period of all India hard tenure stations is minimum one Year and maximum two years depending on the SSA in which he will be posted.

·        The transfers to and from all India Tenure stations are issued in the interest of service and facilities like double HRA at par with last working station, retention of FSRTC, Posting at choice Circle/station after  completion of tenure etc are granted on transfer to All India Tenure stations.

·        As such all concerned officers are go through the list ascertain their position in the long stay list and act accordingly by

A.  Be ready for transfer at any of the All India hard Tenure Stations i.e.  J & K Circle, NE Circles and A&N Circle and part area of NTR Circle, NETF Circle.

OR

B.    He may opt well in advance for any of the all India Hard Tenure Circle or All India Soft Tenure Circle which he thinks most suitable for him and avoid transfer at Circle not suitable to him or at unwanted Circle/station.

OR.

C.   If he do not want to go for all India hard Tenure stations then he should opt for all India Soft Tenure stations and in Maharashtra Circle Gadchiroli & Sindhudurg SSAs which are declared as All India Soft Tenure stations with persuasion by SNEA MH.

OR

D.  If anyone want to avoid transfer to All India hard as well Soft Tenure stations he /she may opt for other non-tenure Circles and such transfers are normally considered at Own cost.

OR

E.    If anyone in the long stay list and having genuine medical problems for self or dependent, comes under physically handicapped category & having certificate issued by competent authority may submit such representation well in advance along with to CGMT MH Circle for exclusion of names form the long stay list.

F.    Further, if anyone is in need of delayed transfer i.e. who want to postpone his transfer for genuine reason like education of children, genuine family grounds  he also needs to apply for  it well in advance and not after orders are issued.

Ø SNEA MH appeals all the comrades in long stay list and others who have similar or les stay in Maharashtra Circle to have critical analysis of their position in the long stay list and take an advance action as above to avoid last minute rush, hardship in getting transfer orders modified, cancelled or getting retention on genuine grounds.

Ø Further we appeal to others who are not in long stay list not to opt for All India Hard Tenure stations at their own as there are much difficulties at tenure stations and if BSNL goes for special recruitment of officer for all India Hard Tenure stations in future, then the no officers transferred to tenure stations will be reduced/stopped and there may not be need to transfer officers out of Maharashtra Circle.     

 

 10 NOV 17:  BSNL Corporate office authorises Circle to get their requirement printed on need basis with certain guidelines on subject matter.  Letter <<<>>>

·        This time, Corporate office has issued instructions in advance and let us hope that Maharashtra Circle management will take immediate action so that Calendar and Diary 2018 are made available by end of 2017 and on first day of Year 2018 all the executives and VIP customer will get BSNL Diary and BSNL Calendar 2018.

·        Marketing section will take care to print the calendars so that it is supplied before 1st Jan 2018 and not in month of March as happened during last year and care will be taken to print calendars to the extent it can be distributed and not just for keeping in stores as undistributed calendars.

·        We all should pray that this year the Admn Section of Circle Office should decide well in advance where BSNL Diary 2018 will be printed by office by calling tender/quotations or will purchase Diaries printed by associations or distribute cash against Diary payment in monthly Salary of Dec 2018 and will not keep matter running between tables and offices till February as seen the past.

·        Also the decision on authorisation to SSAs for printing/procurement of BSNL Diary 2018 by SSA or its supply centrally from Maharashtra Circle so that SSA like Pune/Nagpur/Kalyan/Nashik   wherein quantity is higher size can take initiatives to supply/print diary well in advance and everybody gets it on 01/01/2018.

·        It is pertinent that hundreds of executives who have opted for becoming member of SNEA as fresh member after April 2017 are not considered by some Account Officers and hence SNEA CHQ has taken up matter with BSNL Corporate office.

·        Accordingly, it has been clarified that executives who are not member of any association or non-executives promoted as Executives and Fresh Executives recruited by BSNL can opt for membership of association by 10th of every month for membership of association of his/her choice and monthly deduction of association membership will start immediately and now such willing officers will not be compelled to wait for six months.

·        The Executives who are members of any association can now opt for change of association or withdraw membership of association twice in year i.e. from 16th December to 15th January and from 16th June to 15th July and change/withdrawal of membership will not be permitted after this period of two months.

·        Henceforth, on inter SSA/Circle transfers, there is no need to submit fresh option by executive and DDO concerned will mention association subscription details in LPC (Last Pay Certificate) being issued on transfer of concerned executive.

·        All DSs/DTs are requested to immediately submit the options received/collected by them to DDO concerned and see that salary deduction is started from this month onwards with the pending subscription from the month by which concerned officer has submitted his option.

Adasul, CS SNEA MH have separate courtesy meetings with Mrs. Ashwini Bhonge, DGM  FC Mumbai and Shri. Madhav Punde, Sr GM Fin Mumbai to confirm the status of the request transfers of Account Personals.

·        We conveyed thanks and appreciation for actions on part of FC section and mainly for efforts being taken towards transparent working of FC section thereby giving confidence to executives in account wing.

·        It was informed to us that all the works related to updating data of stay particulars, age, PH category, tenure details etc has been completed and the last date for submission of options from volunteers for tenure stations is 07/11/2017 and after accessing options received for tenure stations, request for one to one transfers and the  for posting substitute from Circle long stay list to request transfers from Tenure stations and substitute for non-tenure stations from SSA long stay list , all the request transfers of eligible officers which are about 60 will be issued n next 2-3 days.

·        We have brought to notice of management about rumours of mass transfers from Circle office, Pune etc units and fear being created in the minds of officers, it was informed that this time only request transfers will be considered and no officer from any unit including Circle Office Mumbai will be transferred if there is no incoming request from Non-tenure station or there is no officer in Circle long stay list.

·        We also inquired about efforts being made by some of individual officers for excluding their names from the long stay transfers by quoting personal/ administrative reasons, it was clarified that all the executives will be given equal treatment well within transfer policy and everybody in long stay list is liable of transfer regardless of individuals approach and ideas of managing transfers.

·        As such, there is no need of any fear as being spread about mass transfers of account personals and all executives are requested to check their position in the Circle/SSA long stay list and incoming request to their SSA and if required submit their option for suitable tenure or non-tenure SSA from where incoming request are pending to their SSA to avoid transfer to unwanted or Odd SSA and inconvenience after transfers.

·        Hence male executives in this long stay list needs to be access their position by excluding the names of female comrades from the long stay list.

·        The officers will be posted as substitute for request transfers from these SSAs and as per the executive strength required in that tenure SSA.

·        It is highly appreciable that first time in the history of FC section that with initiatives by Mrs. Ashwini Bhonge, DGM FC Mumbai, entire data and information is made available for information of all executives.

·        Earlier even the list of request transfers was not published and we all use to see just transfer orders which were always issued on pick and choose manner giving benefits only to selected officers and troubling other officers who do not have direct relations with the officers in FC section.

·        Now this data is being published by FC section to have total transparent working of FC section and now its responsibility of all the concerned executives to check the data and update JAO FC/CAO FC Mumbai for timely correction of data preferably before issuing of transfer orders.

·        All the executives in account section, Circle/District Office Bearers and mainly DS are requested to check the correctness of data and discrepancies if any and same may be intimated to JAO/CAO  FC Mumbai and to Com. Hrushikesh Kesale, Joint Secretary AF SNEA MH Mob 9422882888, email hrushikesh.kesale@gmail.com immediately.

·        Further all executives are intimated that the names of officers with age 58 years and above, names of physically handicapped officers for whom certificates are issued by Civil Surgeons or equivalent medical officers will be excluded from the list of long stayed officers and the left out officers will be considered for posting substitute against request transfers.

·        Hence the executives with age less than 58 years and executives not coming under physically handicapped category should be careful in understanding his/her position in the Circle as well as SSA long stay list, list of incoming request to their SSA from non tenure SSAs and tenure SSAs and if his/her name fits in the list of substitutes then he/she may give option for posting at any of the nearby places from incoming request is pending.

·        If he/she is ready to go for transfer as per administrative connivance then there is no need of submitting request /options of his/her part.

·        Further, if there are certain difficulties including serious medical issues then same needs to be represented by concerned officer through proper channel in writing before transfer orders are issued.

·        From the distribution of executive strength of account wing it is seen that out of 574 executives total 303 officers are working in big SSAs like Mumbai (107), Pune (66) Nagpur, (38),Kalyan (35), Kolhapur SSAs  (29) and Nashik  (28) SSA. That means about of 52% of Account wing officers are working in these six SSAs and in all other 24 SSAs only 171 officers are working and this shows how the works of majority of SSAs are badly affected.

·        The profit making SSA like Gadchiroli is having just three Account officers and one can understand what will be condition of account wing at Gadchiroli which is earning better revenue as compared to other SSAs.

·        Out of total 19 DGMs in entire Maharashtra Circle,  12 are posted in big Cities like Mumbai (6), Pune (4), Nashik (2) and remaining seven are posted as per their requirement and not as per BSNL requirement and this is how manpower is being wasted.

·        Same is case with CAOs and they are being posted just randomly as per need of individual and thereby by neglecting interest of BSNL.

·        Here DGMs & CAOs are favoured by posting them at big cities and JAOs with CA/CS Qualifications are transferred on basis of their qualifications and are compelled to work at the remotest places.  

·        At the location headed by TDM like Solapur three CAOs are posted and in big SSAs like Amravati no DGM/CAO is posted and AOs are illegally compelled to take responsibility of higher grade without following guidelines on the subject.

·        This is how the talent of higher level officers and manpower is being wasted by giving them higher payments without justified work.

·        It can be further seen that the posts of JAOs/AOs are also not filled up as per justification and many SSAs have excess manpower while others are having acute shortage.

·        As such there is need to give priority to the SSAs having less than required strength and executives from SSAs having excess strength needs to be posted to meet the shortage of some of SSAs like Beed, Gadchiroli, Buldhana, Chandrapur, Jalna, Latur Osmanabad, Parbhani, Satara. Otherwise care needs to be taken while posting new JAOs and the shortage in these SSAs, needs to be given consideration.

·        As per the existing policy, the tenure stations for executives in Account wing are Buldhana, Beed, Gadhiroli, Parbhani and Yavatmal and executives posted/transferred to these stations will get transfers on completion of two years at choice place of posting at cost of BSNL. 

·      SNEA MH appeals all the comrades of account wing who are due for transfers either as per own cost request or long stay transfers to analyse the data for its correctness, see position of self and if willing to opt for any station may opt immediately and please do not keep any space/scope for corrections when order is issued.

 

2 NOV 17:  Congratulations!!! Uniform Time Bound Functional Promotion Policy (CPSU Cadre Hierarchy) up to AGM Grade approved by the Management Committee of BSNL Board today.  

Broad agreement reached between the Recognized Association SNEA and BSNL Management on Uniform Time Bound Functional Promotion (CPSU Cadre Hierarchy) proposal.

I.       It will be a Uniform Time Bound Functional Promotion policy for all the Executives in different cadres and in different wings up to AGM grade. This will end the disparity in promotions between various cadres in different wings and provides uniform promotional avenues to all the Executives in different wings.

II.     New designations will be as follows:

        JTO /JAO equivalent grade        - Deputy Manager

         SDE /AO equivalent grade               - Manager 

        Sr. SDE /Sr.AO equivalent grade   - Sr. Manager

       AGM /CAO/EE/DE equivalent grade -Asst General Manager

III.  Date of implementation: 01.01.2017.: As a onetime measure, all the existing Executives in higher scales and completed the qualifying service will be placed in higher grades on 01.01.2017 itself without conducting fresh DPC.

IV.    Subsequent review: 1st Jan/1st July, 2018 onwards, twice in a year.

V.       Existing Executives in higher scales will be placed in higher grades without conducting fresh DPC.

VI.    Promotion up to AGM grade will be on Rect year/ vacancy year basis.

VII. Functional Promotion up to AGM grade will be on Time Bound basis as under:

a)  Deputy Manager (JTO/JAO) to Manager (SDE/AO)      --- 5 years.

b)  Manager (SDE/AO) to Sr Manager (Sr SDE/Sr AO)      --- 5 years.

c)  Sr Manager (Sr SDE/Sr AO) to AGM (DE/CAO/EE)      --- 5 years.

d)  Since Sr Manager (Sr SDE) grade is newly introduced as a functional grade, time bound promotion to AGM grade will be after 5 years of service in Sr Manager (Sr SDE/Sr AO) grade or 12 years combined service in SDE & Sr SDE equivalent grades, whichever is less.

e)  If sufficient number of eligible Executives is not available for AGM/CAO promotion, Adhoc promotions will be given by relaxing the qualifying service.

VIII.          Time Bound upgradations to higher scales will continue for the Executives already working in higher scales, on completion of qualifying service in the lower scale.

IX.    Relaxation in qualifying service for the Executives in higher scales:

a)  Manager (SDE/AO) in E3 scale will be considered for promotion to Sr Manager Grade after 3 years of service in Manager Grade. All will get AGM promotion in 8 years.

b)  Dy Manager (JTO/JAO) in E4 scale will be considered for promotion to Sr Manager Grade after 3 years of service in Manager Grade. All will get AGM promotion in 8 years.

c)  Dy Manager (JTO/JAO) in E3 scale will be considered for promotion to Sr Manager Grade after 4 years of service in Manager GradeAll will get AGM promotion in 9 years.

X.     One year relaxation for the Dy Managers (JTO/JAO) recruited for the same rect year.

XI.  Present LDCE passed and corresponding vacancy year Seniority Quota Executives will be enbloc senior to other JTOs. They will be treated as SDE from 01.01.2017 itself.

On CPSU Hierarchy, the formal discussions are taken place with the recognized Assns only, as per the provisions of Recognition Rules. SNEA only have the right for negotiation/discussion with the management on such policy matters. On large number of issues, agreement reached between both sides. But on some issues, management did not fully agree to the demands, citing administrative constraints.

This will be the major breakthrough for all the Executives and a direct result of the membership verification and becoming recognized Association. During verification campaign, it was assured by SNEA that it will try to get promotions within 3 months, ie. by March, 2017. By this new policy, promotions will be effected from January, 2017 itself, just one month after the MV.

1 NOV 17: Meeting with Shri. Kumar Manoj, GM HR & Admn Mumbai On Pending HR Issues : Com. M. S. Adasul, CS SNEA MH, Com. Ankit Gangar, JS HQ SNEA MH Com. Prashant Jadhav, DP SNEA Mumbai, had meeting with Shri. Kumar Manoj, GM HR & Admn Mumbai in his chamber on 23/10/2017 at  evening hours wherein Com. B.A. Patil, DGM HR Mumbai was also present to discuss the HR agenda submitted by SNEA MH

Shri. Kumar Manoj GM HR/Admn Mumbai informed he is extreme busy with the preparation his official tour to Japan with other senior officers in BSNL Corporate Office and hence requested us to discuss only important and urgent HR issues with assurance to discuss all other issues on his  return from Japan tour. We have discussions on the following important and urgent HR issue and details of discussions are as follows.

1.     Revised orders for DE L/A and review of SSA wise vacancy position of DEs: SNEA pointed out that there is undue delay in issuing fresh orders and even though the staff section has completed formality of extending all old DE LA orders for 90 days, it has not solved very purpose of DE LA as till there is shortage of DEs in SSAs like Ratnagiri, Buldhana etc where no single DE is posted and presently posted DE LA are transferred out of SSA/Circle. With classic examples we have brought to the notice of GM HR/Admn Mumbai how many of the officers are compelled by his administration to work under juniors mainly due to lethargy on part of Staff section in issuing fresh DE LA orders and by taking mid way of extending old DE LA orders.  Apart from this many officers working as DE LA on their transfer from one SSA to other SSA are reverted as SDE and while joining new SSA they are compelled to work as SDE and in cases some of them are compelled to work under juniors. Further in many SSAs, due to acute shortage of DE even DE LA, the far juniors are being compelled to look after charge of DEs which is illegal and gross violation of BSNL CO orders on the subject. GM HR/Admn Mumbai agreed to the concern shown by SNEA MH and assured that now he has left with time of 2-3 days before departing for tour and hence it is difficult to issue DE LA orders immediately even though options have been received and VCs are also received. But he assured that immediately on his joining back in the office, he will look into matter and orders for DE LA will be issued.  We have further pointed out that there in all of sudden reduction the vacancies of DEs in about all SSAs; then it was informed by Shri. B.A.Patil DGM HR Mumbai that to maintain structural hierarchy they have taken less vacancies i.e. Number of SDEs should be more than DEs in SSA. We have pointed out that there is no such situation in any of the SSA and if it is so there is need to be corrected it but not by reducing vacancies of DEs and by adding more SDEs. We also pointed out that when management is post DGMs/GMs/PGMs in more than the sanctioned strength in Pune, Mumbai and Nagpur SSA why they are reducing the post of DEs even from the justified strength and not from the sanctioned strength which is still higher figure. Finally GM HR/Admn informed that vacancy position of DEs  will be updated as per justified strength for all SSAs except where there is acute shortage of SDEs and we agreed for it as there is no shortage  of SDEs to the extent that DE post needs to be reviewed. As such the vacancy position of DEs will increase by minimum one in about all SSAs and names of the officers will be considered accordingly.

2.     Careless approach towards SDE L/A & need to issue Fresh Orders: We have expressed displeasure for careless approach of staff section in issuing SDE LA orders as no action has been taken to issue fresh order when spell has expired in August 2017 and since last two months neither extension order is issued nor steps are taken to issue fresh SDE LA orders. After detailed discussion GM HR informed that as immediate step the fresh SDE LA orders will be issued within 2-3 days.  Posting of JTO Trainees: We have drawn attention of GMHR/Admn Mumbai towards the pick and choose posting of JTO trainee by staff section and its effect on working of BSNL as well as on individual life. We have brought to notice with classic example that posting is done on temporary majors and there is need of thinking at border level. Earlier JTO trainee at Jalgaon were sent out of Jalgaon because there were excess JTOs and within 3-4 months there is shortage of JTOs and others are posted at Jalgaon which is injustice to JTOs posted outside and there is need of compressive policy for posting of JTOs. We have elaborated facts of posting all JTOs in their parent SSA and how it is beneficial for BSNL as well as these officers to undergo field training and their posting after field training can be decided on vacancy of that particular SSA. We also informed that while posting these new JTOs no consideration in given adding the strength of these new JTOs thereby showing hypothetical excess strength of JTOs in about all SSA and we have requested to all about 350 JTOs which are being added in Maharashtra Circle and vacancy needs to be calculated on this basis. We have stressed that since we will be having many new DR JTO also coming soon all the JE to JTO may be incorporated at their choice posting in same SSA if he/she is willing for out of SSA posting then the request needs to be given consideration as per revised strength of JTOs. We also have detail discussions on posting of gate recruited JTOs at the places to explorer their talent as well as to meet need of BSNL.  After detail discussions GM/HR Admn Mumbai informed that all the JTO trainees will be posted at their parent SSA for field training and this will be followed as policy for all such orders of field training. He further directed DGM HR Mumbai to recalculate vacancies of JTOs by addition of new JTOs joining up to March 2018 and by calculating vacancy position accordingly. While posting of JTOs after completion of field training, he assured that all these JTOs will be given choice posting except some changes depending on vacancy position and his office will maintain minimum dislocation and if there is some dislocation it will not be more than 10% in any case. He also added that for posting of DR JTOs BSNL corporate office has issued guidelines and as per these guidelines all these JTOs needs to be distributed in Non Recruiting Circles like WTR, WTP ITPC, BBNW Circle within territory of Maharashtra telecom Circle and assured that the posting of gate recruited JTOs will be done in proportionate manner and acre will be taken for posting as per guidelines as well as the requirement of these officers. 

3.     Consideration of Request Transfer of SDEs to Non Recruiting Circle: We have brought to notice of GM HR/Admn Mumbai that his office has unofficially kept on hold request of many SDEs for posting to Non Recruiting Circles like WTR, WTP, ITPC and mainly to BBNW and no action is being taken on it since last one year except few are transfers by his officer even though it has no powers to transfer SDE out of Circle. We requested him to forward all such request to BSNL Corporate office without any further delay on part of Maharashtra Circle. GM HR/Admn Mumbai agreed that the requests are kept on hold and his office has issued only deputation order for WTR/WTP in respect of few officers and final order for transfer of these SDEs will be issued by BSNL Corporate office and his office has already written for it. Finally GM HR/Admn was reluctant in consideration of these requests till March 2018 but finally agreed to forward to send all such request to BSNL Corporate office at the earliest.

4.     Consideration of Request transfers of JTO to Non Recruiting units viz. WTP/WTR/BBNW and ITPC in territory of Maharashtra Circle: We brought to notice of GM HR Admn Mumbai that many of JTOs have requested for posting to Non Recruiting units and even though it is within powers of GM HR/Admn Mumbai no action is being taken on it. We added that there is much unrest among the JTOs who have submitted request for Non Recruiting Circle as his office is giving posting to new JTOs without any consideration to pending requests and these JTOs are denied opportunity to work at such technical units. Many of JTOs are waiting for their posting to these Circles in view of joining of new JTOs. GM HR/Admn Mumbai informed that currently all requests are kept in waiting list and all such requests will be considered in March 2018. We have raised concern that if his office posts JTOs from new batches all the vacancies will be filled up by March 2018 and also these willing JTOs will not be relived even after transfer order is issued by his office in March 2018 for want of substitutes. GM HR/Admn informed that posting of JTOs to NRUs will be done as per the guidelines of BSNL CO on distribution of JTOs and as there are  many vacancies in Non Recruiting Circles , there will not be any difficulty in consideration of the request of JTOs to NRUs and assured to consider all request to NRUs by March 2018 and if want early transfer, then he directed us to take up matter with CGMT MH and he has no issue to considered it if it is angered by CGMT MH to consider these request now.

5.     Practical but policy mannered approach for posting of officers in units like Term Cell, Mobile Nodal, and Training Centers: We have expressed the difficulties in posting officers in the special units and pick and choose approach by his office in considering the request to these units or in filling up vacant post thereof. We also elaborated and stressed on need to have special approach to post officers in regular manner every year so that there is no scarcity of technical hands in the units like Mobile Nodal. The officers working in TERM cell needs to be replaced at regular interval to have rotational officers in a phased manner. GM HR/Admn Mumbai informed that his office has decided to follow the instructions of BSNL Corporate office for not posting any officer to TERM Cell and all the officers working in TERM Cell will be called back to BSNL. He further assured to have action on proposal for posting of officers to Nodal centers to meet need of technical hands there. He also assured for filling vacant post of officers in Training Centers by calling for options in days to come. 

6.     Review of calculation of Staff Strength: We have brought to his notice the discrepancies in calculation of executive strength and how it has badly affected SSAs like Raigad and need of review thereof by reviews vacancies on the basis of available strength of executives. GM HR/Admn Mumbai directed DGM HR to discuss with him and to recalculate the SSA wise Staff Strength by adding the new incumbent JTOs and mainly on the basis of available strength.

7.     Special Drive for fulfillment of Vacancy at Buldhana Ratnagiri and Non Popular Locations: We explained the hardship and difficulties faced by executives working at Non popular stations like Ratnagiri, Buldhana, Chandrapur due to acute shortage of executives and immediate need to fill up the Vacancies in these SSAs at least to certain extent and to have a special drive by calling options for such non popular location to fill the vacancy. After detail discussions on the subject, GM HR has accepted agreed for it and further discussion on it will be done soon.

In conclusion of the first phase of HR agenda meeting, it was decided to have further discussions on pending HR issues raised in agenda submitted by SNEA MH after return of GM HR/Admn Mumbai after official tour to Japan.

·        The corrections/missing names in the request transfer list etc are to be sent through proper channel latest by 03/11/2017 by email on jaofc2015@gmail.com.

·        If any officer wants to withdraw his/her request same is also to be intimated before 03/11/2017 and as orders are expected in next week itself, there is no meaning of keeping request pending and then again asking for cancellation which may not be possible at later stage.

·        The list includes names of officers who have not completed two years at the transferred SSA. In cases where officer is not requesting for parent SSA, then the request transfer may be considered on basis of genuineness of the grounds of request and request to parent SSA is normally considered after completion of two years break.  

 

31 Oct 17:  Opportunity to add More GSM customers In BSNL network: It is very unfortunate that due to stiff competition in Telecom Industry and due to war of free data by RJiO mainly to destabilise the other telecom companies, the companies like Reliance Communications and Idea have decided to switch off their Telecom services.

·        All these customers which are about 7-8 Crores will be switching over to other operators and these companies will disown their customers from Nov 2017 onwards.

·        This is opportunity for BSNL to add all these customers of RCom and Idea in BSNL family as the tariffs of BSNL are comparatively same and such steps are being initiated by BSNL management. It is need of time that we all should take immediate & desired actions to see that each and every request of port in to BSNL is considered without any procedural delay and rather it is need of time that we have to work proactively.

·        BSNL Corporate office has introduced special plans and there is marginal increase in the commissions of franchises and many of the customers are willing to be with BSNL.

·        There is just time of fortnight in out hand and by keeping aside some less priority works the port in request needs to be given priority.

·      SNEA MH appeals all the comrades to grab this opportunity so that at least 50 % of overall customers of RCom and Idea will opt for BSNL services by overcoming any issue raised during activating port in request.

 

31 Oct 17:  SNEA MH Circle congratulates, Com. Thomas Matthew JTO Kalyan SSA on his superannuation retirement on 30/10/2017 and wish him and his family members “A Very Happy, Peaceful & Long Retired Life”.

Com. Thomas Matthew JTO MDF Bhiwandi Kalyan SSA has joined in DoT as a Technician in August 1982 at Mumbai and later he was promoted as TTA in 1996 and in year 2001 he was posted to Bhiwandi and till date he has worked at Bhiwandi in Kalyan SSA as JTO MDF/Power Plant & Building. He is one of the most sincere officers BSNL Kalyan. He is very well known for his hard work, Dedication & Devotion towards BSNL.

Com. Thomas Matthew is very active member & a responsible office bearer of SNEA. He has taken leading role in all the association activities at Bhiwandi branch & has been serving as Branch Treasurer for Bhiwandi branch till date continuously for last three terms. His commitment towards BSNL and SNEA will be remembered by all for years together.
