30 Nov 13: SNEA (I) MH Circle congratulates, Com. P.L.Mantri, SDE Satara, Com. T. R. Ramaverma, SDE CO Mumbai,   & Com. S.D.Bhusari, JTO Buldhana on their superannuation retirement on today, 30/11/2013 and wish them and their family members “A Very Happy, Peaceful & Long Retired Life”. 

Ø Com. P.L.Mantri, (Mob. 9423862777) presently working as SDE, has started his carrier in DoT as Phone Inspector in 1976 and rendered his services as PI, JTO & SDE in different parts of Satara. He has played vital role in getting space for BSNL Tower at Ajinkyatara Fort with continuous persuasion at different levels. Com. Mantri has played key role & was instrumental in revival of SNEA (I) Satara Branch in full strength and he has taken leading role as DP SNEA (I) Satara during hours of crises. Com. Mantri, has been fully devoted, very active member & leader of SNEA(I) Satara for years together and SNEA(I) Maharashtra is proud of his ‘Model” role in strengthening SNEA(I) Satara. Now when he is retiring from services of BSNL on superannuation after completion of long service of 37 years, he is working as SDE In charge for Two Exchanges namely Dattanagar & Rajawada with full devotion and dedication. SNEA (I) MH salutes his long and dedicated services to DoT, BSNL and especially lifelong services for SNEA (I) & its Members.

Ramverma has earlier rendered services in CTO/DTO Mumbai when DTO Dadar under his control was given best DTO Award of year 1993, then he served in Kalyan SSA & he is presently working as SDE Marketing CO Mumbai. He is known for his dedication and sincerity and helping nature. He is very active member of SNEA (I) for long time. 

Ø Com. S.D.Bhusari, presently working as JTO OFC Khamgaon in Buldhana SSA served in DoT & BSNL for 39 Years. and known for his sincerity and dedication. SNEA (I) MH salutes his long and dedicated services to DoT, BSNL and SNEA.

30 Nov 13: JTO to SDE promotion – court case at Hon CAT, Ernakulam: The case came up for hearing today. BSNL sought time to file reply and Hon Court given 6 weeks time. CGM/KRL Circle didn’t filed any application for vacation of stay/injection even after clear direction from DIR (HR) on 27.11.2013. There are two cases filed on the same issue. In the first case, BSNL already filed reply. In the second case which is clubbed with the first one, BSNL sought two weeks time on last hearing date, ie 07.11.2013, but didn’t filed the reply even after three weeks. The failure of CGM/KRL to file the reply and application for vacation of the stay will be strongly taken up with CMD/DIR(HR), BSNL.

 

29 Nov 13: In a special letter addressed to SSA Heads, Shri. Pravin Malhotra, Sr GM HR/Admn Mumbai writes for reliving of all JTOs/SDEs under transfer from different SSAs latest by 04/12/2013 with compliance report. He clearly warns that non-reliving of officers under transfer has been viewed seriously. It is important that some of the orders are issued before 2-3 years and non-reliving of selected officers by some of SSA Heads has created hardship for no. of executives under transfer from non popular stations. SNEA (I) MH has detail discussions with Shri. Pravin Malhotra, Sr GM HR/A Mumbai on Monday 25/11/2013 in which we have cleared our stand on this subject and brought to his notice how indiscipline by selected SSA has caused mass unrest among the executives. Hope this order will be taken seriously either by SSA Heads or by Circle Office and implemented in true sense and responsibility. This will give relief to more than 50 executives held up for long time in different SSAs including tenure stations.  Letter <<<>>>

                  In it unfortunate that this letter does not contain names of DEs under transfer including that of Shri. S.R. Hole, DE Pune, who is under transfer for more than five years and not relived by PGMT Pune for different flimsy reasons. The latest drama is that of VRS submitted by Mr. Hole w.e.f. 01/12/2013.  It is understood that after holding VRS request for about two and half months from its submission by Mr. Hole, office of PGMT Pune has unofficially kept it on hold and at last movement it has been forwarded to Circle Office, just before 2-3 days of designated date of VRS by Mr. Hole. It is but natural and will be next part of drama that VRS of Mr. Hole cannot be approved by competent authority on due date of his VRS i.e.  01/12/2013 and PGMT Pune and his office will again continue to cry fowls and will make sincere efforts in retention of Mr. Hole at Pune. It is important that reliever also has been posted against Mr Hole, but in blind and biased approach PGMT Pune has not relieved him and safeguarding interest of Mr. Hole and on name of non reminder from Circle Office Mr. Hole, will be further held up at Pune. SNEA (I) MH cannot tolerate all such nonsense drama for selected persons and will expose all dramas and totally biased approach by office of PGMT Pune and see that all the executives are given equal treatment and no one is granted such out of turn retention. Let us hope that Shri. A.V.Kulkarni, CGMT MH Circle will show courage to act against such intentional indiscipline and unwanted dramas just for personal benefits.

27 Nov 13: Meeting with DIR (HR): GS, President and AGS Com Pandurang Nayak met Sri A N Rai, DIR (HR) and discussed:

a.     JTO to SDE promotion under seniority quota and necessary action to vacate the injection order on promotion from Hon CAT, Ernakulam. Assn requested to form an exclusive team of officers to complete the DPC work in a time bound manner. After detailed discussion, DIR (HR) assured that appropriate action will be taken immediately to complete the DPC. On the court case at Hon CAT, EKM, DIR (HR) immediately spoken to CGMT/KRL Circle and directed him to take immediate action to file the application for vacation of the injection order before 29th November. The case is listed for 29th November 2013.

b.    Pay protection on officiating promotion before implementation of TBP in 2007: GS explained the issue and told DIR (HR) the recovery has been stopped on 19.11.2010 and a committee has been formed to look into the matter, but even after 3 years, no favorable decision has taken by the Mgt. As the result, the CCAs are implementing the orders and refixing the pay thereby recovering lakhs of rupees as excess pay. 

c.      Joint Committee meeting on implementation of Time Bound functional promotion or CPSU cadre hierarchy: Assn had a detailed discussion with DIR (HR) on the issue and try to clear the doubts of the Mgt on its implementation. Finally DIR (HR) assured that the issue will be discussed in detail in the joint committee and appropriate direction will be given to the committee members in this regard. The committee meeting may be held in the first week of December.

    JTO to SDE promotion for the missing/ unassessed cases of 2011 DPC. The promotion orders for the missing cases will be issued tomorrow.

23 Nov 13: Three Welfare Claims of Rs. 1,00,000.00 (Rupees One Lakh only) each, settled by SNEA (I) CHQ:  SNEA (I) Maharashtra conveys sincere thanks to SNEA (I) CHQ specially Com. R. Rajan, Treasurer CHQ & Com. K. Sebastin, GS for settlement of Welfare claims of three comrades from Maharashtra Circle namely Late Com. S.R.Ram, AD & Ex DT SNEA (I) CO Mumbai, Late Com. D. N. Joshi, SDE Aurangabad, Late Com. N.P. Panchariya, AGM Amravati. SNEA (I) MH also conveys sincere thanks and gratitude to all District Secretaries, District Treasurers and all the members of Maharashtra Circle who have cleared their Circle and CHQ Quota in time, which has helped CHQ a lot in settlement of these welfare claims.  

Comrades, you are aware that SNEA(I) MH has welfare scheme for its paid members and in case of death of such member, association is contributing as assistance to the aggrieved family with payments of Rs. 1,00,000.00 (Rupees One Lakh Only). SNEA (I) is the only association having such social welfare scheme which recognizes the members and always give helping to its members hand even after death of the members. This amount is not big, but its payment at crucial period helps a lot for family members, when they are facing lot of problems & when head of family& earning hand is no more with them to take care.

Out of three claims received by SNEA(I) MH, payment of Rs. 1,00,00000 in respect of late Com. S.R.Ram, Ex DT SNEA(I) MH & AD EB Mumbai  was handed over to Mrs. Indumati Ram, Wife & nominee of late Com. S.R.Ram, at their residence in Mumbai by team of SNEA(I) CO Mumbai comprising of Com. 23 Nov 13: Meeting with GM(Estt): GS and CHQ President met Sri R K Goyal, GM(Estt) on 21.11.2013 and held discussions on Declaration of results on LICE held in AP Circle from TTA to JTO as per the recent request made by CGM/AP Circle by reserving vacancies and Regularization of officiating JTOs.

 

23 Nov 13: BSNL Mgt called a meeting of the GSs of Associations and Unions on 30th November, 2013 to discuss operation and development related issues as a follow up action to HOCC meeting. As the Assn may get limited time, Circles/SSAs and activists are requested to provide critical issues related with operation and developmental activities by 28th. 23 Nov 13: Meeting with Sri K C G K Pillai, DIR (F), BSNL: GS and CHQ President met Sri K C G K Pillai, DIR (Fin), BSNL on 21.11.2013 and held discussions on the following issues:

a.     Amendment in AO RR for introducing LDCE for promotion from JAO to AO: DIR (F) welcomed our proposal and informed that Mgt want to introduce the same long back and the proposal moved. But due to certain reasons, it is not materialize. DIR (Fin) assured that he will try to clear the proposal at the earliest and he is very keen to clear it before his retirement. Immediately he spoken to GM (FP) and instructed to move the proposal.

b.    MT (Fin) recruitment: Assn requested to expedite the MT (Intl) recruitment. DIR (Fin) appreciated our concern and assured that the issue will be discussed with DIR (HR) also. On a query the no of posts for initial MT rect, he informed that initially 300 MTs proposed for first rect and he may try to stagger the rect for 2 to 3 years in order to avoid stagnation at later stage.

22 Nov 13: Instant Connectivity & Faster Speed are now real features of BSNL GSM connectivity in Maharashtra Circle: SNEA (I) Maharashtra conveys sincere thanks to Shri. R.K.Upadhyay, CMD BSNL for his immediate intervention with strong instructions for diverting overloaded traffic of Maharashtra Circle to Chennai and for giving relief to the GSM customers in Maharashtra Circle in accessing data with faster speed. Since last 2-3 years, the 3G customers were facing lot of hurdles in accessing data from BSNL Mobile network mainly due to non expansion of SGSN/GGSN in last two expansions of GSM network at Nodal Centre Pune.

SNEA (I) MH has raised this issue at different levels and mainly in last two meetings of SNEA (I) MH with Shri. R.K.Upadhyay, CMD BSNL, while on his official visit at ITPC Pune on 04/10/2013 and recently at Nashik on 11/11/2013, the overloaded GSM data traffic & immediate need of expansion of SGSN/GGSN equipments at Nodal Centre Pune was Prime Point of discussions in which we have given detailed feedback to CMD BSNL on this crucial and critical issue for growth of GSM network in Maharashtra Circle.

Shri. R.K.Upadhyay, CMD BSNL has taken immediate note of our discussions & issued instructions to all concerned to divert the overloaded traffic to other circles wherein GGSN are underutilised as compared to their working capacity and now the traffic has been diverted to different Circles and recent diversion to Chennai GGSN in sharing mode has given good relief to GSM customers, who are now able to access the data from their 2G/3G GSM connections with immediate connectivity and faster speed. No doubt, with these rearrangements, the present crises with less no. of customers accessing the data from Maharashtra Circle are resolved, but in coming days, with information/awareness of improved speed and quality of GSM connectivity, more customers will start accessing data and traffic will increase further. The permanent solutions for this problems is expansion of SGSN/GGSN Equipments at Nodal Centre Pune and SNEA(I) MH will continue to pursue this matter till completion of this expansion work.

Comrades, you may aware that Nodal Centre Pune & even CGMT MH Circle has written ‘n’ of letters and reminders on this subject during period of 2-3 years, but no response was given by BSNL Corporate Office even though this was one of the reason for poor growth of GSM network in Maharashtra Circle. SNEA (I) MH has raised this issue since May 2013 and thereafter pursued it at each and every level and now it has been resolved to reasonable extent. This will add value to important demand of grant of 3G facility to all BSNL executives which was settled recently with continuous persuasion of SNEA (I) MH.  Now, BSNL customers as well as BSNL officers will be able to access Data from GSM connections with faster speed and instant connectivity and keep them updated with current affairs & be connected with internet for 24 hours.

SNEA (I) MH appreciates the sincere efforts of team of officers at Nodal Centre Pune in resolving this critical issue and congratulate all for the same. We specially appreciate the timely feedback and information from Com. Bharat Sonawane, DS SNEA (I) Pune and so many other active comrades of SNEA (I) Pune which helped us in pursuing this issue at different level.

      

21 Nov 13: MPLS expansion: BSNL finalized a big tender for MPLS expansion and the MC approved the same on 14/11/2013. By this BSNL plans to procure and install 242 new Edge/PE routers at 242 new locations. The tender will be called for shortly. This was one of the important issues raised in recent meetings of SNEA(I) at Satara & Pune and Com. K. Sebastin GS SNEA(I) CHQ has assured to take up this matter with BSNL CO which has become bottleneck in providing Lease Circuits in entire Maharashtra Circle. Simultaneously, to meet the immediate requirement, BSNL decided to procure additional cards for the existing PE routers for its expansion by which GE and channelised E1 ports will be added to the existing routers to meet the urgent requirement. This proposal also approved by MC and APO will be issued by BSNL CO shortly. The MPLS core network already expanded by installing 40 new Core routers recently. Traffic is already routed though 25 such new routers and traffic routing through the remaining routers will be completed shortly.

This will give a way to provide no. of lease Circuits pending for years together in different districts of Maharashtra Circle

 

21 Nov 13: Meeting with Smt Rita Teaotia, Addl Secreatry, DoT: GS and CHQ President met Addl Secy/DoT and held discussions on the issues related to revival of BSNL, BWA spectrum refund, pension contribution etc. Addl Secy mentioned that the recent HOCC meeting was very fruitful and very good deliberations held in the HOCC. Secy/DoT is monitoring the follow up actions by BSNL Management after the HOCC meeting.

On revival of BSNL, Addl Secy mentioned that revival of BSNL depends on how BSNL improves the quality of service for which the BSNL management and the Unions and Associations has to play the crucial role. Unless and until this service quality issue is not addressed by the employees and Mgt, revival will be difficult as customers will continue to leave BSNL, Addl secy warned. In addition to this the projects has to be completed in time thereby BSNL can grow further.

 

21 Nov 13: AGM (Staff) Maharashtra Circle completed one more official formality by issuing reminder for reliving of the executives under transfer to tenure stations to certain SSA Heads. It is well known fact that now days the SSA Heads are not respecting orders of Sr GM (HR/Admn) Mumbai and  even orders by CGMT MH are being taken in very lightly by the SSA Heads and not implemented for years together.  In what sense AGM (Staff) expects that the reminder issued by him will be respected by said SSA Heads is beyond understanding of anyone. Mainly how he expects that PGMT Pune and his office which is neither reliving the officer like Com. Hole, DE transferred from Pune SSA before five years i.e. since he was SDE nor accepting his resignation given before 3-4 months to avoid reliving from Pune and thus always has become main hurdle in implementation of uniform transfer policy throughout Maharashtra Circle by not reliving ‘n’ no of special executives only in good book of PGMT Pune. Hope at least present CGMT MH Circle will look into this special type of repeated indiscipline and give justice to the executives working at tenure station by breaking racket of such selfish officers and relive officers under transfer from Pune as per the seniority and date of orders issued by his own Circle Office and will not allow office of PGMT Pune to play gimmicks by retaining certain officers in an unofficial manner. 21 Nov 13: Meeting with GM (FP), BSNLCO: GS and AGS Com Vivek Wankhede met GM (FP) and held discussions on the following issues:

a.     JAO to AO promotion: GM(FP) informed that the seniority dispute between three sections of JAOs (promoted JAOs, postal JAOs and the DR JAOs) is the main hindrance for the promotion. However after detailed discussions he assured that SEA section is working out some proposal and after approval of the same by the Management, DPC process will be started. The total vacancies worked out to be around 1900 which may resolve the dispute between different sections, GM opined.

b.    LDCE from JAO to AO: GM(FP) informed that as soon as the SNEA(I) letter for LDCE from JAO to AO for complete parity among all equivalent cadres received, instruction has been given to the concerned officers for preparing the proposal for amendment of the AO RRs incorporating 33% LDCE from JAO to AO promotion also. The proposal will be moved to the MC after approval from the competent authority. Assn will be following up the issue further.

c.      MT (Fin) Rect: Assn requested to review the proposal to recruit 300 MTs in a single stretch as it may lead to stagnation in the later stage. The rect may be done every year for limited nos which ensures career growth also, Assn pointed out. GM(FP) agreed to review the no of MTs to be recruited in the initial stage.

 

21 Nov 13: Meeting with GM(Estt), BSNLCO: GS and AGS Com Vivek Wankhede met GM(Estt) and held discussions on the following issues:

a) LICE from TTA to JTO – clarification sought by different Circles and delay in declaration of the results in AP Circle. Assn brought to the notice of GM(Estt) the clarification sought by different Circles like MP Circle on different issues related with the LICE. Further Assn sought to give direction/clarification to AP Circle for releasing the LICE result as requested by CGM/AP Circle by reserving vacancies for the candidates allowed provisionally. GM(E) assured that clear instructions will be issued to all the Circles, next week after carefully going through the queries. Similarly the AP Circle proposal also will be examined and necessary instructions will be issued by next week.

b)  Regularization of Officiating JTOs: GM(Estt) informed that the legal opinion is still awaited from the legal section and appropriate action will be taken to regularise the officiating JTOs after receiving the legal opinion.

 

 

20 Nov 13: As informed earlier, about the difficulties faced by Field units in getting Temporary Advance with “Go Live” of ERP in MH Circle , today guidelines are issued by GM Fin Mumbai and individual Officers can now apply for Temporary Advance through ERP. In a special letter addressed to all concerned Mrs. Marina George GM Fin Mumbai issued guidelines for applying for Temporary Advance and entire procedure up to its payment. Letter <<<>>>

              It is well known that this letter will give some relief to filed units who are without any money in hand even for day to day works and were compelled to pay from Pockets. We know that with this issue is not settled as till more than 60% Field Officers have not received the ATM Cards of accounts in which the Temporary Advance will be deposited. It is informed by Shri. Sekhar DGM ERP that more than 1200 ATM cards have been dispatched with last lot on Monday 18/11/2013 and by now all should have received ATM Cards. If anyone has not received ATM card he can contact to Shri. Sekhar DGM ERP Mumbai on 022-26467360. After receipt of ATM card one has to activate said bank account with online activation procedure and after activation of account the Temporary advance will be deposited in this account.

           SNEA (I) MH is aware of certain issues raised with Go Live of ERP in Maharashtra Circle and we are on job to take it with all concerned for proper solution. Instead of blaming anyone, Let us hope that in coming day, concerned officers will take sincere efforts in resolutions of problems with ERP and by end 2013; the ERP will start functioning smoothly. Shri. Suresh Babu Prajapati GMT Nashik while accepting the award on behalf of all the executives in Nashik has specifically mentioned that all the staff and Executives in Nashik are very active  and only with the dedicated efforts of Nashik comrades such awards are being received by Nashik SSA. He also gave reference to the efforts by earlier GMT Nashik who have contributed to Nashik SSA and made a way for this award.

vWhile congratulating Mrs. Londhe on her achievement Shri. A.V.Kulkarni CGMT MH Circle gave brief report on activities and progress of Maharashtra CMD BSNL that by end of this year Maharashtra Circle contribute 20 % growth with sincere efforts by all.  

vThe Chief Guest of Function, Shri. R.K.Upadhyay CMD BSNL, in his very inspiring and motivating speech, has mentioned that Maharashtra Circle has special importance in BSNL as majority of revenue is shared by Maharashtra Circle and he has lot of expectations from all the employees of Maharashtra Circle. By recognizing the efforts of Mrs. Sunita Londhe, he appealed that BSNL can flourish if we all together work on ideas given by Mrs. Londhe. He also elaborated on three dream projects viz NOFN, Defense   & LWE (Left Wing Extremist) Project for mobile services and its importance for existence of BSNL and appealed all to come forward to join hands. He specifically mentioned that account personals should come out of their traditional way and contribute in supportive & active manner so that all the three projects are completed in time. While special appeal to take decision at own without waiting for just consent of higher authorities in each and every issue, he warned that delay in execution of these projects will cost like anything to BSNL He mentioned that for scheduled Kumbh Mela Nashik in 2015-16 sincere efforts should be taken in advance and required funds will be made available as and when required by Nashik SSA. He further stressed upon the discipline in BSNL and appealed to put sincere efforts in all works with unity, communication with each other and in discipline manner which will lead BSNL to achieve glorious history. When company will be in profit, as CMD he will ensure that first right of employees on the profit of company and further assured that all the issues raised will be taken care by BSNL management.

vEntire speech of CMD BSNL was encoring, motivating, inspiring and was giving clear picture on future of BSNL with positive thinking.

  Com. K. Sebastin, GS in a one and half hour marathon speech, conveyed thanks to Satara comrades for their faith and confidence on SNEA (I) leaders. He further elaborated the historic achievements by SNEA (I) for upliftment of the executive cadres in all discipline earlier in DoT and now in BSNL. With brief report on all development activities at BSNL CO from NGN to Mobile equipments he gave confidence that SNEA (I) CHQ is taking care of present difficulties being faced by field units. He addressed in detail on HR issues which are identified and pursued by SNEA (I) CHQ viz. Finalization of standard pay scale E2/E3 for executives , 30% superannuation benefit to BSNL recruited Executives, Centralized EPF account and related EPF issues, Implementation of CPSU cadre hierarchy in BSNL, One time placement/upgradation of officiating JTOs, status of different DPCs in BSNL, efforts of our Assn for amendment in MT RR. Membership verification, Pay anomalies at various Executives cadres, recent promotions on LDCE, SDE to DE Adhoc, DE to DGM and DE Adhoc to DE regular. In conclusion he appealed Satara Comrades to come forward and contribute towards growth of BSNL which will help in resolving all the present crises in BSNL.

Shri Prbahakar Patil, GM, Ratnagiri expressed his views in his address to the house. He emphasized that a data card with minimum 1 GB data free download should be given to all the JTOs, SDE’s and DE’s to increase the work speed. He also expressed his views with positive note on future of BSNL and specifically mentioned that BSNL will definitely come out from this difficult phase. All the comrades applauded his views.

Com. M.S.Adsaul, CS SNEA (I), MH, in his style and in his short address appreciated achievements of BSNL, Ratnagiri, comrades. He also appreciated work of Shri Patil, GMT Ratnagiri in his style and also shared the fear & appreciation expressed by some of comrades about his working style.

Com. M. B. Sangale, JS (W) SNEA (I) CHQ, in his short address commented on various current issues CHQ is dealing with and expressed pleasure over the association work of Ratnagiri comrades.

Com. K. Sebastian, GS, SNEA (I) CHQ, in his marathon address touched various issues from DPC’s of various cadres, their present status, and future line of action. He also appraised house about the efforts taken by SNEA (I) CHQ on development issues. He also said that the young comrades were very fortunate, as they will be getting five to eight promotions in all because of the vision and persuasion of SNEA leaders and comrades. All the comrades applauded his address with loud claps.

Last but not the least Com. G.L.Jogi, President SNEA (I) CHQ was given a loud applause when he stood for his speech. He in his one and half hour marathon speech stressed that each and every comrade must work very hard and contribute in revival of BSNL which is in a very precarious situation at present. He also commented on the lethargic attitude of the BSNL top level management and strong need for final decision on ITS absorption. He also appreciated Ratnagiri Comrades for their presence in the meeting which last till 2130 Hrs.  

Lastly Com. Mrs. Amruta.Y.Lele conveyed vote of thanks to all and specially thanked to Shri. Prbhakar Patil, General Manager BSNL Ratnagiri for being present and attend the meeting till late hours.

Com. M. S. Adasul, CS SNEA(I) MH addressed the huge gathering  and briefed the house about some of the current activities of SNEA (I) in Maharashtra and highlighted the important achievement as far as the development and HR issues are concerned. He especially informed the house about unwarranted act of Ex PGMT Pune for granting illegal free calls beyond limit to selected ITS Officers and SNEA(I) MH will is on the job of this money. He also told house that is not against the retention of executive, but PGMT Pune is retaining executives only on pick and choose basis. As on today about 89 transfer orders are not implemented due to non-reliving of majority officers from Pune. PGMT Pune whoever it may be, but has always becomes hurdle in proper implementation of transfer policy in Maharashtra Circle. He expressed his displeasure against retention of S.R.Hole DE for more than five years and now PGMT Pune is neither reliving Shri. Hole, nor forwarding the VRS application given by Mr. Hole. SNEA (I) cannot tolerate such extreme biased approach by any officer and we will ensure equal treatment to all executives.

Com. K. Sebastin, GS in a well studied and marathon speech of more than one hour in his unique style to mass gathering of SNEA (I) Pune, Com. K. Sebastin elaborated the historic achievements by JETA, TEOA (I), BSNLEA and SNEA (I) for upliftment of the cadre since beginning from Gr. C to Gr. B and absorption in BSNL as Executive for specially JTO cadre and ultimately subsequent cadre upgradation after consistent struggle and persuasion.

He touched almost all the development issues for survival of the beloved company BSNL and reiterated the glorious period up to 2005. He also explained how the abolishing of 45.5 Millions Mobile Line tender has badly affected BSNL growth and with 50% curtailment of GSM equipments tender has started downfall of BSNL economy. He further appealed to all executives to take hardship for betterment of our services and try our level best to improve QOS parameter to satisfy and maintain our customer base during this stiff competitive scenario.

On HR issues, he addressed in detail which are identified and pursued by SNEA (I) CHQ viz. Finalization of standard pay scale E2/E3 for executives and its committee recommendation, 30% superannuation benefit to BSNL recruited Executives, Centralized EPF account and related EPF issues, Implementation of CPSU cadre hierarchy in BSNL, One time placement/upgradation of officiating JTOs, status of different DPCs in BSNL, efforts of our Assn for amendment in MT RR.   About the activities of the CHQ particularly the recent promotions on LDCE, SDE to DE Adhoc, DE to DGM and DE Adhoc to DE regular. In his well studied speech he highlighted on the developmental issues and procurement of different types of materials. He appealed executives to work hard for betterment of our beloved company. He has also explained the key role played in getting the 78.2% DA merger issue

  Com G L Jogi, President SNEA(I) CHQ  addressed the house  and elaborated the role of JETA, JTOA, TEOA and now SNEA in the upliftment of the cadre issues raised by us and most importantly the success on the issues raised. How our association has played its key role in resolving the issue of 1640 pay scale, upgrading the cadre to Gazattedstatus, our struggle to get point to point pay fixation on absorption to BSNL, the career growth of 4-5 years promotions through the legal process when BSNL denied them by merely offering us Rs.2000.

He has drawn the attention of the delegates for the unity, faith, confidence in this mighty organization and the patience of our members that they have shown while we were in the middle of the struggle. Now we are in the process of struggling for the standard pay scales on a war footing to avoid the anomalous situations in the next pay revision. Leadership is committed to fight and resolve this issue and the members should exhibit their unity and 100% participation in the struggle as the issue being not so simple.

In the inter-active session members raised queries like Promotion of JTO to SDE DPC, TBP after four years irrespective of condition of touching to next higher grade, issues related to Civil wing, Vendor problem associated with mobile.

We also conveyed thanks for taking appropriate steps on the issues raised in the memorandum submitted to him at Pune on 04/10/2013 at ITPC Pune by circulating it to all concern sections of Corporate office and calling for comments of CGMT Circle on concerned issues.

While accepting representation of SNEA (I) Maharashtra Shri. R.K.Upadhyay, CMD, BSNL took a look at the issues raised and has assured to take further and appropriate steps on all the issues raised by SNEA (I) MH.

During discussion on issue of current problems of GSM network in Maharashtra Circle and in West Zone, CMD expressed displeasure over optimal utilization of the traffic handling capacity of GGSN/SGSN by Maharashtra even after diverting traffic of Gujarat, MP & Chhattisgarh from west Zone to other Circles and has raised certain doubts on the existence of specific fault or lacunas in the system itself and asked for review of exact problems. On this CS clarified that as SGSN/GGSN expansion was not taken care in last two phases of expansion the traffic load has increased up to 2100 % and with diversion it has come to 500% and hence it has not given required effect and only proper solution is expansion of SGSN/GGSN expansion and CMD assured to direct CM section authorities for immediate steps on this critical issue with immediate steps to further diversion of traffic. He also mentioned that he has practically seen the problems faced by Maharashtra customers, as he was unable to access data from his mobile handset since he is in Maharashtra Circle and informed that immediate steps are required for it.

We also raised the issues of undue delay in promotions of absorbed ITS Officers in BSNL and requested for immediate steps for carrier progression  of absorbed ITS officers and allotting them higher and important responsibilities in BSNL. CMD responded very positively for the same and assured that steps will be initiated at the earliest.

·        We also brought to notice of CMD that how the posting of CGMT MH at verge of retirement since last three has badly affected the growth of Maharashtra Circle and requested for posting CGMT having minimum time of three years as CGMT MH Circle who can take care of issues and have action plan for overall growth of Maharashtra Circle. CMD agreed that Maharashtra is most growing Circle and needs to be taken care, but due to procedures and formalities it is difficult, but assured that he will note this point and views of SNEA (I) MH while posting next CGMT MH Circle.

·        Regarding allotment of Nine Lakh line GSM equipment, CMD assured that the tenders for same are at final stage and it is quite possible to get the GSM equipment for expansion of GSM network.

·        Regarding HR issues we requested for standard Pay scales for executives. In response Shri. Upadhyay responded very positively and appealed that company should grow first and all such issues will be taken care by the management.

·        By taking part in discussions, Shri. Tiwari, GMT Aurangabad added that EB tariff should be compatible with private operators and we should provide CPEs at free of cost considering amount of business as is being done by private operators. CMD asked for detail proposal from CGMT MH and assured for the timely consideration.

·        We also brought to notice of CMD BSNL the critical condition of Battery sets in different Exchanges and BTSs in Maharashtra Circle and draw his attention about the critical condition of Exchanges in Maharashtra Circle.   

·        In the long lasting meeting at Nasik, CMD appealed to work hard, instead of raising issues everybody should get involved in the work and ask the question to his own self about the work performed against the payment he received as nobody can fool or lie to himself. Many of the works in the fields does not require any consent from management and each and every executive is CMD at his level. He also appealed delegation to give message to everyone through Association that the company is incurring loss about 8000 Crores in this year which amounts to 2.40 lakh employees in the BSNL and accordingly by responding to situation everybody should contribute for revival of BSNL. Management is taking all possible efforts for the revival and further informed that he is confident about revival of BSNL with prime support from all constituents’ of BSNL and mainly BSNL employees right from Gr D to CMD.

·        He further appealed that, the hard earn efforts are required to complete successfully the prestigious projects namely NOFN, Defense   & LWE (Left Wing Extremist ) Project for mobile services and also categorically told that any misinterpretations, mishandling of the project may lead to loss to the company and which will not be tolerated at any cost. The allotment of three projects to BSNL shows faith of Government of India on the BSNL and its workforce. The timely completion of all these projects with quality and quantity will definitely benefit in grabbing further projects of the Government. He assured that if these three projects are completed as dream projects with sincere and dedicated efforts by one and all, then there is nothing to worry and BSNL management will take care of rest of the issues.

·        He categorically mentioned that it is matter of pride that the projects like NOFN are grabbed by BSNL after immense efforts by BSNL in stiff competition from other operators. Successful completion of these projects will definitely help in revival of the company.

·        While responding to appeal of CMD, we requested that BSNL management should initiate immediate steps for implementation of projects through its own staff and executives instead of turn key projects to avoid further dependency on the vendors. While agreeing our views CMD informed we have faced these difficulties in GSM projects and same mistakes cannot be revoked but now all the three dream project will be implemented by BSNL’s own work force.

The Special General Body meeting of SNEA (I) Nashik was held on 11/11/2013 at TRC Hall Canada Corner Nashik as per the notification issued by Com. S.A.Bhadane, DS SNEA (I) Nashik. ·        As a special guest of honour, Com Mrs. Sunita Londhe, SDE MPLS Pune was felicitated and honored by Com. K. Sabestin, GS SNEA (I) CHQ, for her achievement of prestigious National level award “SANCHAR SEVA PADAK” issued BSNL Corporate Office.

·        Com.D.P.Yadav SDE Nashik and active member of SNEA(I) Nashik was felicitated and honored by Com. K. Sebastian, GS SNEA(I) CHQ for his achievement of prestigious awards “VISHISTA SANCHAR SEVA PADAK” issued by Maharashtra Circle.

·         In a well studied and marathon speech of more than one and half hour in his unique style to mass gathering of SNEA (I) Nashik, Com. K. Sebastin elaborated the historic achievements by JETA, TEOA (I), BSNLEA and SNEA (I) for upliftment of the cadre since beginning from Gr. C to Gr. B and absorption in BSNL as Executive for specially JTO cadre and ultimately subsequent cadre upgradation after consistent struggle and persuasion.

·        He touched almost all the development issues for survival of the beloved company BSNL and reiterated the glorious period up to 2005. He also explained how the abolishing of 45.5 Millions Mobile Line tender has badly affected BSNL growth and with 50% curtailment of GSM equipments tender has started downfall of BSNL economy.

·        He further appealed to all executives to take hardship for betterment of our services and try our level best to improve QOS parameter to satisfy and maintain our customer base during this stiff competitive scenario.

·        On HR issues, he addressed in detail which are identified and pursued by SNEA (I) CHQ viz. Finalization of standard pay scale E2/E3 for executives and its committee recommendation, 30% superannuation benefit to BSNL recruited Executives, Centralized EPF account and related EPF issues, Implementation of CPSU cadre hierarchy in BSNL, One time placement/upgradation of officiating JTOs, status of different DPCs in BSNL, efforts of our Assn for amendment in MT RR. Membership verification, Pay anomalies at various Executives cadres etc.

·        In response to the grand felicitation by SNEA (I) Nashik, Com. Mrs. Sunita Londhe SDE Pune, expressed her gratitude towards Nashik Comrades and shared her feelings. She categorically mentioned that her award is contribution of all her collogues, staff & senior officers in Pune Mobile and she specially mentioned that in her day to day activity she has got major support from SNEA(I) work force and due to SNEA(I) support, she was able to so many dynamic decisions which are part of her award.   

·        Com. D.P. Yadav, SDE Nashik expressed that he is enlightened with the felicitation by his own colleagues& association which is more than everything for him and this felicitation has given him more power so that he can give further best out of him for BSNL. He appreciated work culture of Nashik and specially support by SNEA (I) Nashik. He dedicated the award to all his collogues and staff and senior officers at Nashik.  

·        Com. M. S. Adasul, CS SNEA(I) MH also addressed the meeting and briefed the house about some of the current activities of SNEA (I) in Maharashtra and highlighted the important achievement as far as the development and HR issues are concerned.

8 Nov 13:It happens only in BSNL Marketing !!! Unwanted pressure on unwanted marketing fundas continues as the proposal for exterior train wrapping of 20 trains starting from Mumbai is being vigorously pursued by Marketing Cell of Maharashtra Circle. A third reminder letter on subject by GM (S&M) Mumbai addressed to certain SSA Heads clearly says that there is pressure from BSNL CO on this matter. It has been mentioned that with this advertisement the demand for landline and broadband will be generated in each and every exchange in Maharashtra Circle????????

           This is how BSNL is incurring loss by improper use of funds. It is well known fact that as on today the executives working in the field units are facing extreme problems in meeting the present demand as since last two years PIJF cables are not available and first lot of cables is expected after February 2013 , Drop wire is being allotted on the basis of ration card rates, EPBTs are not available in sufficient quantity even to meet present maintenance requirement & some other critical issues like permission from local authorities& its heavy reinstenment  Charges and major reason is shortage of funds. It seems that funds under Marketing head are unutilised and available in ample quantity and hence seems to be used on such non productive works. Such utilisation will only benefit to private vendors and no way it is need of BSNL at present financial condition. Let us hope that concerned Officers will not come under pressure of anyone and bring out the actual facts on papers and intimate it to BSNL CO about such unproductive works. Letter <<<>>>.
