31 may 14: SNEA (I) MH whole heatedly Congratulates  Com. A.G. Paradkar, DGM (Elect) RTCC Nagpur,   Com. U.M. Kapadnis AD EB CRM Mumbai, Com. K.S.Fegade, DE Dombiwali, Kalyan SSA, Com. S.K. Dani, SDE (Udan) Nashik, Com. L.M. Vikhar, SDE (Comm) Amravati  on their superannuation retirement today & wish them and their  family members "A very Happy peaceful& Long Retired life”.

Com. K.S. Fegade, DE Ext Dombiwali, Kalyan SSA, {9423986868} has started his carrier as Clerk in Jalgaon SSA. Since 1993 he has served during DOT & BSNL period in different capacities of PI, SDE & DE in Kalyan SSA.  He is known for his cordial staff relations and sincerity and has shown his efficient skills in day to day functioning. Since beginning, he is very active member of SNEA (I) Kalyan and has taken active part in each and every activity of SNEA (I) Kalyan. 

Com. U.M. Kapadnis, AD EB CRM Mumbai {9423990003} has started his carrier as Clerk in Mumbai and on promotion he joined duties as PI in Goa SSA and thereafter served DoT as well as BSNL in different capacities of PI, JTO and presently he is serving as SDE EB CRM Mumbai. He is known for his hard work and sincerity in day to day working.

Com. S.K. Dani, SDE Udan Nashik {9423969037} has joined duties as Clerk in Nov 1975 at Manmad Nashik SSA & thereafter served as JTO, SDE in Nashik & Dhule SSA. He is die-hard member of SNEA (I) Nashik and has taken active part at each and every organizational activity of SNEA (I) Nashik. He is also well known for punctuality & is good orator and maintains very cordial relations with staff & officers.

Com. L.M. Vikhar, SDE Commercial Camp Amravati {9422917200} is efficient and well disciplined executive and active member of SNEA and was always involved in all programmes and functions of SNEA (I) with full devotion and dedication.

SNEA(I) MH salutes sincerity, dedication and affection Com. A. G. Paradkar, Com. U.M.Kapadnis, Com. S.K. Dani , Com. L. M. Vikhar towards BSNL and SNEA(I) and on behalf of all the Comrades of SNEA(I) MH wish them and their family members “A Happy, Peaceful & Long Retired Life”.

 

31 may 14: Congratulations to SNEA(I) Yavatmal: SNEA(I) MH congratulates Com. N.S. Gadre, CWCM, Com. S.S. Bansod, DS SNEA(I) Yavatmal and entire team of SNEA(I) Yavatmal, for keeping the words & fulfilling the promise made by them during the preliminary preparation of CEC Yavatmal and contributing Rs. 1,25,777.00 for overall expenditure of CEC Yavatmal. Earlier team promised to contribute for Rs. 1, 00,000.00, but later on same has been increased and overall contribution of SNEA (I) Yavatmal in CEC Yavatmal is Rs. 1, 25,777.00. This is a great traditional move by SNEA (I) Yavatmal to strengthen the SNEA (I) MH by arranging the Spectacular CEC Meeting with their day night, sincere & dedicated efforts as well as financial contribution of Rs. 1, 25,777.00. 30 may 14: AGM (Staff) Mumbai issued orders for bifurcation of Raigad SSA wherein the Staff & Officers working in Fountain TAX & Thane TAX presently reporting to GMT Raigad SSA will henceforth report to GM (Trans) Mumbai. Letter   <<<>>> 

   This is good step by Circle management even though it may be taken with different interest, as it was difficult for Staff & Officers working in Mumbai to Report to Raigad SSA for day to day functioning and overall working of both the TAX Exchanges as it carries major revenue & networking works of BSNL Maharashtra Circle. This is third phase transformation as  both the TAX Exchanges  were earlier reporting to WTR, then its reporting changed to Raigad SSA & now it is changed to GM Trans at Circle Office Mumbai.  Even though such orders are not issued, with these changes automatically the SSA Head of Raigad will be DGM Level Officer and there may not be need of GM level Officer in Raigad SSA wherein no senior officer is interested for their posting and normally prefers to be in Mumbai area.

24 may 14: After long exercise of more than two months, AGM (Staff) Mumbai issued revised transfer policy for Executives working in Maharashtra Circle. Letter <<<>>>

        In this revised transfer policy many of the suggestions given by SNEA (I) MH have been incorporated. But surprisingly management has “its own” added two suggestions without consultation to SNEA (I) MH and letter says that policy is issued after due consultation to all associations, thereby starting new practice of misleading information to the executives. Two points changed by management at its own are issuing tenure transfers on quarterly basis from earlier policy to monthly basis & proposal of Zonal Transfers. We had no issue, if management has idea of issuing transfer orders three months in advance of completion of tenure by executives and if it is so, SNEA (I) MH welcomes this proposal. But if it is idea of delaying transfers for three months after completion of tenure we will definitely oppose it and will pursue for its restoration on monthly basis.

The second proposal of Zonal transfers was never even touched in any of the meetings or personal discussions either with Sr GM HR/A Mumbai or with CGMT MH or even lower level management officer and management puts it blindly in the letter that same has been discussed with us. Now only God knows, why management has its own, changed its earlier stand from Circle Long stay basis quoting more no. of transfers and more expenditure involved thereof and now how management will overcome these critical issues in Zonal transfers. We smell that management is adopting delay tactics and dealing this most important & crucial issue of executives in careless manner. On name of such ideas the transfers of even executives who have completed 58 years of service are not given consideration for last one year, which is not picture of good HR management.

SNEA (I) MH has already registered protest on this misleading information to Shri. M. K. Jain, CGMT MH, who in turn has assured to look into issues, raised by SNEA (I) MH. We also have requested him to issue long awaited request transfers from tenure as well as non tenure stations without any further delay and hopefully request transfers from tenure stations will be issued within 2-3 days, as file for same has been processed after repeated exercise at different levels. By adding totally new proposal of “Zonal Transfers” without any even preliminary discussions, management has created blunder and it may be attempt by some officers to delay request transfers from Non tenure stations by creating such so called intellectual hurdles as happened in earlier stages.

We have made it clear to CGMT MH that by any method as he deems it feet, let it be zonal long stay transfers as proposed by his office now or SSA Long stay Transfers as proposed by his office earlier, the request transfers from non tenure stations should be issued without any further delay and all the comrades waiting for their request transfers should be given justice and we cannot allow management to play with sentiments of comrades waiting for request transfers by applying different fundas at different stages and overall delayed tactics. Let management face consequences after issuing transfer orders on such misleading concepts for executives & without consultation to SNEA (I) MH & by giving misleading information thereof.

21 May 14: SAD NEWS: Com. Sukhram Singh Rajora EE Civil Kalyan, who was hospitalised in Nanawati Hospital Mumbai for last two weeks passed away during late hours of 19/05/2014.  Late Com. Rajora was active member of SNEA (I) & was fully devoted to office works. His untimely departure is great loss to his family members, BSNL and SNEA (I). We pray almighty to give courage to the family members of late Com. Rajora to come out of this difficult period of crises and let the departed soul be in heaven with peace.

 

21 may 14: BSNL Board meeting scheduled for 06.06.2014 – JTO RR amendment will be one of the agenda.

 

21 may 14: Meeting with DIR (HR): GS, President and both AGSs met Sri A. N. Rai, DIR (HR) and discussed:

a)       Modification of posting orders in the LDCE and DE (Adhoc) promotions on medical and immunity grounds: Assn pointed out that genuine medical cases requires sympathetic consideration from Pers section as happened in the past but lagging nowadays. Similarly retention on immunity ground to have smooth functioning of the Assn at different level is to be ensured. All the cases are pending in the Pers section for months together. DIR (HR) assured that necessary instructions will be given to GM (Pers) in this regard.

b)      Issues related to Kerala Circle and the behaviour of Sri M S S Rao, CGMT/Kerala: Assn explained the problems faced by the employees and especially the Executives in the Circle which started affecting the growth of one of the potential circle. The Executives are humiliated and terrorized which demotivated them like anything. Senior officers also treated in the similar way in front of subordinates. This year the expected profit didn’t come because the entire employees are demoralized. If the same situation, continues the services will be affected as network will collapse and Kerala also may become one of the loss making Circle in the years to come. Since all the efforts of the Assn in the Circle to have a smooth relation and to focus on the growth of the Circle became a non-starter, Assn launched trade union action recently. DIR (HR) assured that he will discuss the issue with CGMT on his return from leave.

 

21 may 14: Meeting with GM (Estt): GS, President and AGS met GM (Estt) and discussed the antedating issue. As desired by the management, we provided some specific cases where the anomaly reported in different months. GM (Estt) suggested to have further discussions with the GM (EF) also shortly to have some amicable solutions.

In very positive approach to deal with issues raised by SNEA(I) MH,  CGMT MH has appreciated decision taken by CEC Yavatmal for framing Committees & subcommittees for studying various technical & development issues & has asked in advance for reports of these committees for necessary action on management side. It is further desired to have such sub committees on platform of SNEA (I) for study of different HR issues.  In conclusion of letter Shri. Jain gives confidence that with active co-operation of SNEA (I), his management will be able to resolve different Technical/Development as well as HR issues of executives in Maharashtra Circle. 

SNEA (I) Maharashtra appreciates very positive & historical initiatives by Shri. M.K.Jain, CGMT MH Circle and thus responsibility of SNEA (I) comrades and activists increases. 17 may 14: Welcome to Shri. B.K.Mishra, GMM WTR Mumbai: Delegation of SNEA(I) MH led by Com. S. B. Bhosale CT SNEA(I) MH, CS, Com. G. G. Karpe newly elected CWC Member & DS SNEA(I) WTR, Com. C.P.Gaikwad, Organising Secretary SNEA(I) WTR, Com. C.V.Londhe, ADS SNEA(I) WTR gave warm welcome to Shri. B. K. Mishra GMM WTR Mumbai with shawl, shreephal & bouquet. Prominently present on the occasion was Shri. Nitin Rokade, GMM WTR Mumbai.

After warm welcome and wishes for grand success of Shri. Mishra on this new assignment, we had brief discussions on different HR as well as maintenance issues and Shri. Mishra was pleased enough to share his experience while working as GMM Hyrdabad, GMM Bangalore in STR and shared his strategies for fault free services by WTR in tune with its tradition for 24 hours services.  We have brought to his notice about the on going process of TTA recruitment in Maharashtra Circle and to send the requirement of entire WTR in Maharashtra territory so that same can be incorporated in calculating requirement of TTAs in Maharashtra Circle. While appreciating our concern and suggestion, he assured to send the requirement at the earliest. We also had discussion on dangerous situation of OFC network in Kalyan as well as Raigad SSA and requested him for intervention. He categorically mentioned that our problem is that we are maintaining OFC route on scarcity basis and there practically ‘NIL’ addition in OFC network even though situation has reached worst condition. He mentioned that in Maharashtra Circle OFC network per KM radius is very less as compared to other Circles and stressed for immediate steps for addition to it. We brought to his notice the critical issues faced by SSAs in maintaining OFC routes, he also agreed for the same, but only solution is addition of alternative routes and directed us to take up matter with SSA heads to start OFC laying works on these critical routes and he assured to takeover all such routes by WTR for fault free maintenance. He also shared that some of SSAs are insisting for change of technical staff working in WTR specifically Phone Mechanics/ RMs and requested that he has no hesitation for changes if there is phase manner shift and changing of staff after training about routes and the joint locations of OFC routes. 

Shri. Mishra GMM expressed pleasure to have discussions with young team of SNEA (I) and mentioned that he feels young and energetic to have such meetings & discussions. We also discussed recent posting of JTOs in WTR and it’s posting thereof at respective SSAs. GMM WTR narrated need of additional posting of JTO to WTR and expected for posting of More SDEs to WTR in coming DPC for JTO to SDE promotions, WTR maintains network of BSNL which has prime importance. He assured for best HR policy in tune with tradition of WTR and expressed that as he is continuously working in Regions, he is aware of such problems and assured to take care. We also discussed some of individual cases and Shri. Mishra assured that he will get the details and take decisions accordingly. The discussions continued for more than one & half hours and concluded with thanks and at conclusion he assured  to extend the best possible support to association and policy would be transparent and every body in WTR should work in free minded culture for the betterment of the BSNL. 17 may 14: Meeting with Shri. M. M. Gupta, GM HQ WTR Mumbai: Delegation of SNEA(I) MH led by Com. S. B. Bhosale CT SNEA(I) MH, CS, Com. G. G. Karpe newly elected CWC Member & DS SNEA(I) WTR, Com. C.P.Gaikwad, Organising Secretary SNEA(I) WTR, Com. C.V.Londhe, ADS SNEA(I) WTR had meeting with Shri. M. M. Gupta GM HQ WTR Mumbai wherein we have formal discussions on different issues of WTR. We conveyed him thanks for giving kind consideration for further posting of JTOs within WTR as per their choice and his continuous persuasion for posting of JTOs for WTR MH Circle. While discussing shortage of staff we have brought to his notice the process of recruitment of TTAs being started in Maharashtra Circle and requirement of WTR. He mentioned that as letter was not addressed to WTR, it has not come to his notice, but by taking note of letter available on MH Intranet, he assured to send requirement of TTAs in WTR MH Circle to CGMT MH Circle. While discussing OFC issues related to Kalyan & Raigad, he informed that problems are really serious and he has brought to the notice of CGMT MH Circle the critical issues and assured that all possible steps required by WTR will be taken, but SSAs have to take special efforts at least for resolutions of critical issues related to maintenance of OFC routes. We also discussed with him some individual cases of request from Maharashtra Circle to WTR and from WTR to Maharashtra Circle and requested him for reliving from WTR and posting the officers posted to WTR by considering their requests. Shri. Gupta GM HQ assured to take care of all such cases and further assured that all such future requests will be given consideration if officers are willing to join WTR.  

 

17 may 14: AGM (Staff) Mumbai issued orders for change of stations in SDE Cadre. Order <<<>>>

 

17 may 14: Meeting with Sri M. F. Farooqui, Secy/DOT: Com G L Jogi/CHQ President and Com K Sebastin/GS met Secy/DOT on 15.05.2014 and had a detailed discussion with him on the issue of awarding installation/ maintenance of OF project in North Eastern Circles to be funded by USOF exclusively to BSNL.

        This Association reliably learnt that Telecom Commission is mulling the option of inviting bids for execution/maintenance of Optical Fibre project in North Eastern Circles to be funded by USOF exclusively. Generally, Govt. so far has had been awarding such projects funded by USOF exclusively to BSNL on nomination basis for very formidable, rational and obvious reasons.

        In this connection, on learning about such serious development, we met Secy/DOT to request him to continue with the existing practice of awarding such projects to BSNL alone for very strong and justifiable reasons like BSNL has already made massive capital investments towards laying of telecom infrastructure in remotest areas from where it got no returns and the fact that BSNL has been the highest contributor towards the USOF. Against the backdrop of these facts, we made an impassioned plea to Secy/DOT to award this project also to BSNL. However, our pleading before Secy/DOT evoked very sharp reaction from him because of following reasons.

A.  Secy/DOT emphatically stated that BSNL has lost its appetite to execute projects funded by USOF and in this context he made pointed reference to NOFN project which continues to be a virtual non starter as on date and LWE (Left wing extremist) project in CHG, MP, OR, WB MH etc. which also has made no headway. Secy/DOT felt that while the govt. is very keen and is making best efforts to revive BSNL and has been unfailingly awarding USOF funded projects to BSNL, the response from BSNL to execute such projects to say the least has been extremely disappointing and quite tardy in terms of meeting timelines and other important project requirements.

B.    Another important fact mentioned by Secy/DOT is that BSNL is under wrong impression that govt. has a compulsion to award such projects to BSNL alone and that there are no takers for execution of such projects. BSNL must dispel this impression and understand that there are   “N” numbers of takers for execution of such projects.

C.   Secy/DOT conveyed in very clear terms that total lack of enthusiasm and interest on part of BSNL to undertake and execute such projects is driving govt. to consider the option of inviting bids for execution of such projects.

D.  However, from our side, we also apprised in detail Secy/DOT about the constraints that BSNL is also facing in execution of such projects and pleaded with him to give BSNL opportunity to execute this prestigious project in North East. Secy/DOT mentioned that BSNL Management must approach DOT and in very clear terms convey its willingness to execute this project on terms and conditions like transfer of Network to BSNL after installation etc and hence BSNL will not get any capital from USOF for execution of this project. Secy/DOT assured that DOT would be always willing to give first preference to BSNL provided BSNL is ready to abide by terms and conditions decided for the project and execute the project within stipulated timelines.        

E.    In the meantime Smt Annie Moreas, Member (Finance)/DOT also joined the discussions and she too very clearly indicated that DOT would be always ready and keen to listen to BSNL on such issues.

        We also requested Secy/DOT and Member(Finance)/DOT to expeditiously resolve long pending issue of merger of 78.2% IDA with basic in respect of all those having retired from BSNL prior to 10th June 2013. Secy/DOT and M (F)/DOT responded very positively and quickly by reiterating that the issue is virtually on the final stages of resolution as far as DOT is concerned and very shortly will be sent to DOE for its concurrence. All the queries raised by DOE in this regard are being responded to by DOT on a very positive note.  

17 may 14: Meeting with GM (FP): Com. K. Sebastin, GS and both AGSs Com. Arvind Dahiya and Com. Vivek Wankhede met GM (FP) on 15.05.2014 and discussed:

a.     Promotion from JAO to AO: GM (FP) informed that the reply from DoT is still awaited. However preparatory work is going on but the progress is not good. So far the assessment sheet and details received from five or six Circles only.

b.    AO/Sr AO to CAO (Adhoc) promotion: The proposal to divert MT quota of about 165 posts for CAO (Adhoc) promotion is sent to MC for the approval. Once diversion is approved, further action will be taken.

c.      AO/Sr AO/ to CAO (Adhoc)  to CAO (Regular) promotion: Necessary action is already initiated for regular promotion:

d.    CAO to DGM (Adhoc) promotion: The DPC is over and the minutes are submitted for the approval of competent authority. It is expected that about 160 Executives will be covered by this promotion of which VC for about 25 cases are pending.

e.     CAO/DGM (Adhoc) to DGM (Regular) promotion: The DPC work is already initiated for about 150 posts.

             This important issue seems to be handled in careless manner by all SSA Heads except Akola & Satara as other 28 SSAs no information is received on such important issue facing shortage of staff & need of such talent after creation of vacancies due to promotion to JTO cadre. This is only cadre where recruitment is possible and needs to be taken care in time. After recruitment process is started then some of field units make routine complaints that vacancies of their SSAs for TTA recruitment are not taken correctly. Hence all DS & activists of SNEA (I) MH are requested to look into matter personally and see that correct requirement of TTAs is sent to Circle Office latest by 17/05/2014, this will speed up process of additional recruitment of TTAs throughout Maharashtra Circle. 

 

16 may 14: Shri. M. K. Jain, CGMT MH Circle writes SSA Heads about revenue performance during year 2013-14 and awakes them for earning revenue from other heads mainly from disposable of unserviceable material. Copy <<<>>>

In overall revenue of Maharashtra Circle Pune SSA contributes highest revenue  i.e. out of total revenue of Rs. 1962.27 Crore of total Circle revenue, Pune SSA contributes Rs. 476.27 Crores and out of this Rs. 23.95 Crores are from scrapping of unserviceable material. It is important here that before taking over charge of CGMT MH Circle during this period reflecting revenue figures Pune SSA was headed by Shri. M. K. Jain as PGMT Pune.

In detail letter CGMT MH guides SSA Heads how to dispose of unserviceable material lying ideal at different exchanges/buildings and calls for details of such material in time bound manner i.e. by 31/05/2014 and its disposal latest by 31/07/2014 and it’s by name compliance. Letter specially stress for disposal of old battery sets on its replacement with new one within period of three months from its replacement & warns that in absence of such disposal further allotment of battery sets will be stopped. The overall activities of scrapping of battery sets will be personally monitored by CGMT MH himself.  Letter asks for acknowledgement of letter by 20/05/2014 & further address for provision in estimate itself for scrapping and disposal of faulty Air Conditioners being replaced by Electrical wing.

         This is advance step taken by Circle management in maintaining its assurance in issuing tenure transfer on completion of two years and that to be on monthly basis. Here request of unwilling female executives for posting to tenure stations also has been given consideration and such unwilling female officers are posted to nearby non tenure choice stations. This was one of the issues pursued by SNEA (I) MH as per the guidelines issued by BSNL CO and finally agreed by Circle Management. The request transfers of SDEs who have completed two years tenure are also under consideration and will be issued within a day or two.

 

 

15 may 14: bsnl money illegally swallowed by individual officers is being recovered: Yes Comrades, with continuous persuasion of SNEA (I) MH, the amount of Rs. 12,84,110.00, illegally granted on free FSRTC calls will be now recovered from more than 16 officer’s erstwhile working in Pune SSA. This issue was noticed by SNEA (I) MH in March 2013 wherein selected officers working in Pune SSA were granted ‘waive off’ on calls made from FSRTC of these officers by crossing limits of free calls.

We have first raised this issue by writing letter to then CGMT MH Circle, and demanded for equal justice for all executives, i.e. either to grant such free calls beyond limit to all other executives or to recover such amount illegally granted to selected officers. But as expected, then CGMT MH did not take any action on this complaint for recovery of this illegal amount as big shots were involved in this high level scam. SNEA (I) MH continued its struggle and made complaint to Vigilance section with two reminders and continuous persuasion of this matter at different levels. As expected, attempts were made that some of files were made untraceable and at one occasion it was informed to us that such data is not available as account system shifted from CMTS to CDR and Pune SSA has no expert Account Officer to extract data from CMTS. We have made it clear how the data can be extracted from CMTS and further brought to notice about facts of availability data in CDR system. During entire process there was much pressure to suppress this complaint as granting free calls to others executives equally was not possible as it is not supported legally. But nothing could stop the recovery as SNEA (I) MH has built pressure by submitting every proof of such special malpractices. On our first complaint, Vigilance Cell was also reluctant and we have seen no progress at initial stage, but since when we have handed over the proof on this scam, Vigilance team of Circle Office Mumbai has taken sincere efforts and cleared picture & facts.

It is matter of pride that SNEA (I) MH has given complaint about misuse of Rs. 8, 12,567.00 but during investigation it has been prevailed that Rs 12,84,110.00 were swallowed by all these officers in shameless manner. It is great news that after over all investigation and fact finding, the matter has come to final conclusion at least to certain stage and CAO TR Pune has issued orders for recovery of Rs. 12,84,110.00 from these officers and order clearly says that if this money is not deposited by these individual officers by end of April 2014, same will be recovered from salary of these officers.

Comrades, this possible due to vigil eye of SNEA (I) comrades on such illegal acts by some of higher authorities in BSNL for personal benefits in day light robbery for looting BSNL money. SNEA (I) MH knows that orders for recovery is not final outcome and some officers will respect the orders and pay the amount on the basis of this notice, but till there are chances that some of shameless officers will continue to adopt different fundas for stopping recovery of this amount or will not respond such notices issued by CAO TR BSNL Pune. SNEA (I) MH will continue its fight against such malpractices and will continue its persuasion till the entire amount illegally granted on free calls of these selected officers is recovered and deposited in BSNL account.

13 may 14: Committee meeting on Officiating pay fixation, protection of pay based on the clarifications dated 30.05.2007 and 19.02.2010: The committee reconstituted as per the assurance given in the agitation will be meeting on 12.05.2014 at 11 am. GS and AGS Com V M Wankhede had a meeting with Sri Deepak Aggarwal, Addl GM (Pers)/Convenor of the committee and explained the issue in detail. We brought to the notice of the convener that sl no 10 of letter dated 30.05.2007 is not a clarification but an amendment to clause II (v) & (vi) of the original order dated 18.01.2007 and the same has been issued without the concurrence of the competent authority which issued the original order dated 18.01.2007. Fixation benefit on promotion to a higher responsibility post provided in the original order dated 18.01.2007 is denied by this clarification. A clarification can be issued regarding the implementation of the original order, not as an amendment. Further sl no 4 and 9 of the letter dated 19.05.2010 is also wrong as pay of an official cannot be reduced as per FRSR as long as the official continue to hold the same post and the pay drawn as per the existing order at the time of promotion cannot be withdrawn or recovered by a new rule with retrospective effect. Assn demanded that the committee has to examine these issues and recommend the withdrawal of these clarifications issued.

 

13 may 14: Meeting with Sri Shahbaz Ali, DDG (TPF): Com K Sebastin, GS and Com G L Jogi, CHQ President met Sri Shahbaz Ali, DDG (TPF) and discussed the following issues.

a. 78.2% IDA fitment for the pensioners: The reply from DoT is still pending and requested to expedite the same. DDG(TPF) who is also BSNL Board Director informed that the file cleared by him two weeks back and the same is further under examination in the Internal Finance and the reply will be expedited.

b. Pension contribution on existing pay instead of maximum of the pay scale: The recent reply from DoPT reiterating that the pension contribution from BSNL absorbed employees also governed by 19.11.2009 DoPT order and is based on existing pay instead of maximum of the pay scale. Assn demanded that the issue has to be decided by DoT based on the recent communication. DDG (TPF) informed that again the issue is taken up with DoE and some confusion is there with respect to the definition of existing pay (basic + pay band) as pay band is not applicable for BSNL in IDA scale and the date of effect whether it is from 01.01.2006 9date of VI CPC implementation) or 01.01.2007 (date of 2 PRC implementation). These issues have to be sorted out. He advised us to meet DDG (EStt) and have further discussions.

 

 

13 may 14: Meeting with Sri Suresh Chandra Sharma, DDG (Estt): Com K Sebastin, GS and Com G L Jogi, CHQ President met Sri Suresh Chandra Sharma, DDG (Estt) and discussed Pension contribution on existing pay instead of maximum of the pay scale. Assn brought to the notice of DDG (Estt), the recent reply from DoPT reiterating that the pension contribution from BSNL absorbed employees also governed by 19.11.2009 DoPT order and is based on existing pay instead of maximum of the pay scale. DDG (E) opined that it is a very positive development and strengthen the case. Further he assured that based on this letter further action will be taken by DoT immediately and instructed the concerned officers to process the case based on the reply. Further he opined that pay band is not applicable for BSNL and it should not become an issue as the pension for the BSNL pensioners will be paid on the basis of basic pay only.

9 May 14: CEC Meeting Yavatmal: Report for Second Day 26/04/2014:

·        The deliberations of second day started at 0930 Hrs with DS reports wherein remaining DS submitted their details reports about organisational activities, Development activities and issues pending with Circle & CHQ.

·        At 1130, Delegate session started in which first Com. K. Sebastian, GS SNEA(I) addressed the gathering in which he narrated the house the status of individual cases and issues raised by SNEA(I) MH with CHQ. He further put light on different HR issues & efforts being taken by SNEA (I) CHQ for its resolution, updated the august house about status of different DPCs, RR for JTO recruitment, LDCE for JTO to SDE, Status of different court cases, settlement of important issues like Standard pay scales, 30% Superannuation benefits, First TBP after four years and emphasized the need to be united for the development of BSNL in the years to comeStatus of different DPCs, Court Cases.

·        Thereafter Com. G.L.Jogi President SNEA(I) CHQ addressed delegate session wherein he updated house about important issues like viability of BSNL, need to defeat the act of BSNL management in forming the subsidiary tower company, efforts taken by SNEA(I) CHQ on different HR as well as development issues. He also appraised house about growth of BSNL and its relation to second PRC and appealed for contribution from executives at all levels. 

·        In delegate session, Com. S.K.Ghuge & Com. K.P.Kulkarni both the senior leaders of SNEA (I) MH and special invitees were feliciated with flower of bouquet by hands of Com. G.L.Jogi, President SNEA (I) CHQ.

b.    Pension contribution on actual basic pay instead of maximum of pay scale: Assn informed about the reply received from DoPT recently that for the BSNL absorbed employees also, pension contribution has to be done based on the existing basic pay and requested DoT to take appropriate action. Jt Sec informed that the matter is under consideration of DOT and it is under process in DoT Finance for a further reference to Dept of Expenditure.

 

8 may 14::Meeting with GM(Pers): GS and AGS Com V M Wankhede met Sri S S Aggarwal, GM(Pers) on 06.05.2014 and discussed the following issues:

a.     Modification in the “Soft tenure” policy in order to give the Executives an option to come back to the choice SSA on completion of tenure. GM(P) informed that the proposal is almost ready and will go to the MC shortly.

b.    Modification in the SDE RR 2002 to address the shortcomings in the RR: A committee has been formed long back and the Assn also given feed back to the committee, but there is no further progress in the matter. GM(P) assured that the matter will be examined.

c.      DPC from JTO to SDE, SDE to DE and DE to DGM: GM(Pers) informed that the preparatory work will be completed and as and when legal relief getting from the Hon Courts, promotion order can be issued.

ü Shri. A.R.Sawatkar, GMT Yavatmal & GM NWO CM Nagpur in his address congratulated team SNEA (I) Yavatmal under leadership of Com. Gadre for arranging such wonderful meeting & mass gathering from different corners of Maharashtra at Yavatmal and gave warms welcome to Yavatmal. During his address he touched upon issues discussed in special Vidarbha meeting arranged by new CGMT MH, revenue from CM & CFA sections, need of mobile in day to day life at par with other basic needs, problems in GSM growth in Maharashtra Circle, planning and installation of 800 new GSM BTS being allotted to Maharashtra Circle, redeployment of 2G GSM BTS, plan for covering all Taluka HQ in Maharashtra Circle with 3G BTS, leasing out towers and revenue thereof, action being taken on faulty GSM cards, availability of 900 new GSM BTS from USO subsidy and action for its proper utilization, importance of broadband and its future, faith of customers on BSNL GSM services and 100% loading of GSM BTS in Vidarbha region, Strength & weakness of BSNL, his role in clearing long pending TBP DPCs of different districts in Vidrabha region etc. He specially appreciated focus of SNEA (I) on development of BSNL and with best wishes for CEC meeting deliberations; he appealed to come forward for growth & development of BSNL. 

ü In his marathon speech Com. K. Sebastin GS SNEA (I) CHQ, covered all the issues related to growth of BSNL. He appreciated work of CS SNEA (I) MH & his team of all DS & Circle Office bearers in increasing of membership of SNEA (I) in Maharashtra Circle. He mentioned problems of BSNL & challenges in from of BSNL in critical situation of as no money, no material, no fund etc. He covered all points like 5-6 % revenue to BSNL due to tariff, profit 286 Cr  from 2-3 Circles, increase in expenditure by some circles, no proper support from AMCs, dependency of expansion on tender process, data/traffic issue and diversion of traffic from West Zone, renting out BSNL space for ATMs,  tender finalization on limited basis  for modems, EPBTs, cables ,etc, implementation of ERP in Maharashtra Circle, Introduction of NGN in BSNL, need of change in work culture , target of zero losses in coming three years. He concluded his speech with optimistic views on overall growth of Maharashtra Circle with major contribution by SNEA (I) comrades.

ü In special address to the house in his style, Com. W.Sheshagiri Rao, Veteran SNEA (I) leader touched different issues from organizational activities to development activities of BSNL. He shared his experience that before BSNL formation not at all thought about revenue on association platform and thought only on welfare issues of executives. He appealed for stress on BSNL viability in changes scenario and dependency of CP on growth of BSNL. He guided comrades not to think about what we were and we are but to think about what is to be done, not for anything and yes for everything. He requested to work with available recourses and we cannot do anything without non available recourses and same is to be arranged by management. He mentioned era wherein first promotions was after 20 years and efforts of TEOA /JETA under his leadership to bring it down to 10 years, how earlier executives approached court for refusal of  promotion and now approaching court every now & then for promotions. He suggested that all executive cadres from JTO to JAG should be circle level cadres which will solve many of present problems & this is possible for SNEA (I) leadership. He appealed to utilize leadership in proper way for better future of executives in BSNL and put proper leaders at proper places for resolutions of HR as well as Development issues.

ü Com. G. L. Jogi , President SNEA(I) CHQ, in his address touched all the issues from special focus on SSAs like Gadchiroli to role of BSNL management in growth of BSNL. He cleared that how ITS officers are not showing any concern or interest in BSNL work, how potential SSAs like Gadchiroli & Chandrapur are neglected, lack of vision in top level BSNL management has in preparing policies. He narrated efforts of SNEA (I) CHQ on different issues and assured that in coming days 80% of high level post in BSNL will headed by BSNL absorbed officers. He has thrown light on struggle by SNEA(I) in  2007 for  45.5 Million Lines GSM tender along with joint forum and how decision of BSNL management to reduce the size of the tender from 45.5 to 22.5 Million lines had impacted on growth of BSNL, allotment of poor spectrum to BSNL and inaction by BSNL management, forces acting to kill BSNL, inaction of BSNL on misuse of spectrum by different vendors under roaming MoUs, role of SNEA and how it did not allow disinvestment & copper unbundling by struggle on forum of Joint Action Committee, finalization of NGN tender, Role of SNEA in implementation of CDR & ERP project, pension revision, need of BBNL and action by SNEA(I) & BSNL for safeguarding revenue of BSNL from BBNL, merger of BSNL & MTNL and action by SNEA(I) CHQ. While concluding his marathon and motivating speech he appealed all comrades to focus on 24 hours best quality telecom service to BSNL customers.  

ü Com. A.R. Manani, VP SNEA(I) CHQ in his address stressed upon focus of SNEA(I) CHQ on different HR issues of DR JTOs, Offg JTOs, need of SSA Heads at different SSAs. He stressed upon need of minimum level of motivation from BSNL management to filed officers working in every odd situation and appealed   GS to elaborate more on HR issues.

ü Com. V.M. Wankhede, AGS SNEA (I) CHQ appreciated work of Com. G. L. Jogi and Com. W. Seshgiri Rao since Kanyakumari AIC. He further stressed upon the revenue generation from about sixty thousand towers of BSNL. He also briefed house about different issues being pursued by SNEA (I) CHQ and how conflict among comrades have become hurdles in promotions.

ü Com. M.B. Sangle, JS (W) SNEA(I) CHQ in his address appreciated working of Vidarbha comrades in difficult conditions , his experience in recent Vidarbha tour of CHQ leaders, about increase in profit by Nashik SSA by 60-70 lakhs and how Pune, Nashik ,Dhule & Goa are profit making SSAs and steps by other SSAs for same.

ü The open session was nicely anchored by Com. S.R.Kalmegh ACS East & Com. N. S. Gadre, CWC Member conveyed vote of thanks.

ü Open session started at 1700 hrs concluded at 2100 hrs and dinner thereafter.

ü After dinner as closing ceremony of the day special show of Mirza Express” by TV Star Shri. Mirza Rafique Beg was arranged in the same hall which was highly appreciated and acknowledged by all the leaders present there. This special programme which concluded at 2130 hrs was also witnessed by families of many comrades of Yavatmal SSA.

3 may 14: The Spectacular Circle Executive Committee Meeting of SNEA (I) MH Circle at Conference hall, Hotel Revati Pride, Yavatmal: The Circle Executive Committee Meeting of SNEA (I) Maharashtra was held in well decorated Conference Hall of Hotel Revati Pride, Darvah Road, Yavatmal form 25/04/2014 to & 26/04/2014.  

Report For Day I , 25/04/2014:   On the day First , the Meeting started sharply at 1000 hrs with the Flag hosting by Com. S.V. Bhad, CP SNEA(I) MH and in presence of Com G. L. Jogi, President SNEA(I) CHQ and Com. K. Sebastin, GS SNEA(I) CHQ,  Com. A. R. Manani, VP CHQ, Com. V. M. Wankhede, AGS CHQ ,Com. M. B. Sangale, Jt Sec CHQ West  and Com. M. S. Adasul, CS SNEA(I) were present along with all the  Circle office bearers, CWC Members, CEC Members with the slogans of SNEA(I) Zindabad, BSNL Zindabad. The flag hosting was specially support by a band party singing national songs with drum bits. . 

Ø After flag hosting & Dias formation, the house observed two minutes silence for departed Souls.

Ø The Meeting started with Deep Prajwalan and Saraswati Pujan by CHQ/Circle Leaders.

Ø Com. S. S. Bansod, DS SNEA (I) Yavatmal gave warm welcome to all the comrades and gave brief idea about the Yavatmal, its important places & different traditions and assured for comfortable stay of all the comrades. He also narrated important activities by SNEA (I) Yavatmal.   

Ø The comrades of SNEA (I) Yavatmal welcomed all CHQ/Circle Office Bearers, CWC/CEC Members, DS and Observers with bouquets, shawl, shreephal and flowers.

Ø Com. S.V. Bhad CP SNEA(I) MH , in his inaugural speech briefed house about the deliberations to be held in Circle Executive Committee Meeting and appealed all comrades to co-operate by being specific in their reports and requested to adhere with time schedule.

All comrades of SNEA (I) Amravati along with comrades of other unions & associations, many of the retired comrades attended this meeting. This special General Body Meeting was presided over by Com. ü Com. P. H. Kandalkar, DS SNEA (I) Amravati in his welcome address elaborated purpose of meeting and narrated issues of Amravati comrades pending with Circle & CHQ. He also made house aware about development activities at Amravati with special mention of role of Shri. Ramsharay Prasad, GMT Amravati. He explained all the issues very minutely and assured the positive revenue growth of Amravati if resources are made available on time.

ü Shri. Ramashray Prasad, GMT, Amravati in his speech appreciated the work culture and team work  of Amravati SSA & further he appreciated to executive of Amravati SSA  for contribution & the involvement  in positive growth seen in BB ,L/L, GSM etc after his joining to Amravati. He also stressed upon for development of BSNL and appealed everyone to contribute.  He specially mentioned that Amravati SSA has shown overall growth of 10% and he assured to maintain the spirit and tempo.

ü Com. M. B. Sangle, JS (W), SNEA (I) CHQ informed the house about the latest developments and issues related to the  growth of BSNL and appreciated the unity, working & beautiful arrangements of GB meeting  of SNEA(I) Amravati.

ü Com A.R. Manani VP SNEA (I) CHQ addressed the meeting with focus on the transfer policy and especially on women employee problems regarding transfers and the current issues. He made aware house about the problems faced in day to day working and how it can be resolved with mutual understanding.

ü Com V. M. Wankhade AGS SNEA(I)  CHQ, addressed the meeting specially in Marathi and put forth the issues resolved by SNEA (I) CHQ and steps being taken for resolution of pending issues. He focused on the efforts taken by SNEA CHQ for resolving the issues related to BSNL’s development and employees betterment. He also stressed that stores is available in ample quantity and its rearrangement and needs its proper distribution & utilisation in field units. 

ü Com. K. Sebastin, GS SNEA (I) CHQ addressed the gathering and informed the house about efforts taken by SNEA (I) CHQ for various policy matters & updated status of different DPCs, RR for JTO recruitment, LDCE for JTO to SDE, Status of different court cases, settlement of important issues like Standard pay scales, 30% Superannuation benefits, First TBP after four years and emphasized the need to be united for the development of BSNL in the years to come.

ü Roaring Lion of BSNL, Com. G.L. Jogi, President SNEA(I) CHQ addressed the comrades of Amravati with his inspiring speech and narrated the sinister moves of management to disintegrate BSNL by forming subsidiary companies and appealed to all to defeat such moves. He also informed the house that only employees can save the company and appealed to all comrades to think of development issues and be united under JAC Banner. He gave the examples of Australian Telecom and Japanese NTT and explained the house how the unions of government owned foreign telecom companies are concern about their business and how their management is actively involved in such development activities. He scolded the negligent BSNL management for not involving and not thinking about the development of the company. He also added that CDR, ERP and NGN are the gifts given by SNEA to BSNL and reiterated that without active involvement of SNEA these projects were just like nightmare.

ü Com. M. S. Adasul, CS SNEA (I) MH in his usual style,  discussed various issues related to BSNL growth and HR issues of executives and its persuasion by SNEA (I) Maharashtra viz. Tenure transfer etc & stressed upon uniform transfer policy for non tenure stations and consideration of unwillingness of female comrades for posting at tenure station. He also informed initiatives by SNEA (I) MH on settlement of EPF issues, BNG diversion at Nagpur and achieving breakthrough in ERP implementation. He also informed that on inputs & detail feedback from SNEA (I) Amravati, SNEA (I) MH Circle will be taking special efforts for the revival of services at Amravati. He congratulated Amravati comrades and GMT Amravati for setting best example of positive growth with united efforts.

ü An interactive session was held after the marathon speech by Com. Sebastian and Com. Jogi and queries of the house were answered by the CHQ president and General Secretary.

ü The meeting was grand success due to efforts taken for successful organisation by Com. S. H. Gandhi, Com. V. R. Jadhav, Com. D. H. Bhad, Com. N. D. Wakode, Com. U. W. Kawalkar, Com. R. L. 1 may 14: Pension contribution of employees absorbed from DoT into BSNL:  Dept of Pers & Trg (DoP&T) replies to GS / SNEA (I) in response to our letter dated 20th February, 2014 addressed to Sri V. Narayanasamy, Hon MOS for Personnel, PG & Pension that “the pension contribution of employees absorbed from DoT into BSNL is regulated as per DOP&T Order No. 2/34/2008-Estt. (Pay II) dated 19.11.2009. i.e. pension contribution payable in respect of a Government servant shall be based on the existing basic pay of the post held by the Govt servant”.

In this connection GS, CHQ President, AGS and Com M. Gopinathan, CS/TN Circle met Shri V. Narayanasamy, Hon MOS for Personnel, PG & Pension at his residence on 20.02.2014 and Jt Sec/ DoP&PW and Jt Sec/Dept of Pers on 24.02.2014 and held discussions on the matter. 1 May 14: GS SNEA (I) CHQ writes to Director HR BSNL for pay fixation on officiating promotion and protection of pay so long as he is holding the same post — provisions of TBP policy issued on 18.01.2007, relevant provisions of FR/SR, Hon SC Judgments and clarifications dated 30.05.2007 and 19.02.2010 issued by BSNL to be examined by the committee constituted Letter <<<>>>

 

 1 may 14: Meeting with Director (Estt) DoT: GS Com K. Sebastin and AGS Com Arvind Dahiya met Sri Pradhish Khanna, Director(Estt), DoT and discussed the 78.2% fitment for the pensioners. Dir (Estt) informed that the file is pending in the DoT/Finance and as soon as it is received from the Finance wing, it will be processed further.

30 APR 14:  In a strange act and without understanding depth of DE L/A promotions,  AGM Staff Mumbai issued orders for rejection of request for refusal of DE L/A Promotions and consideration of only two request.

               It is unfortunate that the officer having genuine medical problems, working at Tenure Station Sindhudurg and at verge of completion of his tenure is again transferred to another tenure station Gadchiroli without giving consideration to his request for refusal. It is also fact that GMT Jalgaon has given two junior officers DE L/A promotions locally in Jalgaon even after restrictions by Circle Office as vacancy exists and Circle Office has transferred four senior officers out of Jalgaon on name of non availability of vacancies. 

SNEA (I) MH had discussed this issue with Shri. Pravin Malhotra Sr GM HR/A Mumbai and requested to address grievances in DE L/A promotions. Sr GM HR /A Mumbai informed that this is not promotions and it is looking after arrangements and officers will have to join, as it is administrative arrangements and stressed that tendency of refusal of promotions even in same SSA is not good for growth of organization. We brought to his notice how this administrative arrangement has created problems and officers are being shifted out of working SSA even though vacancies exist in the same SSA. Also transfers in DE L/A promotions are issued from one Corner of Maharashtra to another corner on just looking after arrangements and on regular promotions of other officers or joining of new incumbent in DE cadre, these officers will be reverted automatically. We also narrated that officers refusing promotions are having genuine reasons and on such refusals administration can to issue orders of next senior officers as DE L/A, in which comrades may be ready to join such assignment by shifting family. After detail discussions, Shri. Malhotra assured that the cases will be reviewed on the basis of vacancy position and DE L/A promotions will be issued to first fill up vacancies in working SSA and if no vacancies exist in working SSA then the officers will be transferred to nearby SSA having vacancy in DE cadre.      

 

30 APR 14: Vidarbha Tour Of SNEA(I) CHQ leaders: chandrapur GB Meeting: {Report by Com. S.A.Sarode JS Vidarbha SNEA(I) MH}: With special invitation to CHQ/Circle Leaders & with their acknowledged consent  a Special General Body Meeting of SNEA(I) Chandrapur was held on 23/04/2014 at 1600 hrs in the beautiful Conference Hall of Hotel Siddartha, Chandrapur. All comrades of SNEA (I) Chandrapur along with comrades of other local executive/non-executive union/associations were present and actively participated in the meeting. This was the proud & historic occasion for SNEA (I) Chandrapur as the maiden visit of CHQ leaders was being honoured after a wait of four years. This special General Body Meeting was presided over by Com. S.R. Pise, DP SNEA (I) Chandrapur and was attended & addressed by following dignitaries:

It is the role of SNEA Chandrapur that the EB achievement of Chandrapur SSA has increased more than double for the year 2013-14 as compared to year 2012-13.

He also stressed on the fulfilment of basic resources to retain, maintain and expand the services of BSNL.

Ø Ever enthusiastic , dashing and dynamic  Com. M. S. Adasul, CS SNEA (I) MH in his usual style,  discussed various issues related to BSNL growth and HR issues of executives and its persuasion by SNEA (I) Maharashtra viz. Tenure transfer etc & stressed upon uniform transfer policy for non tenure stations. He also informed initiatives by SNEA (I) MH on settlement of EPF issues, BNG diversion at Nagpur and achieving breakthrough in ERP implementation. He also stressed upon the commitment of SNEA MH Circle for providing adequate OFC to the affected Awarpur ring of Rajura SDCA and informed that SNEA MH Circle will be taking special efforts for the revival of services at Chandrapur. He appreciated the stand of SNEA Chandrapur for giving priority to development issues as compared to HR issues.

Ø Learned Com. K. Sebastin, GS SNEA (I) CHQ addressed the gathering and informed the house about efforts taken by SNEA (I) CHQ for various policy matters & updated status of different DPCs, BSNL MSRR for JTO recruitment, LDCE for JTO to SDE, Status of different court cases, settlement of important issues like Standard pay scales, 30% Superannuation benefits, First TBP after four years and emphasized the need to be united for the development of BSNL in the years to come.

Ø Visionary Com. G.L. Jogi, President SNEA(I) CHQ addressed the comrades of Chandrapur with his inspiring speech and narrated the sinister moves of management to disintegrate BSNL by forming subsidiary companies and appealed to all to defeat such moves. He also informed the house that only employees can save the company and appealed to all comrades to think of development issues and be united under JAC Banner. He gave the examples of Australian Telecom and Japanese NTT and explained the house how the unions of government owned foreign telecom companies are concern about their business and how their management is actively involved in such development activities. He scolded the negligent BSNL management for not involving and not thinking about the development of the company. He also added that CDR, ERP and NGN are the gifts given by SNEA to BSNL and reiterated that without active involvement of SNEA these projects were just like nightmare.

Ø An interactive session was held after the marathon speech by Com. Sebastian and Com. Jogi and queries of the house were answered by the CHQ president and General Secretary.

        All DS/COBs and activists are requested to look into matter personally and see that requirement of TTAs in their SSA is sent in time i.e. before 05/05/2014. The further recruitment of TTAs will be done on the basis of this requirement and hence it may be confirmed that calculation of vacancy position may be done correctly so that maximum TTAs can be made available in field units.

Kishor Kapgate DS SNEA Gadchiroli}: It was special day for SNEA (I) Gadchiroli, as on special invitation from Com. Kishor Kapgate, young and dynamic DS of SNEA (I) Gadchiroli, the prominent SNEA (I) CHQ leaders visited and addressed the gathering of Executives in Gadchiroli SSA. A well arranged meeting was held in IQ hall on 23/04/2014 wherein 100% executives of Gadchiroli were present and actively participated in the meeting. This special General Body meeting of SNEA (I) Gadchiroli was presided over by Com. Roshan Banbale, DP SNEA(I) Gadchiroli and was attended & addressed by following dignitaries.

Ø At the outset CHQ & Circle leaders inaugurated the Meeting with Deep-prajwalan & Saraswati Poojan.

Ø Com. Kishor Kapgate DS SNEA (I) Gadchiroli gave warm welcome to CHQ leaders and expressed his gratitude to CHQ leaders and especially to Com. G.L.Jogi President CHQ, to keep his promise for visiting Gadchiroli SSA. He appraised house about efforts taken by SNEA (I) MH first for declaration of Circle tenure, then for all India Soft tenure and conveyed thanks to SNEA (I) CHQ for all India Soft Tenure. He further put the focus on the issues and difficulties of staff while working in the Gadchiroli SSA and requested to ease these difficulties by declaration of Gadchiroli SSA as All India Hard tenure station.

Ø Com. Sayyed Illuesaddin, TDM Gadchiroli, appraised the gathering and especially to CHQ leaders about the BSNL’s growth and development in Gadchiroli SSA. He put on records that due to joining of few additional executives the working of Gadchiroli SSA has been improved. He mentioned that Gadchiroli is the profit making SSA and till there is lot of scope for growth if the current issues starting from staff shortage, special norms for hired vehicles, shortage of GSM BTS, new equipments, CDMA BTS, different recharge vouchers of smaller denominations etc are take care by Circle management. He appreciated united efforts by executives of Gadchiroli SSA in best ever Telecom services to esteemed customers in Gadchiroli SSA. He gave full credit of success of Gadchiroli SSA to the day night dedicated services by all the executives and requested to post more account personal for Gadchiroli SSA, wherein he is facing problems due to acute shortage.  

Ø Com. M. S. Adasul, CS SNEA (I) MH gave warm welcome to CHQ Leaders and meeting long pending promise given to Com. Kishor Kapgate DS SNEA(I) Gadchiroli. While apprising house on different HR & Development issues pursued by SNEA (I) MH and its outcome, he narrated the house about the resolutions passed in Goa Circle Conference and due to which SNEA (I) MH did not pursue single case for retention of executives posted to tenure stations and as on today there is no disparity among the executives posted to any tenure station. He assured the comrades of Gadchiroli SSA, to continue to maintain same transparent posting to tenure stations and to pursue the request transfers of executives after completion of two years. By reminding resolution passed in Circle Conference Goa, he supported demand by Gadchiroli comrades to declare Gadchiroli SSA as All India Hard Tenure Station. He also appealed to send the details of issues related to growth of BSNL and assured to take care at Circle office Mumbai.

Ø Com. M. B. Sangle, JS (West) SNEA (I) CHQ, in his address appreciated the unity and work culture of Gadchiroli SSA. By narrating his experience in office working, he assured for total cooperation to SNEA(I) Gadchiroli for resolving issues at Central Head Quarters.

Ø Com. K. Sebastin, GS SNEA(I) CHQ addressed the gathering and in his marathon one and half  hour speech narrated the house efforts taken by SNEA(I) CHQ for All India Soft Tenure station for Gadchiroli SSA. He also focused from status of different DPCs, Draft JTO RR and its finalization, LDCE for JTO to SDE, Status of different court cases and its persuasion by SNEA (I) CHQ, outcome of recent agitational programmes and further steps being taken by SNEA (I) CHQ is settlement of important issues like Standard pay scales, 30 % Super annuation benefits, First TBP in four years and emphasized the need to be united for the development of BSNL in the years to come.

Ø Com. G. L. Jogi, President SNEA (I) CHQ expressed gratitude to Gadchiroli comrades for special invitation. He informed that he is privileged to address the gathering of SNEA (I) Gadchiroli and appreciated the working and growth of Gadchiroli SSA. He specially appreciated efforts of executives of Gadchiroli SSA under leadership Com. Sayyed Illuesaddin as TDM Gadchiroli, and quoted it as best example, how BSNL management can be run successfully by BSNL promoted officers. He saluted to dedication of Gadchiroli comrades and conveyed thanks for keeping Gadchiroli SSA as profit making SSA by overcoming every odd situation and assured house that SNEA (I) CHQ will pursue the demand for hard tenure of Gadchiroli SSA and settle it within three months of proposal by Maharashtra Circle. He further made aware the house about issues pursued by SNEA (I) CHQ.

Ø In Presidential speech Com. Roshan Banbale DP SNEA(I) Gadchiroli expressed gratitude towards SNEA(I) Leadership for giving special attention to Gadchiroli SSA and specially mentioned how SNEA(I) has played vital role in resolving issues of Gadchiroli SSA on development as well as HR platform.

Ø On behalf of SNEA (I) Gadchiroli, stalwart comrades namely Com. S. D. Deshpande, SDE & Com. S.R. Watamwar, SDE presented a “Advanced Laptop” to CS SNEA (I) Maharashtra Circle as recognition of activities & dedicated services to its members.

Ø Com. M. S. Adasul, CS SNEA (I) MH  addressed the gathering of SNEA Nagpur branch by apprising them about the current issues being pursued by SNEA(I) MH, status of request for change of posting from newly promoted JTO’s and issues thereof. He also emphasized the need of development of BSNL in years to come and assured all the help from circle in this regard.

Jogi, President SNEA(I) CHQ addressed the gathering in his special style and spoke about the viability of BSNL and emphasized  the need to defeat the act of BSNL management in forming the subsidiary tower company, efforts taken by SNEA(I) CHQ on different HR as well as development issues. He appealed all to be prepared to fight against this negative role of the BSNL Management and guided house about role of filed executives in overall growth of BSNL. He also appraised house about growth of BSNL and how it is related to second PRC and appealed for contribution from executives at all levels. He also stressed upon on need of activities on platform of Joint Action committee for growth of BSNL.
