30 JUN 15: SNEA (I) MH Circle congratulates,  Com. D. P. Singh, SDE Kalyan, Com. B.V. Kodgire, JTO Parbhani on their superannuation retirement as on today, 30/05/2015 and wish them and their family members “A Very Happy, Peaceful & Long Retired Life”.

Com. D. P. Singh, SDE Vasai, Kalyan SSA {9423987922} joined in DOT as a Telephone Inspector in 1975 at Karjat in Raigad SSA and thereafter he worked in Mumbai & Kalyan SSA as JTO since 1993. In 2003 he was promoted as SDE & worked at Tarapur, Vasai, Virar & on date of retirement he is working as SDE Vasai.  He served in DOT & BSNL with devotion and dedication.  He is die- hard member of SNEA (I) and has always taken active part on all activities on the platform of SNEA (I). 

Com. B. V. Kodgire, JTO Parbhani {9423136900} have rendered his services to Nanded SSA and Parbhani SSA. His special contribution & Specialisation was in switching. He is die-hard comrade of SNEA and have played vital role in strengthening SNEA (I) with his active support. He has contributed actively towards the growth of BSNL during their lifelong services rendered earlier in DoT and now in BSNL.

SNEA (I) MH salutes sincerity, dedication and affection Com. D.P. Singh,  &  Com. B.V. Kodgire towards BSNL and SNEA (I) and on behalf of thousands of Comrades of SNEA (I) Maharashtra Circle, we wish them and their family members “A Happy, Peaceful, Healthy & Long Retired Life”.

 

30 JUN 15: AGM Staff Mumbai calls for willingness form Circle level long stayed DEs for posting substitutes against officers who have completed Circle Tenure during Quarter Ending June 2015.  Letter <<<>>>

·        The last date for submission of willingness is 07/07/2015.

·        The female executives in long stay list and unwilling for posting to Tenure stations, have to submit unwillingness to tenure station & willingness to non tenure stations.

·        The officers who have applied earlier for the tenure stations and their name appears in waiting list, need not apply fresh.

 

30 JUN 15: BSNL CO issued orders for sending Salary slips by email to all employees and it will be effective from month of June 2015.  Letter <<<>>>

      This will great relief to all employees & officers as on today major problems are being faced by employees for getting salary slip from ERP specifically  during last ten days of every month as in ERP it is official banned to print salary slip these ten days period.

 

30 JUN 15: BSNL CO delegated powers of transfer & posting of GM level officers from Circle Office to SSAs but powers for transfer & posting from SSA to Circle & one SSA to another SSA remains with BSNL CO. In addition to this power of giving charge of GM to Add GMs & /DGMs in Circle office as well at SSAs is also delegated to CGMs. Letter <<<>>>

      Let us hope that this order is given due consideration for posting many of the SSA Head post which are vacant for years together and also many officers seating ideal in Circle office Mumbai and attending office just for part time for 3-4 hours will be given full time responsibility.

29 JUN 15: Delegation of SNEA(I) MH lead by Com. S.V.Bhad CP SNEA(I) MH and comprising Com. S.P.Sonawane, CWC Member, Com. Virendra Choudhary Jt Secretary Pune gave warm welcome with flower of bouquet to Shri. V.K.Singh, CVO BSNL on his visit to Pune. CVO BSNL was on two days visit to Mumbai & Pune and on second day of his visit 26/06/2015 while he was on visit of Pune, SNEA (I) delegation met him & submitted representation on some of corrupt practices followed by some individual officers in Maharashtra Circle causing direct & indirect loss to BSNL. We had also brief discussions on the content of representation wherein CVO BSNL has assured to look into issues raised by SNEA (I) MH. 29 JUN 15: Highly Successful and Grand District Conference of SNEA(I) Yavatmal:  {Report by Com. S.R.Kalmegh, ACS East} : As per the notification issued by Com. Suraj S Bansod DS SNEA(I) Yavatmal, District Conference of SNEA(I) Yavatmal was conducted at 1230 Hrs on 24/06/2015 at Conference Hall , Telephone Exchange Yavatmal.

In the morning session, prior to the conference, the delegation of SNEA (I) MH Circle met Shri. A.R. Sawatkar Sr GMT Yavatmal and discussed on some common issues pertaining to development of BSNL in Yavatmal, Chandrapur & Gadchiroli District.

The dignitaries were also presented momentous, an inventive photo having the images of inspiring leaders with the innovative idea & self creation of Com. N. S. Gadre CWC Member CHQ.

ü The leaders of Unions in Yavatmal, namely Com. A.R.Damale DS BSNLEU Yavatmal, Com. S. B. Shete, DS NFTE Yavatmal and Com R.S. Moike DS SCTEWA Yavatmal also gave warm welcome by bouquets to Com. S. V. Bhad and Com. M. S. Adasul.

ü On this occasion the newly joined SNEA Member’s  were welcomed with bouquet by SNEA(I) MH circle leaders which include:-

ü Com. J. S. Dhongade JTO Rural who is retiring on 30th June 2015 was felicitated and offered a small gift as a token of love and affection of executives of Yavatmal districts in the hands of Com M S Adasul and given warm farewell by thundering claps.

Ř Com. N.S. Gadre, CWC member SNEA (I) CHQ conveyed thanks to all the guests for attending this conference. He elaborated about various activities of SNEA at Yavatmal District and highlighted the prime achievement made by the executives of Yavatmal districts including memorable and highly successful CEC at Yavatmal. He told that Yavatmal CEC was successful due to combined and sincere efforts of all the comrades of SNEA(I) Yavatmal .He thanked Com M S Adasul  CS SNEA(I) MH Circle for his efforts in modifying the transfer order of Com V J Dhamnikar AGM and finally retaining  him at Yavatmal . He shared some of his bitter experiences when he was DS of SNEA (I) Sindhudurg however specifically mentioned the present working style of Com M S Adasul and Com S V Bhad, Pyari Jodi, who have completely changed the scenario while leading in association. He requested to consider the request transfer of Com Pande and further requested to post more executives in Yavatmal to fulfill current shortage of executives.

Ř Com. S.R. Kalmegh, ACS (East) SNEA (I) MH Circle appreciated the working of SNEA (I) Yavatmal. He highlighted latest updates from SNEA (I) MH on different HR and development issues being pursued by SNEA (I) MH. He categorically mentioned the approach of SNEA (I) towards its members while dealing with general HR issues. He mentioned SNEA (I) can resolve present stalemate in BSNL and appealed everybody to raise the voice of SNEA (I) which in turn is raising real issues of executives of BSNL. He mentioned the importance of offering effective and good service to our esteemed subscribers and need to increase our customer base in all fronts. He narrated the positive impact of save BSNL and save nation agitation of BSNL employees by virtue of which Govt and other agencies came to know the real issues in BSNL. He put forth the current shortage of batteries, drop wire and spares of 2G/3G BTS in field and explained how it is creating hurdles in providing uninterrupted services to the customers. He emphasized on the importance of data over voice and current need to install 3G services in all talukas of MH Circle. He thanked CS for finalizing non-tenure transfer policy for executives of MH circle which will create smooth execution of request transfers within MH Circle. He was optimistic that GSM free roaming and free night calling facility in Land Line will enhance BSNL’s customer base thereby increasing the BSNL’s revenue.

Ř Shri. A. R. Sawatkar,   Sr GM Yavatmal, in a very informative and touching speech narrated his limitations while maintaining services simultaneously in three districts, Yavatmal, Chandrapur and Gadchiroli.  He pinpointed the shortage of executives in all these districts and difficulties faced when the replacement is not given against any transfer of executives out of these SSAs. Chandrapur SSA is having good potential to earn revenue but it is not been achieved because of shortage of materials and executives. Shri. Sawatkar told the importance of urgent execution of some revenue earning proposals sent by his office but unfortunately it is not being executed because of delay in approval from circle office Mumbai.  He told that small proposals like Anandvan-Warora tower permission, splicing machine repairing permission, WCL- CUG connections are being held up for approval of competent authority. He also put forth the urgent requirement of high capacity battery at some major transmission locations. Some of these proposals needs clarification from corporate office then it shall be taken with proper persuasion without any loss of time. He emphasized the need of innovative ideas like distributions of landline bills through Franchisees or cooperative banks considering the stiff competitions.  He thanked all for inviting in the conference and his felicitation and finally appealed all the executives in Yavatmal to come together for the improvement of services and image of BSNL.

Ř Com. M.S. Adasul, Circle Secretary SNEA (I) MH Circle, in his speech touched various issues related to growth of BSNL and role of each and every executive in it, the role of BSNL management. He mentioned how our executives have enormous abilities and now it is our duty to utilise it for better customer satisfaction. He mentioned the stiff competition in the market. He assured the house that he will try his best for reducing shortage of resources like batteries, cables, drop wire, 2G/3G spares etc. Serving the customer coming to your office must be the topmost priority every one shall have it. He told the necessity of tireless persuasion for everything for better success in day to day works. He elaborated the issue of transfers in ITPC and how this ITPC issue was resolved by consistent persuasion with different officers and offices over the period of last 8 months. He stressed need to utilize manpower to proper extent and maximum utilization.  He told that SNEA (I) MH is always pressing for concrete policy in all matters and finalization of executive transfer policy in MH circle is best achievement. He expressed his concern on the difficulties faced by the executives in field due to scarcity of stores in past but mentioned that now these stores are gradually made available. He told how JCB is big problem for BSNL as huge no of cables are being cut, resulting into closure of landline connections and how our Staff & executives should alert to face actions of JCB on roads. As various Govt/private agencies are carrying out their development work under ground, it is upmost required to maintain co-cordial relations with these agencies for speedy rectification of cable fault.  He explained how SNEA (I)   is fighting for survival of BSNL by putting all relevant facts to BSNL’s management and DOT. He was optimistic of settlement of all HR  issues raised on SNEA(I)  platform by proper advocating and appealed all to work with good intentions and vigor so as to enhance the quality of services offered to our esteemed customers. He stressed on this considering the forthcoming pay revision in 2017 and hence appealed all to give their best to make BSNL profitable. He assured to make all sort of efforts for settlement of pending Rule 8 transfers of JTO in MH. He told that Yavatmal SSA has got one of the best GMs in Maharashtra Circle, who is always behind work. He highlighted the role of SSA head and given example of GM Ratnagiri how he has prohibited the attempt of private operators to disrupt BSNL mobile services in Ratnagiri and how he succeeded in dealing with these things. He informed house about present status of different DPCs for promotions and delay due to legal litigations. He thanked SNEA (I) Yavatmal for the invitation and felicitation.

Ř Com. S.V. Bhad,  Circle President SNEA (I) MH appreciated the team of SNEA(I) Yavatmal for their unity and making the CEC of SNEA(I) MH Circle at Yavatmal a grand success. He told that CEC Yavatmal will be remembered as it has laid foundation for finalization of non-tenure circle transfer policy for executives of MH Circle. Modification of ITPC transfer order is triumph for all of us as it is in continuation of SNEA (I) motto and surely against pick and choose policy. It is due to firm stand of CS SNEA (I) MH circle that administration shall not misuse its power and do any favourism. He also appreciated the task performed by Circle Secretary in last two terms and special efforts taken by SNEA (I) MH for addressing the grievances of members and resolution for the same. He briefed the house about efforts taken by SNEA (I) MH for development activities in MH Circle. He told that growing membership of SNEA (I) is the indication of resolutions of pending issues of executives which in continuation of our commitment to resolve these issues in toto. On the issue of MT recruitment he explained the stand of SNEA (I) CHQ and appealed all to give their views in forthcoming CEC at Solapur so that SNEA (I) MH will submits its resolution on MT issue more precisely after hearing all the delegates. He briefed about progress of NGN switch at Pune and future plan of BSNL to replace all exchanges with NGN switch.

Ř Com. V. M. Wankhede AGS CHQ New Delhi, who has addressed the evening session of the district conference of SNEA(I) Yavatmal in most effective manner highlighting all current CHQ issues. He told that preparation about JTO-SDE DPC is almost complete however it is being delayed due to pendency of the hearing in the Kerala high court for vacation of interim order. He explained the need of MT recruitment for fast track promotion for filling huge vacuum of posts of GM/DGMs created after repatriation of ITS. He expressed his surprise why the executives are opposing MT. If they want no MT then they shall precisely explain reasons for no MT.  SNEA (I) is also against recruitment of external MT but opposing internal MT has no meaning. If the conducting regular LDCE is our demand then conduction of internal MT is also essential for fast track promotions for filling top managerial slots in BSNL. If the promotions from JTO-SDE, SDE-DE and DE-DGM have been stalled due to legal hurdles then MT can be better solution to fill up the vacuum. Earlier everybody was in favor of conducting MT with slight relaxation in qualification and age but now  there shall not be any reason to oppose MT considering the present situation in BSNL and gigantic task of fetching revenue for BSNL ahead. He categorically told that filling up DGM/GMs post is now possible either through MT or through Rule37 recruitment of GM/DGM and hence recruitment of internal MT is best option BSNL have at present. He also mentioned the difficulties and hurdles in implementations CPSU cadre hierarchy at present but efforts are being made to remove these hurdles for its smooth execution in BSNL as per our demand. He told that process of finalization of E1A to E2 and E2A to E3 as per our demand is in progress and will be settled soon however move of management for recruitment of JTOs in E1 pay scale will be strongly opposed by SNEA(I) CHQ. He put forth the efforts of BSNL management to improve the current position of BSNL and make it vibrant and profitable despite the fact that 208 SSAs are not performing well out of total 334 SSA. He appealed all the executives in Yavatmal SSA to come together for the improvement of services and image of BSNL considering forthcoming pay revision in 2017. He mentioned how BSNL management will be making material management online so that they can see stock position and make equal distributions of store in all circle/SSA as per need. Queries raised by the comrades were effectively answered by Asst General Secretary SNEA (I) CHQ, New Delhi. At last he thanked entire house for inviting him in the conference and for his grand felicitation.

ü Thereafter the existing District body was dissolved and election for new office bearers for the next term was held. In unanimous elections, Com. G.N. Suryavanshi, Com. Suraj S Bansod, & Com. Kishor K Gaidhani were elected as District President, District Secretary & District Treasurer respectively. Com. S.V.Bhad, Circle President SNEA (I) MH administered the oath of alliance to all newly elected District Body. All Circle Office Bearers congratulated newly elected Office bearers of SNEA (I) Yavatmal District and assured full support from SNEA (I) MH Circle.

ü Com. R B Shekuwale, Ex-DS Yavatmal nicely and effectively conducted the whole district conference with his special style of conduction with sher-o-Shairi.

ü The meeting adjourned at 1945 hrs with vote of thanks by Com. Mrs. V P Nawale SDE Plg Yavatmal.

26 JUN 15: After lot of persuation BSNL management decided to circulate the Hon SC direction, DoPT and DoT orders on the eligibility of Diploma holders with 10 years service "equivalent" to Engineering Degree for the promotion to EE in Civil/Elect etc wings. This will address one of the long pending issue and SNEA demand for parity in promotion in all wings.  

26 JUN 15: GS writes to Hon Prime Minister regarding preposterous proposition of the so-called expert committee to hand over critical and challenging job of Rural National Broad Band connectivity to Private operators- move fraught to derail Dream of Digital India and all set to inevitably lead to Incredible cost escalation, arm twisting and holding National Exchequer to ransom by the private sector. 25 JUN 15: Hopeless “Bhaskar” Transfer Policy continues with more “Adamancy” & Minor Corrections: :CAO FC Mumbai issued another order Inter SSA transfers of  25 Finance wing officers in Maharashtra Circle ranging from JAO to CAO and out of 25 officers under 15 are in the interest of service and 10 are at own cost. Order <<<>>>

In another order, minor corrections have been issued by cancellation of some wrong orders and by modification of transfer orders in respect of certain officer giving them choice of station at the cost of BSNL. Modification order <<<>>>

Ř Though some corrections and modifications have been done in earlier orders, the careless and adamant approach of Mrs. Marina George Sr GM Fin Mumbai and her blind follower Mr. Bhaskar CAO FC continues with more adamancy as instead of reducing transfer orders in the interest of service, both has made addition in the interest of service orders and are distributing BSNL money by double benefits of choice posting as well as transfer grant to certain selected officers. When certain selected officers are given benefits of transfer grant & choice of station, officers who have worked at Circle tenure Stations declared by FC section itself and eligible for interest of service order are compelled to get transfer at own cost even though they have completed tenure for double period as defined in Tenure Transfer policy.  

Ř From Cancellation order it is clear that one more transfer order is issued on 03/06/2015, which is not displayed on MH Intranet.

Ř With this order, Sr GM Fin Mumbai has crossed limit of maximum 10 % transfers in a year and continues to issue pick and choose transfer orders.

Ř In this order also pick and choose method is adopted by transferring officers randomly and officers are intentionally posted at faraway places. e.g. AO from Nagpur is transferred to Buldhana by crossing Akola & AO Nashik is transferred to Akola crossing Buldhana. Ahmednagar is flooded with three AOs, and none of AO or JAO is shifted from Ahmednagar.  

Ř The Category of caste is intentionally written in order even though it has nothing to do with transfer posting and here Mr. Bhaskar CAO FC Mumbai has started new & totally senseless trend of writing caste category in transfer orders.

Ř Five JAOs are transferred out of Station in the interest of service when there about 250 news JAOs are likely to join BSNL MH Circle, for which basic work of documentation is in full swing in Maharashtra Circle. But Mr. Bhaskar and Mrs. George have intentionally neglected this fact and five JAOs are transferred in the interest of service.

Ř In such unwanted transfer of JAOs, one female JAO is posted to tenure station by violating transfer posting guidelines for posting of female executives to tenure stations.

Ř The stay criteria is not followed correctly and as usual in “Hopeless Bhaskar Transfer Policy” the  officers with higher stay are retained at same place and officers with stay less than four years are transferred out of their working SSA.

Ř Though this time name of SCSTWEA is written correctly, Mr. Bhaskar continues with childish idea of marking copy of letter only to DS of associations without maintain branch intentionally neglecting all Circle Secretaries.

Ř We have understood that in total shameful and senseless attitude Mr. Bhaskar is sharing his feelings with his friends that his such grave & intentional mistakes only has given him vide publicity on website of SNEA (I) MH. He further adds that his name which was not known even to staff working in Finance unit Mumbai is now known to all the staff & officers in Maharashtra Circle and even in different parts of India & if he had not done such mistakes, he would not have got such wide publicity. As this is level of thinking and the mentality of Mr. Bhaskar that to be while he is holding post of CAO and how should one expect from him for good works without fundamental level of thinking and knowledge.

Ř Mr. Bhaskar CAO FC Mumbai also heard to with limit of arrogance that till he is having blessings of Mrs. George Sr GM Fin Mumbai then the officers like CGMT MH, DGM Vigilance Mumbai, GM FP BSNL CO, Director Fin BSNL Board and even CMD BSNL cannot touch him and he has privilege to continue with such mistakes and its senseless repeation in such uncontrolled authority.

Ř Thus, Mr. Bhaskar CAO FC Mumbai and Mrs. Marina George Sr GM Fin Mumbai continues to harass to executives in Finance wing in Maharashtra Circle and are wasting BSNL Money due to lack of sensible knowledge and its utilization for saving BSNL money & our certain comrades are happily accepting this intentional harassment without raising their voice by representing grievances.  

 

25 JUN 15: AGM Staff Mumbai issued relieving order of six SDEs transferred to ITPC Pune & cancellation of transfer order of ten SDEs. Letter <<<>>>

ü The orders states that all SDEs under transfers are to be relived in time bound manner i.e. by 26/06/2015.

ü When orders in respect of all other SDEs is correctly issued, it is shame on MH Circle administration that even if it is on records that Mrs. Jyoti Yelne SDE Pune TD is long stayed Officer & Maharashtra Circle has written letters for cancellation of her earlier order to ITPC Pune as she is longest stayed officer not only in Pune TD but in entire Maharashtra Circle, she is relieved to ITPC Pune.

ü If it was following orders of BSNL CO blindly then Com. N A Kokane, SDE Goa TD also should have been relieved his order is issued in parallel with Mrs. Yelne, but in intentional blindness or owing to pressure of outside influence, relieving order of Com. Yelne is issued on pick and choose basis.  

ü It is matter of outside influence violating BSNL CDA rules and it is prime responsibility of BSNL CO and Staff Section of Maharashtra Circle that action is taken against such officers who are using outside influence and definitely against Mrs. Jyoti Yelne, but instead of such action for violating BSNL rules, “Red Carpet” Treatment is given to Mrs. Yelne for violation of BSNL CDA rules.

ü When hundreds of other officers are threatened for strict action on use of such outside influence and action is being taken in case of certain officers,  such objectionable act by Mrs. Jyoti Yelne is bonelessly supported first by Personnel Cell BSNL CO & then by Maharashtra Circle and her order for posting to ITPC Pune is issued two time, she is being relived in time bound manner by MH Circle & it seems that entire management is supporting to Mrs. Yelne for her illegal and unethical action to save herself from long stay transfer out of Pune City.

ü Comrades, it is now green signal for all other that now they can also approach such outside influential sources, use it and get benefits at par with Mrs. Yelne and safeguard themselves from such long stay transfers as both the units, Personal Cell BSNL as well as Staff Section Maharashtra Circle have lost their credibility by issuing such senseless and wrong order by overruling the rules & guidelines framed by them and have intentionally created model of “disobedience”.  This act of BSNL CO is as good as an unofficial instruction/order to use outside influence sources for managing transfers as done by Mrs. Yelne and henceforth no need to worry about action as per CDA rules.

ü This is best opportunity for all comrades at Pune & who are in need of posting at ITPC Pune & we also appeal them to follow the person or outside source successfully used by Mrs. Yelne for her illegal retention at Pune by violating BSNL’s own guidelines & getting posting to ITPC Pune and concentrate on only managing their retention at Pune and need to worry of office works as it has lost importance by such transfer orders issued by BSNL CO as well as Maharashtra Circle.

ü Comrades, we are also finding details of such influential person, who has forced all the senior and junior level officers in Personal Cell BSNL CO & in Maharashtra Circle to work illegally and we will make it public as & when we get its information, which will help all other comrades to manage the transfers to ITPC Pune and specially to manage retention at Pune on long stay transfer out of Pune SSA.

 

25 JUN 15: JTO to SDE case at Hon HC, Ernakulam: As per the MA filed by SNEA(I) and BSNL for urgent hearing, the case come up for hearing today. Unfortunately the case could not be heard as the service is not completed for respondent no. 16, AIBSNLEA. The rep 16, AIBSNLEA not filed even Vakalathnama accepting the notice and their lawyer was not present in the court. Hon court directed to complete the service to AIBSNLEA and then list the case.

25 JUN 15:  GM (Pers) called a meeting of the Executive Associations, SNEA (I), AIBSNLEA, AIBSNLOA and AIGETOA on 23.06.2015: The meeting was called as per the direction of CMD/BSNL to discuss the apprehensions of the executives Assn on their promotional avenues in view of proposed MT recruitment.

GM (Pers) informed that “BSNL Board meeting on 19.06.2015 deliberated the MT recruitment issue and reiterated its earlier decision to recruit MTs. BSNL Board also directed to dispel the apprehensions of the Executives on their promotional avenues on MT rect”.

Assn strongly demanded for promotions to all SDE, DE and DGM posts, all of them are delayed due to management. All litigations are created by DoT/BSNL Management and innocent Executives are suffering. Pay scale and CPSU cadre hierarchy issues are not settled due to the approach of the management, Assn told GM (Pers) and requested to convey the strong resentment to CMD and other senior officers. The court case on JTO to SDE promotion is not handled properly by BSNL. Further, Assn reiterated its earlier stand that no external MT is required and we are opposing it and Intl MT recruitment to continue as a fast track promotion till another mechanism is evolved in place of MT. Any fast track mechanism like LDCE, MT etc, overlooking of seniority is involved, otherwise all the promotions should be on seniority basis as in Accounts wing. In CPSU hierarchy also, overlooking of seniority will arise if fast track promotion is introduced. As per the decisions of appropriate forum, SNEA (I) was gone to the court at Ernakulam and New Delhi for changing the eligibility conditions and age restrictions for the internal MT quota and got the RR modified. Surprisingly AIBSNLEA was also there in the court, with the same demand of relaxation in age and qualification for Intl MT quota. Further delay in Intl MT rect will make lot of senior Executives out of the purview as they will cross 50 yrs and the younger rect also miss the second chance as good number of them crossing 40 yrs.

It is surprised to note that even some section is not aware of the fact that “Adhoc DE” is not there in BSNL and due to the efforts of SNEA (I), 75% of DE posts are reserved for Regular DE promotion and the DE and DGM promotion is delinked from MT recruitment in all respect. Full 75% DE posts are filled on regular basis on 20.08.2014. Next meeting is proposed on 29.06.2015.

 

 

23 JUN 15: EFFECT OF “BLACK MAGIC” OVER & “BENGALI BABA” PROVED TO BE INEFFECTIVE: Comrades, the prolonged fight by SNEA (I) MH against malpractices in Posting of SDEs to ITPC Pune is successful, as BSNL CO issued revised orders for posting of Five SDEs, one each from different SSAs in Maharashtra Circle and cancelled the earlier orders in respect of ten SDEs for whom orders were issued in November 2014.

Revised Order <<<>>>                         Details of Persuasion by SNEA (I) MH <<<>>>

Ř In order dated 14th Nov 2014 issued by BSNL CO total 12 SDEs from Maharashtra Circle were transferred on pick & choose basis recommendations by ITPC Pune and out of that orders of ten SDEs have been cancelled.

Ř Order in respect of late Com. J. K.Vanve, then SDE from Pune TD who was having least stay at Pune, is practically cancelled as he passed away after order was issued.

Ř But till the transfer order of Mrs. Jyoti Vijay Yelne, SDE Pune TD for whom two orders including one special order has been issued is not cancelled as it seems that she has approached the highest source for managing her long stay transfer out of Pune TD. It is disgusting that Mrs. Yelne is having highest stay of 24 years in Pune SSA, as is working in Pune TD since 24th December 1990. i.e. the day from her entry/posting in Department and till some of officers in BSNL are supporting her as individual case without having any genuine grounds as specified in transfer policy.

Ř In total shameful attempt to safeguard herself from long stay transfer out of Pune TD, she followed steps of some selfish leaders and adopted steps to avoid long stay transfer out of Pune TD, first by applying VRS from services & by making other SDEs to suffer and get transfer in her place on long stay criteria out of Pune SSA and then by withdrawing VRS application when her turn was over for long stay transfer out of Pune. It is important to note that Mrs. Yelne has completed her entire service of 24 years in Internal and limited working place to only two prominent Exchange buildings of Pune TD namely MKR (Maharshi Karve Road Exchange) & Bajirao Road Exchange building . She has not served even in any part of BSNL in Pune City and there is no question of working in rural area of Pune TD. When many of the officers are getting repeated transfers to Rural area or out of Pune SSA, it is fact that since last 24 years Mrs. Yelne not only managed to be in Pune City, but has managed to work in limited area of these two important exchange building of Pune TD and it can be record stay in an office building by any officer.  

Ř Meantime, after withdrawing VRS, she has approached some officers in ITPC Pune for recommendation of her name for posting to ITPC Pune and managed her transfer to ITPC Pune. When her order for ITPC Pune was kept on hold by Maharashtra Circle mainly on the basis of complaints made by SNEA (I) MH, she applied more powerful source and managed to get second order issued to ITPC Pune without cancelling earlier order.

Ř SNEA (I) CHQ has brought this matter to the notice of concerned Officers in BSNL Corporate office and SNEA (I) MH has directly written to Director HR BSNL Board, but it seems that the source applied by Mrs. Yelne is stronger & powerful than the Director HR of BSNL Board and hence only her order is not cancelled again on pick and choose basis.

Ř Comrades SNEA(I) Maharashtra will pursue this case also for cancellation as it is purely on pick and choose basis and we will also take up matter for action against her & concerned officers in tune with BSNL CDA rules for applying outside influence for managing her transfer by giving misleading information to BSNL.  

Ř Anyhow comrades, except this single order of Mrs. Yelne , the entire orders is cancelled and transfer order of other five SDEs as per willingness called by CGMT MH Circle is issued by dropping curtains on this ugly episode of pick and choose transfer & posting to ITPC Pune.   

Ř SNEA (I) MH is aware that in this overall cancellation process, some genuine cases fitting in criteria are also cancelled. But comrades, when it is case of mass malpractices and some of good comrades fitting in criteria come in trap and become part of such racket on receipt of certain misleading information by some selfish officers, they will definitely feel some heat of the anguish among the common public & here also same has been happened.  We have sympathy for such comrades and we appeal these comrades who are fitting in criteria fixed by BSNL CO for posting to ITPC Pune to apply fresh and SNEA (I) will definitely pursue such genuine cases as per need of ITPC Pune or as replacement of the long stayed officers from Pune TD, who have taken shelter in ITPC Pune.  We further appeal all our comrades, please do not come in such useless trap led by some selfish officers/leaders, by giving misleading information that they are expert in managing transfers & can do anything if they are obliged by individuals.

Ř Please understand that we all are in Government Service and at least once we have to move out of present working place/SSA and get break in our SSA stay with proper & advance planning and then enjoy the important cities like Pune, but not by becoming part of such racket run by so called “Bengali Baba” showing you some unseen effect of “Black Magic” as such hopeless magic is temporary/hypothetical and if experienced by someone it has very short & uncertain life.     

Ř Comrades, you may remember that in November 2014, BSNL CO issued orders of 12 SDEs purely on pick and choose basis recommendations by ITPC Pune and without knowledge of CGMT MH Circle. SNEA (I) MH strongly opposed this move of malpractices giving special benefits to certain selfish officers expert in managing their transfers and creating problems for others comrades who do not apply such hopeless funda of managing transfers and do not beg mercy of some so called experts in managing transfers.

Ř The entire episode of malpractices started from Staff Section of ITPC Pune by recommendations of names of 12 SDEs from Maharashtra Circle without following criteria defined for selection of SDEs for posting to ITPC Pune and only selected long stay, under transfer officers were recommended & transferred along with some officers fitting in the criteria defined by BSNL. But as majority officers were long stayed and under transfer officer and some of them have played dirty games to save themselves from long stay transfers out of their working SSA, just to avoid already issued transfer on long stay basis, to avoid posting to rural area of Pune TD, to avoid long stay transfer out of Pune SSA etc, it has created mass unrest among the executives working in Maharashtra Circle. The executives who were in waiting list of request transfer to ITPC Pune for 2-3 years also expressed their anguish and others from Pune TD, who were helplessly watching dirty games of certain officers for their retention at Pune by applying such useless fundas, and creating compulsions on others to join transfers out of Pune SSA, also expressed their feelings.

Ř As such SNEA(I) MH took stand to oppose the entire pick and choose basis order and matter was taken up in writing with CGM ITPC Pune and CGM Maharashtra Circle under copies to BSNL CO. Our oppose yielded temporary results as the order was kept on hold by CGMT MH Circle and matter was taken up with BSNL CO for cancellation of the said pick and choose orders.

Ř But meantime, all of sudden,  on one fine afternoon on eve  of Year 2014, only single SDE, Com. B.D.Gaikar, SDE Nashik TD & DS AIBSNLEA Nashik, who was under long stay transfer from Nashik to Jalgaon was relieved again on pick and choose basis to ITPC Pune that to be on the day when none of responsible officer from CGMT MH, GM HR/Admn Mumbai, DGM HR Mumbai & AGM Staff Mumbai were available in the office, and hence we have given name of “Black Magic” & “Bengali baba” as such orders without presence of responsible officers can be issued in such unbelievable ideas of “Black Magic” and not as per the official procedures.

Ř But thereafter, the office of  CGMT MH Circle has initiated serious steps in this matter and nominated five names on basis of selection by calling willingness & selecting it as per criteria defined by BSNL CO and pursued further for issuing revised orders of five SDEs and cancellation of old orders on pick and choose basis.  

Ř In further shameful act on part of office of GMT Nashik as it has not taken any action for relieving Com.  Gaikar for period of six months for Jalgaon on long stay transfer, but has senselessly overacted on the same day and processed file for relieving of Com. B.D. Gaikar to ITPC Pune, even though said pick and choose order for relieving single & selective SDE to ITPC Pune was stayed on same day by CGMT MH. Thereafter also Circle office Mumbai has issued reminders for relieving of Com.  B.D. Gaikar, but GMT Nashik and his office has kept unethical silence on his reliving to Jalgaon TD and indirectly supporting actions of managing transfer at choice station.

Ř Let us hope that GMT Nashik, will understand the realities at least before start of holy “Kumbh Mela” at Nashik which he is taking care on part of BSNL and he & his office will not further support such ‘unholy’ actions and poor efforts of individuals for managing transfers only at desired post and places and give equal treatment to all the executives in Nashik.     

Ř At first stage, CGM ITPC Pune also did not act on complaint of SNEA (I) MH, but at later stage CGM ITPC Pune & his office supported the stand taken by CGMT MH Circle has acted in tune with office of CGMT MH Circle and after such unidirectional efforts only old order is cancelled and fresh order is issued. 

Ř Though CGM ITPC Pune has taken corrective action for sending revised recommendations in tune with office of CGMT MH Circle, till toady no action has been taken against culprit officers responsible for defaming name & fame of ITPC Pune just for benefits of certain selfish officers. It seems that till today, CGMT ITPC Pune has not understood the depth of malpractices done in this case and its effect on image of ITPC Pune. Let us hope, CGM ITPC Pune takes initiatives to stop such malpractices by taking firm action against such culprits in staff section of ITPC Pune.

Ř SNEA (I) Maharashtra has pursued this case continuously for stopping biased and pick & choose orders and demanded for equal justice to all comrades for last eight months and during this prolonged period, we have brought these malpractices to notice of different officers in BSNL and we hereby put on record that after understanding the facts many of the officers have taken positive steps.

Ř On this day, when wrong episode started from ITPC Pune is finally corrected by BSNL CO, we convey our sincere thanks to all these officers namely, Shri. M. K. Jain, then CGMT MH Circle & present CGM WTP Mumbai, Shri. Pravin Malhotra, Sr GM HR/Admn Mumbai, Shri. S. S. Agarwal, then GM Pers, Shri. Chakrabarti GM Pers, Shri. N.K.Gupta, Director CFA BSNL Board, Shri. A.N. Rai, Director HR & then CMD BSNL, Shri. G.K.Upadhyay, CGMT MH Circle for understanding the issues to the depth and get it corrected. We are also thankful to Com. P.R Sule, DGM HR Mumbai, Com. P.M.Joshi, AGM Staff Mumbai & Com. V.J. Bhandirge AD Staff B Mumbai for sticking to BSNL rules and maintain stand to certain extent.

Ř We are confident that in similar manner, these officers will acts in similar & uniform manner and look into case of wrong and misleading information by Mrs. Yelne for her retention at Pune by special and double posting to ITPC Pune.

Ř When SNEA(I) MH has created much pressure on concerned officers, it was Com. G.L. Jogi, President SNEA(I) CHQ, who had supported & guided us firmly & had timely intervention in this case and pursued matter with different officers at BSNL CO personally and explained in detail about malpractices and demanded for cancellation of old orders. Com. K. Sebastin, GS SNEA(I) CHQ, who didn’t respond at earlier stage & has not take much initiatives at earlier stage, acted firmly at later stage and pursued this matter with GM Pers for cancellation of old order & for issuing fresh order. Com. Padmanabha Rao, JS South SNEA (I) CHQ was co-coordinating with ITPC Pune & SNEA (I) MH and has played vital role in explaining the stand taken by SNEA (I) MH and its genuineness. Com. V.M. Wankhede AGS CHQ also played his role giving final shape to closing this chapter of dirty games by certain selfish officers and getting the desired results of revised posting to ITPC Pune.  SNEA (I) Maharashtra conveys thanks to Com. G.L.Jogi President CHQ, Com. K.Sebastin GS, Com. Padmnabha Rao, JS South and Com. V.M. Wankhede, AGS CHQ for their intervention in this fight by SNEA (I) MH and support in getting desired results of stopping malpractices.

a.     Reconciliation of BSNL accounts since 2006-07 onwards: JS (T) informed that the work for the first two years completed against payments towards license fee, spectrum charges etc and the modalities worked out for the remaining years and got the approval of competent authority. For the first two years, some excess payment is there from BSNL that can be refunded to BSNL. Some more data from few Circles is expected for the reconciliation for the remaining years.

b.    Sending Pension revision proposal to DPE for incorporating it as terms of reference for the 3rd PRC: JS (T) assured that the proposal will be processed next week and told us to remind him next week.

c.      Refund of Rs 1250 crores USO subsidy for the year 2012-13: JS (T) informed that the proposal from USO administrator is yet to be send to Telecom Commission for approval.

g.    Harassment of certain executives by issuing transfers before completion of minimum tenure at particular SSA and biased attitude by undue favoritism to certain officers.

h.    Not keeping transparency for continuing malpractices’ and harassments of only certain officers in Finance wing for safeguarding interest of certain officers.

i.       Direct violation of transfer policy guidelines for upper age limit of transfers.

 

We have requested GMT MH Circle to:

1.     Cancel all the present transfers issued by FC section excluding request transfers.

2.     Publish data of long stay in respect of all Finance wing officers and utilize it after corrections for considering request transfers.

3.     Call for options for transferring long stay officers from Excess SSA to shortage SSA after assessment of SSA wise requirement of Finance wing officers & publishing SSA wise vacancy position.

4.     To give due consideration to Transfer Policy for Executives issued by BSNL & further guidelines issued for posting of substitute for considering request transfers from tenure as well as Non tenure station as per these well defined guidelines issued by BSNL.

5.     To consider request at Choice posting or nearby SSAs including Kalyan/Mumbai/Raigad should be at own cost otherwise similar facility of interest of service transfers should be extended to officers working in Telecom, Electrical & Civil wing and continue wastage of BSNL money at par with custodian of BSNL Money.

6.     To give priority to fill vacant post of Finance wing officers from SSAs having acute shortage of Officers on TO Priority by cancelling executives from SSAs having excess strength to SSAs having Excess strength.

7.     Consider pending request transfers from Tenure Stations which are not considered in present order.

8.     Direct & remind Mrs. Marina George Sr GM Fin Mumbai for applying intelligent mind to stop wastage of BSNL Money on such mass transfers and specifically wastage of money by issuing chain transfers in the interest of service.

9.     For maintaining transparency in Transfer & Posting of Executives of finance wing.

10.             Special training to Mr. Bhaskar CAO FC Mumbai to update his knowledge on skills to deal with HR issues or replacement of CAO FC Mumbai with better substitute.

11.            To restore post of DGM FC/PE unofficially abolished by GM Fin Mumbai to have proper working of FC Section.

12.            To issue all the transfers of Finance wing officer with approval of CGMT MH at par with Telecom Wing,

13.            Detailed Inquiry either by special team or by Vigilance team on the malpractices in transfer posting, serious and intentional violation of transfer policy guidelines and direct wastage of BSNL Money in lakhs of rupees by issuing unwanted transfers and making intentional loss to BSNL and unofficial promotions of Mr. Bhaskar CAO FC as DGM FC Mumbai.

19 JUN 15:Night Free calling facility to landline customers: It is observed that the Forum decision to popularise the night free call facility among the public and restore the glory of landline not gone down sell in the field units. The report of meeting of the Forum at Circle/SSA level and meeting with the Circle /SSA administrations is yet to be received from the Circles. Simultaneously All India Free roaming is also implemented by BSNL.

It is the time to go all out and utilise the opportunity and add more and more customers. The next PRC is in our doorstep and just 30 months away. If our company is not coming out of red in this 30 months time, we all will miss the Pay revision in 2017.

Now BSNL Management is trying to address some of the important HR issues like standard pay scales, CPSU cadre hierarchy and streamlining promotions, addressing pay anomalies, amendments in RRs etc. So Comrades, let us focus only on this issue of next PRC in 2017.

Once again energise Forum at Circle and SSA level with the sole agenda of revival of BSNL by 2017. Night Free call facility in landline and Free roaming in Mobile connections are two offers having the potential to generate huge revenue in future.

19 JUN 15: BSNL Board meeting on 19.06.2015: Large number of HR issues numbering about 32 are under the consideration of BSNL Board. Important HR issues like amendments in JTO RR, SDE RR, BSNLMS RR for CAO promotion, E1+5 increments, E5 to E6 promotion under EPP etc are some of the issues under consideration. Meanwhile BSNL decided to circulate the Hon SC direction, DoPT and DoT orders on the eligibility of Diploma holders with 10 years service for the promotion to EE in Civil/Elect etc wings. This will address one of the long pending issue and our demand for parity in promotion in all wings. 

 

19 JUN 15: Cabinet memo of 78.2% IDA fitment: As assured by the Secretary, DoT in the meeting with the Forum on 01.05.2015, the cabinet memo on 78.2% IDA fitment for the BSNL pensioners formally approved by the Hon MoC and send to the nodal Ministries for their comments. It is expected that the response from the nodal ministries will be positive as DoT was in constant touch with the nodal Ministries like Dept of Expenditure while drafting the cabinet memo. It may take another one or two months time to get the response and finalise the cabinet memo for approval of the cabinet. 

 

18 JUN 15: BSNL CO  issued reminder for missing APRs of Finance wing officers with instructions for timely completion & proper maintenance of APRs & communication of entries in APR to concerned executives. Letter <<<>>>

 

18 JUN 15: Meeting with GM (Pers) on 17.06.2015: GS and AGS Com Vivek Wankhede met GM (Pers) and DGM (Pers) and discussed the following issues:

a.     Finalising the committee report on pay fixation during officiating promotion. It was agreed to complete the process at the earliest preferably within one month time during the meeting with CMD on 06.05.2015. GM(Pers) informed that since almost all the committee members are transferred out of Corporate office, a final decision is to be taken by the competent authority whether the earlier committee has to conclude the meeting or not. It will be taken very soon and then the whole process will be expedited.

b.    Expediting the DPC related activities to fill up all SDE, DE and DGM posts: GM (Pers) informed that by next month, work will be initiated in full swing to fill up all the vacant posts. Pers section is working on the agenda and come out with the action plan in July.

c.      Pending request transfers: Assn requested to consider all the pending cases at the earliest. GM (Pers) informed that now the remaining cases will be processed in the first week of July as the schedule is already notified. Assn demanded that earlier pending cases which are submitted by the Assn are to be considered without linking with the schedule. Remaining cases and new cases can be considered in July. GM assured to examine the specific cases given by the Assn on 06.05.2015. Assn welcomed the move to streamline the transfer cases which was a major issue inviting severe criticism from the field units for pick and choose orders. Assn pointed out that the schedule can be followed for request transfers but other cases like corrections, modifications on promotions, cancellations on medical grounds, tenure transfers etc should not be linked with it and should be processed as and when it reaches the BSNLCO.  

d.    Review of postings to ITPC Pune as per the recommendations of CGMT MH and ITPC Pune: Assn explained the issues involved in the earlier orders which given room for circumventing long stay transfers within the MH Circle. GM (Pers) informed that MH Circle didn’t forward the requests irrespective of reminders and finally BSNLCO issued orders as per the recommendation of ITPC. If the issue was brought to the notice of BSNLCO by MH Circle in time, the defective orders would not have issued. However BSNL CO agreed to correct the orders as recommended by CGMT/MH Circle and CGM/ITPC.

13 JUN 15: AGM Staff Mumbai issued list of Staff Grievances Cell and names of Officer In charge of Cell in different SSAs of Maharashtra Circle. Letter <<<>>>

§  Though the names of officers are given, their office addresses and contact number of these officers are not given, which would have been much useful for approaching these officers by individuals.

§  It is also seen that in many of case officer in charge of HR/Staff/Admn unit are nominated as In charge of Staff Grievance Cell, which has defeated the purpose of separate Staff Grievance Cell.

§  If these officers In Charge of Hr/Admn/Staff etc are attending to the grievances of officials/officers working in their SSA/Unit then there is no need of separate Staff Grievance Cell.

§  The officer In Charge of Staff Grievance Cell should be competent enough to take decision on grievances of the official/officer and he/she should be different from the section routinely working for HR issues of staff/officers. We will take up matter with Sr GM HR/Admn Mumbai and all DS should take up matter with their SSA Heads for proper functioning of Staff Grievance Cell by appointment of competent Officer as In Charge of Staff Grievance Cell.

12 JUN 15: CS SNEA (I) Maharashtra writes to Shri. A.N. Rai, Director HR BSNL Board, about the malpractices in posting of SDEs to ITPC Pune. Letter <<<>>>

Ř The letter brings to the notice of Director HR BSNL Board, how certain officers are managing their long stay transfers for prolonged & life time retention at Pune by adopting all unethetical, illegal and officially banned procedures.  

Ř We demand for stooping all these malpractices going on at ITPC Pune and at Personnel Cell, BSNL CO or otherwise to make it general & official so that all can approach to these culprit officers and manage these transfers.

Ř We have brought to notice of Director HR, how in senseless approach, Personnel Cell BSNL CO on 01/06/2015 has issued second transfer order of Mrs. Jyoti Yelne SDE Pune TD, to ITPC Pune when her earlier order dated 14/11/2014 is neither cancelled nor implemented and CGMT MH Circle has issued written to cancel earlier order as many of the officers including Mrs. Yelne is long stayed officers and do not fit in criteria defined by BSNL for posting to ITPC Pune.

Ř It happens when many of the officers requesting for ITPC Pune are unable to get single transfer for ITPC Pune when they are fit in criteria fixed by BSNL CO and Mrs. Yelne who totally unfit gets her orders for two time and it is shame on Personnel Cell of BSNL Corporate office.

Ř We have also informed him about the unethetical ideas adopted by Mrs. Jyoti Yelne, SDE Pune TD  of applying VRS when she was due for out of Pune SSA transfer from Pune TD after completion of 24 years service at Pune and withdrawal of VRS after another officer was transferred under her place.

Ř But instead of taking action against such culprit Officer, Personal ell BSNL CO is gifting her by issuing her second order for ITPC Pune, which is not only disgusting but it is classic example of malpractices followed by some selfish officers and its supports by certain BSNL officers.    

Ř We further demand for counting combined stay of officers working in Territory of SSA/Circle and for considering long stay transfers out of SSA/Circle which will reduce all such request from different Non Recruiting Circles with territory of particular Telecom Circle.  

Ř We have demanded for uniform policy for all the executives willing for posting to ITPC Pune and to stop all these pick and choose transfers to ITPC Pune.

10 JUN 15: MASS TRANSFERS OF FINANCE WING OFFICERS UNDER HOPELESS “BHASKAR” POLICY: CAO FC Mumbai issued Inter SSA transfers of 35 Finance wing officers in Maharashtra Circle ranging from JAO to CAO. Order <<<>>>

Ř This transfer order proves that Mrs. Marina George Sr GM Fin Mumbai who was under hypothetical fear of Account closing has understood the reality as she has given partial approval to the file processed for transfers that to be when Accounts are not yet closed and work is in progress. 

Ř Since last two years no transfer order was issued by FC section except one order on pick and choose basis. This happens as the proposals moved by boneless lower level officer like Mr. Bhaskar CAO FC Mumbai holding unofficial capacity of DGM FC Mumbai were always kept on hold by Mrs. Marina George.

Ř When SNEA (I) MH has raised this issue strongly Mrs. George took shelter of Account Closure and misguided CGMT MH by quoting such useless reasons. Anyhow, she has understood reality and issued transfer orders in Month of June, which may cause hurdles to many of officers under transfers.

Ř But it seems that while issuing transfer, she has given way to her anguish & maintains her ‘Ego” as officers are transferred in mass and on pick choose basis.

Ř Just at look at this transfer order one can understand these orders are issued without following any guidelines of transfer policy and orders are issued as per newly & specially designed “Hopeless Bhaskar Transfer Policy “by Mr Bhaskar CAO FC Mumbai who does not know any transfer policy in BSNL except ways of getting blessing of his boss for his transfer to his Home town which he is expecting soon.  

Ř Out of 35 transfers 11 are own cost transfers and 24 are in the interest of service transfers and these are mass transfers against guidelines issued by BSNL for minimum expenditure on transfer & posting.

Ř This is funny scenario, where Telecom, Electrical & Civil wings are taking sincere efforts for keeping transfers minimum and issuing maximum transfers at own cost and saving lot of expenditure on transfers, the in charge of Finance wing of Maharashtra Circle and her blind follower Mr. Bhaskar CAO FC Mumbai and unofficial DGM FC Mumbai have made big joke by issuing majority of transfers in the interest of service and are intentionally wasting BSNL Money .

Ř While all JAOs are transferred at own cost, the AOs from Kalyan to Circle office are transferred in the interest of service when one of the AO under transfer is staying at BSNL Staff Quarters at Mumbai & in another case also chances of change of residence are very less and here careless CAO FC only knows what he is going to give in interest of service to such officers not changing his residence.

Ř But when files are processed by senseless officer like Mr. Bhaskar CAO FC such childish acts are always seen and here also we are witnessing  the day light loot of BSNL money by the officers who are having direct responsibility of saving it.

Ř When Telecom wing of Maharashtra Circle understands this facts and issuing all transfers from Kalyan to Mumbai and vice versa at “Own Cost” the custodian of Money of BSNL Maharashtra Circle is distributing & wasting BSNL money with total free hand and making undue & direct favor to some selected officers is not only disgusting, but it is clear violation of basic principal to be followed by any Govt. officer.

Ř It is further to see that when two officers from Kalyan are being transferred to Circle office Mumbai, three officers from Pune are again transferred from Pune to Kalyan making it five interest of service transfers. If it was matter of shortage of AOs at Kalyan & Circle office Mumbai then it was quiet possible to transfer AOs from Pune directly to Circle office Mumbai and keep transfers to minimum by not touching officers in Kalyan.

Ř When five AOs are posted to Circle office Mumbai in the interest of service, one AO is transferred in the interest of service to Goa along with another officer from Kolhapur, none of officers from Goa is transferred out of Goa. It was quiet possible to post the officer from Pune to Goa and retain officers at Circle office Mumbai as major of saving BSNL expenditure, but who cares?

Ř While two AOs from Ratnagiri are transferred, only one is posted for Ratnagiri & two AOs are transferred from Kolhapur none is posted to Kolhapur.

Ř Total 12 AOs are transferred out of Pune are only four are posted as substitute, it means that eight officers were without any work for years together and were enjoying without work due to delay in issuing transfer orders.

Ř Now God only knows what is sanctioned post, what is actual requirement of any SSA and how all of sudden mass transfers are issued from selected SSAs to selected SSAs.

Ř While issuing such mass transfers, no criteria is followed and it seems to be only as per “Bhaskar” policy, whatever Mr. Bhaskar CAO FC Mumbai has processed as per his level of knowledge and understanding, Mrs. Marina George Sr GM Fin Mumbai has partially approved.

Ř It is shame on part of FC section, when it is issuing request from non tenure station in the interest of services even from nearby SSAs; the executives working at Tenure stations defined by Finance wing itself are not given any consideration.

Ř It is understood that the file was processed for all the requests and Mrs. George GM Fin Mumbai  , has directed CAO FC Mumbai to issues these selected orders only and Mr. Bhaskar,  CAO FC has blindly followed instructions of his “Boss” showing total loyalty for his forthcoming request transfer & relieving thereafter to his home town.

Ř In normal course, tenure transfers are given Priority over the Non tenure transfers, but when it is “Hopeless Bhaskar Transfer Policy” then no such BSNL transfer policy is followed. It seems that Mr. Bhaskar and his FC section is either not aware about the “Tenure Stations” defined by his own office or has not raised this issue in file just to keep his “boss” happy by issuing only transfer orders as directed by her by neglected all the guidelines of transfer policy issued by BSNL.   

Ř The blind and intentional biased approach is visible, while transferring officers from any particular SSA, their stay is not counted properly and officers with less than two years are transferred out of SSA and many of the officers having stayed more than ten years are kept at same SSA. The reasons for retention of all such long stayed officers is nothing but out of turn special favoritism and giving scope to the malpractices in transfer posting of certain officers in Finance wing, Maharashtra Circle.

Ř It is shame for any HR department/unit that in such mass transfers, officers left with less than one year service before his superannuation retirement is also transferred and when others are favored by posting at nearby stations, he is being posted in the interest of service to faraway place. Thus now lakhs of rupees will be spent on his present transfer and after 10-11 months again lakhs of rupees will be wasted on his TA/DA to Home Town after superannuation retirement.

Ř It is not that Sr GM Fin Mumbai and her FC section has not sense of saving expenditure and in so many cases they having taken adamant stand many of works were held up on name o expenditure curtailment, but here it is either matter of giving undue favor to selected officers or it may be fact that Mr. Bhaskar is not having knowledge of such intelligent application of saving expenditure on transfers and on his proposal such heavy expenditure proposal Mrs. George also has not applied mind for expenditure curtailment and given free hand to Mr. Bhaskar to enjoy with BSNL Money by transfer to the choice posting.

Ř It is seen that while transferring AOs in mass, criteria of long stay is not at all followed and if seems to be followed to certain extent, it is wrongly followed. As per BSNL Executive transfer policy SSA stay for within Circle transfers is to be counted from entry level cadre and not from JAO & above. But entire transfer posting is mismanaged by counting of stay from JAO & above and many of the officers are safeguarded unofficially by this intentional wrong interpretation of stay of the officers.

Ř It is well known fact that to continue with these malpractices of safeguarding some specific officers and harassing to other officers, the waiting list of request transfer is not published even when it was brought to notice of AO FC Mumbai, CAO FC Mumbai & GM Fin Mumbai. When it was demanded to publish the stay particulars of all Finance wing officers to have transparency in transfer & posting, same also is never published and its malafide intentions is now visible.     

Ř In further senseless approach Mr. Bhaskar and his FC section has not written Mr/Mrs against any name, which shows his careless attitude towards the official works.

Ř When there is separate GM HR/Admn for transfer posting in Telecom Wing, the transfer orders are issued with approval of CGMT MH, but in Finance wing transfer orders are issued without approval of CGMT MH and this is root cause of such random and pick & choose transfers. 

Ř We have seen that Mrs. George always quotes that “My Finance wing” officers and this is attitude towards her own finance wing officers and what will have been case if it was not her Finance wing officers and she was having powers to transfers officers from other units.         

Ř This order is nothing but wastage of lakhs of rupees of BSNL by the custodian of BSNL Money in Maharashtra Circle and intentional and pick and choose harassment of certain officers and undue favoritism to some selected officers by violations of transfer policy guidelines.

Ř This entire episode of criteria less transfers is results of intentional spoiling of work culture of FC section Mrs. Marina George GM Fin Mumbai over period of years by abolishing post of DGM FC Mumbai by keeping it unfilled for years together, giving its charge to senseless officers like Mr. Bhaskar CAO FC Mumbai in an unofficial and tactful manner, changes officers on post of AO FC Mumbai at regular intervals, keeping post of AO FC Vacant for months together and overall negligent approach towards functioning of FC section Mumbai for creating more and more trouble to Finance wing Executives.

Ř Such transfer order is shame on any HR unit and surely for its incharge also and there is need of immediate corrections. But we don’t have such expectations from Mrs. Marina George GM Fin Mumbai & Mr. Bashkir CAO FC holding unofficial charge of DGM FC Mumbai in mercy of Sr GM Fin Mumbai

Ř It is fact that Finance wing officers are continuously harassed in general to safeguard personnel interest of only selected officers and threat is created among other officers by issuing such random transfers without any criteria and not listening grievances thereafter.

Ř We are sorry to say that many of Finance wing officers are accepting this harassment as if they have no option to fight against such intentional harassment.

Ř Whenever such cases of harassments are received by SNEA (I) MH, we have vigorously pursued & successfully settled it and definitely certain time is taken due to adamant stand taken by Mrs. George GM Fin Mumbai, but finally we are successful in giving justice to concerned comrades. 

Ř We know that Mrs. George will not listen grievances raised by SNEA (I) MH due to strange stand taken by her for unknown reasons and we find it useless to discuss this issue with Mr. Bhaskar CAO FC Mumbai and he will not be in position to answer any of the above query & his smiling face reply will be Madam has not agreed and we are tired of smiling face of Mr. Bhaskar without any fruitful results after any discussions with him.

Ř But here also SNEA(I) Maharashtra will definitely take up case of intentional violation of transfer policy, issue of pick and choose transfer policy , wastage of BSNL money on unwanted transfers , filling of vacant posts at SSAs having acute shortage of Finance wing officers and we are confident that we will be in position to get these issues settled.

Ř The comrades, who are not having difficulties /issues in joining as per this transfer order, may accept this “Hopeless Bhaskar Policy” transfers orders & we have no objection.

Ř But comrades who have certain genuine issues and feels to have equal treatment to Finance wing officers at par with Telecom, Electrical & Civil wing officers, may represent their grievances through proper channel. There may be pressure from Mr. Bhaskar CAO FC for implementation of these orders as it is, but who want justice has to represent his/her case &  keep patience to get his/her grievances resolved and to get equal treatment in transparent manner to all.

Ř We assure comrades for taking up this matter at higher level for giving justice to the affected comrades and to overcome the steps of harassment of certain executives and favoritism to only selected Finance wing officers with adamant stand taken by GM Fin Mumbai.    

 

8 JUN 15: BSNL CO issued consolidated guidelines on forwarding request transfers by Circles to BSNL CO. Letter <<<>>>

          This letter clarifies that henceforth the request transfers will be considered on quarterly basis i.e. four times in year, Circles will forward list of long stayed 10 SDEs/DEs & 5 DGMs/Add GMs twice in a year, requests are to be forwarded by Circles in prescribed format in soft as well as hard copy with recommendations of request on merits of representation by Circle Heads etc. This letter clarifies that no direct representation will be considered by BSNL CO and request received only through proper channel will be considered for issuing transfers.

These orders will definitely streamline the present malpractices at different offices and specifically in ITPC Pune & Personnel Cell BSNL CO as we have witnessed in case of request transfers of SDEs to ITPC Pune which happened mainly due to action by BSNL CO to consider the direct request of individuals or pick and choose cases from ITPC Pune giving scope to malpractices and muscle management. Let us hope that all these nonsense acts will be now controlled as entire requests will be scrutinized for recommendations /comments of Circle head and there will be much transparency in transfer & posting as proper waiting list will be maintained at each level.   

 

8 JUN 15: PS to GM HR/Admn Mumbai issued office order reminding instructions to email their grievances by email on gmhrmh@bsnl.co.in and personal hearing will be given to officers whose grievances cannot be answered without meeting to concerned officer. Letter <<<>>>

Ř Letter further states that all officials/officers should take prior appointment from PS to meet Sr GM HR/Admn Mumbai along with outstation permission from controlling officer.

Ř We also found that many of the officers are disappointed when they did not get personal hearing from Sr GM HR/Admn Mumbai or CGMT MH on their visit to Circle Office Mumbai.

Ř Let us hope that all the grievances emailed by individuals will be taken care by Sr GM HR/Admn Mumbai and his office and individuals will get proper answer as reply to their email & no individuals will have to visit to Circle office Mumbai for resolution of individual grievances thereby saving time, energy and money of the individual.

8 JUN 15: AGM Estt Mumbai writes SSA heads for undertaking from officials submitting VRS that they will not withdraw VRS at later stage. Letter <<<>>>

       Though there is provision for withdrawal of VRS at later stage, this letter seems to be issued to reduce cases of malafide VRS requests for escaping from long stay transfers and its withdrawal on completion of period of long stay transfers. This will also make officers/officials to take firm decision on VRS before its submission and will definitely save office time of different offices on such non-effective VRS request and correspondence thereof.

5 JUN 15: BENGALI BABA & BLACK MAGIC Reaches BSNL Corporate Office: When SNEA (I) MH has been successful in stopping black magic acts and effect of hopeless “Bengali Baba” in BSNL Maharashtra Circle, it is to our surprise that such “Bengali Babas  have now reached to Personal Cell BSNL Corporate Office and we are witnessing black magic effect at BSNL CO also. This Black magic is clearly visible as BSNL Corporate Office has issued Two separate transfer orders for posting SDEs to ITPC on pick and choose basis and in utter senseless act, this time & special order is issued in respect of one of SDE whose transfer order is already issued on 14 Nov 2014 by same Personal Cell of BSNL Corporate office has not been neither cancelled by BSL CO nor implemented by MH Circle due to shortage of SDEs.

Ř It proves that “Bengali Baba & Black magic” for out of turn posting to ITPC Pune which we have observed in Maharashtra Circle has now reached to BSNL Corporate Office.

Ř Comrades of Maharashtra Circle has observed such black magic in relieving of executives to ITPC Pune wherein only single SDE out of 14 SDEs under transfer was relieved on pick & choose method that to on the day, when AGM Staff Mumbai, DGM HR Mumbai, Sr GM HR /Admn Mumbai & CGMT MH Circle who are responsible for transfer posting of officers in Maharashtra Circle were on leave and when Maharashtra Circle has taken strong stand with four to five written letters not to  relieve any SDE under transfer to ITPC Pune due to acute shortage in Maharashtra Circle.

Ř  SNEA (I) Maharashtra opened nexus between such selfish officers and management and opposed this “Black Magic” attitude just for selfishness and demanded for Uniform application of such black magic for all executives who have requested for posting to ITPC.

Ř Unfortunately this black magic was seen effective only for selected persons who know the Black Magic and who can afford the cost of black magic which is normally high. But due to strong oppose by SNEA (I), the effect of Black magic was vanished and revised action was taken as per rules and fresh letter has been sent by MH Circle on 16/04/2015 for cancellation of the pick and choose transfers orders and to issuing fresh orders of five SDEs to ITPC Pune who fits in guidelines issued by BSNL CO.

Ř But on this letter written on 16/04/2015, no action has been taken by BSNL Corporate office and the letter written by CGMT MH Circle has shown dust bin. This happens when malpractices in posting to ITPC Pune are brought to notice of CGM ITPC Pune, Sr GM HR/Admn Mumbai, CGMT MH Circle, GM Pers BSNL CO, Director CM?/FA BSNL CO, Director HR BSNL CO and even CMD BSNL on his visit to Mumbai Maharashtra Circle. In One of Meeting with Director CFA BSNL, who was unaware of malpractices and was pressing hard for posting of SDEs to ITPC Pune by writing reminder letters to CGMT MH Circle, has taken note of malpractices and has assured to stop these malpractices and to issue orders transfer orders as per fresh recommendations of CGMT MH Circle and similar assurance was given by then GM Personal BSNL CO. But it is unfortunate to see that words & assurances by Board level officers  has no meaning and officers in Personnel cell are more powerful than Directors & even CMD BSNL.

Ř In normal procedure it is not possible to issue order of one SDE for two times for same posting & such senseless orders are possible only under influence of “Black magic”.

Ř In these fresh orders one can see that Com. Mrs. Jyoti Vijay Yelane SDE Pune TD, for whom special and single order is now issued by BSNL CO, stands at Sr No. 9 of old transfer order issued by same BSNL Corporate Office for which Maharashtra Circle has intimated for cancellation. But Personal Cell may be under influence of “Black Magic”, has not understood the said letter of Maharashtra Circle and issued fresh order for same SDE, from same Circle to same Circle.

Ř Now it can be only “Black Magic” that when old order is still pending and not cancelled even Maharashtra Circle has written BSNL Corporate Office that this order cannot be implemented first due to acute shortage of SDEs in Maharashtra Circle and later recommended names of fresh five SDEs by calling options from SDE working in Maharashtra Circle as per directives issued by BSNL CO about exclusion of long stay, under transfer and not completed of minimum tenure at transferred location.

Ř But this “Bengali baba” in BSNL Corporate Office is stronger than the BSNL rules and guidelines as its “Black Magic” effect made the officers in BSNL CO to violate its own guidelines and compelled it to issue transfer order of two SDEs basically from Pune TD in which one SDE Com. Mrs. Jyoti Vijay Yelane SDE Pune TD which is under long stay and another SDE Com. N.A.Kokane earlier SDE Pune , presently working at Goa on his long stay transfer from Pune and not yet completed tenure of two years in Goa is again transferred to ITPC Pune.

Ř It is effect of “Black Magic” that Personal Cell of BSNL neglects recommendations of CGMT MH Circle, rejects hundreds of own cost applications for Transfer to ITPC Pune and issues transfer of selected SDE in the interest of service from same city, violates the guidelines for posting to ITPC or any choice station framed by its own office and in open biased attitude issues double order of only single SDE of Maharashtra Circle for posting to ITPC Pune.

Ř Most Interesting part is Com. Mrs. Yelane is top longest stayed SDE at Pune and on her turn for transfer out of Pune SSA, she applied for VRS and in view of her VRS the next long stayed officer from Pune is transferred in her place. But when her turn from long stay was shifted others she changed her stand and withdrawn VRS.

Ř It seems that meantime she has taken note of news on SNEA (I) website about “Black Magic” and approached similar  “Bengali Baba” and tried to apply it in Maharashtra Circle for her relieving to ITPC Pune, but did not get desired result as the racket of “Bengali Baba” in Maharashtra Circle was busted by SNEA (I) MH Circle. But she did not left hopes and seems to continued her tireless efforts for managing her long stayed transfer out of Pune and applied mind for her retention in Pune by cancellation of VRS and getting transfer to ITPC Pune. 

Ř Her tireless efforts are now yielded as she is successful in managing her long stay transfer out of Pune and this time effect of Bengali Baba was so strong that her transfer order is issued second time by BSNL CO.

Ř In similar approach the transfer order of Com. N. A. Kokane is issued before completion of his tenure at Goa SSA and he also seems to be managed for his retention at Pune by his special posting at ITPC Pune by suppressing names of officers specially recommended by CGMT Maharashtra Circle but in his case personal cell has used some sense as in his case transfer order is issued at “Own Cost”.

Ř Both these orders are issued by depriving right of many of SDEs willing for working at ITPC Pune at own cost and having required talent of IT for working at ITPC Pune and by denying say of CGMT MH Circle.

Ř Comrades, all these facts again makes us to believe Bengali Baba & its magic otherwise our talented officers in BSNL Corporate office will not repeatedly issue transfer of only officers who are from long stay list and who are not fitting in guidelines finalised by BSNL itself.

Ř We are confident that memory and knowledge of officers in BSNL CO is not so poor that they my issue double transfer of officer that to be who do not fit in criteria defined by BSNL CO itself. We have seen the said officers in BSNL CO, to be very sincere and taking records of past 10-15 years even on the genuine requests and only after satisfying them self after period of months and years together, then only they pass on justice that to be in partial limits.

Ř But when its effect of “Black Magic” our these intelligent and most talented officers in personal Cell of BSNL loses the talent and memory and under compulsions of said “Bengali Babas” are issuing hopeless and sense less transfer orders. We pray almighty to give them courage to face the effect of black magic and to save their jobs also while working under outside pressure.

Ř Comrades, who are waiting for their turn for posting to ITPC Pune should not lose their hopes and can also take help of these “Bengali baba” most effectively working in BSNL Corporate Office and try for his blessing. Comrade, please do not worry for expenditures it may be your salary of one or two months, but you will surely get posting to ITPC Pune. If you are having any issue for approaching said “Bengali Baba” you can take help of these comrades who have successfully got blessings of this Baba for managing their transfers by direct violation of BSNL rules and guidelines and with reference/introduction by officers successful in managing transfers you may get blessings of Bengali Baba at concessional rates.   

Ř SNEA (I) Maharashtra condemns application of “Black Magic” in BSNL now in Corporate office and selfish and poor attempt of some selfish officers in Pune for their retention at Pune by hooks and crooks. This is how image of Pune TD is being spoiled by its some selfish officer just for avoiding long stay transfers and poor attempts for retention at Pune itself.   

Ř The comrades, who want to retrieve their memory of Bengali baba and it’s Magic and its continuous opposition by SNEA(I) MH may visit the news uploaded on SNEA (I) MH website on under previous month news dated 18 Nov 14, 26 Dec 15,  31 Dec 14, 1 Jan 15, 6 Jan 15, 22 Jan 15 and the correspondence made by SNEA (I) MH for stopping such Black magic effect and prolonged fight for stopping malpractices by individual for posting to ITPC Pune in supports of some officers in BSNL.

Ř SNEA (I) Maharashtra will continue it is oppose such pick and choose transfers for posting only to ITPC Pune and we will definitely took matter of these “Bengali baba” and their devotees first to competent authorities in BSNL CO and if not then we will take this matter to Vigilance cell of BSNL or even by CBI for such utter malpractices in transfer posting in BSNL. Otherwise in day to come such Bengali Baba will become more and more stronger and we all will have to compulsorily approach these Bengali Babas and HR section and Personal Cell of BSNL will be unofficially kept under control of effect of Bengali Baba and its Black Magic.

Ř Let us hope for the best and Personal cell corrects in intentional mistakes and give equal treatment to all and we will not have to approach all others for equal justice and against utter biased approach of Personnel Cell.

3 JUN 15: Night free call facility in landline:”Forum to conduct campaign among public from 08th June to 07th July, 2015:

Forum decided to popularize the scheme among public and to take maximum efforts to increase landline connections and improve the quality of service. Forum called upon all the employees to participate in the campaign.

This is a golden opportunity to restore the glory of landline and repair the network by special efforts.

The Forum taken the following decisions:

a.     Conduct month long campaign from 08th June to 07th July to popularize the scheme.

b.    Forum at Circle/SSA level will meet the Circle/SSA heads latest by 15th June and chalk out joint action plan.

c.      Massive campaign should be unleashed among public involving maximum employees. Publicity through advertisements, display of flex board, posters etc can be done.

d.    Melas can be organized wherever it is possible.

e.     Customers disconnected in the recent past can be approached by the employees for taking reconnection.

f.       Special efforts to make landline fault free. Additional fund/store required for repairing cable fault etc to be taken up.

g.    Shortage of stores, materials, funds etc should be immediately taken up with SSA heads and Circle administration by the Forum. If the issues are not settled at circle level, it should be escalated to BSNLCO and brought to the notice of the GSs for further action.

h.    The progress of registration of waiting list and provision of connections should be monitored by the Forum at SSA and Circle level regularly.

i.       The monthly progress can be reported to CHQ and it will be published in the website also.

j.        Comrades, this is a golden opportunity and we have to fully involve in this to provide maximum connections. CMD and Directors assured that they will provide all the logistics and don’t hesitate to escalate the matters to CMD and Directors.

3 JUN 15: Meeting with Sri Anupam Shrivastava, CMD, BSNL on 02.06.2015: GS and President met CMD and discussed the following issues:

a.     Issues related to ETR, Bihar: GS and President explained the issues which resulted in the Dharna by the Comrades of ETR at Patna. Long stay of the officers like DGM/ETR at the same station developed vested interests which created industrial unrest. CGM/ETR and GM/ETR failed to act even after repeated requests by the CSs of United Forum. After discussion CMD informed that he had told DIR (HR) to intervene in the matter and examine the issues. Assn could not meet DIR (HR) as he was busy in official meetings and will be meeting on 03.06.15 in this regard.

b.    Night free call offer: CMD was very unhappy as initiative is taken by the circles to capitalize this golden opportunity to capture the landline business once again. Even Forum also not taken any initiative in this regard, CMD told. Now demand is coming for landline but we have to chalk out action plan. So far the complaint was that there is no good offer for landline connections. CMD surprised that even there is no demand or complaint from any Circle/SSA heads about shortage of funds or materials or store items. GS explained the initiatives taken by Forum at national level. Forum will conduct a month long campaign from 08th June to 07th July and monitor the progress made by each circle every month. Forum felt that this is one golden opportunity to revive the landline sector. 

c.      Relieving of Executives from Term Cell, Bangalore: CGMT, KTK Circle already posted substitutes by TERM cell is not ready to relieve the JTO/SDE/DEs even after the substitutes are joined. This further strengthens our doubt that vested interest developed by the officers in TERM cell and they want to continue with the same set up. This is a fit case in vigilance angle also. We have to find out why huge penalties are imposed on BSNL alone when all other operators are spared. CMD assured that they will be taken back to BSNL as substitutes already posted and he will take up the matter strongly with DoT also.

3 JUN 15: GS and AGS Com Arvind Dahiya met Sri Dev Kumar Chakroborthy, GM (Pers) on 02.06.15 and discussed the following issues.

a.     Committee report on officiating pay fixation: GS explained the issue to the new GM who was not aware of the details. After the agitation, as agreed by the management, SR Cell already moved a note directing personal section about the decisions taken in the meeting on 06.05.2015 to get the committee report finalized within one month. GM (P) assured early action.

b.    Senior drawing less pay -- generalization of Hon CAT, Ernakulam judgment: In the meeting on 06.05.2015, Management agreed to examine the issue afresh in light of the judgment. Assn pointed out that Hon Court ruled that it is a clear anomaly. Hon Supreme Court also dismissed the SLP filed by BSNL. If it is an anomaly, it has to be settled for all affected Executives instead of restricting it to the applicants, Assn pointed out.

 

2 JUN 15: Meeting with Sr GM (SR) on 01.06.2015: GS and both AGSs met Sr GM (SR) and discussed the issue of extension of trade union facilities. Sr GM (SR) informed that they are waiting for the legal opinion from the BSNL lawyer, defending the case at Bangalore. SR cell sought the legal opinion from the lawyer at Bangalore on advice of the Legal cell of BSNL.

 

2 JUN 15: Meeting with GM (Estt) on 01.06.2015: GS and both AGSs met GM (Estt) and discussed the following issues:

a)  Option for the JAO 2010 batch: Assn explained the issue in detail. Due to administrative reasons the training could not be completed by 07.05.2010 and appointment could not be done by that time. GM (Estt) informed that the crucial date is 07.05.2010 and option is available for those appointed as on 07.05.2010. If any deviation is done, similar demands will come from other sections also. GS explained that this point was not clear in the order and all the circles allowed the options for the appointments done within 3 months from 07.05.2010. So it requires a sympathetic consideration.

b)  Antedating of the increment to address the pay anomaly: GS explained the issue in detail with examples. To address the issue one of the options are to be considered. Restore the original order dated 23.09.2009 OR Implement order dated 14.06.2010 without changing the DNI. OR Implement uniform increment date as done in the case of Central Govt employees, other CPSUs etc as suggested by DPE in its office memorandum dated 12.05.2014.

30 MAY 15: SNEA (I) MH Circle congratulates,  Com. S.L. Nemade, DE Satpur Nashik, Com. M.G.Mulla CO Solapur , Com. S.G.Khandve SDE MM Nashik,  Com. S.G.Khashikar JAO TR Urban Nashik on their superannuation retirement as on today, 30/05/2015 and wish them and their family members “A Very Happy, Peaceful & Long Retired Life”.

Com. S.L. Nemade, DE Satpur Nashik (9422770590),   is a senior & die-hard member of SNEA (I) Nashik and was always ahead in each and every activity of SNEA (I) Nashik. His contribution in the DoT/BSNL more is about 40 years. He entered in DOT in 1974 and worked in Nashik SSA & Jalgaon in different capacities. On date of retirement he is working as DE CIDCO/Satpur.  Com. Nemade is continuing his duties with same dedication & sincerity till the last day of his retirement.

Com M G Mulla is dedicated and loyal member of SNEA throughout his career. At present he is a District President of Solapur Branch of SNEA. In his tenure as District President, SNEA Solapur.  He started his carrier as clerk at MTNL Mumbai in 1980. He passed competitive exam for JTO and posted as JTO on 1st June 1990. As Commercial officer he handled lease cct booking, TAC meetings, Adalats, PG cases, Parliament questions. Because of his polite and cooperative nature he could handle these tasks smoothly

Com S.G.Khandve, SDE (MM) Nashik (9422220085) entered in DoT in 1976 as telephone Operator at parali Vaijnath Beed SSA. He has worked in Beed, Ahmednagar, Ratnagiri and Nashik SSAs. Com. Khandve has proved his excellence by recovery of 29 lacks from India Bulls against OFC Damaged Sinnar to Musalgaon and Local cable damaged between Jugaltembhi to Naigaon Exchange & also has contributed his best in effective ERP implementation for MM section.

Com. C. A. Kashikar, JAO TR Urban (9422273031),   was appointed as Telephone Operator in Nashik SSA in Nov.1975. Thereafter he worked in Nasik SSA since Dec-2000 as Junior Accounts Officer wherein he has done excellent job. Prior to executive cadre In Nasik SSA, he was very active and dedicated member and Area Secretary MH Circle of Bhartiya Telephone Employees Union and had always taken part in overall activities of BTEU Cl-III Union.  He is well known for his skills in Computer and Accounting work, hardworking, dedicated & committed loyalty towards BSNL.
