Comrades, today SNEA(I) MH has to
give farewell its two stalwart comrades, namely Com. P.N. Asodekar &
Com. R.R.Rai, who are the pillars for strong unity respectively on
platform of SNEA Jalgaon & SNEA(I) Circle Office Mumbai and in no way we
will get their substitute in association activities.
Com. Prakash Namdeo Asodekar, DE Int Jalgoan, {9422605225}
has started his carrier as Technician in DoT Mumbai in 1979 and in 1981 he
was selected as JE outsider and posted in Mumbai itself. On his request, he
joined Jalgaon SSA as JTO in 1991 and was promoted as SDE in 1994. In SDE cadre
he has served in Ahmednagar SSA & Dhule SSA in different capacities. Since
2008, he continues his services in Jalgaon SSA in different capacities of DE.
Com. Asodekar is known for his soft spoken language, helping nature, cordial
staff relations, efficiency in office working. Since long he is member of SNEA
(I) and has contributed his best for SNEA (I). Com. Asodekar is one of SNEA (I)
leaders who have taken sincere, dedicated & day night efforts for
memorable, historical & highly successful Circle Conference 2009 of SNEA
(I) Maharashtra Circle held at Jalgaon. Com. Asodekar has firm belief on SNEA
(I) activities and was always instrumental in framing guidelines for
functioning of SNEA (I) Jalgaon as well as for SNEA (I) Maharashtra Circle. He
has rendered his services as President of SNEA (I) Jalgaon for continuous four
years and during this period SNEA (I) has grown up like anything and today
membership has been doubled. He is instrumental in building overall strength of
SNEA (I) in Jalgaon SSA and is guiding force for one and all. Today when he
retires after completion of 35 years of devoted services to DoT & BSNL,
SNEA (I) MH salutes & recognizes his dedication & contribution towards
SNEA (I) and we will definitely miss him in overall functioning of SNEA
(I).
Com. Ramashray Rajdev Rai, JTO LC Mumbai {9423992406} has
started his carrier in 1979 as Time Scale Clerk in CTO Mumbai wherein he has
skillfully handled Public Counter for long time. In 2004 he was promoted as JTO
and since then he is working in Circle office Mumbai. He has served in capacity
of PRO Mumbai, wherein he was instrumental in resolving many of the issues
through his PR skills. In capacity of JTO LC, he has major contribution in
persuasion for provision of Lease Circuits throughout Maharashtra, its billing
and recovery of the outstanding amount. He has successfully managed his office
work as well association activities. Com. Rai is one of the founder members of
SNEA (I) Circle Office Mumbai branch which was formed in 2007 and he started
his association carrier as Treasurer, SNEA (I) Mumbai. In 2010 he was
unanimously elected as District Secretary of SNEA (I) Mumbai and since 2013 he
is CEC Member from SNEA (I) Mumbai. When he laid foundation of SNEA (I) Mumbai
branch, its membership was just 11 and with his tireless and dedicated
leadership, today membership of SNEA (I) Mumbai has crossed figure of 260
members, which is second largest in Maharashtra Circle. He has participated in
each and every activity of SNEA (I) and always played vital role in overall
functioning of SNEA (I) Maharashtra Circle. He was sincere and devoted to all
association activities and has never missed any CEC Meetings, Circle & All
India Conferences, and different meetings with senior officers of BSNL including
CGMT MH Circle. By his active & studied participation in different
meetings, he has framed different guidelines for betterment of executive
community in BSNL Maharashtra Circle. He is known for his orator skills and
mobilizing capacity as leader. He has always played important role in building
unity among Mumbai comrades on platform of United/Joint Forum. Today after long
services of 35 years of bright services to DoT & BSNL, he is retiring on
superannuation from BSNL services. SNEA (I) salutes his dedication and devotion
towards SNEA (I) & BSNL and recognizes his contribution for SNEA (I)
comrades.
Com.
Kedar Yadav, AD TRG Mumbai {9423086700} has joined duties as Time Scale
Clerk in WTR Mumbai during 1976. In 1993 he was promoted as JTO and posted in
Raigad SSA at rendered his dedicated services in different capacities including
SDE Karjat. Since 2005 he is posted in Circle office Mumbai and has served as
AD NC, Admn and presently is serving as AD TRG Mumbai. He is die-hard Member of
SNEA (I) since Raigad SSA and has always made major contribution in functioning
of SNEA (I). Com. Kedar Yadav is known for his low profile leaving, high
thinking standards, helping nature and cordial relations with staff &
fellow officers. Today, he is retiring from his long and spotless 39 years
services in DoT and BSNL.
SNEA(I) MH salutes sincerity, dedication and affection Com. P. N. Asodekar, Com. R.R.Rai & Com. Kedar Yadav towards BSNL and SNEA(I) and on behalf
of thousands of Comrades of SNEA(I) Maharashtra Circle wish them and their family members “A Happy, Peaceful & Long Retired

June 14: AGM (Staff) Mumbai issued
orders for DGM L/A arrangements of in respect of seven DEs posting them in same

It is seen
that out of 14 eligible DEs about 7 DEs have submitted their refusal for DGM
L/A arrangements and hence there are chances for additional DGM L/A orders as
many of DGM post are vacant throughout Maharashtra Circle. This time Circle
Office has made best ever basic level preparations as willingness are called
before posting orders and orders are issued as per willingness of the officers
and mainly for posting all officers in same SSA, thus reducing good amount of
BSNL money on transfer grants in such temporary arrangements and delay in
process of accepting refusals and actual joining of officers as DGM L/A. Hope
this transparency and positive approach by Circle management continues in all
other HR issues.

2008-09 under Seniority Cum Fitness quota and called for Errors & Omissions

26 June 14: Meeting
with PGM (BW): GS and both AGSs met PGM (BW) Sri A. K. Gupta and discussed the
following issues.
a. LDCE promotion from JTO(C) to SDE(C) and
considering the request transfers in the cadre of SDE(C): Assn requested to issue the promotion
orders at the earliest and consider all the request transfers along with the
promotion orders. PGM assured that all the requests will be considered and BW section
is trying to issue the promotion orders within a fortnight.
b. SDE(C) to EE(C) promotion: The DPC is over and the proposal is sent
to the competent authority for approval. Out of 72 vacancies, DPC for 48
completed as a first step and remaining posts will be filled after that.
c. Seniority list of JTOs: PGM informed that seniority list already
available and after the promotions, the matter will be examined.
25 June 14: AGM (Estt) Mumbai calls for Special Reports, Assessment
Sheet & VCRs of 150 TTAs for JTO Officiating Promotions scheduled from
07/07/2014. It is observed that each time the orders for JTO (Offg) are delayed
for want of reports from different units and hence all DS, CoBs, activists and
concerned officers are requested to look into matter personally and see that
all these reports are sent to AD HRD Mumbai so as to reach it latest by

25 June 14: JTO/JAO, SDE/AO Pay Scale: GS Com K Sebastin, President Com
G L Jogi and AGSs Com Arvind Dahiya and Com. Vivek Wankhede
met the concerned officers in DPE and discussed the issue. The reference from DoT
for approval of intermediary pay scales of E1A and E2A reached DPE. During
discussion we pointed out that earlier references from other Ministries for
intermediary pay scales were rejected by DPE and directed concerned
ministries/CPSUs to follow standard pay scales. Concerned officers informed
that DPE will maintain the same stand taken earlier and assured positive
action. GS and President already met Secretary/DPE and Joint Secretary/DPE on
26.02.2014 on the issue and both of them assured at that DPE will not approve
any intermediary pay scales. Further SNEA (I) written to Secretary/DPE in this
regard on 17.06.2014 to reject the proposal of intermediary pay scales send by
DoT. The matter will be processed by DPE in a couple of days.
24 June 14: Interactive Session by SNEA &
SNATTA for JTO trainees at RTTC PUNE: {Report by Com.
Virendra Choudhary JS Pune SNEA(I) MH}: A
glorious Interactive session was arranged with trainee JTOs at RTCC Pune by
SNEA & SNATTA on 18/06/2014 at 1730 hrs. All the trainees undergoing
training at RTCC Pune from AP Circle, Punjab Circle and Maharashtra Circle
attended and participated in this special meeting with full enthusiasm. Many of
Comrades from RTCC Pune, ITPC Pune, DNW Pune & Pune TD also participated in
meeting. This function was arranged with the initiatives of Com. Bharat
Sonawane Dynamic DS SNEA (I) Pune in support of Com. Prayag Pisal DS SNEA TTA
Pune. Com. Padmnabhan Rao, JS South SNEA (I) CHQ who
specially arrived for this meeting from Hyderabad was Chief Guest of this
function. Com. Tejas Tadsare, Auditor SNATTA CHQ presided
over the function.

Ø This
function was arranged with the initiative of trainees from AP Circle under
guidance of Com. Bharat Sonawane, DS SNEA (I)
Pune and SNATTA Leader for awareness among the trainee JTOs, clarifying
their doubts about, their future prospect including field training &
posting thereafter, change of work & responsibilities thereof, pay scales
of JTO Trainees. This meeting was attended by all the JTO Trainees from AP
Circle, Punjab Circle& Maharashtra Circle.
Ø The
function was well anchored by Com. Bharat Sonawane, DS SNEA (I) Pune in his speech congratulated all the JTO trainees for
successfully completing Phase I Training. All the dignitaries on Dias were
given a warm welcome by offering bouquets.
Ø Com Rajshekar Reddy, Vice President SNATTA AP
Circle, in his welcome
address, gave warm welcome to all and congratulated fellow JTO trainees for
their sincere and dedicated efforts in completion of Phase-I training. He
explained the purpose of this interactive session and appeal to all the
trainees to clear their doubts and queries from the SNEA leaders. He also
listed some of specific doubts in minds of trainees and requested dignitaries
on dais to brief house on these issues.
Ø Com Nitin Pohare, Circle Coordinator SNATTA MH,
addressed the trainees by congratulating them for entry in executive cadre. He
informed the role of SNEA in allotting training centers and final postings to
the trainees according to their choice. He appreciated the work of SNEA leaders
especially com Bharat Sonawane, DS SNEA Pune for his valuable contribution
during their training phase. He requested all the trainees to be an integral
part of SNEA and confirm faith in SNEA for their own future.
Ø Com Tejas Tadsare, Auditor SNATTA CHQ in his address
gave warm welcome to all the Trainees and dignitaries on the Dias. He informed
about the struggle carried out by SNATTA and the reasons for the prolonged
delay for the TTA to JTO promotions. However he said such situation won’t arise
in future, as SNEA is there to take care of all the newly joined JTO’s. He
thanked SNEA leaders for their support and appeal to all the trainees to be
united and work very hard for development of BSNL. He further shared how SNEA
has played major role in settlement of issues of outsider TTAs and departmental
TTAs and how roadblocks were cleared over the period, due to intervention by
SNEA (I) with amicable solutions.
Ø Com V.R. Chaudhari, JS Pune, SNEA (I) MH welcomed all
the JTO Trainees and congratulated them for their promotion as JTO’s. He also
informed that as a JTO their role will be not restricted to certain work but
has to take a lot of responsibility and self initiation. He also explained the
role of SNEA in development & HR issues. SNEA is only the association which
considers development issues in BSNL. He also stated that issues of SSA, Circle
& CHQ are tackled by all our leaders at their respective levels. He thanked
the organizers for carrying this interactive session which was very fruitful.
Ø Com. M. S. Adasul, CS SNEA (I) MH, in his style
addressed the trainees by quoting various examples. He explained the role of
JTO & its importance and also informed them to be very alert and vigil. He
congratulated the entire successful trainee JTOs for their efforts. He also explained
how SNEA and its veteran leaders have struggled in the past for the upliftment
of JTO cadre. He specially mentioned the efforts taken by CHQ leaders, Com G L
Jogi, Com W Seshagiri Rao, Com. S.L. Reddy, Com. P. P. Rao for their devotion
and contribution in upliftment of executive community. Further he also
explained the role of SNEA in formulating various policies and sticking to it
well within BSNL guidelines. He also explained the ways of motivation in
today’s working scenario. He appreciated the work of DS Pune Com. Bharat
Sonawane for his major contribution and initiative in organizing interactive
sessions for the previous and present batches, he also appreciated SNATTA for
their major role and showing faith in SNEA.
Ø Com. Padmanabhan Rao, Jt Secretary South, SNEA CHQ in
his unique style gave a marathon speech. He gave warm welcome and congratulated
all the trainees for entry in the executive cadre. He explained the hardships
taken by SNEA veteran leaders right from formation of JETA to SNEA .He mentioned
crucial works & struggle carried out by SNEA Veteran leaders Com
W.Shehagiri Rao & Com G.L.Jogi in upliftment of JTO cadre earlier in DoT
& thereafter in BSNL. He further informed about the SNEA’s role in the
organization for fighting against corruption giving classic examples of 2G
scandal .Further he added the role of SNEA
in developmental activities of BSNL. He appeal to all the comrades to
work and perform and to give the best output so that we all of us will be able
to get good pay scales in 3rd PRC by 2017. Further in his speech he
said, for posting of this batches JTO’s in A.P, CS SNEA (I) AP has already
discussed with Administration and assured all the trainees for their posting in
SSA of their choices to maximum. Depending upon the working and sanction
strength in each SSA in AP circle the posting of JTO’s will be done well within
defined policy. He also assured special cases such as critical Medical, spouse
and physically handicapped will be considered according to their choices. He
clarified all the doubts of the trainees and made this session lively.
Ø This interactive session was then made open
to the trainees to raise their queries and doubts. Many doubts were raised by
the trainees which were cleared by the dignitaries on the dais.
Ø This session ended with vote of thanks by Com. K. S Prasad, DP SNATTA Hyderabad, who thanked
all the organizers and SNEA leaders for their valuable guidance and
inspirational speech and making this programme a grand success.

24 June 14: In special approach of transparent
working by Circle management, first time in the history of BSNL Maharashtra
Circle, willingness from officers eligible for DGM L/A promotions are called by
giving exact vacancy position and probable place of posting. Letter <<<>>>
In earlier case DGM L/A promotions
were given in random manner resulting in refusals by many officers and SNEA (I)
MH has raised this issue. This time options are called with specific vacancy
position wherein total vacancies declared are 17 and options are called from 14
Officers. It seems that vacancy position of Kalyan SSA is missed in the list.
It has been clearly mentioned that officers unwilling to accept DGM L/A
promotions should submit their unwillingness in writing to AGM Staff Mumbai
before issuing of posting orders. The willingness& unwillingness, both are
to be submitted by email on prsule@bsnl.co.in
to AGM Staff Mumbai by today itself. To avoid further complications and posting
at odd locations, all concerned officers should take firm & final decision
and submit their acceptance with choice of posting SSA or submit refusal as the
case may be.
24 June 14: AGM (Staff) Mumbai issued orders
for DGM L/A arrangements thereby promoting 20 DEs as DGM L/A & by posting
them where it is as it basis. In same order, Shri. N R Kusumwar promoted as DGM
L/A in earlier list and posted as TDM Yavatmal has been reverted to substantive
cadre giving reason that he is junior and not coming in seniority list for DGM
L/A promotions. These DGM L/A promotions will be effective from 31/03/2014 or

24 June 14: AGM (OP) CFA Mumbai completes
formality by writing letter to SSA heads conveying message from CMD BSNL to
upgrade External plant to meet Broadband demand. Letter <<<>>>
This letter clearly says that the up gradation of
external plants is to be carried out from available resources and within
allocated funds. This is how; the officers in BSNL are running from
responsibilities by putting t on others shoulders. Now days, it has become
fashion to say that works are to be carried out within available resources and
no one explains ideas and plans to complete works when nothing is left with the
field units as resource. Over the years the available resources have been
exhausted to lowest level rather some of divisions are in minus as they have
borrowed some of resources from other divisions. Since last 2-3 years the DPs,
Modules, Jointing kits, EPBTs, LJUs are being allotted only in double digits to
entire SSA, drop wire & UG/ OF cables are being allotted to SSAs in few
hundred meters for both development as well as maintenance works. In such worst
situation, real question from field officers is how to maintain the quality of
services as expected by BSNL CO. This is why executives working in the field
units are not able to meet such beyond expectations norms set by BSNL CO. Let
us hope, in coming days there will be change in attitude of BSNL management and
instead of creating pressure on field units, the arrangements will be made for
at least minimum required stores. Comrades, SNEA (I) is aware of the real
problems and we will put all facts & figures on papers to the Circle
management and will definitely ask for real and practical solutions to meet
such procedures and standards from books wherein nothing is practically
available as resource in hand.

& Com. Bharat Sonawane, DS SNEA (I) Pune had meeting with Shri. Prabhash
Singh, CGM ITPC Pune in his Chamber at 1600 hrs on 18/06/2014.
In opening remark Shri. Prabhash
Singh elaborated
his ideas about the future strategies being adopted by ITPC unit for overall
growth of BSNL. He narrated us different innovative ideas being worked out in
different units of ITPC all over India. He also informed the need for making a
system that will cater for all the services of BSNL immaterial of persons. He
expressed unhappiness on reluctance of Heads of Circles & SSAs in reliving
the officers under transfer to ITPC and requested us to take up such cases for
reliving. We have made it clear that there are no such cases pending from
Maharashtra Circle. He added that ITPC units at Kolkata & Chandigarh are
badly in need of officers and appealed us that officer willing to work at both
the units may be asked to submit their willingness.
Apart from these general
discussions we had discussions on following specific points.
1.
Uniform policy for posting of Executives in ITPC: During discussions
on requirement & posting of Executives to ITPC units, CGM ITPC added that
he needs executives in each units of ITPC including its unit at Pune. We have
made it clear that there are more than 10 requests of Maharashtra Comrades
pending at BSNL Corporate office for last 2-3 years and posting is not done, as
there is no requirement received from ITPC Pune. He added that his office has
already sent requirement along with recommendations of his office in some
individual cases and if required copy of same can be given by his office for
further persuasion by SNEA (I) at BSNL CO. We pointed out that in recommending
cases by his office, there is no uniform
policy and pick and choose policy is adopted as some cases with merits are
neither rejected nor recommended and are just kept aside and selected cases are
being recommended by his office. He informed that IT unit is need of executives
with BE/B.Tech and above qualification and there may be discrimination on
recommended causing unrest among others. We categorically brought to his notice
how his office has biased approach and some request of executives with
BE/B.Tech qualifications are also rejected and at same time some cases without
BE /B.Tech qualifications are recommended. He agreed that such cases have come
to his notice and at this stage he cannot take action for repatriation of such
cases. Com. P.P. Rao JS South specifically explained with classic examples that
only qualifications should not be basic criteria for posting at ITPC and there
are certain executives, who have better knowledge of IT working even though not
having BE qualification. Rejection of such genuine cases is direct &
intentional injustice to such talent. We also added that there are many of the
works in ITPC for which executives with minimum BE qualifications are not
required and hence keeping such qualification bar is not right method & it
is injustice to executives. CGM ITPC expressed that as good no. of executives
with BE/B.Tech qualification are available and hence his office giving
preference to such executives and his office will consider cases on merits also
and already his office has recommended such cases. After elaborate discussions,
he assured that he will write to GM Pers BSNL CO for uniform policy for posting
of executives to ITPC units and all willingness to ITPC needs to be received by
his office by online method and his office will scrutinize and recommend cases
to BSNL CO for posting of executives to ITPC units. He also assured to have
such uniform policy at the earliest. We also brought to his notice how ITPC
Pune has become shelter for long stayed officers from Pune TD as well as from
Maharashtra Circle on which CGM ITPC assured that his office will take care and
the requests from executives in long stayed list of Pune TD & request from
Long stay of executives of Maharashtra Circle will not be considered for
posting at ITPC Pune.
2.
Canteen facility for ITPC Pune unit: We have
brought to notice of CGM ITPC that due to careless approach since last 2-3 years
the issue of space for canteen is not settled and about 200 employees working
at ITPC are made to suffer. CGM ITPC expressed that he personally feels that
canteen facility is must for ITPC and present issue of space and is being
settled. We informed him that the issue is not being settled for long time as
it is struck up between RTCC and ITPC. Presently RTCC wants written requisition
for space, same is not being given by ITPC, and there is communication gap
between two units. CGM ITPC immediately asked his PA to connect PGMT Pune, but
unfortunately PGMT Pune was on leave. Then on our feedback, he called Shri.
Shaha, DGM Planning Pune, who is dealing this issue and instructed him to
settle the space issue by handing over the place at the second floor corner of
RTCC and also to make arrangements of Canteen for ITPC employees which can be
utilized both by ITPC as well as by RTCC. Hope with this immediate action the
matter will be resolved. Com. V.R.Choudhary JS Pune will further coordinate in
this issue and get space allotted for ITPC canteen.
3.
ERP Related Issues of ITPC comrades: We have
pointed out certain ERP issues and problem faced by executives working at ITPC
Pune due wrong implementation of ERP to certain extent or due to negligent
approach in settlement of issues generated through ERP. A long time discussions
was held on ERP issues of Maharashtra Circle. CGM ITPC agreed that in recent
past many of the issues have been raised out ERP implementation in Maharashtra
Circle, but same are being settled one by one. He further informed that
presently issues of Form -16 & correct GPF accounting are known to him. He
further added that he has already discussed these issues with ERP team at ALTTC
Ghaziabad and work of Form-16 is in progress and by 21/06/2014 the problem of
Form -16 will be solved for all employees latest by last week of June 2014.
Regarding GPF also he informed that work is at final stage and entire GPF
amount and interest has been credited and Opening balance also will be updated
shortly. We had detail discussions on issues faced during implementation of
ERP, the reasons for prolonged “Black Out Period” due to lack of basic
preparations before declaring ERP “Go Live”, involvement of ITPC officers in
implementation of ERP project in different Circles, extracting data from HRMS
package, problems faced thereof, reasons for wrong salary during first month of
ERP, problems in settlement of medical bills and so on. During discussions, we
brought to his notice that though ERP is being implemented there is no
reduction in works on papers and file movement and in some of cases work has
been increased as two methods are being adopted in Official working i.e. one
traditional method of physical records and one through ERP as online method as
being followed in WTP and in many of the works in Maharashtra Circle. Shri.
Prabhash Singh informed that Paperless working after ERP is main aim but it
will take further time as many of the issues are being streamlined and issues
thereof being attended. However, he was optimistic that in coming 2-3 years
entire working of BSNL will be near about paperless. We have prolonged
discussions on ERP implementation and its success in BSNL.
4.
Action on Revenue Generating proposals submitted by SNEA (I) ITPC
Pune: We reminded CGM ITPC about the proposals submitted by SNEA (I) ITPC Pune
on generation of revenue for BSNL by using talent available within ITPC units
and its utilization as Business opportunity for BSNL. Shri. Prabhash Singh
informed that there is no action taken on any of the issues raised, because of
poor response from BSNL CO. Apart from SNEA (I) proposals he himself has given
some proposals for generation of revenue for BSNL, but there is no response
from BSNL CO. We requested him to give us copies of proposals given by him to
BSNL Co, so that SNEA (I) will take up such issues with BSNL CO directly. Shri.
Singh agreed to handover copies of such proposals.
5.
Discussions of different HR issues: Com.
V.M.Kokare DS SNEA (I) ITPC has submitted the list of pending issues of ITPC
comrades and mainly issued concerned to CGMT were discussed during meeting. For
other issues CGM ITPC has marked this letter to GM Admn ITPC Pune for necessary
action on different HR issues raised in this letter. The prominent issues discussed
are :

Shortage of Executives at ITPC Hyderabad: Com. Padmnabh
Rao, Joint Secretary South SNEA CHQ gave brief to CGMT on shortage of
executives at Hyderabad and problems faced and about the present situation of
ITPC Hyderabad. He requested for considering the shortage of staff at ITPC
Hyderabad.
·
Permanent posting of Executives on Deputation to ITPC Hyderabad: Com. Rao
brought to notice of CGMT that there are executives working on deputation to
ITPC Hyderabad from different Circles and have requested for permanent posting
at ITPC Hyderabad by cancelling their deputation. CGM informed that if officers
concerned are willing for permanent posting his office has no hesitation of
permanent posting by cancellation and assured that all such requests will be
considered positively & will be taken up with BSNL CO for early settlement.
·
Delay in updating of APR’s of Executives: We have
narrated the difficulties faced by executives in TBP, Regular promotions due to
undue delay in up gradation of APRs. CGM ITPC assured to look into issues if
any.
·
Requirement of Group C and D staff: On these
issues CGMT expressed that ITPC working in at par with IT Sector where in no
such arrangements are available. He quoted example of his own office wherein no
special staff is posted and except one woman who takes care of different
offices. As many of common works are taken care by housekeeping staff, he did
not find any specific necessity of such personalized staff. He further quoted
that there is acute shortage of staff and it is not possible to get staff on
deputation from Pune TD.

Function for award of Sanchar Seva Padak: We brought to
his notice about pending felicitation program of Shri Milind Kulkarni, awardee
of Sanchar Seva Padak, CGMT agreed that it has been delayed and assured to
arrange it at the earliest.
·
Request transfers within ITPC: We discussed request transfer of
Executives from ITPC Pune to DC Hyderabad namely Com. Dharma Teja JTO and Com.
Mrs. Haritha JTO, wherein CGM assured to consider favorably.
Shri. Prabhash
Singh, CGM ITPC Pune was very
enthusiastic throughout discussions and was having update information on many
of the issues discussed. He has assured positive steps on all issues except
posting of Gr C & D Staff at ITPC Pune.
The fruitful discussions started at
1615 hrs concluded at 1730 hrs after detail discussions on each & every
point. While concluding meeting Shri. Prabhash Singh assured to settle all the
issued discussed and assured on priority. We also conveyed thanks to Shri. Prabhash
Singh, CGM ITPC for
sparing valuable time and discussions on different issues.

21 June 14: Meeting with Member(Services) on 78.2% IDA fitment to
retirees: GS Com K Sebastin, President Com G L Jogi and AGS Com V M
Wankhede met Sri S C Mishra,
Member(S) and requested him to expedite
the matter. Member(S) informed us that some more details are to be received
from DoT (Finance) so that the reply can be sent to DoE. He further told that
he is in touch with concerned officers and Member (F) and monitoring the
progress on a day to day basis.
21 June 14: Meeting with PS to Hon MoC & IT: GS Com K Sebastin, President Com G L Jogi and AGS Com V M Wankhede met PS to Hon MoC & IT
at Shastri Bhavan and discussed issues related to viability of BSNL and
important HR issues: PS to Hon MoC & IT invited the Assn to get the first
hand information on the issues before the formal meeting with the Hon
MoC&IT, next week.
21 June 14: Meeting with Sr GM(CA) on EPF issue: GS Com K Sebastin, President Com G L Jogi and AGS Com V M Wankhede met Sri Rajeev Singh, Sr
GM(CA), BSNL CO and discussed the issue of “Full pension” option in EPF for the
BSNL recruited employees. Due to ignorance, all the employees opted “minimum
pension” at the time of recruitment by default (no one given specific option
for “Full pension” to EPF). Sr GM informed that BSNL is pursuing the issue with
EPFO but so far no communication received from EPFO. Now it is suggested that
the issue will be taken up at higher level once the new Govt settled in. The
possibility of centralized payment of EPF also to be examined.
21 June 14: Meeting
with GM (Pers): GS Com K Sebastin and
AGS Com V M Wankhede met Sri S S Aggarwal GM (Pers) and discussed:
a)
Committee
meeting on officiating pay fixation and protection of pay on implementation of
TBP policy: After discussion,
GM immediately spoken to the concerned officers to fix the next meeting. One of
the committee members Sri K R Tiwari transferred out of BSNL CO, so another
officer will be nominated before the meeting.
b)
Modification
on postings – medical cases: GM assured that the critical medical cases forwarded
through proper channel will be processed shortly.
c)
Modification
in the SDE RR 2002 to address the shortcomings in the RR: GS requested to expedite the proposal as already the
matter is pending for years together and large scale litigations are coming
questioning the seniority. Now the issue is addressed by recent DoPT orders and
while amending the RRs, appropriate provisions to be added in the RR. GM (Pers)
informed that based on the feedback given by the Assns, the committee finalised
the amendments and MC note will be prepared.
d)
Scheme
and syllabus for SDE (T): Since the revision of scheme is pending, the LDCE
are not able to notify by the Rect section. GM (Pers) informed that the
committee constituted for the purpose submitted the recommendations with some
changes but recommended to continue with two papers. Ass pointed out that the
very purpose of constituting the committee was to examine the feasibility of
having a single paper as the paper minimum for both papers made many posts
vacant after each LDCE. GM (Pers) told that the committee is of the opinion
that this will compromise on the merit as the knowledge of the candidates on
various technologies as well as specialization is to be checked in LDCE. The
proposal will be placed before the Management. Assn strongly pleaded for a
single paper.
e)
Scheme and syllabus for SDE (TF): GM (Pers) informed that the
eligibility of Chemists working in TF to appear in the LDCE to SDE (TF) is
under the examination of BSNL CO and since they are Non Executives, they cannot
write the LDCE directly to SDE without becoming a JTO. The LDCE for the
eligible candidates are held up for last two years because of this dispute and
Assn strongly demanded to finalize the syllabus and notify the same for
conducting the LDCE.

19 June 14: Meeting with GM Fin Mumbai mainly
on grant of Five Increments for JTOs recruited under PH Quota: Com.
Anil Dubey DS SNEA (I) Mumbai and CS had short meeting with Mrs.
Marina George, Sr GM Fin Mumbai wherein we conveyed her thanks for strict action
and written orders in implementation of pending transfer order of Com. Dale, AO
Buldhana.
We mainly discussed the issue of grant
of five increments to JTOs recruited under PH Quota, as it was understood that
file was returned from her with remark of seeking clarification from BSNL CO.
She confirmed that as it is financial matter, her office has taken decision to
refer matter to BSNL CO. We brought to her notice the real facts and how the
order is misinterpreted to certain extent violating principle of natural
justice of equal work equal pay. We put on records that this case is pending
for last two years and calling for clarification at this stage will be
injustice to all these 28 comrades recruited under special drive. There late
joining is due to administrative reasons and hence they cannot be denied five
increments at Par with other JTOs joined after 01/01/2007. We also reminded
that this matter is being pursued with her in each & every meeting by SNEA
(I) and she also has assured for suitable action on this matter. We also
informed that in our first meeting with Shri. M.K. Jain, CGMT
MH, he also agreed about denial of natural just to these 28 JTOs & has
assured us for settlement of this case and in this case file has not reached to
CGMT MH and is being referred to BSNL CO is not correct. GM Fin agreed that
file was not sent to CGMT as she also has certain doubts in the said order and
on basis of file noting of CAO, she has taken such decision. Then we brought to
her notice that there is no restriction by BSNL on payment of five increments
to JTOs joined after this clarification and if her office taken lenient view and
review the matter it will be justice to all the JTOs waiting for last two
years.
She further requested us to take up
matter with BSNL CO as this issue may be affecting JTOs working all over India.
We informed her that already matter is taken up by SNEA (I) CHQ and orders may
be issued accordingly. However, at this stage we are concerned mainly for
overall delay at MH Circle even though this matter is being discussed with
different sections, units & officers for last one & half years and when
everyone including CGMT MH has agreed that it is injustice to all these JTOs
then diverting matter to BSNL CO at this later stage is not correct. This will
cause further hardship to all these JTOs recruited under PH quota as they are
already facing lot of problems. We also requested to grant five increments
under condition that if corporate office refuses then said amount paid can be
recovered and our comrades are ready to submit such written consent if required
by her office. After elaborate discussions, Mrs. George agreed that she will
take review of the matter by calling file back and will see how it can be
settled amicably without calling for clarification from BSNL CO. Hope now, this
matter will be settled shortly.
At conclusion of short &
emergent meeting, we requested her for pending request transfer in Account
wing; she assured that after closure of accounts of last financial year, she
will look into it personally to issue all the request transfers.

18 June 14: In style of new working approach towards GSM
service , GM NWP CM Mumbai issued orders for transfer of CMTS BSS maintenance
works of Pune SSA from PGMT Pune to GM NWO CM Pune. This order is specifically
for Pune SSA, as CGMT MH has idea in mind that with this creative arrangements
& new experiment of transformation of works, the targeted works like
installation of new GSM BTS in Pune SSA, replacements of exiting GSM BTS with
new one planned specially for Pune and redeployment of such old BTS at
different SSAs will speed up & it is expected that works will be completed

by Com. M.K. Thakur, DS SNEA (I) Raigad}: In the

Annual General Body meeting of SNEA (I) Raigad was held on 07/06/2014 at New
Panvel O/o Sr. GMT Raigad. SNEA (I) comrades, from all parts of Raigad such as
Pen, Panvel, Palaspe, Khopoli, Patalganga, Karjat, Neral. Alibag, Revdanda,
Nagothane, Mangaon and Mahad have attended the meeting.

expressed his views about different issues and overall activities carried by
him in support of his team of SNEA (I) Raigad. He appealed house to work in
fearless but with full dedication for growth of BSNL. In his studied and detail
speech Com. Thakur has covered following issues.
A.
Issues related with BSNL
development
1.
Tenders: There is no approved
tender in r/o UG cable laying / cable maintenance / OFC maintenance etc. and so
executives are facing lot of difficulties in maintaining the our door plant/and
OF media. Road expansion work carried out by NHAI and MMRDA, in most of the
areas has damaged our Optical Fiber Cable which is resulted in frequent failure
of exchanges and BTS. In absence of any approved maintenance tender field
executives are compelled to engage manpower from open market which may result
in legal complications in future.
2.
Poor quality of SMPS battery of CDMA
instrument: Due to external SMPS 12 Volt battery
subscribers’ shows their unwillingness in taking WLL connection. Also it is
observed that during rainy season there is frequent complain of non working of
CDMA instruments. There is no proper mechanism for the repairing of faulty
instruments and also no spare instruments are supplied for the maintenance
purpose. This is resulting in delayed restoration and unnecessary invites
subscriber’s complaints.
3.
Shortage of store items: There
is acute shortage of store items such as UG cable, OF cable, Joint closure
(SJC&BJC), TSF (IV & V), UY Connector, 5/10/20/50/100/200/400, Drop
wire, EPBT, Modems etc. Our most of the cable networks are along the main road
and during the rainy season to clear water logging NH/PWD/Grampanchyat authority
are using JCB, which damages are UG cable. Also in some of the areas lying of
water pipe line and road widening work are going on. Due to these activities
our local cable as well as OFC cable is damaged frequently. Due to shortage of
store items field executives are unable to restore the damaged route
immediately.
4.
Up gradation of CSC: Seatting
arrangement for the customers, Visuals displaying different plans, opening of
cash counters during holidays, selling of recharge coupons even during late
hours may help in attracting large nos. of customers.
5.
Availability of PRI tester at SSA level: One
PRI tester for testing and maintenance of PRI lines may please be arranged at
SSA level please.
6.
Availability of Optical Fiber Route Tracer
at SSA level: Optical fiber cables in all the routes are
laid twenty years back. Raigad, being the tenure station where executives are
changing after every two years, in case of OF route breakdown it is difficult
to identify the actual cable location along the national highway and state
highway mainly. Sufficient time is lost in finding the broken cable ends. OF
route tracer will be helpful in early localizing of cable ends and faster
restoration.
7.
Temporary Advance: Field
executives are compelled to apply for temporary advance, as we do not have any
basic tender for day to day maintenance work. In absence of tender, field
executives has to engage outside man power even for piece work / time work.
However, piece work / time work also comes under preview of minimum wages act
1948. Labour enforcement officer is visiting Raigad frequently and in the past
had issued notices to few field executives. This has created panic in everybody
mind and also embarrassment to BSNL. After the finalization of tenders we may
be able to keep BSNL indemnified against all loses/penalties arising out of
litigation/claims initiated against the BSNL on account of acts of
omission/commission which are punishable under the provisions of various
Central Labour and Employment Acts. Ways should be found out to replace
practice of temporary advance even for daily maintenance work.
8.
Delayed rent payment of rented building: In
Raigad most of the TE building and mobile BTS are at rented site. After the
ERP, enormous delay is observed in finalizing the monthly rent payment to the
property owner of rented building resulting in exchanges locked by the
landlords at Revdanda, Murud (Alibag Division) and Mohpada BTS (Khopoli
Division).
9.
Rent revision of rented sites: As
per existing norms FRAC is recommending rent hike maximum by twenty percent.
Being commercial project landlords are demanding exorbitant rates. Few sites
being nearer to Panvel landlords are demanding high rates. Landlords are
insisting for vacating the accommodation. Shifting of exchange/mobile towers
may result in huge expenditure and suitable location is also required. This has
resulted in pendency of rent revision cases.
10.
Replacement of life expired battery sets: In
Raigad most of the battery sets have served their full life in the field.
Exchanges and BTS are working on life expired battery sets. Life expired
battery sets are unable to take exchange load even for half an hour and fails
frequently whenever there is mains failure for prolonged duration. Now a day’s
MSED supply is erratic in whole Raigad.
11.
Co-ordination with WTR Panvel/Pen/Mangaon: Optical
Fiber Cable along the NH 17, Patalganga Panvel, Khopoli Karjat, Panvel Khopoli,
Pen Khopoli, Pen Alibag belongs to WTR. From SSA side we are extending best
co-operation to WTR. Due to ongoing road expansion along the all main roads
there is frequent WTR OF route breakdown resulting in failure of telecom
services in Raigad. Khopoli Karjat OF route due to MMRDA activities is badly
damaged and is beyond repair. Rehabilitation of Khopli Karjat is of prime
importance otherwise in case of Chawk Karjat route breakdown complete Karjat
SDCA including Neral and Matheran is totally isolated. WTR Raigad also needs to
extend their best support to SSA.
B. HR issues
1.
Request transfer cases within Raigad SSA: Case of Smt.

transfer cases after the completion of tenure period.
2. Relieving of transferred executives: Relievers
are being posted but joining late and it becomes very difficult in relieving
the transferred executives from Raigad. Relievers posted against the
transferred executives of tenure station must join early.
3. Posting of executives at Tenure station:
Raigad being the tenure station, where most of the stations are rural or
unpopular as far as possible posting of female executives in Raigad should be
avoided.
4. Posting of transmission trained staff in
Raigad: Very few staffs working in Raigad are transmission
trained which is resulting in poor transmission performances. It is requested
to post few transmission trained executives considering the NOFN project and
overall improvement of OF media performances.

Jaipur.

17 June 14: It Happens in Maharashtra Circle !!!!! In third
attempt after Raigad & Sangli SSA Head posting/reporting, to satisfy
requirement of individual officers for not taking responsibility of SSA Head,
AGM Staff Mumbai issued orders for change in reporting of TDM Beed from GMT
Ahmednagar to GMT Nashik. Letter <<<>>>
It is understood that GMT
Ahmednagar has expressed his inabilities in taking responsibility of Beed SSA
for personal reasons and for his wish, now by crossing all the borders of so
called “Zones” proposed by Circle management and neglecting nearby SSA Heads
like GMT Aurangabad (137 Kms), GMT Solapur (186 Kms), GMT Ahmednagar (134 Kms) and many GMs in Pune SSA ( 255
Kms) which
are convenient to Beed by road and also by keeping aside guidelines issued by
BSNL CO on this subject, now TDM Beed will report to GMT Nashik (273 Kms). It is well known that Nashik
is not convenient to Beed SSA geographically as well as in connectivity by road
and train & it takes about overnight journey from Beed to Nashik. This special order will definitely give
relief to GMT Ahemednagar in person, but will surely increase administrative
expenditure of BSNL, will increase inconvenience for overall functioning of
Beed SSA and will cause overall delay in
day to day office works.
This is third such attempt for
increasing difficulties of small SSAs by Circle management to cope up with wish
of individual officer not willing to take over responsibility of SSA Head. In First attempt of favoritism, Circle
Management has disturbed well defined working of Raigad SSA by separating TAX
Exchanges from Raigad SSA and downgrading post of GMT Raigad to TDM Raigad. It is funny that same officer refused to
accept posting as GMT Raigad is ready to look after charge as TDM Raigad and
continues works from same location. In Second such attempt, charge of Sangli SSA is removed from
GMT Kolhapur and handed over to PGMT Pune, who was GMT Sangli for many years in
recent past. It is fact that Pune SSA is having its own heavy load and PGMT
Pune is unable to overcome crises in Pune, how can he control Sangli SSA which
is 231 Kms away from Pune and why not GMT Kolhapur who is just 50 Kms away from Sangli. One can
imagine increase in expenditure on vehicle and TA/DA of officers on such
unwanted changes. It is dam sure that with such changes also there will not be
much improvement in overall working and increase in revenue which is main aim
of BSNL management, on the contrary such arbitrary changes will increase
overall expenditure and will benefit individual officers to settle personal
interests.
It is clear that all such attempts
are specially made to satisfy individual requirement of concerned officer and
as per wish and will of individuals and there is nothing like administrative in
such orders. All such orders are issued with priority of individual’s interest
and neglecting administrative requirements & this is reason for concern by
SNEA (I) MH. If it was priority to BSNL, then best option was to shift such
unwilling officer and rearrange posting of SSA heads if required in Zonal
manner as per new creative idea by Circle management as there is scarcity of
SSA Heads, but not such eye wash orders with backdoor ideas.
We strongly believe that due to this
strange and personal approach of Circle Management, reporting of SSA Heads is
being issued to safeguard personal interest or to set enmities among different officers
and decisions are being taken without applying basics and requirement of that
SSA which means that BSNL requirement has lowest priority as compared to
individual requirement. This is possible only in Maharashtra Circle and we will
be lucky enough to see such more ‘funny’ orders in days to come. SNEA (I) MH
will take up this matter with CGMT MH Circle, after his return from official
tours for last six days, just to understand reasons for such ridiculous orders
of reporting of SSA Heads and to have proper arrangements for smooth working of
all these SSAs.

thundering claps by the house acknowledging his efforts.
Ø Com. S. R. Kalmegh, ACS (E) SNEA (I) MH, while delivering his motivating speech appreciated
the efforts taken by the local SNEA team. He appreciated Com. Kandalkar for
handling and coordinating the SSA at high time and for taking initiatives at
various levels. He also appreciated Com. V.R. Jadhav and Com. S.H. Gandhi for playing very vital role in SSA
activities. He commented for maintaining the uniformity by the local
administration while executing local urban to rural transfers and urged house
for drafting and finalizing local transfer policy as per requirements of the
SSA. He also shown the deep concern about the scarcity of various resources
like UG Cables, Battery, OFC, power plants, drop wire, and jumper wire while
maintaining the services. He requested and asked to raise voice to fulfill all
these requirements on time. Com. Kalmegh raised the issue of Reliance Jio which
is a threat to BSNL’s various services and expressed his disappointment that
BSNL management has not planned any counter action to the move of Reliance Jio.
Ø Com. N.S. Gadre, CWC Member SNEA MH, while addressing the house in his typical shero-shayary style, expressed his
sentiments and informed how difficult it was to conduct very successful CEC at
Yawatmal when majority of the Yawatmal office bearers including DS Yawatmal
were transferred out of SSA or Circle. He thanked Com. Adasul for showing faith
for holding CEC by Yawatmal team during this very tough time. He added that how
the fund was raised in a very short time and a big amount was donated to SNEA
MH Circle by Yawatmal team. He reiterated and expressed thanks for retaining
all the LDCE passed SDEs of Yawatmal at their home SSA who were earlier
transferred out of Circle. He appreciated the efforts by CHQ leadership and
continuous persuasion by the Circle leadership.
Ø Com. S.A. Sarode, Joint Secretary Vidarbha, SNEA MH, while addressing the
house, appreciated the work culture and unity of all nine districts of SNEA
Vidarbha and explained his role for maintaining cordial relationship and bonding
among the various Vidarbha districts. He informed the house about the
importance of arranging various tour programs of CHQ / Circle leaders at
various districts of Vidarbha making them aware about difficulties that are
faced by local comrades. He explained house various initiatives that are taken
at Vidarbha Level and reminded for persuasion of declaration of Gadchiroli as
All India Soft tenure, in tune with words given by CHQ leaders, Reformation and
revival of SNEA Bhandara division, increase in membership at various districts
of Vidarbha, BNG migration issue at Nagpur from Kolkata. He also appreciated
the lion-hearted efforts by both Com. S.R. Kalmegh and Com. N.S. Gadre for
handling tough time at Amravati and for conducting CEC at Yavatmal in very tough
time respectively. He thanked CS for taking efforts to retain LDCE passed SDEs
at MH Circle and appreciated the patience shown by affected comrades who were
earlier posted out of Circle. He also expressed confidence that by taking note
of very successful CEC at Yawatmal, remaining eight districts will certainly be
encouraged to come forward and conduct next CEC in Vidarbha itself.
Ø Com. S.V. Bhad, CP SNEA MH, in his address appreciated
the work by Com. M.S. Adasul as a CS MH Circle and passing resolution for
forming various work committees for the revival of various telecom services of
MH Circle. He also thanked Hon. CGMT MH Circle for acknowledging the efforts
taken by SNEA MH Circle in this regard. He raised the issue of mobile services
of BSNL MH Circle and demanded for early replacement of faulty GSM hardware. He
pointed out the difference in between the systematic and development oriented
work policies of SNEA and the self-oriented wrong policies of other executive
associations. Com. Bhad also appreciated the work carried out by the Team SNEA
Yawatmal for successful execution of CEC and extended his best wishes for the
new team of Amravati being getting elected.

SNEA MH, in his marathon speech of
one & half hour, explained the house about various activities and
initiatives that are taken at Circle/CHQ Level. He updated the house about the
activities and discussions that took place at CWC Meet at Jaipur and confidently
assured the house that the demand for uniformity will be brought while
providing first time bound promotion after 4 years only. He requested all the
affected comrades to keep faith in the working of CHQ and asked to wait for the
fruitful outcome in days to come. Com Adasul informed the house about the role
of association in framing various policies at Circle level and finalizing
transfer policy within framework of BSNL transfer policy and in tune with
resolutions passed in CEC Yawatmal. He explained the role of association in
recovery of illegally granted free calls on FSRTC bills from the selected
officers and reiterated that the association is duty bound to the ethics and
such malpractices will never be tolerated. He also informed the house the actual
reasons for delay in executing request transfers from non tenure station and
assured that shortly all such requests will be executed as action has been
initiated by Circle management. He updated the house about the various cases
including court cases on ITS repatriation, JTO to SDE DPC under 67% seniority
cum fitness quota, status of court case pending in Ernakulam Court,
implementation of 78.2% IDA merger for retired employees, Various resolutions
that are passed at CWC Jaipur and expressed that SNEA (I) is serious about the
issues of DR executives mainly CPSE cadre hierarchy, 30% superannuation
benefits and standard pay scales are TOP Priority issues. He appreciated the
team work of SNEA Amravati, firmness shown by them in tough situations.

handed over cheque of said amount to CS SNEA MH for various Circle level

12 June 14: CHQ President attended National
Executive Committee meeting of NCOA on 8th June at New Delhi. National Executive of NCOA
too stock of various HR issues of CPSU. Particularly, the issue of constitution
of 3rd PRC by government was discussed at length and the strategy to be adopted
to force the government to constitute 3rd PRC with appropriate terms of
reference was also discussed. Constituents of NCOA need to be reactivated so
that they face future challenges of CPSUs, particularly issues relating to 3rd
PRC successfully and effectively, NEC was of the unanimous opinion. SNEA (I)
gave Rs 1 lakh towards membership subscription of its Association to SG/NCOA.
Representatives of officers Associations from banking sector, coal
sector, power sector and all the constituents of NCOA had a brainstorming
discussions on future strategy to be adopted by CPSUs to further strengthen
CPSUs and thus facilitate them to participate aggressively and proactively
towards fulfilling the agenda of the new government to accelerate economic
growth in the Country. A resolution to this effect was unanimously adopted. Also
a steering committee comprising of representatives from power sector, banking
sector, telecom sector, and SG of NCOA was constituted to prepare future
strategy and plan of action to meet the resolution adopted. Telecom sector is
represented by CHQ President and GS MEA, Com V.K.Tomar. Very shortly the
steering committee will meet to draft and finalize future strategy and course
of action. GS/SNEA (I) could not attend since he is presently in Kerala for
some personal work.
Resolutions of NCOA <<<>>>
12 June 14: CHQ president met senior officers of
Telecom finance in DOT on 3rd June to enquire about the latest status of 78.2%
IDA merger for retired employees of BSNL. Concerned officers in DOT informed
President that note on the issue is being drafted in consultation with the
concerned officers of DOE (department of expenditure) and thereafter the note
will be sent to DOE for its approval.

persuasion with MMRDA for recovery of Cable damage charges during Road Widening
Activities carried out by MMRDA on NH-8 from Nalasopara to Nirmal. Till now,
Team has recovered Rs.12,84,207.00 (Rupees Twelve lakh Eighty Four Thousands,
Two Hundred Seven Only) from MMRDA. This team under valuable guidance of Com.
Sharad Daspute DGM Vasai, issued Demand Note of Rs. 25,68,413.00 to MMRDA and
partial amount is received by BSNL by cheque. This is major achievement and
this amount will be most useful for restoration of affected telecom services in
Nalasopara area.
7 June 14: Update
on GPF Balance, Form -16 for year 2013-14 & pending Medical Bills: SNEA(I)
MH has received complaints about “zero” balance through ERP or change in last
balance of the GPF Accounts from our many of active comrades. We also have received complaints
about non availability of Form 16 which is must for Income Tax returns as we
have already reached in month of June 2014. This has caused much unrest among
executives and staff as there is no update from management side. By taking note
of this, SNEA (I) MH had meeting with Shri.
V. N. Dhage, DGM ERP Mumbai.
Shri. Dhage agreed
that there are certain issues about GPF balance/interest as well as Form 16.
Present GPF balance shown in ERP is not correct & till the issues related
Form 16 through ERP are not resolved. This happened as Maharashtra Circle is
completing both the activities through ERP for first time and to understand the
real problems and to get rid of all problems, more time has been taken by his
team. But he informed that his ERP team along with team of HCL is on the job
and work of updating GPF data along with crediting yearly interest on GPF
balance is at progressive stage and same will be updated very shortly. In
respect of Form 16, he informed that till there are certain issues with this
work, but he is in touch with Core team of ERP and assured that hopefully by
next week Form -16 will be ready for all Staff & Executives working in
entire Maharashtra Circle.
We have further discussed with him the
status of pending medical bills and action taken by management for clearance of
these bills. He informed that there are certain issues raised by Add GM HR/A
Mumbai and issue is struck up at decision of final authority either from Admn
or from Finance and names of officers for processing & payments of bills
and its custody thereafter. Shri.
Dhage, informed that discussions are going between Higher levels of Finance and Admn Section Mumbai and if
nothing goes wrong shortly matter will be settled and final decision will be
taken on processing Medical Bills either through ERP or by Off line method as
followed in year 2013-14. Also decision on final authorities for processing and
payments of Medical bills from Admn or /and Account Section will be
finalised. Meanwhile the Medical bills
of year 2013-14 are being processed by Account Section, but as total number of
Medical bills are more, it may take some more time to clear all pending medical
bills.

6 June 14: Thanks to Sr GM HR/Admn Mumbai: SNEA (I)
Maharashtra conveys sincere thanks to Shri.
Pravin Malhotra, Sr GM HR/Admn Mumbai for his kind
intervention and taking up matter with MTNL authorities for restoration of
FSRTCs of BSNL Staff& Officers having FSRTC in MTNL Mumbai area which were
disconnected for non payment of bills prior to 2007. Many of executives were
facing this problem of disconnection as they were unable to pay the amount as
outstanding amount was prior to 2007, which is not to be paid as per prevailing
orders from both the side and at the same time MTNL authorities were not giving
any heed to repeated individual requests and were strongly insisting for making
payments. Some of individual cases were pursued through Com.
S.N.Prasad, President MTNLEA and were settled, but as
number of cases were more, it was not possible to pursue all cases
individually. Hence SNEA (I) has taken up this issue with Shri.
Pravin Malhotra, Sr GM HR/A Mumbai and
submitted him list of FSRTC disconnected for old outstanding payments. We also
had requested him for taking up matter with MTNL authorities for restoration
of 30% discount on all Telephone Numbers of BSNL in MTNL area including FSRTCs.
The 30 % discount which was earlier granted by MTNL has been stopped at later
stage due to delay in its implementation on part of BSNL, is not yet restored
and bills are charged without discount. Now, with kind intervention of Shri.
Malhotra one of the issues i.e. disconnection of FSRTCs has been solved and all
FSRTC disconnected for outstanding bills prior to 2007 are reconnected within
24 hours. Shri. Malhotra has assured to take up matter of 30% discount with
concerned authorities of MTNL and very shortly same will be granted in all
bills of BSNL for telephones working in MTNL Mumbai area including FSRTC,
thereby giving benefits of 30% discount to BSNL as well as to all executives
residing in area of MTNL Mumbai. Even though matter of disconnection has been
settled, till someone is facing this problem of disconnection for outstanding
amount prior to 2007, he/she may please contact Com.

SNEA(I) Mumbai attended emergent meeting with Shri.
M.K.Jain, CGMT MH in Sixth floor, Conference Hall,
BSNL Admn Building, Santacruz (W) Mumbai on Saturday, 31/05/2014 wherein we
have discussed recent arbitrary changes in Executive Transfer Policy and undue
delay in issuing request transfers from Tenure as well as Non Tenure Stations.
Apart
from CGMT MH, from management side meeting was attended by Shri.

Mukesh Mangal, Add GM HR/Admn Mumbai and Shri.
P.R.Sule, AGM Staff Mumbai.
This
emergent meeting was arranged specially for discussions on arbitrary changes
made by Circle management in Transfer Policy of executives. We registered our
strong protest on back door changes in Transfer Policy and asked reasons for
unstable stand taken by management mainly on three important points incorporated
in Transfer Policy namely:
1. Changing frequency of Tenure Transfers
from Monthly to Quarterly basis.
2. Reasons for unstable stand of Circle
management on “Posting substitute for non tenure stations”.
3. Remark in letter of transfer policy
about consultation with SNEA (I) when practically there was no discussion with
or by SNEA (I) with Circle management on any of these changes incorporated.
4. The management on its own has discussed
the point of counting combined stay of executives working in MMRDA area.
The meeting started 1215 hrs wherein we had detail discussions only on
above four points and this emergent meeting concluded at 0150 hrs with
assurance of CGMT MH that his office will take care of all the issues in tune with
transfer policy guidelines issued by BSNL and will review the points discussed
by us by considering feedback received by his office on this subject. He
further assured that the transfer policy for request transfer of executives
working at Non Tenure station will be finalised without any further delay &
transfer orders will also be issued within one week’s period. We also
conveyed thanks with hopes that management will take clear stand on this
transfer policy and keep its words for issuing all pending transfers from
Tenure as well as non tenure stations.

started his carrier as Clerk in Mumbai and on promotion he joined duties as PI
in Goa SSA and thereafter served DoT as well as BSNL in different capacities of
PI, JTO and presently he is serving as SDE EB CRM Mumbai. He is known for his
hard work and sincerity in day to day working.

S.K. Dani, SDE Udan Nashik {9423969037} has joined duties as Clerk in
Nov 1975 at Manmad Nashik SSA & thereafter served as JTO, SDE in
Nashik & Dhule SSA. He is die-hard member of SNEA (I) Nashik and has taken
active part at each and every organizational activity of SNEA (I)
Nashik. He is also well known for punctuality & is good orator and
maintains very cordial relations with staff & officers.

efficient and well disciplined executive and active member of SNEA and was
always involved in all programmes and functions of SNEA (I) with full devotion

Mumbai issued orders for bifurcation of Raigad SSA wherein the Staff &
Officers working in Fountain TAX & Thane TAX presently reporting to GMT
Raigad SSA will henceforth report to GM (Trans) Mumbai. Letter <<<>>>
This is
good step by Circle management even though it may be taken with different
interest, as it was difficult for Staff&
Officers working in Mumbai to Report to Raigad SSA for day to day functioning
and overall working of both the TAX Exchanges as it carries major revenue &
networking works of BSNL Maharashtra Circle. This is third phase transformation
as both the TAX Exchanges were earlier reporting to WTR, then its
reporting changed to Raigad SSA & now it is changed to GM Trans at Circle
Office Mumbai. Even though such
orders are not issued, with these changes automatically the SSA Head of
Raigad will be DGM Level Officer and there may not be need of GM level Officer
in Raigad SSA wherein no senior officer is interested for their posting and
normally prefers to be in Mumbai area.
