  4 Feb 16:  AGM Staff Mumbai calls for SSA/Circle stay particulars of the long stayed officers working at different SSAs.  Letter <<<>>>

The concerned officers/DS/COBs may personally look into matter and see that stay particulars are sent accurately in respect of all comrades as this data will be mainly used for posting substitutes for considering request transfers from Al India Hard/Soft Tenure stations, Requests from Circle tenure stations on Circle long stay basis and Requests from Non-tenure SSAs on point to pint basis.  Many of the individual officers complains at later stage and mainly after issue of transfer order that his/her stay particulars are counted wrongly and many times it causes difficulties in updating data and cancellation of transfer orders one issued. As such everybody should be alert and look into data of stay particulars and see that all SSAs are sending correct and accurate data latest by 20/02/2016.

 

 

  4 Feb 16:  Due to undue delay in settlement of issues with sending Offg JTOs for JTO Phase-I Training, AGM Staff Mumbai issued extension to of 90 Days for JTO officiating orders without any break or reversion as TTA and thus these JTOs offg continuously for more than 180 days will be able to have their claim for JTO Regular even on such extended orders.   Letter <<<>>>

  4 Feb 16:  BSNL CO calls for comments on guidelines for outsourcing of maintenance of UG Cables. Letter <<<>>>

·      This is how BSNL and its staff & officers will be out step by step from all important works. BSNL CO has already spoiled the entire procurement process by making it centralised at BSNL CO and it is known fact that it is controlled by certain vendors under support of some officers in BSNL. In recent past the tender for outsourcing of Broadband Mtce has been floated wherein it is found that rates of tender are ten times higher than the present rates of BB Mtce and important point is that the amount of such AMC for BB Mtce is related to Revenue/earnings of BSNL in that particular SSA @ 3% of annual Revenge.

·      One can understand what will it benefitted to BSNL and to vendors if revenue of BSNL increases and how the vendors having direct approach at BSNL CO will respond to these tenders and how they will neglect works by giving sub-contracts to small vendors and how the money of BSNL will be looted. When there is acute shortage of materials for maintenance stores like EPBT, UG Cables, Jointing Kits and none of issue is being taken care by BSNL Management to proper depth except assurances that ample store is available, then what will be use of the outsourcing of mtce of UG cables that to be to in centralised manner to selected vendors, needs serious investigation and review for better future of BSNL.

2 FEB 16:  Com. W. Sheshagiri Rao Amar Rahe!!!!!  Com. W. Sheshagiri Rao takes Heavenly Exits:  

·      Comrades throughout India are murmuring on sudden exits of Com. W. Sheshagiri Rao. It is impossible to believe that the man who addressed the Circle Conference of SNEA Maharashtra with full humour and enthusiasm on 24/01/2016 is no more within seven days of time.

·      The last rites of Com. Rao were carried out at Bengaluru in presence of SNEA comrades and leaders from different part of Country at 1600 hrs on 01/02/2016 and Com. W.S. Rao takes final & Heavenly exits with great and highest respect from SNEA comrades and with slogans Com. W. Sheshagiri Rao Amare Rahe, Com. Rao, Long Live, long live.

·      Com. W.S. Rao who retired on superannuation from Office series in Year 2005 but was never retired from association service. After retirement for last twelve years and when he was age of 72 years in year 2016 also he was not retired from association activities and contributed to SNEA till last breath of his life and just before six days of his heavenly exit, he has attended the Circle Conference of SNEA MH in the same spirit as that of his earlier days. Throughout life, he has rendered his services to executives in DoT and then in BSNL in different capacities of office Bearers at District, Circle and CHQ. He has led TEOA in capacity of President from 1992 to 1994, then 2003 to 2006 and general Secretary from 1994 to 2006. His sudden departure has really created vacuum SNEA and everybody is of the opinion that no can take his place and Com. W.S. Rao, was one and only one to have such great achievements and personal touch with all comrades.

·      Com. W.S. Rao has space in minds and hearts of executives in BSNL and especially members of SNEA. Comrades expressed their feelings like they have lost their father in association, GOD of Executives in BSNL & so on. Whenever anybody has any issue and was not settled, he was approaching to Com. Rao and it was fact that Com. Raohas solution for every problem not only because he was leader for years together, but it was especially because he has concern about each and every member of SNEA. He has extended his helping hand throughout life and till last day he was in touch with comrades and he was pursuing such individual cases. He has put every drop of his blood for SNEA comrades and till day before his heavenly exit, he was pursuing for all such issues of SNEA Comrades.

·      Com. W.S Rao, the so called Mahatma of executives in BSNL, has enlightened life of each and every executive in BSNL. Everybody has feeling of lifetime loss as Com. Rao has personal touch with many of the comrades and he was mass leader of officers for years together. He has made so many personal scarifies for betterment of executives of BSNL, Group B status, Change of designations from JE to JTO with increase in basic pay, mass DPCs for different promotions, Absorption in BSNL as per predefined conditions, rather it was his initiatives which has made all of us to reach this prestigious life as compared with others. His role in revision of pay during each pay commission has been commendable and his visionary leadership has given much to all of us. He tremendous achievement cannot be expressed in words as it has every milestone achievement. His actions & achievements will be written in Golden words in SNEA history and history of Unions/Association in BSNL & DoT.

·      Com. Sheshagiri Rao has special attachment for SNEA Maharashtra Circle Comrades and he has never missed any CEC Meeting, CWC Meeting of SEA Maharashtra. He has visited about each and every SSA and that to be during difficult times when transportation was not such comfortable. He was not only attending the Conferences/Meeting but he was always available from start of the meetings to end of the meetings and has always taken special pains for growth of SNEA in Maharashtra Circle. He was especially present in our Circle Conference Pune for all three days and was present in house till completion of final step of election process and giving oath to newly elected office Bearers.  He has felicitated newly elected Office Bearers of SNEA MH and showered his blessings on this Circle Body. We were not aware that it was his last Conference and everybody is stunned to know now about the great address he has delivered in Circle Conference Pune and it was the final message of great Hero of SNEA Com. Sheshagiri Rao.

·      Comrades throughout Maharashtra have conducted Condolence Meetings today and paid Homage to their great leader and shred moment of sorrow by sharing their experience. Com. W.S. Rao has given us lot and we will have to work on footstep given by him. We will have to work hard to fulfil left out dreams of this great Hero, Father, Mahatma and God of SNEA and it will be true homage to the legend.

1 FEB 16:  With Deep Sorrow it is to inform that our beloved veteran leader Com. W. Sesahgiri Rao, is no more. In morning hours of 31/01/2016, Com. Rao was admitted in hospital and by 0100 hrs on 01/02/2016, he left for heaven as efforts of doctors failed to save his life. This is biggest loss to SNEA and its comrades.

       It’s shocking to all comrades of Maharashtra Circle who have  witnessed his address in Circle Conference Pune in his original style of motivation and guided house for unity of SNEA comrades and especially for focused approach for growth of BSNL. Last Monday 25/01/2016, he left from Pune and today after just one week’s time, all off sudden he has left for heaven.

       SNEA has lost its great leader who has always shown concern to its comrades, and who was actively involved in association activities till his last breath. SNEA MH pays homage to this great legend of SNEA, Com. W. Seshagiri Rao and prays almighty to give peace to the departed soul in heaven and courage to his family members and many of the SNEA comrades to overcome this saddest moment

 

30 JAN 16:  SNEA (I) MH Circle congratulates, Com. Smt. A.N. Phaltane, SDE Ahmednagar, on her superannuation retirement on dated 30/01/2016 and wish her & his family members “A Very Happy, Peaceful & Long Retired Life".

Com. Smt. A.N. Phaltane, SDE Plg Ahmednagar {9422220405} has started his carrier in Ahmednagar Telecom & has rendered services in different capacity of TOA, JTO & SDE in Ahmednagar & Raigad SSA. While working as SDE Planning Ahmednagar SSA, her work was appreciated by all in ERP implementation. Com. Smt. A.N. Phaltane, is very punctual & hard worker of their duties & is taking full responsibility of any given work. She is die- hard member of SNEA (I) and has always taken active part on all activities on the platform of SNEA (I) Ahmednagar. 

SNEA (I) MH salutes sincerity, dedication and affection Com. Smt. A.N. Phaltane towards BSNL and SNEA (I) and on behalf of thousands of Comrades of SNEA (I) Maharashtra Circle, we wish him and his family members “A Happy, Peaceful, Healthy & Long Retired Life”.

 

30 JAN 16:   CIRCLE CONFERENCE PUNE:     DAY- I:  22nd Jan 16, Post-lunch session: {Report by Com. S. A. Sarode, ACS East SNEA MH Circle continued}: After lunch, the delegates assembled again in the hall and the deliberations were started with the reports from Assistant Circle Secretaries.

Ø Com. S R Kalmegh, ACS East SNEA MH Circle while presenting his report congratulated the host branches Pune TD and ITPC Pune for taking initiatives to have a Circle Conference in the historic city of Pune and excellent arrangements made by the host branches. Then he congratulated all the COBs, DSs, CWC members from Vidarbha and Marathwada for their active support in various associational activities only because of which he was able to give justice to the post of ACS East. He updated the house that all associational activities in his area of jurisdiction were very successfully organized due to unconditional and vigorous support from these people. Com Kalmegh also congratulated Com. M S Adasul, CS SNEA MH Circle for his numerous achievements including Executive TFR policy, achieving record break membership, timely intervention and resolution of ERP issues, declaration of Gadchiroli and Sindhudurg as AI Soft tenure locations, provision of 3G facility to all executives of MH Circle, strong oppose to Deloittee committee recommendations, diversion of SGSN traffic to Chennai, resolution of ITPC transfer issue. He also thanked CS for daily update of SNEA MH Circle website and keeping members up to date thereby making all members prompt and alert for various activities related to their services as well as association. He praised the calm, quiet and patient approach kept by the CS and his team while facing very difficult NCSC case and explained how the team of Maharashtra remain united when such fake charges were imposed on the top leadership of SNEA. He thanked all SNEA comrades for their unconditional support on the matter only because of which all leaders got exonerated for charges. Further he congratulated the CS MH Circle for raising various requirements of stores at various occasions and thus getting ample store including battery sets, UG Cables, laptops for mobile maintenance teams. But added that still there is much more requirement of store items and updated the house that so many leased circuits are pending due to non-availability of MLLN Modems, there is no availability of drop wire for LL maintenance work and TSF kits for cable jointing. He appealed the management for the early fulfilment of these store items so that quality and timely services can be rendered to our esteemed customers. He further narrated the house about the incident of land encroachment that happened in Amaravati where a big portion of land of BSNL was encroached by one builder cum MLA. He narrated how Joint Action Committee Amaravati and SNEA Amaravati in particular took timely initiatives under his leadership and had a meeting with local management, Collector of Amaravati and Supdt. Of Police at Amaravati and saved Crores of Rupees of BSNL. Further he stressed upon the requirement of full time SSA heads for various districts of Vidarbha and Marathwada and particularly at Chandrapur which is very important for quick decisions and actions on the part of management and further development of the SSA. He added that the recent schemes launched by BSNL like Free Night calling and Free roaming are attracting the customers but added that there should be more number of free calls for LL plans so that more lucrative offers can be given to customers. Further, he added that the tariff of various plans need to get revised and it is a requirement of time. He stressed upon the optimization of GSM mobile network and various mobile services. He added that the data speed of GPRS, EDGE, 3G services needs to get upgraded and hence added that there is a great requirement of bandwidth which can be fulfilled by upgrading existing transmission systems.  While touching CHQ related issues, Com Kalmegh added that SNEA works on policy and force management to follow the standard framework of various policies.  He congratulated Com. M S Adasul for getting elected as Dy. GS unanimously at SNEA CHQ.  While defending the issues of Comrades of Vidarbha and Marathwada, he urged SNEA CHQ to consider and resolve the transfer related issues of LDCE qualified SDEs in sympathetic way and insisted to immediately resolve such cases. He added that the issues of Direct Recruits including 30% superannuation benefits, Rule – 8 transfers may be given priority and hence may get resolved immediately. Finally, he gave best wishes to the SWAS program initiated by the CMD BSNL and appealed the august house to cooperate fully on the matter. He gave his best wishes for the timely implementation of 3rd PRC.

Ø Com. S R Bhise, ACS West SNEA MH Circle in his brief report thanked for giving an opportunity to address the house. He praised the way with which Com. M S Adasul handled all the associational activities and increased the faith of the comrades in SNEA. He praised for increasing the membership beyond 3000 and elaborated how he was successful as ACS West MH Circle by actively participating in various activities like CECs, District Conferences & GB Meets and also calls given by SNEA CHQ. He added under leadership of Com Adasul association has flourished more & more and now MH has a single voice of Com Adasul which is proudly obeyed by all comrades of MH Circle. Com. S R Bhise ACS West added that as per the instructions of CS, he has launched the WhatsApp group for all COBs, DPs, DSs by the means of which many issues which require immediate attention of office bearers are conveyed and worked out very efficiently. Finally, he thanked the house for giving him an opportunity to work as ACS West and extend his active participation in association activities.

Ø Com. V B Kokate Vice President SNEA MH in his speech congratulated Team SNEA Pune and ITPC for very nice arrangements in all respects including transportation, accommodation, selection of very nice venue etc. He praised the efforts of Pune team for coming forward and having such a wonderful gathering. He shared his experience of work with Com M S Adasul, CS MH circle and Com S V Bhad, CP MH Circle and updated the house that tireless and sincere efforts of Comrade Adasul has strengthened the association in MH circle and updated that due to his special qualities even SNEA CHQ changed the constitution at AIC Jaipur and made Com Adasul the very first Dy GS of the association. He further narrates that he never has seen such a dedicated leader in last 20 years of associational experience.  While concentrating on development issues Com. Kokate mainly pointed out the immediate requirement of one BNG and one MPLS PE router for Ahmednagar SSA. He updated house that due to non-availability of these high end equipments, the BB subscribers of the area are badly affected, moreover many leased lines are pending. He also updated that it is not possible for the SSA to switch over to NGN technology due to non-availability of MPLS edge router and appealed the CS to look into the matter to fulfil the requirement soon. He also appealed CS to fulfil the requirement of DXC expansion at Ahmednagar as more than 100 new leased lines are pending with the SSA. He thanked the Circle management for fulfilling the minimum requirement of battery sets and updated house how vigorously SNEA MH Circle under the leadership of Com Adasul pursued for the issue since last Goa Circle Conference in sept-2013. But he added that still more number of battery sets are required as almost all sites are being deployed with only one set of battery and many other sites are yet to get even a single set. He updated the house that because of the fulfilment of battery requirement now up time of our BTS sites is increases and it is further resulted into the savings by the means of less diesel consumption by DG sets. He congratulated CMD BSNL for taking good initiatives like SWAS program, but updated that such programs will be successful only if the requirement of store items like drop wire is fulfilled on priority. If fulfilled, he added, it will lead to more customer satisfaction and definitely there will be a considerable growth in LL / BB segment. He also updated that Circle management now has delegated the power to SSA for the purchase of items like tape and Jelly and requirements of these items can now be fulfilled locally. He requested to delegate the power in similar way to procure U-Y Connectors, modular strips for early restoration of cable faults and further added that CGMT MH Circle has found it justified while his visit to Shirdi at Ahmednagar. On revenue and profit matters Com Kokate added that to have more and more revenue we should concentrate on curtailment of our operational expenditure. He put the example of Ahmednagar SSA and updated the house about the activities that are being carried out like, conversion of MSUs to RSUs, RSUs to AN-RAXs, Master-Slave AN-RAXs to Master only AN-RAXs, closing of BMs from MBM switches, BM Compression, Downsizing of Engine Alternators, closing of AC Plants etc. So he updated that by doing so Ahmednagar SSA is saving up to Rs. 42 Lakh per year.

Ø Com. Sachin Sarode, Jt. Secretary Vidarbha SNEA MH Circle while addressing the gathering, updated the house that HR and development are the two sides of a BSNL coin and this precious coin needs to be kept in proper shape for jingling melodiously. He updated that SNEA is the only association which can keep this coin in proper shape by the cooperation of management. He added we can’t ignore on any front if we want to progress further and make positive growth, hence updated that we have to keep optimum balance of HR and development requirements. While elaborating his role as Joint Secretary Vidarbha he informed about the opportunities given by association to handle various issues and his contribution thereby.  He thanked Circle Secretary and his team for visiting all districts of Vidarbha every year and extending moral support to the members of all 9 districts of Vidarbha. He updated the house that only because of the support of Maharashtra SNEA comrades and CS SNEA in particular, the issue of EPF was successfully streamlined and resolved before any other circle in BSNL. He informed the house that only because of the proper inputs on time, 1 out of 6 BNGs at Kolkata was successfully diverted to Nagpur. In this regard he added that, if the requirement of BNG which is persisting right now for many other districts of Maharashtra, was possible to get fulfilled if it was raised at right time because only due to the inputs from SNEA MH Circle total 5 BNGs from Kolkata were diverted to various circles of BSNL. Thus, only because of our inputs four more Circles were benefited including Maharashtra. He further added that he was successful to fulfil the requirement of one BB Tier-II switch of Buldhana SSA in very short time by diverting it from Chandrapur to Buldhana for BNG traffic migration activity and cascading of OCLAN switches. On activities related to association, he added he was very successful to organize various tours of Circle President, Circle Secretary and other COBs at various districts of Vidarbha and added that only because of the love and affection of CS towards Vidarbha it was possible to arrange the tour of CHQ leaders at various districts of Vidarbha. He praised his vibrant team of 9 districts of Vidarbha and praised all DS of Vidarbha for their active support on every matter taken by association. He praised Com. N S Gadre, CWC members along with DS Yavatmal Com. Suraj Bansod for arranging a grand successful CEC at Yavatmal in April-2014. He reminded the promise made by top CHQ leaders for declaring Gadchiroli a hard tenure location and insisted for early action in this regard. He further added that the problem of traffic congestion at Gadchiroli SSA is not resolved by the implementation of LWE project as the BSC is dedicated for the LWE project BTSs and these are the BTSs other than the commercial BTSs deployed by BSNL. He added that the GSM traffic of Gadchiroli is better and much more as compared to many bigger SSAs and hence the requirement of one GSM BSC of make ‘Alcatel Max’ may be fulfilled immediately to increase mobile revenue share for Gadchiroli in particular and for MH Circle in general. Then he narrated the incident that happened at Bhandara SSA where one executive association spread rumours about dissolution of Bhandara SNEA Branch. A false news in this regard was spread and it was intimated that the SNEA DS of that time along with his all members has left the association and has joined “that” association. So considering the need of time as directed by Com CS, he arranged one General Body meet at Bhandara SSA which was attended by all prominent leaders of Vidarbha region and increased the Bhandara membership for undoubted majority to give right answer to the mischievous act of “that” association. Also updated that now Bhandara branch is very stable and is doing very well with the membership of about 41 members out of 54 posted executives. Finally, he thanked Com. S V Bhad, Circle President for giving an opportunity to present his report.

Ø Com. V J Bhandirge, Joint Secretary HQ SNEA MH Circle explained his very good experience with the Vibrant team of SNEA MH Circle and Com. M S Adasul, CS in particular. He updated the house that in his very smooth tenure of last three terms he issued about 660 transfer orders of the executive which was only possible due to timely intervention of SNEA and that also by suitably fitting all cases in the transfer policy norms implemented by MH Circle. He further added that being a staff section executive of Circle office there was a great responsibility on his shoulder not to become biased to any association but to give justice to each and every individual case. He added that SNEA was never biased for any individual on HR related issues. He added that he got the opportunity to play a very vital role while dealing with HR related activities like uploading quarterly request transfer waiting list, SSA wise justified and sanctioned strength of executives, allotment of NOCs for the issue of passport to executives. He further added that he in coordination with Com Adasul tried to work out maximum grievances & that also very satisfactorily.

Ø Com. Yogesh Bhongale, Joint Secretary Konkan SNEA MH Circle while addressing the house demanded for early implementation of 30% superannuation benefits for DR executives. He insisted the CHQ leaders to pursue the issue to get complete 30% of the benefits. He further demanded for early declaration of JTO to SDE LDCE results and conduction of TTA to JTO LICE. Considering the inconvenience observed by the SSAs of western Maharashtra he also demanded for the TERM cell office at Pune for CAF verification. To increase the demand of BB connections among the people who want to take BB connection without landline connection, he suggested that BSNL may think to launch suitable plans. Further he touched various issues like early role out of GSM phase -8 Project, replacement of faulty and poor quality Teracom modems, replacement of faulty FWPs, installation of 3G node-Bs at all SDCA headquarters. Finally, he added that it is very difficult to manage small modifications in subscriber database of CSR software like the name change of married female subscribers and to avoid such complexities he suggested the need of little flexible provisioning software.

Ø Com. Mukesh Wadhwani, Joint secretary Kalyan SNEA MH Circle while submitting his report informed about his efforts in very important task of daily updating SNEA MH circle website which is a great tool of interaction with all comrades of SNEA MH circle. He added not only the members of MH Circle but members from all over the India observe the website of SNEA MH circle for latest updates. So it has become very popular. Further he narrated the house about the resolution of Security Deposit refund issue of DR JTOs in which he played very active role till settlement of the issue.  He also explained his role on demanding E1+5 increments for the JTOs recruited after year 2007 and 2008 batches.

Ø Com V P Sanap, Joint Secretary Marathwada SNEA MH Circle in his very brief report praised the working of Circle Secretary and added that due to very active and quality DS at Marathwada region along with very dynamic CS at Center his job is very limited and he is satisfied with the resolution of various issues of Marathwada comrades.

Ø Com. S M Sahare, Joint Secretary NRU SNEA MH Circle during his report added that the concept of the post of joint secretary for Non-Recruiting Units(NRU) came into an existence only because of the great vision of the Com M S Adasul which provided a tool to handle the very genuine issues of the comrades from various wings like WTR, WTP, ITPC, Civil and Electrical. He added as the issues of these comrades are little different from the telecom wing comrades such post was very much necessary to increase the level of confidence and work satisfaction among these executives and due to tireless efforts of Com Adasul the fruits are coming very sweet. He added that recently it was possible to open a branch of Civil and Electrical wing at Circle office Mumbai which has got the initial membership of 35 executives, but very soon it will cross the half century due to right directions given by Com CS. On development matters, he stressed for the immediate action by management for the rectification of frequent cable cut problems occurring in NFS project and demanded to impose of penalty on the culprits of cable damage.

Ø Com S C Vete, CWC member, SNEA MH Circle at Goa in his brief address thanked CP for giving an opportunity to express his views. Com Vete shown his concern over the delayed results of JTO to SDE LDCE examinations and expressed that artificial problems like various court cases are creating obstacles in the path of speedy carrier progression of competent executives.  He further stressed upon total internal recruitment for MT and DGM cadres and demanded association to take legal actions in favour of its members. He added it’s a need of time to have quick promotions for competent executives to give right direction to the growth of BSNL.

Ø Com. M P Pandhare, CWC Member SNEA MH Circle from Nagpur raised the very genuine issue of first time bound promotion for the executives of 1993-94 batch and added that every executive must get first TBP in four years uniformly and not in five years or six years. Com. Pandhare explained how leasing out of towers owned by BSNL is very significant and how BSNL can earn the revenue of Crores of Rupees every year.  He updated that leasing out of one GBT makes the revenue of Rs. 35000/- per month against feasibility charges (rent of the site) and additional Rs. 15000/- per month against energy charges. In case of RTT he updated that these figures are Rs. 21000/- and 15000/- per month respectively. In both cases these are the figures for first year with annual increment in rent of 2.5%.  He further updated that there is a provision to share a single tower with multiple operators if required and informed that there is a locking period of Seven years if any private operator enters into an agreement with BSNL. Thus added that MH Circle, if fulfils the complete demand of private operators of 400 towers, can earn a handsome revenue and can early come in profit. He also demanded for the deployment of 3G node Bs at all SDCA headquarters.

Ø Com. R S Kolapkar, CWC Member SNEA MH Circle from Aurangabad updated upon the MNGT (MPLS-based Next Generation Transport System)/ NGN project that new PE Routers are coming shortly and thus almost all SSAs can clear their waiting lists of pending MPLS VPN circuits. He by giving   the example of conference of Vigilance Officers at Aurangabad added that CVO has put severe objections on unused and idly laid store materials. So he suggested that while placing tenders they should be placed as Supply, Installation, Testing & Commissioning (SITC) and only after SITC reports bills should be released. He further added that BSNL should display the list of blacklisted, bidders on Intranet portals which will be helpful to avoid further complications and legal actions.

Ø Com. G G Karape, CWC Member SNEA MH Circle from WTR Nasik expressed his views on the working of CS Com Adasul and explained how association flourished at various divisions of MH Circle. He added only because of increased membership he got an opportunity to become sixth CWC member of MH Circle since last Circle Conference.

Ø Com. N S Gadre, CWC Member SNEA MH Circle from Yavatmal in his report congratulated for very successful organization of 6th Circle Conference at Pune. He further reminded very successful organization of CEC Meet at Yawatmal in April-2014 which was attended by SNEA CHQ President Com. Jogi and GS SNEA Com K Sebastin and all CoBs, DSs, CWC Members of MH Circle along with Com. S V Bhad, CP SNEA MH Circle and Com M S Adasul, CS SNEA MH Circle where GS SNEA assured for the retention of all “out of Circle” posted LDCE qualified SDEs of Yavatmal SSA at Yavatmal itself but not fulfilled the promise yet. He informed the house that his recent visit to Delhi got in vein due to negative approach of CHQ. Hence, added that such happenings at CHQ demoralize the common members and Circle leaders remain in no position to answer the members.

Ø Com. S. P. Sonawane, CWC Member SNEA MH Circle at Pune, Com. V R Choudhary, Jt Secretary Pune SNEA MH Circle and Com B N Kore, Jt secretary South SNEA MH Circle, all TRIO leaders being the members from host branch were very busy in various arrangements and their respective committees and hence did not find time to express their view. No doubts, that this TRIO has done ‘n’ number of things for strengthening of SNEA and have lot of to report to House, due to their engagements in Preparation of Circle Conference in capacity of Chairman of different Committees, house could not listen their valuable speeches.

Ø Though the reports from all above COBs and CWC members took a time beyond 1800 hrs in the evening the patience of the audience in the hall was quiet appreciable as everybody in the hall was listening very actively and was participating the deliberations one after the other.

Ø After the reports from various COBs and CWC members Com. S. V. Bhad, Circle President, called the names of various district secretaries one by one to present their reports and share their views on HR and development matters. Discussions on various brain storming issues took place. These DS reports were also continued on day 2 of Pune Circle Conference till the beginning of open session in which all  DS have submitted their reports.

28 JAN 16:   HIGHLY SUCCSSFUL AND SPECTACULAR CIRCLE CONFERENCE OF SNEA MH CIRCLE AT PUNE:   {Report by Com. S. A. Sarode, ACS East SNEA MH Circle} As notified by Com. M S Adasul, Circle Secretary SNEA MH Circle, Sixth Circle Conference of SNEA MH Circle was very successfully organized at the Auditorium of Progressive Education Society, Modern College, Shivajinagar, Pune from 22/01/2016 to 24/01/2016.

ü This Circle Conference was highly successful in all respects due to well-disciplined and organized efforts of all SNEA MH Circle comrades in general and due to the whole-hearted efforts of comrades of SNEA Pune Telecom District & SNEA ITPC Pune in particular.

ü The entire proceedings of Circle Conference were nicely arranged by team SNEA Pune & ITPC Pune   under the able leadership of Com. Bharat Sonawane DS SNEA Pune and Com. ü This spectacular Circle Conference was attended by all Circle office bearers, All District Secretaries & Delegates & Observers of various districts of MH Circle. The Exhaustive Report of this three days Sixth Circle conference is as below:

DAY- I :  22nd January,2016, Pre-lunch session: The Day-1 started with the hosting of SNEA Flag high by the hands of Com. S. V. Bhad, Circle President SNEA MH Circle at 10:30 Hrs in highly enthusiastic environment with shouting of Slogans like SNEA Zindabad, BSNL Zindabad. Then the mass gathering of SNEA comrades along with Circle/CHQ Leaders present assembled in the Auditorium of Progressive Education Society, Modern College, Shivajinagar, Pune-5.

Ø The deliberations started with the Dias formation and all COBs/CWC Members were escorted to dais by Host branch comrades.

Ø Before start of proceedings house observed Two minutes of silence in the memory of departed souls including SNEA comrades who have left to heaven. 

Ø The proceedings started with the “Deep Prajwalan” by hands of CWC Members, COBs and especially by Com. A.R. Mananai, Ex VP SNEA CHQ, Com. V.M. Wankhede, Ex AGS SNEA CHQ, Com. M.B. Sangle, Ex JS (W) SNEA CHQ.

Ø Thereafter, the host branch SNEA Pune & SNEA ITPC Pune gave warm welcome to all COBs (Circe Office Bearers), CWC (Central Working Committee) Members by the hands of District Office Bearers of host branches with beautiful bouquets.

Ø Then house felicitated Com. A.R. Mananai, Ex VP SNEA CHQ, Com. V.M. Wankhede Ex AGS SNEA CHQ, and Com. M.B. Sangle Ex JS (W) SNEA CHQ by offering Shwal, Shriphal and beautiful bouquets and recognized dedicated services rendered by “TRIOS’ for the comrades of SNEA MH Circle during their CHQ Tenure of more than three years and their helping hand for strengthening SNEA Maharashtra.

Ø In the welcome speech, Com. Bharat Sonawane, DS SNEA Pune gave warm and grand welcome to all COBs, CWC Members, CEC members, Delegates and Observers from different corners of Maharashtra Circle. He further added that his team of SNEA Pune & ITPC Pune has made best possible arrangements for execution of 6th Circle Conference even though it is costliest location of Pune City. He explained the details of arrangements made by his team and request for kind co-operation from all for grand success of 6th Circe Conference. He updated the gathering about the various committees formed for the successful execution of Circle Conference and assured for the comfortable stay of all comrades assembled from every corner of MH Circle. For Circle Conference Pune He urged the gathering for co-operation and assured prompt delivery of services by the host branch. He conveyed thanks to Circle Secretary for showing faith on Pune Comrades hosting 6th Circle Conference at prominent location Pune and giving opportunity to listen deliberations of Circle Conference to all comrades of SNEA Pune & SNEA ITPC Pune.

Ø In Opening Remark Com. S V. Bhad, Circle President SNEA MH Circle, gave warm welcome to all Delegates/observers and conveyed thanks for such mass representation of all 35 Districts along with enthusiastic delegates and observers. Further he conveyed thanks to the august gathering for his successful hat-trick of tenure as a Circle President of mightiest Circle of SNEA throughout the BSNL. He informed house about his journey as CP which started after the 3rd Circle Conference at Jalgaon. He informed the house how SNEA MH Circle flourished with the largest membership from 1600 in the beginning to 3000 plus till date during his tenure. He also updated the house that except CGM rank officer, now SNEA MH Circle has members from every rank/cadre including PGM, GM, DGM, DE/CAO, SDE/AO and JTO/JAO and from each and every wing including Telecom, Civil, Electrical, Accounts & Finance, WTP, WTR, ITPC, DNW & inspection circle etc. He also reminded the august house about the successful conduction of SNEA All India Conference at Nanded in the month of March-April 2012 under his leadership which is yet remembered for an exclusive video conference with Shri Sam Pitroda, then Technical Advisor to Prime Minister of India. He updated the gathering how MH Circle was successful to grab three prominent posts in CHQ body at this All India Conference which was never possible earlier and may not be possible in future also. He also updated the house that he is the only Circle President of SNEA MH Circle for organizing three very successful Circle Conferences of MH Circle and thanked the comrades of MH Circle for their love and affection towards him. Then he reminded about the resolution of MH Circle for making Com. M S Adasul, the General Secretary at 29th AIC at Jaipur and regretted that MH Circle has compromised on the post of Dy. GS for Com. M S Adasul and elaborated house the reasons for such last minute compromise. He updated the house that the MH Circle management has full faith in SNEA for HR as well as development activities and because of this MH circle has gained a lot in various verticals. He appealed the comrades in August House to have peaceful discussions during the Circle Conference proceedings. He informed that just to give maximum time to District Secretaries and Delegates the formality of Pre-CEC Circle Conference, which is normally taken care to avoid disputes among COBs, CEC/CWC Members & DS on different activities and as being confident about nonexistence of any such differences, CS has requested him to go ahead directly with Circle Conference deliberations and has agreed for that and appealed house to confirm it during approval of schedule.

Ø After Opening Address Com. S V Bhad, CP SNEA MH Circle put forth the agenda/schedule of the 6th Circle Conference for correction/modification if any and approval thereof. The house approved entire schedule of three days’ proceedings of Circle Conference Pune without any modification/ corrections and with loud claps.

Adasul, CS SNEA MH presented his report for SNEA Maharashtra activities from Sept 2013 to Jan 2016 and put light on different achievements of SNEA MH and put forth map of further course of action to be taken by New Circle Office Bearers to be elected in Circle Conference Pune.

Ø Com. M.S. Adasul, CS SNEA MH narrated house about the efforts taken by JAC MH for liberal contribution to Chief Minister’s Draught Relief Fund and how it is struck up due to reluctance on part of some association leaders. He narrated the drought situation of Maharashtra state and appealed house to come forwards for giving helping hand to Draught affected farmers and respond positively to our social responsibility.

Ø Com. Adasul individually announced contribution of Rs. 5000.00 towards this fund and appealed the august gathering for being generous. He informed house that this will be liberal contribution and added that it will be most important step towards social responsibility if this Circle Conference resolves for liberal contribution on platform of JAC MH or on individual platform of SNEA MH for same as the case may be, but appealed that everybody should come forward and contribute liberally. 

Ø Before presenting his report CS SNEA MH announced that in response to draught situation, it has been decided not to Print/Xerox copies of Circle Secretary Report and not to give and accept any momento during this conference and appealed that by such savings and by individual contributions, SNEA MH will contribute minimum Rs. 1,00,000.00 (Rupees One Lakh Only) to Draught Relief Fund of Chief Minister Maharashtra State. The entire house responded this announcement with loud claps and confirmed their social responsibility. 

Ø As report was not printed, it was sent to all DS, COBs, and prominent delegates by email and through WhatsApp in different Group and all the comrades in the house also responded positively with electronic copy of CS Report.

Ø In his marathon exhaustive report of 45 pages, Com. M S Adasul touched each and every development issue as well as HR issue that SNEA MH Circle observed as successfully resolved in his glorious regime of consecutive third occasion.

Ø At the very outset he begged the pardon of all SNEA MH Circle Comrades for holding Circle Conference late by three months but updated house about the very genuine reasons for delaying the Conference including the reason of 29th All India Conference of SNEA at Jaipur in the month of August-2015 and further non-availability of suitable and economical venue for conduction of Circle Conference. He thanked Com. Bharat Sonawane, DS Pune for coming forward and taking responsibility on his shoulders. He also thanked the entire team of Pune TD and ITPC for successful holding of the Circle Conference.

Ø Further he congratulated leaders and comrades from Goa, Yavatmal, Solapur for successful holding of Circle Conference and CEC in his last tenure as Circle Secretary. He reminded the house about the success of 5th Circle Conference at Goa thereby yielding the 3G facility to all the executives of MH Circle and that also before   two years bestowing the facility by BSNL CO to all other Circles. He reminded the house for his success in declaration Gadchiroli & Sindhudurg as All India Soft tenure locations for MH Circle. Further he demanded for the declaration of Gadchiroli as All India Hard Tenure location. He updated the house how in his tenure SNEA at MH Circle got strengthened and crossed the magical figure of 3000 executive’s membership. While touching HR issues he reminded the gathering about the efforts of SNEA MH circle for regularizing executive transfer policy, confirmation of executives in JTO cadre, refund of Security Deposit of JTOs, issues of absorbed BSNL officers, retention of LDCE passed executives in MH Circle, settlement of various ERP related issues including the issue of temporary advance, timely issue of Form-16, counting of stay in soft tenure stations for All India long stay list, posting at home SSA after completion of AI Soft Tenure, scrapping off the looking after arrangements in various cadres, addition/modification of Circle level tenure stations, five increments to Physically handicapped JTOs,  efforts for stopping misuse of immunity on long stay transfers, efforts for more transparency in transfer posting, advance action for issuing tenure transfer orders, Counting MTNL stay in ‘out of Circle’ long stay, Relieving of executives through ERP, transfer policy for non-tenure and unpopular stations, Rule 8 transfer cases, regularization in the preparation and circulation of transfer waiting list in all wings of BSNL, posting of CAO FC Mumbai for proper functioning of FC section, frequency of Circle Tenure Transfers, Requirement of TTAs and JTOs, issues of Officiating JTOs and their PH-I training, disparity in IQ allotment in different SSAs, formation of JAC and cordial  relations with other associations/unions in MH Circle, recovery of outstanding payments with DOT, settlement of welfare claims, oppose to the recommendations of Deloittee commission, settlement of EPF issue, recovery of illegal free calls granted on FSRTC, updates on NCSC case, malpractices in transfer posting at Pune, timely update of SNEA MH Circle website and retirement news, retention of DEs in MH Circle on their regular promotion, Transfer and  postings in Civil/Electrical wings and ITPC Pune, revised reporting structure of SSA heads etc. 

Ø On development issues he touched the issues of persuasion for finalization of different tenders, diversion of BNG at Nagpur for better broadband services at Vidarbha, launch of MKS CUG plan, replacement of life expired battery sets, GSM BTS cards, allotment of laptops for exclusive use of GSM maintenance teams in field units, free calling from Landline and free national roaming, special efforts by various SNEA teams on development matters.

Ø On association and organizational activities, he explained the sky touching growth in SNEA membership in MH Circle, special efforts for the growth of accounts and finance and other wings membership, success at Jaipur All India Conference. He thanked all the comrades for felicitating him after unanimous selection as first ever Deputy General Secretary of SNEA. Then he proudly explained the launch of very informational executive diary by SNEA MH circle for last six years which is evenly appreciated by other executive and non-executive associations.

Ø Finally, he thanked entire SNEA team members from the top CHQ leaders to bottom common members of various divisions for showing immense love and faith in him only because of which he was successful throughout his tenure of three consecutive terms of Circle Secretary.

Ø After the detailed report of Com. M S Adasul CS SNEA MH at 1445 hrs house has short break of half an hour for lunch.

Ø In afternoon session which started from 1515 hrs and concluded at 2145 hrs, all Circle Office Bearers, CWC Members, some of DS presented their reports and shared their mind blowing ideas with the comrades throughout Maharashtra Circle.

He further conveyed that the situation of Battery sets and Spare /repaired GSM Cards has been improved but needs more to overcome present difficulties. Efforts. He elaborated house about persuasion of Local transfer issues and its settlement. He specially congratulated Shri. Ravi Kant, GMT Sangli for his initiatives for growth and development of BSNL Sangli by motivating all the officers & Staff in Sangli. He mentioned that when all others are asking only about results and achievements, GMT Sangli is taking care of the difficulties faced by the concerned comrade first and then asks about the achievements of targets.

Ø Com. N.G. Khondu, DGM Sangli, addressed house and his brief speech he appreciated work of Com Adasul as CS and wished for future work as Dy GS in Delhi.

Ø Com S.R. Bhise, ACS(W) SNEA MH in his address Brief about working pattern of Com Adasul as CS and how Com Adasul worked himself in system not in symptom and made all the comrades to work in like him. He explained the works taken care by SNEA MH and how the DS & Circle Office Bearers are very active and in touch with each other. He specially mentioned style of Com. Adasul to keep his team very active by giving courage by resolving all issues of all Districts. He reminded the important principles followed Shri. Chatrapati Shivaji Maharaj and Bharatratna Dr Babasaheb Ambedkar for their followers and how the many of principles are being followed by Com. Adasul while leading SNEA MH for consecutive three terms. He gave brief idea about his interaction with Com. Adasul since his introduction in 2008 and journey of Com. Adasul from his home town Kadegaon in Sangli District to New Delhi.   He gave brief idea about the AIC Jaipur and how strongest unity of all the comrades of SNEA MH have compelled CHQ leaders to amend the constitution of SNEA and Com. Adasul has been given special and respectful position as DyGS at SNEA CHQ. He also raised concern over the draught situation in Maharashtra State and stressed need to something for improvement of condition of farmers. 

Ø Com. S.V. Bhad, CP SNEA MH in his special style addressed the gathering and gave brief idea of activities of SNEA MH. He appreciated the work of Shri Ravi Kant GMT Sangli and his efforts in keeping the officers and staff of Sangli SSA encouraged and highly motivated. He shared his experience since introduction of Com. M.S. Adasul as AGS SNEA CHQ and how the day night efforts of Com Adasul has fruitfully resulted by increase in SNEA membership from 1500 to 3000 at present. He added that when every Circle and every association is facing heavy reduction in membership due to retirement /transfers only membership of SNEA MH has increased sharply and now reached double. He mentioned with pride that Com Adasul knows more than 80 % of SNEA members in entire Maharashtra and attends all the calls of all members at any time and his efficiency as CS is more than 100%. He added that since 2009 when he as CP & Com. Adasul as CS have taken over SNEA MH, they have given first priority for BSNL development works and continues in same spirit with recent resolutions of allotment of stores procurement of Battery sets, Spare GSM Cards, allotment of brand new laptops for field units, Diversion of SGSN/GGSN Traffic, procurement of SGSN/GGSN for entire west zone and so on. He narrated about status of standard pay scale officers work and 30 % superannuation for BSNL recruited staff /officers, initiates by SNEA MH and settlement of EPF related issues of all comrades in Maharashtra Circle, efforts taken for regularization of Offg JTOs and their Phase I JTO Training etc. He explained the absorption issue, terms & conditions and strategic initiatives by SNEA CHQ and its fruitful results being enjoyed by all today. He added New CMD BSNL is taking positive action and is taking BSNL towards correct direction as BSNL has recorded profit Rs 672 crore and in days to come situation will improve. He elaborated about inauguration of 4G services by BSNL at Chandigarh. He added that SNEA CHQ is taking efforts for constitution of 3rd PRC and assured for concrete steps on platform of SNEA. While concluding his speech he conveyed thanks for inviting him and for presence of such huge gathering for special GB meeting of short notice of just two days.

Ø Shri. Ravi Kant, Sr GMT Sangli in his address conveyed Greetings for New Year and to have successful & Happy New Year 2016 to all. He conveyed thanks to SNEA Sangli for such beautiful meeting and giving him opportunity to address all comrades on association platform. While welcoming Com. Adasul to Sangli, he appreciated Com Adasul as an honest and best CS in the country. He also wished to Com Adasul that he will continue to work in his style in Corporate office not only for MH but for all India. He appreciated works of SNEA Sangli branch and welcome them for any discussion on HR as well as development issues. He stressed for unitedly work in present Completive scenario. He narrated the problems faced due to non-finalization of tenders and stressed for timely action in finalization of tenders. He narrated efforts being taken for BTS installation works, and maintaining maximum uptime for all the BTS. He added that his BTS team is in need of One more laptop, but same is not allotted after repeated requests and persuasion. He added that with more stress on intellectual Marketing skills, all the dreams of BSNL will be achieved. He specially mentioned that Nice Presentation is required by everybody and our work should reach to the customer. He congratulated all for special efforts on SIM Sale and for highest position of Maharashtra Circle in SIM sale MH all over India. He added that BSNL is with Govt of India and doing its best. He apprised house about the contrition of BSNL during natural calamity and quoted examples of natural calamities in J&K, Uttrakahand, Andhra Pradesh etc. He shared his experience while in BSNL CO for collection and handing over DSPT during calamities in Uttarakhand and how it benefitted the affected public and how the faith on BSNL has been increased due to such strong initiatives.  He added hoe BSNL has given Free STD services during disaster period. While talking on improvement of rural services he stressed for compensation of losses in rural services.  He mentioned that Monitoring should not be required on anybody and one should contribute on his own. He congratulated Sangli comrades for fastest installation of Phase VII BTS. He expressed that no one can stop our positive working nature. He appealed to all change the attitude and appealed not to criticize to any BSNL scheme and compare with private operator. He specially mentioned that any scheme highlights in first 3 days only and hence we all should take maximum benefits on first three days so this positive results continue over mass support. He mentioned that the Marketing team means from PM to GM and everybody should be its part.  He apprises house about silent worker and its result for BSNL. He appealed all not to keep any problem with them and forward it to higher officer to get proper solution and specially mentioned that he is ready to solve any problem, but it should reach him in time. If one keeps on holding/hiding the problem, small problem becomes big and it became difficult to get solution for it. He mentioned that Good Leader never shouts & never criticize and he should be always force of motivation for all. He stressed for united efforts as good Team for growth of BSNL and mentioned that if BSNL grows, everybody will grow along with it and concluded his highly motivational and encouraging speech.

Ø Com. M. S. Adasul, DyGS SNEA CHQ in his address conveyed thanks to all comrades of his home town district for grand felicitation and specially mentioned to have such grand felicitation form his home town District. While mentioning experience shared by comrades of Satara, Kolhapur and from Sangli comrades about working style of GMT Sangli, and specially appreciated his positive attitude and special approach to ask difficulties faced by staff & officers before asking for achievements of targets.  He mentioned that Western Maharashtra and specially Sangli District is having special impact of action of Shri. Vasantdada Patil and Karmveer Bhaurao Patil and reminded house about their special contribution to growth of this area. He conveyed new year greetings with hopes that let all wishes of everybody present in the house be completed in year 2016. He shared his experience of working as JTO, SDE with remarkable examples and stressed for continuous cordial relations with different departments. He added that we all should know the importance of BSNL Land Line, Broad Band and though it is not possible to keep update knowledge of all, one should help customer by taking/directing him to expert from BSNL in that field in case he/she is not in position to help in that particular case. He shared difference between technical approach of BSNL officers in earlier days and present approach and how it is great technological loss to BSNL and how BSNL is wasting crores of money on AMCs of simple matters and how BSNL talent is being wasted just in compiling and consolidating different unwanted routine reports. He shared his expertise and BSNL staff and officer are being treated with respect by public and how he answers their queries most satisfactorily by contacting the experts in the said field.  He specially stressed to give satisfactory services to customers as unsatisfied customers are making negative impact on other customers as well as on overall growth of BSNL. He explained that many of personalities are giving their life earning and life for social services and we BSNL employees are lucky that we are being paid salary for giving such social services.  For better output officers have to keep his/her staff highly motivated and such motivated staff can do wonders for BSNL as well as for enlightening personal life. He stressed for punctuality in office and for Self-motivation & self-discipline while boss is not in office. He explained completion in market in getting job in BSNL and how we are lucky to have in BSNL. He elaborated about forthcoming Recruitment of TTAs & JTOs in BSNL he explained facts and reasons behind persuasion of medical ground request of Com. V.D. Bhede and its successful results. He explained the ideas to attract executives to Sangli SSA and elaborated that fear of posting to extreme rural areas of Sangli SSA has made negative impact on incumbent JTOs/SDEs to Sangli SSA. He gave brief idea about status of 3rd PRC, 30% superannuation benefits, standard pay scale, different court cases etc. He explained importance of Service with A Smile, (SWAS) and assured for pursuing matters of additional allotment of Battery sets and New/repaired GSM cards for Sangli. He firmly assured to get allotted one laptop for Sangli as demanded in the meeting. He elaborated facts about extra deduction of Rs 10,000 crore of BSNL and its refund from Income Tax & how it will be supportive in getting 3rd PRC. He also added about refund of spectrum charges. He stressed for special efforts on proper check of payment of. Electricity bills, Samudra Manthan for disposing off all Scrap in office/exchanges and adding its money to BSNL. He explained facts behind Hopeless Bhaskar Transfer policy in pick and choose manner and how continuous efforts of SNEA MH for justice to Finance wing comrades and how our efforts have resulted in cancellation of wrong transfers and how the finance wing officers will also get the benefits of uniform transfer policy equally for all. He appreciated efforts taken by some of SSA Heads are best GMs in Maharashtra. He explained that shortage of vacancies can be temporarily met through rearrangement of executives and assured to look into issue of posting of additional executives for Sangli SSA. While concluding speech, he conveyed sincere thanks and gratitude to Sangli Comrades for unconditional support and blessings for prolonged period, he appealed all to accept any new things and changes in work culture and give their best for BSNL and definitely BSNL will continue to give its best to every employee.

Ø Com. R. S. Patil, District President SNEA Sangli, in his presidential addressed summarized entire proceedings of meeting and elaborated some burning issues of SNEA Comrades. He stressed for special efforts on platform of SNEA to give speed to the issues of filed executives and reduce the difficulties faced by the executives. He reciprocated to the appeal of GMT Sangli to forward the problems to appropriate level and not to keep it on hold creating problems for self. By sharing his college days’ experience with Com.  21 JAN 16: Meeting with Member (Fin), Telecom Commission on GPF payment issue: GS and CHQ President met Smt Annie Moreas, Member(Fin), DoT on 14.01.2016 and held discussion on the issue. Assn explained the difficulties faced by the employees working in various Circles in settling the GPF Advance/Withdrawal. Due to fund shortage, BSNL is not giving sufficient fund allotment to Circles on this account which is creating hardships to the employees. Member(F) informed that a mechanism is working out between BSNL and DoT to disburse the GPF claims without delay. In principal, it is agreed to pay the GPF advance by the respective CCAs itself once the sanction is made by the BSNL. Same method is followed in BSNLCO now. For working out the modalities, some information is awaited from BSNL. Once this information is received, suitable instructions will be given to the CCAs, Member(F) informed us. Later we met the concerned officers in BSNL regarding the reply to be given to DoT. It was informed that the reply already sent to DoT. Further we explained that DoT requires some more information and the same may be provided to them so that the process can be started at least next month onwards.

He expressed the importance of implementation of SWAS (Service with a Smile) with effect from 1st January 2016. He emphasized on the need of SWAS to contribute to the growth of BSNL. He raised the issue of mobile services of BSNL MH Circle and demanded for early replacement of faulty GSM hardware. He pointed out the difference in between the systematic and development oriented work policies of SNEA and the self-oriented wrong policies of other executive associations. He appraised Comrades of Pune about how the work of SNEA is improved b Com. Adasul in his three turns as CS and which resulted in increasing membership by about double figure. The membership in other circles is decreasing on retirement of executives whereas it is continuously increasing.  Its only and only due to hard work and dedication of Com. Adasul and his presence at Circle Office. He appealed all the members to work hard for the growth of BSNL and to be united. He expressed full confidence over leadership of Pune SSA and all Comrades of Pune for making forthcoming circle conference a grant success. ·      Com V. M. Wankhede Ex AGS SNEA CHQ Addressed the meeting specially in Marathi and put forth the issues resolved by SNEA CHQ and steps being taken for resolution of pending issues. He appreciated the work of M.S. Adasul as C.S and his dedication to the association. He also appreciated DyGS for his prompt communication and working day and night for the association work. He also focused on the efforts taken by SNEA CHQ for resolving the issues related to BSNL’s development and employee’s betterment.  In his address he congratulated all comrades of Pune for huge gathering. He expressed the need of improving quality of service in landline as well as GSM in spite of having hurdles. He told to come forward and make consistent efforts to increase BSNL market share which is the need of time. He explained the work of SNEA CHQ in DPCs for promotions and assured that all the legal hurdles will be side-lined with consistent efforts. He also elaborated his experience as DS SNEA Pune. He appealed all the members to work hard for betterment of Pune as Pune is having high potential. He further explained the house about long pending demand of standard of pay scales of executives and efforts being taken by SNEA CHQ, issues related to demand of 30% superannuation benefits and promotions of various cadres. He also briefed about pending issues such as   pay fixation, std pay scale, 30% superannuation benefits, promotions of various cadres and CPSU cadre hierarchy. He also identified the issues related to the Mobile problems, requirement of new MPLS routers, MPLS and mobile N/w due to choked Bandwidth and further requested to DyGS to look into above important issues and purse these with the BSNL HQ level on top priority. 

·      Com. M. S. Adasul, DyGS SNEA CHQ in his unique style of address during   inspirational and motivational speech touched various issues, explained efforts of SNEA for the development of BSNL. Com. M. S. Adasul, narrated idea behind holding Circle Conference in Pune & details of preparations there off. In his address he conveyed the importance of the conducting circle conference in Pune as the Pune being holding the biggest membership of SNEA.  This would be beneficial to the most of the comrades working and attending the conference in Pune. In his usual style, discussed on various issues related to BSNL growth and HR issues of executives and its persuasion by SNEA Maharashtra viz. Tenure transfer, non tenure transfers, ERP related issues, Personal issues etc. & stressed upon uniform transfer policy. He also informed initiatives by SNEA MH on settlement of various problems in fields related to Mobile, Broadband equipment’s, scarcity of materials and issues of non-availability of laptops to field officers. He also explained how SNEA MH solved the issues of Laptop and made available to the field officers for routine maintenance of BTS with initiatives by Com. S.P. Sonawane, CWCM. He welcomed all the new members who joined SNEA and assured them full support for their welfare and career growth. He appealed all the New JAOs to work hard and develop BSNL and be vigil on wrong process of revenue leakage and mainly to come up with new innovative ideas for the development of BSNL and explained its pros and cons with real examples and cases happened in the field. He also added that newly joined JAOs are lucky for the BSNL as growth of revenue is started in BSNL on their entry. He elaborated on wrong systems in BSNL by giving example in which deduction of huge amount of income tax from BSNL and need of timely action thereof. Further he explained the role of SNEA in formulating various policies and sticking it well within BSNL guidelines. He also explained the ways of motivation in today’s working scenario. He appreciated the work of DS Pune Com. Bharat Sonawane for his major contribution and initiative in increasing SNEA membership in Pune. As CS SNEA MH expressed gratitude to SNEA Pune, for dedicated & strong support to SNEA MH and analyzed different issues raised by Comrades of Pune SSA. He appealed to report pending HR issues, individual grievances & issues related to revenue of BSNL as and when noticed. He made house aware about different HR issues related to tenure station being pursued by SNEA MH, status of transfer policy for tenure as well as non-tenure stations, period for issuing Tenure transfers etc. He appealed to all members to work hard and maintain dignity in work. He expressed happiness over presence of all senior officers of SNEA Pune in this GB meeting and for his felicitation function. He also thanked all the affected comrades for keeping faith in the working of SNEA and asked to wait for the fruitful outcome in days to come. Com Adasul informed the house about the role of association in framing various policies at Circle level and finalizing transfer policy within framework of BSNL transfer policies. He explained the role of association in recovery of illegally granted free calls on FSRTC bills from the selected officers and reiterated that the association is duty bound to the ethics and such malpractices will never be tolerated. He explained how the policies of the Government are against the development of BSNL and how changes in policy decisions will benefit BSNL’s growth. Explaining issues related to financial viability of BSNL he stressed on need of special efforts by one & all. He also guided house how to face day to day problems in fearless & positive attitude to give best services to BSNL customers.  While speaking on developmental issues, he explained how SNEA is playing a vital role in the development of BSNL Network and Services at MH Circle. He also appreciated CMD for his excellent ideas for growth of BSNL. He also said that 14 years of exile period of BSNL has been over and new good things for BSNL as well as for the employees will come in future. He appealed to make circle conference a grand success by fruitful deliberations with active participations by electing good responsive leaders in the forthcoming Circle Conference in Pune. Concluding his speech, Com. Adasul expressed his gratitude towards all comrades of Pune for their love and affection and continuous support for fearless working of SNEA and for giving patience listening to him.

·      It is good sign that the officers in BSNL CO have understood the declining trend and worst performance in achievement of overall BB targets and let us hope that they understand the real and BSNL self-made reason for it which is poor quality of BB Modems supplied by M/S Teracom and compulsions on part of BSNL management to purchase defective modem by the customers.

·      No doubt there are many other reasons like cable cut, road widening activities, prompt service restoration and competitive tariffs, but poor quality of Modem is top most burning issue and needs to be taken care from root cause, otherwise there is no use of such letters from BSNL CO to CGMs, CGMs to SSA Heads and SSA Heads to field officers.

 

19 JAN 16:  Quoting poor performance, AGM Broadband Mumbai writes SSA Heads for monitoring working of Broadband Modems supplied by M/S Teracom and asks for serial and batch number of faulty Modem.  Letter <<<>>>

Ø The poor quality of Broadband Modems supplied by M/S Teracom is issue raised by SNEA MH on extreme complaints by filed officers/staff and we have strongly protested when CGMT MH has written special letter creating compulsions on officers/staff and customers for sale & purchase of these poor quality modems.

Ø It is seen that Circle Management has taken the note of unrest among field officers/staff & customers and mainly the difficulties faced by customers and our staff & officers in the field units and has now taken initiatives and first step is taken for calling the details of faulty modems supplied by M/S Teracom.

Ø Though the letter for sale of faulty modems was issued under signature of CGMT MH Circle, but this letter calling for details of defective modems is written under signature of AGM Broadband.

Ø But something is better than nothing and now filed officers are requested to give details of such poor quality modems supplied by M/S Teracom without any fear in the mind and we will pursue for replacement of all such poor quality modems.

Ø If the modems are supplied/allotted to customers and not performing well, the details of such modems may also be sent so that entire lot of faulty modems can be replaced.  The modem in stock of stores and officers/staff also should be checked for its working and the details may be intimated accordingly.

Ø This will be one-time action and at later stage such replacement will not be possible and hence field officers and officer in MM/Stores have to take special pain for submission of details.

Ø It is seen that many of the officers and staff are discussing about poor quality of BB Modems and cheating to BSNL and stress hard for replacement with loud voice and with much anguish during personal/group discussions  or discussions in association/union or JAC meetings but when it’s time to report details in writing everybody keeps mum and this attitude of all of us is well known to vendors and some prominent BSNL officers and hence BSNL & its customers are being troubled by poor quality modems and vendor and some of officers are being benefitted by it with direct loss to BSNL.

Ø Let us hope that all concerned officers/staff working in the field units, Material Management Sections and Stores Section give real feedback about quality of BB Modems and garb this opportunity for getting replacement of faulty, poor quality Broadband Modems supplied by M/Teracom.

Ø SNEA MH will continue its efforts for total replacement of poor quality /faulty modems and try to reduce the troubles of the filed officers/staff and mainly to reduce trouble of esteemed customers of BSNL and get value of BSNL money spent on such huge procurement. 

 

19 JAN 16:  Shri. Ashok Purohit, PGM CM Mumbai writes all SSA Heads for Drive Test for checking call drop in GSM services and personally monitor it and analyse it for improvement of services. Letter <<<>>>

Ø It is fact that due to non-conduction of regular drive test there is no check on quality of services rendered by BSNL and in many of the locations the GSM services are not available when BSNL infrastructure is rightly available.

Ø In Mumbai MTNL area the GSM services are affected many of the times, but it is seen that on the recent visit of Hon. MOC to Mumbai the GSM services of MTNL were performing better than the services of private operators at least in area where Hon MOC has visited. It was not magic but it was the result of special efforts taken to safeguard the faces/image in front of Hon. MOC.

Ø Same is condition in many of the locations of BSNL throughout Maharashtra Circle and many of our officers/staff complain that in his/her residence/office BSNL range is not proper or there is no range at all.

Ø We can understand that the infrastructure at rural area is poor but in major cities like Pune where all new 3G BTS have been installed in recent past, the situation is alarming when our own officers and staff complain about poor or no signal not only in their residences, but in prominent offices like MHS Bhavan, CTO etc.

Ø It is seen that signal is rightly available at some locations but either calls are not matured, not reachable or if call matured the quality of single and speech is poor.

Ø It is seen that the service quality at PGM office at Satara Road and Janwadi Staff Quarters where many senior officers are available or staying the quality of GSM services is much better than other locations.

Ø At many public places like railway Stations, Bus stands, PMC, PCMC office there are issues with BSNL GSM services and needs immediate attention.

Ø We were surprised to know that at MHS Bhavan, where many of the prominent Mobile wing officers along with other majority BSNL officers are seating the quality of GSM signal is poor and officer are using mobile just for getting ring from other end and after receiving ring they call back from landline.

Ø In CTO where BSNL 3G BTS is replaced by new one in recent past, the in house signal and quality of service is very poor including that of Data and all this is result of no-conduction of regular drive test.

Ø It is need of time that special efforts are required for improvement of quality of GSM services and regular drive test, its critical analysis and action for attending issues raised thereof is the important solution for it. Hence all the officers in Mobile wing should take initiatives for regular drive test and action thereof.

Ø All our comrades not only in Pune but throughout Maharashtra Circle are requested to look into this important issue as important step in the direction of improvement of GSM services and supporting by action to our SIM selling teams which will help in porting out of customer from BSNL.

Ø Com. V. B. Kokate, Vice President SNEA MH Circle addressed gathering in his special style and at the outset he gave warm welcome all the leaders of SNEA from Nashik, Pune, Beed, Aurangabad & Circle Office Mumbai & other guests, Union leaders from Ahmednagar SSA. He explained in brief about AIC Jaipur & Congratulated Com. M. S. Adasul, for electing as Dy. General Secretary SNEA CHQ by making necessary amendment in the Constitution of SNEA. It was possible because of dedicated & hard work of Com. M. S. Adasul as a Circle Secretary SNEA MH Circle & strength of SNEA MH Circle having number one position in the Country. He shared his experiences with Com. M S Adasul & Com. S. V. Bhad and appreciated the work of both the leaders and congratulated them for completing their successful Hat Trick as Circle Secretary & Circle President. He also mentioned that, he has not seen such active Circle President in the past during his all tenure periods in the Association. He congratulated all the Executives, their teams in general & Com. B. S. Jagadale SDE Rahuri & Com. S. S. Rajopadye, JTO Deolali Pravara in particular for highest SIM sale i.e. More than 3000 in the month of December 2015 & also felicitated both of them by offering beautiful flower bouquet. In the month of Nov & Dec 2015, Ahmednagar SSA was in no. one position in MH Circle for gross SIM sale. He appealed to all the Executives of Ahmednagar SSA for completing hat trick by maintaining no. one position in the month of January 2016. The house has responded positively & accepted the appeal with loud voice. If we worked with same spirit, then definitely we will get the benefits of 3rd PRC which is due in the year 2017. He also mentioned the activities carried out by Ahmednagar SSA for saving the operational expenses namely Conversion of MBMs to RSUs, RSUs to ANRAXs, Master Slave ANRAXs to Master Alone ANRAXs, Downsizing of E/A sets capacity, Closing of A/C plants, Closing of BMs & LMs in MBM exchanges, Compressing of BMs etc. After these activities, Ahmednagar SSA is saving monthly Rs.3,50,000.00 and Yearly Rs.42,00,000.00. He also mentioned that, increase in SIM sale of Ahmednagar SSA & all these above activities are carried out under the leadership of Shri. A. Somani, General Manager Telecom, Ahmednagar who is the motivating force for all the employees in the SSA. Speaking on different issues of Ahmednagar SSA, he mentioned that good number of battery sets are received by the SSA, it will help to improve the network & also intimated that the diesel consumption reduced from Rs. 20 Lac to Rs. 8 Lac per month. He also requested CS regarding shortage of material especially drop-wire which is a main demand from the field officers by giving facts & figures. Circle Office delegated powers to SSA head for the procurement of tape & jelly. He suggested for extending the same for the other store materials like UY-connectors & Modular strips, which is already agreed by Hon. CGMT MH Circle in the meeting at Shirdi in the month of November 2015. Lastly he appeals to all the Executives to work for the growth & development of our beloved company BSNL.

Ø Com. S. V. Bhad, Circle President SNEA MH in his address expressed gratitude towards the comrades of SNEA Ahmednagar and congratulated them for arranging such beautiful felicitation function. He congratulated Com M S Adasul for grabbing post of DyGS for Maharashtra Circle by building concrete unity among executives in Maharashtra Circle. He elaborated prior financial condition of association and we were facing the shortage of money in performing day to day activities however since the day Com M S Adasul resumed the post of CS, he turned this association in a way that SNEA MH Circle has made major contribution of Rs. 11.50 lakhs for SNEA Bhavan by taking self-initiatives and first state to donate such a huge amount. He mentioned how different issues of executives of MH circle of various cadres were dealt and resolved by SNEA MH. It was demand of majority of delegates that Com. Adasul should be GS, and finally due to intervention of senior leaders, the constitution of SNEA was amended and Com. Adasul is unanimously elected as DyGS.   He accepted this prominent post of Dy GS and he will definitely prove his capabilities in days to come. He expressed the action being taken by SNEA for better future of BSNL and firmly assured house for resolution of all R as well as development issues.  He told how SNEA has taken efforts for resolutions of various account related work which otherwise were sidelined by other executive association. As result of this, most of the account executives are joining hands with SNEA MH Circle. Concluding informative and studied speech, he conveyed thanks to SNEA Latur for such grand and highly executive Special GB meeting and felicitation thereof.

Ø Shri. Ajatshatru Somani, General Manager Telecom Ahmednagar in his highly motivating and encouraging address, appreciated the work of team Ahmednagar for SIM sale in the month of Nov & Dec 2015. He narrated how he was given information about working of MH Circle and Ahmednagar SSA and what was his experience and how he is enjoying works at Ahmednagar. He specially mentioned that staff and officers in Ahmednagar are hardworking and co-operative and are worried about the services for BSNL customers and stressed for more. He made special mention of contribution of SNEA members in the overall functioning of Ahmednagar SSA and how SNEA is successfully taking up HR issues with him as SSA Head. He specifically mentioned the names of Executive who contributed more for SIM sale namely Com. D.M. Gaikar, SDE Sangamner, Com. Meer, JTO MIDC Ahmednagar, Com. Jagdale, SDE Rahuri & their team members particularly Com. Pawar, Motor Driver, Sangamner and his special style of announcement during SIM sale melas. He narrated house the efforts taken by his team Ahmednagar and how Ahmednagar SSA is leading in SIM sale. He has given some important tips about successful organization of melas and sale of SIM cards. Viz Mela organized for SIM sale should be inaugurated by the Local popular person of that area may be Sarpanch, Speaker should be arranged to announce the schemes, etc. Ahmednagar SSA also arranged the CSC in charge meet & shared these new ideas to increase the SIM sale and specially mentioned that he got many innovative ideas from such meetings. He also mentioned that, the appreciation calls/SMSs are received from other SSAs, Circles & even corporate office. He reminded the house that Ahmednagar SSA also got the national level Hindi award. In his speech, he mentioned the activities carried out by Ahmednagar SSA for reducing the operational expenses. He expressed that he has dream that Ahmednagar should be at TOP position in all achievement and was optimistic that with such dedicated team of staff and officers of Ahmednagar he does wonders for BSNL. Concluding highly motivating speech, he appealed all to contribute more and more to BSNL

Ø Com. M. S. Adasul, DyGS SNEA CHQ addressed gathering in his usual style in more than one hours & in his highly impressive speech expressed gratitude and sincere thanks for such a grand felicitation by SNEA Ahmednagar and for prolonged support by SNEA Ahmednagar for serving SNEA at different capacities of SNEA. He also conveyed thanks to leaders of all unions and associations for showing faith on SNEA and conveyed thanks for the felicitation from all comrades and assured for give his best for better unity of executives and non-executives. He expressed that the comrades of SNEA Ahmednagar are simple as its name Ahmednagar and due to their sincere efforts have always contributed more for growth of BSNL. He appreciated efforts taken by JAC Ahmednagar for growth of BSNL and congratulated team Ahmednagar for highest SIM Sale and GMT Ahmednagar for leading this team from front in successful manner. He mentioned that Shri. Somanai is at the Top 2-3 position of high performing SSA in MH Circle and Ahmednagar is lucky enough to have such active SSA Head. He assured the house that he will never leave anything unturned to be resolved and give his best to SNEA comrades. He gave information to the house regarding current corporate issues and elaborated the current deadlock in all promotions in telecom sector due to Chandigarh and Ernakulam court cases. He told that looking after arrangement in JTO/SDE is time being solution as management is in need of JTOs/SDEs.  He elaborated the issue of pay anomalies in DR recruits and extending desired superannuation benefits. He narrated house the status of Rule 8 transfer of JTOs, pending request transfer of all executives within Maharashtra Circle, Status of Phase I training for Offg JTOs etc. While being optimistic about bright future of BSNLL, he narrated positive issues which are adding value to growth of BSNL viz BSNL has got good CMD who has accepted challenge of save BSNL and as taken strong initiatives for growth of BSNL and specially explained house about the SWAS, Samudra Manthan and other special drive initiated by CMD BSNL and appealed comrades to reciprocate it with full energy for their own future in BSNL. He expressed his concern on the difficulties faced by the executives in field units due to scarcity of stores in past but mentioned that these stores like Batteries, cables are now gradually made available and persuasion by SNEA to overcome shortage to some extent. He mentioned the efforts taken by SNEA MH for distributing laptops to BTS maintenance teams all over MH &. now it is proved to be very handy for BTS maintenance teams for attending the BTS faults. He expressed his concern for wastage of BSNL’s money in unwanted AMCs in some sector. He informed about the forthcoming TTA to JTO LICE and asked every TTA to appear in the LICE and grab the opportunity to enter to executive cadre and chances are more as no. of eligible candidates are less than the vacancies of JTOs exists in Maharashtra Circle and assured to continue every support from SNEA. He appreciated the dedication of executives/non-executives in MH circle in grabbing the record no of GSM customers by crossing the target set by BSNLCO.  He appealed comrades that till now BSNL has given us a lot in our past journey of 16 years and it is our turn now to reciprocate back to BSNL with full energy and best services to BSNL customers. He expressed that everybody has high expectation from Ahmednagar and in real sense Ahmednagar has become driving force for other SSA. He stressed that due to timely publicity of initiatives for SIM Sale by Ahmednagar on different WhatsApp groups, comrades from other SSAs were motivated and started similar initiatives and as results MH Circle has achieved 144% target. He assured to look into issues of Nano SIM Cards, BNG with Routers specially for Ahmednagar SSA and also assured to pursue for DXC equipments as quoted by DS Ahmednagar. He assured that BSNL will perform and continue to perform best and every comrade has to contribute for growth of BSNL. Concluding his encouraging and impressive speech which was fully enjoyed by all, he appealed all comrades to work with full positive attitude, give their best to BSNL, motivate the staff and officers under their control by resolving their difficulties in day to day work and keep approach of job satisfaction by applying simple formula of communication and getting updates solutions from experts in that field.

Ø Com. D.M. Gaikar, Vice-President SNEA Ahmednagar in his Presidential Speech summarized the addresses by the signatories briefed house about special activities of SNEA Ahmednagar. He has also given some ideas for increasing the SIM sale, because he was in number one position in Ahmednagar SSA in the month of November 2015. He extended sincere thanks to all the leaders of SNEA for attending the Special General Body Meeting of Ahmednagar SSA & proposed the vote of thanks.

14 JAN 16:  SNEA MH leaders have short meeting with Shri. Sandeep Agrawal, Sr GM HE/Admn Mumbai and discussed some important current issues. The details are as follows.

A.  JTO Phase-I Training for Offg JTOs in Maharashtra Circle: We have detail discussions on this issue and we have brought to his notice the real facts and how matter is being deliberately delayed in favour of some individuals and majority of Offg JTOs are being harassed and kept under mental tension even though they have submitted written willingness for JTO Phase-I training. We brought to his notice that how matter was handled in causal manner in the Hon Court Mumbai and how the new JTO RR was not brought to notice of Hon Court and how it has been resulted against BSNL. We also narrated that as per court direction matter is to be finalised within 12 weeks, but nothing has been by his office either as per directives of court order or as per the guidelines on this subject. Then GM HR/Admn Mumbai informed that it would have been matter of contempt of court and there are chances that some candidates will become senior.  We explained him facts that his office should issue order for training for Offg JTOs who are not part of court case, or who are part of court case but have submitted willingness for undergoing Phase-I training and about question of seniority, it is choice of individual and if anyone wants to be senior he/she will join training and become senior. We brought to his notice that in case if the candidates approached court, gets results in their favour and only in case of applicants, then what about seniority of others who are obeying orders of BSNL. Shri. Agrawal, added that he was of the same opinion that orders for training of all Offg JTO should be issued or at least for willing candidates and candidates who have not approached court of law. He added that after going through the different court orders and mainly due to recent order from BSNL CO to revert Offg JTOs as TTA and then send for JTO training, much confusion was created and it was finally decided that matter should be got clarified from BSNL CO as it would have been impact all over India. He further added that he is personally on job and has taken up matter at higher level BSNL CO and clarification is expected very shortly.  Concluding discussions on this subject, Shri. Agrawal added that training of Offg JTO is on his Top Most agenda and firmly assured get issue resolved at the earliest.

B.   Rule 8 Request Transfers of JTOs from Maharashtra Circle: We have just reminded Sr GM HR/Admn on this issue and he informed that matter has been under active consideration of his office and all the cases of rule 8 request transfers are forwarded to concerned circles for confirmation and ascertaining possibilities of substitutes and their accommodation. He further added that only AP Circle is having about 52 Rule 8 Transfers out of 110 and others are for different Circles. We requested for uploading the copies on the website or requested copies of these letters so that SNEA as well as concerned individuals will pursue for early and positive reply from these circles and he assured for same.  We further brought to his notice that some of JTOs have genuine medical problems and some request are on spouse working ground and as per transfer policy guidelines these cases should be given Priority over other cases and needs his sympathetic consideration. We also stressed for early consideration of request of JTOs like Com. Ankush Singh who is continuously working at Tenure SSA like Gadchiroli which is All India Sift tenure. We also requested for ascertaining possibility of chain transfers of JTOs from different Circles. GM HR/Admn informed that let us see what response we get from these Circles and these issues can be decided on receipt of replies from these Circles.

C.   Supply of Diary 2016 for executives as well as Non-executives throughout Maharashtra Circle: We have brought to notice of GM HR/Admn about deliberate confusion created by his office and some individuals on this crystal clear issue discussed with him by leaders of JAC Maharashtra and when matter was decided firmly.  Shri. Agrawal informed that there is much confusion on this issue and some of the leaders who agreed that Diary is to be supplied to all by procurement at each GM level and maximum rate is to be fixed as Rs 130 per Diary for both executives as well as Non-executives, have now changed their stand and have created issues by demanding cash and not ready to accept supply of Diary as per routine procedure and asking BSNL to print Diary which is not possible at this stage. We have made it clear that there may be confusion on supply of Diary to executives but when all Unions have agreed then there should not be confusion and at least matter of supply of Diary to Non-Executives should be cleared and finalised as per discussions agreed by all. If there is confusion and some of Association leaders are not able to understand the matter may be due to some hidden agenda, let the decision on supply of Diary for Executives be discussed separately and taken decision accordingly. We made clear that due to this dilemma created by Admn Section and some leaders for years together, there is feeling among the non-executives and leaders of Unions that officers are deliberately creating problems for Diary of Non-Executives and every year matter is being given different angle and intentionally delayed and finally matter is diverted to cash payment, but practically Diary is not supplied to non-executives. We reminded him that SNEA MH has already made it clear that we have nothing to say about supply of Diary to Non-Executives and decision on it should be taken as per request of union leaders and for executives we are open enough and only our members need Diary which has content and information about Maharashtra Circle activities and management should take decision at its own and not on the basis of malafide suggestions given by some individuals when the issue itself is not related to them. We have explained him how DGM HR/Admn Mumbai has acted on sms and verbal queries and created confusion by quoting such conversion in the file and how it has created unrest among the executives as well Non executives and their leaders. We expressed displeasure over undue action by Admn section on sms and verbal queries of some selfish individuals on the matter discussed in the meeting with GM HR/Admn Mumbai and have strategically finalised. We elaborated him how these officers have deliberately created similar problems during last year diary for non-executives and again this year are creating similar problems both for executives as well as non-executives and real facts thereof.  After elaborate discussions on this issue Shri. Agrawal informed that that to overcome all these confusions and to sort out issues about supply of Diary to executives as well Non executives in Maharashtra Circle once for all, he has decided to have meeting of Circle Secretaries of all Unions & Associations in Maharashtra Circle and probably it will be held by 20/01/2016 and exact date will be intimated by DGM HR/Admn Mumbai.

D.  Consideration of tenure Transfers in Advance of Quarter: We brought to the notice of GM HR/Admn the facts that though his office is issuing orders for tenure transfers, the overall process of reliving of substitute from Non-tenure station and his joining at tenure station and physically relieving of executives from tenure station takes time of more than six months or in some cases more than year. We requested him to overcome all these issues, the request transfers at tenure stations should be given consideration for all tenure transfers due in that particular quarter in the first moth of that quarter.  This will give some relief to the executives held up at tenure stations and it will help in implementation tenure transfer order on completion of two years’ tenure. GM HR/Admn assured to look into and have decision after ascertaining facts.

E.   Posting of substitute on tenure transfer from Raigad SSA: We have brought to his notice the problems faced by Raigad SSA & executives working thereof due stand of Circle office for not posting substitute to Raigad SSA and it is harassment to the executives working at Tenure station. He added that his office has already called details of work load of executives in Raigad SSA and possibility of assessment of rearrangement among executives in Raigad SSA.  He added that GMT Raigad has started some initiatives for rearrangement of executives and some orders are issued and there is proposal to shift some officers from Panvel to field units and added that GMT Raigad has informed that due to posting of more female executives, Raigad SSA is facing problem. We explained him that Panvel SDCA is non- tenure station and rest of Raigad SSA is tenure station and orders have been issued by his office long back for these changes. As such there is no resemblance in posting officers from Non-Tenure Station Panvel to tenure stations in Raigad SSA. The posting to tenure stations should be done on the basis of guidelines issued by BSNL CO by posting Circle level long stay as substitute and if executives at Panvel SDCA are excess then they can be shifted as per their request either to tenure SDCAs in Raigad SSA or to non-tenure SSAs as requested by them and request of some of executives are pending from Panvel to other SSAs/Units. After getting detail feedback, GM HR/Admn assured to ascertain the facts and get matter reviewed after getting of work distribution of executives in Raigad SSA and till there is shortage, the matter will be given consideration accordingly for posting substitute to Raigad SSA tenure transfers

F.    Shortage of executives in Pune SSA: We brought to notice of GM HR/Admn that as per the executive strength statement published on MH intranet Pune SSA has shortage of 101 SDEs & JTOs which is highest as compared to any other SSA and there are good number of request pending for Pune SSA in both SDE as well as JTO cadre. Pune SSA is facing this critical condition of shortage due to long stay transfers and consideration all the pending request in the waiting list without substitute will definitely help BSNL Pune as well as these individual officers. We also requested for similar steps for SSAs having shortage of executives and  were request are pending in the waiting list. We informed him that similar step was taken during last year to meet urgent requirement of executives. GM HR/Admn assured to look into it. 

These are major issues discussed in the meeting and we also had discussions on the action for Samdru Manthan initiative by BSNL CO, consideration of mutual transfers, chain transfers, request from SSAs having excess executives to SSAs having shortage of executives and action consideration pending request transfers as per the waiting list published on MH Intranet etc.

13 JAN 16:  Availability of Nano SIM Cards: In the GB meeting of SNEA Osmanabad, Latur & Ahmednagar the issue of acute shortage of Nano SIM Cards was raised by many of the comrades and have expressed how it is affecting SIM sale targets. Accordingly, delegation of SNEA MH has meeting with Shri. Ashok Purohit, PGM CM Mumbai and we have brought to his notice the problems faced by field units due to Non-availability of Nano SIM Cards.

On elaborate discussions, PGM NWP CM Mumbai informed that he is aware about the issue and matter has been already taken up by his office for procurement and within period of ten days about One lakh Nano SIM Cards will be available in Maharashtra Circle. This will definitely boost SIM sale in Maharashtra Circle and the SSAs like Ahmednagar who are performing aggressively in SIM sale can give better results and other SSAs also can follow its footsteps.

11 JAN 16: Confusion on JTO Phase I training for Offg JTOs continues: Yes, comrades, it is facts that after prolonged persuasion for more than one month & clearing all doubts of concerned officers, till there is confusion among the officers in Maharashtra Circle about sending the Offg JTOs for JTO Phase I training.

·      The dilemma started due to poor communication between Staff Section and Legal cell of Circle Office, while dealing court case, till continues as some of the officers in staff section are either confused or acting as if they are confused, perhaps this matter is deliberately delayed for undue favour of someone.

·      It is fact that when matter has been rightly settled in Higher court and accordingly BSNL has amended JTO RR, the issue is crystal clear to all except some officer in staff section and legal cell of Maharashtra Circle.

·      We are astonished to know that when this legal battle was fought in Hon Court Mumbai, the important document in support of case i.e. New JTO RR 2014 are neither submitted I court nor brought to the notice of court and hence Hon. Court has given directions to settle grievances without disturbing the officials who have approached the Hon Court.

·      When we have confirmed facts about non-submission of JTO RR 2014 in court of law, then we were surprised to know that the legal section was of the opinion that Staff section should mark the JTO RR 2014 for using it in this particular case and Staff section officers were of the opinion that when JTO RR 2014 are available on MH & BSNL intranet, it should be used by legal cell directly.

·      This poor approach of concerned officers may be to favour officers approached in court of law, has resulted that BSNL lost the case and orders are passed against BSNL.

·      When matter was & is discussed with concerned officer in staff section and legal section everybody says that there is no hurdle in sending at least willing Offg JTOs for Phase I JTO training, but while files are processed and discussed this approach did not appear and files are moved just to favour some officials who are not willing for JTO Phase I training and this has badly affected on the overall process of JTO Phase I training only for comrades in Maharashtra Circle as Offg JTOs from other Circles  have joined training and many of them are either completing JTO Phase I Training or have completed Phase-I training and very shortly will be appointed as JTOs. 

·      But negative attitude of some of officers and deliberate interpretation of Hon Court order just to favour some of officers who have approached court of law against interest of BSNL, thereby delaying the overall process causing loss and difficulties to many of Offg JTOs who are willing to join JTO Phase -I Training.

·      Now, due to hypothetical fear factor created by some of so called intelligent officers to hide deliberate mistake on their part on submission of required document in court of law, or may be to favour officials approached court of law against interest & guidelines of BSNL, finally one letter has been drafted to BSNL CO and on last Friday clarification has been sought to clear this hypothetical fear factor and the matter is further delayed. 

·      SNEA MH has registered its protest against such deliberate support by some officers creating intentional trouble to already suffered Offg JTOs in fulfilling their 15 year dream of becoming JTO Regular and we have been assured that the matter is being pursued with BSNL CO at higher level and clarifications expected within day or two and hopefully all willing Offg JTOs will be sent to JTO Phase I training.

·      SNEA MH has not brought all these unethical facts to the notice of GM HR/Admn & CGMT MH as both were busy on preparation of meeting with Hon MOC on his visit to Mumbai.

·      SNEA MH is also pursuing this matter at BSNL CO, through CHQ leaders at Delhi and hopefully matter will be settled shortly.

·      By now it is crystal clear that some officers are deliberately delaying the case against interest of BSNL and just to favour some individuals and needs to be exposed for their actions against interest of BSNL. If matter s delayed beyond coming Wednesday i.e. day assured to us, we will not and cannot keep quiet & will not be mute spectator of dirty games of some selfish officers and we will take up matter with all competent authorities including Vigilance cell so that prolonged deadlock is cleared once for all and all willing Offg JTOs are sent for JTO phase I training without any further delay.

 11 JAN 16: Grand & Highly successful Special GB Meeting of SNEA Latur & Felicitation of Dy GS SNEA CHQ: {Report by Com. S.R. Kalmegh, ACS East SNEA MH}: After the Special GB of SNEA Osmanabad, Grand and highly successful meeting of SNEA Latur was held at 1800 hrs on 02/01/2016 in the Conference hall of Telephone Exchange Latur to felicitate Com. M. S. Adasul, Dy General Secretary, SNEA CHQ. Large no of executives of SNEA Latur were present in spite of having slight delay by the leaders in reaching from Osmanabad to Latur. In fact, meeting at Latur was scheduled at 1700 hrs but members waited to see, listen and felicitate their beloved leader, Com M S Adasul after his election as DyGS at AIC Jaipur.  

The leaders were given warm welcome with slogans of SNEA Zindabad, BSNL Zindabad.

 Before the GB meeting SNEA leaders had meeting with Com. A.M. Choudhary, DGM Latur, wherein Com. Choudhary welcomed leaders and had discussions about the issues related to growth of BSNL Latur.

He appreciated the working of executives/non-executives, especially in Marathwada region in achieving desired mobile SIM sale and stressed for further efforts by all. He expressed that DS Latur and all otter DS in Marathwada are performing well and have done sincere efforts and as result majority of BSNL executives throughout Marathwada region are united under banner of SNEA.   

·      Com. S. R Kalmegh ACS E SNEA MH, while speaking on the occasion, explained the role played by SNEA MH Circle in resolving most of HR as well as development issues. He told that most of the resolutions passed by SNEA MH Circle in the CECs have been fulfilled. Issues of declaration of Ratnagiri/Gadchiroli as All India Soft tenure, finalization of transfer policy for executives of MH circle, stern opposition in implementation of deloittee recommendations in MH as pilot circle, ERP go live, concessional 3G facility for executives of MH circle were the part of resolutions made in various CEC of SNEA MH Circle and all most all are now amicably settled. He specifically mentioned the reason behind the settlement of these issues are the day night efforts of Com M S Adasul CS SNEA Circle who has given his personal time & it was only because of his own initiatives.  He narrated the importance of unity among ourselves and urged to strengthen Joint forum of unions/associations at all level. He told that SNEAMH is biggest executive association having largest executive membership not only in MH but all over India. SNEA has its own identity and strong hold in MH because of unity among ourselves. He mentioned that SNEA MH never believe in the game plane and we believe on our own strength. Strength is that major potential needed by good performance of association’s activities and those who possesses it will never go on passing bucks on others but creates its own footpath for resolutions of every issue irrespective of any hurdles. He mentioned that getting back Rs 10000 crore from I-TAX dept to BSNL is positive sign by virtue of which BSNL can have firm amount in hand to plan/upgrade its infrastructure for providing better quality of service to our valued customers and at the same time it will be helpful for third PRC. He mentioned that there is good response for Free night calling/free roaming/increase in bb speed up to 2mbps. MH Circle has shown peak in growth in the month of December2015 and has become the largest achiever in grabbing GSM connections among others.

·      Com. S. V. Bhad, Circle President SNEA MH congratulated Com M S Adasul for his milestone achievement for the prestigious Dy GS post and termed it as the result of concrete unity among all the delegates /observers during AIC Jaipur.  He told that it was the expectation of all delegates in AIC Jaipur that Com Adasul shall get higher position however for strongest unity among SNEA executives throughout India by unanimous election, he has again sacrificed his position. It was demand of majority of delegates that Com. Adasul should be GS, and finally due to intervention of senior leaders, the constitution of SNEA was amended and Com. Adasul is unanimously elected as DyGS.   He accepted this prominent post of Dy GS and he will definitely prove his capabilities in days to come. He elaborated prior financial condition of association and we were facing the shortage of money in performing day to day activities however since the day Com M S Adasul resumed the post of CS, he turned this association in a way that SNEA MH Circle has made major contribution of Rs. 11.50 lakhs for SNEA Bhavan by taking self-initiatives and first state to donate such a huge amount. He mentioned how different issues of executives of MH circle of various cadres were dealt and resolved by SNEA MH. He told how our association has taken efforts for resolutions of various account related work which otherwise were sidelined by other executive association. As result of this, most of the account executives are joining hands with SNEA MH Circle. He thanked SNEA Latur for arranging this Special GB meeting and his felicitation.

·      Shri A.M. Chaudhari, DGM Latur in a short but motivating speech elaborated the increased sale of GSM connections in Latur SSA, achieving the set target given by circle office and thanked all the executives of Latur SSA for their major contributions. He appreciated the working of SNEA MH circle, specifically of Com. M. S. Adasul and his contributions for HR and development work in MH Circle.  While extending new year greeting to all present in the house, he put forth his hope that Com M S Adasul will achieve highest position in every sector of life in future.

·      Com. M. S. Adasul, DyGS SNEA CHQ in his speech, appreciated the work of DS Latur and thanked all the comrades of SNEA Latur for their invitation and grand felicitation. He extended his gratefulness towards Latur executives for presenting the beautiful idol of ‘Swami Vivekananda’ and told that it will inspire him for delivering his best while discharging his duties as Dy GS. He assured the house that he will never leave anything unturned to be resolved and give his best to SNEA comrades. He appreciated the working of Com. A. M Chaudhary, DGM Latur and told that he has set decent example how absorbed DGM in BSNL can deliver his best. He gave information to the house regarding current corporate issues and elaborated the current deadlock in all promotions in telecom sector due to Chandigarh and Ernakulam court cases. He told that looking after arrangement in JTO/SDE is time being solution as management is in need of JTOs/SDEs.  He elaborated the issue of pay anomalies in DR recruits and extending desired superannuation benefits. He emphasized to settle majority of pending cases including some possible solution on Rule 8 transfer of JTOs and pending request transfer of all executives within Maharashtra Circle. He mentioned that generation of mutual trust between customer and BSNL employees is upmost task. It is very important to listen to the customer and try to give him better solution to his problem either by doing its own or asking our colleagues to help him. He mentioned the importance of customer satisfaction. After a gap of 15 years, BSNL has got good CMD who has changed corporate scenario within BSNL and boosted the moral of every employee in BSNL by his own initiatives and actions. He told that we have got dynamic CMD & Directors in BSNL board who are delivering their best with some exception. He expressed his concern on the difficulties faced by the executives in field units due to scarcity of stores in past but mentioned that these stores like Batteries, cables are now gradually made available by our consistent persuasion and more batteries will be given soon. He mentioned the efforts taken by SNEA MH for distributing laptops to BTS maintenance teams all over MH &. now it is proved to be very handy for BTS maintenance teams for attending the BTS faults. He expressed his concern for wastage of BSNL’s money in unwanted AMCs in some sector. He informed about the forthcoming TTA to JTO LICE and asked every TTA to appear in the LICE and grab the opportunity to enter I executive cadre and chances are more as no. of eligible candidates are less than the vacancies of JTOs exists in Maharashtra Circle and assured to continue every support from SNEA. He appreciated the dedication of executives/non-executives in MH circle in grabbing the record no of GSM customers by crossing the target set by BSNLCO. For 3rd PRC, it is important to earn revenue for BSNL so that our aspirations, desires will be fulfilled. He told that BSNL has given us a lot in our past journey of 16 years and it is our turn now to pay back to BSNL by our whole hearted contributions and good work. While conveying sincere thanks to one & all, he expressed that he has no words for expression of his feeling for such grand felicitation and finally congratulated the SNEA’s team of Latur SSA for highly successful Special GB. He concluded his highly motivational speech    with appeal to comrades to take more efforts for strengthening BSNL and SNEA and be assured for their better future in BSNL.

·      Com. S. R. Thorat, District President SNEA Latur, in his Presidential speech, expressed his gratitude to Com M S Adasul for resolving the HR issues of Latur SSA. He narrated the importance of customer satisfaction by citing his own experience and mentioned how timely communication with customer is important and needed.  He shared his example with a bank. Bank’s lease line was faulty and bank manager called him at late evening hours and told about the fault. When he answered call after office hours, the Bank’s Manager mentioned that he is well aware that fault cannot be restored now but he expressed his pleasure that his call is being attended by him at this odd time & himself assured that the fault also will be restored. He stressed for prompt response for the customers. He extended his best wishes and support to Com, Adasul for his new assignment as Dy.GS at CHQ.

·      At the end, Com. A.S. Pote delivered vote of thanks in his unique style to each and every member, leaders for the success of Special GB at Latur. He thanked DyGS & CP for attending this Special GB and addressing. He also thanked all the executives present in the house and their contributions in achieving SIM sale in Latur SSA.

·      The Special General Body meeting which started at 1800 hrs and concluded at 2100 hrs. with slogans of unity.

 9 JAN 16: JTO Rule 8 Transfers out of Maharashtra Circle: In recent past, we have seen that many of JTOs have submitted PG cases for rule 8 transfers. When Circle management is taking very positive and firm action towards the consideration of Rule 8 transfers of more than 110 JTOs out of Maharashtra Circle, some of JTO comrades are again creating hurdles in their own cases by putting PG cases. It is understood that one of JTO has applied under PG case and published it in WhatsApp group appealing others to do so, others are following similar steps and have submitted similar grievances in similar manner as PG case. It is not understood that what reply are expecting from management and how do they think that their grievances will be settled through PG Cases. We fear that as happened earlier, this time also such mass wrong and misleading actions may again lead to deadlock on this issue.

 Comrades, may remember that before one year, similar repeated queries in mass were made to some senior officers in Circle Office just for early action, when all request were being processed and finalised as routine matter and about all Rule 8 request transfers were settled one by one. But such mass complaints and bitter argument by some of applicants with senior officer for fast settlement of their Rule 8 transfer has put deadlock on entire process and as policy matter on name of shortage of JTOs has been stopped and since then more than 110 comrades are sufferer.

SNEA MH has strongly pursued this matter with then Sr GM HR/Admn Shri. Pravin Malhotra, and he has assured for consideration of all request by end of December 2015, but it could not be materialised due to his all of sudden transfer. Then SNEA MH has taken up matter with Shri. Sandeep Agarwal, Sr GM HR/Admn Mumbai in welcome meeting itself as priority item, and he also has given firm assurance for accessing all possibilities for consideration of about all Rule 8 transfers. We found that Sr GM HR/Admn Mumbai and his team of staff section is taking pains by calling personally to all Circle for possibilities of substitute from concerned circles, possibility of accommodation of these JTOs by concerned circle etc, and positive outcome is expected shortly.

At this stage, the action to put repeated PG cases, is nothing but wastage of time and getting routine reply that Rule 8 transfers cannot be considered as there is acute shortage of JTOs in Maharashtra Circle, which is only reply given to all PG cases as done in earlier similar cases. It seems that some of JTOs have become panic and want to create pressure by applying PG Cases and it is also quite possible that some pressure will be built on Circle management, but it should not be boomerang as happened earlier last year putting all rule 8 cases on further hold. Unfortunately, this happens when GM HR/Admn and his staff section are taking proper initiatives & steps for consideration of all Rule 8 transfers.

SNEA MH appeals all JTOs applied under rule 8 transfers from Maharashtra Circle to different Circles, not to become panic and not to take steps unwanted at this stage like applying under PG or RTI cases at this particular stage and create hurdles in their own Rule 8 request transfers. Please do not waste your time as well as time of officers in Staff section in replying these routine and repeated cases. You all have waited for prolonged period of more than one year and please have some more patience as the matter is being looked into personally & directly by Shri. Sandeep Agrawal, Sr GM HR/Admn Mumbai and very shortly your request under rule 8 will be forwarded to concerned circles.

If anyone really want to speed up the Rule 8 transfer process, please talk to comrades and officers in different Circles and get information from these Circles about the pending Rule 8 transfers and pass it on to officers in staff section or to Com. With such information in hand, the possibility of chain Rule 8 transfers from different Circles with proper substitute can also be accessed & implemented smoothly.  But in no case, please do not waste your energy by applying in PG/RTI cases just for getting routine reply in typical format and delay your own Rule 8 transfers.

This is our sincere appeal to all and till anybody thinks that PG/RTI cases, is only solution for his/her Rule 8 transfer out of Maharashtra Circle, then he/she is free to do so and we have no objection for it. Hope all concerned comrades will respond positively and act accordingly for early consideration of their rule 8 transfers.

He elaborated house on settlement of important issues like finalization of transfer policy for executives of MH circle, stern opposition in implementation of Deloittee recommendations in MH as pilot circle, ERP go live, concessional 3G facility for executives of MH circle, innovative new year diary, live updating of SNEA MH website, better co-ordination through Gmail, etc. are the majority of task he has accomplished and will be always remembered by executives in MH Circle forever. He told that these achievements are due to his day night efforts, dedication towards SNEA, sparing his most valuable time for association activities and most importantly due to his personal initiatives which were equally supported by majority of executives in MH. He narrated the importance of unity among ourselves and urged to strengthen Joint forum of unions/associations at all level. He explained how the issue of mobile call drop and issue of creation of separate tower company are correlated. Private mobile operators have shortfall in GSM towers, moreover they are not able to erect further towers and hence their eyes are now on BSNL’s towers as these towers are situated in residential areas. He mentioned that there is good response for free night calling/free roaming/increase in bb speed up to 2mb. MH Circle has shown peak in growth in the month of December2015, bypassed the target of 1.32 lakh GSM connection and had given massive 1.67 lakhs GSM connections. It has proved that if management and BSNL employees work together hand in hand, it can produce miracles as such nothing is impossible for BSNL to archive. He mentioned that getting back Rs 10000 crore from I-TAX dept to BSNL is positive sign by virtue of which BSNL can have firm amount in hand to plan/upgrade its infrastructure for providing better quality of service to our valued customers.

·      Com. S. V. Bhad , Circle President SNEA MH addressed the gathering that selection of Com Adasul on this important post is mainly due to solid unity among executives of SNEA MH which has forced the house to make amendments in constitution of SNEA. He expressed this will add excessive strength at CHQ which in turn will help to resolve most of the pending chq level issues in a days to come. He appreciated the work of Com M S Adasul , his complete devotion and dedication toward SNEA that SNEA MH Circle has become no 1 executive Association among all other states in terms of membership of SNEA are concerned. While speaking on this occasion, he urged the importance of resolution of pension issue, having the clause of 60:40. He urged the need of immediate solution for long stay counting in respect of executives working at All India Soft tenure stations. He also narrated the need of 30% superannuation issue of direct recruittees of BSNL and resolution thereof. He told that, though the management has agreed to give 6 % in addition to the existing 18%, however SNEA will continue to fight for the remaining 6 % contribution from BSNL so that this issue will be set right to our satisfaction. He mentioned the struggles of then TEOA,BSNLOA for getting intermediate pay scales for executives at the time of absorption and current struggle of SNEA for getting E-2 to JTO/JAO and E-3 to SDE/AO. He was optimistic that these pay scales will be settled soon in our favor. He appealed all to make Joint Forum strong for strong united struggle in a days to come.

·      Com. M. S. Adasul, DyGS SNEA CHQ in his address conveyed gratitude and sincere thanks to all the comrades of SNEA Osmanabad for rand felicitation & especially for their love and affection. He appreciated the work of Com. A. A. Shaikh DS Osmanabad and entire team of Osmanabad. He mentioned that with the strong support of SNEA MH Comrades, it was possible to discharge his association duties successfully. He narrated the different incidents successfully resolved by SNEA MH & how SNEA MH always favors uniform policy and pursue genuine cases up to its resolution. He added that SNEA MH has always opposed wrong doing of management and do not hesitate in appreciating their good initiatives also. He has explained how important to have existence of BSNL in telecom sector. BSNL is the best company as it has given us a lot but now it is our turn to pay back to this company and for this each and every shall stand firmly to covert negative situation into positive one. He told the necessity of persuasion for everything. He elaborated the issue of transfers in ITPC and how this ITPC issue was resolved by consistent persuasion with BSNLCO. He expressed his concern on the difficulties faced by the executives in field due to scarcity of stores in past but mentioned that these stores like Batteries, cables are now gradually made available by MH Circle. He told that we have update data, proper information which in turn helps us in perusing genuine issue up to its whole resolution. He assured that he will extend all sort of help to new CS and see that flag of SNEA MH will fly high and flourish in a days to come. He gave information to the house regarding current corporate issues/court cases related to JTO to SDE promotion case, SDE to AGM promotions, DE-DGM promotions. He assured that SNEA MH will definitely resolve the current deadlock in settlement of Rule 8 transfer of JTOs and pending request transfer within Maharashtra Circle. He mentioned that there is huge shortage of JTOs/SDEs in some of the important SSAs. It is mainly because there is no recruitment of JTOs after 2007 and promotions have been held up for prolonged period due to litigations. He told the need of more TTAs for smooth working in BSNL. He mentioned the efforts taken by SNEA MH for distributing laptops all over MH for BTS maintenance teams opposing its probable misused how it has now proved to be very handy for BTS maintenance teams for attending the BTS faults. For 3rd PRC, it is important to earn revenue for BSNL so that our aspirations, desires will be fulfilled. He appealed all to make BSNL’s 100 days programmer ‘Service with a Smile ‘most successful. Let us hope that BSNL will be profitable and third PRC will ensure better pay scales for all executives in a days to come. While conveying sincere thanks to one & all he expressed that he has no words for expression of his feeling for such grand felicitation. He assured all that he will deliver try his level best to deliver services to SEA comrades as DyGS. ·      Yes comrades, this is really god news for all the Finance wing officers that FC section has taken firm step towards  conclusion and end of Hopeless Bhaskar transfer policy which has troubled many of the Finance wing officers in Maharashtra Circle.

·      It was then CAO FC Mumbai Mr. Bhaskar, who due to lack of basic and even fundamental knowledge of BSNL transfer policy, poor ability to deal with HR issues and mainly due non-availability of correct stay particulars of executives in Finance wing and his begging approach with then GM Finance for getting self-transfer created hurdles after hurdles for certain Finance wing executives and unofficially safeguarded some of longest stayed officers.

·      SNEA MH has raised strong voice against all these biased transfers and intentional violation of transfer policy guidelines continuously for period of more than one year.

·      In our last meeting with Shri. V.N. Dhage GM Fin Mumbai, he has assured for firm steps for getting updated & correct data about stay particulars of all finance wing officers within month’s period and by respecting his words FC section has called for stay particulars of all the finance wing officer.

·      This will definitely be shocking for many of the longest stayed officers who are successful in managing their transfers, but it is great relief for all comrades who believes on uniform application of transfer policy for all executives regardless of his /her level of approach to GM Fin Mumbai or other officer in Mumbai.

·      We are confident that this firm step will give concrete end to “Hopeless Bhaskar Transfer policyand step towards better HR approach for finance wing executives throughout Maharashtra Circle.

·      SNEA MH conveys sincere thanks to all the comrades who unconditionally supported the stand of SNEA MH for uniform application of transfer policy guidelines for all.

6 JAN 16:  AGM Staff Mumbai calls for willingness from TTAs for filling up 37 vacant post of TTAs in BBNW Pune (25) & Mumbai (12) for 24X7 shift  duties with preference to TTAs having experience in IT/NIB/Broadband and last date for submission of willingness through proper channel is 15/01/2016.  Letter <<<>>>

 

 6 JAN 16:  Again may be under extreme compelling circumstances one more ODD order of looking After  SSA Head arrangement is issued by AGM Staff Mumbai as Charge of GMT Satara will now be looked by Shri. Suhas Kamble GMT Ratnagiri, who has already additional charge of Sindudurg SSA.  Letter <<<>>>

·      This happens when many of newly promoted PGMs are rightly available in MH Circle and presently not given any justified responsibility. In some of SSA like Solapur, Amravati, Pune more than two officers are posted and one of them could have been given separate charge of SSA Head Satara.

·      If it was matter of additional charge then it could have been given to other SSA Heads in geographically adjacent and nearest SSAs like Kolhapur, Sangli & Pune which has easy by road approach as all three are connected by express highways. But overlooking all such issues, this odd order issued which shows lack of vision.

·      No doubt, the worked will be looked after as being happening in some other SSAs by the way of running files from Satara to Ratnagiri SSA and /or by personal visits to Satara SSA by GMT Ratnagiri Shri. Ushas Kemble, and he may take care of Satara SSA along with Sindhdurg SSA.

·      With this order out 30 SSAs ten SSAs i.e. 1/3rd of total SSAs will be looked by two officer when more than 20 officers of level of DGM, GM & even PGM are available and posted in excess than requirement in some of SSAs with separate portfolio and Circle office without ascertaining possibility of merger or even looking after arrangement as done for about all SSAs. 

·      If the two section in same office of Mumbai, Pune, Amravati, Solapur are merged or given additional charge and every SSA is given Separate SSA heads with full powers may it be DGM, GM or even PGM, then it will boost work culture and speed the decision process which has come to long halt in many o SSAs.

·      It seems that when juniors and even Gr C & D staff are being forced and directed to behave with responsibility and change their HQs in the interest of BSNL, all seniors officers are either under fear of shifting their HQ and managing CGMT MH, or CGMT MH do not want to put these officers at such important post due to doubt on their capacity even to handle single SSA and the same showing full confidence and faith on only some officers by giving them charge of more than two/three SSAs.

·      We have seen such gimmicks earlier in change of HQ of GMT Raigad and additional charge of GM TX Mumbai and BSNL CO order is shown implemented without changes.

·      We should not be surprised that in days to come CGMT MH may found only two three officers who can look after charge of all 30 SSAs and all other officers will kept dumped without assigning any work or by assigning them any of the position just for name sake and wasting of BSNL Money & highly paid important manpower available with BSNL.

·      When CMD BSNL and many others are taking sincere efforts in increasing revenue of BSNL, in MH Circle money & important manpower is wasted by not assigning any works to many of officers and overloading some of officers.

·      This wastage of lakhs of rupees of BSNL on such repeated travelling and on transportation of files and officers which is result of improper and justified posting of SSA Heads and let us hope Shri. G.K. Upadhay, CGMT MH gets time from his frequent official tours and seriously spare 3-4 hours with courage to fill up all SSA Head posts with suitable rearrangement within available manpower.

          We all are aware about the quality of work done by these vendors under AMC agreement and the poor quality of works and grabbing at least 75% of total AMC amount is one of the funda adopted by vendors as there is no awareness among the executives working in Mobile wing or their signing certificates for satisfactory work by these vendors either under pressure from seniors or with careless approach as it is one of the routine work. It is seen that many of the officers are not aware about the terms, conditions of such AMCs and are till signing certificates under pressure or due to lack of awareness of loss to BSNL.

         All the comrades working in field units are appealed to take update knowledge of AMCs available for GSM equipment’s and understand and study the terms and conditions of such AMCs and then sign the certificates of satisfactory services. No doubt that in some of AMCs, no such certificate is also required and AMC bills are paid without such scrutiny creating loss to BSNL. This will at least help us in getting services from these vendors as per AMCs and at least have some watch on expenditure of crores of rupees of BSNL being made on such AMCs where  services are not utilised BSNL to proper depth.

4 JAN 16: SAD NEWS : With deep heart it is to inform that Com. D. T. Sawant JTO Mobile, Sindhudurg passed away on 31/12/2015  at 19:00 hrs at Healtyway Hospital due to failure of lever all of a sudden. He was of 51 Years. He left behind him wife, one married daughter and a son studying in 11th standard.

         Com. D.T. Sawant was dynamic member SNEA and was very sincere, hard worker, devoted to duty and has played major role in improvement in mobile service and increasing mobile revenue of Sindhudurg SSA. He was very polite to all and having very good public dealing especially during Morchas by public regarding mobile services. Sudden exit of Com. Sawant is great loss to Sawant family, BSNL as well as SNEA as we lost very active comrade.

        SNEA MH prays Almighty for peace of departed soul in heaven and to give courage to the family members of Late Com. D. T. Sawant to come out of this saddest moment of their life.

Sunil Parab , Goa SSA  and his team for tireless & sincere efforts with fruitful results in recovery of Rs. 7,89,500.00 (Rupees Seven Lakhs Eighty Nine Thousand Five Hundred Only)  from  Simplex Infra Limited  as damage charges during laying of electrical cable. The said  contractor has damaged cable network of BSNL and team BSNL  Maphusa led by Com. D. V. Redkar, SDE Ext & Gr Maphusa Goa  and Com. Sunil Parab , JTO Maphusa,  both  SNEA comrades have taken sincere efforts to build pressure on  contractor  and finally damage charges have been recovered and deposited in BSNL Account.

31Dec 15:  SNEA MH Circle congratulates, Com. P.B. Belsare, AO Raigad SSA, on his superannuation retirement as on today, 31/12/2015 and wish him & his family members “A Very Happy, Peaceful & Long Retired Life”.

Com. P.B. Belsare,  {Mob 9423894382}, presently working as Accounts Officer (Estt)  Raigad SSA has started his career in the DoT in Nov 1976 as Telecom Accounts Clerk.  During his further service he was upgraded as Sr. Accountant in 1986, the JAO, AAO & finally as AO since 2004 presently he is working as AO Estt Raigad SSA at Raigad at Panvel.

Com. P. B. Belsare is always helpful and soft spoken and due to his positive steps many of the pay fixation issues of Non-executives/Executives of Raigad SSA have been resolved amicably by giving priority to interest of BSNL. He was instrumental in reduction of overall expenditure.
