31 JAN 15: SNEA (I) MH Circle congratulates, Com. T. R. Choudhary, AGM Mumbai {9423081106} & Com. P.D. Kunde, SDE Nashik  {9422750295} on their superannuation retirement on today, 31/01/2015 and wish them and their family members “A Very Happy, Peaceful & Long Retired Life”.  

Com. T.R. Choudhary is working as AGM EB Mumbai & has served DOT & BSNL with devotion and dedication for prolonged period wherein he has served at Kalyan SSA and presently working as AGM EB Mumbai. He is die head member of SNEA (I) since long time and has always taken active part on all activities on the platform of SNEA (I).  

Com. P.D. Kunde is working has SDE CR Cell Nashik and is Senior & die-hard member of SNEA (I) Nashik and has taken active part at each and every activity of SNEA (I) Nashik. He is known for punctuality in office working. He joined duties in DoT in 1978 as Technician in Mumbai and transferred to Nashik in 1995. Since then he has proved his talent in Satpur, Igatpuri, Raigad SSA & other than technical & administrative works also. He is continuing his duties with same dedication & sincerity till the last day of his retirement

SNEA(I) MH salutes sincerity, dedication and affection Com. T.R. Choudhary  & Com. P.D.Kunde towards BSNL and SNEA(I) and on behalf of thousands of Comrades of SNEA(I) Maharashtra Circle wish them and their family members “A Happy, Peaceful, Healthy  & Long Retired Life”.

31 JAN 15: Meeting with ED/finance: CHQ President Com. G.L.Jogi,  and AGS, Com Daihya, met ED/finance MS Sujata Ray and elaborately discussed following important issues relating to Telecom Finance personnel:

A.  Proposed amendment of BSNLMS RRs of telecom finance: We informed ED/finance that telecom finance personnel continue to be grossly discriminated against because of inordinate delay in amending RRs to bring them at par with Telecom Engg. and that this discrimination is unfair, unwarranted and completely unacceptable to this Association. Simply because   Board/directors from DOT want HR plan to be finalized by BSNL and for that reason they are vetoing the proposed amendment is totally unreasonable and irrational. ED/Finance, while acknowledging our serious and genuine concern on this issue, maintained that this issue has to be dealt by the BSNL/Board and that she is broadly in agreement to push through the proposed amendment in order to bring about complete parity between telecom finance and Engg. wings in so far as RRs are concerned. However, she advised us to discuss the issue with concerned officers and assured us of her support on this issue. We will be very shortly discussing this issue with Board of Directors from DOT and CMD/BSNL, urging upon them to immediately end this discrimination by enhancing the percentage of STS posts to be filled up on regular basis from existing 50% to 75%. We assure our telecom finance Comrades that we will pursue this issue vigorously and relentlessly till the proposed and badly delayed amendment of RRs is approved by BSNL/Board.

B.    Filling up about 250 unfilled posts of CAOs immediately: We requested ED/finance to initiate immediate action towards filling up of about 250 available posts of CAOs since large number of CAOs are getting retired and are thus being deprived of their promotion. ED/Finance assured of very quick action to fill up all the available posts of CAOs as quickly as possible.

 

 30 JAN 15: Congratulations- Dir (HR) cleared the proposal for holding DPC from JTO to TES Gr B up to the vacancy year 2013-14: We are extremely thankful and indebted to Director (HR) for having given a very serious and dispassionate consideration to our request on 28th Jan for clearing the proposal for holding DPC, inclusive of the vacancy year 2013-14. We are also extremely thankful to GM (P) and DGM (P) for their sincere and serious efforts in getting the proposal approved from Dir (HR).

30 JAN 15: Discussion with GM (P) on the ongoing DPC from JTO to TES Gr B: CHQ president and AGS, Com Dahiya, had discussions with GM (P) on the need of completing the ongoing DPC from JTO to TES Gr B and issuing promotion orders at the earliest, reiterating him of our continued and total support in getting the preparatory work relating to DPC like collection of CRs and VCs completed at the earliest. GM(P, once again while acknowledging the enormous efforts that Association is putting in to get CRs and VCs from Circles, fully assured that he and his entire team are committed to complete the work and issue the promotion orders as quickly as possible.

 

30 JAN 15: Meeting with Director(HR): CHQ President and AGS, Com Daihya, had a detailed discussion with Director(HR) on the issue of ongoing DPC from JTO to TES Gr B, urging upon him to direct the concerned officers to expedite DPC and also personally monitor the progress of the DPC. We informed Director (HR) that Association exclusively made singular and tireless efforts for the last more than two years in getting the Court case dismissed at Ernakulam CAT and now the Management should demonstrate its concern and by getting the promotion orders issued at the earliest. We also apprised Director (HR) as to how JTOs belonging to year of recruitment 1995 are awaiting for first promotion of their career and have had been suffering for the last about three to four years despite availability of thousands of posts in seniority quota. Finally, we requested Director (HR) to clear the proposal for holding of DPC immediately and very strongly pleaded with him and urged upon him to clear the proposal for holding of DPC for the vacancy year up to 2013-14. We also informed Dir (HR) about the massive and strenuous efforts that Association has so far undertaken and is continuing with in collecting CRs and VCs from the fields units. Director (HR) was kind enough and expressed strong optimism and interest in getting the DPC work completed at the earliest and assured that, besides directing concerned officers to expedite DPC work, he will definitely monitor the progress of DPC personally and very closely. He also categorically assured us that he will clear the proposal for holding DPC for the vacancy year up to 2013-14.  Subsequently, we have had extensive follow up discussions with DGM (P) on how to go about in completing DPC work at the earliest.  

 

29 JAN 15: BSNL CO issued revised usage policy for office broadband connections wherein bandwidth is revised from 256 kbps to 512 kbps and it will be implemented w.e.f. 01/02/2015.  Letter <<<>>>

29 JAN 15: CAO FC Mumbai issued posting order of 13 AOs from different Circles who are promoted & posted in Maharashtra Circle. Order <<<>>>

         It was quiet possible to utilize some of these newly posted AOs to consider pending request transfer of AOs within Maharashtra Circle from different SSAs including that from Tenure stations, but due to lack of proper HR approach in account wing, same opportunity has been missed in this case and the AOs waiting for their transfers for period of more than two years are again kept in waiting by giving random posting to all these incoming AOs.

        The present VCs available at BSNL CO in respect of eligible JTOs in Maharashtra Circle expires on 08/02/2015 and if DPC is delayed beyond 08/02/2015, the fresh VCs will be required. All DS, CoBs, activists and concerned officers are requested to look into matter and see that VCs of their SSA are sent to AD HRD Mumbai latest by 30/01/2015.  

 

28 JAN 15: GM S&M Mumbai clarifies that there is no difference among 2G & 3G cards and same SIM can be used for both 2G & 3G services regardless of its memory capacity. Letter <<<>>>

   This was one of the issues raised by SNEA(I) MH during recent visit of CMD BSNL to Mumbai and now our CSCs can sale the SIM cards without any fear of 2G or 3G enabled SIM card and while activation action will be taken for provision of particular service i.e. either 2G or 3G.

25 JAN 15: great Joke of DE Looking After Arrangements by CIRCLE Management: : AGM Staff Mumbai issued orders for DE LA Arrangements merely for 23 SDEs against controversial vacancies of 85 DEs declared on 13/01/2015. Order <<<>>>

This is “Special Gift” on eve of 66th Republic Day of India by Shri. M. K. Jain, CGMT MH Circle who is presently on duty but at Bhopal, his home town since 24/01/2015, and this time four days in advance on name of preparation of West Zone Meeting which is scheduled on 28/01/2015.  As usual style of functioning from out of HQ Mumbai and in this case from Bhopal, he has given consent cum order for issuing DE LA orders of only 23 SDEs against 85 declared vacancies and when APRs/VCs were called for 100 SDEs and more than 50 SDEs are presently compelled to work as DE LA for handling multiple charges of DEs.

With this senseless order CGMT and his HR team has made it clear that DE looking After is neither promotion nor arrangements for BSNL requirements but it is big joke and their special idea of making executives fool by completing mere formalities. When Shri. M.K.Jain is talking about efficiency of executives; such hopeless HR activity by his office makes it clear why the performance of BSNL in Maharashtra Circle is very poor. One should feel ashamed for such careless attitude that to be while dealing with the officers who are important part of management in BSNL and taking care of different issues and are part of decision making process, but it is not case for our circle management headed by Shri. M. K. Jain as CGMT MH and it has entered phase/role of “Biggest Joker cum Magician” and creating Jokes after Jokes and Magic after Magic.

It is clear that Circle management is not serious about the requirement of DEs in Maharashtra Circle which we have witnessed as it has kept mum just by writing one letter to BSNL CO for retention of DEs while more than 40 DEs were transferred out of Maharashtra Circle in DE Reg promotions and when more than 176 post of DEs were & are vacant in Maharashtra Circle. In earlier spell of DE LA arrangements also, the orders were issued for 60 SDEs when requirement was of hundreds of DEs. Now when more 40 officers are transferred out of Maharashtra Circle, the Circle management slaps a joke by issuing DE LA orders only for 23 SDEs, when as on today more than 50 SDEs from different SSAs in Maharashtra Circle including Circle office Mumbai which is directly handled by CGMT MH are compelled to perform duties of DEs illegally with local order as the BSNL CO orders do not permit for such local LA arrangements. When more than 176 post of DEs are vacant out of 405 sanctioned post, HR team has shown vacancy of only 85 DEs and directly taken decision to keep 91 post vacant at initial stage itself and now out of 85 declared vacant post only 23 are filled up and 62 post of DEs declared as vacant post are not filled  mainly due to lethargy and poor strategy to deal with this issue and final result is 153 post of DEs are vacant and many of our Regular /Adhoc DEs and some SDEs are compelled to hold the responsibility of different vacant post and unfortunately all SDEs working as DE LA are in trouble for illegal use of administrative and financial powers as BSNL CO orders did not allow any local looking after arrangement by SSA without any order from Circle office.

Just, one day before, i.e. on evening hours of 23/01/2015, when we have confirmed from Sr GM HR/Admn Mumbai, DGM HR/Admn Mumbai about status of DE L/A and it was informed us that the work is going on but it cannot be completed before 30/01/2015 as CGMT MH is out of HQ. It is also important that till VC is not received and same has been clearly mentioned at Sr No. 2 of this DE LA Order. Then what made to Circle management to issue partial order completing formality of issuing DE LA Orders when CGMT MH is out of HQ. It may be again “Black Magic” & “Bengali Baba” which has acted upon our Circle Management and within 4-5 working ours entire scenario is changed and with this Black Magic effect the DE LA order is issued only for 23 SDEs. With this circle management completed one more formality and given lesson to all of us that we all should not worry about results and complete our works by completing mere formalities and should never worry about results. This important quote of “Geeta” now seems to be slogan of Circle Management and this DE LA order is just one of its examples. It unfortunate that now days, our entire team of HR seems to boneless and in such attitude had taken single stand to follow the orders of “Boss” and do not show any responsibility of wrong or right or usefulness of their actions and entire actions of HR team seems to be at par with “slave” blindly following orders of his “Aaka”.

Now days it has become routine practice that CGMT MH is performing duties while he is out of HQ as we have witnessed that since he has taken over charge of CGMT MH, he is out of Mumbai for more than 20 days in many of months on name of different tours of SSAs and mainly to Nagpur before and after connecting holidays and for Goa during short holidays. This is first time that within period of nine months CGMT MH has visited Nagpur for 3-4 times and Goa also for more or less occasions and Pune SSA at the interval of every fortnight. This excludes his family tour from Mumbai to Goa, Sindhudurg, Kolhapur, Satara, Pune etc & back to Mumbai wherein while on family tour he has given time for different meetings and definitely on duty itself.

This happens when Shri. M. K. Jain as CGMT has issued orders for all other officers including SSA Heads, for not leaving HQ without his permission and for such lapses, Shri. Jain has taken many of officers to task. But now by such actions Shri. M.K.Jain, CGMT MH has created great example for others, how to be at our home town or at desired place and at the same time how should be we on duty even after away from HQ and share responsibilities of family as well as office without taking any leave. Apart from these SSA tours, Shri. Jain plans monthly 2-3 official tours to Delhi, sometimes via Bhopal also and minimum two tours to Pune by adopting different ideas of official meetings.  We appeal all our comrades and SSA Heads also, to follow footsteps of our CGMT MH and be on duty by such official meeting & it has no meaning where you are and one should not be panic on such strict instructions of being at HQ on holidays, but should adopt such “on duty” policies in tune with our head of Circle.

It is understood that this formality of DE LA is completed in haste as earlier spell of DE L/A expired on 16/01/2015 and there is no chance of CGMT MH to be at Mumbai before 30/01/2015 and Sr GM HR/Admn Mumbai will be on leave up to 31/03/2015. By this incomplete act, Circle management may be happy with completing formality, but what about the need of BSNL and what about the SDEs who are compelled to work as DE illegally and holding many fold charges of different DEs? Definitely no one including CGMT MH has answer for it. CGMT MH and his team has time and full scope to deal with individual cases received by sms by violating rules & guidelines of BSNL and we all have witnessed that actions are taken even on special ‘sms’ of individuals, CGMT MH has time for creating trouble for executives on basis of senseless complaints by executives and Chamchas of CGMT MH but it is unfortunate that same CGMT MH and his HR team has no time to deal with such important issue which is affecting working of Maharashtra Circle and creating hurdles and legal cases for our executives who are compelled to work as DE LA without any order from Circle Office.

This order shows the depth to which our most beloved CGMT MH and his HR team is worried about working of BSNL and why entire work process of BSNL Maharashtra Circle is stalled/held up. It is shame on part of Circle Management that since last one year very important portfolio of CPC /MM Section of Circle Office Mumbai, which is dealing with procurement of different stores/items and equipments for entire Maharashtra Circle and which is always under scanner of Vigilance, is headed by one SDE who is illegally looking after DE Charge as Circle office has not issued his orders for DE LA in last spell of Sept 2014 and in this fresh spell also his name did not appear. It was height of mismanagement & careless approach when same SDE was compelled to work as DGM L/A during Child Care leave of DGM CPC Mumbai, but later on this idea was dropped. It is not case only with CPC section, but situation is same or worst in many of other SSAs & units wherein many of our comrades are holding important portfolios in many fold and may come in trouble.

This DE LA order is not less than the “Biggest Joke of the Year” and its is special design by our Circle Management for fooling our executives by calling APRs, VCs, wasting stationary and time of different offices for period of more than one month and showing that management is giving them promotion. SNEA (I) MH salutes to this greatest joke by greatest management and their approach in dealing with HR issues.  HATS OFF to our HR Team Headed by CGMT MH Circle for such a special gift for our executives on eve of 66th Republic Day of India.

Yes Comrades, it is great gift by Circle Management on eve of 66th Republic Day and in this age of return gift, SNEA (I) Maharashtra appeals all our executives to give “Return gift” to CGMT MH and his HR team by refusing such senseless promotion and show that Circle management cannot treat executives as slaves and it has to take proper care of the issues of executives. We are not restricting the SDEs who are willing to accept such senseless order of DE L/A as well as local DE L/A orders and such willing comrades are free to take over charge, but at later stage please do not blame anyone if you are in trouble for such illegal activity violating orders of BSNL CO and if you come under scanner of Vigilance mainly for utilizing financial as well as administrative powers illegally beyond the capacity of SDE.

SNEA (I) Maharashtra has received many of the calls and complaints about this hopeless activity & mere completion of official formality of DE LA thereby slapping DE LA orders as greatest joke to our executives compelling our comrades to work as DE LA illegally, and making our responsible officers to work under juniors mainly due to lethargic stand of Circle management in issuing orders and delay in decision making process.

SNEA (I) Maharashtra will take up this matter with Shri. M.K. Jain, CGMT MH on return to HQ on 30/01/2015 but till time there is no chance of any correction in this order as CGMT MH and GM HR/Admn Mumbai both are out of HQ and changes if reality is understood by management, are expected only after 02/02/2015. We further appeal our comrades, to have patience and adopt wait and watch policy as followed by CGMT MH, enjoy holidays in special style, use your sixth sense in accepting such “disrespecting” orders, hold multiple portfolios of different DEs if you desires so, but please do not create troubles for you for no mistake on your part and please do not become part of joke created by CGMT MH & his HR team with their special negligent HR approach.

We convey best wishes for all such SDEs who are ready to accept this order LA order and willing to work as DE LA either locally or as per this partial order and ready to hold responsibility of different portfolios of DEs creating trouble for self as well as for other executives who are deprived from their basic right.   

 

25 JAN 15: Discussion with CMD/BSNL regarding ongoing JTO to SDE DPC:  CHQ President had an elaborate discussion with CMD on the issue of completion of ongoing DPC from JTO to TES Gr B as quickly as possible and sought his personal intervention in ensuring that promotion orders are issued at the earliest. CHQ President apprised in detail CMD as to how JTOs belonging to year of recruitment 1995 are waiting for their first promotion for the last about twenty years due to abnormal delay in issuing of promotion orders because of litigations. 

CMD was also briefed about tireless, singular and sustained efforts and persuasion of this Association in getting the cases at Chennai/CAT and Ernakulam/CAT which led to inordinate delay in holding of DPC comprehensively dismissed by engaging the best legal counsels. Inordinate delay in issuing the promotion orders has led to intense demoralization and great frustration amongst about 8000 JTOs who have completed more than 18 years and are painfully and unfortunately waiting for the first promotion of their career despite availability of more than 5000 TES Gr B vacancies in seniority quota, CMD was informed.

Serious and profound concern of the Association over abnormal delay was conveyed to CMD in clear terms and he was urged upon to monitor the progress of the DPC very closely to facilitate issuing of orders before VCs get expired on 8th Feb,15. CMD was kind enough to assure that he will direct the concerned officers to complete DPC as quickly as possible and would also monitor progress of the DPC personally.

25 JAN 15: Discussion with GM (P) and DGM (P) regarding ongoing JTOP to TES Gr B DPC: CHQ President and AGS, Com Wankhede, then had follow up discussions with GM (P) and DGM (P), urging upon them to complete the DPC on a war footing basis and reassuring them of complete support and full involvement of the Association in getting ACRs and VCs. We also drew the attention of GM(P) to complete the DPC within a couple of days in view of VCs getting expired on 8th Feb, 15.  GM(P), while fully acknowledging and appreciating the tireless and continued efforts of the Association in pursuing receipt of ACRs and VCs from various Circles and also extending helping hand in completing the preparatory work relating to DPC, assured that best efforts to issue the promotion orders at the earliest would be made.   

 

24 JAN 15: BSNL CO issued revision of rates for Inspections Quarters making it uniform for all. Letter <<<>>>

       Uniform charges for IQs was one of the issues raised by SNEA (I) MH and this letter issued by BSNL CO is important step in uniform implementation of IQ charges throughout BSNL.

23 JAN 15: In continuation to BSNL CO orders for JAO to AO Regular promotions, CAO FC Mumbai issued posting order of 87 JAOs/AAOs  from Maharashtra Circle wherein all are posted in same unit/SSA. Letter <<<>>>

    It is very positive step by FC section that all the promoted Officers are posted in same unit/SSA and posting order is also issued in fastest speed and shortest time period of three days. SNEA (I) MH conveys thanks to all concerned officers & Staff in FC section for such positive step and efficient working. 

 

23 JAN 15: AGM BP & IT Mumbai endorsed the guidelines issued by DoE & IT for posting information on social website. Letter <<<>>>   

 

23 JAN 15: Status of VCs/APRs of JTOs in Maharashtra Circle for SDE Regular promotion under 67% quota: The VCs, APRs and assessment sheet of all JTOs from Maharashtra Circle eligible for SDE Regular promotion have been reached to BSNL Corporate Office and nothing is pending at Maharashtra Circle. The details were emailed by Estt Section of MH Circle to BSNL CO before one month and now Com. D.D. Pardeshi, AD HRD –I Mumbai has personally handed over hard copies of Assessment Sheet & APRs to Personal section of BSNL CO on 21/01/2015. The VCRs of Maharashtra comrades are valid up to 08/02/2015 and if the promotion orders are issued before 08/02/2015, then there is no issue but if it is delayed beyond 08/02/2015, then fresh VCs will be required. SNEA (I) MH will take up matter with concerned officers for keeping ready fresh VCRs by advance action, in case overall promotion process and orders are delayed beyond 08/02/2015. All DS, CoBs & Concerned comrades are also requested to be alert, keep the  VCRs ready for all eligible JTOs and send it immediately if called by BSNL CO/ Circle office Mumbai.   

 

23 JAN 15: Status of request Transfers of JAOs/AOs/CAOs within Maharashtra Circle: Since period of more than two years , none of request transfer of Finance wing officers has been considered by FC Section including that of the officers working at Tenure stations declared by FC section for Finance  wing Officers. Even waiting list of pending request is not properly maintained & published by FC Section for long time and everyone is in dark about its status.  SNEA (I) Maharashtra has taken up matter for pending request transfers with concerned officers and mainly for pending request transfers of all JAOs, AOs & CAOs in uniform policy manner. Accordingly process has been initiated by FC section and hopefully orders for all the pending request transfer of finance wing officers are expected by end of January 2015.

        As waiting list is not published, all the concerned officers waiting for their request transfers are requested to confirm their names in waiting list of request transfer with AO FC Mumbai and get it updated/corrected, otherwise some names may be left out. This is quiet possible as FC section is neglected for long time as the post of AO FC Mumbai was vacant for reasonable time, the officer posted as AO FC are transferred frequently and abruptly, there is no DGM assigned for FC Section and CAO who is overloaded with works of sections other than FC section is given charge of DGM FC & also that of CAO FC Mumbai. Hence, it is possible that many of applications may be missing and the concerned comrades will have to take initiatives and confirm their names in waiting list of request transfers by calling AO FC Mumbai.   

                                                                                  

23 JAN 15: Meeting with GM (F)/BSNL CO: CHQ President and AGS, Com Wankhede, met Sh. Bhardwaj, GM (F)/BSNL CO and thanked him for taking due cognizance of and appropriate action on the issues raised by this Association relating to JAO to AO DPC nearly three months, particularly with regard to filling up of quota in respect of SC/ST Comrades and other aspects also. We also requested and urged upon GM (F) to take immediate action to fill up about 250 CAO vacancies at the earliest. GM (F) fully assured that these orders to fill up these vacancies would be issued very shortly.  

          The issue of pushing through the amendment of BSNL MS RRs to increase the quota to fill up CAO vacancies on regular basis from 50% to 75% was also discussed. GM (F) in this connection advised us to meet the concerned members of the BSNL/ Board to get the amendment approved by the board. We assured GM (F) that very shortly we will be discussing this issue with members of BSNL/Board from DOT and try to get them on board to push through the amendment.

         The issue of discrepancies in posting of AOs in the recent promotion orders, particularly with regard to UP (E), was also discussed. GM (F), while maintaining that specific criterion has been strictly followed, assured that specific cases where criterion has not been followed would be definitely examined.   Association also requested GM (F) to find out some way out to promote left out JAOs of year 2006 (OC category) as quickly as possible. GM (F) assured to consider this.

22 JAN 15: Hon. Supreme Court directs generalization of TES Gr B Seniority on basis of Rule 206. Seniority lists 1 to 7 restored. Court appoints committee headed by a Judge of Delhi HC to examine the issue of consequential benefits and to minimize the impact on those who got promotion after revision of seniority in 2000. Benefits already extended to 45 people stand protected.

Transmission wing team of Com. S.M. Chemete & Com. N.V.Kulkarni recovered Rs 16,50,000.00 for damages to OFC network and Shrirampur team of Com. A. S. Hon, Com. A.F.Borude & Com. P.D.Sagalgile recovered Rs. 189500 for damage to PIJF cables, creating lesson to all others who are helplessly allowing damages to BSNL network. These comrades have given clear message with strong action to all other operators that no one can play with the BSNL network and any attempt to damage BSNL network is liable for accountability with suitable recovery of damages and warns private operators to take proper care of BSNL network or be ready for damages. 17 JAN 15: CGMT MH Circle writes SSA Heads on Revenue Performance of their SSAs by QE Dec 2014 in each vertical and asks to ascertain the reasons for poor performance by SSAs in achievement of targets. The annual revenue Target of year 2014-15 for Maharashtra Circle is Rs. 3206 Core and achievement up to QE Dec-2014 is Rs. 2155 Crores which comes merely 67% and which should have been 75%. In this special letter, CGMT calls for critical analysis of revenue performance by SSA Heads and asks for action plan & assessment of revenue targets in remaining three months period by 20/01/2015. Letter <<<>>>  

         Till now Raigad SSA is at the Top of the list of revenue targets with 83.47 % achievement and Nanded SSA is at the bottom of the list with the achievement of merely 55.60% revenue targets of Year 2014-15.

15 JAN 15: AGM Admn Mumbai endorsed the letter issued by BSNL CO on issues related to FSTC/Mobile/Broadband provided to MTNL/BSNL. It is clearly mentioned that to RSTC/Mobile/Broadband connections provided to BSNL/MTNL officers/staff are not to be disconnected for old outstanding payments. Order <<<>>>   

 

16 JAN 15: Meeting with Secretary, DoT on 14.01.2015: GS and CHQ President met Sri Rakesh Gargh, Sec/DoT and discussed the following issues:

A.  3G ICR pact by private operators and its impact on BSNL: Both GS and President explained the issue in detail to Sec/DoT. The case was originated as a result of the petition filed by SNEA in the Hon Delhi HC. The 3G ICR pact affects BSNL business. Also BSNL is forced to pay pan India spectrum charges, about 5000 Crores excess of other operators paid. BSNL invested huge money for infrastructure also but the other operators are providing services without having a network and no investment for network expansion. In the case of TDSAT verdict, Sri Kuldeep Singh is having conflict of interest since he has already taken a stand as CMD/DIR (OP), MTNL that 3G roaming is correct and called for tender for 3G roaming pact with other operators. Assn requested to bring these facts before the Hon SC during pleadings.

B.    Pension contribution on actual basic pay instead of maximum of the pay scale as per DoPT order dated 19.11.2009: Assn pointed out that the orders of the nodal agency DoPT to implement the order on pension contribution w.e.f 01.01.2006 is not implemented in case of BSNL absorbed employees. Administrative Ministry DoT forcing BSNL to continue to pay pension contribution on maximum of the pay scale and BSNL is forced to pay about Rs 300 Crores in excess as pension contribution per year. DoPT vide letter dated 24.04.2014 communicated to the Assn that the pension contribution is regulated as per the order dated 19.11.2009. After detailed discussion, Sec/DoT told us to give a note in this regard.

C.   BSNL and MTNL Merger: Assn requested Sec/DoT to address the contentious issues before a decision is taken on merger. The huge market liability of Rs 11,000 Crores for MTNL will sink BSNL also if it is merged with BSNL without taking over the liability by the Govt. Issues like Seniority, pay disparity, pay scales and disinvest of MTNL etc to be addressed before a final decision is taken. Sec/DoT assured that these issues will be taken care before a decision is taken on merger.

D.  Appointment of CMD and Directors for BSNL: Assn requested to fill up the vacant posts of CMD and Board of Directors in BSNL as a first step towards revival of BSNL. Since CMD and many Board member posts are lying vacant, policy decisions and initiatives are delaying in BSNL.  

16 JAN 15: Meeting with Sr GM(SR): GS and President met Sri Shameem Akhtar, Sr GM(SR) and held discussions on the pending issues related to membership verification like provision for a settlement on policy issues which strengthens the relations between Management and recognised Assn and end multiplicity of Assns, no of office bearers of Assn at Circle level and collection of fund other than subscription from the members. Sr GM(SR) assured that he will try to discuss these issues again in the Committee. On membership verification, Sr GM informed that CMD already interacted with CGM/KTK and as per direction of CMD an early hearing application is moved for early hearing disposal of the case which may come at any time. The case is already come back to the original bench.

 

15 JAN 15: Meeting with Shri. A.N. Rai CMD BSNL at Mumbai: By sensing presence of Shri. A.N. Rai CMD BSNL in Mumbai for special meeting with State Bank of India, delegation of SNEA (I) MH had special meeting with him in the morning hours at 0730 hrs in Inspection Quarters at Santacruz Mumbai and discussed many of the important issues.  Delegation of SNEA (I) Maharashtra lead by Com. S. B. Bhosale CT SNEA (I) MH, CS, Com. Ajit Kumar DS SNEA(I) WTP, Com. P.A. Shah, VP SNEA(I) Mumbai, Com. A.K. Yadav, OS SNEA(I) Mumbai  & Com. D.K. Upadhyay, AS SNEA(I) Mumbai gave warm welcome to Shri. A.N. Rai CMD BSNL by presenting beautiful bouquet. Shri. M.K.Jain CGMT Maharashtra Circle was also present during the meeting. 

         On this occasion, delegation specially presented “BSNL Executive Diary 2015” prepared by SNEA(I) MH to Shri. A.N.Rai, CMD BSNL who appreciated efforts of SNEA (I) Maharashtra for such beautiful Diary.

         We have submitted memorandum of different pending issues for growth of BSNL in Maharashtra Circle and long pending HR issues of executives. Memorandum <<<>>>

A.N. Rai, CMD BSNL, started discussions with Revenue figures informed that BSNL is going through bad time and especially on the platform of Revenue the condition is highly alarming and informed us that the revenue conditions of Maharashtra are not good as compared to last year figures. He added that while granting 78.2 % fixation, BSNL has given commitment for increase in revenue by Rs. 1200 crores and targets are achieved only up to 50% and it is really matter of concern.

Ø                                                                                                                                                                                                                                                                                                                                                                              He further informed that henceforth BSNL CO will have to take some harsh actions to awake its workforce for more and proper contribution to BSNL in terms of performance and revenue & the salaries of Circle performing poor will be delayed as compared to salaries of best performing Circle.

Ø                                                                                                                                                                                                                                                                                                                                                                              He further stressed that Maharashtra is big circle and BSNL has always high expectations from Maharashtra Circle and appealed us to bring awareness among the comrades about alarming situation.

Ø                                                                                                                                                                                                                                                                                                                                                                              Adding to discussions, Shri. M.K.Jain, CGMT MH Circle informed that he had meeting of all IFAs in Maharashtra on last Monday wherein he found that many of IFAs have careless approach towards the revenue figures of their SSA. He added that it was disgusting for him to know that more than 50% IFAs were not aware about the revenue Figures of their SSA and if this is condition of IFAs what should we expect from others. He added that everyone should have concern on activities done by him and generation of revenue thereof and IFAs have very important role in generation of revenue and they should act promptly and positively.

A.N. Rai added that it is question by DoT, if the Circle like Kerala can perform better on revenue then what are the issues with other Circle.

Ø                                                                                                                                                                                                                                                                                                                                                                              We made him clear that there are certain issues related to growth of BSNL in Maharashtra Circle and even though there is high demand from customers for BSNL services, we are not able to meet their demand mainly due to non availability of minimum required stores both for Mobile & landline services. CMD stressed that same is situation in Kerala Circle and till performance is good and this cannot be reason to justify fall in revenue.

Ø                                                                                                                                                                                                                                                                                                                                                                              We have further explained him that Maharashtra is badly affected by poor performance of vendors like ITI and poor performance of our own unit Telecom factory. We have brought to his notice that even though BSNL Mobile services in Maharashtra Circle is having topmost demand, BSNL is unable to meet same as more than 700 BTS are failed for months and years together mainly due to adamant stand by M/S ITI in repairing of cards and delayed process of procurement & replacement of RNP cards. We informed that if these cards are made available, there can be miracle in revenue from GSM services.

Ø                                                                                                                                                                                                                                                                                                                                                                              We also brought to his notice that since July 2014 there is no supply of cards and as on Toady Purchase Order for 12,00,000 SIM cards is pending with Telecom Factory and no single card is being supplied. When SIM Cards are not available, when many of BTS are failed for non availability of cards, from where revenue can be generated needs to be understood by going to root cause.

Ø                                                                                                                                                                                                                                                                                                                                                                              Adding discussions Shri. M.K. Jain informed that due to defaulter action by TF Mumbai, his office has taken initiatives and fresh Purchase Orders have been placed for 12,00,00 SIM cards with private vendor and supply is expected within fortnight.

Ø                                                                                                                                                                                                                                                                                                                                                                              We also brought to notice of CMD the issues mainly due to procedure of denomination of SIM cards as 2G SIM & 3 G SIM and explained him how such denominations have created bad impact in field units. Many of customers are demanding 3G SIM cards and denied same even though 2G cards are available. If these denominations are removed and if subscriber asks for any type of card, same needs to be issued from stock of SIM cards available and the separation while activation of SIM cards, the decision can be taken where it is to be activated as 2G SIM Card or 3G SIM Card and this will solve major issues. CMD assured to look into issues.

Ø                                                                                                                                                                                                                                                                                                                                                                              We also informed that for landline segments also many of the issues needs to be taken care and presently Battery and power plant is taken care to some extent but it is not sufficient.

Ø                                                                                                                                                                                                                                                                                                                                                                              We brought to notice that items like drop wire is not supplied by TF Mumbai and more than 12000 Kms of drop wire supply is pending with TF Mumbai and there is no proper improvement in supply. Same is condition in transmission equipment and many of OFC faults are pending for want of required joint kits and OF cable.

Ø                                                                                                                                                                                                                                                                                                                                                                              CMD informed that only jointing kit is not problem in delay in restoration of OFC faults and many of time faults are delayed as the OFC team is not reaching spot at minimum time. He also informed that many of OFC teams are located at central places and mainly at cities and it takes time to reach the spot. He directed CGMT MH circle for making arrangements for OFC teams so that they reach at the spot at minimum time and accordingly HQ of OFC team should be decided.       

Ø                                                                                                                                                                                                                                                                                                                                                                              He also stressed that the progress of NOFN is very poor in Maharashtra Circle and appealed us to rise for situation and make all our comrades to be ready for completion of this project. This is special project for BSNL and we have to prove our efficiency. We informed that there was lack in awareness in NOFN project at earlier stage, but now days CGMT MH has fully concentrated on NOFN project and certain results are expected but till there is confusion among the comrades about the formation of BBNL and implementation of NOFN project by BSNL.

Ø                                                                                                                                                                                                                                                                                                                                                                              We also brought to his notice about fear among the executives about diversion of Broadband business of BSNL to BBNL and projected loss to BSNL. Shri. Rai added that this is very poor thinking and nothing to worry as NOFN will definitely generate revenue for BSNL. On utilization of OFC network of BSNL including ideal rural OFC network much revenue is expected from this NOFN project and one should understand its usefulness.

Ø                                                                                                                                                                                                                                                                                                                                                                              We have explained him that such fear factor exists due to the recent experience from USO towers, BSNL has put its major energy on the construction of towers, restrictions on BSNL to use these towers for initial five years i.e. subsidy period and after USO subsidy is over all operators have left these sites and BSNL is not having any equipment to use these.  Now under compulsions BSNL is paying rent of all such unutilized sites which is in lakhs in monthly and crores on yearly basis and no single rupees is generated as revenue for BSNL and hence it feared that in similar manner Broadband business of BSNL may be swallowed by BBNL after preliminary works by BSNL.

Ø                                                                                                                                                                                                                                                                                                                                                                              CMD expressed that USO towers was good project and BSNL has earned assets of crores of rupees and agreed that there is need to have relook on the all these USO sites and steps for its better utilization. He firmly assured that NOFN project will generate good revenue for BSNL and appealed that all should focus on completion of NOFN works in time bound manner.

Ø                                                                                                                                                                                                                                                                                                                                                                              We brought to his notice the rumors about transfer of Shri. M.K. Jain, CGMT MH Circle and that to at time when he performing good for BSNL Maharashtra Circle. We informed that it is also being spread that SNEA (I) MH is behind transfer of CGMT MH Circle and cleared that though we have certain issues with Shri. M.K.Jain CGMT MH on transfer posting issues, we have never raised any issue about his transfer from MH Circle, mainly due to reason that he is much concentrating on overall development issues. 

Ø                                                                                                                                                                                                                                                                                                                                                                              CMD agreed that Shri. M.K. Jain is performing good, but it is not sufficient and he has to perform better and give his best in days to come. He specially stressed that progress of NOFN project is very poor in Maharashtra Circle and same is performance on revenue and much more is expected from Maharashtra Circle and from Shri. M.K. Jain as CGMT MH Circle.

14 JAN 15: By adding four new post of DEs in Mobile Pune, AGM Staff Mumbai calls revised willingness for DE L/A arrangements and revised last date of submission of willingness is 16/01/2015. Order <<<>>>

       When more than 16 posts of DEs are being managed by local looking after arrangements in Mobile unit itself by violating guidelines issued by BSNL CO, the Circle Office has merely added four posts keeping space for continuation of illegal L/A arrangements locally and creating troubles for executives. Apart from these 16 DE vacancies in Mobile Unit, in many of SSAs, local arrangements are made for fulfilling requirement of DEs for smooth maintenance of day to day working. AGM/DEs are having different financial powers & different authorities as compared to SDEs/JTOs and needs to be given proper & legal orders for using all these authorities. It seems that vacancies of only Circle office are calculated as per actual requirement and in case of all other SSAs/Units, there is need to correct the vacancies different units as per minimum requirement. All DS are requested to look into this important issue, check the vacancy position of their SSA/Unit and intimate correct vacancies to ACS SNEA(I) concerned along with the names of DEs who are made to look after as DE in local arrangements.

14 JAN 15: Meeting with GM (Estt) on E2, E3 pay scales replacing the intermediary pay scales of E1A and E2A: GS and both AGSs met GM(Estt) on 12.01.2015 to discuss E2, E3 pay scales and holding committee meeting. GM (Estt) told that in the last committee meeting, demand for E2 to E7 pay scales which is not part of the terms and conditions of the committee was raised by some members and the cabinet decision on MTNL has come where cabinet decided to reduce the pay scales of MTNL to that of BSNL, the question of whether E2, E3 can be implemented in BSNL is referred to DoT. Association strongly protested against this action to refer the matter back to DoT since last three years from Feb, 2012 onwards this issue is simply shuttling in the name of DoT, DPE etc. In the Committee meeting on 17.11.2014, Chairman directed GM (Estt) to refer the matter to DIR(HR)/CMD to decided on the terms of reference of the Committee but now the matter has been sent to DoT against the decision taken in the committee meeting. This is nothing but delay tactics.

We clearly told GM (Estt) that cabinet decision on MTNL is a latest development in 2014 and we are discussing about the pay revision and revised pay scales replacing intermediary scales of E1A and E2A from 01.01.2007. Whatever be the rationalization of pay scales has to happen, it will be from the next pay revision from 2017 and not from 01.01.2007. In the name of development in MTNL, there is no justification in delaying the finalization of pay scales of BSNL w.e.f. 01.01.2007. If comparison with MTNL is required, then BSNL has to consider for parity in pay from 01.10.2000 till rationalization is done.

GM (Estt) mentioned that E1 and E2 scale is already approved by BSNL Board and it is implemented in BSNL. On that GS replied that its implementation is provisional pending final decision on the pay scales for which the Committee is constituted and DoT has to approve the same. GM (Estt) further told that some section of Executives has apprehension that on implementation of E2, E3 pay scale alone, anomaly will occur as JTOs of 2001/2002 batch will reach E3 scale in 9 to 11 years where as 2005/2007/2008 batches will reaches in 4 to 6 years. It is always a fact that in any pay revision youngsters will be benefitted than the seniors but the seniors never come on the way of the future of youngsters, which is the history of trade union movement. In 1986 pay revision also, seniors pay even got reduced but they whole heartedly welcomed the up gradation of the pay scales of the JTO cadre and struggled for that. No Assn or Executive of BSNL is against extending E2, E3 pay scales to the JTO/JAOs of 2007, 2008 and later recruitments.  Assn clearly told GM(Estt) that our demand is E2 to E7 scale but due to Managements apprehension about the huge financial implication on pension contribution, at least to give relief to the JTOs of 2007 and 2008 batch and JTO/JAOs recruited after 2007, the terms of reference of the joint committee was decided as to examine the implementation of E2, E3 scale replacing intermediary Pay scales of E1A and E2A for JTO and SDE cadres keeping the other scales pending for the time being till pension contribution issue is settled.  

The latest developments show that the Management is in no mood to implement at least E2, E3 pay scales for the time being. CMD and other senior officers again and again assured us to resolve the issues through discussions in the Joint Committee but in fact the issue is referred to DoT again without any valid reason. This shows that management want to demote the cadres of JTO/JAO and SDE/AO to E1 and E2 scales. We have no other option left other than to restart the agitation programmes which we are held in abeyance on assurances from CMD, BSNL.

 

14 JAN 15: Meeting with GM(FP): GS and both AGSs met GM(FP) and held discussions on JAO to AO promotion, AO to CAO promotion for around 230 posts, meeting of the Committee on option case of 2010 batch etc. On JAO to AO promotion, CLO raised some queries about the unassessed cases, most of them are absconding cases and it will be submitted after CLO returns from leave on 15th.

 

13 JAN 15: SAD NEWS: Com. N.R. Hiremath, Ex. CS JETA MH Circle passed away: With deep heart it is to inform that our beloved Com. N. R. Hiremath, Ex. Circle Secretary JETA (I) Maharashtra Circle passed away at age of 61 years. He was suffering from cancer and was undergoing treatment for cancer in TATA Memorial Hospital Mumbai, but it did not yielded fruitful and on morning hours i.e.1030 hrs of 12/01/2014, he passed away. Last rites will be performed at his home town Huligoppa, Ramdurga Taluka, Belgaum District, Karnataka State.

        Com. N.R. Hiremath was diehard comrade of JETA and he has lead executives of Maharashtra Circle from forefront in different capacities including his successful tenure as CS JETA (I) MH Circle.  After completion of long services in WTR Mumbai & MTNL Mumbai, on superannuation Com. Hiremath retired from services as DE MTNL Mumbai. Com. Hiremath will be always remembered for his dedicated, tireless and devoted services to the executives in Maharashtra Circle. 

        SNEA (I) Maharashtra pays homage to late Com. N.R. Hiremath on his heavenly exist and pray God to give him space and peace in heaven and courage to his family members to come out of these moments of deep sorrows.

Assn all along pleading with the Management to step up the pay of seniors at par with that of the Juniors on account of EPP. Assn will be taking up the matter with BSNL Management to generalize the judgment for all.

1 JAN 15: BLACK MAGIC RESTORED WITH IMMEDIATE EFFECT as ASSURED BY CGMT MH Circle:  Circle Administration takes serious note of strong protest by SNEA(I) MH on pick and choose reliving order for ITPC Pune and has now kept this relieving order in abeyance till further orders Abeyance Order  <<<>>>

        Immediately on issuing such biased order, SNEA (I) has registered strong protest with all concerned officers and mainly with Shri. M.K.Jain CGMT MH who has issued sms instructions for issuing such order when entire officers in chain of staff section including concerned dealing Assistant were on leave and on such telephonic discussions CGMT MH has assured us to review of the matter on his joining to office.  Accordingly on 31/12/2014, Com. S. B. Bhosale, CT SNEA(I) MH, CS & Com. P.N. Patil Auditor SNEA(I) MH had meeting with Shri. M.K. Jain CGMT MH Circle on 31/12/2014. The details of discussions are as follows.

M.K. Jain informed that he has already settled grievances raised by SNEA (I) as he has given approval to put the order of Com. B.D. Gaikar SDE Nashik to ITPC Pune on hold and abeyance orders will be issued today. He further added that there are many issues pending in front of him as CGMT MH & he want to concentrate on such development issues instead of such individual cases. He further asked us to give time for such works and we should not waste his time on such routine issues. We made him clear that it was he & his office which had created this issue specially and nothing is done form SNEA(I) and if such pick and choose orders were not issued in such an unofficial way,  there was nothing on part of SNEA(I) to waste his time. Shri. M.K. Jain informed that he has understood the issue and concern of SNEA (I) on this issue and diverted issue to BSNL Corporate Office that it is mistake of Corp Office which issues such pick and choose basis order even though none of case was recommended and even forwarded by his office. He further added that if order was not issued by Corp Office there was no need to issue relieving order from Maharashtra Circle.

·                                                                                                                                                                                                                                                                                                                                                                                 We brought to his notice that it is not order of single officer and it is order of 10-14 SDEs and why only one SDE is being relived on pick and choose basis. First he informed that he was not aware about many of officers under transfer to ITPC Pune and it was sms request from Com. B.D.Gaikar to issue his reliving orders instead of Jalgaon to ITPC Pune as GMT Nashik has taken decision to relive him to Jalgaon. He further added that now as per pending Circle Transfer Com. Gaikar will join to Jalgaon and take TA/DA and again BSNL will have to pay TA/DA to Com. Gaikar while his reliving to ITPC Pune and to avoid TA/DA he has instructed for issuing direct relieving order of Com. B.D. Gaikar to ITPC Pune. We informed that how it can be concern of TA/DA when hundreds of SDEs have applied for own cost transfers to ITPC Pune and how it is matter of paying double TA/DA.

·                                                                                                                                                                                                                                                                                                                                                                                 We informed that since last seven moths his office has intentionally given time to Com. B.D. Gaikar for issuing immunity from transfer and how he has managed transfer order to ITPC just to avoid transfer to Jalgon. If his services of Com. Gaikar as DS AIBSNLEA Nashik were required by AIBSNLEA Nashik comrades while transfer to Jalgaon, how can he deprive his comrades by applying transfer to ITPC Pune. We also brought to his notice that while calling for willingness for ITPC Pune, BSNL Corp Office has clearly mentioned that long stayed officers should not apply and such requests will not be considered and how does question of relieving of Com. Gaikar arise at this stage on name of saving TA/DA?

·                                                                                                                                                                                                                                                                                                                                                                                 We also informed that SNEA (I) MH has discussed this matter with Shri. S.S.Agarwal GM Pers BSNL CO, while his visit to Mumbai and he also has agreed that order of long stayed officers are wrong and has assured to review it. Entire discussion was held in presence of GM HR/Admn Mumbai and he also supported the issue. Then Shri. M.K. Jain informed that all these facts were not brought to his notice and for same he blamed Staff Section and officers thereof. He also added that many of officers are transferred to ITPC Pune are from Pune TD, where more SDEs are required and only Com. Gaikar SDE Nashik & Com. Trimbake SDE Solapur were outsiders and hence he has decided to issue orders only for two SDEs and practically order was issued for only one SDE i.e. Com. Gaikar. We brought to his notice that Com. Trambake SDE Solapur is already under transfer from Solapur to Pune TD and has made all possible efforts by using all sources including that of GM Mobile Pune for his posting only in Mobile Pune and main reason is to avoid transfer to Rural Area of Pune TD, but same is not agreed by PGMT Pune as it does not fit in transfer policy. Now he has applied to ITPC and his name also was part of list of pick choose recommendations by CGM  ITPC Pune and we have brought to his notice how ITPC Pune has become shelter of long stayed officer and officers who are making best efforts to avoid their rural transfers within Pune SSA, Transfers out of SSA in different SSAs of Maharashtra Circle and also to avoid transfers out of Maharashtra Circle and stressed to take corrective action or keep this option open equally for all so that all SDEs & JTOs can avoid their long stay transfers at any level.

·                                                                                                                                                                                                                                                                                                                                                                                 Shri. M.K.Jain specifically mentioned that there is no need on part of executives to raise such individual issues through Association Leaders every time and they can directly contact him as done by Com. B.D. Gaikar SDE Nashik and some other comrades he quoted. He also added that in case of relieving of Com.B.D.Gaikar, he has not received any request from Com.V.P.Kulkarni CS AIBSNLEA and he has acted on request of individual and there is no role of CS AIBSNLEA.    

·                                                                                                                                                                                                                                                                                                                                                                                 After detail & elaborate discussions on this issue, Shri. M.K. Jain , CGMT MH informed that the orders for keeping relieving order of Com. B.D.Gaikar in abeyance are being issued and no further relieving orders for ITPC Pune will be issued and directed us to take up matter with BSNL CO for issuing orders as per policy & guidelines thereof.

·                                                                                                                                                                                                                                                                                                                                                                                 Regarding prolonged misuse of immunity on long stay transfer by Com. V.P. Kulkarni CS AIBSNLEA MH continuously for last five years and its blind support by Circle Administration he informed that we will discuss this matter later. We reminded him that SNEA (I) MH has already brought to his notice the facts and figures and his office has already issued orders for cancellation of immunity and only confusion is on correction of working SSA & posted SSA from Nashik to Dhule which is pending for his decision. Shri. M.K. Jain informed that today Shri. Pravin Malhotra Sr GM HR/Admn is on leave and assured to discuss this matter later in his presence.

·                                                                                                                                                                                                                                                                                                                                                                                 Further, Shri. M.K.Jain, CGMT MH informed that his office has received compliance from Shri. Arvind Vadnerkar, GM NWO CM Mobile Pune on complaint of SNEA (I) MH about utilization of Laptops for works other than Mobile works and matter will cleared shortly. He further informed that Shri. Vadnerkar has said nothing on utilization total 75 laptops and he has replied only about 16 new laptops and asked us details of remaining laptops as mentioned by SNEA (I) MH. He also informed that he is unaware about diversion six of laptops to Circle office and its utilization. We informed the break of 75 laptops will be provided to him & added that it was decision of Sr GM NWP CM Mumbai to diverted the laptops to Circle office and updated that Sr GM NWP CM has taken decision to handover all six new laptops to GSM Mtce teams and there is no issue pending with Sr GM NWP CM Mumbai and requested for proper distribution of all laptops to needy field units teams of GSM Mtce and CGMT MH assured for same.

·                                                                                                                                                                                                                                                                                                                                                                                 While concluding discussions, Shri. M.K.Jain CGMT MH directed us to concentrate more on development works including NOFN project and assured to look into all other HR issues. We also conveyed him thanks for timely concern and correcting issues within no time and requested for equal treatment to all executives regardless of their reach and personal relations and requests.

·                                                                                                                                                                                                                                                                                                                                                                                 We further requested CGMT MH to spare some time for inauguration of “EXECUTIVE Diary 2015” and he has assured for same and inauguration of “EXECUTIVE Diary 2015” printed by SNEA (I) MH Circle will be done by hands of Shri. M.K. Jain, CGMT MH Circle on 01/01/2015.              

 

1 JAN 15: Misguiding clarification by Circle office on Purchase of Diary 2015: AD Admn IV issued misleading clarification and endorsed just routine procedure regarding supply of Diary 2015. Letter <<<>>>

        As usual some of SSAs have created confusion over the supply of Diary 2015 and main query was about upper and lower limit of purchase of Diary 2015. SNEA (I) MH has taken up matter with Shri. P.R.Sule DGM HR/Admn Mumbai as all other competent officers were on leave. During discussions Shri. Sule has confirmed and assured that purchase & supply of Diary 2015 is well within the powers of SSA Heads & there is no role of Circle Office. He also agreed that there is no such upper and lower limit and it is discrimination power of SSA Head depending upon the requirement and quality of Diary to be supplied. But while issuing clarification it has been issued that Diaries are to be purchased by calling three quotations and lowest to be accepted and calling for three quotations and accepting lowest one is the routine procedure known to each and every officer including Dealing Assistants and here Shri. Sule & his office thinks that our SSA Heads are so poor and having lack of knowledge about such basic procedures and hence issued clarification diverting issue. Nowadays it has been fashion to call such clarifications by some of SSAs to delay entire works by creating such known hurdles and Shri. P.R. Sule & his office seems to be part of this fashion show by issuing misleading and confusing clarification and saving skin for such responsibilities being at Circle HQ. Shri. Sule has cleverly missed to quote about the quality of Diary and also missed to issue exact clarification on issue raised by SSAs and has issued unwanted clarification which will give chance to some of officers to get more and more confused for known reasons and delaying supply of Diary 2015. We will again discuss with Shri. P.R. Sule DGM HR/Admn Mumbai to know what made him to change his stand and issue such unwanted, useless and indifferent clarification diverting the issue.   

 

 

31 DEC 14: BLACK MAGIC IS WORKING IN BSNL MAHARASHTRA CIRCLE: Yes Comrades , we have no option other than to believe that black magic is working in BSNL Maharashtra Circle as yesterday we have witnessed that a single and illegal relieving order was issued by Circle Office Mumbai when none of the responsible officer was present in the Office.  Order <<<>>>

·                                                                                                                                                                                                                                                                                                                                                                                 SNEA (I) MH strongly condemns such pick and choose & totally biased order issued in unofficial manner with injustice to many of executives.

·                                                                                                                                                                                                                                                                                                                                                                                 This is order of Com. B.D.Gaikar, so called DS AIBSNLEA Nashik who was demanding immunity from transfer for last seven months as he is responsible Office Bearers by becoming DS by replacing earlier DS over the period of night when orders for long stay were to be issued by Circle office.

·                                                                                                                                                                                                                                                                                                                                                                                 It is important that without conducting any formal meeting and just to avoid long stay transfer of Com. B.D. Gaikar SDE become DS and asked for immunity. This came to notice when some of comrades of AIBSNLEA made complaint to Shri. M.K. Jain on his visit to Nashik and in written also that there was no any meeting of AIBSNLEA Nashik was conducted and hence this claim for immunity is illegal and is affecting  members of AIBSNLEA who are in long stay for out of Nashik transfer .

·                                                                                                                                                                                                                                                                                                                                                                                 But on such written complaints also no action was taken and Shri. Suresh Babu Prajapati GMT Nashik and Shri. M. K. Jain CGMT MH kept “mum” for months together by calling clarification from Circle Office and when it was understood that some action was being taken by Circle Office for granting immunity and transferring next long stay officers including members of SNEA (I) Nashik and Com. S.A.Bhadane DS SNEA (I) Nashik wrote letter on misuse of immunity and same was taken care after continuous persuasion by SNEA (I) MH with Shri. M. K. Jain, CGMT MH and on 19/11/2014 Circle Office issued letter that immunity is not applicable in this case. In entire process the role of Shri. M.K. Jain, CGMT MH was very important and due to his intentional delay in taking decision on immunity issue Com. B.D.Gaikar got illegal time of more than seven months for not reliving from Nashik to Jalgaon.

·                                                                                                                                                                                                                                                                                                                                                                                 When matter was rejected for immunity from MH Circle first step of black magic was seen when transfer order of Com. B.D. Gaikar was issued by BSNL CO on recommendation of CGM ITPC Pune by overruling the conditions of long stay. You may remember that in willingness called for ITPC Pune it was clearly mentioned that officers in long stay list will not be considered for posting to ITPC Pune. The same was neglected by BSNL CO and order was issued for transfer to ITPC in which SDEs are transferred from MH Circle to ITPC including many of long stayed officers and same was brought to notice of competent authority by SNEA (I) MH.

·                                                                                                                                                                                                                                                                                                                                                                                 The matter was recently discussed with Shri. S.S.Agarwal Sr GM Pers BSNL CO, during his visit to Mumbai, who also has agreed that if transfers for ITPC are issued of SDEs in long stay list then it is wrong and will be cancelled and matter was discussed in front of Shri. Pravin Malhotra Sr GM HR/Admn Mumbai, who also supported the facts. Then Maharashtra Circle also has informed BSNL CO that none of SDE can be relived for ITPC Pune due to shortage of SDEs and requested for posting SDEs from other Circles.     

·                                                                                                                                                                                                                                                                                                                                                                                 But on close of year 2014, we have to believe it was black magic that made our dashing and very intelligent CGMT MH to work under pressure and to issue single order by neglecting standing instructions on the subject and forgetting some ethical guidelines to be followed by highest authority of biggest Circle in BSNL.

·                                                                                                                                                                                                                                                                                                                                                                                 This order is issued when AGM Staff Mumbai, DGM HR/Admn, Sr GM HR/Admn Mumbai, CGMT MH i.e. all the responsible officers for transfer posting of executives were on leave , order for relieving of single SDE is issued with signature of another AGM who is not having officially charge of AGM Staff Mumbai. When we see that no. of files are pending even for want of clerks this order was issued without any formal process of office work and when CGMT MH had written DO letter to BSNL CO just before week that none of officer from Maharashtra Circle under transfer to ITPC Pune  can be relived due to shortage of SDEs. Apart from this more than 12 requests of SDEs and five requests of JTOs are straight rightly rejected by CGMT MH on name of shortage of executives in Maharashtra Circle. This is possible only due to ideas like “Black Magic” normally we do not believe as not supported by science and in this case we have to believe as it is understood that order is issued when everyone from section clerk to CGMT MH  was on leave on the day.

·                                                                                                                                                                                                                                                                                                                                                                                 We have traced the source of this “BLACK Magic” and surprisingly it was sms by Shri. M. K. Jain CGMT MH to Shri. Pravin Malhotra Sr GM HR/Admn Mumbai and its downward transmission and it worked like black magic and order was issued in lightening speed and within no time with signature of AGM whoever is AGM available in the office as AGM Staff also in on long leave. 

·                                                                                                                                                                                                                                                                                                                                                                                 It is most important that this entire process is being adopted by CGMT MH while on leave from Rajasthan where he is on family tour on All India LTC for last one week and unfortunately he has used such out of turn authority for supporting SDE who is under transfer from Nashik to Jalgaon since May 2014 and was not relieved by Shri. Suresh Babu Prajapati GMT Nashik may again due to black magic.

·                                                                                                                                                                                                                                                                                                                                                                                 Just before four days delegation of SNEA (I) Nashik had meeting with GMT Nashik on relieving of many of SDEs under transfer including this SDE, he has assured that next day i.e. on 27/12/2014 his office will issue orders for relieving for all SDEs under transfer. But he did not act as he was controlled by black magic and gave time for this officer and his god fathers to approach a “Bangalee Baba” for illegal favor and same is highly successful as under tremendous pressure of said “Baba” and when none of officer was present in the office, the transfer order on pick and choose basis was issued without any formal approval in file and uploaded on MH Intranet in lightening speed.

·                                                                                                                                                                                                                                                                                                                                                                                 The biased approach of CGMT MH is visible from the facts that in so many cases when everything is available in file and some 2-3 pages of note sheet making issues& facts clear are not sufficient for him to understand issue and take decision and he returns files with remark “Please discuss” or “put up with some additional details”. This funda is applied by CGMT MH in file being repeatedly processed for reliving of Com. V.P. Kulkarni CS AIBSNLEA MH for last six months on basis of longest stayed DE in Maharashtra Circle with about 29 years stay in Nashik SSA. But till today CGMT MH has not taken any concrete decision when file has been rightly processed about misuse of immunity continuously for more than five years by Com. V.P.Kulkarni CS AIBSNLEA MH.

·                                                                                                                                                                                                                                                                                                                                                                                 But in present case of reliving Com. B.D. Gaikar, without seeing file and any note sheet and without ascertaining facts, Shri. M.K. Jain CGMT MH selected name of Com.B.D.Gaikar, SDE under transfer on long stay criteria, send by name sms to Sr GM HR/Admn and in lightening speed his orders are issued. We all know that Shri. M.K. Jain CGMT MH is highly intelligent, knows each and every subject, officers in Maharashtra Circle and we were till not having any idea about his memory power about remembering single name out of 10 officers that to be of level of SDEs which are not directly related to CGMT.  This is just amazing and nothing less than miracle.

·                                                                                                                                                                                                                                                                                                                                                                                 It is understood that on receipt of this order GMT Nashik also has taken fast decision and order for relieving of Com. B.D.Gaikar SDE to ITPC Pune has been processed in files by Nashik SSA. Now it is only black magic which works, otherwise Shri. Suresh Babu Prajapati GMT Nashik, who has not taken any decision for last seven months on relieving of Com.B.D.Gaikar on long stay transfer from Nashik to Jalgaon, is forced to take action in lightening speed for relieving of Com.B.D.Gaikar SDE and DS AIBSNLEA Nashik by forgetting his need for association activities as claimed for immunity from Nashik to ITPC.

·                                                                                                                                                                                                                                                                                                                                                                                 Now, it is well known that the persons who offers black magic charges heavy money from the person trapped and we have doubt that in this official BLACK MAGIC also strong dose of Money has been applied which has forced all officers to work in lightening speed and when entire officers were on leave.

·                                                                                                                                                                                                                                                                                                                                                                                 By taking note of such illegal and biased orders, when we have contacted all concerned officers in chain and found that many of them were not aware about this transfer order as they were on leave but this sms action was confirmed by CGMT MH & Sr GM HR/Admn Mumbai.

·                                                                                                                                                                                                                                                                                                                                                                                 SNEA (I) Maharashtra registered strong protest over such pick and choose policy adopted only for leaders of AIBSNLEA neglected members of AIBSNLEA as well as AIBSNLEA and informed him that SNEA (I) will not tolerate injustice and demands for equal treatment for all executives in entire Maharashtra Circle. 

·                                                                                                                                                                                                                                                                                                                                                                                 We have made it clear to CGMT MH that he is doing undue and illegal and adopting unethical method just to favor  Com. B.D. Gaikar, DS AIBSNLEA and Com. V.P.Kulkarni CS AIBSNLEA who are applying different “Funda” for avoiding long stay transfers for years together and as CGMT MH he is supporting.

·                                                                                                                                                                                                                                                                                                                                                                                 Shri. M.K.Jain, CGMT MH informed us that there noting wrong done by him but it was pressure from BSNL CO to relive some officers to ITPC Pune, and hence he has sent sms directions to GM HR/Admn to relive Com. Gaikar. When we have questioned why only Com. Gaikar is relieved on pick and choose basis and what about others, he was pleading that all others are from Pune and he has taken decision to relive only Com. Gaikar as he is ready to go ITPC. This important that hundreds of SDEs and JTOs have submitted willingness to ITPC Pune at Own cost and our CGMT MH is ready to relive only Com. Gaikar who long stayed officer and that to the cost of BSNL as this order to IPC Pune is in the interest of service.

·                                                                                                                                                                                                                                                                                                                                                                                 We questioned what made him to issue sms while he is on leave, he informed that it is nothing like leave he is taking care of issues during leave also. Then we have brought to his notice why he has not applied any such action for others cases including one female SDE who is being harassed by his office on name of complaint by Com.V.P.Kulkarni CS AIBSNLEA and her salary is stopped for last three months even though she was working in office and she had personally met to him as CGMT MH and while he was in office and it was quiet possible for him to take decision on such genuine matter created by himself by writing internal note on such complaint, CGMT MH was not having any answer and diverted issue by quoting some other names of such request for retention up to 31/03/2014.

·                                                                                                                                                                                                                                                                                                                                                                                 We made it further clear that SNEA (I) MH has no objection for such orders of long stayed officers if it is equally applied for all executives who are under long stay transfers and requested CGMT MH to cancel all such orders under long stay and at the same time relieve all officers under request transfer without waiting for substitute as done for the officers for whom Com. B.D. Gaikar and Com.V.P. Kulkarni are substitutes are relived without waiting for substitute. But without assuring any such action he assured to discuss the issue and review the matter as he is joining office today.

·                                                                                                                                                                                                                                                                                                                                                                                 Shri. Pravin Malhitra, Sr GM HR/Admn Mumbai informed that he has always supported for legal methods and in this case he has just forwarded sms instructions of his boss and same has acted and single order is issued.

·                                                                                                                                                                                                                                                                                                                                                                                 Comrades, all these facts prevails that now no one will be transferred on basis of long stay and SNEA (I) MH is searching out the procedures and guidelines of this “Black Magic” and will inform members under transfer on long stay accordingly and they also can adopt such fundas and avoid transfers under long stay and please do not worry the charges of black Magic which may be just in multiples of your monthly Salary.

·                                                                                                                                                                                                                                                                                                                                                                                 At this stage we all should be happy to know that there is way to avoid long stay transfers and this black magic works on CGMT MH not only while he or his officers are on duty, but it works while entire officers are on leave and hence very effective .               

·                                                                                                                                                                                                                                                                                                                                                                                 We have no doubt Comrades about corrective action by Shri. M.K. Jain CGMT MH, as some such orders were issued in recent past but when the issues were brought to notice of Shri. M.K. Jain CGMT MH, he has taken review on the basis of feedback given by SNEA(I) MH and in this case also it quite possible that BSNL rules will be followed and order on pick and choose basis and overruling long stay criteria will be cancelled.

·                                                                                                                                                                                                                                                                                                                                                                                 No doubt here also positive & corrective action is taken as it is understood that in this case also verbal instructions are issued after office hours for not implementation of this order and hope fully this verbal order will be converted in written order today and matter will be reviewed as fresh and SNEA (I) MH is ready for any discussions on this subject and we will stand with our demand for equal treatment for all executives and will oppose biased approach only in certain cases.    

·                                                                                                                                                                                                                                                                                                                                                                                 SNEA (I) MH will meet Shri. M.K. Jain, CGMT MH today and again register protest& put forth anguish among the executives in Maharashtra Circle along with all facts , figures and documents on such biased and illegal methods adopted by some leaders and its support by some of officers in Circle Management.

·                                                                                                                                                                                                                                                                                                                                                                                 Unfortunately these are the same leaders who have agreed for uniform Transfer Policy for all executives proposed by same Circle Management also and these leaders have been mute spectators when common members were transferred and have become super active when their turn comes under same policy of long stay and unfortunately very intelligent, the officer having through knowledge of rules and regulations, who knows every issue to depth like Shri. M.K. Jain is made to work and act in such illegal way and while he was on LTC leave and only hence comrades, we have to believe this “Black Magic”.

 

30 DEC 14: BSNL CO issued reminder for sending VCRs, APRs& Assessment Reports for SDE Reg DPC under 67% Seniority cum Fitness Quota and now issued time schedule for submitting Screening Committee Reports and APRs. Letter <<<>>>

    It is good news for Maharashtra Comrades that with prompt & timely action by officers in Establishment Section and with keen persuasion by District Secretaries & Circle Office Bearers of SNEA (I) Maharashtra, all the APRs & VCRs were received in time by Circle Office from all SSAs and entire information of Maharashtra Circle i.e. VCRs and Assessment Sheet for this DPC has been sent to BSNL CO by speed post as well as by email on 26/12/2014 itself. Now Maharashtra Circle is ready to handover the hard copies of APRs & Assessment Sheet at any time. But unfortunately in this schedule Maharashtra Circle is given slot on last day i.e. on 28/01/2014, after period of more than one month. Further, on the same day, many of the major Circles have been given time slot which may create heavy rush in single and being last day. SNEA (I) MH will take up matter for allotment of early time slot/schedule for submission of hard copies of this information by Maharashtra Circle.   

 

29 DEC 14: Cheating on name & fame of BSNL continues now on name of Recruitment of “Telecom Assistants” in BSNL call centres: The fraudulent persons continue to cheat public by using name and fame of BSNL. Earlier these culprits have targeted Doctors on name of Medical treatments of BSNL employees and benefits to their hospitals, then to landlords for leasing out land for constructions of BSNL towers and now on name of recruitment of TTAs in BSNL.   Bogus Appointment letter <<<>>> 

·        These culprits apply one after other ideas for cheating public by using name & fame of BSNL and trapping innocents in their net.

·        In this new concept, the needy persons are being trapped with such bogus calls on some known information of BSNL and here also same method may be used by bogus issuing call letters even on letter pad of BSNL with stamp & signature and post of Dy GM Pers Delhi

·        In an appointment letter dated 18/12/2014 issued to one Mr. Akash Meshram, directly on name of Dy General Manager Personal BSNL without name but with Signature, Stamp & bogus Office Address at D-27, Connaught Place, Inner Circle, New Delhi it is informed that the person will be recruited on permanent post of Telecom Assistant and it is informed that person appointed will be provided laptop, Mobile Handset with sim card and dress code. To go ahead with job one has to undergo 25 days training and thereafter joining letter will be issued and for joining one has to deposit Rs. 5800 as Security deposit and it is assured that this amount will be refunded after completion of said 25 days training.

·        It is specifically stressed that security deposit is to be deposited in Bank Account of BSNL on name of authorised Financer Officer of BSNL. This letter assures for different existing and non existence allowances and insurances to recruited person. 

·        It is important that name of BSNL is misused for cheating public openly and unfortunately no action is taken for any misuse by BSNL authorities at any level. There needs to be have special unit to keep watch on such misuse of BSNL name and authority and stop harassment & cheating of public, unfortunately nothing is seen for last 4-5 years and culprits use to trap & cheat innocent public on name of BSNL, thereby spoiling image of BSNL.  

·        If we look at small advertisements in many of the newspapers it is seen that there are many works and vacancies in BSNL, but unfortunately BSNL management does not know about it. 

·        In earlier occasions also SNEA(I) has taken initiatives against such cheatings and our comrades of SNEA(I) Kalyan have played vital role in stopping such cheating of doctors by culprits and by action of alerts comrades one person was arrested and since then the cheating of doctors has been reduced rather stopped at least in Maharashtra Circle.

·        But thereafter funda of leasing private land was raised and call centre same was also raised & defeated by SNEA (I) by directly calling concerned phone numbers and making them clear that such bogus letters have been taken note seriously and they will have to face action for such misleading and cheating ideas and since then we have not received much complaints on leasing out land for BSNL.

·        In present case also we have called on the said numbers and at first instance it was informed that one urgent meeting is going on and please call after half an hour. When we called after half an hour, both the numbers are no reply and till now the numbers are not being replied.

·        All these facts confirm that this entire matter is cheating idea on name & fame of BSNL.

·        We have brought the facts to notice of concerned officers in BSNL and let us hope that serious note of this crime is taken by someone in BSNL at competent position and action is taken against misuse of BSNL name, fame, letter pad, logo and fraudulent signatures which are crimes in eyes of law. 

·        Only positive we employees and executives of BSNL can take from this is that the value, prestige & importance of BSNL till continues and note that if  many of the culprits are able to earn lakhs & Crores of rupees just by using name of BSNL, many of the vendors and partners of BSNL are earning Crores from and on name of BSNL and we the permanent stakeholders of BSNL should understand the values of services and job we own  and devote more on BSNL works as we have got best opportunity to serve in this company, owned by Govt of India.

·        All comrades are requested to take note of it and take timely care by bringing awareness among the general public, friends& relatives so that no one comes in trap of such culprits and be part to stop misuse of name of BSNL by best possible ways.

S.S.Agarwal Sr GM Pers BSNL CO to Mumbai and conveyed thanks to him for settlement of many of the HR issues of executives and specially conveyed thanks for considering request from SNEA(I) for removing stringent condition for posting of executives to parent SSA after completion of three years Tenure at All India Soft Tenure stations, clear guidelines for excluding the officers with Physical Disability and having mentally retarded child from the list of long stay transfers, and taking stand to exclude the officers from long stay transfers who are facing problems of incurable disease for self and close parents. We also conveyed for giving consideration to requests for change of station in DE Regular promotion, retention of female executives, partial retention in Maharashtra Circle etc and issuing timely transfer orders of executives completing All India tenures.

Ø                                                                                                                                                                                                                                                                                                                                                                              We had detail discussions on many of the HR issues with HR in charge for entire BSNL at Corporate Office.

Ø                                                                                                                                                                                                                                                                                                                                                                              SDE Regular Promotions under 67% Seniority cum Fitness quota: We brought to his notice the unrest among the executives on over delayed SDE Regular promotions under 67% Seniority Cum Fitness quota, he informed that his office is ready for issuing orders except some pending cases of APRs & VCs and on verdict & clearance from Hon. Ernakulum Court, his office will take immediate steps to issue the promotion orders from JTO to SDE.

Ø                                                                                                                                                                                                                                                                                                                                                                              Status of Different Court cases and action by BSNL CO: He also discussed the persuasion of court cases by BSNL Corporate Office and problems faced in dealing repeated court cases on different HR issues. He added that BSNL CO has received directions from DoT to file review in Hon. Supreme Court in seniority case for list No. 6 & 7 on merit of case and steps are being initiated in this direction. During discussions, he added that in notional fixation case demand for fixation from cumulative effect and arrears thereof was the main issues causing financial bourdon n BSNL. We also discussed the issues due seniority case and confusion among the comrades, wherein he made it clear that this verdict has created impact on overall promotions in BSNL and necessary steps are being taken by his office to streamline issues, but it will take much time to settle entire issues.

Ø                                                                                                                                                                                                                                                                                                                                                                              Recruitment of TTAs & JTOs in BSNL & Special Recruitment for Hard tenure stations: We further discussed about recruitment of JTOs & TTAs in BSNL and he informed that there is need of JTOs & TTAs and same is being taken care by Establishment section and he is not having much update on this subject. We have brought to his notice about the huge & repetitive expenditure being made by BSNL on frequent transfers and mainly on transfers to Far Off Tenure places and need on part of BSNL to have special recruitment for Tenure Areas.  He agreed with heavy expenditure being made on chain of transfers to tenure stations, but expressed his inability to overcome this expenditure as manpower is required to maintain services all over India. He also added that his office cannot restrict and limit recruitments for specific area as JTO is Circle cadre and same is not possible in TTA cadre as recruitment is always open for locals as well as persons from other areas. He also mentioned that present guidelines of BSNL in restricting transfers out of Tenure Circle are more than sufficient to meet requirement at shortage places as well as Tenure places, but many of executives are creating pressure for premature transfers on name of Temporary Transfers and hence the repeated transfers are involved. He further agreed that recruitment of TTAs locally will solve shortage of manpower to certain extent.

Ø                                                                                                                                                                                                                                                                                                                                                                              Standard Pay Scales & 30% Superannuation benefits: When we raised the issues about Standard Pay scales and 30 % superannuation befits, he informed that till there are much hurdles on settlement of both the important HR issues including merger of BSNL and MTNL where is pay difference exists and in merger of issue itself has much more angles. He made it clear that certain decesions are dependent on prevailing conditions and E1A & E2A scales were also part of such strategies & best options of the time, but over the period it has created issues which needs to be addressed and temporary majors of five increment has given some relief but there is need of final solution on this subject. About 30% superannuation befits, he informed that he is not having much updates as said issue is being taken care by other units, but agreed that both the issues needs to be resolved for smooth resolutions of HR issues and BSNL is step by step moving towards the resolution of issues and with discussions are going on with Forum of Associations in BSNL.

Ø                                                                                                                                                                                                                                                                                                                                                                              First Time Bound Promotion equally in Four Years for all Executives: We have brought to his notice about the unrest among the executives specifically recruited in year 1993-94 and how they are victim of conflicts and different stand taken by BSNL on implementation of first Time Bound promotion in Four Years. Responding it, Shri. Agarwal informed that there is no such proposal as on today and it is not possible to implement it. We then brought to his notice how seniors are already benefitted with first TBP in four years and juniors also benefitted after Pay revision and only lot of 3 to 4 thousand executives specially then JTOs are deprived due to condition of touching upper scale or Six years service and how it is matter of just one increment for one or maximum two years. We narrated the unrest among the executives as many of them are drawing less salary than juniors and stressed upon to settle this issue as Hon. Court also has given directions to bring uniformity in First TBP for all executives. GM Pers assured to look into issues.       

Ø                                                                                                                                                                                                                                                                                                                                                                              DE Regular Promotions and disturbance to executives in Maharashtra Circle: We have brought to his notice injustice made to Maharashtra Circle & executives working thereof in DE Regular promotions and posting wherein 40 DEs are transferred out of Maharashtra Circle when 176 post of DEs are vacant in Maharashtra Circle itself and more than 35 post of DEs are vacant in Non recruiting Circle in territory of Maharashtra Circle. He confirmed that there was wrong calculation in DE Vacancy in Maharashtra Circle at earlier stage and GS SNEA(I) CHQ has brought it to notice of his office and by the time matter was finalized, many of DEs under transfer on promotion have joined new assignment. He further added that this time many of the comrades have joined under fear of TBP date as on 01/10/2014 and hence it was difficult to make changes partially making difference between juniors and seniors and to avoid conflict & complaints, his office has taken decision not to incorporate change in posting of DEs Regular posted out of Maharashtra Circle except few genuine cases.

ü                                                                                                                                                                                                                                                                                                                                                                              We categorically informed him that there was much need of DEs in Maharashtra Circle, the most developing Circle  in comparison with Odisha Circle as all transferred officers were working as DE L/A for long time. Our request was strongly supported by Sr GM HR/Admn Mumbai stating that there is acute shortage of DEs in Maharashtra Circle and many of SSAs are without single DE Regular. On the contrary all DEs transferred to Circles like Odisha are not having justified work as given works in sharing load with earlier DEs. It has created conflict as many of DEs working in L/A arrangements for years together have faced reversion in said circles creating humiliating situation for officers working as DE L/A for years together. We made it clear that Odisha Circle was not in need of this much DEs and same has been confirmed by CS SNEA (I) Odessa and many of the senior officers in Odessa Circle as on joining of news DEs, the work of earlier DEs have been divided among them and it is under utilization of manpower that to be at such higher level posts. He informed that his office is unaware of such under utilization and assured to review & look into matter and to take care of such issues in further promotions.

ü                                                                                                                                                                                                                                                                                                                                                                              We brought to his notice about grievances & problems being faced by DEs posted out of Maharashtra Circle at Far off places, he assured that all those who have respected orders issued by BSNL CO and joined at transferred places, will be brought back to their parent Circles after completion of two years period and till time they will have to fully devote to the present assignments.

Ø                                                                                                                                                                                                                                                                                                                                                                              Pick& Choose posting to ITPC Pune and unrest among Maharashtra Executives: We have brought to his notice  about the unrest among the comrades in Maharashtra Circle due to biased approach first by office of CGM ITPC Pune and its blind support by BSNL CO wherein transfer orders are issued on pick and choose basis. We brought to his notice that the letters calling for willingness for ITPC have clearly mentioned that the officers under long stay transfers will not be considered for posting to ITPC Pune and while orders are issued for ITPC Pune, many of the officers under long stay transfers are part of this transfer order. GM Pers informed that his office has issued orders purely on recommendation of office of CGM ITPC Pune and nothing has been done on part BSNL CO except confirmation of names for out of Circle transfers. He further added that ITPC Pune had sent three different letters of such recommendations and mainly on basis of recommendations in first list order were issued. We made it clear that how it was pick and choose basis and how it has given scope for malpractices in such recommendation list in breaks & three parts by ITPC Pune and quoted many of examples. Shri. Pravin Malhotra Sr GM HR & Admn Mumbai also added that many of the officers in long stay list are included in this order. He further informed that Maharashtra Circle is facing acute shortage of SDEs and it is not possible to relive SDEs from Maharashtra Circle and as ITPC serves for entire west Zone executives should be deputed to ITPC from entire West Zone. Sr GM Pers stressed upon need of executives at ITPC as many of the works are being centralized at ITPC due to CDR & ERP. We have made it clear that SNEA (I) has no objection on posting to ITPC, but basic guidelines should have been followed and equal opportunity should be officers who have applied well within time and were waiting for administrative procedure and recommendations of Maharashtra Circle are kept in dark as none of application is recommended by Maharashtra Circle and are still pending as strategic decision to recommend the cases to other circles. Sr GM Pers informed that his office has considered cases on the basis of recommendation of Maharashtra Circle and special letters giving list of officers recommended by ITPC were written by BSNL CO to CGMT MH Circle for same. Sr GM HR/A Mumbai confirmed that none of letter has received by MH Circle before issuing any orders and directly orders for ITPC Pune have came to his office. Thus we were successful in establishing facts that there was pick and choose method adopted in posting to ITPC and stressed on review of the posting. After understanding facts and real issues, Shri. Agarwal assured to review the orders a fresh and assured that names of long stayed officers will be excluded from the transfer orders. He also requested to give brief note on this subject giving the facts so that issues can be resolved.

Ø                                                                                                                                                                                                                                                                                                                                                                              All India Hard Tenure for Gadchiroli SSA: We put forward the problems faced by our executives working in Gadchiroli District and how the executives completing Circle Tenure at this most difficult station of Maharashtra Circle are made to repeat again for All India tenure thus making it of total tenure of four to five years. We informed that Maharashtra Circle has originally sent proposal for hard tenure of Gadchiroli District and it was on part of BSNL CO that it was declared as All India Soft tenure instead of All India Hard tenure. Shri. Agarwal asked what is status by Government departments, Shri Malhotra Sr GM Personal informed that it is not All India Tenure for Central Government, but added that for BSNL conditions at Gadchiroli are difficult and our executives are facing real problems and in some cases problems are more than the Hard tenure stations. After details discussions, Shri. Agarwal assured that on return to Delhi, he will look into Hard Tenure issue of Gadchiroli SSA and see how can be executives at Gadchiroli are given some relief from present conditions.

Ø                                                                                                                                                                                                                                                                                                                                                                              Association Membership in BSNL & issues thereof: We had also detail discussions on process of membership verification of Associations in BSNL issues thereof including pending court case on the matter, probable date of referendum, efforts made by associations and BSNL for have better referendum process in BSNL applicability of single Association with membership open to all BSNL Officers, with reservation of certain post of Office Bearers of recognized Association to deal with issues of rosters of SC/CT executives, & leadership of associations etc.      

Ø                                                                                                                                                                                                                                                                                                                                                                              HR issues within Maharashtra Circle: When Shri. Agarwal asked about HR issues of Maharashtra Circle, we have informed him that in Maharashtra Circle we have no pending issues as his office has posted best Officer like Shri. Pravin Malhotra, as Sr GM HR/Admn Mumbai who is taking care of all issues by amicable solutions and in better interest of employees as well as BSNL and same are supported by Shri. M. K. Jain, CGMT MH and added that we have no pending issues except time taken in settlement of issues but for us overall results are very fruitful. We conveyed him & his office thanks for posting both the HR officers of Maharashtra Circle with positive approach and having concern for problems of executives. He added that he is aware about approach of Shri. Malhotra and his excellence in dealing with HR issues. He also added that for many of the cases Shri. Malhotra directly speaks to him for resolutions of issues and his office also take due note of suggestions and requests from him.

Ø                                                                                                                                                                                                                                                                                                                                                                              Five Days week for Circle Office Mumbai: We also discussed and asked status of the request from Maharashtra Circle for Five days week, he informed that there are no chances and it is need of hour that one should give more time to BSNL.

Ø                                                                                                                                                                                                                                                                                                                                                                              Individual cases of Maharashtra Comrades related to All India Hard Tenure stations: We also have discussed about some of individual cases pending at BSNL CO and requested him to look into issues as these cases are related to posting to Hard Tenure stations.

Ø                                                                                                                                                                                                                                                                                                                                                                              We had very fruitful and meaningful discussions and many of our issues were supported by Shri. Pravin Malhotra Sr GM HR Admn Mumbai throughout the discussions. Shri. S.S. Agarwal, Sr GM Personal has also shown full interest in all the issues raised by SNEA (I) MH and gave update information on present status and future course of action being taken by BSNL Corporate Office on different HR issues of executives in BSNL. He also assured to take care of all issues of executives in days to come and his approach will be to have uniform and policy based system for dealing with HR issues.

Ø                                                                                                                                                                                                                                                                                                                                                                              The discussions which started at 1615 hrs concluded at 1710 hours after about one hour elaborate discussions on different issues& with sincere thanks from SNEA (I) MH to Shri. S.S. Agarwal & Shri. Pravin Malhotra to spare valuable time from their busy & pre-assigned schedule of DPC and assurance by Shri. S.S. Agarwal GM Pers BSNL CO for resolutions of issues discussed in the meeting.
