28 FEB 18:  SNEA MH congratulates Com. Mrs. S. P. Rankhambe DGM IT Mumbai {9420696910}, Com. Ashish Sanghai SDE WTR Wardha {9422165000} Com. S. G. Menon, Sr. SDE Chandrapur {9422101003}, Com. M. A. Shaikh, JTO Kalyan {9423984070}, Com. N. O. Wagh, SDE Kalyan {9423990004}, Com. S. B. Raoke, JTO Parbhani, {9423118900} Com. U. A. Kolhe, JAO Parbhani, {9423668200} Com. P. B. Wagh, SDE Pune {9423983616}, Com P. R. Mali,  SDE Pune {9422315354}, on successful completion of long services in DoT/BSNL and on their peaceful superannuation /Voluntary retirement from BSNL.

·        Com. Mrs. S. P. Rankhambe DGM IT Mumbai has started her carrier as Office Assistant and within three months, she applied for JTO Outsider and was selected as JTO was posted as JTO Store Pune. Then she was transferred to Beed and she served in Beed SSA for nine Years. In Year 1994 she was transferred to Pune and her work as Commercial Officer was highly appreciated by all as she has cleared more than 3000 pending cases.  As SDE/AGM she has rendered services at Pune SSA, Circle Office Mumbai, BBNW Pune and then on her last promotion as DGM Regular she was transferred from BBW Pune to MH Circle Mumbai and she was posted as DGM IT Mumbai. Mrs. Rankhambe is known for devotion and sincerity in office works and has always maintained co-ordial relations with all staff and officers. Till last day of her retirement, she was working in the officer with same devotion and dedication as seen earlier. She was active members of SNEA and allays supported SNEA by participating in all event/ organisational programs arranged by SNEA. Due to some personal issues, she has opted for VRS from BSNL and same has been approved by BSNL.   

·        Com. Ashish Sanghai SDE WTR Wardha was appointed as JTO in 1990 and served in Railway Electrification project and then on transfer as JTO for Mtce of coaxial cable and then OFC network from May 1993 to Jan-2002. Then on promotion as regular SDE he got posting in MH circle in Yavatmal SSA and has successfully done installation and maintenance of MBM exchanges. On start of mobile era, when many have hesitation, Com Sanghai has accepted the challenge and entered in mobile section and devotedly planned , installed, commissioned and maintained whole mobile network starting from zero mobile connection to 1,70,000 connection and zero BTS to 210 BTS for Yavatmal SSA. He has fully dedicated his life to BSNL and has always treated BSNL office as second family. Before opting for VRS due to some family constraints and long stay transfer out of MH Circle to NE Circle, he has opted for VRS and till last day of his retirement he was sincerely working at WTR Wardha. With extreme devotion, he has saved about Rs. 23 lakhs penalty against BSNL in mutation of lease land case by vigorously persuading the case with local bodies during last year. With such devoted works and sincerity he was awarded with prestigious ‘SANCHAR SARTHI during Year 1998-99 for outstanding work in OFC mtce.  He is known for his soft spoken skills and for human touch with customers, public and office staff. He is known for his poems and writing in ‘Varhadi” languages.  Com. Sanghai is die hard and dedicated member of SNEA and he is founder President of SNEA Yavatmal and has always actively participated in overall all activities of SNEA and his contribution in arranging CEC Meeting of SNEA MH at Yavatmal was marvellous.  Attended and represented many SNEA conferences. He has played vital role in building SNEA Yavatmal and SNEA Wardha and also has taken part in many of the Circle Conferences and CEC Meetings. Com. Sanghai is very good player of kho-kho, Vollyball, Table tennis and Athletic and has secured first class throughout his career and has ranked seventh merit position in Amravati University of his BE graduation.

·        Com S. G. Menon, SDE Chandrpaur SSA has joined DoT on 06/04/1983 as Telephone Operator and thereafter he has worked as RSA at Carrier Station Nanded, JTO at WTR Pune MW, as SDE in WTR Nagpur & Bhandara, Nagpur Mobile and before joining at Chandrapur he has served as Asst Director in TERM Cell Nagpur. Since Sept 2017 he has taken over charge of SDE EB Chandrapur and has executed his duties under sincerely till his Voluntary Retirement. Com. Menon is very practical about the work assigned to him and his services remained outstanding as WTR SDE Bhandara. Com. Menon is an outstanding Badminton player and has represented DoT and BSNL for 20 years in All India tournaments and five times “Gold Medalist” and stood “Men's Singles Champion” at Trivandrum he also had  received Gold Medal at Calcutta All India meet and also honored by the then CGMT Maharashtra. Com S.G.Menon is a senior & die-hard member of SNEA and has rendered his services as DP SNEA Nagpur and was seen always ahead in each and every activity of SNEA and till he has opted for VRS, he has successfully completed around 35 years of service in DoT/BSNL.

·        Com. M. A. Shaikh, JTO CSC & Int Dombivali Kalyan SSA, has joined DoT in 1981 as a Technician at CTO Mumbai and later served as a TTA on first promotion. Then as JTO at Raigad and since 2006 he is posted in Kalyan SSA and then he worked at various places like Bhiwandi, Ambarnath, Shahapur and finally at the time of retirement at Vishnunagar (CSC & Intl) Dombivli. After 36 years of service he has taken VRS due to some health issue and till last day of retirement he has served BSNL with full devotion and dedication.  Com M. A. Shaikh has served as Organizational Secretary SNEA Kalyan for three terms and has always participated actively in the all activities of SNEA. Com. Shaikh has rendered his services as District Secretary, SNEA Raigad and played very important role in building strong base of SNEA in Raigad SSA. He has played instrumental role in organizing various events of SNEA and always motivated the members of SNEA with his dedication towards SNEA will be always remembered for such devoted services.

·        Com. N. O. Wagh SDE Ulhasnagar Kalyan SSA has joined DoT as a Technician in 1981 at CTO Mumbai and served till 2001 at CTO. Then he was promoted as JTO & posted at Kalyan SSA since 2001 where he worked as JTO Vasai and later he was posted as SDE at Ulhasnagar till his superannuation retirement. Com. Wagh served BSNL with Full devotion and dedication he has always been a die-hard member of SNEA and has always taken active part in all activities on the platform of SNEA. He is known for his soft speaking skills and polite behavior with the customers, staff and officers.

·        Com. S. B. Raoke, JTO Parbhani, have rendered his services to Parbhani SSA and has started his carrier as Sr TOA and become JTO after passing LDCE .He is die-hard comrade of SNEA and have played vital role in strengthening SNEA with his active support. After getting Retirement Com. Raoke JTO CSR/CAF   Parbhani has assured of his extending his hands & offered his services to the Betterment of Services of BSNL at Any time for any type of problem /difficulties. Com. Raoke has contributed actively towards the growth of BSNL during their lifelong services rendered earlier in DoT and now in BSNL.

·        Com. U. A. Kolhe, JAO Parbhani, joined as OS initially and passed JAO Exam and joined as JAO Parbhani and rendered his services at Parbhani Periphery. His special contribution / Specialisation was in Works/ Claims / TRA etc.  Com. Kolbe was   die-hard comrade of SNEA and have played vital role in strengthening SNEA with his active support. Com. Kolbe also has assured for extending his hands & offered his services to the Betterment of Services of BSNL at Any time after retirement for any type of problem /difficulties. Com. Kolhe has contributed actively towards the growth of BSNL during their lifelong services rendered earlier in DoT and now in BSNL.

·         Com. P. B. Wagh, SDE Indapur Pune SSA, joined DoT as Telephone Operator in 1982 at Dhule and got promoted to JTO in Aug 1997 at Dhule. On his further promotion as SDE in 2004, he got transferred to Kalyan where he has served up to 2007, he also served as SDE in Shirur Pune and in Indapur. It is worth to mention the Com. P. B. Wagh served almost all his service in rural and tribal area. Com. P. B. Wagh has been an active member of SNEA and has always participated in activities of SNEA.

·        Com P. R. Mali, SDE Pune was recruited as Technician in 1982 and served at Cantonment Exchange from 1982 to 1996. Further he got promoted as JTO in 1998 and was posted in Daund.  On his promotion as SDE (Offg) in 2003 he served as SDE Manchar and SDE Aundh up to 2009. Then he was transferred to Sindhudurg SSA where he served as SDE Kankavali in Sindhudurg SSA from 2009 to 2012. On the day of his retirement he is working as SDE OFC Rural Pune. Com Popat R Mali is very active member of SNEA from his early days since he has joined DoT/BSNL he was technician he has also participated in all major association activities.

28 FEB 18: Analysis of Advantage and Disadvantage of both the option in EPF:  Recently BSNL Corporate Office has given option to all BSNL recruited Executives to opt for Higher Pension Option. In view of these options there is much confusion among executives where to opt or not to opt for Higher pension. Hence we are giving here the advantages and disadvantages of Higher Pension Options for aware ness among the executives and taking decision on opting for higher pension. This information is consolidiated by Com. Ankit Gangar, JS HQ SNEA MH, Com. Mukesh Wadhwani, ADS SNEA Kalyan and Com. Sachin Sarode, ACS East SNEA MH. 

A. Advantages of Higher Pension Option:

1.     Our lifestyle at the time of retirement can be maintained as pension will be almost half the salary during retirement

2.     As pension would be good amount we would be independent and not a burden on our family / kids

3.     Since pension fund is not linked to equity it would be a fixed and calculated amount

4.     Even if we withdraw all our EPF amount due to various emergencies during our service period , we will have a good amount as pension

5.     No need for any additional retirement pension planning if we go for this option

B. Disadvantages of Higher Pension Option:

1.     The retirement fund accumulated gets reduced as 8.33% is going in pension fund

2.     We earn lesser interest because money in pension fund is not getting interest

3.     Pension is not DA linked so with time the amount of pension will be less valuable due to inflation

4.     Fund available for withdrawal during service is lower

5.     Pension only if we take VRS or resign after age of 50 years, so not good if someone plans a start-up or business before 50 years of age

6.     The magical of compounding interest is less 

7.     In case if we leave BSNL and work in any other firm before retirement than pension will be according to basic in that company and normally all private companies give very small basic and higher fringe benefits.

C. Advantages of Existing Pension Option:

1.     Huge amount is being parked in retirement fund and we will be crorepati ;) by retirement

2.     During our retirement we will have ample money to invest in pension funds and also for building farm house or even for higher education of our kids

3.     During our service any sudden expenditure or emergency can be easily handled by withdrawal as now process is online and time to get money is also very less 

D. Disadvantages of existing Pension Options:

1.     Pension is very low , approximately 7500 in current formula considering the wage ceiling of 15000 ( it is proposed to be revised to 25000)

2.     Risk of equity volatility is increasing since now 15% of our money is linked to market

3.     If recession hits when we are retiring than we will lose a huge corpus of our fund

4.     The interest rates are continuously being reduced resulting in lesser compounding effect

5.     We need to plan additional funds for our retirement as we cannot be dependent only on EPF pension

·        Individual Executives have to take decision after critical analysis of the advantage and Disadvantages of both the options and by taking into account his/her financial planning, saving pattern and their short / long term goals.

·        Before deciding to opt for any of the option one has to understand the fact that benefits depends on the life span one get after retirement and if he/she gets life span of more than 65-70 years then option of Higher Pension will be better and for less life span existing pension option will be better option.

·        Here one cannot predict about life span he/she gets, but one can plan and maintain good health and opt for Higher Pension and as we have no authority to decide Life Span, one has to take decision as per his/her own analysis of the above advantages and disadvantages and personal goals of the life and pattern of self-financial planning, saving and dependency of the spouse and his/her financial conditions.

Adasul Ex-DyGS SNEA CHQ & CS SNEA MH, Com. Tejas Tadsare, CWC Member , SNEA MH, Com. P. H. Koli, DS SNEA Sangli, Com. Niranjan Mehandale, DS SNEA Satara, Com. V.D. Bhede, VP SNEA Sangli, Com. Kedar Kulkarni, DT SNEA Sangli, Com. R.A. Mokashi, Com. K.M. Kulkarni, Com. P.R. Mallad and Com S. D Mali the  other active comrades of SNEA Sangli have met Shri. Sanjay Kaka Patil, Hon. MP Sangli Loksabha Constituency in  Walchand College of Engineering, Sangli during evening hours on 23/02/2018 and conveyed thanks and gratitude for arranging our special meeting with Shri. Manoj Sinhaji Hon. Minister for State Communications, Govt of India on his visit to Sangli and extending strong supports to demands raised by us. We conveyed him special thanks to arrange the meeting in very short period of time and also for having word with Hon. MoSC in early resolution of the issues of staff and officers of BSNL. We have also requested him to continue his support to BSNL till these issues are not resolved finally. We had discussions on others critical issues faced by Telecom sector and its adverse impact on BSNL and need of further active support to BSNL.  Hon. MP Shri. Sanjay Kaka Patil, informed that he is always with BSNL and its workforce and assured that he will again remind Hon. MoSC on these issues and if required one more meeting can be arranged at Delhi during coming Parliamentary session and directed us to remind him n second week of March 2018 while he will be at Delhi. In conclusion, we again conveyed him thanks for such strong support to BSNL and its staff and officers.

27 FEB 18: Day Light Loot of BSNL Money by M/S Hungama by fraudulent actions and its direct/indirect support by certain Officers in BSNL Corporate Office: GM S & M Mumbai writes reminder letter to GM NWP CFA BSNL Corporate Office New Delhi against fraudulent activities by M/S Hungama by forceful activation of Hungama services by giving wrong message of fastening broadband speed wherein about each and every customer trapped by M/S Hungama is charged about Rs 400 extra per month. ·        It is most unfortunate that M/S Hungama is looting BSNL and its esteemed customers in day light by using unethical practices and till now thousands of BSNL connections have been surrendered /closed due to such “loot” by M/S Hungama.

·        GM S&M Mumbai has earlier also written such letter to BSNL Corporate Office, but it seems that the officers in Corporate office are not understanding depth of loot by M/S Hungama or otherwise some have joined hands with M/S Hungama and thereby giving free hands to cheater company M/S Hungama to loot BSNL.

·        This is best example how BSNL Corporate Office is allowing loot of BSNL Money as M/S Hungama is cheating BSNL customers for last three to four years and no action has been taken by BSNL Corporate Office on it, but on the contrary every year M/S Hungama is being given extension of the contract to continue harass BSNL customers.

·        The customer disappointed by the fraudulent actions of M/S Hungama is not aware about the misuse by M/S Hungama and are thinking that these charges are added by the BSNL itself and we BSNL staff and Officers of BSNL are looting the BSNL customers.

·        The great theme of this clever theft by M/S Hungama is the condition in MoU between BSNL and M/S Hungama by which M/S Hungama gets payment from BSNL on raising the bills on the same month and it has no relation where BSNL has received bill amount from customer or not.

·        As such, BSNL is at double loss as one side money is not received from customer for such bogus bills and BSNL is paying that amount to M/S Hungama without earning single rupee and also BSNL has to forgo the esteemed customer for no fault with BSNL and unnecessarily BSNL employees & officers in Field Units and CSCs are being blamed for such excess billing and they are facing anguish of BSNL customers on day to day basis.  

·        Earlier on complaints of BSNL customers, the field Officers where deactivating services provided by M/S Hungama and the BSNL as well customers money was saved, but due to pressure from M/S Hungama now this facility has been withdrawn from BSNL officers and only M/S Hungama has power to deactivate the facility and this is being done as per directions of the BSNL Corporate Office and this smells deep involvement of certain officers in the fraudulent actions of M/S Hungama and detail inquiry by Vigilance, CVC or even by CBI will prevail the truth and such to depth inquiry only will expose the certain BSNL officers involved in this loot and with serious initiatives  only the staff , officers and Management of M/S Hungama can be set right and stopped from looting BSNL and its customers.

·        This is one type of official loot of BSNL and here CGMT MH , GM Fin Mumbai are trying hard for cash collections by pushing all officers and staff out of office, but may be due to pressure and some relations with certain officers in  BSNL Corporate Office , no action is being taken against M/S Hungama for such fraudulent action.

·        When M/S Hungama is looting BSNL throughout India, BSNL management is not taking any action against it rather it is indirectly supporting M/S Hungama as even after hundreds and thousands of complaints with supporting documents by SSA Heads/Circle Heads.

·        Here one side our staff and executives are compelled to go to weekly bazars, local markets and compelled to sale SIM and new connections by door to door approach and other side the useless company like M/S Hungama is given free hands to loot the money earned by executives and staff of BSNL by their such day night efforts and it is really disgusting for one and all. 

·        The need of time is that when such documentary evidences are there against fraudulent actions by M/S Hungama about cheating of  BSNL and its customers, it should have been black listed and expelled at least from Maharashtra Circle, but unfortunately no action is being taken in this directions and BSNL continues to be looted by fraudulent actions of M/S Hungama and all junior as well as senior officers in Circle & BSNL management have maintained deep silence on this very important and critical matter related to revenue loss of BSNL.

·        It is fact that BSNL do not have money/funds to even clear the Temporary Advances for day to day works as Temporary Advances of more than Rupees 70 Lakhs are pending for months together and not sanctioned due to non-availability of funds, but here even single rupee of M/S Hungama is never stopped for non-availability of funds and whatever bills are raised by M/S Hungama are being paid in advance and that to be without realization of money from concerned BSNKL customers.

·        SNEA MH congratulates Shri. S.K. Mishra, GM S&M Mumbai and his entire team of Marketing section and also the certain SSA Heads and their teams for raising voice  against fraudulent actions of M/S Hungama fearlessly putting facts and figures on paper and mainly for taking bold step demanding actions against M/S Hungama. We also congratulate and convey thanks to all these officers for suggesting corrective measures for activation of Hungama services only by OTP.

·        But it unfortunate that the officers in BSNL Corporate office are till inclined to M/S Hungama and not taking any action against M/S Hungama for fraudulent acts also nothing is being done to stop the fraudulent actions by M/S Hungama by compelling M/S Hungama to activate its services by sending OTP and not by asking for sms.

·        Further the powers of BSNL Officers for deactivation of Hungama services on the basis of request of customer or deactivation by its telephonic call/confirmation from and to the customer.

·        Hope in similar manner of GM S& M and some SSA Heads other officers come into action fearlessly and mainly Finance wing dares to first to stop payments of M/S Hungama and then to recover money from M/S Hungama wherein the fraud cases are reported and certified by concerned Officers and SSA Heads with monthly exercise on calculation of payments and recovery thereof.

·        If such actions of recovery are taken on monthly basis, then and only then M/S Hungama will not get the extraordinary benefits what they are getting now by fraudulent actions and thus BSNL money and customer base can be saved.

·        Hope this time, the officers in BSNL Corporate Office and BSNL management takes action against M/S Hungama and nothing will be required on part of Unions/Associations against this open eye loot of BSNL Money by M/S Hungama.

·        But if no action is taken by BSNL management against M/S Hungama , defiantly we all officers & staff will have to come on streets, protest in mass against M/S Hungama , give address of M/S Hungama to customers, guide them to file court case in respective courts against M/S Hungama, file FIR in respective Police stations for fraudulent actions, give statements and witness in support of BSNL customers and against M/S Hungama  and make management, staff and officers of M/S Hungama to run from pillar to post and let them visit each court and police station and reply to the cases filed by each and every customer affected by fraudulent actions by M/ S Hungama.

·        Not only customers, but even we staff and officers on part of BSNL will have to lodge complaints/FIR against  M/S Hungama, its management, officers and staff for fraudulent actions and cheating public by giving misleading information and looting BSNL Money by malpractices and we are sorry that in such complaints/cases definitely certain officers in BSNL Corporate Office will also become party for not taking corrective actions against M/S Hungama even after facts are brought to their notice and supporting directly and indirectly to the fraudulent actions of staff , officers and management of M/S Hungama.

·        Apart from these actions for court cases, FIRs and agitations on streets, we will have to draw attention of Internal Auditors, External Auditors, P&T Auditors about loss of Crores of Rupees to exchequer due to inaction by BSNL management/Corporate Office and we are also having channels Open to put such fraudulent actions on Twitter accounts of BSNL management, DOT, Hon. MoSC and even to Hon. Prime Minster of India in case this time action is not taken by BSNL management.

·        Comrades, nothing is impossible for all of us if we firmly stand united against fraudulent actions of M/S Hungama, and we will have to stand together not only to  control M/S Hungama, but we will have to firmly and united act to stop total loot of BSNL money being done by M/S Hungama.

·        SNEA MH appeals all comrades working in field units to come out openly and save our BSNL and its esteemed customers from the fraudulent actions of M/S Hungama and we just cannot be mute spectators when our own BSNL and its hard earned money is being looted by M/S Hungama and we cannot further allow certain officers in BSNL Management to support M/S Hungama even indirectly and no question of continuing direct and open support as being done now. 

·        Comrades, it is our “Prime” responsibility to save BSNL and save hard earned money of BSNL, please do not allow M/S Hungama to loot BSNL Money further and we will have to recover money of the BSNL swallowed by M/S Hungama till now.

·        “Enough is Enough Comrades” and now please be ready for strong struggle and direct oppose to M/S Hungama if now also BSNL Corporate Office do not act and continue to support fraudulent actions of M/S Hungama, then we will have to expose & book the BSNL officers are directly /indirectly safeguarding fraudulent actions of M/S Hungama and giving free hand to loot BSNL Money and then and this seems to be only way to stop the loot of BSNL and its esteemed customers by the fraudulent company M/S Hungama.

·        The field officers, staff and activist regardless of his/her belongingness to any Union/Association having information, documents, about the cheating actions by M/S Hungama, list of customers cheated by M/S Hungama may share their it along with views on this subject with Com. ·        Shri. Manoj Sinhaji Hon. MoSC had specially came from Delhi to Sangli in Maharashtra State for inauguration Sangli “First Beyond Horizon Industrial Expo 2018” arranged by Shri. Sanjay Kaka Patil Hon. MP Loksabha from Sangli Constituency. It was personal intervention by Hon. MP who has specially arranged the meeting of SNEA delegation with Hon. MoSC and wherein delegation gave warm welcome to Hon. MoSC. Delegation conveyed him thanks for the support extended by his Ministry and certain initiatives taken by Govt of India in the interest of BSNL. Delegation further requested Hon. MoSC for his kind intervention on two prominent issues related to executives and non-executives working in BSNL i.e. grant of 3rd Pay Revision with 15 % Formula by relaxation of affordability clause and early action of grant of Standard Pay Scales for BSNL recruited executives.

·        Shri. Manoj Sinhaji Hon. MoSC informed that he is pleased to his own team from BSNL and assured that both the issues raised by delegation are under active consideration by DoT. He further added that he is aware about the unrest among the employees of BSNL and hence he has granted time for meeting to leaders of all Unions and Associations of BSNL tomorrow on 24/02/2018. He assured that all the issues raised by unions including these two prominent issues will be discussed with officers in DoT as well as union leaders and will be resolved in best possible manner. 

·        In conclusion he firmly assured for extending all possible benefits to employees of BSNL and for extending supports for growth of BSNL.

·        The meeting was very fruitful as first Time Hon. MoSC Shri. Manoj Sinhaji has assured to look into issue of PRC which was neglected even in letter issued by DoT before two days denying PRC and this letter has been later withdrawn unconditionally and it is positive sign for workforce of BSNL about granting 3rd Pay Revision in days to come.

·        During his address in the inauguration function of “First Beyond Horizon Industrial Expo 2018”Shri. Manoj Sinhaji Hon. MoSC has elaborately explained that how loss making BSNL before 3-4 years has been taken to better position after taking over by present Government and how it has been brought into Operational profit from earlier losses. He added that due to entry of R JIO there is huge and critical competition in Telecom Sector due to which many of the Telecom companies have closed their Telecom Business and even many Telecom companies also have closed. But in this critical condition also, the staff and officers of BSNL have taken very sincere efforts for growth of BSNL and as results there is addition in Mobile connections of BSNL. He proudly said that when lakhs of mobile connections of private companies have been closed, some Private Telecom companies have closed their Telecom business due to losses, here BSNL has recorded addition of lakhs of mobile connection it is possible due to serious efforts by officers and staff of BSNL.

·        Shri. Manoj Sinhaji Hon. MoSC further added that earlier some comments were made on name of BSNL like “Andar se Nahi lagata”, “bahar se nahi lagata” but with the devoted efforts by all employees and officers these phrases have become outdated for BSNL and it is giving better services with new slogan BSNL mean “Behatr Seva ki Nai Lagan” with expectation of further improvement of quality of services being provided by BSNL. He mentioned that earlier BSNL was not provided funds for equipment’s but now Govt is supporting BSNL and required equipment’s for improvement of quality of service and its expansion are being supplied to BSNL.

·        Shri. Sinhaji Hon. MoSC also added he is aware that other operators are offering 4G services and BSNL is not in position to provide 4G services due to non-availability of the Spectrum for it and assured that very shortly the spectrum required for providing 4G services will be allotted and BSNL will be effectively providing 4G services. 

·        Shri. Sinhaji Hon. MoSC added that BSNL is not overall profit during last year but it has taken turn around over the years by changing from loss making company to Operational Profit making company and appreciated sincere efforts by all the officers and Staff of BSNL in meeting the competition in Telecom Sector. He also elaborated different action plans by Govt of India for making BSNL as Profit making PSU. He has explained that with support by Govt of India, the ITL Limited which was in losses for last ten years has shown profit of some Crores during this year. He assured full support to the BSNL for providing better quality of services to its customers in days to come.

Prashant Jadhav DP SNEA Mumbai, Com. Anil Dubey, DS SNEA Mumbai, Com. Deepak Mahajan ADS SNEA Raigad met Shri. Anant Geeteji Honourable Minister for Heavy Industries, Govt of India at his office in Vile Parle, Mumbai in the evening hours on 22/02/2018 and very strongly pleaded for his effective kind intervention in getting relaxation in affordability clause for implementation of 3rd PRC from the Union Cabinet to enable implementation of 3rd PRC in all CPSUs regardless of their profits.

·        Leaders apprised Honourable Minister about the great role played by CPSUs in strengthening Indian Economy and building a very formidable infrastructure in all critical sectors of development of Country. We categorically updated him about the role of BSNL and how the BSNL is service industry rather than focusing on profit as referred by 3rd PRC. We also elaborated him with classic example that BSNL has always given priority to provide services to customers regardless of the calculation of loss and profit thereof and hence affordability has no meaning for its grant of 3rd PRC for its workforce.

·        Com. G.L. Jogi Chairman SNEA CHQ emphatically told Honourable Minister that only his very personal & kind intervention will help resolve the issue and pave the way for implementation of 3rd PRC in CPSUs including BSNL regardless of their profits/losses.

·        Shri. Ananat Geeteji, Hon. Minister of Heavy Industries, Govt of India duly acknowledged the huge services rendered by CPSUs in growth and development of the Country in strategic and key sectors. He also informed that he is well aware about the contribution of BSNL in overall growth of India and also acknowledged that he is well familiar about the BSNL services being provided at the remote and odd places where profit is not possible and hence BSNL is different from others and assured to extend all possible support from Govt of India.  

·        Shri. Ananat Geeteji Hon. Minister for Heavy Industries, Govt of India gave patience hearing to delegation and was quite impressed and convinced by views expressed by delegation and categorically assured delegation that he will try to move a note for consideration of the Union Cabinet regarding relaxation of affordability clause and asked us to give brief note on the issue.

·        In conclusion Hon. Minister reiterated strong resolve and keenness to intervene in the matter by moving a note for consideration and approval of the Union Cabinet to get the issue addressed comprehensively and advised delegation to meet him at Delhi for detail discussions and firmly assured to do whatever possible from his side in support of BSNL workforce n 3rd PRC issue as well as other issues.

·        In conclusion delegation conveyed him thanks for giving ample time for discussions and patience hearing to the feelings of SNEA delegation on 3rd PRC issues of CPSUs n General and BSNL in particular.

·        By sensing presence of Com. G. L. Jogi Chairman SNEA CHQ at Mumbai for some personal work, this meeting was arranged by Com. Sachin Kohadkar, DS SNEA Raigad under valuable guidance of Com. C. V. Rao TDM Raigad that to be in short notice of the single day and this meeting will be hopefully give firm path for grant of 3rd Pay Revision for BSNL executives as well Non Executives.

23 FEB 18:  AGM Staff Mumbai issued DE/AGM LA order for 180 days from 25/02/2018 as the earlier spell of AGM LA in respect of these SDEs/Sr SDEs is over on 23/01/2018 wherein all are posted on where it is as it is basis with instructions not to change work of any office due to closure of financial year.  Though it has mentioned in this letter not to given any local LA orders, but as the vacancy positions are calculated wrongly, indirectly compulsions are being created on SSA Heads to give local LA orders for some executives and hence there is need to calculate the vacancies corrected and make available sufficient officers in AGM/DE cadre so that such illegal ways are not adopted by some SSAs and hopefully it will be taken care in April 2018 with single order in respect of all LA DEs/AGMs after giving consideration of request transfers  Letter <<<>>>

·        The details of Executive strength also can be confirmed by Staff section of SSAs from AD Staff A & AD Staff B telephonically and got t corrected at the earliest as the forthcoming request/long stay transfers will be considered on the basis of this staff strength and SSAs having excess Executive strength will have to act immediately so that wrong transfers are not issued from any such SSAs having excess strength.

22 FEB 18:  CAO FC Mumbai reminder letter calling for willingness or refusals for posting of officers to meet shortage of IFAs in CAO Cadre in different SSAs/BAs  and last date of submission of willingness/refusal for these vacant post of IFAs is 27/02/2018.  Letter <<<>>>

·        It is fact that Maharashtra Circle has acute shortage of CAOs as only four regular/Adhoc CAOs are working in Maharashtra Circle against 120 sanctioned post of CAOs n Maharashtra Circle.

·        Out of these four Regular CAOs three are working as DGM LA and one is not given DGM LA due to VC issue, also two CAOs out of four are due for superannuation retirement within 3-5 months and practically there is no single CAO available in Maharashtra Circle. 

·        As such it is expected that FC sections looks for permanent arrangement for meeting such acute shortage of CAOs in Maharashtra Circle by regular promotions or by rearrangements from other Circles as many of the Circles have excess CAOs than the sanctioned posts, but no such action is being taken and hence the shortage continues for years together without any practical solutions.

·        As on today about 50 AOs are working as CAO under looking after arrangements and are posted against the vacant post and CAO FC Mumbai is again and again calling for willingness among these 50 officers to fill up 14 vacant posts at the SSAs referred in letter. 

·        It is need of time that when total 120 post of CAOs are vacant then the zone of consideration for CAO LA should be expanded and willingness should be called from the Adhoc/Regular AOs below in the seniority list and then there are chances that some suitable and willing candidates will be available for filling up these vacant post of prominent IFAs in SSAs/BAs.

·        Also it is not clear that when the officers are working on sectioned posts, how many will be retained in the SSAs having working CAOs in LA arrangements and how many will be transferred out of these SSAs as SSA wise vacancies, justified posts etc has not been declared by FC section and this uncertainty is reason for non- submission of the willingness/refusal by these officers and even after reminder also the problem will continue.

·        Hence out of 50 CAO LA two only have given willingness and all other officers working as CAO LA have not given option as they are thinking that they are working on vacant post and will be retained at same post and others will be posted to fill up these vacant post and problem can be solved if the vacancy position in each SSA should be cleared as per the sanctioned strength or any other suitable norms as practical solution to justify the workload of SSAs.

·        Normally in case of unwilling officers or refusal from the officers in seniority list under zone of consideration, then such posts are filled by transferring longest stayed officers at Circle level in basic/lower cadre and then they are given Looking After arrangements in higher posts and no such initiatives are being taken by FC section to fill up vacancies.

·        Here ‘n’ number of AOs are occupying positions of AOs/CAOs in same SSAs for more than 25 years at same place and some AOs who have just joined at the SSA of their choice/convenience are now compelled to opt for CAO LA at SSAs inconvenient to them and which is not correct procedure and not natural justice equally for all. 

·        The action by FC section to force officers to submit willingness is unwanted and SNEA MH will take up matter with the GM Fin Mumbai for suitable remedial action to meet the acute shortage of CAOs by declaration of SSA wise vacancies and also for permanent arrangements thereof.

·        SNEA MH has already preliminary discussions on this subject with certain responsible officers and the details views will be submitted in writing to meet shortage of CAOs to GM Fin Mumbai and all DS/COBs and affected comrades may submit their views/suggestion  by email to Com. Hrushikesh Kesale JS AF SNEA MH Circle {9422882888} on acfn.sneamh@gmail.com latest by 26/02/2018 so that final and consolidated views can be submitted and a better procedure for filling of vacant post of CAOs is adopted and it becomes streamline  procedure for giving LA arrangements.

·        Till time, all the officers in the list declared by FC section for CAO LA may access their position as per vacancy position and if willing to work at vacant post/s in declared SSAs may submit their willingness or clearly inform unwillingness to work at these SSAs by quoting justified and genuine reasons with request to allow them to continue on the present post of CAO they hold. But the willingness to work in same working SSA or SSA wherein vacancy declared by FC section /unwillingness may be submitted by 27/02/2018 to avoid any complications later.     

 

22 FEB 18:  In an immediate action to avoid any complications/politics as happened earlier,  Shri Arvind Vednarkar takes over the Charge of PGMT Pune on 21/02/2018 morning hours and the charge of PGMT Aurangabad i.e. BA Head as well as SSA Head  will be looked After by Shri. ·        Yesterday, i.e. on 19/02/2017 Shri. Arvind Vadnerkar was posted as PGMT Mobile Pune and Shri. Rahul Rane was posted as GMT Aurangabad and today both the orders are cancelled and their new posting orders are issued within 24 hours.

·        Earlier also the order of PGMT Pune has been changed at number of occasions and in very poor approach of office discipline and decorum, the officer who has taken over Charge was compelled to relinquish  the charge of PGMT Pune and the cabin of office of PGMT Pune was also locked so that he do not take charge forcefully.

·        The posting of PGMT Pune has been always under uncertainty may be due to  clashes among some internal groups, the Officer posted as PGMT Pune is not allowed to take over charge even at last moment and when it happens with the biggest SSA of the BSNL, how should we expect good decisions for posting of other SSA/BA Heads.

·        Let us hope that at least this order will be implemented in true spirit and Shri. Arvind Vadnerkar is allowed to take over charge of PGMT Pune without any further politics among higher officers and at least in days to come Personnel Cell of BSNL Corporate Office will take efforts to maintain decorum of post of PGM /GM level officers and shows sensitivity while issuing such high level orders.

·        In an unwanted move again one note is added in this letter that for next spell of AO looking after arrangements performance report /target completion review report along with SSA/IFA recommendations is required.

·        Nowadays such unwanted clauses are added creating picture that Revenue loss is due to poor AOs and not at all due to management and it is better that instead of facing such unwanted clauses and humiliation and mainly dependency of mood of IFA/SSA Head.

·        When entire Telecom sectors is at loss, many of the companies have closed their Telecom Business due to unethical practices in Telecom business by Some telecom practices and here the efforts are being made to check performance at the time of just stop gap temporary arrangements of Looking After arrangements.

·        By such repeated attempts management want to prove that by issuing Looking After arrangements, the officers are highly obliged and should remain obliged whereas Looking after Arrangements is useless for executives as due to such arrangements, management has never thought about regular promotions and time has come to refuse all Looking After arrangements in mass and demand for Regular Promotions.

·        It seems that by adding such ideas of performance, specific recommendations of SSA Heads/IFAs on performance by target completion that to be in purely stop gap and temporary arrangements which is indirectly being used as regular arrangement fooling executives by creating picture that this is “Promotion” after every six month, management is provoking us to refuse looking After arrangements in mass and register protest and all executives will have to think on it seriously.

8 FEB 18:  DGM Admn Mumbai published list of the staff and officers in Circle Office Mumbai who have not performed duties for minimum seven hours per day for more than six days in week and asks for deduction of CL/EL on more @ rate half day leave for three late marks. Letter <<<>>>

·        From the enclosures it is seen that these staff and officers have performed duties less than seven hours per day for more than six days during entire month and controlling Officers have to confirm where he/she was out of office for office work or has intentionally performed less duty.

·        Some of the officers/staff assigned duties outside office premise may get it certified it from the controlling officers and no need to apply for EL/CL.

·        But the staff and officers who have not performed duties for complete seven hours per day for personal reasons needs to give CL/EL as the case may be as these individuals have performed less duties ranging from 7 to 20 days of about total 25 working days in a month which is not correct when administration has given relaxation of in and out office timings and it is expected that everybody has to perform at least seven hour duty per day.

·        Let us hope that before need of further VCs, DGM HR Mumbai and AGM Establishment will co-ordinate with MH Circle Vigilance team and take care of the issues and  see that at least from March 2018 all VCs will be issued only  by online Method and the present procedure of sending hard copy of 15 points will be stopped once for all

·        Taking note of Appeal made by Circle Secretaries of all Unions and Associations in Maharashtra Circle to suggest to organizers to defer the proposed event of TWWO at Mumbai on 08/02/2018 and also to stop the BSNL expenses being made on organization of Mela, Shri. Peeyush Khare, CGMT MH Circle, marked this appeal to President TWWO MH, who in turn directed Secretary and Members of TWWO MH to meet Office Bearers/Circle Secretaries of all Unions/Associations on 06/02/2018 personally as well as telephonically.

·        Secretary and members of TWWO MH have expressed concern that due to letter by all Unions and Associations,  CGMT MH has taken stand that till he get written consent from all Circle Secretaries for continuing Mela, he cannot and will not permit TWWO Mela scheduled on 08/02/2018. 

·        Members also elaborated that their team members have made lot of efforts and preparations for Mela and also expenses have been made on arrangements and cancelling of Mela at last moment will cause loss to the participants who have made preparations for it.

·        Unions/Associations have informed to TWWO members that no Union and Associations have never objected for TWWO Mela and only point is about expenses being made for the Mela and involvement of BSNL Money is matter of concern that to be when BSNL is facing critical financial conditions.

·        This letter has been also marked to GM HR/Admn Mumbai by CGMT MH and by Unions/Associations and it has been informed by him, then by Secretary and members of TWWO that all the expenses for organization of Mela and functions will be borne by TWWO MH and no expenditure will be incurred by BSNL and only arrangements are being made by BSNL officers. All other issues also were discussed to the depth.

·        Hence in response to the appeal made by Secretary and Members of TWWO, all Unions and Associations have written letter to CGMT MH Circle and Mela continues as per its schedule.

 6 FEB 18:  Status on EPF Coverage for Pre-Induction Training Period of BSNL Recruited Employees: It is to inform that the Long pending issue of deposition of EPF contribution in respect of stipend on pre-induction training period for all BSNL recruited Executives and Employees has been settled as assured by Shri. Vivek Mahavar, GM Finance Mumbai in the pre-formal and Formal Meeting of SNEA MH.

·        This issue was pending due to required information from field units and clarification from BSNL Corporate office and same was raised and pursued by SNEA MH continuously for last one year and matter was pursued with each and every SSA and with EPF Bandar.

·        Com. Omprakash AO EPF Mumbai and Com. Amit Naikade, JAO EPF Mumbai has taken day night pains for collection of old data from year 2000 i.e. formation of BSNL and the contribution of all EPF members have been updated and the amount in each case is finalized and EPF amount in respect of stipend on pre-induction training period has been approved and online challahs has been successfully generated for depositing the amount to EPF Office Bandra  in respect of 930 EPF Members from undertakings received till 31/01/2018 uploaded and payments will be remitted by BSNL by today/Tomorrow. 

·        This long pending issue settled with continuous persuasion by SNEA MH with persuasion at all levels and table to table approach. The detail list of contribution in respect of each and every member will be uploaded on MH intranet after amount remitting the amount to EPF Office.

·        On behalf of SNEA this matter was continuously pursued by Com. Ankit Gangar, JS HQ SNEA MH and Com. Abhay Kesarkar, JS NRU SNEA MH and Com. Prashant Jadhav, DP SNEA Mumbai.

·        The matter was vigorously pursued by SNEA MH with SNEA CHQ, concerned officers in EPF section and EPFO Bandra and BSNL Corporate office and efforts by Com. Omprakash AO EPF Mumbai and Com. Amit Naikade, JAO EPF Mumbai, Com. Ankit Gangar, JS HQ SNEA MH and Com. Abhay Kesarkar, JS NRU SNEA MH are highly appreciable as first the EPF Office Bandra has agreed to accept the options subject to some conditions and now BSNL Corporate office has cleared all uncertainties on the matter.

·        Recently in Chandrapur SSA, BSNL has lost one of JE and one JTO is seriously injured while on duty as they met road accident and in such situation it becomes most difficult task to family members to manage of the affected Executive.

·        The family members of JE who was just recruited before 3-4 months are the sufferers as they have lost only son who was earning source for family.

·        The JTO was seriously injured and undergoing treatment since the accident and now his health is improving with blessings of all.

·        The need of Benevolent Fund and Group Term Insurance Scheme has been raised by many of the executives and non-executives also and this will be helping and supporting hand to the family members of the comrades who will unfortunately pass away during service period for natural or accidental death.

·        Both the schemes are approved by BSNL MP Circle and some of the family members, of officers/staff who opted for Benevolent Fund and Group Term Insurance Scheme and passed away have been supported under these scheme and SNEA MH has requested to implement the Benevolent Fund and Group Term Insurance Scheme for willing executives in Maharashtra Circle.

 5 FEB 18: Jt GM W&QA BSNL Corporate office calls for monthly report on procurement and turnover of External works. Letter <<<>>>

 

 5 FEB 18:   BSNL Corporate office issued Rule 9 transfers of JAOs in which three JAOs from Maharashtra Circle are transferred to other Circles, one JAO already under Rule 9 transfer is given extension and one JAO is transferred to Maharashtra Circle. Letter <<<>>>

·        It is understood that these are the request on the genuine medical and spouse working grounds and all other request for Rule 9 Temporary Transfers pending in Maharashtra Circle are also being scrutinized and genuine requests will be forwarded to BSNL Corporate office.

·        SNEA MH is keeping track on these transfers and we will definitely see that there is no favoritism among the JAOs and request on genuine grounds are being sent and no pick and choose method is adopted in thee transfers and we will ensure that either genuine cases only should be recommended or all the request should be recommended and transfers should be issued as per the waiting list.

·        Its seems that FC section and SEA Cell BSNL Corporate office has decided to promote the Rule 9 transfers and hence all the JAOs who are in need of such temporary transfers should immediately apply for it through proper channel regardless they have any political influence or source of managing transfers at SEA Cell Delhi, SNEA will pursue for all request on the specific criteria defined as per Rule 9 guidelines equally applicable for all. 

 

 2 FEB 18: Photos of Third Day of Satyagrah in Maharashtra Circle <<<>>>

 

 2 FEB 18: As expected , the order for DGM looking After has been issued by AGM Staff Mumbai there by giving higher responsibilities of DGM to 15 DEs for period of 180 days. Letter <<<>>>

·        Though order is not meeting minimum requirement of DGMs in Maharashtra Circle, it better to have something than nothing and we can expect this much only in present thinking of Circle Management.

·        All these DGMs were deliberately excluded from the earlier DGM LA List and only five names were considered when 26 vacancies were projected and others not considered projecting picture than there are changes in SSA while posting these officers and to avoid change of SSA, the DGM LA order is limited only for five officers when fact is that except Pune everywhere required vacancies exists.

·        SNEA Maharashtra repeatedly registered strong protest of such deliberate humiliation of the officers and creating picture that interest of BSNL is taking care but fact was that it was practically mood of the officers in Circle management and staff section and attempts were made to project that everything in our hands and these officers can be treated as per wish and will of certain officers as that of private firm.

·        Since last 2-3 months SNEA MH has taken up matter at all levels AD to CGMT MH and each and every time it was assured to issue order immediately but matter was delayed for one or another reason and one can understand the efficiency and decision making power which takes two months to decide posting of 15 officers where it is as is basis.

·        In the formal meeting of SNEA MH held with CGMT MH held on 19/01/2018, this matter was discussed in depth and finally it was mutually decided to issue DGM LA where it is as it is basis and for all 22 left out vacancies and till only 15 officer are considered and we will have to find out reasons for this shortfall also.

·        When CGMT MH says efficiency is required in each and every office/work, the staff section under his direct control has taken three months to promote 15 DGMs and that to be where it is as it is basis. When this is efficiency of Staff Section in Circle Office where everything is available except lack of willingness to take decision for clearing paper works, how can one expect the officers in field units to achieve everything that to be when there is total scarcity of the minimum required stores and manpower?

·        Anyhow with this order , some vacancies in DGM level has been filled in as stop gap arrangements and  till more than 40% post of DGMs are vacant through Maharashtra Circle and other officers in DGM cadre are overloaded due to this man made shortage due to lack of initiatives in deciding the real requirement of DGMs and hopefully in days to come proper initiatives will be taken by Staff section to fulfill actual requirement of DGMs throughout Maharashtra Circle with positive mindset and by accessing proper requirement throughout Maharashtra Circle.

·        Here SNEA MH do not want to thank anybody for this order and only we can do at this stage is that we will not blame any individual as it is total and collective responsibility of all officers in Staff section and Circle management and we are still hopeful that in coming days the situation will change and mindset of certain officers will change in the real interest of BSNL and not just for show purpose which has become trend now days and has already affected BSNL Maharashtra Circle and its executives thereof.   

 

 2 FEB 18: CAO FC Mumbai conveys SSA Heads/IFAs that for year 2017-18 APRs should be submitted by online through ERP and no hard copy will be accepted by FC section for APRs of Year 2017-18. Letter <<<>>> 

 

 2 FEB 18: CAO FC Mumbai issued orders for reversion of DGM LA arrangements due to non-receipt of vigilance clearance in respect of said officer. Letter <<<>>> 

 

 2 FEB 18: DGM CSC Mumbai issued instructions to IFAs of all SSAs for termination of DGR Security Guards from January 2018 and reduction of EOIs by 70% with threatening that no payment will be released for DGR Security Guards and EOIs more than 30% of last year from Jan 2018 onwards. ·        The decision of CGMT MH to reduce expenses may be right in perspective of the higher payments against DGR security but direct reduction of EOIs by 70% along with reduction of total Security guards from DGR will have definitely impact on the overall working of BSNL. It was expected that before taking such extreme decision of reduction of workforce by 70% which is used in physical works, the views of SSA Heads/BA Heads should have been taken into consideration rather SSA Heads/BA Heads should have been asked for their comments and minimum requirement thereof.

·        We can understand the EOIs used in the offices, used for personal works can be reduced 100% and BSNL Money can be saved, but EOIs used at OFC Mtce works, External plant and groups where no line staff is posted cannot be stopped and need serious and immediate review otherwise it will have long lasting impact on the services of BSNL.

·        All the DS are requested to analyses issue as per working of their SSA and take up matter with SSA Heads and if it is possible to reduce EOIs as expected by CGMT MH then please go ahead with that and if there are certain issues and EOI presence is badly required for maintenance of BSNL services, the matter needs to be suitably represented to Circle office with full justification and in such cases approval can be accorded.

·        Same is the case with Security Guards and DGR Security guards are charging high and it needs to be replaced and totally security of the Telecom installations cannot be withdrawn and there is need of proper and substitute arrangement before removal of Security guards. 

·        Such withdrawal may call serious security issues of important telecom installations as well as call for legal matters, court cases if action is taken without following administrative procedures and hence all issues needs to be taken as per defined procedures thereof and filed units have to act accordingly and time should be asked from Circle office for such administrative procedures.

·        Whatever we are enjoying executive’s facilities and status is result of his visionary decisions and fearless actions. Whatever we have till today is result of visionary leadership of Com. W. Sheshagri Rao.

·        Com. W. Sheshagri Rao led the DoT/BSNL executives throughout his life and till last breath of his life he was worried about the executives in BSNL. He was the leader who has upgraded the basic of JE from 1400 to 1640 and conversion of JE cadre as JTO in mass with sustained struggle.

·        In historic promotion order for JTO to SDE promotion, Com. W. Sheshagiri Rao has played vital role to give promotions to 7000 executives that to be when management was in process of reversion of 500 executives from SDE to JTO on name of court case.

·        By understanding working of PSUs and understanding difficulties which will be faced by JTOs after conversion of DoT in BSNL wherein JTOs would have been part of mass strength of Non-executives Unions and not association, Com. W. Sheshagiri Rao has taken visionary decision to make JTO as gazetted/Gr B officer and due to this vision only now many of JTOs are part of management and SNEA is enjoying status of recognized association of BSNL. 

·        Com. W. Sheshagri Rao has special love and affection towards Maharashtra Comrades and has always attended each and every Circle Conference and CEC Meeting even after his retirement.

·        One week before his evenly exist on 01/02/2015, Com. W. Sheshagiri Rao has attended Circle Conference of SNEA Maharashtra Circle held at Pune for all three days held from 22 to 24 Jan 2015

·        In Pune Circle Conference, Com. W. Sheshagri Rao has delivered his as usual excellent but unfortunately last address and in this last address also he has categorically mentioned that everybody should contribute for best performance of BSNL and be ready to get best from BSNL and this can be achieved only by strongest unity and by taking each and every comrades of BSNL together.    

·        Com. W. Sheshagri Rao was leader of masses and he was always in touch with the members even when latest communication facilities were not available. In today’s scenario of Mobile and social media also many of the present leaders are not available for members or below level leaders, before two decades also it was possible for every Comrades of then JETA, TEOA, TOSA and SNEA to contact him as he was always available during evening hours for common members on landline number of JETA Bhavan then changed to SNEA Bhavan.

·        Till now many of the executives n BSNL are die-hard fan of Com. W.Sheshagiri Rao as he was taking personal care of each and every executive which has become history in SNEA now and may be due to lack of such strong bonding among leadership and members hence we are lagging and needs serous introspection for certain minimum required results in favor of executives in BSNL.   

·        Today when BSNL and its executives are facing very tough period as telecom sector is facing huge crises and BSNL management is fooling executives in BSNL on name of development and not ready resolving even single issue of the executives who are recruited by BSNL or absorbed in BSNL, we really miss the great and result oriented leadership of Com. W. Sheshagri Rao.

1 FEB 18: Hussshhhhs!!!!!!!!!!!!!! After prolonged study of more than six months, the list of eligible officers and vacancy positions in different SSA, finally long awaited order for DE LA has been issued by staff section. Letter <<<>>>

·        In totally careless and causal approach the DE LA order was being continuously extended for last three terms by giving reason to avoid dislocation of 15-20 SDEs on so called DE LA promotions.

·        Since last six month the officers in Circle management and staff section are studying the DE LA options and vacancies and with this study one could have achieved the “Ph. D” Degree, but Circle Management & staff section could just issue order of 58 left out officers in SDE to DE LA arrangements.

·        This is ridiculous that on name of dislocation 15-20 officers, all 58 seniors were compelled to work as SDE and SNEA MH has continuously raised voice angst such deliberate humiliation of executives by Circle management. 

·        All these 58 officers were deprived of their right as many of their juniors were working as DE and they were compelled to work as SDE and in some cases SDEs senior in the list were compelled to work as SDE under juniors given as DE LA.

·        On repeated requests also the officers in staff section have never come up from their mentality of the correction of the list and never though in direction of giving fresh and final order once for all.

·        Now also it was agreed in the formal meeting to issue fresh order for all, but finally the officers of sick mentality have again come out with the DE LA order of left out cases and really matter of concern.

·        We can understand if these hurdles are created by the management but our own officers are involved in issuing this left out order just to hide the mistakes done in the earlier illegal extension of orders.

·        After issuing orders, SNEA MH has discussed this issue with Shri. Aman Jaiswal GM HR/Admn Mumbai, and he has informed that as discussed in formal meeting orders are issued “as it is where it is basis” and action to fill up vacancies of DEs in different SSAs will be covered up in the April 2018 after the request transfers are considered in Month of March 2018.

·        The earlier DE LA Order extension is also in two phases and hence in April 2018, once the tension of targets and request transfers is over fresh order can be issued for all DE LA by cancelling all the DE LA orders.

·        If by that time CPSU hierarchy is approved by BSNL Board, there may not be any need to issue such DE LA Order.

·        The proposal for DGM LA arrangement also is approved by CGMT MH and LA orders will be issued today.

31 JAN 18: Update on status of fresh orders for AGM & DGM Looking After Arrangements: The proposal for DGM LA orders has been approved by CGMT MH yesterday 31/01/2018 and most probably orders will be issued today 31/01/2018. Same is case with DE LA, but CGMT MH has again asked some information and with that the file has been sent to CGMT MH again for fresh DE LA orders and hopefully it will be or may have been approved by CGMT MH.  If nothing goes wrong then hopefully DE LA orders will also be issued today.

 

31 JAN 18:  SNEA MH Circle congratulates, Com. D. S. Kamble, AD Mumbai, Com. M.S. Jadhav  SDE Jalna successful completion of long services in DoT/BSNL and on their peaceful superannuation retirement on today, 31/01/2018.

Com. Dilip Sitaram Kamble, AD RTI Circle Office, Mumbai, {9423082371} has started his carrier as Time scale clerk in 1977 in Mumbai City Division and in 1998 he was promoted as JTO. On his first posting he has worked as JTO at Tarapur in Kalyan SSA and even in most difficult period he has served best and his sincere & fully devoted works were highly appreciated by the public and Govt organisation like TAPs. Then on his SDE promotion in 1998, he was posted in Sangli SSA for short period. Then he was posted back on transfer to Kalyan SSA wherein he has served as SDE Ext Badlapur, SDE Tech Ulhasnagar for long period. As SDE Tech Ulhasnagar he was handling many of the works of Area Manager and also handled public complaints to majority extent. In year 2008 he was transferred to Circle office Mumbai and served as AD Recruitment, AD Staff A and till his last day of retirement he is sincerely working as AD RTI Mumbai with full devotion and dedication. He never refused any work and whoever and whatever responsibility is given to him he was always accepting it happily and even though he do not have high technical background, he has completed all tasks assigned to him very successfully by just way of smooth persuasion and has set an example for all of us that we should not focus on our shortcoming but should focus of our strengths and do best possible efforts and success will be waiting for you. For such excellent nature he was popularly known and calls as “Deva” in BSNL Kalyan. While working as AD Recruitment, he has successfully completed works for recruitment of more than 1000 JTOs/JAOs/TTAs in BSNL Maharashtra Circle and has done excellent work in conduction of different departmental examinations. He also has done great work in settlement of about 170 cases of Companionate appoint grounds (CGA) and has given relief to the family members of the late comrades of BSNL.

During Natural Calamities and Disaster due to heavy flood in Year 2006, he has done excellent work by co-ordination among all the officers and offices and he has served duties for one week without going to home for single minute and has done commendable work in restoration of badly affected telecom services in shortest possible time as entire ground floor of Ulhasnagar Exchange was down the water and such devotion has been widely appreciated by one and all.

Com. D.S. Kamble has been instrumental in overall activities of SNEA and he is the founder member of SNEA Mumbai who has taken pains to start branch of SNEA in Circle office Mumbai and for strengthening it by table to table approach and with such devotion he is popularly known as “SNEA ke Sir” among all young comrades n Mumbai. Since formation of SNEA Mumbai branch n 2008 till today he is leading SNEA Mumbai as CEC Member and representing all District level issues at Circle level n SNEA MH. He has been instrumental in adding more and more members in SNEA Family due to his helping nature and co-ordination skills to resolve individual grievances.

Com. D.S. Kamble, has taken sincere efforts in strengthening SNEA by taking active role in each and every SNEA activates and by extending helping hand to SNEA members in different office as well as association capacities. He is well known for his management skills and mainly for maintaining harmonious relations with all including bosses of any type and was always seen as prominent smiling face that is ready to face any situation or difficulty for its proper resolution. He has played very important role in success of SNEA in Membership verification during last year and due to devoted efforts by SNEA activist like Com. D. S. Kamble, SNEA has been recognised as Majority Association in BSNL.

Com. D.S. Kamble is instrumental in implementation in one of the important resolutions passed in SNEA Circle Conference at Pune for formation of BSNL Officers Co-operative Credit Society and with his sincere efforts this society has been formed and functioning smoothly and he is Operative Credit Society Mumbai and its entre credits goes to Com. D. S. Kamble as “Founder Chairman” of this Credit Society. SNEA Maharashtra feels proud to have such devoted and dedicated diamonds in its strength and due to such dedicated leaders SNEA is getting space in hearts of majority of executives in BSNL.   

Com Madhukar Shrirangrap Jadhav, SDE PRO/Comm Jalna SSA, {9422201012} is very well known as “Daji” in his social life, has started his career with BSNL in year March 1979 as Time Scale Clerk at Aurangabad and was later promoted as RSA in Nov 1980 in Aurangabad SSA. On his promotion as JTO in 1988 he was posted to Bhiwandi in Kalyan SSA till Oct 1989 and then transferred to Jalna SSA and on second transfer he has works as JTO O/D Aurangabad and as SDE Mktg/CSC Aurangabad. He has also served in Vapi SSA of Gujarat Circle and on transfer back to Maharashtra he has served at Parbhani and again he was finally posted to Jalna in 2015 and till today he is serving as SDE Comm and PRO Jalna with full devotion and dedication. During his entire working life He has achieved many goals in social life and n office life particularly his skills in marketing & EB activities in BSNL are excellent as he has implemented many innovating tricks, ideas & events to promote BSNL services successfully. From the early stage of college life, he has actively participated in many national social activities & also has deep study in spirituality & Varkari Sampraday. He is having keen interest in Abhangs also and has written & published a book named as “Abhang Madhu” which includes his own Abhanags.

Com. Jadhav is Die-Hard and one of founder Members of SNEA and since the foundation of SNEA he is active in SNEA and has always taken initiatives for since formation of SNEA Branch in Aurangabad SSA and as silent but active member he has contributed in many activities of SNEA thereby strengthening SNEA family. Wherever he worked, he has always taken active part in SNEA activates and has specially extended helping hand for smooth functioning of SNEA and hence is most popular among the BSNL executives.

SNEA MH salutes sincerity, dedication and affection by  Com. D.S. Kamble &  Com. M.S. Jadhav towards BSNL and SNEA and on behalf of thousands of Comrades of SNEA Maharashtra Circle, we wish them and their family members “A Happy A Happy, Peaceful, Healthy & Long Retired Life”
