28 FEB 15: BSNL Managements continues to play gimmick with posting of CGMT Maharashtra Circle:  BSNL Management created mockery on posting of CGMT Maharashtra Circle by issuing repeated orders within one week’s period & by posting two different Officers as CGMT Maharashtra Circle. Revised CGMT MH Order <<<>>>

Ø It seems that it has been firmly decided by BSNL management to shift Shri. M.K.Jain as CGM WTP Mumbai, without giving him sufficient times to explorer his talent as CGMT MH Circle. This is approach of BSNL Management towards posting of Head of the biggest Telecom Circle of BSNL and repeated orders and non joining of officers on transfers, giving LA after charge in intervening period and forcefully transferring working Officer to vacant post having practically very less work is best example how careless BSNL management is about posting of Head of biggest Telecom Circle.

Ø In total unfortunate and unwanted approach, the BSNL management continues to play with posting of CGMT MH Circle as since years together  no CGMT is given time of more than one year to function as CGMT MH Circle. In total disappointing manner, the CGMT MH Shri. M.K. Jain was suddenly shifted and posted as CGM WTP Mumbai and Shri. Prabhash Singh, present CGMT ITPC Pune was posted as CGMT MH Circle on 21/02/2015.

Ø But within eight days time, same order has been cancelled and revised order for posting of CGMT MH is issued wherein Shri. Prabhash Singh continues as CGMT ITPC Pune, transfer order of Shri. M.K. Jain present CGMT MH continues as CGMT WTP and Shri. G.K. Upadhayay present CGMT Haryana Circle is posted as CGMT MH Circle.  

Ø Thus BSNL management is creating mockery which is clearly visible from the facts as till there is uncertainty about joining of Shri. G.K. Upadhay as CGMT MH Circle because the Looking After charge of CGMT MH Circle is given to Shri. K.K.Saxena PGMT Pune with immediate effect.

Ø It is important to note that Shri. K.K Sexena has reasonably failed to control even Pune SSA as PGMT Pune as he has not shown much control or involvement in the development & growth of Pune SSA as PGMT Pune which he is heading for last ten months. Many of the officers in Pune SSA did not pay heed to his instructions and so many matters are running in files. Due to his failure to take overall proper control as PGMT Pune, just recently on 26/02/2015, Joint Action Committee Pune had gone for Protest March against PGMT Pune & hold strong protest outside office of PGMT Pune to stop the corrupt practices in Pune SSA. If these are the results as PGMT Pune, how BSNL management expects from Shri. K.K. Saxena to control Maharashtra Circle as CGMT MH in better manner than that of Shri. M. K. Jain is now ‘Star’ Question.  

Ø All these actions and evidences, put big question on integrity of BSNL management about posting of CGMT MH and it will be matter of investigation that how the BSNL management expect best performance of Maharashtra Circle by replacing Shri. M.K.Jain, a reasonably active Circle Head, who was having deep knowledge of working of Maharashtra Circle, who was taking lead on many of development & maintenance issues of Maharashtra Circle and who has taken command on many of issues with desired result to certain extent even though he has very short span of time period of ten months as CGMT MH, with Shri.  K. K. Saxena, as CGMT MH.

Ø Anyhow comrades, we Maharashtra Comrades will have continue our struggle for “Acche Din” and for posting and practical functioning of good and commanding CGMT MH Circle and at this stage we have no option other than to watch & wait this gimmick.

 

28 FEB 15: SNEA (I) MH Circle congratulates, Com. M. V.Kapadne, DE Nashik, {9423968866} Com. S. S. Khambore, DE Nashik {9422274188}, Com. N.S.Gonewad, Sr SDE Aurangabad {9422201747} , Com. A.L.Gattani, Sr SDE Aurangabad {9422201011} , Com. S.N. Ingale SDE Kalyan {9423984044}, Com. A. R. Alkari SDE Kalyan {9422073802} , Com. S. G. Shinde, SDE Nashik {9423967390}, Com. N. G. Nanotkar, JTO Offg Buldhana {        } on their superannuation retirement on today, 28/02/2015 and wish them and their family members “A Very Happy, Peaceful & Long Retired Life”.  

Com. M. V. Kapadane, DE City Nashik is a senior & die-hard member of SNEA (I) Nashik and was always ahead in each and every activity of SNEA. He significantly contributed much more for growth of association from JETA to SNEA (I) & played magnificent role for increasing membership of SNEA (I). He has long services of 39 years and 10 months in DoT & BSNL in different cadres like TO (A), PI, JTO, SDE & DE and has served in Jalgaon, Goa, RROC Mumbai, Kolhapur & Nashik SSAs. Even on last day of his retirement he is continues is duties with same dedication & sincerity.

Com S.S. Khambore, DE Trans Nashik is active & die-hard member of SNEA (I). His contribution in development & maintenance in transmission network is very remarkable. He started his carrier as Telephone Operator and further served as JTO, SDE & DE and completed 40 years of service in Dot & BSNL at Nashik SSA.

Com. N.S.Gonewad, Sr SDE MDF Aurangabad has entered in DOT as Technician in Year 1984 and since 1995 he has served DoT as well as BSNL as JTO in Goa SSA &in different capacities of SDE in Aurangabad SSA and at last he was working as SDE MDF Aurangabad. He is very active member of SNEA (I) and has always contributed his best in association activities. 

Com. A.L.Gattani, Sr SDE Chikhalthana Aurangabad, joined DoT in year 1979 as RSA in Aurangabad SSA and served DoT/BSNL as RSA, JTO,  SDE & AGM Offg in Aurangabad & Buldhana SSA. He has completed 35 years of long service and at the retirement he was working as SDE Chikhalthana Aurangabad. He is fully devoted member of SNEA (I) and has always taken lead in association activities.

Com. V.R.Alkari SDE Admn Kalyan  & has served DOT & BSNL with devotion and dedication for prolonged period wherein he  Joined as technician on 19 June 1979  in Pune SSA  and  appointed as JTO in Kalyan SSA on 14th Nov’1991. He is die head member of SNEA (I) and has always taken active part on all activities on the platform of SNEA (I).

Com. S.N.Ingale, SDE CO Bolinj Virar and die-hard member of SNEA (I) Kalyan. He joined duties in DoT in 1975 as Telegraphs at CTO Mumbai and then as ASTT in June1991. He was working in Kalyan SSA as a SDE since January’2001.

Com.  S. G. Shinde, SDE Ext Nashik City is die-hard& loyal member of SNEA (I) Nashik. He started his carrier as Telephone Operator in 1974 and rendered his long services to DOT & BSNL for 40 years in capacity of PI, JTO & SDE. He is die head member of SNEA (I) since long time and has always taken active part on all activities on the platform of SNEA (I).

Com. N.G.Natonkar, JTO Offg Buldhana entered in DoT as TTA in year 1998 and served in Buldhana SSA throughout the life and presently working as JTO Offg. He remains loyal & dedicated member of SNEA in every odds. His hardworking kept Wardha SSA lowest in penalty against CAF by VTM cell. He anchored superbly each & every functions in Wardha. He also served as Secretary in Telecom Society Wardha, TRC Wardha & union of TTAs.

28 FEB 15: General BODY Meeting of SNEA(I) Buldhana: {Report by Com. P.D.Saoji DS Buldhana} The Special  General Body meeting of SNEA(I) Buldhana Division was held on 24/02/2015 at 1700 Hrs in Conference Hall, office of GMT Buldhana  at  Khamgaon. Almost all the comrades of SNEA (I) Buldhana attended & participated in this Special General Body Meeting. The meeting was conducted under the Presidentship of Com. B.B. Kendre. Firstly the new members  joined  to SNEA (I) Buldhana namely  Com. V.G.Thakur (AO), Com. Kadam (AGM), Com. Juwar  were welcomed  by offering Bouquet.

 The main local issues which were discussed in the meeting  are- UG & OF cable maintenance, shortage of material  like jointing kits for OFC & other material  for  maintenance work, Delayed Tenders, Required more staff in NOFN , DPC for time bound promotions & other local issues.

   With elaborate discussions, house once again passed resolution for posting of Regular TDM & Regular CAO at Buldhana. It is also decided to conduct a special meeting in the month of March, at Khamgaon with   the presence of   SNEA (I) MH & CHQ leaders.  

  Com. V.G.Thakur AO Buldhana is elected unanimously as ADS of SNEA (I) Buldhana on transfer of our Ex ADS Com Kangane to Nashik.

   Com.P.D.Saoji DS SNEA (I) Buldhana, Com, B.B.Kendre District President sum up overall activities of SNEA (I) Buldhana with a concrete agenda to be given to GMT  Buldhana for development & for smooth functioning of Buldhana SSA.

28 FEB 15: Details of discussions in SNEA (I) CS/CHQ office bearers meeting held at New Delhi on 26.02.2015

 

A. ORGANIZATIONAL AND HR MATTERS:

 

Ø The meeting reviewed the CHQ quota and legal fund payments. All Circles assured to clear the dues shortly.

Ø SNEA(I) urgently to focus the HR issues of E2, E3 pay scales, new HR plan and TB functional promotion at least up to AGM/DE level as proposed by the consultant, 30% superannuation benefit, 1st TBP uniformly after 4 years from 01.10.2004 etc. Since new CMD has taken charge and the issues are brought to his notice by the Assn, we are waiting for the positive response from the new CMD and DIR (HR). If positive results are not coming, the agitation programmes already decided will be started by mid April. Ground level preparations to start now itself. Since management given repeated assurances but never met the same, serious preparations to be made for the agitation so that the issues are to be decided once for all.

Ø The proposed norms in HR plan are too stringent. Norms has to be framed analysing the ground realities and operational requirements.

Ø JTO to SDE DPC, LDCE to SDE(T) and SDE(TF), SDE(C/E) to EE(C/E), JAO to AO and AO to CAO promotions to be expedited.

Ø Pending amendments in JTO RR, BSNLMS RR and SDE RR to be expedited.

Ø Since no decision is coming on membership verification, all trade union facilities to be restored to SNEA (I). Subscription from salary deduction to be implemented as done in the case of others sections without waiting for the verification. Contentious issues in the recognition rules to be addressed comprehensively.

Ø The AIC venue and timing of next AIC will be announced by 15th March.

Ø FR 22(1) (a) (1) fixation for offtg JTOs and JTOs officiated earlier will be pursued and if required, case will be filed next month.

B.  BSNL GROWTH RELATED ISSUES:

 

Ø The meeting reviewed the Parliament March and preparations for the indefinite strike. The Parliament March was a grand success. Conventions in the remaining Circles will be held at the earliest. SNEA (I) has to take initiatives for the success of the strike.

Ø It is reported by several CSs that AMC penalties are waived off in large scale and BSNL is losing crores of rupees in this regard. Most of such decisions are taken at corporate office. When field units are struggling for fund for operations and maintenance, the vendors are paid waiving the penalty for which they didn’t extended any AMC support. Very old cases are reopened and payments made by waiving the penalty. Large scale corruption is suspected in the case. Assn to take up the matter at appropriate level.

Ø Transfer of Assets and mutation of land in different Circles are at very slow pace. Assn to focus of this issue of land mutation.

Ø Posting of CGM/SSA Heads to be transparent and performers only should be given the responsibility. Non performers should be shifted immediately based on their performance during this financial year.

Ø Sharing of tower and 2G BTSs/Antennas to be encouraged. OF, MPLS, 3G and FTTH network to be expanded.

Ø Subsidiary formation and merger of BSNL and MTNL without addressing the contentious issues to be opposed strongly.

Ø OF cable shortage to be addressed. Modem, data card, EPBT etc procurement to be discouraged and direct purchase by the customers from the vendors to be encouraged from the QA empanelled lists.

Ø Issues related to TERM cell and payment due from TERM cell for the BSNL staff on deputation will be taken up with DoT/BSNL.

 

C.     ISSUES RELATED TO MAHARASHTRA CIRCLE:

 

Ø Holding National Convention at Kalyan & Aurangabad in presence of CHQ leaders. 

Ø All India Hard Tenure for Gadchiroli SSA as per assurance given in GB meeting of SNEA (I) Gadchiroli.

Ø Arbitrary Transfer of CGMT MH Circle, wrong policies adopted thereof and its impact on growth of BSNL.

Ø Posting of regular PGMT for Pune SSA.

Ø Manmade issues created by GM Fin Mumbai with her egoistic behavior, poor control over function of Finance wing, undue delay in transfer posting and its overall impact of her actions on growth of BSNL Maharashtra Circle.

Ø Pick and choose orders issued by BSNL CO and aggrieved actions and pressure for its implementation from BSNL.  

Ø Posting of DEs out of Maharashtra Circle during DE Regular promotions and its impact on growth of Maharashtra Circle.

Ø JTO to SDE DPC under 67% SCF quota, feelings of Maharashtra Comrade and advance action for posting of all promoted SDEs in Maharashtra Circle or its territorial Circles by counting vacancy position of JTO plus SDE.

Ø Acute shortage of executives in Finance wing of Maharashtra Circle and equal distribution of Finance wing officers among different Circle.

Ø Issues related to Generalization of Pay Fixation orders for JTO Offg and need of action by SNEA (I).

Ø Grant of five advance increment of JTOs recruited under PH quota and JAOs recruited after year 2009.  

Ø Issues related to Diploma Holders of Civil & Elect wing.

Ø Unrest among the executives of Maharashtra Circle due to last minute cancellation of LDCE for SDE promotions under 33% competitive quota and need of early action to hold LDCE by overcoming legal matters.

Ø Undue delay in cancellation, change of station of some of long pending requests of Maharashtra Comrades.

Ø Inter Circle Request transfers of executives and action by SNEA (I) CHQ.

Ø Equal area distribution to for CAF verification of Term Cell at Nagpur, Pune & Mumbai & undue delay on part of CHQ to address this issue.

Ø Utilization of BSNL manpower by Term Cell and difference of penalties imposed on BSNL and other private operators.

Ø Aggrieved actions of some of TERM cell officers & Rotation of officers/staff posted to TERM Cell.

Ø Non reimbursement of different payment viz. salary of officers and Staff of BSNL on deputation to different units of DoT, rent of BSNL accommodation, HRA of different BSNL/DoT officers and staff staying at BSNL Staff Quarters.

Ø Poor performance by vendor M/S HFCL in Cor DECT  CDMA AMC and undue pressure from BSNL CO for waiving of penalty of Rs 22 Crores and releasing payment of about Rs. 44 Lakhs by reopening old case closed case of year 2007 to 2009 and steps for releasing payments in year 2014-15 creating loss of . 

Ø Review of different AMCs on basis of its usefulness.

28 FEB 15: Meeting with Maj. Mohd Ashraf Khan, ED(NB): GS Com K. Sebastin, AGSs Com Vivek Wankhede and Com Sankar Sanyal, JS East , Com Tapas Ghosh, CS/WB Circle, Com Dilip Saha, CS/CTD and C/Presidents of CTD and WB Circles met ED(NB) on 25.02.2014 and discussed the following issues:

a.     Approving the new scheme and syllabus for SDE(TF): GS explained the issue to ED(NB) and requested his intervention to get the proposal approved in the MC. LDCE from JTO(TF) to SDE(TF) is pending for long time since the syllabus is not finalised.

b.    Posting of SDE(C ) in A&N Circle treating it as All India tenure: Assn requested to treat A&N Circle as a separate Circle and post SDEs to A&N from All India seniority / long standing list. As of now, SDEs from WB/CTD only sent to A&N on rotation. Like other tenure Circles, A&N posting also to be regulated from All India lists. ED (NB) assured to consider the proposal.

27 FEB 15:Meeting with Sri S. K. Bharadwaj, GM(FP): GS Com K. Sebastin, AGSs Com Vivek Wankhede and Com Sankar Sanyal, JS East , Com Tapas Ghosh, CS/WB Circle, Com Dilip Saha, CS/CTD and C/Presidents of CTD and WB Circles met GM(FP) on 25.02.2014 and discussed the following issues:

a.     Option for the 2010 JAOs: Assn explained to GM (FP) that all the JAOs of 2010 qualified well before the cut off date of 07.05.2010 (the date of pay revision order) and due to administrative reasons their training has been delayed.  Further the recruitment process itself started in 2004-05 and delayed for years together. So the case has to be considered sympathetically. GM (FP) informed that he will try to discuss the issue further in the committee.

b.    Promotion to 230 CAO posts: Assn requested to complete the DPC in this financial year itself, by 31st March. GM (FP) assured that we will try to complete the DPC with the support of the Assn before March, 31st. Almost all the ACRs are received except 31 and we are pursuing the remaining cases.

c.      For the next 336 CAO vacancies, ACRs will be called this week itself.

d.    Promotion from JAO to AO for the remaining vacancies: Assn requested to process the DPC for the next vacancy year so that remaining JAOs of 2006 batch and some of the JAOs of 2010 batch (OC category) also can be promoted. GM (FP) assured to consider the case at the earliest so that the vacancies can be filled up at the earliest.

Pravin Malhotra, Sr GM HR/Admn Mumbai on the issues related to proposed SDE LA arrangements in Maharashtra Circle viz. calculation of vacancy position of executives in different units with equal criteria, removal of unofficial lock on request transfers to Circle Office Mumbai before SDE LA arrangements & proper unitization of available executive strength in Circle Office Mumbai. 24 FEB 15: AGM Staff Mumbai writes SSA /Unit Heads for details of DE LA issued locally and information is to be submitted by tomorrow i.e.25/02/2015. Letter <<<>>>

This was one of the issues discussed in meeting by CGMT MH with SNEA (I) MH on 03/02/2015 & before that SNEA (I) MH has submitted detail feedback to CGMT MH vide our letter dated 30/01/2014. The details were uploaded on website on 02/02/2015.  (Copy of letter by SNEA (I) MH <<<>>>  Copy of Minutes of Meeting <<<>>>).

After elaborate discussions on this subject in the meeting with CGMT, it was decided that detail justification will be called from SSA Heads about compulsions of SSA heads to issue such local DE LA orders. As such all DS/CoBs and activists are requested to take up matter with SSA Heads for sending details of all such local DE arrangement with proper justification showing circumstances and compulsions for SSA heads for issuing such alternative arrangement to run the SSA and how DEs are required to run SSA. It may be specially stressed upon the requirement of these DEs beyond the strength counted by Circle office and actual requirement of DEs for smooth running of different functions of SSAs otherwise there are chances of shortage of DEs in that particular SSA. It was also decided that if these vacancies cannot be filled by LA arrangements with orders issued Circle Office, then the names of the officers working as DE LA as per local orders on basis of local seniority will be approved by CGMT MH because only CGMT has powers to approve arrangements of DE LA and not any SSA Head is empowered for same.

On the basis of this feedback from SSA Heads, the matter of DE LA arrangements will be reviewed by Circle Office for calculation of DE vacancies in each SSA. Hence all SSAs including the SSAs who have not issued any DE LA arrangements locally should send the additional requirement of DEs with full & proper justification, if & only if all additional DEs are really required and not at all for name sake to compliance this Circle office letter. If any SSA is having lesser requirement of DEs than the given by Circle office, then same also may be intimated to AGM Staff Mumbai. But all the details are to be sent latest by tomorrow i.e. by 25/02/2015 by email and hence all DS,COBs, Activists and concerned officers should look into matter personally and send the details in time bound manner.

 

24 FEB 15: AGM Staff Mumbai calls date of actual assumption of Charge by DEs on their regular promotion as DE from DE Adhoc/SDE latest by 25/02/2015. Letter <<<>>> 

 

23 FEB 15: Hussh!!! At last GPF Data Updated for last FININCIAL Year 2013-14: DGM ERP /Fin Mumbai informs all IFAs of Maharashtra Circle about the updated GPF data in ERP in respect of all employees and officers for year 2013-14 and calls for corrections if any by 27/02/2015. Letter <<<>>>

This is result of tireless efforts and persuasion for eleven month by Sr GM Fin Mumbai and her ERP team with vendor M/S HCL. This is great news for all the employees and officers in BSNL Maharashtra Circle that after delay of eleven months the GPF Data has been corrected and updated in ERP as uncertainty for last one year about accountability of crores of rupees will come to end today. This is one of the matters delayed due to failure of Sr GM Fin Mumbai and her team to extract timely works from ERP Vendor M/S HCL. This is classic example how vendors are exploiting BSNL and spoiling efficiency of the BSNL officers due to inefficiency on part of employees of vendor. It is unfortunate that even though this work was delayed for eleven months, there was no delay in payment of ERP vendor M/S HCL and payments were made regularly even without knowledge of GM Fin Mumbai. In our last meeting with CGMT MH, on 03/02/2015, SNEA (I) MH has raised this issue strongly and CGMT MH has assured to settle it at the earliest wherein CGMT MH had given direct call to Director CFA BSNL from the meeting itself.

Anyhow, at least now one has to be happy that we all will be able to see whereabouts and transactions of GPF accounts through ERP and individual has to check for correctness of data as the letter issued by DGM ERP/Fin Mumbai itself asks for similar action of corrections and n/a to be taken for such corrections by 27/02/2015. Hence it will be appropriate to check GPF data immediately and corrections at later stage may not be entertained by Circle Office /ERP vendor.

22 FEB 15: Meeting with Sri Anupam Shrivastava, CMD/BSNL: GS Com K. Sebastin, CHQ President Com G L Jogi and AGS Com Vivek Wankhede met Sri Anupam Shrivastava, CMD, BSNL on 20.02.2015 and held discussions for about one hour on issues related to revival of BSNL and HR issues. Initially the meeting was scheduled for 09.02.2015 but due to the meeting with the Forum on the same day, it was postponed to 20.02.15. At the outset we assured our full support and cooperation to him for all the initiatives taken by the Management for the revival of BSNL.

CMD informed that Management will be very tough on the non performers and clear message is already given to all Circles/SSAs. Tough measures will be initiated to bring accountability and easy-going /indiscipline will not be tolerated at all.

On merger of SSAs, Assn told CMD that this move should not further concentrate the power and decision making. CMD informed that as a first step, the HR, Finance and planning activities in few Circles only will be centralised and the performance monitored for one year. If it is found effective, it will be implemented in other Circles also. The operations and related activities will remain with the concerned SSAs.

Finalization of standard Pay scales of E2, E3 etc for JTO/JAO and SDE/AO and equivalent cadre w.e.f. 01.01.2007: Assn explained the whole issue to the new CMD - assurance given in 2012 to Joint committee formation, rejection of E1A and E2A proposal by DoT, reiteration of implementations of standard pay scales by DPE in December/2012, assurance given to the Assn in March-Sept, 2014, rejection of E1A and E2A proposal by DPE in July, 2014 etc. The JTO/JAO and SDE/AO cadres which are the backbone of the company is not having pay scales for the last 8 years. There is a difference of Rs 3800/ between the basic pay of a JTO recruited prior to 01.01.2007 and after 01.01.2007.

CMD surprised to see that the pay scales of the JTO and SDE cadres are not finalised for 8 years even after clear instructions and rejection of the E1A and E2A proposal by the DPE/DoT and the committee is not deliberating and finalizing its recommendations as per the mandate given to it. Assn pointed out that in order to further delay the process, MTNL pension issue is unnecessary raised now which is no way connected with the pay revision w.e.f. 01.01.2007. CMD assured that he will discuss the matter with DIR (HR) and ensure that the committee concludes its report and a final decision is taken. We hope that CMD and DIR (HR) will take a final call on E2, E3 pay scales since E1A and E2A scales are repeatedly rejected by DPE and DoT.

Time Bound Functional promotion or CPSU cadre hierarchy: GS told CMD that as on today JTO to SDE promotion, SDE to DE promotion and DE to DGM promotions are under litigation and Management is not able to fill up the vacancies. The entire promotions based on existing seniority lists from JTO to DGM are blocked. Being that the ground reality, the rationale behind the HR wings move even to stop the “proposal to give time bound promotion up to AGM level without consideration of vacancy” is not known. Is the HR wing having any other proposal to give promotion to the executives from JTO to DGM without any hurdle other than this? We don’t want to here again and again that promotions cannot be done due to court cases. Assn clearly told that nothing less than this proposal is acceptable to us and Management has to reconsider its decision to restrict Time bound promotion without consideration of vacancy” only up to SDE level. CMD assured us to examine the matter before implementation.

30% superannuation benefit to BSNL recruited employees: Assn explained the status of the issue. CMD informed that the Management is aware of the issue and some proposal is under consideration. Assn told CMD that the proposal under consideration is not going to solve the problem and requested to work out a reasonable solution to the issue after discussion with all stake holders since just like pay scale issue, the affected employees are losing the pension benefits for years together, from 2007.

CMD had a patient hearing for an hour and we got the right opportunity to draw his attention to some of the major HR issues. This is the first time we got such an opportunity to discuss the HR issues with the CMD. We hope that CMD will take appropriate action and initiative to resolve these issues as he understood that these issues are to be resolved in order to motivate the employees.

 

21 FEB 15: BSNL CO issued transfer orders of CGM level officers in which Shri. M. K. Jain CGMT MH is transferred from Maharashtra Circle to WTP Circle and Shri. Prabhash Singh, present CGMT ITPC Pune is posted as CGMT MH Circle with looking after charge of CGM ITPC Pune. Order <<<>>> 

        It is unfortunate that even just before one month of closure of Financial Year 2014-15,   BSNL management continue to play with Maharashtra Circle by maintaining its tradition of replacing every CGMT MH Maharashtra within period of one year. Shri. M.K. Jain will be fifth CGMT MH who got period of less than one year to serve as CGMT MH Circle and second CGMT MH being shifted in mid way. The frequent changes at the level of CGMT has badly affected the overall growth of BSNL Maharashtra Circle and SNEA (I) MH has always taken up this issue and last year when Shri. M.K.Jain was posted with time of more than two & half years in hand before his retirement, we were of the opinion that he will break the tradition. But BSNL management continues to play its game and now Shri. Jain is shifted from Maharashtra Circle and posted as CGM WTP Mumbai within period of ten months.

        Though, SNEA (I) MH has some of grievances with Shri. M.K. Jain as CGMT MH on his way of dealing with HR issues, but he was involved in many of the development issues and in period of ten months he has given shape to many critical issues of Maharashtra Circle like, replacement of life expired Battery sets, procurement of new GSM BTS cards for restoration of 700 GSM BTS failed for months/years together and he was mainly taking keen interest in operations issues of both CFA/CM segment by personally monitoring the cases. While he was understanding the problems/issues to some depth & taking speed in many of the issues of growth & development of Maharashtra Circle, all of sudden he is shifted from Maharashtra Circle and posted as CGM WTP Circle at Mumbai and he may be victim of conflict of the issues like inter rivalry of senior officers and/or vendors pressure tactics. But in this game plan Maharashtra Circle will be again big loser at this crucial period because as for years together Maharashtra Circle is victim of frequent changes at the level of CGMT.

        SNEA (I) MH again will take up matter with BSNL management through SNEA(I) CHQ for such frequent and arbitrary changes of CGMT MH Circle and this time in strange action transfer on eve of closure of financial year 2014-15 creating more problems for Maharashtra Circle. We will continue our efforts to break this tradition of giving period of less than one year to any CGMT MH Circle so that at least new CGMT MH will get some time to look into real issues of growth & development of Maharashtra Circle. 

 

21 FEB 15: AGM Staff Mumbai calls willingness from 12 female SDEs in Circle level long stay list for posting at Non Tenure stations having sufficient vacancies & the last date for submission of willingness is 28/02/2015. Letter <<<>>> 

     All these SDE are in long stay list and have not given willingness /refusal for posting at Tenure stations and hence are now given option for posting at Non tenure stations. If any of these SDEs is still willing for tenure stations, SNEA (I) MH will pursue for their posting at Tenure stations subject to vacancies at that particular tenure SSA, otherwise options may be given for any of the stations mentioned in the letter to avoid transfer at random place by administration.

  It is one of the important issue pursued by SNEA(I) MH for equal opportunity for all eligible SDEs in Maharashtra Circle for posting to ITPC Pune and in our last meeting with CGMT MH it was decided to call for fresh willingness as per eligibility criteria and mainly as per need of ITPC works. All willing & eligible comrades are requested to submit their willingness preferably with “Resume” as the final selection of few officers will be done by Maharashtra Circle on the basis of IT related knowledge of officer and as per the eligibility criteria well defined by BSNL CO & reproduced by Maharashtra Circle. All comrades have to apply fresh regardless of their earlier applications and if case is recommended at earlier stage, then such details may be notes in this fresh application. Even though nothing is mentioned about the cost of transfer in this willingness letter, it is but natural that application at own cost will be given preference over the applications in the interest of service and hence individuals can take suitable decision while submitting his/her willingness. Candidates who do not fit in the eligibility criteria, may not apply as selection of such candidates is not possible and it will be merely wastage of stationary of BSNL. The applications are to be sent through proper channel and if any of the controlling officer, SSA head is reluctant to recommend the request even though officers fulfills eligibility criteria, then in such cases the direct copy may be sent with covering representation addressed to CGMT MH Circle giving facts and names of officers who has kept application on hold. Please take care that applications are submitted & processed well within time in working units & are received by Staff section Mumbai latest by 05/03/2015. 

 

20 FEB 15: BSNL CO issued Inter Circle transfer orders of 53 AOs in which 33 are request transfers and 20 are long stay transfers & also nine old transfer orders are cancelled. Letter <<<>>>

It is clear that transfers of AOs in Month of February is not affecting closure of Accounts as per hopeless stand taken by Mrs. Marina George Sr GM Fin Mumbai and her blind follower Mr. Bhaskar, CAO FC Mumbai. SNEA (I) MH has rightly pointed out this issue in meeting with CGMT MH & now it is crystal clear that stand of Mrs. Marina George GM Fin Mumbai that request transfers of JAOs, AOs & CAOs within Maharashtra Circle cannot be considered in view of Accounts Closures is baseless and it is taken just for harassment of Finance wing executives. The extreme & hopeless attitude was of the Mr. Bhaskar, who is working as puppet of GM Fin Mumbai as he twitted that it is practice in Account wing that request transfers are not considered before Account Closure and if it is so how BSNL CO has issued transfer orders of 53 AOs?.

Definitely the authorities in BSNL CO are not fool who do not know about this practice followed in Account wing as twitted by Mr. Bhaskar CAO FC Mumbai. It is important that the authorities in BSNL CO are having more responsibility of BSNL Account closure than GM Fin Mumbai & CAO FC Mumbai and would have surely kept in mind this issue of account closure and issued transfer orders of 53 AOs in one lot. But here in Maharashtra Circle Mrs. Marina George, GM Fin Mumbai has taken adamant stand to harass the executives in Finance wing and since last two years no request transfer orders of Finance wing officers is issued within Maharashtra Circle including that of officers working at Tenure stations with exception of pick and choose cases. It is most unfortunate that Mr. Bhaskar CAO FC Mumbai has supported her by his “inefficient working style & just keeping “smiling face” without any basic works on transfer posting continuously for two years. 

SNEA(I) is pursuing request transfer cases since May 2014 & Mrs. Marina George as well as Mr. Bhaskar both have informed on many occasions that the request transfer orders will be issued after closure of Accounts in  July 2014. But closure of Accounts was delayed & completed in August 2014 and since then Mr. Bhaskar and his team at FC section could not consolidated data of merely 20-15 officers. During intervening period when we have approached FC section as well as Mr. Bhaskar, it was always told that the data is being consolidated. First it was Mr. Patro AO FC who was consolidating data of request transfers he asked time month by month, we agreed to it. But while he was on job, Mr. Patro was transferred & it was decision of Mrs. Marina George GM Fin Mumbai to transfer Mr. Patro AO FC without posting any substitute and even without any looking after arrangements. The FC section was kept in dark under direct control of Mr. Bhaskar CAO FC Mumbai for months together and Mr. Bhaskar was given triple powers of FC Section in capacity of AO FC, CAO FC & DGM FC, but Mr. Bhaskar did nothing except greeting us with “smiling face” with repeated assurances for processing file of request transfer.  Thereafter Mrs. Laxmi is posted as CAO FC Mumbai in month of December 2014 and since then we were pursuing with her & again with Mr. Bhaskar also, but she was also asking time as she was new to this post of AO FC Mumbai and Mr. Bhaskar also requested time on her behalf. But for this consolidation of data of merely 20-25 officers Mr. Bhaskar took time of two months and when data is ready in February 2015, Mrs. Marina George GM Fin Mumbai has taken stand that the transfer orders cannot be issued in view of Account Closures and it is possible in August 2015 and thus it will be period of three years when no transfer orders are issued.  We have even taken stand that if it is matter of Account closure, then let order be issued and let it be implemented after Account closure, but till no action has been taken and data and concerned file is pending with Mr. Bhaskar and his FC section without any fruitful result.

This is “classic example” of total lack of HR approach by Gm Fin Mumbai and CAO FC Mumbai and extreme case of intentional careless approach mainly in dealing with transfer & posting of Finance wing Officers. From this transfer orders issued by BSNL CO it is clear that transfer of merely 20-25 Finance wing officers will not affect will not affect Account Closure as wrongly predicted by GM Fin Mumbai. SNEA (I) MH will continue its persuasion & take matter a fresh for considering all request transfers of Finance wing officers within Maharashtra Circle and see that orders are issued at the earliest.

18 FEB 15: Meeting with Sri S. K. Bhardhwaj, GM (FP) on 16.02.2015: GS and AGS Com Vivek Wankhede met GM (FP) on 16.02.2015 and discussed the following issues:

a.     CAO (Regular) promotion for 230 posts: GM (FP) informed that about 100 VC received by BSNLCO and remaining ACRs and VCs are pursued by BSNLCO.

b.    CAO (Adhoc) promotion for 336 posts: Since the proposal of diversion of 336 posts (25%) from MT quota for CAO regular promotion as in the case of Telecom Engg side is still pending in the BSNL Board, MC given approval for filling the posts on Adhoc basis for the time being. The ACRs and VC will be called shortly for both Adhoc/Regular promotions. BSNLCO is preparing the list of eligible Executives and the work is expected to be completed by this week.

 

17 FEB 15: Great Smiling Face, Greatest Blind Followership and Pendency of works behind “Smiling face” :  Today, we are opening secrete of smiling face and its relation with pendency of work and how unconditional & blind followers are created by giving out turn promotions, even by abolishing well established post. We all are aware that many works are pending in FC section and TBP cases are one of such negligent approaches of concerned officers of FC Section. Though TBPs for E1A & E2A are settled with continuous persuasion by SNEA (I) MH, till TBPs in higher scale are pending. Same is case with request transfers of executives in Account wing. After detail investigations, we have found that this is due to careless & negligent approach by Sr GM Fin Mumbai and her puppet CAO FC Mumbai, Mr. Bhaskar,

 Before two years, Mr. Bhaskar was posted as CAO FC Mumbai under direct control of GM Fin Mumbai by removing well established post of DGM FC Mumbai and it was definitely selection of Sr GM Fin Mumbai who was in need of her ‘blind follower’ who say yes to her all orders & do not care where it fits in rule or not. It is matter of pride for Mr. Bhaskar as he has proved his selection by GM Fin Mumbai beyond doubt by his attitude and work culture by doing only works which are instructed by his only “boss”. Only positive thing with Mr. Bhaskar CAO FC Mumbai is that he is having smiling face and one has to be happy with his smiling face scarifying the works pending with him. If we review his works and output from his present working style then it is “Big Zero” for general cases and more than 100% in cases where instructions are issued by Sr GM Fin Mumbai.

Not only in transfer and posting, Mr. Bhaskar has proved his Extraordinary Excellence by intentional troubles to the employees of BSNL in settlement of medical claims including claims by the employees having incurable/chronic diseases. Mr. Bhaskar is proving his excellence by not applying his mind in any case with HR approach of which he is in charge for last two years. This may be only condition in his selection on post of CAO FC Mumbai cum DGM FC Mumbai, who is in charge of transfer posting of Finance wing Officer & settlement of medical claims. It should be matter of pride for Mr. Bhaskar, that since last two years, he has considered only two transfer orders perfectly one transfer order as it was mutual case of two AOs as it was wish of his “Boss”. As “Boss” has not instructed him for any other transfers of Finance wing officers, he is not taking care of it. Now days “Boss” is not getting time for giving him instructions on such petty issues, rather “Boss” has total reluctance in issuing any request transfer of Finance wing officers including that of officers working at Tenure Stations declared by her own office and even no mercy for requests on eve of superannuation retirement and same is followed by Mr. Bhaskar.

We find here that Mr. Bhaskar is proving his loyalty in excellent manner and reciprocating his “Boss” for giving him premature promotion with responsibility of DGM FC Mumbai. On this holy day of “Mahashivratri” while some of we pray ‘Lord Shiva’ and his “Nandi” who is known for his loyalty with Lord Shiva, we find that Mr. Bhaskar CAO FC is also working in footsteps of “Nandi” and definitely he will have lot of space in history of Maharashtra Circle on loyalty & smiling face. In days to come, the loyalty of Mr. Bhaskar will be quoted by different employees of BSNL and we are sure if history of FC section is written then name of Mr. Bhaskar will be written in “golden” letter for such more than 100% loyalty and less than 1% application of his mind for resolution of issues of his own brothers & sisters in Finance wing.

Yesterday, we met Mr. Bhaskar, about the pending issues of FC section and medical claims; we have seen same “great smiling face”, without any fear and tension of works on his face, even though hundreds of files are pending on & around his table. We have asked him about the progress of cases which we have been discussed with him during last meeting with him, in more “Extra ordinary smiling face”, and with great innocence he was asking us what cases Sir? This was simply great and we find that GM Fin Mumbai has best selection for the post of CAO cum DGM FC Mumbai with such innocent behavior and tensionless smiling face and totally careless approach. We reminded on pending cases one by one and on TBP issues he informed that some of cases are under process and it will take some more time. When we pressed hard, he informed that E1A to E2A are approved and orders will be issued.  But for other higher TBP cases files are under process and work will be completed shortly. When we asked him, what is progress of request transfers, he told data is ready with him, but GM Fin Mumbai instructed him not to issue orders till Account closure which is scheduled in “August 2015”. We questioned him, it was delay on his part that since July 2014 i.e. last Account Closure, he has not taken any action on these pending request transfers and such stringent stand at this stage will further delay all request transfer by eight months and we cannot say about implementation of these orders. Mr. Bhaskar very politely informed that he was not having any instructions from his Boss for issuing such orders and kept silence for prolonged time. We brought to his notice that recently BSNL CO has issued transfer orders of hundreds of AOs and many are shifted out of present location and there is no fear of account closure at All India level, then why in Maharashtra?. Will it not disturb, account closure? He was not having any answer. We also added that it was also possible for him to consider all pending request transfers, by adjusting incumbent AOs transferred from other Circle to Maharashtra Circle on AO Regular promotion, but nothing has been done on his part, then he was mute and silent without any answer, but this time his face was not “smiling”.  When asked, does he want to trouble comrades in Finance wing by his such senseless attitude, he said it is not trouble, but is routine practice followed by Finance wing that in view of Account closure, we never issue transfer orders, but he did not made any comment on why he has not initiated process and issued transfer orders on last account Closure in July 2014 & why he has not considered request transfers at least in AO cadre when incumbent AOs have joined in Maharashtra Circle. We further questioned him, when transfer orders of only 15-20 officers in different cadres from JAO to CAO are pending out of more than 400 Finance wing officers throughout Maharashtra Circle, how the transfer of merely 5% officers will affect the account closure of entire Maharashtra? . We also made it clear the orders should not be delayed and it should be issued as every procedure is completed by now and if it is affecting for Account Closure in any case, then same can be implemented after closure of Accounts. Mr. Bhaskar agreed our views totally, but again twitted that if GM Fin agrees then and only then it is possible and maintained his boneless stand. 

 We salute this great and smiling face of Mr. Bhaskar with totally hopeless attitude, which is unable to give any concrete results mainly due to unconditional loyalty of Mr. Bhaskar with his “boss” forgetting all his office responsibilities as CAO FC Section under hidden capacity of DGM FC Mumbai, mainly under fear that if he applies his mind at any stage in any case, he will not be relieved by GM Fin Mumbai from Maharashtra Circle on his transfer to home Circle, which he is expecting shortly. When Mr. Bhaskar is worried about his transfer before completion of two year tenure at non tenure station, in shameless and hopeless attitude he has done nothing for other finance wing officers in Maharashtra Circle who are waiting their request transfers even after completion of tenure at well defined stations & for period double the prescribed tenure period. When we asked Mr. Bhaskar, if he continues in same attitude, then some of comrades will be retired before closure of accounts and how will they get transfer? In totally shameless attitude & merciless mentality Mr. Bhaskar told that such person will also not get transfer till his boss agrees for same and he/she will have to retire at same place.

 This extra ordinary smiling face, boneless mentality and hopeless attitude of Gr A level officer, in charge of FC section for entire Maharashtra Circle, having unconditional, 100% inclined & blind loyalty towards “Boss”, in fear of his reliving on transfer of Mr. Bhaskar CAO FC Mumbai to his home circle which is yet to be issued, is the prime reason for pendency of many of works in FC Section creating intentional trouble to Finance wing Officers in Maharashtra Circle and it is definitely desire of Sr GM Fin Mumbai who did not want to help even Finance wing officers and creating man made hurdles in settlement of the HR issues as she also maintains more reluctance on considering request transfers.

Comrades, SNEA (I) MH will not allow such intentional trouble to Finance wing officers and we will definitely take up matter with competent authority. Mr. Bhaskar CAO FC and his GM Fin Mumbai are not only & final authority in BSNL and we will see that the transfer orders are issued as per maintained waiting list without any further delay. But till time we have to be happy with “smiling face” of Mr. Bhaskar CAO FC and anyone want to see his smiling face and special expressions thereof with huge pendency of works behind such smiling face, please visit chamber of Mr. Bhaskar CAO FC Mumbai and get rid of your pending issues at least for some time and learn how to be happy by keeping such huge pendency of office works just by maintaining loyalty to somebody.

Though it was assured by CGMT MH to have second meeting on 07/02/2015 to discuss remaining points, it was not possible as during entire last week CGMT MH and his team was busy with the different meetings viz. 16 FEB 15: Forum of BSNL Unions & Associations Kalyan has organized “Save BSNL, Save Nation Convention” at 1400 hrs at Kala Brabha Hall, Telephone Exchange, Kala Talav, Kalyan (West). Leaders of Forum of BSNL Unions & Associations Kalyan have made appeal to all comrades of Kalyan and adjoining districts to participate in mass and make it grand success.

 

16 FEB 15: FR 22(1)(a)(1) fixation benefit to Offtg JTOs as well as regular JTOs officiated earlier: The list of Regular JTOs who are members of SNEA(I) and officiated earlier as JTOs before regularization and the TTAs continue to officiate as JTOs and associated with SNEA(I) may be submitted by all DS to Com S. R. Bhise, ACS East SNEA(I) MH Circle at the earliest with relevant details like name, HR No and SSA/Unit of working so that generalization of the court order can be further pursued with BSNL. Separate list of Regular JTOs who officiated earlier and the officiating JTOs with the Assn may be submitted.

         In case management is not generalizing the judgment, Assn is decided to file separate case in the court to extend the benefits to all the regular JTOs who officiated earlier as well as the officiating JTOs.

 

14 FEB 15: BSNL CO issued recommendations of Management Committee of BSNL Board on recommendations of consultant Deloitee Committee recommendations on revival & HR Plan of BSNL. Letter <<<>>>

 

14 FEB 15: NEw Crads for GSM BTS!!!! : BSNL CO conveys approval to CGMT Maharashtra Circle for procurement of 6003 no. of different types of GSM cards against Faulty & RNP cards for West Zone on tender rates which has been finalized. Letter <<<>>>

       This will be another step in resolution of major, critical & long pending issues with GSM services by BSNL in Maharashtra Circle. In first step new Battery sets were allotted for many of the BTS sites and now new cards will be allotted, which will definitely resolve majority issues of GSM BTS maintenance. SNEA (I) Maharashtra conveys thanks to Shri. M. K.Jain CGMT MH & his Mobile team for keen persuasion of this issue at different level with concrete determination giving final shape to this long pending issue which has badly affected GSM services in Maharashtra Circle. Non availability of different spare/repaired cards was one of the reasons for more number of GSM customers porting out of BSNL. Though more than of Rs. 58 Crores funds was allotted for the replacement of Faulty GSM cards, the approval was asked & issued for procurement of 6003 cards with total cost Rs. 33.27 Crores and if required remaining funds also can be utilized.  This will be great relief for Maharashtra Circle & its GSM customers as with procurement of new GSM cards, the hundreds of BTS which are faulty for years/months together for want of repaired/replacement of cards will now be restored.

 

14 FEB 15: BSNL CO writes CMD MTNL for grant of 30% discount on Telephone bills of BSNL employees and procedure for payments by individuals and its reimbursement by BSNL to its employees. Letter <<<>>>   

           In Maharashtra Circle, same procedure has been introduced and working good except disconnections on “Non Payments” even though there are instructions for not disconnecting MTNL Telephones used by BSNL Employees and BSNL telephones used by MTNL employees. This letter may have been written in context of issues with MTNL Delhi unit and not in MTNL Mumbai. 

 

14 FEB 15: BSNL CO writes concerned CGMs, for grant of 30 % discount to MTNL Officers & Staff and this decision has been already implemented by Maharashtra Circle for Officers & Staff of MTNL Mumbai and these orders may be for MTNL Delhi. Letter <<<>>>

 

14 FEB 15: Meeting with Director (HR): CHQ President and both AGSs met Director (HR) to discuss following issues:

a.     Immediate restoration of trade union facilities suspended consequent to initiation of flawed, objective less, mock and ridiculous membership verification process: We clearly conveyed to Director (HR) that it is completely unfair and arbitrary on the part of Management to keep trade union facilities in frozen condition since notification of membership verification process which is stayed by Karnataka HC for the last more than six months. Besides, this Association is completely and strongly opposed to going ahead with membership verification unless basic and pertinent issues raised by this Association and whose resolution alone will help achieve basic objective of membership verification process are comprehensively addressed, we informed Director(HR). We urged upon Director (HR) to initiate immediate action towards restoration of trade union facilities enjoyed by this Association prior to commencement of membership verification since day to day functioning of the Association stands adversely impacted on frivolous, flimsy and non- existent grounds. Director (HR) assured of very quick action to restore the facilities as early as possible and also assured that he will direct Sr GM (SR) to initiate appropriate action in this regard.   

b.    Monitoring of progress of DPC: We sought personal intervention of Director (HR) to monitor progress of ongoing seniority cum fitness DPC from JTO to TES Gr B and informed him that the progress of DPC is not as quick and on expected lines. We also informed Director (HR) that his personal intervention in closely monitoring progress of DPC has become absolutely necessary in view of slow pace of DPC work. Director (HR) assured that he will monitor progress of DPC personally besides directing concerned officers to expedite DPC as much as possible. Subsequently, we have had discussion with DGM (P) regarding accelerating the pace of DPC work and he assured that necessary action is already being taken to complete the work as quickly as possible.

 

14 FEB 15: Meeting with Sr GM (SR): We apprised Sr GM (SR) about the discussions that we have had with Director (HR) regarding restoration of trade union facilities and also pleaded with him to initiate quick action to ensure that facilities that have been suspended arbitrarily are restored at the earliest since there is absolutely no justification whatsoever in continuing with suspension of these facilities. Sr GM (SR) categorically assured that immediate action within a couple of days would be initiated to restore the facilities as quickly as possible.

 

14 FEB 15: GS along with Com. M. S. Adasul,  CS  Maharashtra Circle attended the CWC meeting of  MTNL Executives Association at Mumbai on 13/02/2015.

 

13 FEB 15: SDE LDCE DEFFERED???:  It is most unfortunate that the LDCE for JTO to SDE promotions which was scheduled on 15/02/2014 only for vacancies of Year 2010-11 by cancelling examination for other vacancy years is now deferred till further orders.  Letter <<<>>>   

 

13 FEB 15: DGM HR & Admn Mumbai issued revised eligibility list of 476 JTOs from Maharashtra Circle appearing for LDCE for SDE Regular promotions scheduled on 15/02/2015. Letter <<<>>>   

 

13 FEB 15: AGM SP/CP Mumbai writes all SSA Heads about availability of Power Plants in Hand by CSDs as well as SSAs and calls for fresh requirement of Power Plants for year 2015-16. Letter <<<>>>   

            From the stock balance it is seen that about 225 new Power Plants of different Capacities are available in Stores or with SSAs and till many of our Exchanges & BTS are down for want of Power Plant or its module/s. Surprisingly many of exchanges/BTS are down for months together due to difficulties in repairing /replacing faulty Power Plants or modules and at the same time ample brand new Power Plans are available & idle with different units. All concerned officers are requested to take note of the available stock balance and send requirement to AGM SP/CP Mumbai and get power plant allotted for restoring all Exchanges/ BTS which are down for want of working Power Plant or its module/s.

 

 13 FEB 15: CGMT MH writes SSA Heads on three different activities of NOFN viz. updating Google Drive, issuing Work Order & sending sms on day to day progress. Letter <<<>>>   

 

12 FEB 15: SDE LDCE UPDATE : As per BSNL CO letter, the LDCE for SDE Regular Promotions under 33% quota scheduled on 15/02/2015 will be now held only for  vacancies of 2010-11. Letter <<<>>>    Hon CAT Order <<<>>>

         This order is issued as per directives given by Hon. CAT Gawahati for holding separate examinations for each vacancy year. As such this examination scheduled on 15/02/2015 will be only for JTOs eligible against vacancy year 2010-11. Letter further states that the admits cards issued for JTOs who are eligible for vacancies against year 2011-12, 2012-13 & 2013-2014 stands as withdrawn. There is no change in examination date and timings & it will be held as per schedule but for limited candidates.

 

12 FEB 15: AGM Estt Mumbai issued reminder letter to SSA Heads for VCs of JTOs for SDE Regular promotions under seniority cum fitness quota and now revised date for sending VCs is 13/02/2015.  Letter <<<>>>   

         It is unfortunate that only 11 SSAs have sent VCs and till 19 SSA are lagging on this very important cadre issue.  DS, CoBs & activists of concerned SSAs are requested to get seriously involved in this matter and see that VCs of all eligible JTOs are sent to Circle Office by 13/02/105. 

 

12 FEB 15: AGM Estt Mumbai calls for VCs & Special report for left out cases of confirmation in JTO cadre. Letter <<<>>>   

 

12 FEB 15: Interim stay order on JTO to SDE promotions for 3 weeks w.e.f. 04.02.2015 from Hon HC, Kerala. Copy <<<>>>

     SNEA (I) is the only Assn, we reiterate the only Assn, present in the Hon HC and opposed the stay application in the Hon High Court. Our strong opposition along with the arguments of BSNL lawyer restricted the interim stay for 3 weeks even though the court initially granted stay for one month. In Hon CAT also, impleading applications were filed by others but they never bothered to file reply/counter reply or engage lawyer to argue the case even on final hearing dates. So comrades, don’t get confused or carried away by the propaganda from any quarter. Next date is 24.02.2015. Assn will be filing the counter reply shortly. Assn is pursuing with Management also to file the reply by BSNL in time.

12 FEB 15: It is learned that Hon Supreme Court dismissed the Review Petition filed by some individuals against quashing of seniority list no 6 and 7.

12 FEB 15: Meeting with Sri Vipin Sharma, PGM (BW): GS and both AGSs met PGM (BW) on 10.02.2015 and discussed the following issues:

a.     Mutation of land in the name of BSNL: PGM (BW) informed that the progress is very dull. As of now about 5% to 10% of the land only transferred into the name of BSNL. Several Circles, the work is not at all progressing. Since the work is mainly handled by the Plg wing, PGM (BW) requested Assn to pursue at different level to complete the work as early as possible. Proper monetization of land assets can be done only after the mutation of land into BSNL name.

b.    External projects, Construction of ATMs, renting our building, quarters etc: PGM (BW) explained the progress in this area and the initiatives taken by different Circles. Some Circles done excellent job by taking up large no of external projects where as some circles taken no initiative in this regard.

c.      JTO to SDE promotion: After discussion PGM (BW) informed that expeditious actions will be taken for calling fresh VC as the VC sent by the Circles expired. Immediately on receipt of VC, DPC will be conducted and promotion orders will be issued.

d.    Extension of 6500-10500 scales to JTO(C/E/Arch) notionally w.e.f. 01.10.2000 at par with JAOs: PGM (BW) informed that the proposal fully justifying the demand is already processed and send to Pers/Estt section for further action.

e.     Promotion from SDE(C) to EE(C): PGM (BW) assured that as soon as the proposal is cleared by BSNL Board, action will be taking to promote the SDEs. Civil wing is pursuing the matter at all levels.

     As all JAOs in Maharashtra Circle eligible for AO LA are now promoted as AO Regular, there is no JAO eligible (except one) for AO Looking After (LA) arrangements as other JAOs are not meeting eligibility criteria of LA arrangement i.e. grant of TBP scale as same work is not yet completed. The TBP work of all Finance wing Officers for this year which was due in October 2014 is under process and hopefully it will be completed by fortnight.  Thereafter the LA arrangements in different cadres like AO, CAO & DGM in Finance wing are possible.   

 

 10 FEB 15: BSNL CO issued reminder letter for submission of information on AO Regular Promotions by Circle. Letter <<<>>>   

 

 10 FEB 15: Meeting with CMD and Board of Directors of BSNL on the issues of BSNL revival and “SAVE BSNL, SAVE NATION” campaign. Forum of BSNL Unions and Associations had a detailed meeting for more than 3 hours with Sri Anupam Shrivastava, CMD, BSNL, Sri A. N. Rai, DIR (EB & HR) and Sri. N. K. Gupta, DIR (CFA & CM) on the charter of demands for indefinite strike from 17th March, 2015. Smt Sujata Ray, ED (Fin), Sr GM (SR) etc also present in the meeting.

This was the first meeting of the Forum with the new CMD, Sri Anupam Shrivastava. Detailed discussion held on various agenda items. On new HR plan and staffing norms, a draft HR plan will be circulated to Forum for opinion. On staffing norms, further discussions will continue before taking a final decision. On 30% superannuation benefit, BSNL Management agreed to reconsider the proposal of 3% contribution towards pension fund. We will have further discussion with management on these issues to have maximum contribution from the management side.

 

 10 FEB 15: Meeting with GM(Pers) on JTO to SDE promotion: GS and both AGSs met GM (Pers) and Addl GM(Pers) on 09.02.2015 & discussed the progress on JTO to SDE promotion preparatory work and filing reply in the Hon High Court of Kerala. 

                                                                                                                          

  9 FEB 15: By quoting acute shortage of JTOs in Maharashtra Circle, AGM Staff Mumbai issued orders for not forwarding Rule 8 request transfer orders of JTOs from Maharashtra to other Circles. Letter <<<>>>

         Till now all the Rule 8 requests of JTOs have been pursued by SNEA(I) MH and have been issued by Maharashtra Circle as total no. of cases were less at particular time and there was some recruitment /promotions to JTO cadre. But due to no recruitment of JTOs, over the years, there is acute shortage of JTOs in Maharashtra Circle as merely 19% JTOs are working in Maharashtra Circle w.r.t. to sanctioned strength. Also in one stroke about 45 JTOs have requested for Rule 8 transfer from Maharashtra/WTP/WTR Circles and none of controlling officers is ready to relive JTOs without substitute mainly due to acute shortage and as there is no chance of immediate substitute in JTO cadre. Though there are no restrictions on mutual transfers, the restrictions have been put on all Rule 8 transfers of all JTOs from Maharashtra Circle. Though SNEA (I) MH understands the acute shortage of JTOs, total ban of rule 8 transfers of JTOs out of Maharashtra Circle, without any line of future action is not proper & acceptable solutions and SNEA (I) MH will take up this matter with Circle Management for some practical remedy on implementation of Rule 8 transfers of JTOs in phase manner by making alternative/ stop gap arrangements.  

 

  9 FEB 15: AGM Staff Mumbai declared Recruitment Year of JTOs who have passed TTA to JTO LICE in Maharashtra Circle and presently working as JTOs. Letter <<<>>>

         Declaration of Year of Recruitment was demand from many of newly promoted JTOs as they were not aware about their recruitment year and it was pursued by SNEA (I) MH with different officers in staff section. For any disputes /doubts or correction in Recruitment Year, concerned JTOs may write with details to DGM HR Mumbai.  

 

 9 FEB 15: AGM Estt Mumbai calls for VCs of  88 DEs for DGM L/A arrangements and last date for submission of VCs in 10/02/2015. Letter <<<>>>

7 FEB 15: Sr GM Fin Mumbai writes SSA Heads for precautions to be taken for “hourly” updating subscribers payments in system to avoid disconnection of services causing dissatisfaction among the customers thereby increasing calls to call centers. Letter <<<>>> 

 

6 FEB 15: Meeting with DIR(HR): GS and CHQ President met Sri A. N. Rai, DIR(HR) on 05.02.2015 and held discussions on JTO to SDE promotion and the stay granted by Hon High Court on promotions. GS and President told DIR (HR) that the Pers section is miserably failed in its duty as the repeated warnings given by the Assn on the slow pace of DPC work was never taken seriously by the concerned officers. It is the total failure of the Pers section as they could not get the ACRs and VCs from the Circles in time. The Pers section lost control over the Circles. Further Assn requested to explore all the possible legal options to get the stay vacated. DIR (HR) assured that he will personally monitor the developments and all measures will be taken to get the stay order vacated.

 6 FEB 15: AGM DE &R Mumbai endorsed clarification regarding issue of Admit Cards for SDE LDCE and now where DGM level Officer is not available at any units/station then DE/AGM level Officer can sign admit cards. Letter <<<>>>

 5 FEB 15: CGMT MH writes SSA Heads on recovery of outstanding dues of landlines customers. Letter <<<>>>    

 

 5 FEB 15: JTO to SDE promotions: The appeal filed against the CAT judgment in the Hon High Court of Kerala in JTO to SDE promotions, Hon HC stayed the promotions for three weeks with directions to file the reply in three weeks time. The case will be listed after 3 weeks.

         Senior lawyer engaged by us strongly opposed any stay on promotions for thousands of Executives for the sake of two applicants even though we are not made party in the appeal. Our lawyer further pleaded that if at all required, two vacancies for the applicants may be reserved. BSNL lawyer also opposed any stay on promotions. However Hon Court given interim stay for 3 weeks. 

 

4 FEB 15: Meeting with CGMT MH Circle: CS & CT SNEA(I) MH Com. S.B. Bhosale, have detail discussions on different agenda points submitted by SNEA(I) MH with Shri. M.K. Jain, CGMT MH Circle yesterday on 03/02/2014 in Conference Hall, at 6th Floor, A Wing, BSNL Admn Bldg, Santacruz (W), Mumbai. This meeting was also attended by Shri. Pravin Malhotra, Sr GM HR/Admn Mumbai, Mrs. Marina George, Sr GM Fin Mumbai, Shri. P.R. Sule, DGM HR Mumbai and Shri. P.D. Rade, DGM Admn Mumbai. The meeting started at 1600 hrs and halted at 1740 hrs as Shri. M.K. Jain, CGMT MH was having scheduled train journey by evening hours with assurance from CGMT to continue discussions on pending issues on 07/02/2015, Saturday after his return to Office. The discussions at initial stage were on hot and burning topics and after detail feedback from SNEA (I) MH and from Administration; CGMT MH has taken concrete decision in resolutions of all issues raised by SNEA (I) MH.            Out of 23 unaccessed cases majority are pending for missing APRs and three cases are pending for want of VCs. All concerned officers are requested to look at least in their own cases to send APRs to AD HRD Mumbai at the earliest.          Com. C.S. Sawalake was working as JTO Mktg Jalgaon & has served DOT & BSNL with devotion and die head member of SNEA (I) since long time. BSNL CO Orders for Looking After Arrangements <<<>>

SNEA (I) MH points out the following main issues:

·        Adoption of procedure for long-long note sheets by CGMT MH and fear in minds of officers in processing files creating overall delay in settlement of cases.

·        How Circle Management creates wrong picture as if the SDEs are given promotions, when fact is that Looking After is not promotion & it is just stop gap arrangement to fill vacant posts.

·        Points about the careless approach and poor mindset of Staff section in dealing with look after arrangements.

·        Ill mindset of Circle management in calculation of vacancy position of DEs in different SSA, and actual posting of DE in LA arrangements.

·        When 176 posts of DEs are vacant throughout Maharashtra Circle, the staff section counts only 85 vacancies and out of that 85 vacancies only 23 are filled, making DE LA as great Joke.

·        Giving list of 38 officers working as DE Illegally in different SSAs, calls for fresh look on the vacancy position and alternative arrangements to meet the shortages of DEs in different SSAs

·        With wrong interpretation of DE LA & DE Regular promotions, four SDEs already working as DE LA have been denied their right by excluding their names in  DE LA orders and compulsions are created on them for working under juniors.

·        When about 38 SDEs are working illegally as DE LA with local orders of SSA/Unit Heads, the circle management continues with its Mechanical approach by counting DE posts of rational basis.

·        This happens when BSNL has to pay nothing to executives in this temporary arrangement and on the contrary BSNL benefits by giving higher responsibility to executives.   

·        Points out how the SDEs are compelled to work in capacity of DGMs even though they are not eligible to work in DE LA and how one SDE is compelled to be part of Purchase Committee of Telecom factory when it should be DGM level officer or minimum AGM level Officer.

·        Points about poor approach of management wherein SDEs far juniors are compelled to work as DE LA and how three Regular DEs are kept without any work and how one of them is enjoying “Sound Sleep” during duty hours and how nothing has been done by management.

·         How one SDEs whose name doesn’t come in DE LA list is compelled to work as DE CPC (Central Procurement Cell ) dealing with crores of rupees dealings with procurement of stores/equipments for entire Maharashtra circle.

·        Points the controversy that SDEs working as DE LA with local orders continues to work as DE LA without break and how SDEs working as DE LA are revered as SDE on completion of 180 days.

·        How the request of many of SSA Heads for posting additional DEs to meet administrative and functional requirement of SSA are shown dust bin and how SSA heads are compelled to issue illegal DE LA Orders locally.

·        Letter also points out how Circle Management and specially CGMT MH is biased towards such general HR issues and how CGMT MH is taking keen interest only in selected cases of his “Chamchas” and “Culprits” by violating rules and guidelines of BSNL thereby down grading dignity and respect of post of CGMT MH.  

·         How Executives who are in need of reliving are not relived and executives who are not in need of transfers are compulsorily relieved without any human approach.

·        Letter appeals CGMT MH to come out of wrong feedback from His Chamchas and culprits leaders and deal all HR issues in unbiased approach.

·        Appeals CGMT MH to have fresh look at DE LA arrangements and take timely corrective action in this matter and all other pending HR issues.

 

31 JAN 15: SNEA (I) MH Circle congratulates, Com. T. R. Choudhary, AGM Mumbai {9423081106} & Com. P.D. Kunde, SDE Nashik  {9422750295} on their superannuation retirement on today, 31/01/2015 and wish them and their family members “A Very Happy, Peaceful & Long Retired Life”.  

Com. T.R. Choudhary is working as AGM EB Mumbai & has served DOT & BSNL with devotion and dedication for prolonged period wherein he has served at Kalyan SSA and presently working as AGM EB Mumbai. He is die head member of SNEA (I) since long time and has always taken active part on all activities on the platform of SNEA (I). 

Com. P.D. Kunde is working has SDE CR Cell Nashik and is Senior & die-hard member of SNEA (I) Nashik and has taken active part at each and every activity of SNEA (I) Nashik. He is known for punctuality in office working. He joined duties in DoT in 1978 as Technician in Mumbai and transferred to Nashik in 1995. Since then he has proved his talent in Satpur, Igatpuri, Raigad SSA & other than technical & administrative works also. He is continuing his duties with same dedication & sincerity till the last day of his retirement

SNEA(I) MH salutes sincerity, dedication and affection Com. T.R. Choudhary  & Com. P.D.Kunde towards BSNL and SNEA(I) and on behalf of thousands of Comrades of SNEA(I) Maharashtra Circle wish them and their family members “A Happy, Peaceful, Healthy  & Long Retired Life”.

31 JAN 15: BSNL CO issued clarification on fixing of inter se seniority of DR & Departmental  JAOs in Gradation list of JAOs/AAOs as on 02/12/2014 wherein it is informed that Departmental JAOs of 2010 batch cannot be put en-block senior to DR JAOs of Batch 2010.  Letter <<<>>>   

 

31 JAN 15: Meeting with ED/Finance: CHQ President Com. G.L.Jogi,  and AGS, Com Daihya, met ED/finance MS Sujata Ray and elaborately discussed following important issues relating to Telecom Finance personnel:

A.  Proposed amendment of BSNLMS RRs of telecom finance: We informed ED/finance that telecom finance personnel continue to be grossly discriminated against because of inordinate delay in amending RRs to bring them at par with Telecom Engg. and that this discrimination is unfair, unwarranted and completely unacceptable to this Association. Simply because   Board/directors from DOT want HR plan to be finalized by BSNL and for that reason they are vetoing the proposed amendment is totally unreasonable and irrational. ED/Finance, while acknowledging our serious and genuine concern on this issue, maintained that this issue has to be dealt by the BSNL/Board and that she is broadly in agreement to push through the proposed amendment in order to bring about complete parity between telecom finance and Engg. wings in so far as RRs are concerned. However, she advised us to discuss the issue with concerned officers and assured us of her support on this issue. We will be very shortly discussing this issue with Board of Directors from DOT and CMD/BSNL, urging upon them to immediately end this discrimination by enhancing the percentage of STS posts to be filled up on regular basis from existing 50% to 75%. We assure our telecom finance Comrades that we will pursue this issue vigorously and relentlessly till the proposed and badly delayed amendment of RRs is approved by BSNL/Board.

B.    Filling up about 250 unfilled posts of CAOs immediately: We requested ED/finance to initiate immediate action towards filling up of about 250 available posts of CAOs since large number of CAOs are getting retired and are thus being deprived of their promotion. ED/Finance assured of very quick action to fill up all the available posts of CAOs as quickly as possible.

 

 30 JAN 15: Congratulations- Dir (HR) cleared the proposal for holding DPC from JTO to TES Gr B up to the vacancy year 2013-14: We are extremely thankful and indebted to Director (HR) for having given a very serious and dispassionate consideration to our request on 28th Jan for clearing the proposal for holding DPC, inclusive of the vacancy year 2013-14. We are also extremely thankful to GM (P) and DGM (P) for their sincere and serious efforts in getting the proposal approved from Dir (HR).

30 JAN 15: Discussion with GM (P) on the ongoing DPC from JTO to TES Gr B: CHQ president and AGS, Com Dahiya, had discussions with GM (P) on the need of completing the ongoing DPC from JTO to TES Gr B and issuing promotion orders at the earliest, reiterating him of our continued and total support in getting the preparatory work relating to DPC like collection of CRs and VCs completed at the earliest. GM(P, once again while acknowledging the enormous efforts that Association is putting in to get CRs and VCs from Circles, fully assured that he and his entire team are committed to complete the work and issue the promotion orders as quickly as possible.

 

30 JAN 15: Meeting with Director(HR): CHQ President and AGS, Com Daihya, had a detailed discussion with Director(HR) on the issue of ongoing DPC from JTO to TES Gr B, urging upon him to direct the concerned officers to expedite DPC and also personally monitor the progress of the DPC. We informed Director (HR) that Association exclusively made singular and tireless efforts for the last more than two years in getting the Court case dismissed at Ernakulam CAT and now the Management should demonstrate its concern and by getting the promotion orders issued at the earliest. We also apprised Director (HR) as to how JTOs belonging to year of recruitment 1995 are awaiting for first promotion of their career and have had been suffering for the last about three to four years despite availability of thousands of posts in seniority quota. Finally, we requested Director (HR) to clear the proposal for holding of DPC immediately and very strongly pleaded with him and urged upon him to clear the proposal for holding of DPC for the vacancy year up to 2013-14. We also informed Dir (HR) about the massive and strenuous efforts that Association has so far undertaken and is continuing with in collecting CRs and VCs from the fields units. Director (HR) was kind enough and expressed strong optimism and interest in getting the DPC work completed at the earliest and assured that, besides directing concerned officers to expedite DPC work, he will definitely monitor the progress of DPC personally and very closely. He also categorically assured us that he will clear the proposal for holding DPC for the vacancy year up to 2013-14.  Subsequently, we have had extensive follow up discussions with DGM (P) on how to go about in completing DPC work at the earliest.
