SNEA (I) Maharashtra whole heartedly Congratulates
Com. P. G. Sali, DGM Admn Mumbai on his superannuation retirement today & wish
him and his family members "A very Happy, peaceful & Long Retired
life”.
Com. P.G. Sali (9423891101), who has completed B.Sc with
Distinction in early 70’s, has rendered
his lifelong services earlier in DoT & thereafter
in BSNL in different capacities from JTO to DGM in different SSAs like
Yavatmal, Akola, Dhule, Mumbai City Division, Raigad,
Kalyan & Circle Office Mumbai. In June 2011 he was promoted as DGM and posted
as DGM (OP) Mumbai & presently he is working as DGM Admn Mumbai. Till today
the last day of his superannuation from services he is discharging his duties
with full dedication & dedication. He is known for his transparent &
unbiased working and for special initiatives in settlement of different issues
& grievances. We feel proud to mention that Com. Sali
has played very important role in giving final touch to the HR issues raised by
SNEA (I) & was instrumental in settlement of many
of the critical HR issues on platform of SNEA (I).
Com. Sali is well known for his love & affection
not only towards the staff & officers working under him but also for others
who are in touch with him. During his entire service he has successfully faced
so many challenges and difficult situations and completed all the works
fearlessly. He is die-hard member of SNEA (I) and is
always source of inspiration for all the members of SNEA (I) & is driving
force for the leaders of SNEA (I). He has always taken active part in each and
every association activity with full devotion. Today after completion of more
than 40 years of his services, Com. P.G.Sali is
retiring from services from BSNL.
On
behalf of hundreds of comrades, SNEA Maharashtra salutes Com. P.G.Sali for his sincerity,
dedication and affection towards BSNL in general and SNEA in particular and
conveys him & his family members best wishes for his new inning in long
& happy retired life.

27 Feb 14: Meeting
of central Office Bearers of NETA and SNEA(I) at New delhi on
25/02/2014: Com. Thippesh
kumar, GS / NTEA, Com Pankaj Das, AGS / NTEA and Com Vikas Deep of NTEA and CHQ
President, GS, BSNL CO/CS and AGS, Com Wankhede had
detailed discussions for more than four hours on important issues of growth of
the Company as well as career growth of executives in BSNL.
Both sides
recognized the need of struggling together in the days to come to address
unresolved critical issues of career growth of executives like standard pay
scales, CPSU cadre hierarchy, and 30% superannuation benefits and also larger
issues of the growth of the Company. Both sides also felt the need of
strengthening the unity of executives by addressing general body meetings and
participating in organizational actions unitedly in
the days to come to address and resolve both HR issues and issues of viability
of BSNL. It was agreed that consistent interactions to work out a common
strategy to resolve long pending HR issues should take place in the days to
come and this should be conveyed to field units by both the sides so as to
accomplish desired results.

Feb 14: Meeting of GS/SNEA(I) with Joint Secretary / DPE and Consultant / DPE: After
meeting of NCOA with Secretary / DPE,
GS/SNEA(I) had a one to one meeting with Joint Secretary / DPE
on following Issues specifically relating to BSNL.
A.
Extending
of standard IDA pay scales of E2, E3
etc for executives in BSNL: Jt Secy was
categorical in mentioning that DPE would not digress
from its stand that CPSUs should have in place only standard
IDA pay scales approved by the government on the basis of recommendations of
2nd PRC.
B.
Antedating
of increment: Joint Secretary / DPE informed that in order to overcome the anomaly on this
account, many CPSUs have switched over to increment
date of July uniformly for everyone as has been done in case of Central
government employees by shifting their date of increment to January. However,
GS informed Joint Secretary / DPE that in the absence
of any guidelines from DPE, BSNL management is not
prepared to act accordingly. Joint Secretary / DPE
asked GS to submit a representation on this issue and assured of very positive
action to address this anomaly in BSNL as quickly as possible.

critical issues concerning employees of CPSUs.
A.
Constitution
of 3rd PRC with appropriate terms of reference: We urged upon Secretary / DPE to initiate action towards constitution of 3rd PRC for officers of CPSUs on the
lines of 7th CPC constituted by government for Central govt. employees.
Secretary / DPE mentioned normally such decisions in
principle are to be taken by the Cabinet and that any such initiative shall
have to be taken only after new government takes over. However, she assured
that in the meantime DPE would make adequate ground
preparation on this issue.
B.
Merger of
50% IDA with basic: Secretary / DPE fully
assured that DPE would initiate appropriate action on
this issue very quickly so that at the very start of the new government the
issue is placed for consideration and approval of the government.
C. Review of existing criterion for Performance
Related Pay: We apprised secy/DPE that existing criterion for PRP
is flawed and needs review. Secy/DPE
mentioned that she would examine the entire issue and find out what best can be
done to address our concern

to AO promotions, BSNL CO issued instructions for advance preparations at
Circle level by complying ACRs for five years i.e. 2008-09

26 Feb 14: Lunch Hour Demonstrations at SSA/Circle HQ throughout
Maharashtra Circle. : As per call given by SNEA (I) CHQ, comrades
of SNEA (I) Maharashtra in mass participated in lunch hour demonstrations and
actively supported all the demands raised by SNEA (I) CHQ. We have received
report from each and every district of Maharashtra Circle for active
participation of members. The demands raised by SNEA(I) are so
genuine that in some of SSAs the executives who are not members of SNEA(I) ,
also have participated in this first stage of agitational
programme showing clear unrest among all the executives and giving indication
to management that in days to come struggle will be intensified with cent
percent participation of executives. In some of SSAs, leaders of different unions also
addressed the gatherings during demonstrations and gave their support to the
demands raised by SNEA (I). SNEA (I)
Maharashtra conveys sincere thanks and gratitude towards the executives,
members, activists, leaders who have taken initiatives and participated in the
lunch hour demonstrations and appeals all other executives to be part of this
great & historical movement for the better and respectful future of

response to agitation call by given by SNEA(I) CHQ,
comrades throughout Maharashtra Circle will participate in today’s lunch hour
demonstrations at their SSA Head quarters & will register the strong
protest against undue delay in settlement of long pending genuine demands.
SNEA (I) MH appeals all the
comrades to take active part in this agitational programme & make it grand success by 100 %
participation of members.

Replace
existing non standard pay scales by standard pay scales of E2,
E3, E4 etc for JTO/JAOs, SDE/AOs and equivalent
cadres up to SGJAG.
2.
Implement
Time Bound Functional promotion between 4 to 6 years as per the terms and
conditions for absorption in BSNL analogous to CPSU cadre hierarchy with first
Time Bound promotion uniformly after 4 years w.e.f.
01.10.2000.
3.
30%
superannuation benefit to BSNL recruited employees as
per the agreement between the Forum of BSNL Unions /Associations and the BSNL
Mgt on 12.06.2012.
4.
Promotion
from JTO(T) to SDE(T) under 67% quota for the vacancy years 2009-10 onwards, JAO to AO promotions, holding of LDCE
from JTO(T) to SDE(T) against 33% quota for the vacancy years 2010-11 onwards,
SDE to DE promotions in all streams, DE to DGM promotions.
5.
Settlement
of long pending pay anomalies i) Pay protection
during officiating promotion till the implementation of TBP ii) Antedating of
increment iii) Senior drawing less pay than Junior after promotions.

Increase
the number of Management Trainees (Intl) from the proposed 150 to a minimum of
300 and take expeditious action to complete the recruitment process.

with Sri Narayana Samy, Hon
MoS for Personnel, PG & Pension: GS, CHQ President,
AGS and Com M Gopinathan, CS/TN Circle met Sri V. Narayana Samy on 20.02.2014 at
his residence and discussed about the Pension contribution to DoT on actual basic instead of maximum of the pay scale. DoT strongly recommended the proposal and DoP&PW agreed to this proposal earlier. However, DoP&PW changed its stand later on when MTNL pension
issue came up and communicated to DoT that BSNL has
to pay the pension contribution on the maximum of the pay scale. BSNL is paying
around 300 Cores in excess as pension contribution to DoT.
The pension contribution on actual basic
pay is very important as one of the main hurdle for standard pay scales of E2, E3 etc is this issue.
After discussion, Hon MoS
assured that he will direct the Secretary, Dept of Personnel to re-examine the

Anupam Shrivastav,
Director CM BSNL Board having additional charge of Director Finance attended
& addressed the West Zone meeting at Conference Hall, BSNL Admn Building,
Santacruz (W) Mumbai. Taking this opportunity, delegation of SNEA(I)
Maharashtra led by Com. V.J.Bhandirge, JS HQ SNEA(I) MH Mumbai along with CS, Com. S.B.Bhosale, CT, SNEA(I) MH, Com. S.V.Pawar, DP
SNEA(I) Mumbai, Com. Anil Dubey, DS SNEA(I) Mumbai
gave warm welcome with beautiful bouquets to Shri. Anupam Shrivastav and
congratulated him on his selection as CMD BSNL. We shared with him how we
missed him in open session of Circle Conference of SNEA (I)
Maharashtra held in Goa. He also shared same feeling and conveyed that though
his tour was finalized for Goa, at last moment it was cancelled due to
emergency meeting & hence could not attend the Open Session physically, but
reminded that he has sent special message for meeting.
Delegation then presented representation to Shri. Anupam Shrivastav, Director
CM on various Development & HR issues of BSNL in general and Maharashtra
Circle in particular. Shri. A.V.Kulkarni, CGMT MH Circle was also part of meeting and supported
majority of the issues raised by SNEA (I) MH
delegation and also submitted his views & feedback on the important issues.
Shri. Shrivastav, Director
CM was in cheerful mood and was seen very optimistic on the growth &
development of BSNL. He specifically mentioned that his target of growth is not
just revenue but also his aim & target is to have proper wage revision for
all the employees & officers in BSNL in second PRC
and appealed for initiatives with active contribution by each and every staff
& officer in BSNL for same. He further added that
in coming days BSNL will regain its glorious history with various activities
initiated by BSNL management with support of all. We have detail discussion on
various HR & growth issues and Shri. Shrivastav
shared his views with us by giving sufficient time even though he was having
very tight & busy schedule throughout the day.

17 Feb 14: JTO to SDE promotion case at Hon CAT, Ernakulam: The
urgent petition filed by SNEA(I) in the Hon CAT for urgent hearing of the case came
up for arguments today. Since division bench was not sitting, it came up before
the single judge. The bench posted the matter for hearing on 04.03.2014 before
the division bench as earlier decision was taken by the division bench.
17 Feb 14: 147 case at Hon Supreme Court of India:
The case came up for hearing today. The applicants last week itself
filed an application seeking time to file the rejoinder. Our lawyer strongly
opposed the move before the court mentioning that meanwhile BSNL is going to
promote them in view of the interim status quo order. On that Hon bench
observed that in case of their promotion, file contempt and given 4 weeks time
to file the rejoinders in all the four SLPs. The SLP will be heard after 4 weeks.
17 Feb 14: By now
all the executives in Maharashtra Circle have received “BSNL Executive Diary 2014” printed
and supplied by SNEA(I) Maharashtra with update information and SSA wise
contact details of executives & SSA Heads. If any of executive has not
received Diary, he/she can contact DS SNEA (I)
concerned, who will make arrangements and supply it.

appreciation of content & quality of this informative Diary printed by SNEA

15 Feb 14: Forum of BSNL Unions/Associations writes to Sri R K Upadhyay, CMD/BSNL regarding 30% superannuation benefit to
BSNL recruited employees as per the agreement signed on 12.06.2012. Letter <<<>>>
15 Feb 14: Important decisions of Forum of BSNL
Unions/Associations meeting: An emergency meeting of the Forum off BSNL Unions and
Associations was held on 13.02.2014. The meeting seriously discussed the
formation of subsidiary companies for tower asset, proposed merger of BSNL and MTNL as well as other recommendations of the GoM. The meeting also discussed about the expansion of BSNL
networks to face competition. After detailed discussions, the meeting decided
to submit a memorandum to the government on the following issues.
1.
MTNL is having a huge market liability of
around Rs.12,000 crores. Further, MTNL shares have already been sold in the
market to the extent of 46%. Lot of HR issues are also there to resolve before
merger. Under these circumstances, if BSNL and MTNL are merged, it will
seriously affect the revival of both BSNL and MTNL. Hence, the meeting decided
that the government should first address these issues comprehensively, before
the merger of BSNL and MTNL.
2.
The meeting strongly condemned the
unilateral decisions taken by the BSNL Board to create subsidiary companies-
one for the infrastructure and one for the land asset. The tower asset, land
and the Optical Fibre network are the major strength
of BSNL. If they are separated from BSNL, then nothing remain in BSNL leaving
the 2.4 lakh employees. The meeting demanded that
these decisions should be scrapped.
3.
The meeting decided that the government
should fully compensate the loss being incurred by BSNL, on account of running
rural landline service only to meet the social obligations of the Govt.
4.
The meeting decided that the government
should extend soft loans to BSNL, to meet its capital expenditure, for
procurement of equipments, for the immediate expansion/upgradation
of its networks to face the aggressive competition from the competitors.
5.
The meeting decided that, BSNL should be
exempted from the payment that the government has stipulated for spectrum liberalisation. It may be noted that liberalisation
of 900 Mhz spectrum is very
much essential for BSNL to provide 4G service. BSNL
should be given the freedom of spectrum trading, since it will help BSNL to mobilise resources. As per the conditions laid down by the GoM, BSNL cannot trade its spectrum.
6.
The meeting decided that BSNL should be
given freedom to procure equipments for all the four zones through tender. At
present, the government has mandated that BSNL should procure 30% of the
equipments (West Zone for mobile) only from ITI.
Expansion of networks in the West Zone is seriously affected for the past so
many years, as a result of this condition. ITI is not
manufacturing any GSM equipment.
7.
The meeting decided to write to the Prime
Minister, demanding not to grant any extension of service to the incumbent CMD,
after his superannuation, as well as to take immediate action to fill up the
posts of DIR (HR) and DIR (Fin).
8.
The meeting decided to further take up the
issue of 30% superannuation benefit to the BSNL recruited employees with
CMD/BSNL. BSNL recruited about 31983 employees (20016 Non Executives and 11967
Executives). In the agreement signed on 12.06.2012 with BSNL Mgt and Forum,
BSNL agreed to review the decision.
15 Feb 14: Great Idea & Opportunity for
individuals to grab Circle Level sensitive post of CAO Vig
Mumbai: Henceforth posting
of CAO Vigilance in Maharashtra Circle will be choice posting as in a rare and
strange attitude CAO FC Mumbai has called for open & unconditional
willingness from CAOs without any criteria or limits
of working Circle and only condition seems to willingness of concerned
individual officer in CAO grade. The condition of FC section of Maharashtra
Circle has become so poor that sensitive matters like selection of CAO Vig Mumbai has become most difficult task for them to
decide suitable officer for filling such most sensitive post in Circle office
and open willingness are called without any criteria or condition as required
to fill up such sensitive posts.
Normally such decisions are taken by management on basis of past record
of officer, carrier history, review of APRs of the concerned officer by
management itself in secrete official manner. But either due to incompetency of
Circle management to decide posting as per fixed norms, non- availability of
suitable officer in CAO cadre with good record in Maharashtra Circle to post on
this responsible post or may be due to acute shortage of CAOs
in Maharashtra Circle such open willingness are called for post of CAO/AGM Vig Mumbai thereby degrading the post of AGM Vig Mumbai & leaving it to mercy & willingness of
individual officer. Hope such degrading, unethical methods & acts, give
some positive results to Circle management in posting suitable (?????) officer
as CAO Vig Mumbai. Letter <<<>>>
14 Feb 14: Online Temp Advance through ERP: With sincere efforts of all concerned officers in different units, the
entire process of applying and granting temporary Advances has been successful
and about 99% executives are able to get Temporary advances by online method
within period of 2-3 days. Till someone has any issues in getting Temp
Advances, he/she can directly contact to CSC (Central Settlement Cell)
Mumbai on Telephone Number 022-26467615 or to Com. Om Prakash Jangid ,AO CSC Mumbai on Mob No. 9423991989 in case of no reply on said landline.
14 Feb 14: BSNL CO clarified that Powers for closure of Exchanges with less than 10 DELs
are with SSA Heads and immediate action is to be taken on this matter
along with surrender of such Exchange buildings on rentals with bimonthly
report to BSNL CO. All concerned DS & Circle Office Bearers of SNEA (I)
MH are requested to look into matter and take up issue with concerned SSA Heads
so as to save non productive expenditure of BSNL. Letter <<<>>>
13 Feb 14: AO (FC) Mumbai calls for Vigilance Report in respect
of 77 JAOs for next spell of Looking After AO promotions. Letter <<<>>>
14 Feb 14: BSNL CO issued corrigendum for JTO Induction training
thereby allowing departmental candidates possessing Bachelor or equivalent
degree in Telecommunication, Electronics, Radio, Computer, Electrical,

14 Feb 14: BSNL CO revised FMC(Fixed Monthly Charges) from
present Rs. 180 to Rs. 195 thereby increase of Rs 15 per month for Customers

addressed to specific SSA Heads, AGM (Staff) Mumbai
has informed that CGMT MH has taken serious view on non reliving of JTOs & SDEs under transfer to
tenure stations and ordered to relive all the officers latest by 15/02/2014 and
further warns that in case of non implementation of these orders, the payment
of these officers will be stopped by Circle Office through ERP. Letter <<<>>>
Let us hope big shot SSA Heads like PGMT Pune gives some respect to CGMT
MH Circle and help in uniform implementation of transfer orders in Maharashtra
Circle and mainly helps in reliving of no. of executives held up at tenure
stations for years even after completion of tenure period just for want of
substitute. It is fact that office of PGMT
Pune has always taken “Pick & Choose Policy” in reliving officers and some
officers who maintains unofficial “Good Book” of PGMT Pune healthy, are always given
out of turn opportunity to be at Pune. It is shameful that in biased approach PGMT Pune has even relived
officers whose transfer orders are issued recently to odd locations from Pune
like Gadchiroli without any mercy & is still shielding officers like Shri.
S.R. Hole, DE who is given choice posting at Circle Office Mumbai by cancelling
his long stay transfer order issued before three years in SDE cadre for tenure
station/s by playing different official/unofficial dramas & even low level

and show courage to maintain dignity of his own office which is being
continuously downgraded by PGMT Pune.
Implementation of pending transfer orders will gave a way for consideration of long pending
request transfers of executives from non tenure stations who are waiting for
last one year as Circle office has not considered a single request from non tenure
station including request on grounds of completion of 58 years age or even
request on spouse working grounds.

broadband services in Vidarbha region: BSNL CO issued orders for diversion of BNG for better broadband services in Vidarbha region. Since
last 4-5 months the subscribers of Vidarbha region were facing lot of problems
in Broadband services mainly due to congestion. This issue was well studied and
pursued on official platform as well as SNEA(I) platform by Com. Sachin Sarode, JS Vidarbha,
SNEA(I) MH and this was one of the important issues discussed with Shri. R.N.Patel, PGMT
Nagpur in meeting of SNEA (I) MH in his chamber. The tireless efforts and
continuous persuasion by Com. Sachin Sarode JS Vidarbha has yielded results and now one BNG has been diverted from Kolkata for Vidarbha region
which will be installed at Nagpur. This will be helpful for improvement of

he stressed for the need of strong and experienced majority executives’ association
in BSNL which will have to deal with the pay revision of executives and other
important HR and development of executives in BSNL. He informed house about action by SNEA(I) on
long pending demand of standard of pay scales of executives, efforts of SNEA
(I) MH Circle in diversion of 3G mobile data traffic of MH Circle to GGSN Chennai, granting of 3G facility to the executives of
MH Circle etc. He also made aware house about the ERP and its implementation in
MH Circle.

issues came after conversion of DOT to BSNL ,denial of agreed Govt support to
BSNL, BSNL loosing it’s most important surplus amount, Effects of spectrum
issue on financial viability of BSNL, step motherly attitude of Govt. towards the BSNL in comparison with the
other service providers by way of charging unjustified payment of spectrum
charges ,non-procurement of GSM equipment, cables, telephone instruments, MLLN Modem, Broadband Modem, Drop wires etc. He
explained how SNEA(I) is fighting for survival of BSNL by putting all relevant
facts to BSNL’s management and DOT and even in the
court of law. He narrated various achievements of SNEA(I) CHQ in getting 78.8
IDA ,finalization of SDE-DE DPC,DE-DGM promotions
,efforts in removing adhoc promotion thereby giving
direct DE regular promotion ,efforts in JTO-SDE promotions, 30% superannuation benefits to BSNL
recruited executives, removal of pay disparity, pay anomalies etc.

GMT Jalgaon,
in a informative speech explained his style of working
in the limited and existing resources for better telecom services & revenue
earning with new experiments like Call Centre at SSA level, persuasion for
Broadband connection, motivation of officers & Staff. He specifically
mentioned the work culture and support by executives and non executives of
Jalgaon District. The efforts to reduced the gap between customers and staff
has shown positive result for Jalgaon SSA in cases like sale of mobile SIM, reduction in surrender of landline and increase in
revenue. He was optimistic that with special efforts by staff & officers in
Jalgaon SSA, in coming days Jalgaon SSA will top in Maharashtra Circle in some
of sectors like Broad Band & GSM services. He appealed SNEA (I) leaders to
pursue the issue of shortage of materials and requested to see that materials
shall be available well in time.

the Forum of BSNL Unions/Associations and the BSNL Mgt on 12.06.2012.

Comrades, last few years, Association is
struggling to resolve the long pending HR issues trough deliberations.
Considering the stiff competition in the telecom field, as a responsible
Association, we have resorted to great restraint, strictly following the path
of negotiations, fully focusing on the growth and financial viability of the
company. The Management appears to have exploited our concern for the prospects
of the Company, in turn, closing its eyes on the genuine issues pending for a
very long time. The lethargic attitude of the BSNL
Management in looking at the serious issues, not to speak of resolving them,
has left the Association with no other alternative but to serve notice for
Trade Union actions demanding the immediate resolution of the issues. As per our Patna CWC
decisions, we tried our level best to have a united struggle in the banner of
United Forum but could not succeed. The proposed move to demote the basic
cadres JTO/JAO to E1 scale and
other major pending issues forced the Association to serve the notice.

difficulties faced by the TTA comrades in resolving

usefulness in carrier progression of all the comrades.

cause loss to individual as well as BSNL and appealed all comrades to be

8 Feb 14: Vultures of IMF invade BSNL and dig final nail in its coffin- creation of a subsidiary company by transferring
towers of BSNL into it is surely a step not only towards disinvestment of BSNL
but to make BSNL sick. Gear up and get ready to defeat the diabolical move to
finish BSNL.
Agents
of IMF in the EGOM ostensibly constituted to revive
and revitalize BSNL have finally raveled their sinister plan of handing
over strategic telecom company of the
government to vested interests, an agenda that they have been pursuing so hard
and long.
In the garb of handing over what possibly are not
even just peanuts, let alone a comprehensive plan of action to revive BSNL,
agents of IMF in EGOM have surreptitiously pushed
through their agenda of driving final nail in the coffin of BSNL by
dismembering BSNL and snatching away potential business segment from it. The
decision of EGOM to create a subsidiary company of
BSNL by transferring towers of BSNL into the subsidiary Company is fraught with
potential and inevitable consequence of making BSNL sick and allowing private
operators very easy and cheap access to towers owned by BSNL where huge capital
investments have been made by BSNL. What BSNL would essentially be left with is
about 2.5 lakh employees and an ailing and sinking land line
segment.
What EGOM has actually
decided in terms of revival of BSNL? Let us have a close look. Rs 8313 crores that government has coerced BSNL to pay by offering
a redundant BWA spectrum band won’t be refunded. The
amount would be adjusted instead against future payments of license fees,
spectrum usage charges etc. Could govt. even remotely think of treating Airtel, Vodafone etc. in the same manner it has treated
BSNL on refund issue. Hard cash with interest would have been handed over to
them in the name of promoting
competition and encouraging private sector to participate in it.
As regards long term loan that govt. is to extend to
BSNL to cushion its wage bill of about
50% of existing 1/3rdemployees stands nowhere against
what BSNL was forced to pay with 14% interest on notional loan (not actual capital) it
got from govt. at the time of its formation in the year 2000. Virtually govt.
sucked the blood of BSNL in forcing it to pay what was not actual money but
notional loan of Rs 7500 cores along with market interest of 14%. Thus loan
that govt. is considering to extend to BSNL on a long term basis @ 1% interest
to compensate its wage bill for about 35000 employees for a period stretched
over ten years does not even offset notional loan that BSNL was forced to pay
along with market interest @ 14%.
EGOM was completely deaf and dumb on legitimately
compensating BSNL for its participation in highly loss making rural land line
sector. BSNL is bleeding by meeting social obligations of telecom policy of the
govt. and EGOM never cared to go into this critical
aspect of revival of BSNL. Compensating BSNL
for meeting social obligations of telecom policy of the govt. and stipulating
comprehensive and unambiguous policy mechanisms to quantify this compensation
should have been very high on the agenda of EGOM. This
was not even discussed and we are not surprised since agenda was never revival.
EGOM was looking at other issues of interest to
private sector.
Thus adjusting Rs 8313 crores against future payments of license fees, spectrum
charges in not a revival measure since BSNL needs hard capital for its
expansion and competitively meeting emerging technological challenges from its
competitors. Not a revival measure, thus, instead an
escapist route to safeguard exchequer. Long term loan to cushion wage bill for
about 35000 of employees stands nowhere what govt. sucked from BSNL by forcing
it to pay notional not actual loan of Rs 7500 crores
with 14% interest. What a revival measure.
And Comrades all this (these sops) is contingent to hiving off towers of
BSNL and formation of a subsidiary Company to pave the way for losing of
potential wireless business of BSNL and finally and surely disinvestment of BSNL. All this is getting
started by constituting a Strategic Business Group(SBU)
in BSNL which will eventually oversee transfer of towers of BSNL into a
subsidiary Company of BSNL.
These sops are also subject to the condition that BSNL and MTNL
get merged a move definitely welcome, but fraught with deadly consequences
unless government fully takes full responsibility of huge market liabilities
that MTNL has. Merger even
though undoubtedly in the interest of both the Companies would cripple BSNL
unless govt. fully owns all the existing liabilities of MTNL. Thus Comrades, let us understand at what cost these petty and virtually
insignificant measures to revive BSNL are being offered. Definitely not to
revive BSNL but to sink it further to a level where it gets sunk and its sell
off becomes a fait accompli. That is how the strategists of IMF are working. We
have to rise to the occasion and safeguard this beloved Company of ours. Time has come to hit back ferociously, with
greatest strength, unprecedented determination to expose and defeat the
ulterior motives of protagonists of IMF philosophy to weaken and eventually
sell the state owned strategic institutions of the Nation that have been the
pillars and mainstay of economic growth and development of the Country.

Reimbursement of Briefcase, Mobile Handset amount: DGM HR Mumbai issued
guidelines cum instructions for reimbursement of Briefcase, Mobile handset
amount and C/L application through ESS Module of ERP.
Thus day by day all the activities are being made online and from new financial
year about all activities will be online through ERP, which will save time and
energy of all individuals as well as officers and the claims, will be settled
in faster speed. Presently the paper work may be reduced in some cases to
certain extent and increased in some cases, but SNEA (I) MH will take up matter
for making entire process of personal claims & administrative works of
Staff & Officers of BSNL online and paperless. Letter <<<>>>
6 feb 14: Meeting with GM(Estt): GS and AGS Com Arvind Dahiya met Sri R. K. Goyal on 05.02.2014 and discussed the JTO reversion issue
of Assam Circle and declaring results of JTO LICE for the remaining Circles.
After discussion, GM (E) informed that appropriate action will be initiated on
Assam case. In the case of LICE, all the court judgments came in favour of BSNL especially from Punjab. Now the result is
pending for HR, KTK, KRL,
TN, JKD and NE II Circles.
The result is almost ready for HR and KTK Circles. In
TN Circle, argument is in final stage. In KRL, so
many court cases challenging the RR is filed, so it has to be defended properly
before publishing the results as in the case of Punjab, GM informed.
6 Feb 14: Meeting
with GM (Pers):
GS and both AGSs met Sri S S
Aggarwal, GM (Pers) on
04.02.2014 and discussed the following issues.
a. Promotions from JTO to SDE (T): BSNL
filed the reply at Hon CAT, Ernakulam. As the
division bench is not sitting on day to day basis, the case is listed for
02.03.2014. We requested to take appropriate action to hear the case on urgent
basis. Assn already filed an urgent petition for early hearing of the case
through a senior lawyer. On the missing ACR/Assessment
case, GM (P) assured to write to CGMs for early
submission of pending ACRs/Assessment report.
b. Calling VC for SDE to DE promotion for the 25% DE
additional posts added by amendment of RRs: GM (Pers) assured to take
immediate steps to call the VCs for the vacant posts including the retirement
posts.
c.
Settling the pay anomalies by way of protecting
the increments during officiating promotion: In
continuation to our discussion with DIR (HR/EB) on
the matter, Assn requested for early settlement of the issue as Executives
retiring on superannuation facing huge recovery of pay and their pension is
reduced by one or two increments.
d. Provision to come back to the parent SSA after 3 years
from a soft tenure station: Assn pointed out that the transfer policy dealing
with soft tenure station is ambiguous as the officials
are not assured to come back to the parent SSAs on completion of 3 years. The
officials are reluctant to move to soft tenure stations and the very purpose of
declaring soft tenure stations are defeated. GM (P) agreed to review the
provision.
e. Request transfers in the cadre of SDE and DE: After
discussion, GM assured to consider the cases by mid- March.

bills ( including Broadband) on FMC , Plan Charges & Usage charges etc for
all telephones in offices and residence of Officers/Staff of MTNL on all
standard tariff plans has been implemented in CDR package by
ITPC Pune. This was earlier implemented by MTNL w.e.f.
from Oct 2013 and was later withdrawn by MTNL in protest of delay in

pursued this matter with different authorities in BSNL & MTNL and finally

Officers/Staff of BSNL staying in area of MTNL and vice versa.
3 feb 14: Maharashtra Circle
endorsed the BSNL CO orders, wherein now Sindhudurg SSA will be headed by GM
instead of DGM, Gadchiroli SSA will be headed by TDM
instead of TDE, Kalyan & Nagpur SSAs will be
headed by GMs instead of PGMs and Bhandara, Buldhana,
Osmanabad & Wardha SSAs will be headed by TDMs
instead of GMs. Here also circle office maintains its newly generated
tradition of taking minimum three months time in dealing with any case and let

3 feb 14: AGM Admn Mumbai issued
approval of Rs 130.00 each for purchase of “Executive Diary 2014” after
passing 1/12 period of year i.e. One
month. It
has been directed to purchase Diary from the associations and in
continuation of negative attitude & approach, it has been directed to
submit original bills in each case individually as if these associations
& members are having only work of providing & collecting such petty
amount bills and processing it for final
approval. The management has to
take initiatives and provide Diaries to all executives at its own, which has
been done at so many SSA levels in Maharashtra Circle itself, but instead of
any such positive acts & initiatives in Circle Office Mumbai money is being
granted that to be at lower rate with condition of individual bills, showing
how careless can be any management & its officers in dealing with HR
issues. When entire world is moving towards the paperless works, some of
officers are not able to come out of old traditional methods and this is best
example of such an old approach wherein about 400 executives in Circle Office
will have to submit 400 bills definitely with duplicate bills of just Rs. 130
each, which will be of no use and simply wastage of office papers & time of
individual officers, controlling officers, officers in staff section &
account section in processing such hundreds of petty amount bills. SNEA (I)
Mumbai has already distributed Diaries to its members & we will take up
matter with concerned authorities and submit combined bill of all SNEA (I)
Members along with detailed list of members and executives need not worry about

SNEA (I) Kalyan. He is known for clarity in the files and office working. He
has earlier given his services at ASTT at CTO Mumbai, in different capacities of SDE in Kalyan SSA
and as on today he is working as AGM NWP Kalyan. Today he is completing 40 years of his
dedicated services earlier in DoT & now in BSNL. Com. Dr. V.C. Rathod has completed his Doctorate
(Ph.D) in Hindi literature at the
age of 46 years and proved his talent in other than technical works also.
Com. P.R. Urkude,
(9422966600) is one of active and dashing member of SNEA family
Gadchiroli & has started his service as Telegraphist
at CTO Mumbai and completed 36 years of service in DoT& BSNL in CTO Mumbai,
Akola, Chandrapur SSA and
mainly served in different parts of Gadchiroli with much sincerity &
dedication in all Odd situations. He is continuing his duties with same
dedication & sincerity till the last day of his retirement.

31 Jan 14: Status of EPF Account
Updates: SNEA (I) Maharashtra Circle has received some
complaints about the update of EPF data in their accounts since August 2014 and
information is being spread that it is due to ERP problem. The ERP is started
in Oct 2013 & data is pending since August 2013 & it has no relation
with ERP implementation. We have confirmed facts from EPFO
Bandra Mumbai, the entire payment from BSNL is
received by EPFO Bandra and
updating of data on website is pending for some technical issues and mainly due
to delay in decision on where data is to be updated on monthly basis or on
quarterly basis. We have already informed details to our District Secretaries
by email in last week and members can take update & conformation of the
facts from SSA EPF Nodal Officers, DS concerned or Com. Sachin
Sarode, Joint Secretary Vidarbha, SNEA (I) MH, Mob

30 Jan 14: Appeal from SNEA(I) CHQ: Association is very seriously considering launching
trade union actions on a short notice on the proposed move to reduce the pay
scales of JTO/JAOs to E1
scale and demoting the basic cadres. Start grass root level preparations
immediately. Assn is in touch with other Assns for a joint struggle on this
crucial issue demanding E2 scale along with other
issues.
30 Jan 14: Meeting with Shri. Pravin Malhotra, Sr GM HR /Admn
Mumbai: SNEA (I) MH delegation led by Com.
S.V. Bhad, CP SNEA (I) MH & other
leaders had meeting with Shri. Pravin Malhotra Sr GM HR/Admn Mumbai wherein we presented
him Diary and discussed present ERP and pending HR issues. GM HR/A appreciated the “BSNL Executive Diary 2014” printed
by SNEA (I) MH and its useful contents.
The
main ERP issues discussed, were payment of FSRTC Telephone Bills of MTNL
through ERP, implementation of 30 % Discount for MTNL so as to restore same for
BSNL Staff residing in MTNL area, procedure of payment of telephone bills and
its reimbursement in paperless manner, procedures for payment of medical bills
personal claims and pending bills in respect of Mobile handsets, new paper
bills, TA/DA Bills etc. GM HR/A informed that ESS Module has been opened for all in ERP & his HR team
headed by Shri. Mukesh Mangal
DGM HR/A is on job of settlement of all such personal claims & very shortly
entire process will be streamlined.
Regarding HR issues, in his usual style
Shri. Malhotra, appealed us not to worry much
and his office will take care. He himself asked about issues by SNEA (I) in DE
L/A promotions. We informed him that there are certain issues in this posting
and we registered protest on mass transfer on name of DE L/A promotions by
keeping post of DEs vacant in many of the SSAs. He
informed that his office has not filled all vacancies of DE in any SSA as it
will create shortage in SDE cadre. We explained him there are
sufficient no. of SDEs available in MH Circle and due
to this his office is not even working out on SDE L/A promotions. SDE is only
cadre where vacancies are filled to certain extent in MH Circle. We also
brought to his notice that his office has not given any consideration in
posting of DE L/A& in an inhuman & random
mechanical approach, a person from Sindhudurg is transferred to Gadchiroli
& person from Pune is transferred to Sindhudurg. Same is case with so many
other officers including transfer of SDEs who have
recently completed Hard Tenure and are again transferred out of SSA on name of
DE L/A promotions. He asked for details of such cases and assured to review the
justified cases. We further requested to delegate powers to SSA Heads to fill
up vacant posts in DE L/A Cadre, wherein he clarified that such arrangements
can be made by SSA heads locally and no need of letter from his office.
We
brought to his notice the unrest among the executives from Non tenure SSA for
not considering transfers of even officers who have completed 58 years of age,
requested transfer on spouse ground/medical ground since last one year on name
of formation of uniform transfer policy for non tenure SSA transfers and
requested him that if takes care of only this issue then about 75 % unrest
among executives on Circle HR issues will be settled. He informed that his
office is on the job and this file is presently with him and assured
that within fortnight the transfer policy for considering request transfers
from non tenure SSAs will be finalised in consultation with SNEA
(I). Regarding pending request transfers he informed that after finalisation of
transfer policy his office will issue transfer orders in March 2014 in tune
with this transfer policy but added that before issuing fresh transfer orders
all the pending transfer orders are to be implemented in time bound
manner.
30 Jan 14: MSEDC
Electricity Bill Payments through ERP: The consolidated amount of
electricity bills paid by MH Circle to MSEDC till Jan
2014 are to be adjusted against actual bill amount of MSEDC
by concerned SSAs and from 01/02/2014 onwards the MSEDC
bills are to be paid through ERP by online method. Letter <<<>>>

meeting in which present problems of Canteen of Circle Office Mumbai are
discussed. This meeting was attended by Com. S.B.Bhosale,
CT SNEA (I) MH as member from SNEA (I) side and has raised all the

29 Jan 14: Meeting with Mrs Marina
George, Sr GM Fin Mumbai: SNEA(I) MH delegation had meeting with Mrs
Marina George , Sr GM Fin Mumbai on 27/01/2014 wherein we discussed various
issues related to ERP and HR issues of account Officers. At the very outset
Mrs. Marina George briefed us about the latest development in ERP issues and
steps taken by her office in settlement of these issues. We also expressed our
pleasure over the progress of ERP in Maharashtra which we did not found at the
initial stage. We conveyed thanks to Sr GM Fin & her team of certain
Account Officers who have taken day night efforts for resolving ERP issues from
mismatch of bank accounts to reconciliation of salary disputes.
· GM Fin
further informed that henceforth the issues of ERP will be reduced in all
respect including salary payments, but she asked some time for streamlining of
payments of building rentals & vendor payments as out of about 5000 such
vendors merely 1500 have submitted their bank account details. In absence of
bank details the CSC Cell has to take special efforts for payments by printing
cheque, which will be again distributed among SSAs and then dispatched to final
consignee. In case bank accounts are available same can be deposited by ECS within no time and entire backlog of pending payments
can be cleared. If these banks accounts are updated then only closure refunds
will be sent by cheque and all other payments will be cleared by ECS within a day or two. She asked support from SNEA (I) to
take up matter with field units for updating bank account at the earliest.
· Regarding
pending electricity& bills of water charge and petro card refilling, she
informed that these payments are streamlined to certain extent and by next
month all the pending issues will be sorted out.
· Thereafter, we
had detailed discussions on delay in telephone bill payments of MTNL which has
become concern as payments for last five months are pending and MTNL has
started disconnections. We brought to her notice the real issues and action to
be taken in this regard. After detail discussions, it was concluded that
employees can make payments directly to MTNL and rebate amount can be claimed
from ERP with BSNL for all payments, wherein well defined procedure is
available. We brought to her notice about the issue of hard copies of
supporting documents required for claiming rebate in all personal claims and
acceptance of soft copies by email. She assured to discuss this issue with Sr
GM HR/A & DGM HR and to take final decision on MTNL bill payments at the
earliest.
· Regarding
pending medical bills, she informed that all the old medical bills which are
received by her office are being cleared and for all fresh medical claims, all
employees and officers will have to apply it through ERP. But in this case she
insisted for all supporting documents in hard copy as these are private claims
and there are chances of misuse or bogus claims. She further informed that his
office is on job and all pending medical claims will be cleared in one stroke
may be by end of this week or by next week.
· Regarding 30 %
discount on MTNL& BSNL bills by each other, she informed that she is not
aware about the issues, but same should have been implemented.
· Regarding
posting of CAO/IFA Satara she informed that she is also much concerned about
Satara Account section as much works are pending from Satara & to sort our
issues, one CAO from Pune is transferred& posted to Satara. But he has
requested for reliving from after March 2014 for personal reasons which she has
considered and in April 2014 Satara will get regular CAO/IFA.
· We also
have discussed about the uniform Transfer policy and posting of circle level
long stayed officer as substitute for considering request or to meet shortage
of account officers and how the AOs at Nagpur are
victims of this violation. She informed that the transfer policy is guidelines
and cannot be implemented in Toto and expressed that it is not proper to shift
person at one corner of circle to another corner on name of policy. We have
brought to her notice about transfer after completion 58 years and review of
transfer by present conditions, which she assured but added that there will not
be much changes as she has already discussed in person with all three AOs transferred out of Nagpur and she has assured them to
transfer them back as& when some AOs joins from
outside.
· She
expressed her inability to consider all requests at a time as she is having
about 80 % shortage in all cadres and she is not getting any support from BSNL
CO when there are ample no. of Account Officers are working in many of Circle
and in some cases more than officers working are more than sanctioned posts and
if some officers are posted from out of Circle, the HR issues can be taken care
in better way.
· We
briefed her about undue delay in reliving of Com. S.B.Dale
AO Buldhana and the hardship and difficulties by him, GM Fin assured that he
will be relieved by 31/01/2014.
· Regarding
reliving of Com. Santendra Sahay
AO Satara, on updates given by us, she expressed her displeasure on working of
Satara and mentioned that when no. of works are pending Com. Sahay is on medical leave. We narrated her situation &
problems of Satara Account wing and after detailed discussions, she assured to
relive Com. Sahay on completion of certain pending
works of Satara in time bound manner.
· Regarding
reliving of Com. Dhabale AO Parbhani, she informed
that she is aware about this as Com. Dabhale also met
her in person and expressed his grievances & his services are needed at
Circle Office but there is problem of putting substitute as he is only AO
working in Prabhani.
· During
discussions, we informed that FC section is not putting facts on papers and hence
no. of transfers are not implemented. We assured to give detail feedback on HR
issues on case by case basis so as to take final decision.
· She
informed that very shortly her office will relive all officers under transfer
in time bound manner.
· After
prolonged discussions on each point & presentation of “BSNL Executive Diary
2014” printed by SNEA (I) MH meeting concluded at 1745 hrs.
