31 Dec 19: CS SNEA MH writes CGMT MH Circle for giving consideration to certain issues while calculating SSA wise Executive Strength which are not covered in the norms of redeployment of executives Post VRS scenario. Letter <<<>>>

 

31 Dec 19: AGM Staff Mumbai endorsed BSNL Co letter for deployment of staff on network operations and maintenance after implementation of VRS 2019. Letter <<<>>>

·        The SSA/BA Heads are directed to make arrangement of link officers by 15/01/2019 in respect of officers who have opted for VRS.

·        This will be temporary arrangement to meet exigencies arising out of Mass VRS 2019.

·         The various activities like organizational Restructuring, identification and standardization of manpower norms , framing  of tender documents for some of the outsourced works/activities etc are under finalization at BSNL Corporate office and it will take some time more and hence this Temporary arrangement has been introduced. 

·        As per these directions, SSA /BA Heads are authorized for giving charge of DE to senior most SDEs of that SSA to meet shortfall in DE Cadre, if any.

·        Meantime, work of calculation of Executive Strength as per revised norms by BSNL Corporate Office letter, is under process and final dada of SSA wise surplus/excess Executives as per revised norms is being accessed. Most probably.

·        Revised SSA wise Executive Strength will be finalized by Circle Office Mumbai after fresh and regular norms issued by BSNL Corporate office, for which work is going on by Committee constituted by Restructuring unit BSNL Corporate office, in which CGMT MH is prominent Member.

·        Till time, all SSA/BA Heads are directed to manage the works by local arrangements and power of looking after arrangements required if any are delegated to SSA/BA Heads. It has been reported that three to four SSAs have acute shortage of Executives to manage minimum required works in these SSAs and action is being taken to meet such acute shortage. DS concerned are requested to update details by email on sneamh@gmail.com so that matter can be taken suitably to manage the works without hardship to others.

·        All DS/COBs are requested to take up matter with SSA/BA Heads for manning services within the SSA as per these revised norms and decide the requirement of executives in the concerned SSA.

·        Earlier data published by AGM Staff Mumbai will now be changed to certain extent after regular norms which will be shortly issued by BSNL CO and hence there is nothing like mass transfers as feared by some of executives due to data published by AGM Staff Mumbai.

·        There is very positive change in Telecom Market and we as BSNL will have to grab this opportunity for growth of BSNL and also for securing our monthly salaries on regular dates and sincere efforts from each and every one from BSNL are need of time and we are confident all will come with creative and result oriented ideas for meeting the goal of revival of BSNL.

·        SNEA MH appeals all the comrades to keep focused approach towards maintaining the BSNL services by taking all possible steps for maintaining services before as well as after VRS 2019.

 

30 Dec 19: GM Restructuring BSNL CO writes CGMTs of all Territorial Circles in BSNL for deployment of staff on network operations and maintenance after implementation of VRS 2019. Letter <<<>>>

·        This letter conveys to adopt norms on temporary basis till the time various activities like organizational Restructuring, standardization of manpower norms, framing of tender documents for some of the outsourced activities is finalized by BSNL. 

·        All the officers and officials who have opted for VRS are instructed to complete the works by 15/01/2020 to avoid pendency of any activity.

·        All the officers/officials dealing with the network maintenance are directed to handover the change with details to the link officer by 15/01/2019.

·        DELs will be calculated by counting 1 LL= 1 DEL, LL+ BB= 1.5 DELs, 1 LC= 3 DELs.

·        BA Heads are empowered to give looking after arrangements to senior most executive for here months period w.e.f. 01/02/2020 based on average guidelines

·        JTOs/SDEs can be interchanged as per the requirement of the field units. 

·        NO JTO/JE is to be posted in planning activities and thus should not be posted in Circle Office and BA Head office.

·        As looking after arrangements are to be implemented on local seniority basis by BA Heads, there will be less transfers till the detail action plan is finalized by BSNL Corporate office.

·        All DS and COBs are requested to have discussions with the SSA/BA Heads on this subject matter and see how the services in their SSA/BA can be smoothly managed without much disturbance to Officers/Officials.

·        In case of acute shortage in any cadre, the details may please be intimated after discussions with SSA/BA Heads by email on sneamh@gmail.com latest by 01/01/2010 so that same can be taken up with Circle Management.

 

30 Dec 19: GM Restructuring BSNL CO writes CGMTs of all Territorial  Circles in BSNL for taking initiatives to be taken by them  for maintaining the network and manning other important locations /posts after implementation of VRS 2019 Letter <<<>>>

·        As per this letter CGMTs are directed to give detail presentation to CMD BSNL about their action plan in every aspect for maintaining Telecom Services provided by BSNL and all related works in Circles.

·        The first presentation will start from 04/01/2020 from Northern Circle and schedule of presentations for others zones including Maharashtra Circle is yet to be defined.

·        All DS and COBs are requested to get feedback from members and activists on this matter and email the suggestions on sneamh@gmail.com latest by 01/01/2010.

·        The feedback may be in general applicable for all SSAs or it may specific to any SSA due to specific geographical and local conditions or may be percentage of VRS opted from that particular SSA and our aim should be maintaining Telecom services smoothly after implementation of VRS in such mass manner.

·        SNEA MH will submit consolidated feedback with actual views and need of field officers to CGMT MH Circle.

 

30 Dec 19: DGM T&C CM Fin BSNL CO issued orders for dispense the Black Out Days in BSNL from Year 2020. Letter <<<>>> 

·        The black day was introduced for GSM customers as per TRI guidelines on name of congestion in sending sms on specific days of festivals and no concessional calls or sms were allowed on these days and customers have to pay at higher rates for calls and sms made on that particular black out day.

·        The services of prepaid CUG customers were totally disturbed on these days as many of them were unable to make call on such black out days.

·        Many other Operators have dispensed off with black out days in earlier days, but BSNL being PSU was abiding with this traditional method even though it was affecting its own customers and business.

·        Anyhow, it is god that at least from year 2020, there will not be any blackout days in BSNL and BSNL customers will continue to get concessional GSM services without any hardship as faced during blackout days implemented earlier.

26 Dec 19: Introductory Meeting of newly elected COBs of SNEA MH with Shri. Manoj Kumar Mishra, CGMT MH Circle: Delegation of newly elected COBs of SNEA MH under leadership of Com. S. P. Dhok, Vice President SNEA MH and consisting of Com. M. S. Adasul, CS SNEA MH, Com. Abhay Kesarkar JS CE SNEA MH along with Com. Anil Dubey EX DS SNEA Mumbai, Com. Shailesh Dhande, DP SNEA Mumbai, Com. Rakesh Roshan DT SNEA Mumbai, Com. Anil Yadav, Com. S.K. Dubey, Com. Suresh Kumar active comrades of SNEA Mumbai have introductory meeting with Shri Manoj Kumar Mishra, CGMT MH on 24th Dec 2019 at 1530 hrs.

·        We conveyed him sincere thanks for his benign presence in the Open Session of Circle Conference of SNEA Maharashtra held at Mumbai on 22nd & 23rd December 2019 and highly motivational and elaborative address to the house. We also conveyed him thanks for support from his office under his valuable guidance for arrangements of Circle Conference at Circle Office Mumbai.

·        CGMT MH in reciprocation informed that it was very good conference attended by many of the executives and he also enjoyed the Open Session and was happy to have direct interaction with executives from different SSAs and conveying message about current scenario in Telecom Sector and BSNL.

·        On the occasion, we have also preliminary discussions on the burning issue of rearrangements of Executives in Post VRS Scenario to meet shortage in different SSAs.

·        CGMT MH informed that due to mass VRS, there is need of certain rearrangements and his office will have to go ahead with it. He appealed that executives being all India cadre should be ready for transfers but some of executives are not ready for any transfer and want to get retained at same place of posting by quoting one and other reason. He added that transfers are inventible in Government Organizations and one should be ready for transfers.

·        We responded that SNEA MH and its comrades are never against transfers as per the requirement of BSNL, but there is need of transparency while issuing any such transfer orders.

·        We have drawn his attention towards the stay particulars and data of excess/surplus, shortage of executives published by AGM Staff Mumbai on MH Intranet wherein certain doubts have been created.

·        We updated him that these letters for Telecom as well as account wing have created panic among the executives who have not opted for VRS and also among executives who were not eligible for VRS and compelled to continue to face odd circumstances.

·        We have elaborated him about the fact that though letters are posted on MH intranet given excess/surplus and shortage of there is nothing informed to anybody and even the officers in Staff section are not aware about the justification and calculation of surplus /excess and Shortage of executives as shown in the letter.

·        We elaborated some specific issues, doubts about the data published for transfers of excess executives and some of the points are as follows.

·        Excess/Surplus and shortage seems to be counted in different manner to different SSA, needs to be confirmed. From data published, it appears to be mass transfers and BSNL cannot bear the Transfer expenses in this financial conditions.

·        The time given for submitting options is very less and data of excess and shortage is not clear and it is not published in respect of all SSAs.

·        There are excess officers throughout Vidarbha area and shortage is in Western areas which are faraway places from Vidarbha area and hence there is fear in mind of these executives for giving options and about all are under confusion and mental tension.

·        Even in extreme rural SSAs like Bhandara, Chandrapur, Yavatmal, Wardha, Dhule, Osmanabad etc. the executives are shown in excess which is not correct and removing executives from such SSAs , it will be double and recurring loss to BSNL on transfer posting.

·        We also requested to CGMT MH that local comrades of difficult stations like Bhandara, Yavatmal, Wardha etc. should not be disturbed on name of excess as they are already facing problems due to different terrain and once they are transferred there will not be any local manpower available in these SSAs and some other officers needs to be posted as substitute.

·        It can be seen that there are 80 vacancies of DEs in different SSAs and surplus DEs are just five throughout Maharashtra Circle and how these80 posts can be filled from left out 142 DEs including DEs already promoted as DGM under LA arrangements. 

·        In DE cadre one DE is shown excess and one DE post is shown as vacant which is not possible. It seems that while calculating vacancy positions different formula has been applied for different SSAs and hence such discrepancies are reported.

·        It can be seen that total 63 SDEs/JTOs are shown excess in Nagpur SSA and it is projected that all these officers will be shifted to Western Maharashtra locations away from Nagpur as no vacancy is shown in Vidarbha area except one SSA.

·        No weightage is being given for functioning of office/s of BA Heads and earlier in calculation of vacancy position always 10 to 15 % weightage was given for works related to Mobile, Centralized Store depots, EB activities for other SSAs etc. Due to this many officers seems to be shown in excess in Nagpur SSA.

·        We have brought to his notice that transfers proposed as Excess/surplus officers is not correct as majority of officers are being transferred. In Akola SSA, there are total 12 AOs plus JAOs and it is shown that 10 JAOs/AOs are excess in Akola SSA and all 10 JAOs/AOs are being asked to give options.

·        We requested CGMT MH for publication of calculations of excess and shortage of executives in different SSA and basis for counting strength of executives in different SSAs.

·        In response CGMT MH has elaborated that there should not be any fear in minds of the executives and transfers will be minimum to meet the acute shortage of executives. He also added that efforts will be taken to accommodate the executives in nearby SSA.

·        CGMT MH assured that calculations for surplus/shortage of executives with justification thereof will be published on MH intranet and the date for giving options will also be extended suitably. He clearly said that duration for giving option is unlimited and one should not be panic but should opt for the locations where one want to get transfer.

·        CGMT MH added that this time transfers will be done after scrutiny by the Committee for transfer posting of Executives and all the vertical heads in Circle Office Mumbai will be members of this committee. He added that every aspect of need of transfers will be discussed and decided by the committee. It was also informed that though vacancies have been shown for many numbers, all vacancies cannot be filled in due to shortage of executives, but minimum required vacancies only will be filled in.

·        Further it was added by CGMT MH that excess executives of Account/ Civil /Electrical wing in particular SSA will be first accommodated in same SSA by assigning works from Telecom wings and appealed that now executives have to get ready for working in other wings or be ready for transfers if they are excess and not willing to work in Telecom wing. 

·        On our request to post in nearby SSA, CGMT MH assured that it will be taken care and but only condition is that one should not leave HQ except leave or tour and in normal course one should be at HQ where he/she is posted.   

·        Before issuing transfers from SSAs having excess /surplus executives, his office will consult to BA/SSA Heads and if any SSA/BA head in unable to relieve any officer for reason, same will be given consideration in the interest of services. CGMT MH also informed that his office will consult to individual officers if his/her transfer becomes unavoidable and all such executives given opportunity to opt from the available options.

·        CGMT MH further informed that all transfers will be issued as per transfer policy except technical exigencies. He clearly mentioned that he do not want to disturb working of any SSAs by transferring executives to other SSA to meet shortage, and this decision will be taken by the committee. 

·        CGMT clearly mentioned that there is huge shortage in DE and DGM cadres and chances of transfers in these cadres will be about Nil including SSAs against which excess DE are shown. But some transfers will be there in JTO and SDE, AO, JAO cadre to meet minimum administrative requirements.

·         On looking after arrangements in DE/DGM Cadres due to mass VRS in both the cadres , CGMT MH informed that there will be no transfers in Looking After arrangements and orders for looking After arrangements if any would be issued among the senior officers working in that SSAs. If any of the officers, comes with complaint that his junior is given LA in particular SSA and even though senior, he is deprived of LA arrangements then such willing officer will be transferred to fill up vacant posts under looking after arrangements.

·        We have informed that executives are ready for transfers but in nearby SSAs and many of the female executives also are at long stay list and their dislocation to extreme end will create difficulties to them. CGMT MH informed that he is against any such transfers at faraway places and particularly not for female executives and to best possible extent they will be retained in same SSA or posted to nearby SSA. 

·        In overall discussions with CGMT MH was very positive and we have seen the firmness of CGMT MH for not dislocation of executives in more numbers as being seen from the letters issued for same. CGMT MH appealed that all executives should keep focus on their works and do something for positive growth of BSNL.

·        Hopefully, the data of calculations of vacancies will be published on MH intranet as assured by CGMT MH.

·        But meantime the executives who are at top of the long stay list and willing to work at the places having vacancies as per letters issued by AGM Staff Mumbai may submit their option.

·        As such there is no need of panic by all executives whose data is published on MH intranet and there will be transfers only to the minimum extent of requirement.

·        Individual who find there is correction in overall data or individual data may discuss it to DS concerned and submit his representation for corrections of stay particulars if any.

·        SNEA MH will continue to discuss these issues with all concerned officers and give feedback to CGMT MH on basis of information from all DS & COBS of SNEA MH.

·        All DS and COBs are requested to go through the data and send details of discrepancies, difficulties including feedback of executives in their SSA by email on sneamh@gmail.com at the earliest.
