30 DEC 17:  BSNL Corporate Office takes decision to reduce Night Free Calling by Two and half hours per day and now it will be applicable from 2230 hrs to 0600 hrs instead of 2100 hrs to 0700 hrs applicable earlier. Letter <<<>>>

·        Many of the officers mainly working in field units in BSNL have expressed displeasure on such untimely decision that to be with very short period notice and in the beginning of New Year 2018 as this decision may call for excess billing complaints and drastic reduction of landline connections.

·        It seems that BSNL has decided to move towards the closing Landline Business as such decision is taken when there was need to give some additional facilities like free calling with SDCA/SSA.

·        SNEA MH will take up matter with Circle Management and SNEA CHQ for restoration of this decision or making some alternative arrangements to retain BSNL customer base.

 

 

 30 DEC 17:  SNEA MH Circle congratulates, Com. N. D. Barde, DGM Dhule, Com. A.K. Tiwari  DGM Mumbai & Com. K.S. Jha, AGM Mumbai for successful completion of long services in DoT/BSNL and on their peaceful superannuation retirement on today, 30/12/2017.

Com. N. D. Barde, DGM Dhule {9423193999} has joined DoT in 1984 as JTO and was posted in Dhule SSA and for first ten years he has served as JTO in different capacities in Dhule SSA.  In year 1994 he was promoted as SDE and in year 2005 he was promoted as DE and then also he was continuously posted in Dhule SSA till his transfer to first Raigad for few months and then to Jalgaon on his request. In Jalgaon SSA, Com. Barde has served as DE, DGM and also has successfully handles the responsibilities as GMT Jalgaon for period of more than six months. On his DGM Adhoc Promotion, he was posted to Dhule again on his request and since then he is working as DGM Dhule. Com N.D. Barde, is very active member/leader of SNEA and has rendered his services to SNEA comrades in capacity of Vice President SNEA MH and Joint Secretary North SNEA MH. He has taken sincere efforts in strengthening SNEA by taking active role in each and every SNEA activates and by extending helping hand to SNEA members in different office as well as association capacities. He is well known for his management skills and mainly for maintaining harmonious relations with all and was always seen as prominent smiling face that is ready to face any situation or difficulty for its proper resolution.  SNEA Maharashtra recognises his devoted services as Circle level SNEA leader and we will remain graceful for such great contribution to SNEA activities while holding the higher post in office administration also. He is very energetic and by maintaining good health, he continues his duties till last date of his superannuation retirement with same energy. Not only as SNEA leader, but he has been instrumental from the part of management side also in getting settlement of issues in favour of SNEA comrades and by his actions and activities he is popularly known as “Barde Nana” among all SNEA Comrades.

Com. A.K. Tiwari  DGM CPC, Circle Office Mumbai {9423892333} has completed his Engineering graduation n Year 1980 and after service for two years in private he has joined  and since March 2017 he is posted as DGM CPC Mumbai and n period of just seven months he has successfully handled more than 19 tenders. He has done wonderful job in different capacities manly due to high technical and administrative knowledge and very good Managerial skills and soft spoken attitude. He has successfully handled many projects like BB, NGN, Wi Fi Hot Spots implemented in Maharashtra Circle. Even though, Com. A.K. Tiwari is part of the management, he is die-hard member of SNEA and has always taken active part in SNEA activities. He is known for his devotion and sincerity to office work and was always sharing information with SNEA on growth & development of BSNL as well as some technical issues and he continues his duties in same spirit till last date of superannuation retirement.

Com. K.S. Jha, AGM NWO CM Circle Office Mumbai {94227660501} has joined DoT as Senior Time Scale Clerk in CTO Mumbai in Year 1979 and was promoted as ASTT through Competitive Examination in Year 1985. On his Regular promotion as Asst Director in Year 2012 and earlier as Officiating Asst Director he has rendered services in office of PGM Dev Mumbai n different Sections and later he was posted as AD Vigilance Mumbai for long period of six years, then as AD HRD and since Year 2012 he is promoted in LA Arrangements as AGM NWO CM and since then till his retirement today, he is working on same post with full satisfaction. He also has rendered services on deputation to TCIL with India for about four years. He is one of the few officers who have completed entire services in area of Mumbai city. Com. K.S.Jha has always extended helping hand to all his subordinates and has always taken proactive action in guiding the BSNL executives as well as Non-Executives on different issues, works, disciplinary cases, Vigilance cases and played successful role as IO/PO in departmental Inquires. At the age of 56, he has taken dare decision to participate in the Marathon and since then with continuous efforts and hard work over the period, he has successfully completed more than 15 Half Marathon Runs. In this current year, at age of 60, he has successfully completed four Half Marathon Runs and set example for others how to be energetic and healthy at the age of retirement. In office activities also, he is very active and always seen very supportive and helping to subordinate officers/staff without any barrier of post. In eyes of the all superiors in his present assignment as AGM NWO CM Mumbai, he is known as very good officer completing any task assigned to him without any complaint or resistance thereof. He has balanced relations with all and he has successfully managed to keep all his subordinates happy and at the same time to keep the Bosses also happy and it is one of his abilities he has achieved over the period. He is known for his smiling face and one to one healthy relations with everybody. Com. K S Jha is die Hard Member of SNEA and has played vital role in strengthening SNEA in Mumbai and is instrumental in overall growth of SNEA in Maharashtra Circle. He has always taken active part in SNEA activates and has specially extended helping hand for smooth functioning of SNEA on day to day basis and SNEA MH will remain graceful to him for such great contribution towards SNEA. On the date of superannuation retirement also Com. K.S. Jha is sincerely continuing his duties with full dedication & dedication as Role Model for others by maintaining harmonious relations with all, efficiently handling the office work and also taking part in Marathon Runs with full energy and completing it successfully. .

29 DEC 17:   AGM  Staff Mumbai issued order of four week Field Training w.e.f. 01/01/2018 for Gate JTOs on their successful completion of JTO Phase –I Training at RTCC Pune & Nagpur and about all JTOs are given choice posting except three JTOs and also posting has been done as per the shortage of JTOs n different SSAs. SNEA Maharashtra appreciates the concern shown by new GM HR/Admn Mumbai Shri. 28 DEC 17:   As per orders issued by BSNL Corporate office, on the request of Shri. M. N. Punde, GM Fin Mumbai, he is transferred as GM Fin ITPC Pune and Shri. Vivek Mahavar GM Fin Pune & GM Fin ITPC Pune takes over as Regular GM Fin Mumbai who is also IFA to CGMT MH Circle. Order I  <<<>>> Order II  <<<>>>

·        Shri M. N. Punde, has taken over charge of GM Fin Mumbai before one and half year and he has done wonderful job as GM Fin Mumbai. He was instrumental in bringing the Maharashtra Circle in profit prolonged period of after Nine Years and his efforts were personally appreciated by CGMT MH Circle & CMD BSNL and for similar action at BSNL Corporate Office, Shri. M. N. Punde, was specially deputed for 2-3 months period.

·        Apart from Financial issues Shri. P. N. Punde, is having technical back ground and he is aware about the difficulties of technical wing and has always extended helping hand for all and has taken pro-active steps to resolve the conflicts between Account Wing and Technical wing.

·        During period of Shri. P.N. Punde, some corrupt officers were taken to the task and action has been initiated against certain corrupt officers but he always supported honest and sincere officers as well as officers who do not have any malafide intention in routine works. 

·        During the period of Shri. P.N. Punde as GM Fin Mumbai, only first time in the history of FC section, all the transfer orders are issued well within the frames of transfer policy guidelines and sincere efforts are being taken for its implementation of all these transfer orders in time bound manner and he has really given relief to all the officers asking for request transfers and their right was earlier denied due to non-implementation of transfer policy in true spirit giving scope to pick and choose policy benefiting certain individual for years together.

·        In real manner, Shri. P.N. Punde has taken sincere and studied efforts for giving justice to all the Executives in Account wing and due to some personal reasons only he has requested for posting to Pune and BSNL Corporate office has immediately considered his request.

·        SNEA MH appreciates devotion and dedication of Shri. P.N.Punde GM Fin Mumbai towards BSNL and specially his contribution in bringing MH Circle in profit after long period of Nine Years. We also convey him sincere thanks and gratitude for his prominent role in giving justice to all the Account Personals in Maharashtra Circle with equal treatment to all and that to be in totally transparent manner till implementation of the transfer orders in true spirit.

·        Shri. Vivek Mahavar who holds the charge of GM Fin Pune and GM Fin ITPC Pune has now taken over charge of GM Fin Mumbai in addition to charge of GM Fin Pune.

·        Shri. Vivek Mahavar is also known for his abilities, capabilities and skills for revenue generation of BSNL and he has experience of working as GM Fin Mumbai during leave period or during period deputation of Shri. Punde to BSNL Corporate office Delhi and now he has taken over charge as Regular GM Fin Mumbai and IFA to CGMT MH Circle.

·         Shri. Vivek Mahavar is well aware about working of the Maharashtra Circle and he also is known for the resolving conflicts between Account wing and Technical wings and his taking over as GM Fin Mumbai will definitely support mission of CGMT MH for making Maharashtra Circle as “Profit Making Circle during 2017-18”

·        During the period when Shri. Vivek Mahavar as Looking After GM Fin Mumbai he has taken some bold decision about recovery of huge outstanding against corporate customers and he has directed certain account officers to come out of office and visit offices of customers having higher outstanding and he has got marvellous results and now similar directions have been issued for actions at SSA level.

·        Shri. Vivek Mahavar, has issued directions to all IFAs for taking personal interest in overall Accounting of SSA and has put condition that henceforth only IFAs will visit Circle Office during Account Closing and has taken bold initiative for stopping on huge expenditure on TA/DA on ‘n’ number of officers visiting Mumbai, expenses on their stay and arrangements in Mumbai and mainly the valuable time of officers visiting Mumbai will be saved and also it will not affect the routine works of these officers in SSAs/Field units.

·        Shri. Vivek Mahavar  has also taken deep interest in understanding transfer Policy and manly in implementation of the transfer orders issued as per the transfer policy and it is his decision to implement all such transfers in time Bound Manner and if these orders are not implemented by IFAs, all such non-implemented-transfer orders will be implemented through ERP and todays is last day for implementation of all transfer orders by IFAs and all such transfer orders not implemented by IFAs will be implemented by relieving all the officers under transfer from ERP on 30/12/2017 thereby stopping their salary.  

·        As Shri. Vivek Mahavar has taken such strong and bold decisions during his looking after period, Maharashtra Circle has very high expectation from such excellent officer having good HR approach and we are confident that as Regular GM Fin Mumbai, he will defiantly meet high expectations of Maharashtra Circle.

·        SNEA MH Conveys best wishes to both Shri. P. N. Punde and Shri. Vivek Mahavar in their new assignments respectively as GM Fin ITPC Pune and GM Fin Maharashtra Circle at Mumbai and wish them grand success and SNEA MH assures both of them full support for their devotion towards generation of revenue and overall growth of BSNL.    

 

 

27 DEC 17:   Sr CE Elect Mumbai issued orders for “three days” retention in respect of  Two  JTOs in Elect wing as this order is issued on 27/12/2017 and extension is granted up to 31/12/2017 which is Sunday. Letter <<<>>>

This is again controversial decision by Sr CE Electrical Mumbai against decision of CGMT MH for “No transfers of any Executive till March 2018” as it may affect on-going expansion works of GSM Phase VIII.4 project.

 

27 DEC 17:   AGM  S&M  Mumbai placed purchase order for supply of BSNL Calendar 2018 and this PO is given on 21/12/2017 wherein delivery schedule is not clearly mentioned in this PO thereby creating confusion on exact time delivery of these calendars and  one can understand when the Calendar will be supplied physically. Let us hope we receive calendar 2018 at least by end January 2018.  Letter <<<>>>

26 DEC 17:  DGM Admn Mumbai reproduced old and standing order in new format asking for availability of all the officers during office and after office hours i.e. one should be available for 24 hours. Letter <<<>>>

·        One side DGM Admn Mumbai is egger to deduct salary against two days strike in one month advance by applying principle “No work No Pay” and another side he is expecting all the officers/official for 24 hours availability.

·        Hopefully DGM Admn Mumbai under valuable guidance of CGMT MH will also make arrangements for “Extra Work Extra Pay” and all the officers/officials called after office /duty hours or on holidays will be definitely paid extra under principle “Extra Work Extra Pay”. 

·        The comrades whose salary will be deducted under principle of “No work no pay” have full right to ask “Extra Work, Extra Pay” and if management goes with this principle of “No Work No pay” and we will not object for it only if in the same lines the Circle management applies the principle “Extra Work Extra Pay” and we are sure by this principle all our comrades will be in more benefit.

·        Let us hope with letter Circle Management is showing its willingness for both “No work No pay” & “Extra Work Extra Pay” Principle and application of the principles in true sprit will be duty of the Circle Management and it will natural justice to all.

 

 

26 DEC 17:   Sr CE Elect Mumbai issued orders for Looking After arrangements of three SDE Elect as EE Elect and only one SDE is given posting as EE at same place and others two are shifted from present locations thereby making 66% dislocation against official stand of “No dislocation till March 2018”  taken by CGMT MH Circle. ·        One side GM HR/Admn Mumbai is saying that CGMT MH has taken stand that he will not allow any transfer before March 2018 as it will affect the targets and the Looking After arrangements of DE/DGM in Telecom were not issued by showing this fear even after preparations were made repeatedly for three terms and each time for three months and with the approval of same CGMT MH, now SE Electrical issued Looking After arrangements by disturbing 66% officers.

·        This creates real confusion where it is failure of GM HR/Admn Mumbai wherein he is unable to convince CGMT MH that dislocation in DE/DGM Looking After arrangement was just 10-15% per cent or it is success of Sr CE Elect Mumbai who is able to get approval from same CGMT by dislocating 66% officers and showing  his smartness.

·        Hopefully GM HR/Admn Mumbai will also work on the guidelines and directions of Sr CE Elect Mumbai and CGMT MH will be pleased to approve proposal prepared by GM HR/Admn Mumbai for DE & DGM Looking After arrangements which has minimum dislocation as agreed by GM HR/Admn Mumbai.

 

26 DEC 17:  AGM Staff Mumbai endorsed the cancellation of mutual transfer order of Com. Mrs. S. Y. Padole, SDE Nagpur TD and Com. Anil Kawale SDE WTP Nagpur  and also endorsed  retention order of Com. S.V.Bhede, SDE Sangli TD. Order <<<>>> <<<>>>>

·        All the three genuine cases were pursued by SNEA MH and mainly by Com. Sameer Khare, DS SNEA Nagpur, Com. Ajit Kumar DS SNEA WTP and Com. P.H. Koli DS SNEA Sangli and after their prolonged persuasion they have got desired results.

26 DEC 17:  Director Staff DoT issued orders for posting of 38 JTOs/SDE who are not absorbed in BSNL for various reasons and working in the BSNL for long time, to different units of DoT meaning that all these officers are given chance for repatriation to DoT and they are fully governed by Govt of India.  26 DEC 17:  CAO FC Mumbai issued deputation order of Miss Pooja, newly recruited  JAO % PGMT Pune for one year deputation to BSNL Corporate office Delhi. Letter <<<>>>

·        One side FC section has kept on hold many of such application of Rule 9 transfers of many JAOs on hold by FC section Mumbai without assigning any reasons and other side such pick and choose transfers are being allowed and implemented by same FC section under influence of SEA Cell of BSNL Corporate office.

·        By issuing such pick and choose orders SEA Cell of BSNL Corporate Office and FC Cell Maharashtra Circle is giving “Green signal” to all other  JAOs who are in need of the Temporary transfer or may not be in need of transfers to opt for deputation to desired Circle and only condition seems to be applicable is his/her capacity to manage the officers in SEA Cell BSNL Corporate office and then to manage officers in FC Cell of Maharashtra Circle and if you are successful then Rule 9 transfer will be issued specifically for JAOs who have such skills and others even with genune reasons will have to devote sincerely in Maharashtra Circle till completion of five or more years.

·        SNEA MH will take up matter with GM Fin Mumbai for forwarding all such Rule 9 applications pending in FC section to BSNL CO so that equal treatment and mainly equal opportunity for managing transfers is given to all the JAOs for managing his/her Rule 9 transfers thereby getting benefits of  twisting BSNL rules by expertise in managing skills.  

 

20 DEC 17:  With approval of the competent authority, CAO FC Mumbai writes to all IFAs for reliving all officers under transfer as per order dated 10/11/2017. Letter <<<>>>

·        It has been directed that all the officers should be relieved by 21/12/2017 otherwise all the officers who will not relived by IFAs will be force relieved by FC section Mumbai through ERP on 30/12/2017.

·        Due to uncertainty in reliving, there was much unrest among the executives under request transfers and many rumours were discussed about implementation of these transfers and with these clear directors all such rumours will be stopped and officers under transfer will be relived thereby getting relief from manmade mental tension.

·        In the cut throat competition of Telecom sector also under compulsions created by DoT, BSNL continues with the practice of “Black Out Days” without understanding the changes over the period in using sms.

·        There is immediate need to review this out dated practice so that customers in CUG and concessional groups are not harassed by barring out gong calls or by charging extra amount for no reason at other fault.

19 DEC 17: After taking more than two months of time, AGM Admn Mumbai circulated list of newly elected Office Bearers of SNEA MH Circle.  Letter <<<>>>

·        This is formal approval of Circle Body of SNEA MH for Year 2017-2019 and facility of Special CL is limited only for 11 office bearers and no other facility is Office Bearer specific and hence except Special CL facility, all other facilities are available for all the Office Bearers of SNEA MH.

·        Further, the matter of review of 15 members in Circle Body that to be in biggest Circle in BSNL with highest membership among any Circle or association with about 3000 membership is under active consideration of SR Cell BSNL CO.

·        Hopefully, all doubts of AGM Admn Mumbai and Circle management will be cleared after such clarification from BSNL Corporate office.

14 DEC 17: OVERWHELMING RESPONSE ON SECOND DAY OF TOTAL STRIKE:  In really very proud and strongly bonded unity of the executives and non-executives throughout Maharashtra Circle, on the second day of the two days strike, all the comrades have shown more stronger unity and an overwhelming response. None of Exchanges/Offices/CSCs were opened in Maharashtra Circle even on second day also for functioning or any office activity.

·        Not only officers in BSNL, but many of the officers on Deputation in BSNL, have supported by not attending office on second day and some of them who attended partially for completing formality of sending report of strike have met the striking employees and extended wholehearted moral support by conveying that PRC is right of the employees and each and every employee/officer of BSNL should get it. 

·        The offices of CCA/TEC units of Mumbai were closed before routine office hours indirectly extending moral support to striking employees.

·        Many of the officers part of DoT, but preferred to be with DoT, instead of getting absorbed in BSNL/MTNL, also have supported this call by not attending offices.

·        The leaders of Retired employees/officers of BSNL/DoT also have joined these agitating comrades personally and have given active support to the strike and really it was proud moment for all of us.

·        When we have received very good response and support from officers on deputation, officers/Staff in DoT, Retired officers and employees, few of BSNL’s own promotee officers who are till in slave mentality continued in office even by sitting in office just for proving hidden loyalty to the bosses. When some of such officers were questioned by striking officers/employees, they were telling shamelessly that he/she want PRC and want to be part of this agitation movement but could not do as they think they are part of management and as management they have to be in office.

·        There is immediate need and requirement of time that these few selected officers/staff have to come out of these mentalities and join the masses instead of making poor attempts of maintain self-identity and proving loyalty to boss for personal day to day benefits neglecting the basic issue of survival of BSNL and mainly understanding fact that if BSNL will survived then he will be with his/her Boss and in absence of the existence of BSNL, his/her same boss will kick him/her out without 3rd PRC and Boss will continue his services in Govt Of India with high benefits of 7th & even with 8th PRC  .

·        Many of leaders of unions/associations have approached such officers/Staff and have convinced them stand of Unions/Associations and need of unity thereof and many were convinced and joined the strike on day second and some continued to be in office sending wrong reports about strike.

·        On day second also some of the officers continued for sending wrong report and office of GMT Nagpur continued bogus reporting on second day also as the many of the officers/employees out of office practically on strike are shown as on duty.

·        Leaders of all Unions/Association in Mumbai have brought this matter to the notice of GM HR/Admn Mumbai personally and he also agreed that reporting of Nagpur does not seem to be authentic and assured to look into it for sending correct information about  strike participation in Nagpur as well as entire Maharashtra Circle.

·        In Inspection Circle Mumbai, in a very ridiculous manner the report was prepared that all 45 officers and staff except 05 are working in the office and when this sabotage activity has come to our notice of leaders of Unions/Associations at Mumbai, they have immediately approached GM West Zone Inspection Circle Mumbai.

·        We were surprised to see that he informed that he is not doing anything but forwarding the report received from DGM QA Mumbai who was also seating with him where he has shown 40 staff/officers out of 45 as on duty and we asked him when no one is in office of inspection Circle, how he is reporting as present for all.

·        We feel ashamed to mention here that DGM QA Mumbai informed that many of the officers/Staff in Inspection Circle sent him sms that they are on duty. When we asked him how one who is not present in the office seating at home or out of office with striking employees and officers can be present on duty and will he allow such attendance by sms on other days also. Then DGM QA with total childish innocence has informed that he takes such sms attendance only on strike days and he do not allow it in routine course.

·        But when the matter was brought to notice of GM West Zone Insp Circle, he informed that he is just forwarding report given by DGM QA Mumbai and from the leaders of all Unions/Associations only he has come to know that no one is physically present in the office as he was believing on integrity of DGM QA Mumbai and whatever he has given report as GM West Zone he has forwarded same.

·        When we asked that in Mumbai office itself, no one was present except this duo how they are reporting all present and there was no answer from them.  We have seen that GM West Zone Insp Circle Mumbai has kept gun on the shoulders of this poor DGM QA Mumbai who first signed bogus report of strike and it was just forwarded by GM West Zone and theoretically GM West Zone Insp Circle is not wrong but ethically such wrong reporting even by subordinate officer needs correction at higher level by ascertaining facts and reports should have corrected as actual.

·        It may be fact that DGM QA Mumbai may have done such wrong reporting it to keep his Boss Happy for reasons known to him or for saving his salary along with salary of 40 staff/officers during strike period and for this work this poor DGM QA Mumbai has attended office before 0900 hrs in the morning and normally he attends office even after 1100 hrs.

·        But after detail discussions and mainly by understanding depth of the issue, DGM QA agreed that taking attendance by sms is wrong and he also is in need of 3rd PRC and wants to join the “Save BSNL” movement and he practically joined the strike reporting correct figures of the officers /staff physically present which was obviously “Nil” wherein DGM QA Mumbai has shown himself also on strike there by showing sprit towards stronger unity.

·        Due to such wrong reporting only, the division is shown and established among the BSNL’s own officers/staff and there is need to send correct report by all units. Otherwise BSNL management, officers in DoT and Govt of India will propagate that response to strike was not adequate to grant 3rd PRC and dropping proposal for separate tower company and entire strength & unity of 99.8 % workforce of BSNL may be in vain/wasted just due to bogus/wrong reporting may be with to save two days salary of the employees/officer working under such poor officers and showing personal loyalty to subordinate staff and keeping them on toes for any works to be done in personal interest at later stage.  

·        Except such few incidents of wrong reporting, the entire strike was in peaceful manner by holding Demonstrations, addressing gathering by leaders of different Unions/Associations, gate meetings by striking employees/officers.

·        The support on second day of strike was marvellous and due to such strongest unity print and media has taken note of it. The prominent Newspapers like “The Hindu” and prominent TV Channels like Mumbai Doordarhsn, DD News, TV 9 have taken note of this strike and gave wide publicity to the anguish of the striking employees and officers’ in BSNL.

·        Thus, the two days strike is over with such overwhelming and spectacular response by 1200 hrs of 13/12/2017 and everybody has taken its note but none from BSNL Management or DoT have bothered to discuss with CHQ leaders of all Unions/Associations n BSNL   at Delhi and the efforts are being made to show that we do not care for strike even with such strongest unity thereby keeping dual stand that one side to talk about the growth and development of BSNL and other side deliberately neglecting genuine demand by the workforce of BSNL to maintain minimum level of motivation of its workforce and also taking decision against the interest of growth of BSNL.

·        The CHQ leaders of all Unions and Associations at Delhi had meeting at Delhi and it has been decided to have one more meeting on 08/01/2018 for further course of Action.

·        As immediate response, many of the striking employees and officers have informed to District/Circle leaders of their union/association to convey the CHQ leaders that there should not be such gap of months period and tempo generated with strongest unity should be maintained even by calling for immediate indefinite strike and such attack with instalments with gaps will not pave the desired results.

·        Apart from raising voice for our demands for 3rd PRC with 15 % Fitment formula and dropping proposal for formation of separate tower company, this two days strike has given us many more things like we have witnessed that majority of the officers and staff are ready to come on streets for survival of BSNL and we have seen strongest unity of the entire workforce of BSNL. We have also seen that repeated threatening on part of SR cell BSNL CO for action against striking officers/employees also did not affect the strongest unity of BSNL workforce.

·        We have also witnessed that each and every officer /employee of BSNL is not happy with present approach of BSNL management as well as DoT towards BSNL and its experienced and intelligent manpower and there is immediate need on part of DoT and BSNL to give way to such mass unrest among the workforce of BSNL, by understanding the worst conditions in Telecom Sector by stopping just blaming employees and officers for losses of BSNL.

·        On the contrary there is need on part of BSNL management as well as DoT that both should come forward by taking responsibility of growth, loss/profit of BSNL by resolving genuine hurdles/issues in the way of growth & development of BSNL and sincere efforts to keep moral of the workforce very high to achieve this goal and meet cut throat competition in Telecom sector.

·        On behalf of All Unions and Associations of BSNL in Maharashtra Circle, SNEA Maharashtra conveys sincere thanks and gratitude to all the officers and staff who have actively participated in total strike, others who supported morally, who supported  indirectly by keeping themselves away from office activates and made this total strike grand success and definitely we will get very positive results with such spectacular and strongest unity of officers and Staff in BSNL who have understood need of such unity for survival of BSNL.

13 DEC 17:  Spectacular unity of Executives and Non executives of  throughout nook and corners of Maharashtra Circle on first day of total strike in BSNL making it grand success:  In an historical records about any strike in BSNL, about 99.8 % of total Executives and  Non Executives of BSNL in Maharashtra Circle participated in first Day of the Total Strike and shown the strongest unity and commitment towards the demands for 3rd PRC with 15% Fitment and dropping proposal for formation of separate Tower Subsidiary Company of BSNL.

·        Members of  BSNLEU , NFTE, SNEA, AIBSNLEA, SEWA (BSNL), AIGETOA, FNTO, BSNLMS, BSNLOA, , TEPU, BTEU (BSNL), BSNL ATM and TOA(BSNL) have come forward at their own at about each and every place resulting thereof in closure of all Offices, CSCs and response was so high that in majority of the Districts even no single office was opened throughout the day.

·        Throughout entire day the striking officers and staff have held peaceful demonstrations in front of BSNL offices, Exchanges throughout Maharashtra Circle.

·        First time in the history, this strike was observed at each and every exchange/office throughout Maharashtra Circle and workforce even at small & remote  units also have shown dedicated support to this call “Save BSNL”

·        Not only in all SSAs throughout Maharashtra Circle, but this call was observed in all units of WTR, WTP, ITPC Pune, BBNW, Inspection Circle, NCNGN, Telecom Factory Mumbai which are in territory of Maharashtra Circle.

·        Some the officers in the management have given bogus reports about participation for just proving their efficiency and in classic example when such wrong matter was reported by office of GMT Nagpur, the leaders of all Unions & Associations at Nagpur have registered their strong protest concerned officers and matter was put on papers about the wrong reporting. ·        Some of officers/staff who attended offices in the morning may be due to unawareness, after understanding need of unity have joined the strike immediately.

·        The impact of the strike was so high that none of office was functioning throughout Maharashtra Circle and many of officers remained closed as no one was available to open the offices.

·        In majority of Districts even single staff/officers was not on duty, confirming 100% support of the officers and staff to the Call “Save BSNL” 

·        In major cities some officers on deputation in BSNL who have already got benefits of 7th PRC have attended office and at many of the places these officers even on deputation also supported this strike by not attending office, but giving strike reports from home.

·        Some brave and loyal officers even on deputation in BSNL, have formal discussions with the striking workforce at gates and supported demands by striking employees and requested workforce to take care of emergency services and shown their concern about BSNL services as well as given moral support to their workforce.

·        When some officers on deputation in BSNL have supported this call to “Save BSNL” some BSNL’s own officers who thinks they are part of management with always hopes that after leaving BSNL by officers on deputation,  they will get these posts of management and hence are always under influence of certain officers on deputation have preferred to enter in one of the corner of office and were seen calculating benefits of 3rd PRC with hidden and selfish happiness that they have saved their salary for the day. 

·        Some of the officers again under influence of specific officers on deputation, have shown their attendance from Mobile/what’s app even though they were outside office for fully and this was done for mercy of the other officers and mainly to save two days salary.

·        The report as “No Strike “ in WTP Nagpur was given by one of officer who was touring at Pune without knowing the facts that none of staff/officer has entered in the office in Nagpur and when there was no chance of attendance by any of the staff/officer by any means. 

·        But even with all these so called creative ideas of attendance and wrong reports also only about 0.2 % officers out total workforce of BSNL have attended office and about 99.9 percent employees participated in this total strike and these 0.2% officers also have not done any work except giving strike reports by What’s app and calculating benefits of 3rd PRC or difference of 7th PRC which they want.

·        When 99.8 % Officers & Staff were protesting by seating out of the offices all over Maharashtra, these 0.2% officers were seating in the office without any work and some of them just joined in the morning and have enjoyed holiday from afternoon or some of them went on tour even with family by using hired vehicles.

·        With all these happening also, the participation in strike was so high and many of the Press/Media persons have taken note of this strike by catching events by visiting prominent offices/Exchanges and first time the strike in BSNL has given wide coverage by press/media also.

·        All the comrades strongly protested throughout the day by loud slogans, gate meeting, demonstrations etc. against careless and deliberate negligence approach by certain officers in DoT by giving misleading information on profits of BSNL and hiding facts about the extreme difficulties faced by BSNL due to working in Govt setup up, providing total loss making services in extreme and rural areas and when entire Telecom sector is facing crises due unhealthy atmosphere in telecom sector.

·        All the striking employees and officers have firmly determined for continuation of this strike on day second also with more strength as many of the officers and staff who have joined duties due to unawareness have expressed that they also will join strike on second day today.  

·        SNEA Maharashtra conveys sincere thanks and gratitude to all the officers and staff who actively participated in first Day of Strike and given way to their anguish against and strong protest against DoT/Govt Of India and shown their determination and commitment towards the settlement of both the demands raised by Central Head Quarters of all Unions & Associations in BSNL.

·        SNEA MH further appeals the own Officers and Staff of the BSNL, who have not participated in strike on day first for any reason, please join this strike at least on second day and show your commitment towards BSNL and your own workforce and give some sacrifice in this strike to draw attention of certain authorities of Govt of India which has been need of time to “Save BSNL”.

 12 DEC 17: TWO DAYs TOATAL STRKE IN BSNL: As per call given by the Central Head Quarters of all Unions and Associations of BSNL {BSNLEU , NFTE, SNEA, AIBSNLEA, AIGETOA, FNTO, BSNLMS, BSNLOA, SEWA (BSNL), TEPU, BTEU (BSNL), BSNL ATM and TOA(BSNL)}, Two Days Total strike demanding 3rd Pay Revision with 15% Fitment for all Executives & Non executives working in BSNL and to drop the proposal by DoT, Govt of India for formation of Separate Tower Company begins at 0000 hrs of 12th Dec 2017 and will continue on 13th Dec 2017.

·        As members of all majority unions & Associations viz. BSNLEU, NFTE, SNEA, AIBSNLEA, AIGETOA, FNTO, BSNLMS, BSNLOA, SEWA (BSNL), TEPU, BTEU (BSNL), BSNL ATM and TOA (BSNL) are participating in this strike, naturally t will affect the working of BSNL as whole.

 11 DEC 17:  Meeting of Leaders of all Unions and Associations of Maharashtra Circle for preparations of Two Days Strike on 12th & 13th Dec 2017 at Mumbai: The meeting of leaders of All Unions & Associations, Maharashtra Circle was held on 08/12/2017 at 1230 hrs in the Office of SC ST Welfare Association (SEWA) Mumbai for preparations of two days strike scheduled on 12th & 13th February 2017 for only two major demands i.e.  Grant of 3rd PRC and opposing formation of Tower Company.

The Meeting was presided by Com. G. N. Gharde, President SEWA BSNL MH and Co-Presided by Com. Surati President SEWA BSNL Mumbai and it was attended by  Com. Shrikant Sahare, DP SNEA WTP,  Com. P.B. Jadhav, President SNEA Mumbai, Com. Anil Dubey, DS SNEA Mumbai, Com Sunil Dethe, DS SEWA BSNL Mumbai, Com. Mahesh Arkal, DP BSNLEU Mumbai, Com. Rajesh Shrivastav DS BSNLEU WTP, Com. Parmar, DS BSNLEU Civil Mumbai,  Com. Yaswant Kekare DS BSNLEU Mumbai,  Com. Sunil Sonawane ADT NFTE BSNL Mumbai, Com. Sawant DS NFTE BSNL Mumbai, Com. Milind Ingale, ACS NFTE BSNL MH, Com. After detail discussions the following decisions were taken unanimously.

1.     All the leaders of Unions/Associations appreciated the participation of executives and non-executives in all earlier calls on the subject i.e. call for day long dharana, Human Chain, Lunch Hour demonstrations and conveyed thanks and gratitude to all the participant comrades.

2.     It was firmly decided that the Strike on 12th & 13th Dec 2017 is to be made 100% successful by each and every member of all participant Unions/Associations and no one is given exclusion for any reason.

3.     It was resolved that all the leaders at each and every District should organize District Level Meeting on 11th Dec 2017 if not arranged earlier and also the leaders will work together for awareness among members about need of their participation with the strongest unity, so that our voice reaches the DoT/Govt of India and our genuine demands are settled without further delay. 

4.     The matter of applications of leave by some individuals was also discussed and it was decided that no Association/Unions leader will oppose the leave application by any individual member of any Union/Association during strike Period and let them apply at their wish.

5.     It was decided that All Unions & Associations of BSNL in Maharashtra Circle will take up matter with respective CHQ Leaders for not deduction of Salary against Striking employees/officers and mater will also be strongly taken with Circle management. But till it becomes matter of Salary Deduction, then it will applicable to all the executives and non-executives who participated in Strike and also for those executives and non-executives who have applied leave during the Strike Period as per the guidelines issued by BSNL Corporate Office on the subject. As such application of CL, EL or even medical Leave will have no meaning and Salary Deduction will be applied for all the executives/non executives who have chosen clever idea of application of leave on these days showing double standards i.e. to be with Union/association and also not to participate in agitation.

6.     It was also decided that no member of any Union/Association should attend the Control Room Duties allotted by Administration during strike period and let it be allotted to the non-members of participant Unions/Associations.

7.     It was also decided that all executives/non-executives who are members of participant Union/Association and even they are working on technical posts, at Secretariat of SSA Head or even as SSA Head they also will participate in the strike and no one given excuse on either day of strike for any reason.

8.     The members joining duties or shown on duty or messaging to their respective controlling officers that he/she was not allowed to enter and he/she may be treated as not supporting to call by all Unions & Associations of BSNL and their act will be dealt by the respective association/ union constitutional procedures and the resultant action on his/her membership will be taken within the frame work of constitutional provisions of their association.. 

9.     It was decided to have strong initiatives by leaders of all Unions/Association at Circle/Districts levels for awareness among each and every executive/non-executives by door to door campaign and the individuals working at remote places and rural areas are to be updated on need of their joining in this struggle which is battle for survival of BSNL.

 7 DEC 17 : SAD NEWS: Com.  G N Newaskar, SDE Elect & Senior Member  SNEA Yavatmal passed away due to Heart Attack:  With deep sorrow it is to inform that Com. G.N. Newaskar SDE Electrical BSNL Yavatmal and Senior Member  SNEA Yavatmal  Passed Away On Dated 06/12/2017 at around 1830 hrs due to Cardiac Arrest.

·        Com. G N Newaskar joined in DoT as JE Electrical in 1987. Most of the service period he had served in Gujarat Circle and in the year 2014-15, on his transfer from Gujarat to Maharashtra Circle he had joined as SDE (E) Yavatmal. He was a very nice fellow. He believes in lived in happy manner and tension free life.

·        On dated 05/12/2017, he was facing acidity problem. Nothing was serious. But on dated 06/12/2017 when he reached to the doctor for getting treatment of acidity, the doctor has detected the symptoms of heart problem and advice to admit for treatment. But unluckily even after sincere efforts of doctors till last moments, they could not save his life and due to cardiac arrest, he passed away while undergoing treatment.

·        SNEA MH conveys deep condolences to the family members of late Com. Newaskar and pray Almighty to give strength and courage to the family members of late Com. Newaskar to overcome these difficult family crises due to sudden exit of Com. Newaskar. May departed soul Rest in Nobel Peace in heaven.

 

4 DEC 17 : FISCO of DGM LA Orders and demoralizing & humialtang treatment to senior officers: Continuing in total casual approach, AGM Staff Mumbai issued orders for looking After arrangements in DGM Cadre only for 7 posts when willingness was called for 26 posts and with two reminders on the subject. ·        When all the officers in staff section were engaged in calling options from 48 DEs for DGM LA arrangements for 26 Vacancies for two months, the entire energy and man hours used in this exercise are washed away as against 26 justified vacancies only 7 posts of DGMs are filled with this order.

·        All other 19 justified posts are kept vacant and in totally careless approach again the charge of one SSA TDM is given to DGM in another SSA.

·        This happens when many of DGM post are vacant for months together due to transfer on Adhoc DGM promotion of the DEs who were earlier working as DGM LA.

·        While calling options at first stage it was called just for 17 vacancies and when matter was raised by SNEA MH, the vacancy position was raised to 26 and to fill up all vacancies fresh options were called.

·        SNEA MH has taken special efforts for getting options, so as to fill up the vacant post and till file reached GM HR/Admn & CGMT MH, the proposal was for filling of 26 post and we don’t know what feedback is given by GM HR/Admn to CGMT MH, who in turn has completed formality of approval of only seven DGM LA post against justified 27 vacant post and about 40 sanctioned vacant post of DGMs throughout Maharashtra Circle.

·        This order seems to be issued just to show that filling DGM vacancy is at mercy of GM HR/Admn Mumbai and create picture that DGM promotions are in hands and at wish of Circle management and not for the requirement of officers in BSNL.

·        When no single rupee expenditure is involved, when no increment is to be given to any officer and when sufficient number of officers has given option to fill up the vacant post, in totally dictator manner orders are issued just for 7 posts and no reason is given for short filling of vacancies declared while calling for options for two times in months period.

·        One side such humiliating treatment is given by GM HR/Admn Mumbai while filling up DGM/SSA Head post and other side CGMT MH saying that 50% of the SSA Heads are begging for Voluntary retirement and how one can expect some output from these officers by giving such humiliating treatment by calling options for two times, confirming it personally form each officer by AD, AGM & DGM HR and then directly removing all such names from the list of final orders.

·        SNEA MH will not allow such selective filling of vacant post of DGMs and it cannot be mercy of any officer but it should be in need of BSNL, and we will take up matter with CGMT MH either for filling all vacant posts or to totally stop this useless idea/method of filling the vacant post of DGMs/DEs and SDEs in such partial and begging manner and let them run administrations as their wish and will.

·        Hope at least for filling such responsible post of DGMs including some SSA Heads, some immediate & responsible action is seen on part of Circle management and same is followed for DE & SDE Looking After arrangement by maintain dignity and respect of the officers and posts thereof..      

 

 

 4 DEC 17: PICK & CHOSSE TRANFERS AGAIN STARTED IN MAHARASHTRA CIRCLE: Without assigning any reason, within ten working hours period, AGM Staff Mumbai issued modification in posting orders of some selected JTOs posted at Pune SSA/Nodal /BBNW and in totally arbitrary and pick and choose postings five JTOs are posted to Mobile Pune and one JTO posted to BBNW Pune is posted to Pune TD. ·        In totally disgusting and shameful manner the posting orders issued at 1900 hrs on 30/11/2017 are changed within ten working hours on 01/12/2017 and in purely selectively and mainly on basis of pick and choose manner these arbitrary changes are issued and hence it has caused total unrest among the JTOs and other working officers in Pune.

·        As per the transfer policy for posting JTOs from SSA to Mobile unit is under purview of SSA Head and it is deliberately violated while posting in Pune Mobile.

·        It is always matter of dispute and ego between senior officers in Pune TD and Mobile Pune and hence such out of turn action are repeatedly taken and the decisions of GM HR/Admn Mumbai are becoming big joke due to changes within hour and without assigning any reason and it gives scope for rumours of involvement of money and outsider influence in such out of turn transfers violating CDA rules.

·        If it was matter of need of talent in Pune Mobile then the posting should have been done on the basis of merit of these newly recruited JTOs that to be PGMT Pune among the officers posted to Pune and by operating long waiting list from Pune TD to Pune Nodal/Mobile, but nothing has been given consideration and certain officers in Mobile wing cries fowl and GM HR/Admn Mumbai responds it neglecting powers and requirement of PGMT Pune.

·        While posting to BBNW Pune, request transfers have been operated from waiting list to certain extent, but for Mobile unit it has been deliberately violated and one cannot understand this double standard of Circle management. .

·        Further matter should have been discussed with PGMT Pune who has to manage the biggest SSA not only in Maharashtra but may be all over India and he should have given chance to operate waiting list of transfers from Pune SSA to Pune Mobile/ Nodal and at the same time chance for managing the working of wide spread Pune SSA which has highest contribution in revenue of Maharashtra Circle and BSNL as whole.

·        But here steps seems to be taken deliberately supressing the powers of PGMT Pune while posting JTOs in Pune SSA/Mobile and this is not good and motivating sign and this action of GM HR/Admn Mumbai and team of staff section is totally against the initiatives by CGMT MH Circle for motivation of all staff and officers and mainly 1chain of 18000 plus employees and officers in BSNL.

·        This happens when many of the JTOs presently posted to Pune Mobile were willing and have conveyed it in writing that they are willing to work at Pune TD and till they are posted to Mobile and some willing JTOs from Pune TD are not given chance to get choice posting is beyond understanding of common officers.

·        These changes within ten hours are really shocking and amazing to one and all except who were involved in these arbitrary changes and may be celebrating their intelligence and power of management of show by pick and choose transfers and SNEA MH condemn behaviour of such officers who have influenced Circle management for such arbitrary and pick and choose change of posting of JTOs just for setting their personal goals.

·        We know that there is need of manpower in Pune Nodal and Pune Mobile but pick and choose and biased orders for posting Pune Mobile/ Nodal is not correct & ethical way and SNEA MH condemns this decision creating unrest among the executives and will take up matter with Circle Management for corrective steps and we will pursue to follow at least some minimum level of ethics in transfer and posting and mainly to stop such pick and choose posting at wish and will of certain officers influencing circle management and totally neglecting the requests of the officers under posting.  

 

 

 4 DEC 17:  AGM Staff Mumbai issued orders for posting of JTOs to BBNW Pune considering their request as per waiting list to certain extent. Letter <<<>>> 

·        Though, it’s good that the request transfers to Non-Recruiting units stopped since last one year have been reopened and some requests of JTOs are considered for BBNW.

·        Similar action is expected for posting of SDEs in BBNW Pune/Mumbai and we will definitely insist posting strictly as per waiting list.   

·        SNEA MH has pursued this matter for posting of JTOs to BBNW Pune as per the waiting list registered at Circle Office Mumbai  and except one all cases are considered as per waiting list and one name in waiting list seems to be excluded  at last moment for unknown reasons.

·        This happened even though during discussions by SNEA MH with GM HR/Admn Mumbai, it was assured that transfers to BBNW will be done as per waiting list and preference to female comrades will be given over male comrades.

·        SNEA MH will again take up matter for such differentiation and arbitrary changes deviating from the waiting list and affected comrades may represent their cases through proper channel and its copy to concerned DS SNEA.  

 

 

 1 DEC 17:  AGM Staff Mumbai issued orders for posting of newly recruited JTOs after completion of Field training and all are posted in the same unit except two. Letter <<<>>> 

·        It is understood that these last minute changes in posted SSA are done under pressure and influence from higher officers in BSNL and this is not good treatment to this highly talented executives in BSNL on their entry itself and we do not know what Circle management want to pass on the message to these outsider JTOs by such pick and choose posting.

·        We have received many calls from the LICE passed JTOs as well as directly recruited JTOs why they are not given choke posting and why specific two cases are considered by Circle management.

·        We are unable to understand and clarify to these young generation JTOs, where they have to work for BSNL or be continuously busy for managing their transfers by approaching the senior officers in BSNL and enjoy job in BSNL from the day one.

·        Already many of the "GATE" recruited JTOs have left BSNL services and some of them have left during Phase training itself and such biased treatment will definitely affect others and hence needs to be taken care in sensitive manner and SNEA MH will take up matter for stopping such pick and choose transfers.

·        Hope Circle management will understand its sensitivity and act proper sensitivity while issuing further posting of directly recruited JTOs.

·        We will again take up matter for such pick and choose posting and if any of JTO has some grievances he may write to GM HR/Admn Mumbai through proper channel and we will definitely  try to resolve the genuine grievances if any.

 

 

 1 DEC 17:  AGM Staff Mumbai issued orders for posting of 150 JTOs undergoing filed training in different SSAs and completing the Field training on 01/12/2017. Letter <<<>>> 

·        SNEA MH appreciates efforts taken by Circle Management and specially Shri. Kumar Manoj GM HR/Admn Mumbai and his team of staff section for posting all these JTOs as it is here it basis or posting by giving consideration to the choice given by all individuals as majority of JTOs are posted in same SSA where they were working as JE or they are posted at first, second or third choice given by them.

·        This approach by Circle management has saved lakhs of rupees on unwanted transfers and also inconvenience to individuals on such transfers.

·        SNEA MH congratulates all these JTOs on their promotion, final & permanent entry in the executive cadre and welcomes all in SNEA in SNEA Family and conveys them best wishes for grand success in this new and promotional assignment.

·        SNEA MH further conveys sincere thanks to Shri. Peeyush Khare, CGMT MH Circle, Shri. Kumar Manoj, GM HR/Admn Mumbai, Shri. B.A.Patil, DGM HR Mumbai, Shri. B. P. Tambat, AGM Staff Mumbai and Shri. V. J. Bhandirge, AD Staff B Mumbai for considering request of about all JTOs on their first posting on promotion in executive cadre.

·        SNEA MH appreciates sincere and dedicated efforts taken by Com. Bharat Sonawane, CP SNEA MH, Com. Ankit Gangar JS HQ SNEA MH, Com. Abhay Kesarkar, JS NRU SNEA MH, Com. Sagar Mathe, Active Member SNEA Mumbai , Com. Datta Dubilye, CP SNATTA MH, Com. Amit Naikwade, CS SNATTA MH, all DS/COBs of SNEA MH and all other activists of SNEA MH & SNATTA MH who have taken pains for consolidating the request of all these JTOs, giving timely feedback to concerned officers and DS SNEA concerned and pursuing it till getting choice posting to all these JTOs.

·        Though request/choice of all the JTOs given consideration, some of JTOs are now saying that his junior is given first choice and I am given second/third choice.

·        Many of the JTOs are given one of the choices i.e. second or third neglecting their first choice depending on the vacancy in that particular SSA quoted in choice given by individual. 

·        This is due to confusion in giving options by individual that he/she will get first choice if vacancy exists and its understanding by Staff section that concerned officer is ready for any of the choice he/she has submitted.

·        As such JTOs who have given single choice or first choice at places where vacancy exist and other two choices where vacancy do not exists have got first choice and others who have opted at second and third choice for SSAs having vacancies have not got first choice.

·        All such JTOs if have any genuine and extreme family ground justifying his/her request for change of posting to particular SSA which is not considered at this stage, may represent a fresh request addressed to GM HR/Admn Mumbai with supporting documents if any.

·        Though the chances of such changes are less but SNEA MH will pursue for such genuine and justified cases if any.   

 

1 DEC 17:   Grand and highly Impressive Special General Body Meeting of SNEA Solapur:  {Report by Com. M.A.Birajdar, DS SNEA Solapur}: Special General Body Meeting of SNEA Solapur was held at 1700 hrs 14/10/2017 in the Conference hall, telephone Bhavan, Balivesh, Solapur. The detail report is as follows.

·        While Com. S.C.Bhngoli, DP SNEA Solapur presided over the meeting, Com.  B.J. Umbarje TDM Solapur and Vice President SNEA Solapur was the Guest of Honor of the General Body meeting.

·        The meeting was attended by Com. M. S. Adasul, CS SNEA MH Circle and Com. M. N. Kotambe, ACS West SNEA MH Circle.

·        At the outset, Com Praveen Kavade welcomed all the dignitaries and members of SNEA for this special General Body meeting. All members of Solapur SNEA from Telecom, Civil, Electrical, WTP, and WTR were present in the hall.

·        After welcome with words the meeting continued with self-introduction by all members & leaders.

·        On behalf of all the comrades of SNEA Solapur, newly elected CS SNEA MH Com. M. S. Adasul and Asst. Circle Secretary West SNEA MH Com. M.N.Kotambe were felicitated by offering Shawl and beautiful bouquet. .

·        Com S.K. Yeware, TDM Solapur Rtd and active member of SNEA Solapur   was also honored by offering Shawl and beautiful bouquet on his voluntary retirement.

·        Com. B.J. Umbarje TDM Solapur and Vice President SNEA Solapur was specially honored by Shawl and beautiful bouquet being promoted and posted as SSA Head Solapur.

·        Thereafter all newly joined executives were given warm welcome with roses/bouquets and loud claps namely Com. Vaibhav Kulkarni, JTO, Com. Shrikant Mabrukhane AGM Admn Solpaur, Com. Mrs M. B. Londhe SDE NIB Solapur and Ex VP SNEA Pune.

·        Com. B. J. Umbarje, TDM Solapur in his speech welcomed all members and told to discuss all issues like development, HR issues freely as it is our own association platform not before reminding that he is founder member of SNEA in Solapur for which he got thundering applause from members. He assured for total co-operation on HR issues to each and every comrade and appealed to all to contribute to growth and development of BSNL with full devotion and achieve all targets assigned to Solapur SSA.

·        Com. M. A. Birajdar, DS SNEA Solapur first welcomed all members for the special general Body Meeting and submitted his report to the house about SNEA activities carried over the period. In his report he discussed organization matters with special mention that during relay hunger strike call in the month of April all the comrades of SNEA Solapur participated continuously for 72 Hours and also mentioned that Solapur is the only SSA throughout India observing the said relay hunger strike for full 72 hours. He explained development issues in detail with special mention of active role in resolving the bottlenecks in the payment of vendor bills which are stuck up for more than a year in Solapur SSA which has created an emergency like situation in our SSA recently of vendor stopping their services in entire SSA.

·        He informed the house the HR issues taken up like All Rule-8 transfer cases were settled and relieved the executives to their home circles except one case of Com. Ravikumar Bongila, JTO WTP which is not yet resolved and requested CS SNEA MH to look into it.

·        In posting of newly promoted JTO’s we played crucial & active role in posting them in the interest of BSNL.

·        Com. P. S. Zingade, District Treasurer SNEA Solapur presented his treasurer report to the house which was approved by the house with loud claps.

·        Com. M. N. Kotambe, ACS West SNEA MH Circle in his well-studied speech stressed to strengthen the association by adding more and more executives in SNEA Family. He told that past period was difficult period for association and now after taking charge by Com Adasul as CS things are being set right to the expectations of SNEA Members. He also told that many issues are pending at CHQ level like standard pay scale, CPSU cadre hierarchy, 3rd PRC etc and efforts are being made for its resolution and Com. Adasul CS SNEA MH & DyGS SNEA CHQ is playing vital role in it. By classic examples he elaborated house about active role played by SNEA MH is resolving the HR issues. In conclusion of his highly impressive address, Com. Kotambe assured all the comrades in the house that SNEA MH will take care of all pending HR issues of the executives and appealed all to give their best for growth of BSNL.

·        Finally Dashing and Dynamic Circle Secretary SNEA MH & Dy GS SNEA CHQ Com. M.S. Adasul addressed the house. Just before this GB he had delivered 3 hrs speeches in Brain Storming session and after a gap of half an hour again he was ready to deliver this august house with same enthusiasm. In both the sessions he was received very attentively by all present. This shows his capacity and devotion towards betterment of BSNL. In brainstorming session he also presented the nicely prepared power point presentation stressing each and every point for motivation of all officers present.

·        In his speech in General Body Meeting, Com. M. S. Adasul, CS SNEA MH addressed various organizational matters at circle level. He elaborated efforts taken by SNEA MH in streamlining the transfer issues of account wing and how justice is being given equally to all by stopping favoritism only to some selected Account Officers. He told that these are the first transfer orders of account executives as per transfer policy in the history of MH circle and appreciated efforts taken by officers in FC section in studying transfer policy and collecting and consolidated data of stay particulars of all officers. He further discussed various CHQ level issues and its progress and its pursuance at his level as Dy GS SNEA CHQ. While elaborating the plus and minus of the CPSU Cadre Hierarchy, he told house that CPSU cadre hierarchy will get implemented shortly which will resolve promotion issues in all cadres to large extent. He also elaborated about the efforts taken by SNEA CHQ in resolution of pending issues like standard pay scale issue, 3rd PRC and narrated how the team SNEA his pursuing these issues with BSNL management , DoT and Govt of India. In his two hours marathon, motivating and highly impressive address he covered all the HR issues of executives in BSNL and in conclusion he appealed to all to   actively contribute for growth of BSNL and be assured about their future in such flourished BSNL with efforts of one and all. After his to depth address, he replied different queries raised by members to their full satisfaction.

·        In his Presidential address Com. S.C.Bhingoli DP SNEA Solapur summarized the deliberations in the General Body meeting and reminded house for their active contribution for growth of BSNL Solapur.  In conclusion of his presidential speech, Com. S.C. Bhingoli DP SNEA Solapur conveyed vote of thanks to all the dignitaries and members present in the House.

 30 NOV 17:  SNEA MH Circle congratulates, Com. R.N. Deshpande, DGM Admn WTR Mumbai, Com. J.A. Jesurajan AGM Admn II Circle Office Mumbai & Com. J.D. Charvekar, JTO WTR Nashik on their superannuation retirement on today, 30/11/2017 and wishes him and his family members “A Very Happy, Peaceful & Long Retired Life”.

Com. R. N. Deshpande, DGM Admn WTR Mumbai {9423136888} has joined DoT in 1979 as RSA and has rendered services as JTO, SDE in Solapur , then as SDE in Nanded, as DE in Raigad, Pune , WTR Bharuch Gujarat and since March 2016 he is promoted and posted as DGM Admn WTR Mumbai. Com. Deshpande is known for his excellence in technical as well as administrative works. While working as JTO Solapur, he was awarded prestigious Sanchar Sarathi Award 1992. Not only administration but he was famous among the staff and public due to his healthy public relations.  He has always extended hand to his subordinate staff and officers in resolving their grievances. He is very polite and co-cordial in nature. While working as DGM Admn WTR Mumbai, he has been instrumental in getting issues of SNEA comrades resolved in their favour.

Com. J. A. Jesurajan, AGM Admn II Mumbai {9423992566} has joined his services in year 1980 in DoT as Telegraphist and in year 1990 he was promoted as ASTT at CTO Mumbai. Since 2000 he was posted as SDE LC Mumbai , then SDE Legal Raigad, and since Oct 2012 SDE Admn Mumbai and on AGM LA promotions he is posted as AGM Admn II Mumbai and continues on the same post till his retirement. While working as SDE/AGM Admn Mumbai, he has been very co-operative and has always extended helping hand to all staff and officers. His devotion towards duties is highly appreciable by all and specially the way in which he has helped the patient & their family throughout India while their visit to Mumbai for cancer treatment. Co. Jesurajan is die-hard member of SNEA and has always taken active part in SNEA activities. He is known for his smiling face, energetic & co-operative nature and continued in same spirit till last day of his service and on superannuation he is retiring today after completion of 37 years of highly successful service in DoT & BSNL.

Com. J. D. Charwekar, JTO WTR Nashik {9422757305} is die-hard member of SNEA Nashik and has taken active part at each and every activity of SNEA WTR/Nashik.  He has joined DOT as Technician in 1981 at Goa & 1982 transferred to Nandgaon, Nashik. He worked as TTA from 1997 at Manmad WTR & has rendered his services as Br. Secretary & LCM NFTE member WTR, Br Secretary SNEA Nashik, CWC Member SNEA MH. He is known for his skills in transmission and devotion to duties till last day of his service. Under LICE quota, he promoted & posted as JTO Mux WTR Nashik and till today he is working as JTO WTR Nashik and completing 37 years of his dedicated services earlier in DoT & now in BSNL. He is continuing his duties with same dedication & sincerity till the last day of his retirement.

29 NOV 17 : Submission of memorandum to the Hon MPs: Good progress is reporting by all the Circles. All the MPs may be covered before the strike on 12th and 13th December. Since the Parliament session is also starting by 15th December, all our activists at different level may take initiative to submit the memorandum by the representatives of all Unions and Assns by 10th of December.

 

28 NOV 17:  “SAVE PSUS, SAVE INDIA”, STATE LEVEL CONVENTION OF AIPCOC AT MUMBAI, MAHARASHTRA: The first State level convention of West Zone of All India Public Sector and Central Government Officers’ Confederation was held in at Recreation Club, Mazgaon Dock Limited, Mumbai on 07/11/2017.

·        The meeting was attended by representatives of various executives' Association from different PSUs & Central Govt.  Organizations like BSNL, MTNL, BEML, BEL, HAL, MDL, IOCL, and Customs Department. Representatives of various Banks Associations from SBI, Central Bank of India, Syndicate Bank etc. were present and participated in the discussion during meeting.

·        Also prominent leader of BMS Mumbai Branch Adv. Shri.  Dhumane attended and addressed the gathering as guest.

·        The theme of convention meeting and convention on “Save Pubic Sector - Save India" was well organized by Association Leaders of Mazgaon Dock Limited and the hall was fully jam packed.

·        Com. V. K Thomar, National President and Com.  Dr. Franco Secretary General have addressed the meeting and both have briefed the importance of unity among the executive fraternity of PSUs and Central Govt organizations and also explained the need of formation of the Confederation. They have elaborated the role of every PSUs in building of our Nation strong enough in view of economic growth.

·        On behalf of SNEA, Com. M. S. Adasul, DyGS SNEA CHQ and CS SNEA MH addressed the gathering in his usual charismatic speech covered various aspects of issues faced by PSUs and emphasized the importance of  every PSU in every sector to act as a regulator of prices and ensure development and growth even in non-profit zones. He explained the importance of existence of PSUs to provide affordable  services to common man of country in competitive era in every field.

·        Com. Baby Thomas Secretary General NCOA and Com.  V. K. Thomar, President have impressed upon the need of formation of State level Body of AIPCOC in every state for smooth functioning and to ensure proper co-ordination among all the Associations of PSUs and Central Government organizations.

·        This first convention was much impressive with address of different prominent leaders and it has decided to hold one more such convention for awareness among all the officers working in different PSUs and building stronger unity,

·        Mrs. Geeta Sunatkari, VP NCOA India from MDL Mumbai delivered vote of thanks and meeting concluded with delicious dinner at the venue.

·        As per directions and discussions with leaders from different PSUs from Maharashtra State, the State level Body of AIPCOC Maharashtra is formed and in proud moment for all SNEA comrades, Com. M. B. Sangle, DS SNEA Nashik is nominated as State Secretary, newly formed State Body of  AIPCOC Maharashtra.

·        SNEA Maharashtra congratulates Com. M. B. Sangle on his election as State Secretory of AIPCOC Maharashtra and conveys him best wishes in building stronger unity of executives among different PSUs n Maharashtra State.

28 NOV 17:  AGM Staff Mumbai issued orders for streamlining Transfer and posting of officers from different wings viz. Telecom, Account, Civil, Electrical & Arch wings    and as per these orders the powers of transfer posting continues to be as it with concerned unit Heads but such proposal will be routed through GM HR/Admn Mumbai for its confirmation well with transfer policy. 27 NOV 17:  By quoting safety instructions issued by Fire brigade after fire incident at C wing of BSNL Admn Bldg at Mumbai, DGM Admn Mumbai issued guidelines cum instructions for Parking of vehicles by keeping space around the Administrative building vacant for movement of fire brigade vehicles. Letter <<<>>> 

·        No doubt, such instructions needs to be followed for safety of office and employees working thereof, but there was no need of threatening for application of penalty before understanding depth of response from the concerned well-disciplined officers/Staff using their own vehicles.

·        It seems that management has lost faith on its own administration & employees and before issuing orders itself they have decided that their order will not be followed by the staff and officers in Circle Office Mumbai and hence immediately instructions are issued for recovery of penalty @ Rs 500 on first violation, @ Rs 1000 on second violation and ban on entry in the office of third volition and till it is not declared that who will recover the penalty amount.

·        In recent past, DGM Admn Mumbai has become very strict administrator in respect of junior/middle officers and employees and many orders of discipline are being related with the cash collections by BSNL management as penalties and perhaps it may attempt to add cash flow to BSNL.

·        Earlier, DGM Admn Mumbai issued instructions for deduction of salary on strike against formation of tower company which was purely in the interest of BSNL that to be in advance action before the period of deduction month by using name of CGMT MH and later CGMT MH has clarified that he was kept n dark and salary deduction was done without his knowledge.

·        Then DGM Admn Mumbai has issued orders for deduction EL/CL of officers who’s coming late or going early by half an hour that to be directly by DGM Admn Mumbai without knowledge of controlling officers making them non-functional and now penalty is being proposed /imposed  on parking of vehicles.

·        When the Admn Section is trying make all employees so disciplined it seems that it is keeping its eyes totally closed, when the hired and departmental vehicles under same Admn section are being misused by many of the officers for totally personal use in presence of the concerned officers n Admn section and Management, but everybody has maintained prolonged silence even on such written complaints about extreme misuse of vehicles by certain officers.

·        We are sure, if Admn section takes such decision of imposing penalty on the misuse of vehicles, then it will save good amount of money for BSNL and then we cannot doubt on integrity of such orders imposing penalties equally for all.

·        Let us hope the Admn section takes serous note of unrest among the officers and Staff working in Mumbai,  comes out of such biased approach and give equal treatment to one & all so that everybody respect the orders issued by Admn section.      

 

27 NOV 17:  AGM Staff Mumbai issued Rule 8 transfer orders in respect of let out JTOs from Maharashtra to Telngana, Rajasthan & Karnataka Circles.

Order I <<<>>>  II   <<<>>>   III <<<>>>

·        With these orders about all Rule 8 request transfers from Maharashtra Circle received by Staff Section Mumbai before April 2017 are given consideration and this was commitment of SNEA MH to its comrades during Membership verification.

·        As on today, only 8-10 requests under Rule 8 which are received by Staff section after March 2017 are pending and SNEA MH is pursuing for consideration of all these Rule 8 request transfers and to make it as routine procedure instead of keeping it under waiting list.

·        During our last discussions with Shri. Kumar Manoj, GM HR/Admn Mumbai, we had raised this issue, but there was much reluctance on his part saying that already huge Rule 8 transfers are issued and it is not possible to issue fresh Rule 8 transfers.

·        We have conveyed him that it was mass transfers only because his office did not take timely action and all these Rule 8 cases were accumulated in staff section and hence his office has to issue mass transfers and there is nothing special and new in it.

·        If it was made as regular procedure then there was no need of such huge transfers in 3-4 phases and also there was no need of harassment of management as well as the concerned JTOs.

·        We have strongly pleaded that Rule 8 transfers should be made as routine procedure by considering all such Rule 8 applications received by staff section after fulfilling condition of five years’ service in Maharashtra Circle and recommendations of SSA Head.

·        Though our discussions were not conclusive, we will again discuss it and if required matter will be taken up with CGMT MH and we are confident that henceforth Rule 8 transfers will be routine procedure and there will not be any need to maintain register of waiting list of Rule 8 transfers.

·        Let us hope for the best.  

 

25 NOV 17:  AGM Staff Mumbai again calls for the options for DGM Looking After arrangements and last date for submission of the options by email on agm.staff@bsnl.co.in is 27/11/2017. Letter <<<>>>

·        Earlier on 24/10/2017, options were called for filling 17 posts of DGMs and many of the post vacant were not accounted for.

·        SNEA MH has raised this casual calculation of vacancies of DGMs in different SSAs as many post vacant due to out of Circle transfers on DGM Regular promotions, retirements, VRS etc were not shown in the list.

·        The names of some left out senior officers are added in this list but till it is requested to check, where name of any senior officer other than the 48 names available in this list is missing and same may be reported immediately to AGM Staff Mumbai. 

·        Now, same has been taken note and total post are increased from 17 to 26 and out of these total 26 DGM posts ten DGM post are available in Circle Office Mumbai. 

·        Till there are chances that any of the post vacant in some units may not be accounted for including vacancies to be created due to retirement in next three months and hence all DS and/or concerned are requested to check such cases and report it before  28/11/2017, we will try to fill up these vacancies also.

·        It is unfortunate that many of DGMs have not submitted options as per last letter  for their posting as DGM LA and in this letter t has been clearly mentioned that such non-submission of options will be treated as Refusal of promotions and their names will not be considered for posting as DGM LA even in same SSA.

·        We have discussed this issue with GM HR/Admn Mumbai on different occasions and expressed unrest among executives due to careless and casual approach and undue delay in issuing SDE, DE & DGM LA orders and during our last discussions GM HR/Admn Mumbai has assured that DGM LA & DE LA orders will be issued with revised vacancies by 30/11/2017 and the vacancy position of SDE LA will be ascertained as fresh and SDE LA orders will be issued to fill up maximum post of SDEs. 

·        If concern expressed by executives about careless calculation of vacancies is not taken care, then SNEA MH will demand for stopping this looking After arrangements which has no benefit to individual and it is need of management to run the administration and we cannot allow discrimination among the officers due to casual approach by Circle management towards this stop gap arrangement running for years together.

·        Let us hope, with such revised exercise, all the vacant post of DGM, DE & SDE are filled at least with looking after arrangement and the workload will be evenly distributed among the equally ranked officers.

23 NOV 17:  Casual and Careless approach by Circle Management in issuing orders for Looking After Arrangements in SDE, DE & DGM Cadre:  Over the period it has been seen that the Circle management has very careless approach towards issuing Looking After promotions in SDE, DE as well as DGM cadres and any such action at senior level or even as per request of individual is given priority and here masses are compelled to work without proper orders or compelled to work under juniors, or compelled to take additional charge or illegal looking after charge and this happens when the options are called months before.

·        When this is general approach to other units/SSAs, while issuing posting orders in Circle Office, the special DE LA orders are issuing fulfilling need of Circle office, but what about field units or they have to issue illegal order for looking after arrangements is not clear.

·         With one good initiatives that the officers on joining in Circle office is given immediate Looking After arrangements which was never followed earlier and no such instructions were passed on to SSAs and seniors were/are compelled to work under juniors and SNEA MH has raised tis issue and at least some corrective action has been taken by Circle Office. 

·        Though the necessary corrections are in some cases of Circle Office, but since last two months no action has been taken for such corrective measures for seniors working under juniors in SSAs and the seniors are still compelled to work under juniors as the work of consolidation of option is not given final shape and decision is not being taken since last two months.

·        It is important that the 2-3 times extended spell of DE LA will over day after tomorrow i.e. 25/11/2017 but till the work of consolidation of the options called by Staff section is not completed and nothing is done on restoration of vacancy position of DEs which was deliberately reduced and this pendency may be due to fact that DGM HR Mumbai and GM HR/Admn Mumbai are busy in other important works.

·        But this lethargy at Circle Office Mumbai and mainly careless & totally casual approach towards DGM, DE & SDE Looking After Arrangements has created unrest among the officers.

·        When CGMT MH is making efforts for motivation of the staff and officers, his own Staff section is demotivating the officers by delaying such administrative works which has mandatory requirements for day to day functioning.

·        SNEA MH will again take up this matter and we will see that fresh orders with actual vacancies for Looking After Arrangements in DE & DGM cadre are issued immediately and steps are taken for issuing fresh Looking After arrangements for SDE LA also to fill up all the vacancies and we will not allow to extend the order for only 80 SDE LA as being done since last 2-3 spells. 

 

22 NOV 17:  Sr CE Elect Mumbai writes to SE/EE Elect in West Zone of Maharashtra Circle with copy to concerned SSA/BA Head for saving electricity charges by rationalisation of contract demand wherein it has been directed that in all Exchanges/Buildings electricity connection should be LT and HT connection is allowed only in 35 Exchanges as per list given. 22 NOV 17: Meeting with Shri. Rajeev Soni, Sr. CE Elect Mumbai:  SNEA MH delegation consisting Com. Abhay Kesarkar, JS NRU SNEA MH, Com. Sameer Shinde, DS SNEA ACE Mumbai and Com. M. S. Adasul CS SNEA MH had meeting with Shri. Rajeev Soni, Sr. CE Elect Mumbai on 06/11/2017. The details of discussions are as follows.

·        At the beginning of the meeting, we conveyed sincere thanks to Shri. Rajeev Soni, Sr. CE Elect Mumbai and Shri. R. I. Yadava, CE Elect Nagpur for giving relief and justice to Com. Prashant Bhangale JTO Elect Parbhani by considering his genuine & pending request transfer from Parbhani to Aurangabad on medical grounds.

·        We also conveyed thanks for calling options of Looking After (LA) arrangement in grade of SE (E)  & EE ( E) and further requested CEE  to issue LA arrangement orders of executives with minimum dislocation and if any dislocation the request of the officer concerned may be given consideration and CEE assured to look into it. We requested to do the same procedure while conducting JTO to SDE LA arrangement also.

·        We also have discussions on the case of the Temporary Advances at Solapur and disciplinary proceedings thereof. We have raised the concern of CEE towards the double punishment in minor charge sheet as one side officer is given censure and other side the said amount is being recovered from the salary of the officer. We also requested to withhold the recovery orders till the appeal submitted by these officers is settled once for all. But CEE Mumbai informed that till today his office has not received appeal from any officer and he is not aware about the appeals if any directly submitted to CGMT MH Circle. We also elaborated our discussions with Shri. Pravin Varshney, PGM Elect New Delhi on the subject and requested for giving justice to the comrades who are not guilty but trapped in the case due to their innocence. We requested Sr CE Elect Mumbai to take lenient view in appeal cases of executives Temporary Advance.

·        We also draw his attention towards the new of considering only request of two JTOs working at tenure station as mutual transfers and issues thereof and how it will create unrest among the executives who are waiting for their request transfers.  We narrated unrest among the executives due to such pick and choose transfer and requested that instead of again considering such pick and giving scope for unrest among the Electrical wing Executives, it will be appropriate to give consideration to all the request transfers.

·        While discussing on filling up of the vacancies at the Electrical wing executives at remote and un popular places, we requested CEE Civil to have relook at the tenure stations for the executives in Electrical wing and give space for non-popular places like Solapur, Parbhani, Beed, Osmanabad, Nanded and Nandurbar where there is reluctance on part of these executives to join duties on transfers.

·        We also pointed out that due to hardship for working at these places, earlier Sr CE Elect Mumbai has given written assurances to the executives posted at these places for bring back to them on completion of two years, and the executives working at these places will definitely get relief and will be benefitted with Tenure transfer facilities. CEE Mumbai assured to look into it. We have handed over the set of copies of Transfer policy along with latest amendments and we conveyed as recognised association SNEA MH is ready for any support required by management in growth of BSNL and requested for transparent HR approach with equal treatment for all the executives.

·        While discussing development issues, CE Elect Mumbai instructed to have Energy Audit of every exchange for power saving from every SSA telecom authority by filling Data in given format on BSNL MH Intranet/every electrical Division.

·        We have raised issue of vehicles for executives in Electrical wing, Sr CE E Mumbai further informed that already vehicles are allotted to electrical wing executives under project  Phase VIII.4  for GSM expansion but it is unfortunate that none of executive in Electrical wing has submitted the estimate for approval and sanction of hired vehicle. He advised to direct executives in Electrical wing to use these vehicles and if required and justified more vehicles will be allotted to electrical wing executives.

·        We also and again have drawn the attention of CE Elect Mumbai towards the pending issues of Electrical wiring at Sanchar Quarters at Dadar & Wadala and unrest thereof. CE Elect Mumbai informed that the issues are created due to visit note of CE Civil issued in Jan 2017 and he only has put restrictions on making the partial concealed Electrical wiring and if matter is cleared by Shri. Kumar Manoj, CE Civil Mumbai, then his office also has no issue on it and his office will issue modification as demanded by the residents. He advised us to take up matter with Shri. Kumar Manoj, CE Civil Mumbai. 

·        The meeting with detail discussions on the different issues conclude with giving focus for issuing transfer & posting in transparent manner and to have focussed approach on the development issues and mainly the for active involvement of Electrical wing Executives in GSM Expansion Project VIII.4 and readiness of the BTS sites on part of electrical wing as per the schedule.

 

21 NOV 17:  Sr CE Elect Mumbai calls for choice stations on name of rotational transfers and choice are to be submitted by 30/11/2017. Letter <<<>>>

·        It is wrong practice in Electrical wing to transfer officers on name of rotational transfers

·        When there are guidelines for not issuing transfers for sake of transfers, same are not followed by Electrical wing.

·        SNEA MH has discussed the issue of pending request transfers with Sr CE Elect Mumbai and we have objected for only few pick and choose transfers on name of mutual transfer and then it was assured by CE Elect Mumbai to take care of all request transfers.

·        But while issuing letter it has been named as Rotational transfers and we will again take up matter to restrict it up to request transfers as being done in Telecom, Account wing.

·        No doubt, there will some transfers to accommodate request transfers, but it should not be mass rotational transfers against guidelines issued by BSNL Corporate office.

·        All the SDE Elect, JTO Elect who are in need of transfers may apply accordingly well within time along with certification of stay particulars by AO & EE Electrical concerned.

 

21 NOV 17:  Clarification on supply of Diary 2018 & Calendar 2018: DGM Admn Mumbai issued clarification to SSA Heads regarding procurement of BSNL Diary 2018 or payment of Rs 140 each  in lieu of Diary 2018 and for printing of BSNL Calendar 2018. Letter <<<>>>

·        Earlier as usual without any clarification AGM Admn Mumbai completed office formality by endorsing the BSNL Corporate office letter on printing of Diary 2018 & Calendar 2018.

·        In this endorsement letter, no guidelines were issued for SSA Heads about action to be taken and as happened in earlier years, this time also Admn section has created confusion and there was no clarity on the matter.

·        SNEA MH has raised objection on such careless & casual approach by Admn section and delaying Diary every year by creating confusion and finally paying certain amount in Salary of Feb/March against Diary.

·        We have demanded for giving clear directions to SSA Heads about procurement or printing of Diary 2018 and also clarity on printing of Calendar 2018 to avoid duplicity of printing Calendar by SSAs as well as by Mktg Section Mumbai and Shri. R.C. Chavan, DGM Admn Mumbai has assured to issue clear guidelines and same are issued  accordingly finishing confusion on the matter and SNEA MH conveys sincere thanks to him on his immediate action and issuing clarification which will help SSAs to take decision in time.

·        As per this clarification Marketing Section Mumbai will print Calendar 2018 and it will be distributed to all SSAs.

·        SSA Heads are now free either for payment of Rs 140 to each executive/non-executive or procure/print Diary as per the specifications issued by BSNL Corporate office.

·        This clarification is issued well within time and now DS concerned will have to take up matter either for printing/procurement of Diary 2018 at SSA level or to accept Rs 140 in Salary of Nov/Dec 2017 by all executives.  

 

21 NOV 17:  AGM Staff Mumbai issued orders for promotion from Stenographer Grade III to Personal Assistant. Letter <<<>>>

·        This order was much delayed due to administrative reasons and in many of the other Circles orders are issued long back.

·        In Maharashtra Circle the delay was mainly due to time taken by officers in understanding the BSNL Corporate Office Orders and finally SNEA Maharashtra has taken up this matter all concerned officers from time to time and finally with GM HR/Admn Mumbai and with his intervention this long awaited order is issued giving justice to these comrades.

·        SNEA Maharashtra congratulates all the promoted officers and welcomes them in the executive family.

18 NOV 17:  Fire incident at BSNL Admn Building, Circle Office, Santacruz (West) Mumbai: In an unfortunate Fire incident happened in Account Wing of Circle Office at C wing, Sixth Floor of BSNL Administrative Building, Santacruz (West) Mumbai on midnight of Saturday 11/11/2017 at about 1200 hrs, the files and Computers of CA & NOFN units of Account wing have been burnt.

·        The reasons of the fire incident are not yet fixed but it is being reported that the incident took place due to short circuit in the computer room of Account wing have been badly burnt.

·        This  fire incident was noticed by the Police who was on regular night round that to be when the window of the room at which fire took place was broken due to strong heat. Then the matter was reported to fire brigade by police and by moving vehicle in Staff Quarters in the same campus, Police intimated on speaker about the fire. After efforts of about one hour, the team of Fire Brigade was able to stop fire completed.

·        Though the Police announced the fire incident on speaker by moving announcement vehicle in the campus, only few senior officers reached spot and Shri. Peeyush Khare, CGMT MH Circle was one of the few officers who have reached spot immediately and took over the control of situation and he was supported by some SDEs/AGMs residing in the campus.

·        In total negligent and careless approach, many of the senior officers residing in the same campus which is just 200 metres away from their residence to fire spot have kept themselves away from this incident and seen the fire incident from resident.

·        This is response from such higher officers at the time of natural calamities and CGMT MH himself has expressed total displeasure on this inhuman behaviour of some of the officers being mute spectator even at this moment of crises causing loss to BSNL.  

·        There is no major damage as Fire Brigade took over the control on fire immediately, but the heat generated by this fire was so high that the fans on top of the are burnt and bend on the spot, the iron cupboards are burnt, files at some portion are totally burnt, more than 15 computers, monitors and printers are burnt and melted on the spot, some computers have gone faulty and entre floor is out of use as on today. Many files kept on table are burnt, but files kept in cupboards are safe to majority extent. There is no major damage to records of any other sections, but the records of CA & NOFN section are badly affected are we can say destroyed completely.

·        Due to smoke and heat generated, the entire floor of C wing is damaged and needs now major repairs as it is not possible to use it without major repairs and colouring. The basic works of taking accounting of damages, cleaning of floor, removing burnt articles is going on it will take about 20-30 days to restore damages happened due to this fire.

·        Further it is time to review, where this much file records are required for office working when we have implemented the ERP/CDR systems and there is need to immediately move towards the digitalisation of such records and making the use of ERP 100 % so that no such hard files are created and rotating on tables getting damaged and becoming reason to expand fire.

·        Some of rumours relating transfers in account with this fire incident are being discussed among certain gossips has no meaning and it was fire incident and unfortunately it was not noticed by two security guards available in the same campus and the fire alarm system installed in the entire building did not take not of it and it reason for review of installation of fire alarm systems.

·        In routine course many of the staff and officers have casual approach towards the fire safety majors and this has been underlined by this fire incident.

·        The damages here were very small because it was just small part of one floor of an administrative building and the losses could have been more if it would have been occurred in a technical installation and other such important units.

·        SNEA MH appeals all the comrades, to take care of fire safety majors at all BSNL Installations with immediate effect and by giving top priority to important telecom installations and offices having important records. The negligence on part of any comrade will definitely cause heavy loss to BSNL and some action may be initiated against some officers responsible for fire safety installations and hence one should be more alert, active and very sensitive on such critical issues.

 

18 NOV 17:  AD Staff Civil Mumbai issued transfer orders of JTO Civil including some modifications and some deputations for works Phase VIII.4 GSM Project.  Letter <<<>>>

·        One side, Shri. Kumar Manoj, GM HR/Admn Mumbai is repeatedly stressing that CGMT MH has put ban on transfer posting and no single transfer order will be issued before Feb-March 2018 and other side some transfers are being issued in this way.

·        It means the instructions of CGMT MH has no meaning/respect in the same Staff section meant for Civil wing or CGMT MH has not instructed to stop any transfers and his name is being used by GM HR/Admn for not issuing request transfers in Telecom Wing as even one to one mutual transfers are not given consideration.

·        SNEA MH will take up matter as fresh for consideration of requests having genuine grounds like medical/spouse working grounds and cases having one to one substitute without any further delay.

16 NOV 17:  Stringent orders for deduction of CL/EL by reducing relaxation on  overall working hours by neglecting the travelling condition of Mumbai and unrest thereof: DGM Admn Mumbai issued stringent order for deduction of leave from the account of officers/employees working in Circle office Mumbai by reducing time before and after office hours. Letter <<<>>>

·        It seems that Admn section is stretching this matter of timings of Biometric attendance unnecessarily and threatening well-disciplined employees and officers by issuing such letters and creating unrest.

·        It is fact that many of the employees and officers are attending offices in time and some are attending office either some time before prescribed office or sometime after prescribed office hours and overall seven hours duty is being completed.

·        But Admn section seems to be unhappy with such disciplined employees/officers and hence such unwanted letters are issued for deduction of CL/EL without consent of concerned officer/staff or his/her controlling officer thereby creating deliberate unrest among the employees and officers.

·        In all motivational addresses and in general, Shri. Peeyush Khare, CGMT MH Circle has always conveyed that there is no need of giving full working hours and he appeals everybody for dedicated/devoted contribution of minimum 3/4th of working hours and it comes six hours per day.

·        But here in total opposite stand to appeals by head of Circle, the Admn section dares to deduct EL/CL that to be directly by DGM Admn Mumbai thereby unofficially withdrawing powers of the controlling officers for sanctioning leave.   

·        It seems that Admn section has no respect to views of CGMT MH and has framed their own guidelines on this subject.

·        The Admn section also neglects the recent letter issued by Director HR BSNL Board for posting of officers in Circle Office wherein if has been appreciated that Maharashtra, the biggest Circle of BSNL has lowest percentage of working officers  in its Circle office.

·        This shows how the workload is being shared by the officers in Maharashtra Circle and definitely completion of works is not possible if these officers do not fully devote to BSNL.

·        By issuing such letters, Admn is treating these respectful officers like daily wages regular mazdoor who are bound to office hours and how can they expect some intellectual works by giving such low grade treatment to officers and no doubt for employees also.

·        It was quite possible that before issuing such order, the matter should have been discussed with the leaders of Union/associations in Circle office, but nothing has been done and such dictating order is issued and we cannot allow Admn section to implement such order.

·        It is fact that such extreme stringent timing conditions are not going to benefit anybody except Canteen contractor in Circle Office Mumbai. Since the introduction of bio metric attendance in Circle Office, the business of Canteen contractor has increased in manifold and the canteen contractor is reciprocating some officers in Admn section by providing special and free services.

·        It is most unfortunate that the officers in Admn section who are responsible for quality of food for all employees are enjoying special services at cost of other employee as there is much difference in quality of tea/food being supplied to the certain officers in Admn section and to staff and officers working in other sections.

·        It not now secrete that the Canteen contractor is providing tea of special quality to certain officers in Admn section daily in morning and afternoon  and we doubt that in reciprocating such special obligations by canteen contractor such decisions are taking by certain officers which are against views of CGMT MH Circle and definitely in favour of canteen contractor.

·        Further it seems that the officers in Admn section are not aware about the travelling conditions in Mumbai and if aware, they are under influence of somebody including canteen contractor and hence such decisions are being taken disrespecting trust of employees and officers.

·        With the start of works for Metro on different roads in Mumbai, the travelling time of many officers & staff has been doubled and here Admn section do not take its note but works against these odd conditions and creates trouble for its own officers and staff and it is much disgusting and unwanted.

·        Here other companies’ even Govt offices are taking decision for change in timing for employees due to heavy traffic on road due to metro works and same has been published in todays newspapers but the Admn section of BSNL is not worried about it and no question of any supportive decision for helping its workforce. 

·        Many of employees/officers in Mumbai are so disciplined and attending offices in time and even before making payments to Auto Riksha /Tax driver, parking the vehicles at suitable place they are giving preference to punching in biometric machine.

·        We have seen many employees who are in much hurry for following punching timings and there are chances that in such hurry somebody may meet any accident as conditions on road and in train are extremely horrible and Admn section needs to understand it.

·        We have also seen the employees and officers who travels back to office again if they forgot to punch outgoing timings due to oversight and such sincerity is being disrespected by issuing such letters.   

·        Due to this heavy crowd only 23 passengers have been died in Elphistone Road railway station and within period of one month such unethical order has been issued by Admn section of BSNL showing absence of sense of humanity.

·        The officers who are taking such decisions needs to be asked to practically study the travelling conditions in Mumbai by making them to travel by road/train from locations like Badalapur, Ambarnath, Kalyan, Dombiwali, Thane, Dahanu, Palghar, Vasai, Virar, Mira Road, Bhayandar etc and if they will successful in attending office in time then there will not be any difficulty on part of the other employees & officers to follow same.

·        After such travel only they can understand how it is difficult not only to travel by train during peak and even in normal hours but it is difficult to even enter in such crowed trains.

·        It is fact that BSNL is not in position to provide accommodation in Mumbai and sufficient salary even for senior officers to buy/purchase home in Mumbai and under such compulsions created by administration all are staying at such far away locations.

·        Even for officers/staff staying in staff quarters like Boriwali, Mulund, Powai, Fountain, Wadala and Dadar it takes one and half hour on an average to reach office and while travelling by road as well as by train he/she is dependent on the traffic conditions badly affected by metro works and hence there is need of time gap to meet such expected/unexpected odd conditions.

·        This facility of working after or before office hours has been granted for employees and officers of Maharashtra Govt working at Mantralaya and no any other PSU has put such compulsions of Biometric attendance and no chance for deduction of EL/CL that to be by office/officer other than controlling officers.

·        Some of employees and even senior officers are punching in biometric machine in the morning and going out of BSNL campus for different personal works and by coming to office in the late evening they will again punch in biometric machine as if they are working for full day and no question of deduction of EL/CL from his/her account.

·        But here DGM Admn will deduct EL/CL from employee /officers who work for full day and is late/leave early by some minutes and show that they want to maintain discipline is not at all correct and Admn section has to look into such individuals who are playing with administration and not to trouble masses for the failure of administration to control such culprit individuals.

·        Here Admn section is treating BSNL employees and officers at par with employees of private companies but forgets the similar treatment when it is matter of facilities to employees. If they want treat employees with private company employees then there is need to extend the facilities also at par and unfortunately nothing is being done on its part and failure of Admn section has been repeatedly seen even in providing basic requirements like Diary as every year due to deliberate negligence by officers in Admn section, instead of supplying Diary petty amount is being reimbursed.

·        If it supply of Diary is difficult task for administration then we can understand that it is not possible for administration to provide accommodation for all these employees and officers in Mumbai and that to be campus of the office so as attend office in such stringent conditions and as such there is no moral right for deducting EL/CL without consent of employee/officer.    

·        Further if DGM Admn has to decide the attendance of all officers and staff then what is need of all other controlling officers and said officer is not in position to grant leave or accept late duty how can one extract work from the subordinate staff needs to be understood in larger prospective.

·        Also in no way we can allow DGM Admn Mumbai or his staff to deduct CL/EL from the credit of employee and it is power of controlling officer and same needs to be kept with controlling officer.

·        All employees and officers will be ready not only for maintaining office timings but will be fully ready for one hour extra work daily if they are provided residential accommodation in Santacruz Colony or nearby in Santacruz from where one can attend office within period of one hour and some minimum level of facilities are provided equally to all.

·        We have received many complaints from the members & employees about difficulties in meeting the obligation created by this order and need of its review.

·        If administration is deducting EL/CL in this way, then in case any officer/employee is compelled to stay in office after office hours or on holidays, then same administration should pay them the salary/overtime for excess working hours/days, but nothing has been mentioned in this letter about it.

·        Further if in this way CL/EL are deducted then staff/officers are to leave the office immediately as they reach the timings defined by this order regardless they have work in hand, they are in any meeting by neglecting where meeting is over or not and no need to continue to meeting even for single minute after these stringent office timings conditions. In this case officers in Admn section will have to be happy that their condition of timings is followed.

·        If anyone comes late or goes early than the prescribed timings, the responsibility of work is with him/her and now in case of such forceful deduction of EL/CL, the pending works needs to handed over to substitute staff/officers and one cannot be compelled to complete work during such forced leave and hope  Admn section will understand it and make arrangements of substitutes for completion of works during forceful leave period and unfortunately nothing has been mentioned about it in this order.

·        Further many of officers are completing some office works while home after office hours and in such stringent conditions, there is no need to take such overload and care of works and everybody will worry about punching timings and will take care that his/her EL/CL is not deducted directly by DGM Admn as expressed and expected in this letter.  

·        We never demand for much relaxation and all unions and association in Mumbai have always supported administration for discipline and no one opposed implementation of Biometric attendance, but it seems that such support is taken as granted by administration and hence such one sided orders are issued.

·        Elaboration of these facts does not mean that we are provoking staff and officers to come late and go early, but we seriously mean that the admn section is neglecting the genuine difficulties while working in Mumbai and  there is need of corrections to better extent.

·        We will definitely bring all these facts to the knowledge of administration and we will take up matter for relaxation for before and after office hours timings at least by one hour i.e. employee/officer attending office between 0900 hrs to 1830 hrs and completing seven hours duty as mentioned in letter, then he/she should be treated   fully present on duty and we are hopeful that this will be accepted by the administration.

·        Let us hope that Administration in Circle Office will understand these extreme conditions of Mumbai and difficulties faced by employees and officers working in Mumbai and will allow them to contribute their responsibility peacefully and we will not be forced to agitate on this simple matter of mutual trust.

 

16 NOV 17:  CAO FC Mumbai conveys in writing that the request Transfer applications of three Account Officers for Nashik SSA are kept on hold.  Letter <<<>>>

·        It is intimated that these three officers from Ahmednagar, Dhule & Nanded have requested for Nashik SSA and there is no AO available in Nashik SSA for posting as substitute to these officers who have completed ten years of service in Nashik SSA from entry in basic cadre.

·        As such these officers will have to wait for getting such suitable substitute or may opt to any other choice SSA.

·        In case there are vacancies in Nashik SSA, then the request of these officers to Nashik SSA can be considered by posting substitute from Circle level long stayed officers to Ahmednagar, Dhule and Nanded as the case may be.

·        Substitutes also can be posted from the units/SSAs having officers more than the required manpower like ITPC Pune & Kolhapur SSA and for this review of requirement and availability of officers on basis of Revenue of SSAs needs to be taken.

·        But if no vacancy exists in Nashik SSA, they will have to wait for creation of vacancy or they can opt for any other choice SSA having substitute with 10 years stay at that SSA or having vacancy in their cadre.

·         As such, now there is need to review the vacancy position, required strength and excess officers, let us hope that FC section makes this exercise and give justice to these officers by considering their request transfer which is now kept on hold.

·        It is not only time to review the difficulties faced by filed units in project Uddan, but it is time to review the need of such projects like Project Uddan and its usefulness or practical use of manpower in such projects , incentives  and salary pad to employees working under such projects and generation of revenue thereof.

·        All DS/COB and activists are requested to send their views on usefulness of Project UDDAN with justification and realisation of revenue thereof.

14 NOV 17:  CONFUSION ON PRINTING DIARY 2018 & CALENDAR 20182018 CONTINUES: AGM Admn Mumbai completed formality of endorsing unreadable copy of BSNL CO letter for printing of Diary 2018 & Calendar 2017. Letter <<<>>>

·        It has become practice of Admn section of Circle Office Mumbai that all letters are just endorsed and important section like Admn is not able to upload fair and readable copies of letters causing difficulties for filed units.

·        Such unfair and photo copies carelessly uploaded on MH Intranet increases expenditure on printing of  copies as more ink taken by printers while printing photo copy in place of PDF copy and it affects the quality of print also.

·        But AGM Admn Mumbai continues to allow his staff to continue with such careless approach for completing formalities and not bothering about quality of work as many of letters  of Admn section are uploaded in word or photo file only..

·        Not only careless approach for printing, but as usual AGM Admn Mumbai has completed formality by endorsing letter to all SSA Heads and no guidelines are issued where SSA Heads have to procure Diary 2018 or it will be supplied centrally from Mumbai.

·        Same is case with Calendar 2018, AGM Admn has not informed where SSAs will print calendar or it will be centrally printed by Admn Section Mumbai or Marketing Section Mumbai.

·        Due to such careless approach only, in last year Calendars were printed by Circle Office and also by some of SSAs making it double expenditure and wastage of manpower.

·        Also the calendars were received on delay i.e. in month of February 2017 wherein two months were passed and its distribution to customer was further delayed damaging image of BSNL and many calendars were kept dumped in offices wasting good amount of BSNL and defeating purpose of priming calendars by BSNL.

·        Same is case with printing of Diary and after endorsing this letter AGM Admn Mumbai will/may keep mum till end of December 2017 OR will keeping matter shunted in file without any decision so that rift is created among the different association for supply of Diary and finally the orders for reimbursement of money on name of Diary will be issued and the very purpose of printing Diary by BSNL will be defeated.

·        In SSA like Pune, it’s not possible to procure Diary due to Expenditure amount crossing limit of purchase without tender and SSA neither print or procure Diary nor reimburse money and executives and non-executives are kept on waiting for Diary.  

·        It was expected that Circle Management takes decision well in advance and inform all SSAs where Diary is to be printed by SSA, procured by SSA, to be taken form associations or will be procured centrally, but nothing has been clarified.

·        SNEA MH will take up matter with Circle Management for clear and timely guidelines on this subject and action by concerned units/sections & officers for supply of Calendar 2018 and Diary 2018 by end of December 2017 or at least on first day of New Year 2018 i.e. 01/01/2018 to all officers/staff working in offices as well as field units and mainly to the esteemed subscribers of BSNL. 

 

14 NOV 17:  AGM Admn BSNL Corp Office issued orders for extension of additional data facility on GSM service connection provided to executives and in Maharashtra Circle this has been already implemented since revision of Plan 525, till anybody has any issue, he/she may get it modified accordingly from CSCs. 13 NOV 17:  DGM FC Mumbai issued long awaited Request transfers of Account Personal with minimum transfers as substitute against request transfers. Order <<<>>>

·        First time in the history of FC section, the transfers are issued in very transparent manner by publishing the steps and data being used for considering request transfers.

·        Earlier some of request transfers were given consideration at the cost of company by backdoor management by some officers and some of executives from tenure stations were harassed by issuing Own Cost transfers and matter was later settled with intervention of SNEA MH, but it took long time.

·        But this time, in very positive step and going towards equal treatment to all executives, all the request transfers are given consideration at Own Cost and all transfers of substitutes from long stay are given transfers in the interest of service and no scope is given for backdoor adjustment for getting request transfer at choice station at cost of BSNL.

·        The substitutes for tenure transfers are given from Circle Long stay list and substitutes for Non-Tenure transfers are given from SSA long stay list and transfer policy has been fully respected in posting substitutes in each case of transfer.

·        The request of all executives received in FC section and executives who have completed two years of service in working SSA have been given consideration.

·        Some of the long stayed officers are posted at far away distance as they have not submitted options even though same was called by name that to well within time by FC section and before issuing orders.

·        The executives who have given such options are given posting at such suitable places and the certain executives kept faith by on wrong assurances that in account wing no transfers will be issued and no need to give options as called by FC section.

·        Only issue we find in this transfers is double transfers at the interest officers i.e. some long stay officers are transferred from some of SSAs and other long stayed officers are posted as substitute and same could have been avoided by transferring one officer and reducing expenses on one transfer.

·        e.g. Some Officer from Goa are transferred to Gadchiroli to meet shortage and at the same time some officers from Sindhudurg & other SSAs are transferred to Goa and all these transfers are in the interest of service. In this case skipping officers from Goa, the long stayed officers from Sindhudurg could have been directly double transfers from & to Goa and thus the amount of TA/TP on some transfers could have been saved.

·        SNEA MH has received very few grievances about these transfer orders and we will take up such genuine cases for cancellation/modification.

·        But we have received many calls for appreciation of officers in FC section for consideration of all request transfers in transparent manner and well within the transfer policy guidelines. Also many officers from Telecom wing have expressed their feeling for following transfer policy equally for all.

·        SNEA MH conveys sincere thanks and gratitude to Shri. Madhav Pundhe, GM Fin Mumbai, Shri. Vivek Mahavar, GM Fin Pune and who looked after charge of GM Fin Pune during leave period and given directions to FC section for taking all issues well within transfer policy, Mrs. Ashwini Bhonge DGM FC Mumbai who has been taken pains for collection of data of stay particulars as there was much reluctance in giving long stay data by some of offices/officers, studying and understanding transfer policy to the perfect depth, Shri. K.R. Patro, CAO FC Mumbai, Mrs. Supriya Gedam, JAO FC Mumbai for taking sincere efforts for giving consideration to all request transfers, starting process of transparent process of transfer posting for Account Personal in Maharashtra Circle and giving confidence to the executives in account wing that henceforth all the executives will be given equal treatment and there is no scope for managing transfers as was being done earlier for long time wherein many of the officers in account wing were harassed by undue transfers and some selected officers were permitted to manage either to be at the same post/SSA for years together or to manage to get transfers at choice place at cost of BSNL.

·        SNEA MH assures its comrades who have genuine medical grounds and who have  feeling that his/her transfer is not issued as per transfer policy that their request will be taken up and pursued for its consideration and they are appealed to send their grievances if any to Com. 13 NOV 17:  Sr CE Electrical Mumbai issued orders for reorganisation of Electrical unit under Electrical Sub Division at Goa by creating one section office of JTO Electrical at Madgaon. Letter <<<>>>

·        Com. Jitendra Gharat, JTO Elect Madgaon is posted as in charge of this new unit and it will reduce difficulties in day to day functioning of Electrical unit at Madgaon and thus one of the long pending demands raised by SNEA MH is settled.

·        This issue was pursued by Com. S. A. Aga, DS SNEA Goa and matter was discussed by Com. Abhay Kesarkar, JS NRU SNEA MH & Com. Sameer Shinde DS SNEA ACE Mumbai in last two meetings with Sr CE Electrical Mumbai.

·        SNEA MH conveys sincere thanks to Shri. Rajeev Soni Sr CE Elect Mumbai & Com. Ramdham SDE EP Mumbai for keeping assurance given to SNEA delegation and also for taking immediate and positive action for reducing difficulties of executives for smooth functioning of unit.

13 NOV 17:  As updated earlier after long stay list of SDEs, now AGM Staff Mumbai published list of long stay list of DEs in tertiary of Maharashtra Circle including DEs from WTP, WTR, BBNW, ITPC, and Inspection who are in territory of Maharashtra Circle. Letter <<<>>>

·        The missing names if any are to be intimated by 20/11/2017.

·        The names of officers with stay less than five years will not be considered for tenure posting and there is no need to worry on their part.

·        The officers who have once completed all India Hard tenure will not be again posted to tenure stations.

·        Names of the Officers already transferred/under transfer needs to be excluded and the long stay list practically starts from the Sr No. 9 who comes at top most position of the long stay list.

·        Officers with age 55 and above will be excluded from the long stay list for posting at All India tenure stations.

·        Individuals may ascertain their position in the long stay list and take advance decision & act accordingly.

 

11 NOV 17:  Mrs Sujata T. Ray, Director HR BSNL Board issued direction to all CGMs in BSNL for reduction of Executives from the Circle Offices at par with Maharashtra Circle. Letter <<<>>>

·        It is proposed to transfer 25% Executives of total working strength at BSNL Corporate office to field units.

·        Maharashtra Circle which is biggest Circle all Over India has least executives in Circle Office which is 11% of the total Executive Strength and it has been taken as base line for calculations.

·        Many other Circles have higher percentage of executives in the Circle Offices and all have been directed to reduce executive strength up to 11 to 15% of total Executives working in the Circle.

·        Thus there is no meaning in the fowl cry by some officers that there are excess officers in Circle Office Mumbai.

·        As such there will be no transfers of Telecom wing officers from Circle Office Mumbai on name of excess officers.

·        This letter shows figures is in respect of Telecom Wing officers and these directives will be applicable to all streams & Cadres.  

·        The Executives diverted are to be posted to field units in BA/SSA to improve supervision and customer service as per administrative convenience.

10 NOV 17:  Long stay transfers out of Maharashtra Circle: AGM Staff Mumbai published list of long stay list of SDEs in tertiary of Maharashtra Circle including SDEs from WTP, WTR, BBNW, ITPC, and Inspection who are in territory of Maharashtra Circle. Letter <<<>>>

·        This list is being and will be further operated for posting substitutes for considering incoming requests to territory of Maharashtra Circle from the SDEs who have completed their tenure period at All India Hard Tenure stations.

·        As there was much confusion among the executives about their position in the long stay list, SNEA MH has requested for publishing updated list of SDEs & DEs in long stay list of Maharashtra Circle and accordingly this list of 100 long stayed SDEs is published today.

·        The names of officers working at All India Soft Tenure stations in Maharashtra Circle are excluded from the list of the long stay list.  

·        The long stay list of DEs will be published is under preparations and will be published shortly.

·        The list of SDEs in Civil Wing has been published long back and we are reproducing it here for update information of executives. <<<>>>

·        We are also pursuing for long stay list of SDEs/EEs in Electrical Wing and it hopefully it will be published within month after updating the data.

·        There is overall shortage of executives in account wing in Maharashtra Circle and hence these officers are not transferred out of Maharashtra Circle. 

·        Of the late, it has been observed that many of the officers in SDE/DE cadre transferred to All India hard Tenure Stations like J & K Circle, NE Circles and A&N Circle are submitting representation for cancellation of transfer orders or for retention of orders or for change of Circle and its copies are submitted to SNEA for persuasion of the individual case and we are trying our level best for it and getting success to certain extent in resolved genuine individual requests.

·        It was quiet possible to consider such requests, when such representations are/were less in number and we could give justice to the comrades by understanding their genuine grievances and difficulties.

·        But when number of such representations has increased to the extent that every officer transferred to All India Hard Tenure station is submitting representation for cancellation/retention/ modification etc and in many cases the grounds submitted are also genuine, it has become difficult task to get it done for all such requests and the concerned executives are compelled to join the All India hard Tenure stations.

·        Some of such executives keeps prolonged patience by not joining these stations even when their salary is stopped through ERP relieving and it creates problems for him as well as his family members.

·        Further the executives who have completed their tenure at All India Tenure stations are held up as they are not relieved till the substitute joins at the transferred place. 

·        This happens because the executives do not keep watch on their position in the long stay list for transfers out of Maharashtra Circle and if someone watches the list then also he is under wrong impression that my number is not at the Top five and hence my transfer will not be issued.

·        Some of them keep faith on the rumours and assurances given by colleges as well as some subordinate staff/leaders that no such transfer will be issued but transfer order is being issued as per the long stay list.

·        Fact is that, the officer with lonest stay and age below 55 years as on 31st March of the Financial Year in which the transfer order is issued is liable for transfer for All India Tenure station and the officer with lonest stay and age below 57 years as on 31st March of the Financial Year in which the transfer order is issued is liable for transfer for Non-tenure Circles.

·        This is not applicable for officers working at All India Soft Tenure Stations and in Maharashtra Circle only Sindhudurg and Gadchiroli are the All India Soft Tenure stations.

·        As on today the officers in SDE Cadre who have joined Maharashtra Circle in Year 1991 as JTO & age below 55 years as on 31st March 2018 are at the Top position in the long stay list and the officers in DE (Adhoc/Regular) Cadre who have joined Maharashtra Circle in Year 1992 as JTO & age below 55 years as on 31st March 2018 are at the Top position in the long stay list and hence liable for transfer to All India Hard Tenure stations.

·        Earlier the long stay list was prepared only for Telecom Circle and now days the long stay list is prepared combine for stay in Territory of Telecom circle including officers working in Non-Recruiting Circles. i.e. long stay list for Maharashtra Circle is prepared including the officers working as SDE/DE in Maharashtra Telecom Circle and officers from Circles viz. WTP, WTR, BBNW, ITPC, and Inspection & Telecom Factory Mumbai who are working in territory of Maharashtra Circle.

·        The female executives are not posted to Tenure Circles/Stations till someone submits willingness for posting to these stations, but there is no restrictions on their transfers to non-tenure Circles.   

·        The tenure period of all India hard tenure stations is minimum one Year and maximum two years depending on the SSA in which he will be posted.

·        The transfers to and from all India Tenure stations are issued in the interest of service and facilities like double HRA at par with last working station, retention of FSRTC, Posting at choice Circle/station after  completion of tenure etc are granted on transfer to All India Tenure stations.

·        As such all concerned officers are go through the list ascertain their position in the long stay list and act accordingly by

A.  Be ready for transfer at any of the All India hard Tenure Stations i.e.  J & K Circle, NE Circles and A&N Circle and part area of NTR Circle, NETF Circle.

OR

B.    He may opt well in advance for any of the all India Hard Tenure Circle or All India Soft Tenure Circle which he thinks most suitable for him and avoid transfer at Circle not suitable to him or at unwanted Circle/station.

OR.

C.   If he do not want to go for all India hard Tenure stations then he should opt for all India Soft Tenure stations and in Maharashtra Circle Gadchiroli & Sindhudurg SSAs which are declared as All India Soft Tenure stations with persuasion by SNEA MH.

OR

D.  If anyone want to avoid transfer to All India hard as well Soft Tenure stations he /she may opt for other non-tenure Circles and such transfers are normally considered at Own cost.

OR

E.    If anyone in the long stay list and having genuine medical problems for self or dependent, comes under physically handicapped category & having certificate issued by competent authority may submit such representation well in advance along with to CGMT MH Circle for exclusion of names form the long stay list.

F.    Further, if anyone is in need of delayed transfer i.e. who want to postpone his transfer for genuine reason like education of children, genuine family grounds  he also needs to apply for  it well in advance and not after orders are issued.

Ø SNEA MH appeals all the comrades in long stay list and others who have similar or les stay in Maharashtra Circle to have critical analysis of their position in the long stay list and take an advance action as above to avoid last minute rush, hardship in getting transfer orders modified, cancelled or getting retention on genuine grounds.

Ø Further we appeal to others who are not in long stay list not to opt for All India Hard Tenure stations at their own as there are much difficulties at tenure stations and if BSNL goes for special recruitment of officer for all India Hard Tenure stations in future, then the no officers transferred to tenure stations will be reduced/stopped and there may not be need to transfer officers out of Maharashtra Circle.     

 

 10 NOV 17:  BSNL Corporate office authorises Circle to get their requirement printed on need basis with certain guidelines on subject matter.  Letter <<<>>>

·        This time, Corporate office has issued instructions in advance and let us hope that Maharashtra Circle management will take immediate action so that Calendar and Diary 2018 are made available by end of 2017 and on first day of Year 2018 all the executives and VIP customer will get BSNL Diary and BSNL Calendar 2018.

·        Marketing section will take care to print the calendars so that it is supplied before 1st Jan 2018 and not in month of March as happened during last year and care will be taken to print calendars to the extent it can be distributed and not just for keeping in stores as undistributed calendars.

·        We all should pray that this year the Admn Section of Circle Office should decide well in advance where BSNL Diary 2018 will be printed by office by calling tender/quotations or will purchase Diaries printed by associations or distribute cash against Diary payment in monthly Salary of Dec 2018 and will not keep matter running between tables and offices till February as seen the past.

·        Also the decision on authorisation to SSAs for printing/procurement of BSNL Diary 2018 by SSA or its supply centrally from Maharashtra Circle so that SSA like Pune/Nagpur/Kalyan/Nashik   wherein quantity is higher size can take initiatives to supply/print diary well in advance and everybody gets it on 01/01/2018.

 9 NOV 17:  DGM SR BSNL Corp Office issued clarifications for deduction of subscription of executives for membership of association. Letter <<<>>>

·        It is pertinent that hundreds of executives who have opted for becoming member of SNEA as fresh member after April 2017 are not considered by some Account Officers and hence SNEA CHQ has taken up matter with BSNL Corporate office.

·        Accordingly, it has been clarified that executives who are not member of any association or non-executives promoted as Executives and Fresh Executives recruited by BSNL can opt for membership of association by 10th of every month for membership of association of his/her choice and monthly deduction of association membership will start immediately and now such willing officers will not be compelled to wait for six months.

·        The Executives who are members of any association can now opt for change of association or withdraw membership of association twice in year i.e. from 16th December to 15th January and from 16th June to 15th July and change/withdrawal of membership will not be permitted after this period of two months.

·        Henceforth, on inter SSA/Circle transfers, there is no need to submit fresh option by executive and DDO concerned will mention association subscription details in LPC (Last Pay Certificate) being issued on transfer of concerned executive.

·        All DSs/DTs are requested to immediately submit the options received/collected by them to DDO concerned and see that salary deduction is started from this month onwards with the pending subscription from the month by which concerned officer has submitted his option.  

 

 9 NOV 17:  AGM S&M Mumbai endorsed the letter analysing targets and achievements in FTTH connections done by different Circles. Letter <<<>>>

·        The efforts of Maharashtra Circle are appreciated “doing well” as Maharashtra Circle has achieved 87.9 % targets of Sept 2017 with expectations for more efforts to meet 100% target.

·        All the comrades of Maharashtra Circle are appealed to take some more efforts to achieve the targets for left out all five month and mainly to achieve yearly targets well in advance.
