31 DEC 14: BLACK
MAGIC IS WORKING IN BSNL MAHARASHTRA CIRCLE: Yes Comrades , we have no option other than to
believe that black magic is working in BSNL Maharashtra Circle as yesterday we
have witnessed that a single and illegal relieving order was issued by Circle
Office Mumbai when none of the responsible officer was present in the Office. Order <<<>>>

SNEA (I) MH strongly condemns such pick and choose & totally biased order issued in unofficial
manner with injustice to many of executives.
·
This is order of Com. B.D.Gaikar, so called DS
AIBSNLEA Nashik who was demanding immunity from transfer for last seven months
as he is responsible Office Bearers by becoming DS by replacing earlier DS over
the period of night when orders for long stay were to be issued by Circle
office.
·
It is important that without conducting any formal meeting and just
to avoid long stay transfer of Com. B.D. Gaikar SDE become DS
and asked for immunity. This came to notice when some of comrades of AIBSNLEA
made complaint to Shri. M.K. Jain on his visit to Nashik and in written
also that there was no any meeting of AIBSNLEA Nashik was conducted and hence
this claim for immunity is illegal and is affecting members of AIBSNLEA who are in long stay for
out of Nashik transfer .

But on such written complaints also no action was taken and Shri. Suresh
Babu Prajapati GMT Nashik and Shri. M. K. Jain CGMT MH kept
“mum” for months together by calling clarification from Circle Office and when
it was understood that some action was being taken by Circle Office for
granting immunity and transferring next long stay officers including members of
SNEA (I) Nashik and Com. S.A.Bhadane DS SNEA (I) Nashik wrote letter on
misuse of immunity and same was taken care after continuous persuasion by SNEA
(I) MH with Shri. M. K. Jain, CGMT MH and on 19/11/2014 Circle Office
issued letter that immunity is not applicable in this case. In entire process
the role of Shri. M.K. Jain, CGMT MH was very important and due to
his intentional delay in taking decision on immunity issue Com.
B.D.Gaikar got illegal time of more than seven months for not reliving from
Nashik to Jalgaon.

When matter was rejected for immunity from MH Circle first step of
black magic was seen when transfer order of Com. B.D. Gaikar was issued by
BSNL CO on recommendation of CGM ITPC Pune by overruling the
conditions of long stay. You may remember that in willingness
called for ITPC Pune it was clearly mentioned that officers in long stay list
will not be considered for posting to ITPC Pune. The same was neglected by BSNL
CO and order was issued for transfer to ITPC in which SDEs are transferred from
MH Circle to ITPC including many of long stayed officers and same was brought
to notice of competent authority by SNEA (I) MH.

The matter was recently discussed with Shri.
S.S.Agarwal Sr GM Pers BSNL CO, during his visit to Mumbai, who also has
agreed that if transfers for ITPC are issued of SDEs in long stay list then it is wrong and will be cancelled and matter was
discussed in front of Shri. Pravin Malhotra Sr GM HR/Admn Mumbai, who also
supported the facts. Then Maharashtra Circle also has informed BSNL CO that
none of SDE can be relived for ITPC Pune due to shortage of SDEs and requested
for posting SDEs from other Circles.

But on close
of year 2014, we have to believe it was black magic that made our dashing and
very intelligent CGMT MH to work under pressure and to issue single order by
neglecting standing instructions on the subject and forgetting some ethical
guidelines to be followed by highest authority of biggest Circle in BSNL.
·
This order is issued when AGM Staff Mumbai, DGM
HR/Admn, Sr GM HR/Admn Mumbai, CGMT MH i.e. all the responsible officers for
transfer posting of executives were on leave , order for relieving of single
SDE is issued with signature of another AGM who is not having officially charge
of AGM Staff Mumbai. When we see that no. of files are pending even for want of clerks
this order was issued without any formal process of office work and when CGMT
MH had written DO letter to BSNL CO just before week that none of officer from
Maharashtra Circle under transfer to ITPC Pune
can be relived due to shortage of SDEs. Apart from this more than 12
requests of SDEs and five requests of JTOs are straight rightly rejected by
CGMT MH on name of shortage of executives in Maharashtra Circle. This is possible
only due to ideas like “Black Magic” normally we do not believe as not
supported by science and in this case we have to believe as it is understood
that order is issued when everyone from section clerk to CGMT MH was on leave on the day.

We have traced the source of this “BLACK Magic” and
surprisingly it was sms by Shri. M. K. Jain CGMT MH to Shri. Pravin
Malhotra Sr GM HR/Admn Mumbai and its downward transmission and it worked
like black magic and order was issued in lightening speed and within no time
with signature of AGM whoever is AGM available in the office as AGM Staff also
in on long leave.

It is most important that this entire process is being adopted by
CGMT MH while on leave from Rajasthan where he is on family tour on All India
LTC for last one week and unfortunately he has used such out of turn authority
for supporting SDE who is under transfer from Nashik to Jalgaon since May 2014
and was not relieved by Shri. Suresh Babu Prajapati GMT Nashik may
again due to black magic.

Just before four days delegation of SNEA (I) Nashik had meeting
with GMT Nashik on relieving of many of SDEs under transfer including this SDE,
he has assured that next day i.e. on 27/12/2014 his office will issue orders
for relieving for all SDEs under transfer. But he did not act as he was
controlled by black magic and gave time for this officer and his god fathers to
approach a “Bangalee Baba” for illegal favor and same is
highly successful as under tremendous pressure of said “Baba” and when none
of officer was present in the office, the transfer order on pick and choose
basis was issued without any formal approval in file and uploaded on MH
Intranet in lightening speed.

The biased approach of CGMT MH is visible from the facts that in so
many cases when everything is available in file and some 2-3 pages of note
sheet making issues & facts clear are not sufficient for him to understand
issue and take decision and he returns files with remark “Please discuss”
or “put up with some additional details”. This funda is applied by CGMT MH in
file being repeatedly processed for reliving of Com. V.P.
Kulkarni CS AIBSNLEA MH for last six months on basis of longest stayed DE
in Maharashtra Circle with about 29 years stay in Nashik SSA. But till today
CGMT MH has not taken any concrete decision when file has been rightly
processed about misuse of immunity continuously for more than five years by Com.
V.P.Kulkarni CS AIBSNLEA MH.

But in present case of reliving Com. B.D. Gaikar, without seeing
file and any note sheet and without ascertaining facts, Shri. M.K.
Jain CGMT MH selected name of Com.B.D.Gaikar, SDE under
transfer on long stay criteria, send by name sms to Sr GM HR/Admn and in
lightening speed his orders are issued. We all know that Shri. M.K. Jain CGMT
MH is highly intelligent, knows each and every subject, officers in Maharashtra
Circle and we were till not having any idea about his memory power about
remembering single name out of 10 officers that to be of level of SDEs which
are not directly related to CGMT. This is just
amazing and nothing less than miracle.

It is understood that on receipt of this order GMT Nashik also has
taken fast decision and order for relieving of Com.
B.D.Gaikar SDE to ITPC Pune has been processed in files by Nashik SSA. Now it is only
black magic which works, otherwise Shri. Suresh Babu Prajapati GMT Nashik, who
has not taken any decision for last seven months on relieving of Com.B.D.Gaikar
on
long stay transfer from Nashik to Jalgaon, is forced to take action in
lightening speed for relieving of Com.B.D.Gaikar SDE and DS
AIBSNLEA Nashik by forgetting his need for association activities as claimed for
immunity from Nashik to ITPC.

Now, it is well known that the persons who offers black magic
charges heavy money from the person trapped and we have doubt that in this
official BLACK MAGIC also strong dose of Money has been applied which
has forced all officers to work in lightening speed and when entire officers
were on leave.
·
By taking note of such illegal and biased orders, when we have
contacted all concerned officers in chain and found that many of them were not
aware about this transfer order as they were on leave but this sms action was
confirmed by CGMT MH & Sr GM HR/Admn Mumbai.
·
SNEA (I)
Maharashtra registered strong protest over such pick and choose policy adopted only
for leaders of AIBSNLEA neglected members of AIBSNLEA as well as AIBSNLEA and
informed him that SNEA (I) will not tolerate injustice and demands for equal
treatment for all executives in entire Maharashtra Circle.

We have made it clear to CGMT MH that he is doing undue and illegal
and adopting unethical method just to favor
Com. B.D. Gaikar, DS AIBSNLEA and Com.
V.P.Kulkarni CS AIBSNLEA who are applying different “Funda” for avoiding long
stay transfers for years together and as CGMT MH he is supporting.

Shri. M.K.Jain, CGMT MH informed us that there
noting wrong done by him but it was pressure from BSNL CO to relive some
officers to ITPC Pune, and hence he has sent sms directions to GM HR/Admn to
relive Com. Gaikar. When we have questioned why only Com. Gaikar is relieved on
pick and choose basis and what about others, he was pleading that all others
are from Pune and he has taken decision to relive only Com. Gaikar as he is
ready to go ITPC. This important that hundreds of SDEs and JTOs have submitted
willingness to ITPC Pune at Own
cost and our CGMT MH is ready to relive only Com. Gaikar who long stayed
officer and that to the cost
of BSNL as this order to IPC Pune is in the interest of service.

We questioned what made him to issue sms while he is on leave, he
informed that it is nothing like leave he is taking care of issues during leave
also. Then we have brought to his notice why he has not applied any such action
for others cases including one female SDE who is being harassed by his office
on name of complaint by Com.V.P.Kulkarni CS AIBSNLEA and
her
salary is stopped for last three months even though she was working in office and she had
personally met to him as CGMT MH and while he was in office and it was quiet
possible for him to take decision on such genuine matter created by himself by
writing internal note on such complaint, CGMT MH was not having any answer and
diverted issue by quoting some other names of such request for retention up to
31/03/2014.

We made it further clear that SNEA (I) MH has no objection for such
orders of long stayed officers if it is equally applied for all executives who
are under long stay transfers and requested CGMT MH to cancel all such orders
under long stay and at the same time relieve all officers under request
transfer without waiting for substitute as done for the officers for whom Com. B.D.
Gaikar and Com.V.P. Kulkarni are substitutes are relived without
waiting for substitute. But without assuring any such action he assured to
discuss the issue and review the matter as he is joining office today.

Shri. Pravin Malhitra, Sr GM HR/Admn
Mumbai informed that he has always supported for legal methods and in this case
he has just forwarded sms instructions of his boss and same has acted and
single order is issued.
·
Comrades, all these facts prevails that now no one will be
transferred on basis of long stay and SNEA (I) MH is searching out the
procedures and guidelines of this “Black Magic” and will inform
members under transfer on long stay accordingly and they also can adopt such
fundas and avoid transfers under long stay and please do not worry the charges
of black Magic which may be just in multiples of your monthly Salary.

At this stage we all should be happy to know that there is way to
avoid long stay transfers and this black magic works on CGMT MH not only while
he or his officers are on duty, but it works while entire officers are on leave
and hence very effective .
·
We have no doubt Comrades about corrective action by
Shri. M.K. Jain CGMT MH, as some such
orders were issued in recent past but when the issues
were brought to notice of Shri. M.K. Jain CGMT MH, he has taken review on
the basis of feedback given by SNEA(I) MH and in this case also it quite
possible that BSNL rules will be followed and order on pick and choose basis
and overruling long stay criteria will be cancelled.

No doubt here also positive & corrective
action is taken as it is understood that in this case also verbal instructions are
issued after office hours for not implementation of this order and hope fully
this verbal order will be converted in written order today and matter will be
reviewed as fresh and SNEA (I) MH is ready for any discussions on this
subject and we will stand with our demand for equal treatment for all executives
and will oppose biased approach only in certain cases.

SNEA (I) MH will meet Shri. M.K. Jain, CGMT MH today
and again register protest & put forth anguish among the executives in
Maharashtra Circle along with all facts , figures and documents on such biased
and illegal methods adopted by some leaders and its support by some of officers
in Circle Management.
·
Unfortunately these are the same leaders who have agreed for
uniform Transfer Policy for all executives proposed by same Circle Management also
and these leaders have been mute spectators when common members were
transferred and have become super active when their turn comes under same
policy of long stay and unfortunately very intelligent, the officer having
through knowledge of rules and regulations, who knows every issue to depth like
Shri.
M.K. Jain is made to work and act in such illegal way and while he was on
LTC leave and only hence comrades, we have to believe this “Black Magic”.
30 DEC 14: BSNL CO issued reminder for sending
VCRs, APRs & Assessment Reports for SDE Reg DPC under 67% Seniority cum
Fitness Quota and now issued time schedule for submitting Screening Committee
Reports and APRs. Letter <<<>>>
It is good news for Maharashtra Comrades
that with prompt & timely action by officers in Establishment Section
and with keen persuasion by District Secretaries & Circle Office Bearers of
SNEA (I) Maharashtra, all the APRs & VCRs were received in time by Circle
Office from all SSAs and entire information of Maharashtra Circle i.e. VCRs and
Assessment Sheet for this DPC has been sent to BSNL CO by speed post as well as
by email on 26/12/2014 itself. Now Maharashtra Circle is ready to
handover the hard copies of APRs & Assessment Sheet at any time. But
unfortunately in this schedule Maharashtra Circle is given slot on last day
i.e. on 28/01/2014, after period of more than one month. Further, on the same
day, many of the major Circles have been given time slot which may create heavy
rush in single and being last day. SNEA (I) MH will take up matter for
allotment of early time slot/schedule for submission of hard copies of this
information by Maharashtra Circle.
29 DEC 14: Cheating on name & fame of
BSNL continues now on name of Recruitment of “Telecom Assistants” in BSNL call
centres: The fraudulent persons continue to cheat
public by using name and fame of BSNL. Earlier these culprits have targeted
Doctors on name of Medical treatments of BSNL employees and benefits to their
hospitals, then to landlords for leasing out land for constructions of BSNL
towers and now on name of recruitment of TTAs in BSNL. Bogus Appointment letter <<<>>>
·
These culprits
apply one after other ideas for cheating public by using name & fame of
BSNL and trapping innocents in their net.
·
In this new
concept, the needy persons are being trapped with such bogus calls on some known
information of BSNL and here also same method may be used by bogus issuing
call letters even on letter pad of BSNL with stamp & signature and post of
Dy GM Pers Delhi
·
In an
appointment letter dated 18/12/2014 issued to one Mr. Akash Meshram, directly on name of Dy General Manager Personal BSNL without
name but with Signature, Stamp & bogus Office Address at D-27, Connaught
Place, Inner Circle, New Delhi it is
informed that the person will be recruited on permanent post of Telecom
Assistant and it is informed that person appointed will be provided laptop,
Mobile Handset with sim card and dress code. To go ahead with job one has
to undergo 25 days training and thereafter joining letter will be issued and
for joining one has to deposit Rs. 5800 as Security deposit and it is assured
that this amount will be refunded after completion of said 25 days training.
·
It is
specifically stressed that security deposit is to be deposited in Bank Account
of BSNL on name of authorised Financer Officer of BSNL. This letter assures for
different existing and non existence allowances and insurances to recruited
person.
·
It is important
that name of BSNL is misused for cheating public openly and unfortunately no
action is taken for any misuse by BSNL authorities at any level. There
needs to be have special unit to keep watch on such misuse of BSNL name and
authority and stop harassment & cheating of public, unfortunately nothing
is seen for last 4-5 years and culprits use to trap & cheat innocent public
on name of BSNL, thereby spoiling image of BSNL.
·
If we look at
small advertisements in many of the newspapers it is seen that there are many
works and vacancies in BSNL, but unfortunately BSNL management does not know
about it.
·
In earlier
occasions also SNEA(I) has taken initiatives against such cheatings and our
comrades of SNEA(I) Kalyan have played vital role in stopping such cheating of
doctors by culprits and by action of alerts comrades one person was arrested
and since then the cheating of doctors has been reduced rather stopped at least
in Maharashtra Circle.
·
But thereafter
funda of leasing private land was raised and call centre same was also raised
& defeated by SNEA (I) by directly calling concerned phone numbers and
making them clear that such bogus letters have been taken note seriously and
they will have to face action for such misleading and cheating ideas and since
then we have not received much complaints on leasing out land for BSNL.
·
In present
case also we have called on the said numbers and at first instance it was
informed that one urgent meeting is going on and please call after half an
hour. When we called after half an hour, both the numbers are no reply and till
now the numbers are not being replied.
·
All these
facts confirm that this entire matter is cheating idea on name & fame of
BSNL.
·
We have brought
the facts to notice of concerned officers in BSNL and let us hope that
serious note of this crime is taken by someone in BSNL at competent position
and action is taken against misuse of BSNL name, fame, letter pad, logo and
fraudulent signatures which are crimes in eyes of law.
·
Only positive we
employees and executives of BSNL can take from this is that the value, prestige
& importance of BSNL till continues and note that if many of the culprits are able to earn lakhs
& Crores of rupees just by using name of BSNL, many of the vendors and
partners of BSNL are earning Crores from and on name of BSNL and we the
permanent stakeholders of BSNL should understand the values of services and job
we own and devote more on BSNL works as
we have got best opportunity to serve in this company, owned by Govt of India.

All comrades are
requested to take note of it and take timely care by bringing awareness among
the general public, friends & relatives so that no one comes in trap of
such culprits and be part to stop misuse of name of BSNL by best possible
ways.

At the
outset we gave warm welcome to Shri.
S.S.Agarwal Sr GM
Pers BSNL CO to Mumbai and conveyed thanks to him for settlement of many of the
HR issues of executives and specially conveyed thanks for considering request
from SNEA(I) for removing stringent condition for posting of executives to
parent SSA after completion of three years Tenure at All India Soft Tenure
stations, clear guidelines for excluding the officers with Physical Disability
and having mentally retarded child from the list of long stay transfers, and
taking stand to exclude the officers from long stay transfers who are facing
problems of incurable disease for self and close parents. We also conveyed for
giving consideration to requests for change of station in DE Regular promotion,
retention of female executives, partial retention in Maharashtra Circle etc and
issuing timely transfer orders of executives completing All India tenures.

We had
detail discussions on many of the HR issues with HR in charge for entire BSNL
at Corporate Office.
Ř
SDE Regular
Promotions under 67% Seniority cum Fitness quota: We brought to his notice the unrest
among the executives on over delayed SDE Regular promotions under 67% Seniority
Cum Fitness quota, he informed that his office is ready for issuing orders
except some pending cases of APRs & VCs and on verdict & clearance from
Hon. Ernakulum Court, his office will take immediate steps to issue the
promotion orders from JTO to SDE.

Status of
Different Court cases and action by BSNL CO: He also discussed the persuasion of court
cases by BSNL Corporate Office and problems faced in dealing repeated court
cases on different HR issues. He added that BSNL CO has received directions
from DoT to file review in Hon. Supreme Court in seniority case for list No. 6
& 7 on merit of case and steps are being initiated in this direction.
During discussions, he added that in notional fixation case demand for fixation
from cumulative effect and arrears thereof was the main issues causing
financial bourdon n BSNL. We also discussed the issues due seniority case and
confusion among the comrades, wherein he made it clear that this verdict has
created impact on overall promotions in BSNL and necessary steps are being
taken by his office to streamline issues, but it will take much time to settle
entire issues.

Recruitment of
TTAs & JTOs in BSNL & Special Recruitment for Hard tenure stations: We further discussed about recruitment of
JTOs & TTAs in BSNL and he informed that there is need of JTOs & TTAs
and same is being taken care by Establishment section and he is not having much
update on this subject. We have brought to his notice about the huge &
repetitive expenditure being made by BSNL on frequent transfers and mainly on
transfers to Far Off Tenure places and need on part of BSNL to have special
recruitment for Tenure Areas. He agreed
with heavy expenditure being made on chain of transfers to tenure stations, but
expressed his inability to overcome this expenditure as manpower is required to
maintain services all over India. He also added that his office cannot restrict
and limit recruitments for specific area as JTO is Circle cadre and same is not
possible in TTA cadre as recruitment is always open for locals as well as
persons from other areas. He also mentioned that present guidelines of BSNL in
restricting transfers out of Tenure Circle are more than sufficient to meet
requirement at shortage places as well as Tenure places, but many of executives
are creating pressure for premature transfers on name of Temporary Transfers
and hence the repeated transfers are involved. He further agreed that
recruitment of TTAs locally will solve shortage of manpower to certain extent.

Standard Pay
Scales & 30% Superannuation benefits: When we raised the issues about Standard
Pay scales and 30 % superannuation befits, he informed that till there are much
hurdles on settlement of both the important HR issues including merger of BSNL
and MTNL where is pay difference exists and in merger of issue itself has much
more angles. He made it clear that certain decesions are dependent on
prevailing conditions and E1A & E2A scales were also part of such strategies
& best options of the time, but over the period it has created issues which
needs to be addressed and temporary majors of five increment has given some
relief but there is need of final solution on this subject. About 30%
superannuation befits, he informed that he is not having much updates as said
issue is being taken care by other units, but agreed that both the issues needs
to be resolved for smooth resolutions of HR issues and BSNL is step by step
moving towards the resolution of issues and with discussions are going on with
Forum of Associations in BSNL.

First Time
Bound Promotion equally in Four Years for all Executives: We have brought to his notice about the
unrest among the executives specifically recruited in year 1993-94 and how they
are victim of conflicts and different stand taken by BSNL on implementation of
first Time Bound promotion in Four Years. Responding it, Shri. Agarwal informed
that there is no such proposal as on today and it is not possible to implement
it. We then brought to his notice how seniors are already benefitted with first
TBP in four years and juniors also benefitted after Pay revision and only lot
of 3 to 4 thousand executives specially then JTOs are deprived due to condition
of touching upper scale or Six years service and how it is matter of just one
increment for one or maximum two years. We narrated the unrest among the
executives as many of them are drawing less salary than juniors and stressed
upon to settle this issue as Hon. Court also has given directions to bring uniformity
in First TBP for all executives. GM Pers assured to look into issues.

DE Regular
Promotions and disturbance to executives in Maharashtra Circle: We have brought to his notice injustice
made to Maharashtra Circle & executives working thereof in DE Regular
promotions and posting wherein 40 DEs are transferred out of Maharashtra Circle
when 176 post of DEs are vacant in Maharashtra Circle itself and more than 35
post of DEs are vacant in Non recruiting Circle in territory of Maharashtra Circle.
He confirmed that there was wrong calculation in DE Vacancy in Maharashtra
Circle at earlier stage and GS SNEA(I) CHQ has brought it to notice of his
office and by the time matter was finalized, many of DEs under transfer on
promotion have joined new assignment. He further added that this time many of
the comrades have joined under fear of TBP date as on 01/10/2014 and hence it
was difficult to make changes partially making difference between juniors and
seniors and to avoid conflict & complaints, his office has taken decision
not to incorporate change in posting of DEs Regular posted out of Maharashtra
Circle except few genuine cases.

We
categorically informed him that there was much need of DEs in Maharashtra
Circle, the most developing Circle in
comparison with Odisha Circle as all transferred officers were working as DE
L/A for long time. Our request was strongly supported by Sr GM HR/Admn Mumbai
stating that there is acute shortage of DEs in Maharashtra Circle and many of
SSAs are without single DE Regular. On the contrary all DEs transferred to
Circles like Odisha are not having justified work as given works in sharing
load with earlier DEs. It has created conflict as many of DEs working in L/A
arrangements for years together have faced reversion in said circles creating
humiliating situation for officers working as DE L/A for years together. We
made it clear that Odisha Circle was not in need of this much DEs and same has
been confirmed by CS SNEA (I) Odessa and many of the senior officers in Odessa
Circle as on joining of news DEs, the work of earlier DEs have been divided
among them and it is under utilization of manpower that to be at such higher
level posts. He informed that his office is unaware of such under utilization
and assured to review & look into matter and to take care of such issues in
further promotions.

We
brought to his notice about grievances & problems being faced by DEs posted
out of Maharashtra Circle at Far off places, he assured that all those who
have respected orders issued by BSNL CO and joined at transferred places, will
be brought back to their parent Circles after completion of two years period
and till time they will have to fully devote to the present assignments.

Pick &
Choose posting to ITPC Pune and unrest among Maharashtra Executives: We have brought to his notice about the unrest among the comrades in
Maharashtra Circle due to biased approach first by office of CGM ITPC Pune and
its blind support by BSNL CO wherein transfer orders are issued on pick and choose
basis. We brought to his notice that the letters calling for willingness for
ITPC have clearly mentioned that the officers under long stay transfers will
not be considered for posting to ITPC Pune and while orders are issued for ITPC
Pune, many of the officers under long stay transfers are part of this transfer
order. GM Pers informed that his office has issued orders purely on
recommendation of office of CGM ITPC Pune and nothing has been done on part
BSNL CO except confirmation of names for out of Circle transfers. He further
added that ITPC Pune had sent three different letters of such recommendations
and mainly on basis of recommendations in first list order were issued. We made
it clear that how it was pick and choose basis
and how it has given scope for malpractices in such recommendation list in
breaks & three parts by ITPC Pune and quoted many of examples. Shri. Pravin Malhotra Sr GM HR &
Admn Mumbai also added that many of the officers in long stay list are included
in this order. He further informed that Maharashtra Circle is facing acute
shortage of SDEs and it is not possible to relive SDEs from Maharashtra Circle
and as ITPC serves for entire west Zone executives should be deputed to ITPC
from entire West Zone. Sr GM Pers stressed upon need of executives at ITPC as
many of the works are being centralized at ITPC due to CDR
& ERP. We have made it clear that SNEA (I) has no objection on
posting to ITPC, but basic guidelines should have been followed and equal
opportunity should be officers who have applied well within time and were
waiting for administrative procedure and recommendations of Maharashtra Circle
are kept in dark as none of application is recommended by Maharashtra Circle
and are still pending as strategic decision to recommend the cases to other
circles. Sr GM Pers informed that his office has considered cases on the basis
of recommendation of Maharashtra Circle and special letters giving list of
officers recommended by ITPC were written by BSNL CO to CGMT MH Circle for
same. Sr GM HR/A Mumbai confirmed that none of letter has received by MH Circle
before issuing any orders and directly orders for ITPC Pune have came to his
office. Thus we were successful in establishing facts that there was pick and
choose method adopted in posting to ITPC and stressed on review of the posting.
After understanding facts and real issues, Shri. Agarwal assured to review the
orders a fresh and assured that names of long stayed officers will be excluded
from the transfer orders. He also requested to give brief note on this subject
giving the facts so that issues can be resolved.

All India Hard
Tenure for Gadchiroli SSA: We put forward the problems faced by our executives working in Gadchiroli
District and how the executives completing Circle Tenure at this most difficult
station of Maharashtra Circle are made to repeat again for All India tenure
thus making it of total tenure of four to five years. We informed that
Maharashtra Circle has originally sent proposal for hard tenure of Gadchiroli
District and it was on part of BSNL CO that it was declared as All India Soft
tenure instead of All India Hard tenure. Shri. Agarwal asked what is status by Government departments, Shri Malhotra Sr GM
Personal informed that it is not All India Tenure for Central Government, but
added that for BSNL conditions at Gadchiroli are difficult and our executives
are facing real problems and in some cases problems are more than the Hard
tenure stations. After details discussions, Shri. Agarwal assured that on
return to Delhi, he will look into Hard Tenure issue of Gadchiroli SSA and see
how can be executives at Gadchiroli are given some relief from present
conditions.

Membership in BSNL & issues thereof: We had also detail discussions on process
of membership verification of Associations in BSNL issues thereof including
pending court case on the matter, probable date of referendum, efforts made by
associations and BSNL for have better referendum process in BSNL applicability
of single Association with membership open to all BSNL Officers, with
reservation of certain post of Office Bearers of recognized Association to deal
with issues of rosters of SC/CT executives, & leadership of associations
etc.

within Maharashtra Circle: When Shri. Agarwal asked about HR issues of Maharashtra Circle, we have
informed him that in Maharashtra Circle we have no pending issues as his office
has posted best Officer like Shri.
Pravin Malhotra, as Sr
GM HR/Admn Mumbai who is taking care of all issues by amicable solutions and in
better interest of employees as well as BSNL and same are supported by Shri. M. K. Jain, CGMT MH and added that we have no pending issues
except time taken in settlement of issues but for us overall results are very
fruitful. We conveyed him & his office thanks for posting both the HR
officers of Maharashtra Circle with positive approach and having concern for
problems of executives. He added that he is aware about approach of Shri.
Malhotra and his excellence in dealing with HR issues. He also added that for
many of the cases Shri. Malhotra directly speaks to him for resolutions of
issues and his office also take due note of suggestions and requests from him.

for Circle Office Mumbai: We also discussed and asked status of the request from Maharashtra Circle
for Five days week, he informed that there are no chances and it is need of
hour that one should give more time to BSNL.

cases of Maharashtra Comrades related to All India Hard Tenure stations: We also have discussed about some of
individual cases pending at BSNL CO and requested him to look into issues as
these cases are related to posting to Hard Tenure stations.

We had
very fruitful and meaningful discussions and many of our issues were supported
by Shri. Pravin Malhotra Sr GM HR Admn Mumbai throughout the
discussions. Shri. S.S. Agarwal, Sr GM Personal has also shown full
interest in all the issues raised by SNEA (I) MH and gave update information on
present status and future course of action being taken by BSNL Corporate Office
on different HR issues of executives in BSNL. He also assured to take care of
all issues of executives in days to come and his approach will be to have
uniform and policy based system for dealing with HR issues.

Sebastin, GS/SNEA(I) and other NCOA leaders met Sri K. D. Tripathi, Secretary
DPE and held detailed discussions on the following issues related to the
Executives in CPSUs:
a) Constitution of 3rd Pay Revision committee, b) merger of
50% IDA, c) monitoring the implementation of various guidelines issued by DPE
on 30% superannuation, pension, corpus fund etc, d) Review of PRP, pay revision
for sick PSUs, e) revival of sick PSUs, f) issues related to women Executives
in CPSU and guidelines, g) NPA etc.
Secretary DPE informed that the proposal
for constitution of new Pay revision committee is already processed with the
approval of Hon Minister and send to PMO. Final decision has to be taken by
Union Cabinet. On 50% IDA merger, the proposal will be considered when similar
action is taken in case of Central Govt employees. On other issues, Sec/DPE
sought more feedback so that DPE can take further steps. Sri A. K. Pavadia, Jt
Sec/DPE was also present in the meeting.
23 DEC 14: AGM Estt Mumbai issued reminder for
missing APRs of 44 SDEs/DES for Time Bound Promotion Orders from E4 to E5 Scale

SNEA (I) MH is receiving many complaints
about missing names in this TBP order from E4 to E5 issued on 22/12/2014. Even
though orders for TBP promotions are issued for 179 SDE/DEs, the orders for 152
SDE/DEs are pending for want of Vigilance Clearance from BSNL Corporate
Office & Missing APRs as per above list. The orders for TBP of remaining all 152 SDEs/DEs will
be issued on receipt of Vigilance Clearance Reports from BSNL CO and mainly
after receipt of APRs from concerned units/SSAs and thereafter process of DPC.
All DS and concerned Officers are requested to look into matter of missing APRs
and send attested copies of APRs at the earliest to AD HRD-I Circle Office

letter issued by BSNL CO for revision of landline & CDMA Pulse rate w.e.f.

It is most unfortunate that while
there is no change in calls to be made to network of other Private Operators,
there is increase by 33.33 % in call rates
which will be made to BSNLs own network
and there will be increase by 50% on calls to be made from BSNLT to MTNL
Mumbai& Delhi Network. This is how our
authorities at BSNL are away from the actual requirement of the landline customers.
It is fact that many of the BSNL landline customers are surrendering landline
mainly due to heavy rental and now this increase in call rates on its own
network will not benefit BSNL but it will have reverse effect and there will be
many fold impact increasing number of landline & CDMA surrender cases. From
such decesions, it is seen that BSNL management has decided to close its own
and basic services on which Crores of rupees have been invested by BSNL &
now investing by adding NGN switches with expenditure of hundreds of Crores.
This is really serious matter and SNEA (I) MH will take up this matter with
concerned authorities.

22 DEC 14: Complete collapse of Regulatory Mechanism
in BSNL deliberately engineered and carefully planned by top BSNL Management to
facilitate private operators squeeze and wreck havoc with resources of BSNL.
Allowing private operators to have cake walk in 3 G ICR case in Supreme Court
classic instance of BSNL Management compromising legitimate business interests
of the Company at a time when it is profusely bleeding:
The move to
systematically demolish a once robust regulatory mechanism in BSNL started
nearly four years before and today it is non- existent. Systematically
demolishing Regulatory Mechanism of such a gigantic telecom company was a well
calculated and planned strategy of top BSNL Management with ulterior and
dubious motives to allow private operators to have a free ground vis-a-vis
eating into the revenues of BSNL and they have succeeded in their sinister
designs. Regulatory mechanisms are today the nerve centres of telecom service
providers and BSNL is having nothing such as regulation today. Nothing means
really nothing. This deserves strongest condemnation of BSNL
Management for allowing continuance of a situation where private operators have
a free and unhindered walk by eating into the vitals of the Company and are
allowed to jeopardize legitimate business interests of the Company wilfully.
These are the credentials of BSNL Management. What a pity. How management is
directly contributing deliberately towards disaster of the Company.
Director
(CM)/BSNL must and has to own total responsibility and must be taken to severe
task for serious, unpardonable and deliberate lapse of allowing Private
Operators to have a free run in 3G ICR case in Supreme Court Vis-a-Vis BSNL: Since 90% of the regulatory
issues relate to wireless segment of the business, Director(CM), with nearly
more than a one and a half year in the saddle now, should have taken immediate
action to ensure that a robust and vibrant regulatory mechanism is put in
place. Despite persistent pleadings by this Association to take immediate
action to have a robust regulatory mechanism in place, Director (CM) took just
no action and the result of all this was that BSNL was not represented in the
Supreme Court recently in the most important case of 3G ICR case recently and
obviously Supreme Court did not stay the order of TDSAT to allow private
operators to roam in 3G segment through illegitimate ICR pacts. Who pays for
the massive losses that BSNL is suffering from in 3G segment because of
cartelization by Vodafone, Idea and Airtel? We have good reasons to conclude that top BSNL
Management has been part and parcel of facilitating this cartelization and
allowing private operators to encroach upon 3G business of BSNL through
illegitimate ICR pacts and eat into resources of BSNL. From the discussions
with top management of BSNL, it appears as if this is not even an issue for
them. We did not expect action from previous Director (CM) for very obvious
reasons, but new Director (CM) on whom huge expectations hinged has
disappointed and betrayed the trust of the Company by allowing its interests to
be compromised. Will Director (CM), instead of acting in a bureaucratic way, be
proactive, tough and take actions on the ground that lead to tangible results.
It is high time for young Director (CM) to introspect and initiate serious and
meaningful initiatives that restore his credibility. Director (CM) should be conscious of the fact
that for the first time potential wireless segment of the Company has gone into
the red and he has to own up responsibility and must be held accountable for
this debacle.
The
beginning of all this should be to immediately have a very strong, lively and
vibrant Regulatory Mechanism in the Company where people having complete
knowledge of very complex issues relating to telecom policy regimes,
networking, regulatory policy frameworks, IUC, telecom traffic flows, tariff
structures are posted. Let the present mechanism which is non- existent be done
away with as quickly as possible. Heads would have
rolled over for such a lapse in a private enterprise.
22 DEC 14: Meeting with CMD / BSNL: CHQ president, AGS, Com
Dahiya, CS/TN and CS/BSNL CO met CMD on 19-12-2014 and conveyed strongest
resentment of the Association because of deliberate failure of BSNL Management
to let allow private operators to have a free go in the Supreme Court in the 3G
ICR case since BSNL was not represented and naturally Supreme Court did not
stay the operation of TDSAT judgement to allow private operators to offer 3G
services through illegitimate ICR pacts. Even though DOT pleaded for interim
injunction on the operation of the TDSAT Judgement, but it did not cut much ice
with the Court since 3G business of BSNL is adversely impacted through such
illegitimate policy breaches. This plea cannot be put forth by DOT since it is
a licensor/policy enforcer and it has to restrict its arguments to policy
breaches. BSNLs 3G business is impacted and violation of this breach of policy
is affecting 3G business of BSNL only. BSNL had exclusive locus standi to pitch
this argument but since it was not represented, Supreme Court did not stay
order of TDSAT and private operators had naturally a free run which was
facilitated by BSNL Management, we informed CMD.
We also informed CMD that critical Regulatory
Mechanism in BSNL is collapsed and is non-existent today. Immediate action
needs to be taken to put in place a very robust and lively Regulatory Mechanism
to take care of critical and very intricate regulatory issues which have become
extremely significant and relevant in present day telecom scenario, we urged
upon CMD. It is really very sad and unfortunate that BSNL, which once had a
very tough and viable regulatory mechanism to defend its interests in various
Courts, today has nothing like regulation, we apprised CMD. CMD assured that he
would act immediately on this important issue.
22 DEC 14: Meeting with Director (CM): CHQ president, AGS Com Dahiya, CS/TN and CS/BSNL CO
met Director (CM) on 19-12-2014 and conveyed to him also serious resentment of
the Association over the lapse of BSNL Management in not defending 3G ICR case
in Supreme Court and thereby allowing private operators to have their way on
such an important issue. We reminded Director (CM) that, since 90% of the
regulatory issues pertain to CM wing, it was prime responsibility of Director
(CM) to ensure that a very robust regulatory mechanism exists to defend policy
and regulatory issues in various courts. We also reminded him that on several
occasions in the past, this Association requested his intervention on this
important issue but nothing really happened.
Finally, we once again urged upon him to take
action on war footing to put in place a very formidable and sound Regulatory
Mechanism in the Company since more than 90% of regulatory issues relate to
wireless segment. We also suggested that Regulatory wing of BSNL should be
under direct control of Director (CM). We were assured of a very quick
response.

the house. Com. D. N. Chandanshive, Com. H. A. Ainapure & Com. S. S.
Pagar raised issue of cash handling by CSC In charges & requested to
transfer this responsibility to Accounts Officers. Com. C. M.
Surpure, raised issue of his discrepancy in date of joining on promotion
due to court case & his pending request transfer to Ahmednagar SSA.

After listening grievances of comrades the house was first
addressed by Com. M. M. Wadhwani, Jt. Secretary Kalyan SNEA(I) MH &
in his address Com. Wadhwani told
that it is a great day for Kalyan as we are having a SSA head who is BSNL
Promotee Officer & BSNL kalian is taking grip on overall functioning ,
growth & development of Kalyan. He also raised concerns regarding falling
market share & revenues of Kalyan SSA & need of response from our side.
He informed the house that under prevailing similar conditions other SSA have
performed better than Kalyan SSA & Kalyan has slipped from its second to
fourth position in Landline Connections, BB Connections & overall CFA
Revenue. He further requested the house to rise up to the situation & work
hard for retaining the lost glory of Kalyan SSA.

Com. A. M. Singh, CEC Member Kalyan in his studied
address informed the house about his recent experiences since he has taken
charge of DE Vasai & told the house that due to different working approach
followed he is able to take over grip of day to day activities and restoration
of BSNL services. He made commitment to achieve zero pending fault position by
start of New Year & assured that with active support of all executives and
non executives he will change the face of Vasai area for better and trusted
services to BSNL customers. He further informed about various administrative
hurdles being faced by Executives in Kalyan SSA & requested GMT Kalyan to
streamline process of allotment for all stores, material, etc specially
allotment of Batteries as they are very critical for fault free services. He
also requested to support our New GM Shri. D. G. Kulkarni & stand by his
orders and insisted that Decisions made by SSA head should be final &
binding for all.

Com. M N Kotambe, DS SNEA (I) Kalyan in his speech
motivating Com. M. N. Kotambe, welcomed all the newly joined members &
appreciated them for strengthening SNEA (I) Kalyan and assured for total
solutions for their issues on platform of SNEA (I) Kalyan. He informed the
house about miscreants in Kalyan SSA who are spoiling the work atmosphere in
Kalyan SSA and made members to be apart from such miscreatents. Some of the
office bearers of unions are being given misleading information & are made
to take on issues that are not in favor of our beloved company and this is real
matter of concern to face challenges before Kalyan SSA. He assured to look into
issues related to handling of cash ay CSCs. He appreciated the prompt working
style of Circle & CHQ Leadership specially CS Com. M S Adasul &
requested him for early resolution of deadlock in transfers from Kalyan to
Circle Office & Interim pay relief for JTO’s recruited after 2009 batch.
While concluding speech to give more time for direct interaction of members
with CS, he requested all the member to be united
& be ready for the membership verification to be held in May 2015. He
conveyed thanks to GMT Kalyan for settlement of all HR issues of executives and
appealed for same co-operation in future.

Shri. D. G. Kulkarni, GMT Kalyan, in his Special &
studied address mentioned that he is getting good support from field officers
in routine works & specially in BB fault clearance which is being monitored
directly by CGMT MH on daily basis. He informed that efforts are being taken
& slowly & gradually Kalyan SSA will come on track. He expressed his
concerns regarding performance of CM due to huge no. of long pending BTS faults
& assured that within 1 month all the BTS sites will be restored. He also
appreciated efforts taken by Com. R. G.
Dalvi AGM in restoring BTS Sites. He also appreciated Com. M. H. Kalkar DE Tarapur for
his hard work & prompt action for providing connections to the newly opened
government offices under his area after formation of Palghar District &
requested CS Com. M S Adasul to take efforts for posting more such officers in
Kalyan SSA. He conveyed that he will
provide full support to the field officers & will not hesitate to grant
oral approvals also if situation demands for betterment of service. He
specially thanked CS Com. M S
Adasul for extending his continuous & prompt support for many issues
& categorically mentioned that dispute and adamant stand to lock Virar
(West) Exchange by landlord due to nonpayment of rent was settled within 20
minutes and telephone services halted for 2-3 days were restored. He also
apprised house on support from Com. Adasul in settlement of any of the issues
related to payment staled in ERP.

Adasul, Circle Secretary SNEA(I) MH
in his marathon speech CS spoke about all the HR issues currently being
pursued at Circle & CHQ level like JTO (T) to SDE (T) DPC under 67% quota,
LDCE Promotions, transfer issues, first time bound promotion in 4 years,
ongoing court cases in various promotions & stand of SNEA(I), etc. He
assured that the deadlock situation in transfer of executives from Kalyan to
Circle Office will be resolved soon & also assured about resolution of Pay
parity issue of JTO’s recruited after 2009 batch.

CS welcomed all the newly Joined members to SNEA family &
requested all the members to work with hard work & without any fear &
greed under influence of anyone including vendors & contractors. He
explained that the approach of working is very important for every person &
good work always earns respect & reputation for self & company.

CS expressed his concerns about degrading reputation of Kalyan SSA
in Circle Office especially in receipt of reports by various sections and
subjects. He insisted DS Kalyan to identify & act against those people who
are spreading negative energy in Kalyan SSA & creating hurdle in overall development
of Kalyan SSA.

CS explained the house the hurdles created by CS AIBSNLEA MH in
consideration of request transfers from Kalyan to Circle office by raising
misleading concept of MMRDA targeting disturbance to executives working in
Kalyan SSA, Raigad SSA & Circle Office Mumbai as majority of executives in
all three units are members of SNEA(I) . CS categorically mentioned the
negative attitude on part of AIBSNLEA MH as such demand if accepted by
management would have affected many of the Account Wing Officers who are
presently members of AIBSNLEA and are
breaking their tenures by such transfers. CS informed how SNEA (I) MH has
defeated this sinister idea & illegal demand by CS AIBSNLEA in support of
some of officers in Circle management. He also informed the house about the
reasons in delay in considering request transfers to Circle office Mumbai and
how visit of group of 3-4 executives to then DGM HR/Admn has created big hurdle
and stalemate in overall process. He
assured house that this issue is on top priority of SNEA (I) MH and matter will
be resolved as per Uniform Policy prepared by Maharashtra Circle for dealing
with inter SSA transfers and very shortly matter will be resolved. But it will
not be mass transfers and orders may be issued on the basis of maximum 10 %
criteria as referred in transfer policy. He appealed comrades not to come in
trap of some of comrades spreading rumors on this subject under frustration and
be firm on their requests and withdraw if they really do not need transfers to
Circle office Mumbai.

CS approached efforts taken by Shri.
D. G. Kulkarni as GMT Kalyan and informed that such sincere efforts were never
seen by any of the SSA Head in recent past. He appreciated his devotion and
dedication towards the resolutions of issues to majority extent and sometimes
the decision process is held up due to misleading information by some
individuals.

By quoting
classic example of manmade hurdles in Mohan Puram new Exchange proposal for newly developed
Kat rap Area of Badalapur City wherein
BSNL is likely to get more than 1000 connections that to in a free
accommodation being provided by landlord with internal wiring and inbuilt
ducting for cables and BSNL can easily grab this business with minimum
expenditure and with available resources and how entire matter was kept on hold
for last two years by misleading information in files by SDE Planning and IFA
Kalyan and how after intervention of SNEA(I) matter has been resolved and given
proper direction. He also expressed displeasure that even after clear signal
from Circle Office, till said officers are threatening for Vigilance cases and
till GMT Com. Kulkarni and his some officers are under such trap of fear
tactics created by own officers of BSNL. He appealed Com. Kulkarni to take tough
stand and proceed further without any fear in mind and SNEA (I) will support
all such positive issues for growth of BSNL.

He further appealed to Com.
D.G. Kulkarni to overcome manmade hurdles in fearless manner and till he has
some fear mind then he can opt membership of SNEA (I) and assured that SNEA (I)
will take care of all such issues and fears created by individuals as SNEA (I)
has tradition to deal with such anti BSNL peoples & safeguarding interest
of its members who are working for BSNL. He
made it clear that acceptance of membership is individual’s choice and
regardless of membership SNEA (I) will continue with its support in all
development works of BSNL Kalyan.

20 DEC 14: Contempt case relating to repatriation
ITS in Hon'ble HC of Delhi:
Hon’ble Court,
short of passing a formal order for breach and contempt of its Judgement
delivered by Hon’ble High Court in March, 2012 regarding repatriation of ITS,
came very close to terming the actions of DOT as amounting to contempt of
Court. At one point of time, the Hon’ble bench asked DOTs counsel to
immediately and personally summon Secy/DOT to the Court to explain the conduct
and actions of DOT in completely breaching implementation of the Judgement of
the Court and persistently misleading the Court regarding its implementation.
However, after
painstaking pleadings and explanation by DOTs counsel and his assurances to the
Hon’ble Court that necessary corrective actions would be initiated towards
implementation of the judgement in letter and spirit, the matter was posted to
5th March, 2015. What
is extremely important is that Hon’ble High Court felt completely convinced and
satisfied, after detailed arguments by counsel of SNEA (I) that DOT has
perpetrated clear breach of Judgement amounting to contempt. The stand of
this Association towards ITS repatriation is undoubtedly getting vindicated.

from their tight schedule to address the Special GB of SNEA (I) Aurangabad. He
highlighted on agitation call for indefinite strike by Forum of Unions &
Associations. He narrated about the initiatives on platform of SNEA (I) for
stronger unity and better future of BSNL and its executives and stressed on
need of strengthening SNEA (I) & BSNL. He also added that arrangements of
this special GB were made with the vision to strengthening SNEA. He
congratulated & conveyed gratitude towards comrades of Aurangabad for very
strong unity under banner of SNEA (I) Aurangabad and assured full co-operation
to all including newly joined members.

Com. S.V.Bhad, CP SNEA (I) MH appreciated
the effort of SNEA Aurangabad in adding 32 members in SNEA Family and informed
that this is the result of SNEA work culture & approach towards the grass
root members. With classic examples, he explained house regarding difference in
working styles of SNEA and other associations and results thereof. He gave idea
about 35 special achievements by SNEA as referred in verification manifesto,
role of SNEA (I) in process of absorption in BSNL, up gradation of JTOs from Gr
C to GR B, Functional & time bound promotions, 30% superannuation benefits
to BSNL recruited executives, all the information of SNEA activities and
importance of attending agitation programs as per the call from CHQ. He also
highlighted on developmental issues, shortage of material, looking after arrangement
of important posts of BSNL management including post of CMD and stand of SNEA
on these issues.
Ř Com. M.S. Adasul, CS SNEA (I) MH, expressed gratitude
towards all members of SNEA(I) Aurangabad for stringer unity and gave warm welcome to all new members. He assured them full
co-operation on platform of SNEA (I) for their issues. He specially
shared his Memories, feelings about detachment & attachment of Com. S.N.
Jirwankar Ex. CWCM with SNEA(I) , gave warm welcome to him on his return to
his own association SNEA(I) alongwith many of the comrades from Aurangabad. He
categorically mentioned that this Special General
Body is very historical and milestone achievement for SNEA (I) as it is just
start towards stronger unity of executives in BSNL. He shared his
experiences during transfer case of Com S.B.Dale IFA Aurangabad
and steps taken by SNEA (I) against intentional injustice to Com. Dale and
results thereof. CS appreciated the patience and faith shown by Com. Dale on
SNEA (I) and for working on stronger unity of account wing comrades. He
discussed issues related to TTA to JTO promotions right from issuing
notification for LICE to postings as JTOs and steps taken by SNEA (I) MH in
resolving each and every hurdle. He also added that joining by more than 97% JTOs
promoted from TTAs in Maharashtra Circle have joined SNEA and given have given
great confidence, faith & support to SNEA(I) leaders. He added that BSNL
workforce regardless of cadre has high talent and it is need of time that BSNL
management has to utilize this talent for growth of BSNL. He explained with
examples that instead of asking reports on achievement of targets or completion
of works, personal interaction with staff, motivation to the staff by
understanding their problems practically helps in achieving goals. He stressed
that improved confidence and effective communication skills plays an important
role to achieve the work done and one should take efforts in this direction.
Com Adasul also expressed difficulties faced in implementation of ERP in
Maharashtra Circle, lethargy in management for resolution of issues, poor
response from vendor M/S HCL and role of SNEA in streamlining works of ERP to
certain extent. CS appealed all the comrades to support any agitation call
given by CHQ because the success of any agitation depends on percentage of
participation of comrades. Government/BSNL management is getting feedback
regarding our success of our demonstrations/ Dharanas, Strikes through their
internal sources and non-involvement of some of comrades actively, gives wrong
message to management, defeating very purpose of call. He also advised to
continue struggle for betterment & growth of BSNL. In his marathon speech he covered all issues ranging from current
activities at SNEA (I) MH & SNEA (I) CHQ. His two hour speech was fully
motivational one covering all issues related to growth of BSNL, HR issues of
executives pursued by SNEA (I) and its current status, issues related to
financial viability of BSNL etc.
Ř At own initiatives Com S.B. Dale, IFA Aurangabad shared his experience & feelings
wherein he conveyed gratitude towards SNEA (I) and its leaders and appreciated
approach of SNEA (I) towards its common members. He specially shared his
experience while working in AIBSNLEA and in SNEA (I) and how his all issues and
problems are settled by SNEA (I) in committed & time bound manner when
circumstances were against him. He assured for stronger unity of comrades in
Account Wing under banner of SNEA (I).
Ř Com. D.B. Dongare, DE TX Chikhaldhana, Aurangabad who has recently joined SNEA (I) expressed their
past experiences and attitude of other associations before their entry in SNEA
and were very thankful to SNEA.

satisfactorily answered all the queries raised by members.

Com G.S. Jadhav, DP SNEA (I) Aurangabad summarized
proceedings and outcome of this special meeting. He assured all the comrades
for sincere efforts and total supports on platform of SNEA (I) for dealing with
day to difficulties as well as settlement of HR issues. He conveyed vote of thanks to all the
comrades and leaders from different unions for their presence and making this
meeting a grand success.

SNEA(I) MH addressed gathering of executives and non executives at Telephone
Bhavan, Aurangabad during Lunch Hour Demonstrations as per call given by Forum
of Unions & Associations CHQ. He explained important
issues related to future of BSNL, from need of proper policies for profitable
BSNL, elaborated about demand by Form of Union & Associations to fill up
vacant post of CMD and other Board of Directors in BSNL and results thereof,
inclusion of special demand of 30% superannuation benefit, issues related to
growth of BSNL and its inclusion in charter of demands etc.

had meeting with Shri. P.C.Tiwari, Sr GMT
Aurangabad on 11/12/2014 morning hours and discussed mainly issues related to
development of BSNL. Delegation congratulated Shri. P.C.Tiwari, Sr GMT
Aurangabad for his visionary decisions for growth of Aurangabad SSA prominently
for EB activities, very keen interest in overall activities of Aurangabad SSA
and also for keeping high level of motivation among the staff & officer of
Aurangabad SSA. We have detail discussions on achievement of Aurangabad SSA and
issues pending with Circle Office & BSNL corporate office. Shri P.C.Tiwari has given detail feedback on
real issues being faced by Aurangabad SSA in grabbing Enterprise Business and
steps to remove such man made hurdles. He also added that there are no local
issues if required stores is provided, Aurangabad SSA can do wonders in

reducing manpower specifically in JTO cadre from Aurangabad SSA due to frequent
& mass transfers out of SSA even though more than sufficient vacancies exists
in Aurangabad SSA. We have discussed the issues related to failure of GSM BTS
and its timely restoration. Shri. Tiwari appreciated
the work culture and response from the Staff & officers. We also have
discussed the requirement of manpower mainly TTAs at WTR Aurangabad and Shri.
Tiwari assured to look into, but added that he also is facing acute shortage
and stressed upon to have further requirement of TTAs. On
conclusion of meeting Shri. P.C.Tiwari assured to continue full
co-operation to SNEA regarding settlement of HR & developmental issues.

printing & distribution of Telephone Bills for Residential Telephones of
BSNL Employees w.e.f. 01/02/2015 and e-bills will be sent to registered email

of SNEA (I) WTR was held under the Presidentship of Com. D.A. Yadav on 10/12/2014 at the MTNL

years. He appreciated the work culture maintained by WTR staff and executives
and specially appreciated the attitude of WTR management. He expressed sincere
thanks to CGM and all GMs/DGMs in acknowledging the importance of SNEA and its
members by sparing their precious time and agreeing on attending and addressing
the conference on one simple invitation. He further narrated various incidents
from his past career in unions and associations, also declared that very soon
SNEA WTR website will be launched for apprising membership about day to day
developments in WTR/BSNL and association.

MH Circle in his own style appreciated the working of WTR staff, Executives
and Top management; he told house that he is feeling jealous of not working
under such a great environment. He remembered day when he started association
activities and support rendered by Shri M.M.Gupta then GM Development Kalyan
with classic examples. He admitted that only due to positive steps by WTR
management including CGM WTR in resolving grievances of executives, nothing is
pending a WTR and in tenure of present CGM WTR, he did not have to WTR, CS SNEA
(I) MH for any grievances. He also highlighted the fact that WTR is the
backbone of BSNL and any attempt of destroying its existence just on
recommendations of Deolitee consultants will be strongly opposed by SNEA. He
made house aware about the stringent recommendations of Deloitee and explained how these
recommendations are targeting existing
work force of BSNL and how deloitte has plan to outsource entire
working of BSNL by 2019. He also informed house about different activities
carried out by SNEA (I) at Circle as well as CHQ, status of court cases in 67%
SDE Regular promotion, LDCE for SDE Regular and steps by SNEA (I), status of
seniority case as per decision of Hon. Supreme court, issues raised on platform
of SNEA (I) and steps taken for equal justice to all comrades in Maharashtra
Circle. He appealed comrades to give return gift to BSNL by offering dedicated
and sincere services to have bright future in BSNL.

B.K.Mishra, Sr GMM WTR MH in his
impressive address told house that despite the best talent available in BSNL,
we are not able to fully utilize them in best possible way. He also told his
pain that to run this important organization he require ample manpower, but was
saddened to say that he is not getting required number of substitutes to run
this organization smoothly and effectively. He also told house that many of
SSAs are totally dependent on WTR network; he also expressed his concern over,
how Civil/Electrical activities of WTR will be carried out after ERP
implementation Civil/Electrical wing.

WTR expressed best wishes for deliberations of District Conference. He
also expressed views about real shortage in WTR and need to depute to WTR. He
congratulated WTR comrades for successful implementation of ERP. He appreciated
efforts taken by SNEA (I) in streamlining ERP in Maharashtra Circle and added
that due to basic level efforts taken at Maharashtra Circle, WTR did not face
any such issues from ERP. He also expressed happiness about the work culture of
WTR and stressed upon more concentration on day to day office works for betters
services at least from WTR. He also shared his work experience in Kalyan SSA
and stressed upon the united efforts at all levels.

Ashok Kant CGM WTR in his detailed
and well studied speech told house that today public is more interested in
Mobile and internet and voice telephony had lost its relevance. He appealed
everyone to sense the responsibility of post and always keep interest of
organization in mind; he narrated many incidents from his vast experience of
working especially under MTNL and in Assam circle. Appealed executives to
change their attitude appreciated working and work culture of WTR and mentioned
that he is proud of his entire WTR unit.

presidential speech conveyed gratitude towards WTR comrades for their overall

by Circle Office to meet present crises in GSM maintenance. He also made house

SNEA(I) MH on overall process of TTA to
JTO LDCE, cancellation of all transfers issued by MH Circle in DE Regular promotions & role of
SNEA(I) MH, Status of DE LA promotions and initiatives by SNEA(I) MH, proposal
by Govt. of India on reducing retirement age to 58 years, Merger of
BSNL, MTNL, BBNL and stand taken by SNEA(I) on these issues related to
financial viability of BSNL, status of court case & DPC for SDE regular
promotion under 67% quota, proposed LDCE for SDE Regular promotion under 33%
quota, initiatives on platform of SNEA(I) for conducting coaching classes and
for availability of proper study material for JTOs appearing for this LDCE ,
status of DPC for DGM promotions, initiatives on posting of SSA Heads including
Sangli SSA etc. He also touched many of the day to day issues & problems
faced by executives and guided house with different and innovative ideas to
deal with such difficulties and appealed comrades to give their best to BSNL as

JTOs recruited in PH quota, amendment in JTO RR and its pendency at BSNL Board,
steps taken by SNEA(I) in resolution of different court cases, status of
seniority case in Supreme court and its effect on executives in BSNL,
harassment of account comrades and need of unity to deal with such biased
approach, cheating of accounts comrades by AIBSNLEA by creating compulsions on

13 DEC 14: Meeting with CMD/BSNL:
CHQ President along with both AGSs met CMD and
apprised him in detail on the need of BSNL to get impleaded in Supreme Court on
3G ICR roaming issue on which Supreme Court has admitted SLP of DOT and issued
notices to Airtel, Vodafone and Idea. We
reminded CMD that SNEA took the
first step of filing a writ petition in Delhi High court in Nov 2010
challenging 3G ICR roaming pacts on
the ground that such illegitimate pacts were forbidden by policy and directly
jeopardized business interests of BSNL in 3G segment. Only after WP of SNEA was
admitted by Delhi High Court and notices were issued to DOT by High Court did
DOT issue notices to Airtel, Vodafone and Idea asking them to stop providing of
3G services in areas where they did not have spectrum and license through
illegal ICR roaming pacts. We informed CMD that BSNL should get impleaded in
the case now in Supreme Court to defend its 3G business interests which were
encroached upon illegitimately by Airtel, Vodafone and Idea through ICR pacts
and seek appropriate compensation for huge losses that 3G business of BSNL
suffered due to such illegitimate 3G pacts and breach of policy. We also
apprised CMD that DOT would only seek imposition of penalties on Airtel,
Vodafone and Idea because of blatant breach of policy and will not raise the
issue of huge losses suffered by BSNL. The issues of losses suffered by BSNL
because of breach of policy would have to quantified and raised by BSNL only.
After detailed discussion, CMD, while appreciating our concern and stand, asked
us to have further discussions with Director (CM) regarding BSNL getting
impleaded in Supreme Court. However, Association is seriously considering of
getting impleaded in Supreme Court in SLP filed by DOT challenging judgment of
TDSAT allowing providing of 3G services through ICR pacts.
13 DEC 14: Meeting with Member Services/DOT: CHQ President along with both AGSs met M(S)/DoT and apprised him in
detail on the issue of pension contribution by BSNL to Govt. M(S) was informed
that BSNL in accordance to the orders of DOP&T needs to pay pension
contribution to Govt. on actual basic pay, not on maximum of scale. In this
connection, we cited the letter of DOP&T addressed to GS/SNEA (I) wherein
it is adequately clarified by DOP&T that BSNL must pay pension contribution
on actual basic as is being done by other Central Govt. Departments. We
informed M(S) of our discussions with concerned officers in DOP&T and
DOP&PW on this issue and their stand that BSNL like other Central Govt.
Departments has to pay pension contribution on actual basic instead of on
maximum of scale as is being done as of now. We requested M(S) of his
intervention in sending the issue to DOP&T to obtain their views. M(S),
while stating that he was not aware of the issue, assured that he would examine
the issue and take further action.
13 DEC 14: Meeting with Member(Finance)/DOT: CHQ President and both the AGSs have had very heated
exchange of views with M(F)/DOT on the issue of pension contribution by BSNL on
actual basic, instead of on maximum that BSNL is being forced to pay by DOT. We
told M (F) in very clear terms that this Association completely disagrees with
her perception that BSNL make pension contribution on maximum of scale. The
stand of DOT in forcing BSNL to make pension contribution on maximum of scale
is arbitrary and in total contravention of letter written by DOP&T to
GS/SNEA (I). We also informed M (F) about the positive stand of the concerned
officers in DOP&T on the issue and their concrete assurances that once the matter
is referred to DOP&T by DOT, DOP&T would take a very positive view in
keeping with its orders of 2009.
However, M (F) maintained that unless DOP&T directly conveys to DOT
its stand on pension contribution by BSNL, DOT would not take further action
and refer the matter to DOP&T for further clarification. However, after
further discussions, M (F) finally agreed to consider referring the matter to
DOP&T for further clarification if the issue is referred to DOT by BSNL
management.

GSLI and instructed not to recover GSLI subscription from salary of employees

Ř In welcome address Com. S.D. Muragi, DS SNEA (I) Kolhapur gave warm welcome to all
and submitted brief DS report. During his address he expressed concern about
the shortage of store material like drop wire, 5 pair cable, Jointing kits,
jelly etc. He added that due to non
repair of mobile cards for long time there severe complaints about the poor
network of voice and data both. In spite of all these hurdles the Team SNEA
Kolhapur is performing well by taking hard efforts. He further added that SNEA
Kolhapur has always has always given strength by observing all Calls of CHQ as
well as Circle. He further assured the Circle secretary that in coming
membership verification; SNEA (I) Kolhapur will give excellent results. He
stated the only SNEA (I) association has guts to take care of each and every
member and has full devotion for betterment of BSNL. He conveyed thanks to all
the Comrades for giving full co operation.
He also urged other members to work hard to bring the glorious days for
BSNL. He specially thanked Com Adasul for taking care of all the issued raised
by SNEA (I) Kolhapur.
Ř Com S.R. Bhise ACS (W) SNEA (I) MHMH submitted his report & during his report
he told that SNEA (I) MH has got maximum strength. SNEA (I) MH has played major role in deciding
transfer policy for executives throughout Maharashtra Circle. He also gave
brief idea about the complaint made by CS AIBSNLEA MH itself about high success
rate on resolutions of complaints when raised on platform of SNEA (I) & how
cases of AIBSNLEA Members are intentionally neglected by management. He also
requested that members should take effort to increase the membership of SNEA.
Com. Bhise appraised working of SNEA (I) MH for resolving many genuine issues
of Kolhapur comrades. He also
especially mentioned SNEA (I) is the only association taking efforts for BSNL
developments and care about BSNL future.
Ř Com. L. K. Magdum Veteran Leader addressed to all the members in his own style as
usual. He told house that how the SNEA (I) MH is aggressive and forwarding
towards BSNL development and being strengthened day by day. He guided house
that all the members not to follow the illegal ways at any time. He also
thanked to Com Adasul for settling the case of 78.2% IDA merger of the entire
retired employee after 10.06.1013.
Ř Com. M.S. Adasul, CS SNEA(I) MH in his more than
one and half hours marathon speech
elaborated many of current issues like DPC of DE regular, DPC of JTO TO SDE and various court cases and action being
taken by BSNL & SNEA(I). During his address he stressed for commitments and
dedicated efforts to be taken for strengthen of SNEA in view of ensuing
membership verification of executive associations. He made house aware about
the current activities at SNEA (I) MH & SNEA (I) CHQ. He elaborated the
house on Increased Expectations of members, profit making SSAs Sindhudurag and
Gadchiroli SSAs. Delay for promotions due to various cases and highly paid fees
to the advocates, LDCE Examination & its usefulness. Initiatives by
SNEA)(I) for retention of DEs , SNEA fight against injustice, on the basis of
bogus complaint made by CS AIBSNLEA and corrective measures by SNEA(I).
Delottee Committee recommendations, BSNL,MTNL merger, BBNL & BSNL Mergers,
Retirement age 58 yrs and action being taken by Govt of India, Shortage of TTAs
in Kolhapur SSA, Shortage of drop wire and material, Out sourcing of different
sections & units, penalty of Rs 22 Crore to being imposed by on HFCL.
Ř Com. A.A.Desai District Treasurer SNEA (I) Kolhapur conveyed members the position
of pending quota and made appeal to all the members to pay entire amount of
pending quota and CHQ Bhavan donations
Ř Com. S.C. Kulkarni DP SNEA(I) MH addressed to all the members about the working of SNEA(I) and
how it is appreciated not only by SNEA(I) leaders but also by the leaders of
other associations. SNEA leaders are giving priority of office works as well as
association activities with total devotion. He also addressed to all the
Comrades during his speech regarding management issues and requested all the

Please do not
surprise for such special willingness with facts that in Pune SSA is having
working strength of 276 TTAs, 191 JTOs, 269 SDEs, 40 DEs, 14 DGMs & 5 GMs
is rightly and readily working & available at Pune and many of them are
specialized in Mobile working and till today services of none of them are
directly utilized as this is turnkey project.
·
It seems that work force of 795 officer rightly available in
Pune itself is not sufficient strength for Phase VII rollout work for
installation of 420 number of 3G BTS (Node B) by replacing old BTS in Pune when
Node B installation is completed for 90 sites and sites are being made ready @
7 to 8 sites per day and at this speed entire work will be completed within one
month.
·
We have
confirmed facts that practically there is no scope for BSNL officers other than
co-ordination as it is turnkey project meaning that entire activities including
documentation is to be done by vendor and BSNL has to pay for all such works
on the bills raised by vendor.
·
Even works of removal of Hardware of existing BTS is to be
done by vendor and its monitoring is to be done by BSNL for redeployment at
different SSAs for which separate tender is being floated by BSNL.
·
It may be
facts that all there 795 officers presently working in Pune are not having
adequate knowledge of GSM works to level of expectations of DGM HR/Admn Mumbai
or all are incompetent to work for this special work as desired by DGM HR/Admn
or his bosses in Circle Office Mumbai.
·
This is first letter of such type calling
willingness for any station issued directly with signature of DGM HR/Admn Mumbai
may be due to the fact that earlier AGM Staff Mumbai is now functioning as DGM
HR/Admn and continues with habit of signature on such letters normally signed
by AGM Staff Mumbai or may be it really a special letter.
·
Even though it is special letter, please neglect
clerical mistake in date of the letter.
·
If it was
real requirement and need to complete installation of GSM BTS (Node B)
Installation work under Phase VII rollout project, DGM HR/Admn Mumbai should
have issued orders of specific , intelligent & eligible officers by method
of selection on the basis of work experience and with TA/DA and not at all own
cost.
·
But this
special letter gives full scope to our doubt at this stage that to manage
someone’s deputation to Pune DGM HR/Admn Mumbai has taken such backdoor action
but do not worry as now this opportunity is open for all and doors of Pune are opened to all comrades
including TTAs willing for transfer or to have
at Pune.
·
It is evident
from the letter that idea of management is not clear as intentionally total
number of TTAs, JTOs or SDEs to be deputed is not declared by keeping ball in
their own court to depute as many as officers till the turn of desired person
for deputation to Pune did not come.
·
If such
intelligent and positive attitude was used in any other works for revenue &
Development of BSNL at earlier stage, then there would not have been any need
of such deputation to Pune when hundreds of executives are available in Pune
& some of them have already submitted their willingness for same and
management has full power to use their services at Pune itself.
·
It is
shameful that ‘n’ of such willingness are pending in office of DGM HR/Admn
Mumbai and none of such request is considered for last three months may be due
to fact that VIPs to be deputed to Pune are not covered under this list.
·
This will be at own cost deputation for three months
which can be extended up to 31/03/2015. It has been specifically mentioned that
officer should have specific background of GSM Network and it definitely does
not mean that working in Mobile section for administrative works, but all such
officers can apply as finally chance of such officer is more as technical part
will be taken care by vendor M/S ZTE as it is turnkey project and only person
eligible to manage anything is having full scope in completion of remaining
part of Phase VII rollout including passing bills of vendor.
·
Only condition is to manage your own SSA Head/Controlling
Officers to relive without substitute as in this cases chances are more to officers
who manage their SSA Heads/Controlling Officers for recommending their request
without substitute, because DGM HR/Admn Mumbai doesn’t take responsibility of
relieving officers or perhaps this clause may be added to give full scope for
selection of particular officers who are having expertise in management &
can manage their SSA Heads/Controlling officers for recommending own cost
requests may be under pressure from DGM HR/Admn Mumbai.
·
Rather managing their controlling officers and SSA Heads
will be the minimum eligibility criteria for this posting and who ever are
successful in this preliminary and basic achievement as first & important
step, will only be eligible for own cost deputation to Pune as they will be
proving their excellence in such type of works.
·
Comrades, who
are not at all willing for Pune also can apply for same, as this will be life
time experience and by staying at IQs one can have update knowledge of 3G
technology direct at site, if M/S ZTE permits and you know for such knowledgeable
officer of BSNL, there is wide scope in telecom market outside.
·
All the
comrades, willing for transfer to Pune may opt immediately as there are chances
for continuation of services at Pune in continuation of deputation period, but
it will be dependent on his performance at Pune and its level of satisfaction
by concerned officers.
·
Let it be at
own cost, but it is best opportunity for individuals who are willing but
waiting for transfer specifically to Pune City as this willingness will avoid
their posting to Pune Rural area under Pune TD. In normal course any TTA/JTO or
SDE seeks request for Pune he will be posted to Pune Rural creating HRA Loss
and in this case he/she will be directly posted to Pune City.
·
This is also
great opportunity for the officers transferred out of Pune and till not
transferred back to Pune as they are not eligible due to non completion of two
years minimum break at Tenure stations or three years break at Non tenure
stations but willing to work at Pune at own cost as this period will be counted
in their break even though they will be practically available at Pune with
their family members.
·
This is also
opportunity for TTAs, JTOs & SDEs working rural area of Pune SSA to be in
Pune City and they also can enrich themselves by this high technology as well
as management works.
·
The officers
who are under transfer from Pune, but not yet relived can also apply for same
as this will give them opportunity to stay at Pune up to March 2015 and for
them own cost does not matter.
·
Please don’t
think that this is turnkey project for 3G GSM services wherein existing BTS are
being replaced by 3G BTS (Node B) and entire responsibility is with vendor M/S
ZTE, then what is need of TTAs/JTOs & SDEs in Pune.
Such lower level thinking will deprive you from life time opportunity to work
at important project of BSNL at Pune and hence all willing comrades should
apply immediately.
·
SNEA (I)
Maharashtra will take up matter with GM Mobile Pune & CGMT MH for issuing
special experience certificate for such special works which will be very useful
for our comrades for their carrier progression.
·
SNEA(I) Maharashtra appeals all comrades to grab this
opportunity and immediately opt for own cost deputation with chance to get
permanent posting at Pune and be part of this great technical work being done
by M/S ZTE and be part of this great movement.

orders for confirmation of total 55 JAOs recruited by Maharashtra Circle
including JAOs on deputation of other Circle. Letter

All are aware
that even other circles have issued orders for confirmation of JAOs long back, in
strange attitude FC section of Maharashtra Circle has referred the matter to
BSNL CO and none of JAOs recruited by Maharashtra Circle was confirmed in
services creating different difficulties to individuals. Many of the JAOs were
facing problems in availing loan facilities from different banks just for want
of confirmation orders. This issue was brought to notice of SNEA (I) by Com. M.K. Shirsat, JAO Nashik and
subsequently pursued by SNEA (I) at different levels and clarification was
issued by BSNL CO that confirmation is to be done by recruiting circles only
with direction to complete confirmation work latest by 01/12/2014. As result of
this keen persuasion and strict instructions by BSNL CO, all JAOs appointed by
Maharashtra Circle in year 2010 & 2011 are thus confirmed in services
giving relief to all these JAO comrades.
6 DEC 14: Meeting with Sri A. N. Rai, CMD/BSNL: GS Com K. Sebastin and AGS Com Vivek
Wankhede met CMD, BSNL and discussed about the
long pending HR issues to be cleared in the next BSNL Board meeting scheduled
for 09.12.2014.
GS requested CMD to get the proposal of
a) JTO RR 2014 for regularizing the offtg JTOs and reducing the qualifying
service to 5 years for the LICE from TTA to JTO, b) diversion of 336 CAO posts
(25% of sanctioned posts) to regular promotion quota in STS cadre in Accounts
& Finance wing, c) amendment
in the BSNLMS RRs for opening promotional avenues to the Diploma holders in
Civil / Electrical / Arch wing to STS grade and bringing parity with other
streams and d) E1+5 increment for
the SRD JTOs, PA, PS, JTO(TF) etc.
CMD assured that all possible steps will be taken to
clear the proposals and for that purpose, senior officers in BSNL are directed
to meet the Govt
Directors in DoT and brief them about different proposals in advance.

2 DEC 14: Impact
of poor Implementation of ERP now reaches to seniors and that to be to the in
charge of ERP, Maharashtra Circle: The executives and non executives in
Maharashtra Circle are & were always the sufferers of the poor
implementation of ERP and about each and every one has faced its heat and till
today many of the seniors were not aware of such difficulties through ERP. It
is most unfortunate that now this poor implementation has reached to senior
officers also and this time victim is in charge of ERP in Maharashtra Circle.
It is understood that monthly salary of Mrs.
Marina George
Sr GM Fin Mumbai is not drawn by ERP for November 2014 and this is results of
careless approach of the officers and staff dealing with this salary in ERP
system. This is really shameful for all of us because for this routine works
many of officers are deployed specially for salary related issues and till such
blunders are reported even in case of senior officers. One can imagine if ERP
is not sparing to its overall in charge and makes her to be without salary at
least for day or two but who will care for other staff
and officers who are victim of such careless approach of officers working in
ERP. No doubt, the prompt & immediate action is being taken to draw the
salary of GM Fin Mumbai and by now said salary may have handed over to her by
fresh cheque, but no one including Sr GM Fin Mumbai has answer to question
where such prompt & immediate action would have been taken for any other
staff or officers. Answer is definitely
big “NO” as many of us rather about all employees have not good experience
in such corrective action and many of them never got such prompt and immediate
response.
Comrades,
till now poor implementation of ERP was limited only to lower lever officers
and staff wherein we are facing issues starting from not drawing salary at all,
salary drawn but not credited to bank accounts, Monthly deductions of
Societies, Insurance Companies and loans, which are deducted from salary of
employee but not deposited to respective units and that to be for months
together, mercilessly deduction of extra income Tax from employees including
the employees who at the verge of retirement and no action for its refund,
double deduction of subscriptions/EMIs of loans keeping employees without any
money in hand for monthly expenditure and so on. But now, the heat of poor implementation of ERP has reached higher
level & seniors are also becoming victim of this poor implementation of ERP
system and this time it is turn of overall in charge of ERP in Maharashtra
Circle. ERP is really & simply great
as it is giving equal treatment to all and it does not make any difference of
seniors and juniors or even if it is in charge, for ERP wrong is wrong and
right is right.
It is evident that since last eight
months, we are expecting some action on many of the individual cases held up in
the ERP including accountability of GPF amount which is in hundreds of Crores
and but no such prompt & immediate action is being taken to resolve this
issue. It is the best example how BSNL
& its concerned officers are is being fooled by vendor M/S HCL and our own
officers are mute spectators of such prolonged fooling in mass and becoming
reason for creating trouble & tension for 22000 employees. This
unaccountability is definitely not due to system, but it is mainly due to lack
of adequate knowledge and will power for using this knowledge for better &
proper utilisation of services from ERP. It is matter of total shame for entire
BSNL in general and officers working in ERP in particular, that after passing
of eight months period and vigorously persuasion by all officers, juniors as
well as seniors, the hundreds of Crores of amount of GPF is not accounted for
22000 employees of Maharashtra Circle and no one is serious about fixing
responsibility. If it was case of responsibility and mistake
of Field Officers by now action would have been taken against him /her by
issuing Memeo, Charge Sheet or further stringent step of action of his /her suspension on name
of misappropriation of funds even just for hundreds of rupees and in this case neither even warning letter is issued to
errant officer for such prolonged
negligence, unaccountability and inability to solve the issue, nor action has
been taken against vendor of ERP M/S HCL and everyone is given free hand to
enjoy the powers. It may be fact that senior officers are not able to
trace who is responsible for such wrong doings and if able to trace it, not
having such daring to act against errant officers and vendors making them
right.
This is really worst situation, but at this
stage we have to just wait for accountability of GPF Money and till time be
happy only with the equal treatment given by ERP and continue with feelings
that everyone is equal in front of ERP when it is handled by officers not
having adequate knowledge of system and not having willpower comer cum
difficulties.
1 DEC 14: Sr GM Fin Mumbai
issued letter to all SSA Heads & IFAs to raise issues of roles &
authorisation through mantis only through L1 Ids of SSAs. Letter <<<>>>
It
is positive developments that by breaking earlier tradition of just uploading
the soft copies of letters in word format, this time GM Fin herself has issued
letter with signature and signed copy is uploaded on intranet which will
definitely help SSAs to process it in files if required and there is no need of
sending/calling FAX of signed copies and its confirmation thereof. Signed copies of letter was one of the issues
raised by SNEA (I) MH and same seems to be taken care now with intervention of
CGMT MH and hope it will be maintained in day to come.

explained activities at Pune SSA including HR and
developmental issues in Pune SSA which includes recent Rural to Urban and
vice-versa transfer, bifurcation of OFC wing, bias attitude of management on
reliving of executives to
other
SSA, Circle, unwanted expenditure on shifting of units etc. In his
detailed speech on forthcoming membership verification and preparation of SNEA (I) Pune.He also explained role of SNEA (I)
Pune on non-tenure transfers. On the
issue of collection of outstanding dues of
subscription
from members, he appealed all the DoBs to collect the dues from members.
He also explained the house about conduction of classes for JTO to SDE
(T) LDCE as notification will be issued shortly. Lastly he appealed all to show
the strength of SNEA (I) Pune in membership verification.

his speech elaborated the activities at Circle level which includes posting of
DE Regular and about
forthcoming membership verification. He also highlighted on Inter-SSA

Deshpande, Branch President (Civil) SNEA (I)
Pune in his speech elaborated
the activities at Civil wing. He raised issue of
enhancement of limit for reimbursement of treatment for chronical dieses. The proposal sent in April 2014 but not
sanctioned yet. He also discussed water problem in Vimannagar, file is
missing since long. About forthcoming membership verification, he assured to
get 90% of voting from Civil Wing. In reply of felicitation all the DGMs expressed their
views about the mighty association SNEA.

for the post of Branch Secretary (Civil) which was
vacant after transfer of Com. S.N. Birhade Branch Secretary (Civil) to Kalyan
Division. Com.Birhade
was
eligible for immunity but he refused to avail immunity and
joined at Kalyan Division and this is specialty of SNEA.

Satish D. Alandkar VP SNEA (I) Pune was felicitated for Ph.D
degree in Marketing Management and Com. Khot was felicitated for his
“M.Tech”degree in Civil.

his superannuation retirement on today, 30/11/2014 and wish them and their
family members “A Very
Happy, Peaceful & Long Retired Life”.
Com. R.A. Patil is presently working as JTO
Asta Sangli SSA and has completed service of 37 years in DoT & BSNL. He
has started his carrier as Technician and has served at Ichalkaranji, Kolhapur
SSA and thereafter in Sangli SSA. He has rendered his services as DS BTTU
Sangli for long time and was very successful leader. He was promoted as JTO in
2001 and since then he is in Sangli SSA and till day of retirement he is
working as JTO Asta Sangli. He is known for his sincere working & well
known public relations. He is one of the founder members of
SNEA (I) Sangli who started association activities near about from zero level
and has given very good shape to SNEA(I) Sangli, because as on today SNEA(I) is
majority association in Sangli SSA and definitely Com. R.A.Patil has major
role in it. He has devoted his services to SNEA (I) Sangli in different
capacities as Treasurer, District Secretary and Auditor & always has led
SNEA (I) Sangli for forefront. SNEA (I)
