 31 AUG 18: SNEA MH Circle congratulates Com. Suryanath Rampyare Pathak SDE Admn Mumbai,  Com. Rajendra S Nageshkar SDE Goa, Com. Mrs. S. R. Deshmukh JTO Amravati on their peaceful and successful Superannuation retirement from BSNL.

·        Com. Suryanath Rampyare Pathak SDE Admn III Mumbai {9423987374}, has started his carrier in DoT Technician in year 1981 at Mumbai City Division. Later he has served at Kolhapur on his promotion as Phone Inspector. He was then promoted as JTO in 1997 and was posted to Kalyan SSA. In Kalyan SSA, he has handled many sections very successfully in difficult times and given his best of services. He was promoted as SDE in 2011 and was posted Circle Office Mumbai as SDE Admn III Mumbai and since last eight years, he has nicely managed the office work and is known as successful officer. On the date of retirement, he continues his duties with full devotion and dedication and with true spirit. Com. Phatak is die-hard member of SNEA and has taken initiatives for strengthening SNEA while in Kalyan and then in Mumbai also. He has always taken active part in the association activities and has supported SNEA by active participation in all association activities. Com. Phatak is known for his Smiling Face and for his ever-ready attitude and devoted works. He has rendered 38 years of successful and devoted services to DoT and BSNL with smiling face and retiring on superannuation today.

·        Com. Rajendra S Nageshkar, SDE Plg Goa {Mob 9423885566} has started his carrier in DoT as a Telephone Operator in year 1982 and subsequently promoted as Sr TOA in 1994. Further, he become JTO in year 2004 and had been posted as JTO Building Goa since then he has rendered his service in building section and was instrumental in hiring of sites for mobile towers. In recent JTO to SDE promotion, he has been promoted as SDE Regular and posted in planning section of Goa. Com. Nageshkar is good officer, punctual and has maintained co-ordeal relationship with staff and colleagues. He is a loyal member of SNEA Goa and always taken active part in the association activities and supported SNEA by heart. On the occasion of his retirement, he has donated water purifier unit to office of PGMT Goa as a token of love towards BSNL and the staff. Today on completion of 36 years of services, he is retiring on his superannuation from his long and devoted services in DoT & BSNL.

·        Com. Mrs. S. R. Deshmukh JTO Trans Amravati {Mob 9420485670} has started her carrier in DoT in 1984 as Technician at Kolhapur. Further, she was promoted as TTA and served in different sections such as Carrier, Telegraph, Telex and Switch. In June 2000 she got transferred to Amravati and in 2005. On her promotion as JTO and she served as JTO Trans and then posted at Chandur Railway SDCA. In 2016, she was promoted as regular JTO after prolonged fight of then Offg JTOs. On her day of retirement, she is working in internal transmission section where she handled all important leased circuits promptly. Com. Mrs. Deshmukh is one of the most sincere and hardworking officer of Amravati division. She has also been a very active member of our association and participated in all organisational activities.

On this important day of the life of these Comrades retiring today, SNEA MH salutes sincerity, dedication, devotion, and affection by Com. Suryanath Rampyare Pathak, Com. Rajendra S. Nageshkar, Com. Mrs. S. R. Deshmukh towards BSNL & SNEA and on behalf of thousands of comrades of SNEA Maharashtra Circle we wish them “Very Happy, Healthy, Wealthy & Highly Successful Long Retired life”.

 

30 AUG 18:  Shri. Peeyush Khare, CGMT MH Circle makes special appeal from bottom of heart to all employees of Maharashtra Circle for getting fully involved in SIM Sale activity and increase of revenue thereof. Letter <<<>>> 

·        SNEA MH appeals all the comrades to respond to the appeal by CGMT MH and make all out efforts for increasing SIM Sale and generation of revenue thereof.

·        Further, the hardship/difficulties faced in achieving targets in SIM Sale needs to be brought to the notice of concerned officers in Mobile, Marketing & Sales unit of SSA/Circle office including SSA Heads.

·        The unresolved issues may be further brought to the notice of Com. M. S. Hanchate OSD to CGMT MH Circle {Mob 9422001144 e-mail mshanchate@gmail.com } for timely resolution of issues and to boost SIM Sale and increase of revenue thereof.

 

30 AUG 18:  AGM Staff Mumbai issued orders for considering request of three SDEs for extension of the two years Circle tenure to three years all India Soft tenure. Letter <<<>>> 

·        These SDEs are presently working at Sindhudurg SSA and have requested for change from Circle Tenure to All India Soft Tenure as their names appeared in Circle long stay list.

·        Now the names of these three SDEs will be excluded from the long stay list of Maharashtra Circle for posting to all India Hard tenure stations.

·        Accordingly, by incorporating all such changes/corrections, the final Circle long stay list of the SDEs & DEs working in territory of Maharashtra Circle including officers working in Non Recruiting units/circles will be issued shortly. 

 

30 AUG 18:  AGM Staff Mumbai issued orders for posting of two SDEs to three years All India Hard Tenure Stations at Sindhudurg SSA as per their willingness and now the names of these three SDEs will be excluded from the long stay list of Maharashtra Circle for posting to all India Hard tenure stations. 30 AUG 18:  Jt. GM Pers BSNL CO issued orders for extension of reviewing of APRs up to 14/09/2018 as till 588 APRs are not reviewed by reviewing Officers. Letter    <<<>>>   Annex I <<<>>>   Annex II <<<>>>

·        This is fourth extension of date and it is unfortunate that till today 588 APRs are pending for review and it seems that the repeated instructions of BSNL CO do not having any meaning for these officers as till today there officers have not bothered to review APRs.

·        Let us hope at least within this extension period all these pending APRs will be reviewed.

 

30 AUG 18:  AGM Estt IV BSNL CO issued orders for deduction of one-day basic salary of all the employees from Month of Sept 2018. Letter <<<>>>   Modification <<<>>>   MH Order <<<>>>

·        Donation of one day basic is minimum amount and one can contribute more as per his/her will and wish and for additional amount of donation, one has to convey it in writing to AO Salary concerned.

·        The amount deducted will be fully exempted from Income Tax under section 80 G of IT act 1986.

·        The employees unwilling to contribute even one-day basic salary for any reason will have to submit their unwillingness in writing.

·        The collected amount will be contributed to Prime Minister Relief Fund centrally from BSNL CO Delhi.

·        SNEA MH appeals all the comrades to come forward and donate liberally to this social cause and extend helping hand to our brothers and sisters from Kerala State who are victims of the recent floods and heavy rains in Kerala State and some part of Karnataka State.

29 AUG 18:  Transparency in meeting shortage of Account wing executives in some of SSAs: CAO FC Mumbai has called for options from account wing executives in SSA having excess executives i.e. Beed, Bhandara, Nagpur, Raigad, Sindhudurg, Goa, Wardha, Yavatmal and Circle Office Mumbai for filling up vacant post of Account wing executives in SSAs having shortage of account wing like Ahmednagar, Amravati, Buldhana, Chandrapur, Dhule, Jalgaon, Latur, Pune and Satara.

·        As neither vacancy has been declared from SSAs having shortage of account wing Executives nor total number of excess executives has been declared in a particular cadre and hence there is much confusion among the executives.

·        SNEA MH also has received some queries about it from many of comrades accordingly Com. Anil Dubey DS SNEA Mumbai and Com. M. S. Adasul, CS SNEA MH have discussed this issue with Shri. Vivek Mahavar, GM Fin Mumbai on 28/08/2018 and requested him to make the process of equalization of executive strength more transparent and acceptable to the executives so that some executive come forward to meet shortage of executives in these SSAs.

·        We requested him  to declare the vacancies in each SSA having shortage of executives and number of executives excess in each SSA having excess executives so that one understand his position and requirement of BSNL.

·        We also requested him to declare the names of the officer who are long stayed and are coming under zone of transfers to meet shortage of executives and such transparent approach will definitely help executives in deciding their position and where to give option to any suitable location or be ready for the transfer as per the administrative requirement at any of the declared SSA.

·        GM Fin Mumbai responded that transparency is must and this good suggestion can be taken care and directed us to discuss it with DGM FC Mumbai.

·        Accordingly, we have discussed this issue with Mrs. Ashiwni Bhonge, DGM FC Mumbai and she has assured to issue revised letter after discussions with GM Fin Mumbai. 

 

29 AUG 18:  Approval of long pending TBP Order of different SSAs:  The long pending proposals from different SSAs for different TBPs which were kept on hold for last one year on name of need of caste validity has been approved by CGMT MH and most probably all the TBP orders including major order of Nagpur and Pune SSA will be issued today or tomorrow.

·        With this dilemma and confusion created over the TBP and caste validity is now clear and the Time Bound Promotions of many of the executives which were kept on hold will be released.

·        SNEA MH conveys sincere thanks to Shri. Peeyush Khare, CGMT MH, Shri. Aman Jaiswal GM HR Admn Mumbai, Shri. B. A. Patil, DGM HR Admn Mumbai, Shri. M. M. Apte, AGM Estt Mumbai, Shri. M. R. Sanap, AD HRD Mumbai and entire team of Establishment section for taking efforts for releasing all these TBP orders.

·        Special thanks to Shri. Peeyush Khare, CGMT MH and Shri. Aman Jaiswal GM HR Admn Mumbai  for responding to request of SNEA MH for delinking caste validity with Time Bound promotions and reviewing the decision giving relief to hundreds of the executives in Maharashtra Circle who were kept under tension for last one year.

 

29 AUG 18:   Confirmation of JAOs who have completed Probation period:   SNEA MH is getting queries from some of newly recruited JAOs about their confirmation order as JAOs which is pending in Maharashtra Circle but confirmation orders of JAOs of same batch have been issued in some other Circles.

·        In this regards, SNEA MH has discussed the matter with Mrs. Ashiwni Bhonge, DGM FC Mumbai and she has informed that basic works for confirmation of all JAOs who have completed two year probation period has been started by her office.

·        After completing official formalities for confirmation including current VCs which may take week or two, the confirmation order of all these JAOs will be issued by FC section at the earliest.

28 AUG 18: Equalization of Excess/Shortage strength of Executives in Account wing: CAO FC Mumbai calls for willingness of the officers in the SSAs having excess Account wing Officers to fill up shortage of the officers in SSAs having shortage of Account wing executives. Letter <<<>>>

·        It has been continuously discussed about excess officers in some of SSAs and units and acute shortage of officers in some of unpopular/tenure SSAs.

·        Since last one year, CGMT MH himself has quoted at many of the occasions that he has never seen about 100 officers of account wing in any office, but Circle Office of Maharashtra Circle has more than 130 officers and he is shocked with such figures and directed GM Fin Mumbai to take corrective actions.

·        But Shri. Vivek Mahavar GM Fin Mumbai has shown some extra ordinary results in recovery of outstanding amounts hence he is able to get confidence of CGMT MH and hence is successful in neglecting such direct instructions of CGMT MH for equalization of executives of account wing for period of more than one year.

·        It is fact that when SSAs like Circle Office Mumbai there are more than 130 Account wing Officers as on today and the SSAs like Gadchiroli, Buldhana, Parbhani have just one or two Account Officer that to be JAO level and we can understanding how will be working conditions in these SSAs.

·        Anyhow, now steps have been initiated for equalization of shortage of the executives in SSAs like Ahmednagar, Amravati, Buldhana, Chandrapur, Dhule, Jalgaon, Latur,  Pune and Satara and now the options are called from account wing officers from the SSAs having excess Account wing executives viz.  Beed, Bhandara, Nagpur, Raigad, Sindhudurg, Goa, Wardha, Yavatmal and Circle Office Mumbai.

·        The last date for submission of the willingness is 30/08/2018.

·        It has been mentioned that if sufficient willingness are not received then, the transfer orders will be issued as per administrative requirement.

·        Normally in such excess to shortage posting, the officers with highest long stay in that SSA are shifted, but same has not been mentioned in this letter and hopefully it will be clarified by FC section, about criteria of such transfers.

·        The options are to be given by Account wing executives in only SSAs i.e. Beed, Bhandara, Nagpur, Raigad, Sindhudurg, Goa, Wardha, Yavatmal and Circle Office Mumbai and there is no need of any option from executives working in SSAs having shortage or neither having shortage nor having excess officers of account wing unless he/she is willing for it to avoid future long stay transfer at odd locations.

·        Options can be given for more than one SSA, but executives should think to the depth and give options to only SSAs where they are willing to work on transfer and it is not necessary that first option only will be given consideration.

·        It would have been good initiative and practical approach by FC section that the vacancies in each SSA having shortage of executives and number of executives excess in each SSA should have been declared in this letter along with the SSA wise list of officers who are in long stay list of that SSA having excess strength and are under zone of transfer.

·        SNEA MH will take up matter for such clarity and transparency so that concerned executives can plan accordingly and there should not be any transfer just for name of transfer and it will be purely attempt to fill up vacant post of Account wing officers in SSAs having real shortage.   

·        The executives concerned may also have self-analysis of the data of shortage/excess executives, ascertain their position in the SSA as per the SSA stay of the officers and if coming in zone of transfer to meet shortage, then only he should opt for such transfer.

·        All the transfers to fill up vacant posts in SSAs having shortage will be issued in the interest of service and hence options if any may be given accordingly.

·        In last spell of transfers, some of officers were misguided by some groups/individuals and at last they were sufferers and were posted at odd places causing hardship to the them as well as their family members.

·        SNEA MH appeals all executives in account wing  who are coming under zone of transfers from SSAs having excess officers to shortage SSAs, to have self-analysis of the excess/shortage strength of executives in his/her  SSAs and  then only decide about submission of options as called by FC section. 

 

27 Aug 18:  “Der Se Ayee, Durust Ayee” feelings in account wing Executives: CAO FC Mumbai issued orders considering request transfer of the executives in Account wing of Maharashtra Circle. Order <<<>>>

·        Though the transfer orders of executives in all wings i.e. Telecom, Civil, Electrical, Arch wing were given consideration in month of April 2018, the request transfers in Account wing were not considered, as there was reluctance on part of Shri. Vivek Mahavar GM Fin Mumbai as he was of the opinion that there are excess officers in SSAs where request has been pending and hence transfers will not be issued.

·        Later, it was informed that now Audit is going on and hence request transfers will not be issued till completion of accounting and account closure thereof.

·        But, even after closure of accounts in July 2018, no action was initiated and SNEA MH has taken series of meetings with Shri. Vivek Mahavar GM Fin Mumbai and Mrs. Ashwini Bhonge DGM FC Mumbai for giving consideration of all pending request of account wing officers and every time it was assured but the order was not issued.

·        After such prolonged persuasion by SNEA MH, finally, the request transfers of executives in account wing are now given consideration and request of the 18 officers in account wing from JAO &AO Cadre are issued.

·        With this order the executives in Account wing have mixed feeling that “Der Se Ayee, Durust Ayee” as anyhow may it be partial, finally request orders are issued.

·        SNEA MH appreciates, the efforts taken by FC section and concerned officers for giving consideration to 18 request with minimum dislocation as substitute to the officers under request transfers as only four substitutes are posted against 18 officers under request transfer and it has saved lakhs of ruppes as Transfer grant in case of posting substitutes.

·        SNEA MH conveys sincere thanks to Shri. Vivek Mahavar GM Fin Mumbai and Mrs. Ashwini Bhonge DGM FC Mumbai, Shri. K. C. Patro, CAO FC Mumbai, Mrs. Supriya Gedam, JAO FC Mumbai for giving consideration to these long pending request of executives in Account wing and we are hopeful that in similar manner the left out requests will also be given consideration in coming days.

·        These are partial orders as it has been decided by Shri. Vivek Mahavar GM Fin Mumbai that request transfers to the SSAs having excess Executives in account wing i.e. Beed, Bhandara, Nagpur, Raigad, Sindhudurg, Goa, Wardha, Yvatmal and Circle Office Mumbai will not be given consideration and steps will be taken to reduce the officers from these SSAs.

·        It is fact that these SSAs have excess officers and CGMT MH has repeatedly pointed out for excess Account wing executives in Mumbai but since last one year, executives are kept under tension and no action has been taken on equalizing shortage of executives.

·        Thus request of officers working at difficult non-tenure places to places having excess Executive strength are not given consideration. May it be with few officers, but this is injustice to the executives who have served at difficult places and are waiting for their request transfer to choice posting.

·        SNEA MH will definitely take up the cases of such officers who are not in long stay list, and we will definitely see that such officers are not deprived from the natural justice and equal treatment. 

 

27 Aug 18:  AGM Staff Mumbai calls for either date of relieving from working SSA  and/or date of joining at transferred SSA and reason given is same is not updated in ERP. Letter <<<>>>    Reliving Date <<<>>>     Joining Date <<<>>>

·        It is written in letter that data has been called to update these dates in ERP as data of ERP and actual data differs.

·        We would not have any problem on such letters calling unwanted data, but it creates wave of threat among the executives that again some unwanted and threatening action is being initiated by officers in Staff Section Mumbai.

·        Since the transfer orders issued on 01/04/2018, the certain officers are misguiding GM HR/Admn Mumbai and CGMT MH by giving wrong data or unable to give correct data under fear and so called terror of CGMT MH, which they are, expressing/showing for such unwanted orders creating fear in minds of these officers.

·        This letter and calling for data of about of about 275 + 275 officers makes us believe on statement of Shri. Peeyush Khare CGMT MH Circle that there is no work in Staff section and it seems that to show CGMT MH that there is justified work in Staff section, such letter calling unwanted data are being issued by AGM Staff Mumbai.

·        Here, some of officers have got transfer on their own cost and have joined new place of posting, but earlier actions for Force relieving through ERP and keeping on hold the leave period including joining period and stopping salary thereof etc has really troubled these executives.

·        Some of these officers have expressed feelings that they are feeling why they have requested transfer as such humiliation continues for four months and we have to believe that these officers are playing dirty games with the sentiments of these officers.

·        It is painful that these officers in staff section have not considered the genuine medical ground cases and the officers with mentally retarted children, cancer patients, kidney fail officers were mercilessly transferred and their genuine medical certificates issued by Civil Surgeon were rejected with say that the certificate is not in format.

·        First, there was reluctance on part of certain officers staff section to process such cases in file and finally some cases after so called scrutiny of staff section were processed in file, and when processed then said request were straight away rejected by CGMT MH Circle and these officers continues to suffer.

·        One case of officer admitted in hospital and undergoing treatment due to failure of both the Kidneys was given consideration when it was directly brought to the notice of CGMT MH.

·        Earlier, when same case was put in file by Staff section and recommended by GM HR Admn Mumbai, it was rejected by CGMT MH and God knows who is right and who is wrong, but sufferer are the executives due to senseless and inhuman approach of these officers dealing with transfer posting, may it be bitter, but it is truth.

·        From the list of 275 officers each for date of relieving/joining attached with letter as Annexure I and II, it is clear that names of officers in both the list are same, but still  two lists are published creating picture as if data is mismatching for about 550 officers under transfer or transferred.

·        Next, out of the officers listed here, the transfer order of many of the officers has been cancelled by Staff section itself, but again their date of relieving and joining has been called.

·        God only can tell these inhuman officers lacking practical approach, when the transfer order of the said officer has been cancelled then how will he/she be relived and how he/she will have date of relieving by working SSA. If not relieved how will he/she join in the transferred SSA and how can he/she have date of joining in new SSA.

·        Transfer orders of many of officer were cancelled/retained by staff section at later date and accordingly date of relieving and joining will be changed but data has been called for all such officers also and may be tallied with ERP reliving, which is naturally different.

·        Transfer orders of some of officers were issued by courting wrong stay and such orders were immediately cancelled by staff section, but now their names are added in this list. Now, all these officers have expressed fear and confusion, where they are still under transfer or their transfer order has been cancelled as per the letters issued by AGM Staff Mumbai. 

·        From the actions for calling data in respect of all officers under transfer, it seems that again, some game plan of harassment of executives is being cooked at Staff section and steps may be initiated to take action against officers, who were relieved at later date of ERP relieving by SSAs and treating this period as absence from duty.

·        But, when these officers were not relieved by the controlling officers/SSA Heads even after relieving officers through ERP, then what is mistake on part of these poor officers, needs to be understood by the officers in staff section.

·        Thus, after period of four months, the dust of unrest among executives due to force transfers, force ERP relieving, issuing Caveat from different courts to same officer, issuing charge sheet, issuing revision of the officers, denying Regular promotions due to issuing such charge sheet, compelling officers for working in lower cadre when they were transferred under looking after arrangements at higher post etc with certain officers was just settled to better extent.

·        But, such letter by AGM Staff Mumbai has again created unrest and fear factor among these executives and their mind is again unnecessarily diverted from the office works on which they have started concentrating and everybody is worried what next step of harassment by officers in Staff section? 

·        There is no need of panic by anybody as being expressed by some of affected executives and let hope that this information has just called for updating ERP data as mentioned in this letter.

·        Till any issue is created, SNEA MH will definitely take up this matter with Shri. Aman Jaiswal GM HR Admn Mumbai and Shri. Peeyush Khare, CGMT MH for not giving free hand to certain officers in staff section to further play with sentiments of these officers who have already suffered lot and this matter needs to be closed once for all.

·        Let us hope this matter will be settled with intervention by Shri. Peeyush Khare CGMT MH and the executives will no more will be made to suffer for such unwanted interpretation by certain officers in staff section as being done in past four months.

25 Aug 18:  Jt GM Pers BSNL CO issued orders for posting of Two DGMs from BABAITT Jabalpur in Maharashtra Circle. Letter <<<>>>

·        Out of two newly posted DGMs, one is entrusted charge of GM EB Mumbai and posting of other DGM is to be decided by CGMT MH Circle.

·        As on today, there is need of experienced and Regular DGM.GM at Sindhudurg SSA as it is facing lot of problems due to vacant post of GM /DGM level officer for last one year.

·        Here, unwilling DEs with less/no experience of working as SSA Head are compelled and posted as DGMs under Looking After Arrangements, which has not met the exceptions of BSNL customers in Sindhudurg SSA.

·        There is feeling among the customers of BSNL in Sindhudurg SSA, who have strong bonding with BSNL, which BSNL Mumbai office is deliberately neglecting Sindhudurg SSA and hence BSNL is not providing good quality services to customers in BSNL in Sindhudurg SSA.  

·        Let us hope CGMT MH takes care of Sindhudurg SSA by posting Regular DGM, to Sindhudurg SSA, otherwise due to negligence by Circle Management, the highest Revenue Earning SSA will continue to suffer, and local leaders, Hon. MPs and public will continue to express their anguish due to detoriatied Telecom services of BSNL in Sindhudurg SSA.

·        Com. M. K. Giri, DS SNEA Chandrapur before presenting his  District Secretary report thanked all and expressed gratitude  to Circle leaders for visiting  Chandrapur and boosting up the morale of Chandrapur comrades. In his report, he informed the august house about activities & achievements of SNEA   Chandrapur. His detail report highlighted various HR and development issues raised during his entire tenure of DS period. He appraised house about the sincere & dedicated efforts of GMT Chandrapur in resolution of issues of Chandrapur.

·        Com. Manish Pandhre, Joint Secretary Vidarbha SNEA MH Circle while addressing the house appealed comrades to be more sensitive & vigilant towards the services of BSNL & highlighted the house about efforts to be taken for hard tenure status for Gadchiroli & Circle tenure for Chandrapur.

·        Com. S. A. Sarode, ACS East SNEA MH Circle  addressed the house in very simple but in effective manner by giving latest updates from SNEA  MH on different HR and development issues being pursued by SNEA MH and appreciated the working style of CS SNEA MH Circle and issues taken by CS.

·        Com. P. C. Ramteke, Vice President SNEA MH Circle highlighted the issue of tenure status to Chandrapur SSA & hard tenure status to Gadchiroli SSA. Chandrapur SSA is most unpopular non-tenure station & no one willing to join at Chandrapur rather executives prefer to join nearby Gadchiroli SSA being tenure place. He assured to get the issue resolved by SNEA under dynamic leadership of Com Adasul.

·        Com. Bharat Sonawane, Circle President SNEA MH Circle, on his maiden visit to Chandrapur appreciated the enthusiasm of Chandrapur comrades & congratulated on grand victory in first membership verification. He further said that due to present scenario in Telecom Sector BSNL is going through a tough time and we all should contribute for the betterment of services of BSNL. He further stated that it is important to give emphasis on FTTH, DSLAM shifting, MTTR improvement etc. He raised the issue of Uniform Time Bound Promotion in 4 Years and raised question on unnecessary expenses by BSNL Management by allowing business class travel and use of high class and luxurious vehicles when BSNL is facing financial crises.

·        Shri Arvind Patil, GMT Chandrapur, in his address shared his emotional attachment with Chandrapur as his first posting place. He appreciated the working of SNEA Chandrapur & its innovative agenda discussed through various meetings. He assured house that administration will take sincere efforts for circle tenure status to Chandrapur.

·        Com. M. S. Adasul, Circle Secretary SNEA MH Circle, in his marathon speech touched various issues in his own unique style ranging from various HR to development issues. He congratulated all newly promoted executives & assured rest of comrades that SNEA is taking serious efforts for all pending cases of JTO to SDE/AO to CAO promotions. On CPSU CH, he said that implementation of CPSU CH is beneficial for all and especially for next generation and before implementation of CPSUCH, all the vacant posts will be filled in. He elaborated facts about JTO to SDE promotions and assured that in days to come ether by CPSUCH or by DPC majority of JTOs will be promoted as SDE. He further stated that the main hurdle in 3rd PRC implementation are certain officers in  DoT who have not processed file even after instructions of MoSC for removal of affordability clause for grant of 3rd PRC to BSNL. He said that BSNL have always recruited the best talent in the industry and said that due to the strong work force available BSNL is the only company, which have given fight to R Jio and sustained unequal competition in Telecom sector. The other telecom operators have shown negative trends in subscriber growth as well as revenue whereas BSNL is the only company, which has not only shown growth in subscriber addition but also have attained operational profit in these tough times. He further stated that the overall loans on telecom sector is about 5.5 lakh Crores which includes highest loan of about 1 lakh  Crores on RJio and whereas BSNL loan share is only 5% of the total loan. He emphasized that BSNL is only organization, which is still standing in Telecom sector in spite of tough tariff competition. He elaborated that coming two years will be more important for BSNL and we all will have sustain the market pressure during this critical period and then BSNL will definitely come out from this difficult phases. He made it clear that SNEA always supports the management for good actions/policies and resists the wrong polices which are against the BSNL growth. He appreciated & congratulated comrades of Chandrapur on grand victory in MV & appealed to remain united under the umbrella of SNEA.

·        The various queries raised by the comrades & the same were answered by Com. M. S. Adasul, Circle Secretary SNEA MH Circle.

·        Com. S. R. Pise President SNEA Chandrapur presided over the district conference & appealed all to be united at this crucial time. He thanked all for attending this district conference and making it a grand success.

·        Com. M. K. Giri, District Secretary SNEA Chandrapur, nicely anchored the District Conference.

·        Thereafter the existing District body was dissolved and election for new office bearers for the next term was held. Com. R. M. Kojabe was nominated as election officer and monitored the election process.

·        In unanimous elections, Com. K. G. Ayatulwar, Com. S.R Pise, & Com. R.L.Yenarkar were elected as District President, District Secretary & District Treasurer respectively.

·        Com. Bharat Sonawane, Circle President SNEA MH administered the oath of alliance to all newly elected District Body.

·        All Circle Office Bearers congratulated all the newly elected Office bearers of SNEA Chandrapur District and assured full support from Circle.

·        Com. S.R.Pise, Newly elected District Secretary SNEA Chandrapur summing up the outcomes of meeting delivered vote of thanks. The District Conference was lasted for more than five hours and concluded with slogans of BSNL Zindabad, SNEA Zindabad. The meeting adjourned at 1730 hrs with National anthem.

23 Aug 18:  CS SNEA MH writes letter to Shri. Rajeev Soni, Sr CE Elect Mumbai with reminder Request for acceptance of Refusal in SDE LA arrangements. Letter <<<>>>

·        Maharashtra Circle management has always taken stand that there is no right for refusal of LA Arrangements and SNEA MH has repeatedly requested to consider the refusals in LA arrangements.

·        The recent clarification issued by BSNL CO has made it clear that the individual executives can refuse LA arrangements and unwilling executives cannot be compelled to accept the LA Arrangements.

·        Accordingly , SNEA MH has written reminder request to Sr CEE Elect Mumbai for acceptance of Refusals in SDE Elect LA arrangements and give justice to deprived comrades

 

23 Aug 18:  CS SNEA MH writes letter to Shri. Rajeev Soni, Sr CE Elect Mumbai with reminder Request for considering request transfer of executives which are fit as per the Transfer policy guidelines. Letter <<<>>>

·        As per transfer policy guidelines the request of executives working at Tenure stations needs to be considered and same principle has been followed by Telecom, Civil and Account wing but same is not followed in Elect Wing.

·        It is also seen that the executives willing for Tenure stations is encouraged for such posting, but here CE Elect Mumbai has denied such requests.

·        Letter brought to the notice of CE Elect Mumbai about all pending request can be considered with one Own Cost willing substitute and further requests CEE Mumbai for considering these Tenure completed requests to and from tenure stations as being done in other wings and respect the Transfer policy guidelines.  

 

23 Aug 18:  AGM A & E BSNL Corporate Offices calls for option for posting as SE Electrical under Looking After Arrangements. Letter <<<>>>

·        The issue of unfair practices followed in posting of SE Elect was raised by SNEA MH and we have highlighted politics being played in keeping the post of SEE vacant deliberately and illegally keeping on hold the charge by CEE concerned.

·        When under pressure of SNEA, the SEE LA arrangement was issued, then it was issued partially and in deliberate attempt the financial powers of SE Elect posted in Maharashtra Circle were withdrawn and the criteria of senior junior was also not followed in true spirit.

·        SNEA MH again raised this issue and finally matter has been taken in control by Shri. Pravin Varshney CGM EW BSNL Corporate Office Delhi and earlier on 08/08/2018 options were called from all eligible EEEs and in further focused approach now, options are called by declaring names of officers eligible and vacant of SEEs thereof.

·        Now in further approach towards transparency, the vacancy positions have been declared where no one has submitted willingness and name of the officer who have to submit the willingness also has been declared in very transparent manner.

·        Now, it will be easy to concerned EEEs to understand seniority and vacancy and he/she can opt accordingly when the post is suitable for him/her and there is no compulsions in giving option as it has been clearly mentioned that non submission of willingness is taken as unwillingness of the concerned officer to take higher responsibility and his name will not be considered for SEE La posting in this spell.

·        This is real transparency and we congratulate Shri. Pravin Varshney CGM EW BSNL Corporate Office and his team for such transparent and good HR approach.

·        Such transparent and good HR approach needs to be followed by others while dealing with different HR Issues. Let us hope that others officers take lesson from such transparent exercise and use it in dealing with all HR issues in such transparent manner.

·        Thus, the concern of SNEA MH in transparent and full fledge Looking After arrangement in Maharashtra Circle that to be with financial powers is being taken care with continuous persuasion by SNEA MH at different levels and with different officers for period of more than six months.

·        Finally, orders for SEE LA will be issued as per guidelines on the subject giving justice to all comrades and not as per will and wish of CE Elect concerned as was done in Maharashtra Circle.

22 AUG 18: Report on Vidarbha Tour of Circle President, Circle Secretary and Circle Treasurer along with other Circle Office Bearers and Senior Leaders: As appealed by various District Secretaries of Vidarbha area  a very successful tour of  CoBs for five prominent districts of Vidarbha viz. Nagpur, Gadchiroli, Chandrapur, Wardha  and Akola was organised from 7th to 9th August, 2018. A grand welcome was given by enthusiastic comrades in each and every district. Due District Conferences were conducted at these places in the presence of CP, CS, ACS, CT,CWC Members and continuing ‘tradition of Unity’ unanimous bodies were selected at all the SSAs. Ø The deliberations started dais formation followed by Saraswati Puja and Deep Prajwalan and with prayer/welcome song by Mrs. Sangeeta Dhote.

Ø All the dignitaries were given warm welcome and were felicitated by the hands of comrades of Nagpur.

Ø Com. Samir Khare, District Secretary, SNEA Nagpur gave welcome speech and also presented the District Secretary Report. In his report Com. Khare stated various achievements during this tenure of District Body under able and timely guidance of District President, Com. Manish Pandhare. The website of SNEA Nagpur was the first to start with and was inaugurated at the hands of Com. Sachin Sarode, ACS on 23/04/2016.He further stated that during this period, in Dec.2016, Association Recognition Election took Place and SNEA Nagpur surpassed all other Associations at Nagpur by getting 180 Votes which was much more than other associations. For the first time the Membership Verification Campaign Meeting was held in the Open Space at CTO Compound, the idea was so hit that the other associations also imitated the same. SNEA Nagpur have also taken innovative steps to increase bonding between its members by felicitating the old District Body Members and Felicitation of Wards of SNEA Members who scored good marks in 10th and 12th Board Exams. The program has been conducted consecutively for two years i.e. 2016 and 2017. SNEA Nagpur also undertook Welfare activities such as fund raising for deceases young SNEA Com. Amit Malwiya and a fund of about One Lakh was collected by SNEA Nagpur Members and given to parents of deceased. Also funds were raised for the JTO, Com. Abhishek Dhantole from Nagpur who met with an accident while performing duty at Chandrapur along with his JE. The JE succumbed to injuries and Com. Dhantole was critically injured. Again SNEA Nagpur Members donated an amount of more than one lakh Rupees for extending help to family of both. He further stated that due to great support from members SNEA, Nagpur conducted a highly successful SNEA MH Circle Conference. He further stated that resolution of issue of KC Park is an example of how management and Unions and Associations can work constructively for betterment of BSNL.

She further quoted that we all should propagate the message of Swachchha Bharat to all.  Giving her best wishes to the election of new district body, she further quoted that Election is not about next election, but it is all about Next Generation.

He congratulated team SNEA Nagpur for beautiful arrangements of Distract Conference and conveyed thanks for excellent arrangements made by SNEA Nagpur for Circle Conference held at Nagpur. He appreciated efforts taken by team SNEA Nagpur for building unity of executives under banner of SNEA and expressed proud feeling that SNEA Nagpur has emerged with strongest unity and has been very active branch of SNEA. He also narrated house about the activities going on in Maharashtra Circle on HR issues, on issues related growth and Development and involvement of SNEA MH thereof. In conclusion he appealed the house to sustain the market pressure with devoted efforts for coming 2-3 years at least by retaining the present customer base and indefinitely future is bright for BSNL and its executives and contribution of each and every employee/officer is required at this difficult time of Telecom Sector. He conveyed thanks for inviting him and concluded with appeal that all executives of Nagpur SSA will contribute more to growth of BSNL and SNEA for strongest unity.  

Ø Shri A. K. Bajpai, PGMT BSNL Nagpur in his address to the house stated that in this time of stiff competition all the executives should try to give more to BSNL. He stated that being the representative association SNEA should focus more on development issues. He further said that though DSLAM shifting is an important activity but it should be done only when improvement in network expected from such shifting. BSNL is having best talent in the industry by recruitment of potential young engineers and in recent all engineers are posted if they are GATE qualified. He further stated that the duty towards BSNL should be of utmost priority. He further quoted that Nagpur is stepping step ahead in Energy Conservation as well and have installed a 4KW Solar Power Plant at CTO and TAX Building at Nagpur which will save almost 18 Lakh Per month of BSNL. He also said that due to RJio entering in Optical Fibre Market the competition is going to get tougher but we should search for new opportunities and at the same time retains customers by providing quality service.

Ø Com. Manish Pandhare, District President, Nagpur & Joint Secretary, Vidarbha SNEA MH in his Presidential address in the open session said that he was very proud to be the President of this district body which has done marvellous activities in past two years and congratulated all the members and district office bearers for their active participation in each and every activity. He stated that he has always worked for the unity of all the SNEA Members and will strive hard to maintain this unity.

Ø Young and energetic Com. Suneet Upadyay gave the vote of Thanks in his poetic approach and Open Session concluded with National Anthem.

Ø Thereafter Com. H. N. Tipre, DT SNEA Nagpur, while presenting treasurer report updated the house that when the present District Body took charge it got mere Rs. 1500/- in hand from the earlier body but due to the faith of the comrades of Nagpur and a generous donation from them on various occasions, now SNEA Nagpur Branch is having ample money in account to the tune of Rs. 1 Lakh. So the district body has leveraged the position of SNEA Nagpur and is organizing various welfare activities for the members of SNEA not only from Nagpur but also from nearby SSAs of Nagpur.

Ø After the conclusion of the Open Session the Com. Manish Pandhare DP SNEA Nagpur dissolved the present body of SNEA Nagpur.

Ø While proceeding to the formalities of election of new district body, Com.  Shrivastawa and Com. S. P. Mahatme, both very senior comrades from Nagpur were unanimously nominated as Election Officers.

Ø In an unanimous elections new District Body of SNEA Nagpur was elected wherein Com. P. P. Supekar, Com. Sameer Khare and Com. H. N. Tipare are respectively elected as District President, District Secretary and District Treasurer along with other office Bearers for two years term 2018- 2020.

21 AuG 18: Pay Fixation of Offg JTOs: It is good news for all JTO Offg that the case of extending the benefit of FR 22 (1) (a) (1) for the JTOs who officiated earlier that SLP filed by BSNL in  Hon SC has been dismissed.

·       BSNL counsel given his opinion to file a review petition in the Hon SC. However Estt section proposed to implement the judgment without going for further litigations. This will go to CGM (Legal) and then to DIR (HR) for the final decision.

·       As such the hopes for the getting rights of benefits on promotion as JTO for all Offg JTOs have increased and matter will be settled in their favour.

·       As appealed earlier, all DS SNEA are requested to send the list of earlier JTO Officiating and now Regular JTOs who are now members of SNEA to Com. B. D. Wani, Area Secretary SNEA Dhule, Mob 9423979699 Email bdwani@gmail.com who is consolidating data of SNEA members in Maharashtra Circle for further course of action to give justice to all the JTOs who officiated earlier and now working as JTO.

 

21 Aug 18:  CAO FC Mumbai issued orders for relieving of Com Annajii IFA Buldhana on his transfer to Hyderabad TD in Telengana Circle. Letter <<<>>>

·        Com. Annaji is active member of SNEA, and even though his transfer order was issued by BSNL CO he was not relieved by MH Circle due to shortage of Account Wing Officers in Buldhana SSA.

·        Com. P. D. Saouji, DS SNEA Buldhana has pursued for his reliving and it was further pursued by Com Hrushikesh Kesale, JS AF SNEA MH with FC section and finally the reliving order of Com. Annaji has been issued.

·        SNEA MH congratulates Com Annaji on his transfer to his transfer to home Circle and conveys best wishes for new assignment.

 

21 Aug 18:  SAD NEWS:  With deep sorrow it is to inform that Com. Rama R. Sali JTO Savada Jalgaon SSA passed away on 17/08/2018 at age of 53 years. Com. R.R. Sali was suffering from tongue cancer and was undergoing treatment since last one year, but finally his life could not be saved.

·        Com R. R. Sali, was active member of SNEA Jalgaon for long time and has always devoted his services to BSNL. He has joined DoT as a RTP in 1988 at Mahagaon, Yavatmal and later he was transferred to Jalgaon and served as TOC and then got promoted to JTO in 2014 through LICE.

·        During his JTO service he served as JTO Savda, JTO NOFN with complete dedication and devotion. Com Sali was not only dedicated in his work but also was an active SNEA comrade who participated in all organizational activities and worked for betterment of the association.

·        His demise is great loss to SNEA Jalgaon as well as BSNL Jalgaon as we have lost a brave comrade and very good officer of BSNL.

·        SNEA MH conveys deep condolences to the family member of late Com. R.R Sali, on this saddest moment, and prays Almighty to give courage to his family members to overcome this period of crises. We also pray Almighty to give heavenly space with Nobel peace to departed soul of Com. R. R. Sali.  

 

20 AuG 18: AGM BW HR BSNL CO issued orders for modification of the posting order in respect of recently promoted SDEs Civil, wherein request of Com. M. T. Mayekar, DT SNEA Ratnagiri and Com. V. G. Joshi has been given consideration respectively from Maharashtra and Karnataka Circle. Letter <<<>>>

·        SNEA MH congratulates Com. M. T. Mayekar DT SNEA Ratnagiri and Com. V. G. Joshi on consideration of their request to choice Circle.

·        Some more requests of SDE Civil in Maharashtra Circle for change of Circle are under process and genuine request will be surely given consideration.

20 AuG 18: GM CLO BSNL CO conveys Most Urgent  decision of Parliament Committee on Welfare of Schedule Caste and Schedule tribes about action to be taken on Caste validity of executives and non-executives in BSNL. Letter <<<>>>

·        The authenticity of caste validity is burning issue in BSNL over the last one year and specifically in Maharashtra Circle it is at extreme peak as more and repeated complaints are received against staff and officers in Maharashtra Circle.

·        Accordingly, time to time directions are issued by SCT Cell BSNL CO to deal with such complaints about fake caste certificates and some of directives are issued with the signature of Director HR BSNL Board.

·        Accordingly, BSNL MH Circle has directed SSA Heads to get caste validity and take action on the employees of BSNL against whom compliant of fake caste certificate has been received and some of officers have been kept under suspension, some are issued with charge sheet etc.

·        This matter was twisted in Maharashtra Circle as majority of names in such complaints of the fake caste certificate are from Maharashtra Circle and some officers who has to act on verification of the caste of the BSNL employees have not taken proper action on it at that particular time and matter was kept pending for long time.

·        When pressure was created by office of CLO Cell, BSNL CO then issue was diverted from verification of caste to validity of the caste and even action has been initiated against some of BSNL employees for whom verification process has been completed but he/she has failed to submit caste validity certificate.

·        As the verification report received from SSAs were not sent to SCT Cell BSNL CO, the picture has been created in BSNL that all the officers against whom compliant has been received are not having authentic Caste certificate and have claimed posts in BSNL under reserved category with bogus certificate.  

·        The main issue in this entire process was procedure for confirmation of authenticity of the caste validity and method thereof and same s cleared by recommendations of this committee.

·        While SCT cell has directed for getting Caste Validity, many of the executives have expressed difficulties in getting caste validity and have also conveyed in writing that caste verification is to be done by BSNL and the Caste validity is applicable only for the employees of the Govt of Maharashtra and not for the employees of Govt of India and hence for employees of BSNL, which is PSU, but same was not given consideration by BSNL.

·        On the basis of such complaints, in Maharashtra Circle steps were initiated to call for caste validity from all employees of BSNL under reserved category even though no compliant has not received against them and hence everybody joined BSNL under reserved category and not having caste validity in hand was under fear and tension for last few months.  

·        Now, this letter makes it clear about the procedure to deal with the cases of caste validity at initial stage as well as when complaint has been received against any employee of BSNL about his caste after employment in BSNL and directs to take following three steps.

1.     To check candidates with caste certificates getting employment in the company, the verification of caste certificates should be done at the initial stage of recruitment process.

2.     The existing pending false caste certificates cases should be vigorously followed up with the certificate issuing authorities and dispose them within three months.

3.     The Hon'ble Supreme court in its recent judgment says that all the employees who have got their caste certificates verified by revenue Department /District Magistrate and found false should be terminated from the service.

·        This letter is great relief to majority of the executives and non-executives of BSNL under Reserved Category n Maharashtra Circle as complaints have been received against about 200 executives and Non Executives and others were also under tension created by Recruitment Cell of BSNL Maharashtra Circle for not accepting Caste verification and compelling employees for applying for caste validity.

·        It was expected that these guidelines will be followed n Maharashtra Circle, but as expected the matter is again referred to SCT Cell BSNL CO asking clarification to BSNL CO that the earlier guidelines issued by SCT Cell and these guidelines are contradictory and hence needs confirmation which guidelines are to be implemented.

·        SNEA MH has discussed this issue with concerned officers and manly with Shri. Aman Jaiswal, GM HR Admn Mumbai and requested him to give relief to the effected executives by accepting their caste verification certificates already received by recruitment cell and call for same from others who have not yet submitted the caste verification certificate.

·        But GM HR Admn Mumbai informed that there is confusion in the two letters issued by SCT Cell and hence unable to implement and his office is asking clarification on it from SCT Cell.

·        We have brought to notice of GM HR Admn Mumbai that there should not be any confusion as it is rule that latest orders supersedes all earlier orders, but he insisted for same as he has already written letter on this matter and let same be confirmed by SCT Cell BSNL CO.

·        He assured that whatever clarification will be issued by BSNL CO,  it will be followed in Maharashtra Circle and his office has no issue in it and only intention in calling clarification is that facts needs to be get cleared when doubts are visible or confusion is seen in the letters issued by same office.

·        As these latest guidelines issued as per the recommendation of Parliamentary Committee for welfare of on Welfare of Schedule Caste and Schedule tribes specifically for employees in BSNL, there are less chances that some contradictory clarification will be issued by BSNL as doubted/expected by some of officers.

·        As such, further course of action by Maharashtra Circle will be decided after receipt of clarification from BSNL CO, but meantime concerned officers should work on getting verification process completed if not completed earlier, as this letter directs to complete caste verification process within three months and as per directives of Hon Supreme Court the if caste certificate is found fake in the verification process, then such employee is to be terminated.

·        SNEA MH will not support any such Executive whose certificate is found fake in verification process and we cannot allow such extreme misuse of the rights/ posts of executives under Reserved Category by others by adopting fraudulent methods, but at the same we cannot give free hand and allow the certain officers in BSNL to harass all the executives under Reserved category in mass as being done now.

·       SNEA MH will continue to support executives who have authentic caste certificate and which has been /will be duly verified in verification process and see that such officers are not made to suffer further and matter is settled for authentic officers in time bound manner.   

 

18 AuG 18: The routine process of issuing Time Bound Promotion order kept on old on name of caste validity has been restored by Establishment Section as order for E4 to E5 TBP under EPP which kept on hold for last one year has been issued now.  Letter <<<>>>

·        Some of the “Extra Smart” officers in HR Section, Circle Office Mumbai and some members for Committee for TBP  have linked the complaints about authenticity of caste of some of officers with the Time Bound Promotions and have kept on hold the TBP of the officers against whom complaints about authenticity of caste was pending.

·        When these officers got free hand from higher officers to go ahead with it, then they have increased their area action plan and have linked DoPT order issued in 2007 with TBP and have indirectly stopped Time Bound Promotions of all officers in “Reserved Category” from telecom wing regardless of pendency of any such complaint against these officers. .

·        Many of the TBP orders are pending for period of more than one year as this politics was being played for last one year in step by step manner and finally TBP order were issued only for OC category executives and in total disgusting manner in same order all the executives from Reserved category i.e. SC, ST and OBC who were also due for Time Bound Promotions were directed to apply for caste validity and it was clearly mentioned that their TBP orders were issued only after receipt of caste validity.

·        It is fact that many have submitted the caste validity certificate during recruitment process, but same also was not checked and in fresh action all were directed to submit Caste validity and their TBP was directly denied.

·        Most important point is that this dirty game was played by certain officers in HR section dealing with “Telecom wing” and only officers under reserved category of Telecom wing were affected.

·        The officers in other wings like Civil, Electrical, Account and Architecture did not have any such malafide intention and hence the officers under reserved category from Account, Civil, and Electrical and Architecture wing were given Time Bound Promotions without any such hurdles.

·        When the officers in Staff/Estt section were applying there dirty mind in harrsing the executives by stopping the TBP and asking for caste validity, BSNL Corporate Office issued Regular promotions of all the officers without applying any such conditions.

·        It was facts is that the Establishment section which is dealing with TBP was totally paralysed during last one year as even no single officer was posted and then matter was taken up by SNEA MH and now one AGM and Four SDEs are posted in Estt Section but as all are new they are fully guided by Shri. B. A. Patil DGM HR Mumbai, who is fully and extra experienced hand of HR section, who has his own interpretation that Caste Validity is must for all TBPs and hence all these new officers of Estt section have proposed files as per his valuable directions depriving executives from Reserved category from their right of TBP.

·        We are surprised to see that when there was acute shortage of officers in Estt Section, and about all works were stalled for months together, the whatever manpower was available in Estt Section was used to harass the executives of Reserved Category and in systematic manner the TBP orders of reserved category officers was kept on hold. 

·        Then Shri. B. A. Patil, DGM HR Mumbai was able to connivance the GM HR Admn and CGMT MH to the extent that TBP of all reserved category Executives should be kept on hold and it should not be limited to only officers against whom the compliant has been received and finally Time Bound Promotions which were delayed for last one year were indirectly stopped.

·        Unfortunately, these officers in HR section who has some game in mind were able to connivance Shri. Aman Jaiswal, GM HR Admn Mumbai who in turn convinced Shri. Peeyush Khare, CGMT MH for keeping on hold TBP of all officers in Reserved Category for want of the Caste validity.

·        It is fact that Shri. Aman Jaiswal, GM HR Admn Mumbai has blind faith on action and integrity of Shri. B. A. Patil, DGM HR Mumbai and whatever Shri Patil points out as per his interpretation it is being taken as Rule of BSNL by Shri. Aman Jaiswal, GM HR Admn Mumbai and cases are being processed in such directions.

·        When Shri. B A Patil, DGM HR Mumbai has got such precious Confidence from his “Boss”, he should have used it preciously and cautiously, but unfortunately it did not happen and we see that it is being used to harass the executives under Reserved category just to prove the intelligence and extra power of interpretation may be under fear of complaints and may it be just skin saving approach.

·        It is really painful that the facts were exaggerated to the extent that officers in OBC Category who do not have any reservation in any promotions, were also given tension by extending the scope of the complaint against the caste of certain officers and it is feeling of many of the executives in Maharashtra Circle that certain officers in HR section have joined hands with the complainants on caste validity and they also want to harass the executives under Reserved category.

·        Normally, as per BSNL CDA rules, these officers in HR section have to work for upliftment of executives under Reserved Category and here in totally opposite actions, the steps were/are taken against all the Executives in Reserved category on name of complaint about caste of some of executives.

·        In APR of BSNL officers, there is column where the officers was courteous towards the  officers under Reserved category, and here entry needs to made in APRs of these offices playing dirty game of stopping the TBP of reserved category officers so that no one dares to play and work against Reserved category Officers or even will not think to join hands in such dirty games depriving the executives in Reserved category, but unfortunately these officers are given free hand to harass the executives for period of more than one year who used it to prove their hypothetical  Extra Smart intelligence which practically do not exist.

·        SNEA MH has raised its voice against such deliberate discrimination and mass harassment of Executives under reserved category and brought the facts to the notice of Shri. Aman Jaiswal, GM HR Admn Mumbai in series of meetings over the period and with such keen persuasion he in turn has taken review of it, but it was limited just to asking clarification from BSNL CO and follow it.

·        But as usual, no clarification was issued by BSNL CO, then again we have taken up matter with Shri. Aman Jaiswal, GM HR Admn Mumbai & Shri. Peeyush Khare, CGMT MH and then on 03/08/2018, GM HR Admn Mumbai has assured us that he will write one more reminder letter to BSNL CO and wait for a week or fortnight and if no clarification is received he will release all TBP Orders.

·        But meantime, Shri. Peeyush Khare, CGMT MH Circle has understood the gravity of the issue and before proceeding on leave from 09/08/2018, he has given clear instructions to Shri. B. A. Patil DGM HR Admn Mumbai to release all the TBP orders conditionally and when on 10/08/2018, SNEA MH has reminded Shri. Aman Jaiswal, GM HR Admn Mumbai on this issue he has conveyed the stand of CGMT MH to us.

·        Accordingly, this is first order and work for releasing all other TBP orders pending for last one year and hopefully all TBP orders will be released in this week itself and thus with keen  persuasion by SNEA MH all the Executives under Reserved category will get their rightful Time Bound Promotion pending for last one year as all the pending TBP orders will be issued in coming week

·        SNEA MH conveys sincere thanks to Shri. Aman Jaiswal, GM HR Admn Mumbai & Shri. Peeyush Khare, CGMT MH for reviewing the stand of keeping on hold TBP promotions of all Reserved Category Executives after understanding the issue to the depth and giving justice to the executives who were kept under unwanted tension for period of more than one year.

·        Hope in days to come, the officers in HR section will not make such attempts to harass the executives and treat them with real HR approach required for efficient working of Executives n any efficient organisation.

17 AUG 18:  Its really moment of Sorrow as India lost the great leader Bharatratna Shri. Atal Bihari Vajpayee, Former Prime Minister of India as he passed away in AIMS Hospital Delhi at age of 93 years.

On behalf of all the comrades, SNEA MH pays homage to Bharatratna Shri. Atal Bihari Vajpayee, the legend, who lead India with high moral and great humanity. His contribution to development of India and upliftment of masses will be remembered for years together. May Departed Soul Rest In Peace.

16 AUG 18: Highly Successful & Grand District Conference of SNEA Kalyan: {Report by Com. N.B. Pohare, Area Secretary SNEA Kalyan}: As per the notice issued by Com. N. N. Kapadnis, District Secretary, SNEA Kalyan the District Conference of SNEA Kalyan Division was organized at Kala Bramha Hall, Kala Talav Telephone Exchange on 03/08/2016. It was a full house event lasting till 10 PM late night, despite heavy monsoon the hall was Jam packed by the members of central and western regions of SNEA Kalyan.

·        Before the Open session, Com. V. K. Bhamre, Area Secretary SNEA Ulhasnagar, Com. P. U. Patil Area Secretary SNEA Dombivali, Com. A. V. Patil, Area Secretary SNEA Kalyan, Com. M. R. Sanap Area Secretary SNEA Bhiwandi, Com. N. B. Pohare Area Secretary SNEA Tarapur, submitted their reports in front of the house covering membership, contribution and the local issues and their role in it. After that a brief session for open discussion by members was held wherein members raised various HR issues, developmental issues & difficulties faced in field.

·        Com N. N. Kapadnis, District Secretary Kalyan submitted his report to the house and informed the house about various activities carried out by SNEA Kalyan during his tenure. Information regarding membership of SNEA Kalyan, Development and HR issues taken up with management was also shared. He also highlighted Problem faced by Executives in Kalyan and action taken by SNEA on various issues.  DS report was appreciated & unanimously accepted by the house with thundering claps.

·        Com. K. B. Patil, District Treasurer, SNEA Kalyan, presented his detailed treasurer report which was unanimously approved by the house. Com. K. B. Patil specially appreciated & thanked the delegates of SNEA Kalyan for bearing their own expenses for attending association events like CEC meetings &Circle Conference. He also mentioned how he was supported by the all district body / branch body members by making & collecting timely contributions.

·        Thereafter open session was held after arrival of the chief guest & other dignitaries.

·        Open Session of the Conference was inaugurated with Deep Prajwalan by the hands of Chief Guest and other Dignitaries on the Dias.

·        Comrades of SNEA Kalyan gave warm welcome to their beloved leaders and   felicitated all the dignitaries on the dais& guests by offering Shawl, Shriphal and Bouquet of Flowers with loud thundering claps and slogans of unity.

·        The open session started with a warm welcome by Com. Manisha Patil, OS SNEA Kalyan.

·        Com. M. N. Kotambe, ACS SNEA MH addressed the house in open session & covered the problems and difficulties faced by Kalyan SSA due to wrong transfers and HR policies. He appealed management to settle the HR issues for growth of SSA & assured that SNEA Kalyan is always committed for growth. He has specifically pointed out issues created by the management creating unrest among the executives in Kalyan SSA and stressed that till HR issues are not resolved ambically talking on growth of BSNL will be meaningless. He narrated that the working force of Executives of Kalyan SSA is being neglected and some specific officers without any work are given more privilege and t is not acceptable to SNEA, He elaborated efforts taken by SNEA MH on consideration of all request of Executives from Kalyan SSA to Circle Office and fulfilling one of the resolution passed in last GB Meeting of Kalyan SSA. He also narrated initiatives taken by SNEA MH on betterment of executives n BSNL and firmly assured the house that SNEA will stand behind executives in their all difficulties and will continue to raise the voice against any injustice by management and is bound to give justice to executives ready for the fight against injustice. He appealed all to join hands for regaining the glorious history of BSNL Kalyan and concluded his highly impressive address for appeal to all comrades to work with stronger unity and focused approach on day to day works for growth of BSNL.

·        Com. Bharat Sonawane, CP SNEA MH briefed about Circle Management policies and their effect on Executives. He emphasized that management should be positive towards the difficulties of Executives. He narrated the different issues being faced by the officer working in the filed units and pointed out the directions are being given only to filed units for curtailment of expenses but no such steps are being taken by management on their part for curtailment of expenses. He made house aware about on going activities in Maharashtra Circle and how to face these issued unitedly.  He also expressed that BSNL has to face threat of RJIO Giga Fibre challenge and he finds no adequate steps are being taken by BSNL management when enemy has reached to doors of BSNL. He appealed all comrades to come forward and take immediate steps by adding more and more FTTH Customers to BSNL family and also make efforts to retain existing customers by providing quality services with high speed at par with the data speed being provided by competitors.  In conclusion he conveyed thanks to SNEA Kalyan for giving him opportunity to address the SNEA comrades in mass and to have direct interaction on different issue.

·        Com. M. S. Adasul, CS SNEA MH given marathon speech for one and half hour & covered each and every issue from CHQ, Circle to Kalyan SSA. He appealed Kalyan Management to take Executives work force along with them for getting desired output & positive results. He assured that executives of Kalyan SSA have enough potential to bring back the lost glory of Kalyan SSA but they should be properly utilized and motivated. Com M S Adasul briefed the house about pay revision, posting of executives in Maharashtra circle on promotion, efforts taken by SNEA MH and Circle administration for timely completion of reports of VC, SCRs. He added that BSNL employees are taking all out efforts for growth of BSNL which has resulted in retaining of positive growth over last two years. SNEA is playing very vital role in motivating the employees of BSNL and everybody has to come forward and motivate his/her team to get output from this team. He emphasized that BSNL is only organization which is still standing in Telecom sector in spite of tough tariff competition. He elaborated that coming two years will be more important for BSNL and we all will have sustain the market pressure during this critical period and then BSNL will definitely come out from this difficult phases. He made it clear that SNEA always supports the management for good actions/policies and resists the wrong polices which are against the BSNL growth. SNEA is vigilant on actions of management, SNEA Kalyan has a history of active participation in all activities developmental, social or personal & it will be continued in future also. BSNL Kalyan management should recognize it and use this active manpower for development and growth of BSNL in Kalyan SSA.  Kalyan is an important SSA and having potential to earn high revenue in BSNL, corporate office &circle offices are monitoring its performance. Since last six months in spite of difficulties some parameters are showing a positive trend which is good sign for Kalyan. If HR issues of Kalyan get resolved it will be further improve the overall performance of executives. He appealed GMT Kalyan to consider the issues of Executives raised by SNEA Kalyan and make them free to focus on development issues. He specially mentioned that SNEA is majority association as out of about 150 executives working in Kalyan SSA, 117 Executives are members of SNEA and in days to come the strength will increase and GMT Kalyan has to respond such strong unity of executive positively and use this for development of BSNL. He added that SNEA Kalyan comrades have always taken active role in development &growth and in times of any natural calamities or disasters and now days certain issues raised by SNEA were neglected or more time was taken for resolution of the issues thereby denying natural justice which is not correct. He appealed all members to maintain the unity & prove our talent for growth of SSA. He informed that survival of BSNL is our main priority and hence each and every comrade has to give his/her best during this crucial period of BSNL. In conclusion he was optimistic that by forgetting the past, henceforth Kalyan Management and SNEA will work together for growth of BSNL and in turn growth of its workforce. He conveyed thanks for patience hearing by all the comrades of SNEA Kalyan including female comrades who were present till end of the programme.  

·        Shri. Hariom Solanki, GMT Kalyan addressed the meeting and shared various statistics about financial status of the SSA. He congratulated all the officers in Kalyan SSA for improvements shown over the period. He proudly mentioned that with active support of all Kalyan SSA has achieved top most position in MNP ration and activation of SIM Cards and he expects similar results at all front. He made it clear that he has no intention to harass anybody, but his focus is on development and growth of BSNL and appealed to concentrate on development. He specifically pointed out that when we have good number of working hands, then no fault should be pending but unfortunately hundreds of faults are pending and customers are annoyed on such delay which is not good for BSNL. He narrated that timely clearance of faults will help us in gaining and retaining the confidence of customers which is very important in these days of competition. He insisted that by this approach we can achieve growth & bring Kalyan SSA on Top. He assured that he is not against SNEA, and all issues raised by SNEA will be considered positively but he wants to more feedback from SNEA on development issues. He emphasized that he will conduct meetings with SNEA wherein only Development and growth related issues will be developed. On restricting timings for meeting he cleared that the time schedule fixed on alternate Saturday is just for discussions without any appointment and SNEA leaders may come to his with prior information at any time. He shared that he has big goal in mind to see the growth of Kalyan SSA and is ready to whatever is required for that and appealed all to come forward and share their views and issues. He also informed that he has started War Room in his Office and he is available in War Room from 1100 to 1200 hours daily along with DGMs available at HQ and he is fully focused on the operational issues and anybody from filed unit may call him or directly join the war room to share difficulties and to get issues resolved without delay. He firmly assured that he has objective to bring Kalyan SSA in positive growth and need support of the executives and non-executives of Kalyan SSA to achieve the goal. 

·        Com. R. D. Pimpalkar, DP SNEA Kalyan in his presidential address summarized discussions held in Open Session and elaborated various issues of Kalyan SSA. He appealed to stop the frequent dislocation & ERP relieving of executives for maintaining stability in field units. He appreciated unity of executives in Kalyan SSA and stressed that his team is ready for any task and target, but there is need of active and moral boosting support from the management. He shared that if minimum level of support is extended by management, the miracles will happen in Kalyan SSA and it will definitely shine as expected by everybody in hall. He conveyed thanks to all comrades for their active support to SNEA and assured that SNEA will take care of all the issues of the Executives in Kalyan SSA.

·        The open session was concluded with the Vote of thanks by Com. M. M. Wadhwani, ADS SNEA Kalyan.

·        The Conference was nicely anchored by Com. V. K. Bhamre Area Secretary Ulhasnagar, SNEA Kalyan.

·        Thereafter, the existing district body was dissolved by Com. R. D. Pimpalkar, President SNEA Kalyan & Com. N. A. Khot was nominated as Election Officer for the proceedings for election of new Office Bearers of SNEA Kalyan.

·        Keeping tradition of unanimous selection of district body, Comrades of Kalyan SSA elected a unanimous body for the next term in which Com. R. D. Pimpalkar, Com N. N. Kapadnis and Com. K.B. Patil were elected as District President, District Secretary and District Treasurer of SNEA Kalyan for the next tenure and Com Prashant Jadhav was elected as CEC Members SNEA Kalyan.

·        Com. Bharat Sonawane, Circle President, SNEA Maharashtra administered oath of alliance to all the newly Elected Office bearer of Kalyan District.

16 AuG 18: Settlement of delayed payments of Salary and Stipend of newly joined JTOs: The JTOs who have newly joined in different SSAs in Maharashtra Circle are facing hardship as their Stipend as well salary has not been credited for last two months.

·        This issue was reported to SNEA MH in last week of July 2018. Since then we have taken follow up on day two days basis and issue was pursued with different officers and offices and with such prolonged persuasion it has been resolved but it took three weeks’ time.

·        The work was initially delayed as the procedure for creation of PERN has been changed and now it is being generated centrally and also in last week of July the Pay Role was locked in ERP for running salary.

·        Thereafter certain issues were reported in ERP which took time of more than one week for practically creation of PERN. Finally matter was partially settled on 10/08/2018 as the ERP issues were resolved by ERP Team at BSNL CO and PERN were generated for all these JTOs.

·        Since then the other related works were going on in different offices and finally the details about dues to be paid to these JTOs have been reached to CSC Mumbai for disbursement of payments. Accordingly all the dues will be remitted to the bank accounts of concerned JTOs within day or two.

·        No doubt, one and half month delay cannot be justified for such important works and definitely it is due to careless and casual approach of staff section in dealing with HR issues.

·        Normally in good HR management, such issues needs to be taken care as routine matter and there should not be any need of persuasion by anyone, but nowadays such working is missing in Circle Office Mumbai and we just can hope for improvement in days to come.

 

16 AuG 18: AGM Pers II BSNL CO writes Circle Heads calling  for options from SDEs for working at All India hard Tenure Stations and NON Tenure Stations having shortage of SDEs.  Letter <<<>>>

·        The All India Hard Tenure Stations for which options are being called are A&N, AS, NE-I, NE-II, J&K, NETF, ETR, ETP Circles and Non-Tenure Circles are GUJ & CTD Circles.

·        The options are not available for SDEs already working in these Circles as well as Bihar, West Bengal, Jharkhand, Chhattisgarh Circles, and Soft Tenure Stations at different Circles. 

·        Options are to be submitted to respective CGMs and last date of submission of options is 15/09/2018.

 

16 AUG 18: Shri. Anupam Shrivastav, CMD BSNL writes DO letter to all Circle Heads for effective implementation of “Project Ojas” elaborating the objective and road map of the project to achieve the Circle wise targets to save expenditure on Electricity.  Letter <<<>>>

·        The overall target of BSNL throughout India is to save Rs. 45296.91 Lakh of BSNL and Maharashtra Circle is having target of Rs. 4819.91 Lakh under this Project Ojas.

·        This DO letter specially underlines the efforts taken by Maharashtra Circle on Energy Conservation front and e-Bass (Electrical Bill Analysis & Scheduling Software), the in-house Software developed by Maharashtra Circle.

15 AUG 18: On the eve of Independence day, Long played Football Match on “grant of VCs” concluded as expected without any extraordinary results:  The football match on grant of VCs for posting order within Maharashtra Circle in respect of 11 SDEs on their DE Regular promotion which was played between Shri. Aman Jaiswal GM HR Admn Mumbai & his team with Shri. J. B. Chavan, GM Vigilance Mumbai & his team has been come to conclusion on the eve of Independence Day and all 11 officers promoted from SDE to DE are given relief by completing formality of issuing their posting order within Maharashtra Circle as it is where it is basis. Order <<<>>>.

·        Comrades may remember that there was high level conflict and so called “Football Match’ on grant of VCs for promotion of 11 DEs between Shri. Aman Jaiswal GM HR Admn Mumbai & his team with Shri. J. B. Chavan, GM Vigilance Mumbai for their posting within Maharashtra Circle.

·        Shri. Aman Jaiswal GM HR Admn Mumbai and his team has taken stand that till VC is not issued in clear words i.e. VC is clear or withheld, he will not issue posting order of these 11 officers within Maharashtra Circle on their promotion as DE and Shri. J. B. Chavan, GM Vigilance Mumbai his team has taken stand in consultation with CVO BSNL that once VC has been issued for DPC at BSNL CO, no fresh VC is required at Circle level as demanded by GM HR Admn Mumbai and his team.

·        When conflict was not resolved for 10 days, then SNEA MH has taken up this matter separately with Shri. Aman Jaiswal GM HR Admn Mumbai & his team with Shri. J. B. Chavan, GM Vigilance Mumbai but both were firm on their stand and no one was ready to review it.

·        Then SNEA MH has requested Shri. Peeyush Khare, CGMT MH Circle to resolve this conflict and make permanent arrangements to avoid such unwanted delay and make it routine procedure. Letter <<<>>>

·        But after intervention of Shri. Peeyush Khare, CGMT MH, as being done in all cases,  this matter was “escalated” at higher level to BSNL CO as none of the officer in Maharashtra Circle has capacity and ability to decide such simple issues and issues are always being sent to BSNL CO for clarification/s.

·        Accordingly with consent of Shri. Peeyush Khare, CGMT MH to get clarification from BSNL CO, Shri. Aman Jaiswal GM HR Admn Mumbai has taken up matter with GM Pers/Jt GM Pers BSNL CO telephonically as well as in writing but even after waiting for one week no clarification has been issued by BSNL CO and these 11 officers were kept under tension for last 24 days.

·        After Vidarbha tour in last week, when SNEA MH leaders have taken short meeting with Shri. Amana Jaiswal, GM HR/Admn Mumbai on 10/08/2018 evening hours to know the status of posting order of 11 DEs, GM HR Admn Mumbai was annoyed and expressed that why SNEA is pursuing this matter so hard for and he also expressed his concern why so many officers are calling him for posting of just 11 DEs.

·        We made him clear that his office has made this simple issue complicated and hence these officers are worried where they will get promotions or not as already 20 days are over and if posting orders would have been issued by his office in time, then there was no need of persuasion on our side as well by individual officers including some SSA Heads as quoted by him. 

·        We also narrated that rumors are being spread that these 11 officers are not getting DE posting as VC of all these officers are withheld and hence there is immediate need of issuing posting orders.  

·        Finally, GM HR Admn Mumbai clam down and informed that during his two days leave, Shri. Peeyush Khare CGMT MH has called Shri. B. A. Patil, DGM HR Mumbai and has instructed him to issue orders subject to VCs with intimation to BSNL CO. Knowing this we have insisted him for issuing orders on that day itself, then GM HR Admn told that it is already 1800 hrs and firmly assured to issue orders on morning of next working day i.e. Monday and we also agreed for that.

·        But unfortunately nothing was done on Monday full day as Shri. B. A. Patil, DGM HR Mumbai was on leave. As such, in the evening hours, we reminded Shri. B.P.Tambat, AGM Staff Mumbai and to our surprise he informed that he has not received any instructions from GM HR Admn Mumbai or DGM HR Mumbai and he has not processed file for posting of 11 DEs.

·        We have requested Com. B. P. Tambat, AGM Staff Mumbai to discuss this matter with GM HR Admn Mumbai and when he discussed then GM HR Admn Mumbai directed him to process the file, but by then it was again 1800 hrs of Monday and that day file was processed by AD Staff Mumbai and reached to AGM Staff Mumbai and hence order was not issued.

·        On next day i.e. on Tuesday it was expected that order will be issued in the morning hours, but as officers in Staff section have intention to delay order, nothing happened in full day as file was kept with GM HR Admn Mumbai and with our reminder request in the evening hours, same was sent to Shri. Manoj Kumar Mishra Looking After CGMT MH, but since afternoon he was busy with Video Conference of NOFN and file was not cleared as it was sent in very casual manner and with big note and nobody clears file with such big note without discussions.

·        By understanding the fact that file will not be cleared today also as there is total reluctance on part of officers in HR/Admn Section Mumbai, Com. Anil Dubey DS SNEA CO Mumbai and Com. M. S. Adasul CS SNEA MH Mumbai reached to office of CGMT MH and waited for completion of VC and it was again 1800 hrs of Tuesday 14/08/2018, when CGMT LA was free from Video Conferencing.

·        After that we met Shri. Manoj Kumar Mishra Looking After CGMT MH, and informed him about the issue of posting order of 11 DEs and urgency thereof. In response, he informed that he is aware of the issue but file will be cleared on 16/08/2018 as he has been made to understand by somebody that VC of all 11 Officers are kept on hold and till it is insisted that DE promotion order should be issued for this officers and hence he needs some time to understand the issue and complications thereof. 

·        We have narrated him the entire episode and childish stand taken by senior officers for last 20 days under influence of biased juniors and how these 11 DEs are under tension for last 20 days, Shri. Mishra immediately acted and gone through file and big note has been written by officers in Staff section. He asked us what was stand of regular CGMT MH Shri. Peeyush Khare and we have informed him that he has already issued direction to issue orders on 08/08/2018, but since then six days passed but order is not issued by GM HR Admn Mumbai and his team deliberately as they want VCs from GM Vig Mumbai in format as expected by them  and with our persuasion on day to day basis for last fortnight, now file has been sent to his office by 1600 hrs today for his approval and we requested him to clear it today itself as it is already too late.

·        After getting detail feedback from us, going through the VC Report available in the file, Shri. Manoj Kumar Mishra CGMT MH LA discussed this matter telephonically with Shri. Aman Jaiswal GM HR Admn Mumbai who repeated his side and story thereof.

·        Then Shri. Manoj Kumar Mishra CGMT MH LA called Shri. Keshav Rao, GM Pers BSNL CO Delhi and GM Pers clarified that there is no need of fresh VCs and in similar manner posting order has been issued in all other Circles and it is only pending in MH Circle. He also clarified that there is no need of special VC as insisted by GM HR Admn Mumbai and posting orders may be issued on the basis of information given by Vigilance section certifying that there is no case is pending against these officers.

·        Finally, after understanding the facts to depth that to be within no time, Shri. Manoj Kumar Mishra CGMT MH LA was kind enough to approve the orders for posting order of 11 DEs within Maharashtra Circle as it is where it is basis and file was sent to GM HR Admn Mumbai by hand.  

·        But, when we found that even after approval of CGMT MH no moment was seen in Staff section to issue order, we again met Shri. Aman Jaiswal GM HR Admn Mumbai, and as expected by us he was again annoyed and asked us why we are so much behind this order. We have made him clear that file approved by CGMT MH is marked by him to DGM HR Mumbai and it will be pending up to 16/08/2018 as Shri. B. A. Patil DGM HR is on leave, then he said what will happen if order is issued on next day. We made him clear that when AGM Staff and AD Staff are available in office and order is ready and approved by CGMT MH then what is problem in issuing order today. He informed that the order is small issues for him and he is busy with some serious matters since morning and hence not giving importance to this order. We told him as it is very small issue hence needs to be cleared today itself as  now nothing is left and only file kept in his office needs to be handed over to AGM Staff directly without waiting for Shri. B A Patil, DGM HR Mumbai.

·        Finally, GM HR Admn Mumbai called Shri. B. P. Tambat AGM Staff Mumbai and handed over him file directly with directions to issue posting order today itself and accordingly at 1930 hrs the posting order of these 11 DEs was issued giving one sided full stop  to “Football Match” going on between Shri. Aman Jaiswal GM HR Admn Mumbai & his team with Shri. J. B. Chavan, GM Vigilance Mumbai.

·        Thus the high level Football Match on grant of VCs and individuals understanding thereof which was continued for 24 days has been concluded without any results and all 11 DEs got relief from the tension they were facing due to this unwanted Football Match of last 24 days since their promotion order was issued by BSNL CO on 20/07/2018.

·        SNEA MH conveys sincere thanks to Shri. Manoj Kumar Mishra CGMT MH LA for his prompt action and concluding this unwanted “Football Match” and getting all facts clarified from all concerned telephonically within no time and setting examples for other about efficient working and capacity to handle the conflicts.

·        Hope all other officers in Maharashtra Circle will learn lesson from him about how to settle such unwanted issues within no time and how to go ahead with positive thinking keeping focus on major works.

·        It is unfortunate that nowadays the officers in HR (Human Resource) Section has lost  Human approach and each and every matter is twisted, taken much time to decide and if decided then it is decided to call for clarification from BSNL Corporate office.

·        It will not be exaggeration if we say that Shri. Aman Jaiswal, GM HR Admn Mumbai is with Civil background and new to HR issues has very good and gentle Human Approach but this good quality in him is disappearing day by day as he is under total influence of Shri. B. A. Patil DGM HR Mumbai who is extra curious, want to play safe game in each action and expert in creating confusion in mind of Shri. Aman Jaiswal, and it should not reason for worry to us, but we are worried because here sufferers are the executives in Maharashtra Circle.

·        Not only in this issue of posting of 11 DEs and want of VCs, we have seen such inhuman approach of HR section in dealing with many other issues like exaggeration of facts in looking After arrangements, issuing caveat notice, relieving through ERP, issuing pick and choose LA orders neglecting seniority and vacancies thereof, relieving of the officers through ERP, Issuing charge sheet to officers not accepting LA arrangements, then reverting such officers on joining new SSA on name of Charge sheet,  delaying rather denying Leave cases received from different SSA Heads for months together, transfers of SDEs/DEs to NRUs, long pending promotion order of PA to PS, issuing minutes of the formal meeting, biased approach in dealing with immunity cases, Deliberate action to de-recognize the SNEA Nanded District Branch and keeping matter shunting n files without any action and indirect support to GMT Nanded for his illegal action, issue of the caste validity and its exaggeration beyond limits creating compulsons on all Executives under reserved category, unwanted linking of Caste validity with TBP promotion and indirectly keeping all TBP order on hold for months together, clarification required  under immunity to office bearers and so on.

·        From this, it appears that the officers in HR section want to play each and every game of office work safely and either matter will be delayed on name of detail study and or it will be delayed by calling clarification from the Corporate office as if there is no capability in these officers for right and human approach interpretation of the letters to give relief to the executives and this is really dangerous.

·        Unfortunately “Who Cares” attitude is growing in HR section, Circle Office, BSNL Maharashtra Circle and even with intervention of higher officers like CGMT MH, the issues are twisted and kept pending for months together to prove the intelligence” of the officers in HR section may be due to fact that CGMT MH is of the opinion that there is no need of intelligence for working in HR section.

·        SNEA MH will continue the vigorous persuasion of the pending HR issues to give justice to all its comrades by raising voice against all such deliberate actions of certain officers in HR section of Circle Office Mumbai. 

·        Let us hope that on eve of 72nd Independence of India, the executives in BSNL Maharashtra Circle get relief from this dirty politics and fear factor working of certain officers in HR section deliberately harassing executives for no fault on their part and let us pray God to give “Human Approach Wisdom” to these officers dealing with HR issues of executives in Maharashtra Circle.

 

15 AuG 18: AGM Staff Mumbai published long stay list of 100 SDEs and 100 DEs in Maharashtra Circle as per their date of joining as JTO/SDE in territory of Maharashtra Circle calling for corrections if any and corrections are to be sent latest by 17/08/2018. SDEs <<<>>>  DEs <<<>>>

·        The two letters separately shows the list of 100 SDEs and 100 DEs in longest stay list of officers working in territory of Maharashtra Circle. 

·        The lists covers name of the SDEs/DEs working territory of Maharashtra Circle i.e. MH, WTP MH,WTR MH, ITPC Pune, BBNW Pune/Mumbai, NCNGN, Inspection Circle and having long stay in Maharashtra Circle and stay counting is given consideration from their entry in JTO and above cadre in Territory of Maharashtra Circle.

·        Though list is published for 100 officers in each cadre, while sending list to BSNL CO names of only Top 25 officers in each i.e. 25 SDEs and 25 DEs will be sent to BSNL CO.

·        As female comrades are not posted to Tenure Stations except they submit willingness, the names of female comrades are not included in this long stay list.

·        These 25 names will be excluding names of the officers already under transfer and officers working at all India Soft Tenure who have opted for three years Tenure at All India Soft Tenure at Sindhudurg and who are completing their tenure at All India hard Tenure station and opting for Maharashtra Circle. 

·        The SDEs/DEs in this longest stay and working at Sindhudurg and Gadchiroli SSA will also be liable for transfer to all India Hard Tenure station except SDEs/DEs who have opted for three years All India Soft Tenure Stations at Gadchiroli/Sindhudurg.

·        The names SDEs/DEs working at Gadchiroli & Sindhudurg SSA, who have not opted for three years All India Soft tenure, will be included in the final long stay list which will be sent to BSNNL CO.

·        If they want that their name should be excluded from the long stay list of Maharashtra Circle then all such SDEs/DEs will have to submit willingness in writing to Circle Office that he wish to convert his tenure at Sindhudurg or Gadchiroli as the case may be from two years Circle Tenure to Three Years all India Soft Tenure.   

·        If anyone want to suggest correction in stay of officer other than him, or want to add name of the officer having stay more than the officers included in the list, same may be intimated directly by email to agmstaffmh2018@gmail.com and its copy may be sent to sneamh@gmail.com

13 AUG 18: “Project Ojas” under Energy Conservation initiatives by BSNL launched from Mumbai: The dream project of BSNL on Energy Conservation initiatives by BSNL was inaugurated on 07/08/2018 by hands of Shri. U. N. Rai, OSD to CMD BSNL in presence of Shri. Peeyush Khare, CGMT MH Circle, Shri. Pravin Varshney, CGM EW BSNL CO and Shri. Rajeev Soni, CEE Mumbai.

·        This grand Inaugural function was arranged at Sixth Floor, Conference Hall, BSNL Admn Bldg., Circle Office, Santacruz Mumbai which was attended by all vertical heads in Circle Office Mumbai. The Circle Heads from different Circles and SSA/BA Heads in Maharashtra Circle attended the function through Video Conference.

·        On invitation from administration, Com. P. N. Patil, CT SNEA MH, Com. Manish Pandhare, JS Vidarbha SNEA MH, Com. P. C. Ramtake, VP SNEA MH and Com. M. S. Adasul, CS SNEA MH attended inaugural function through Video Conference from Nagpur during the first day of their Vidarbha Tour.

·        By recognising the special efforts taken by Maharashtra Circle under leadership of Shri. Peeyush Khare CGMT MH Circle and Electrical wing under Shri. Rajeev Soni CEE Mumbai, the inaugural function of Project Ojas for entire BSNL was arranged at Mumbai, Maharashtra and this is matter of pride for entire Maharashtra Circle.

·        The function started sharply at 1130 hrs on 07/08/2018 with welcome address and brief about the project by Shri. Peeyush Khare, CGMT MH Circle. In his address CGMT MH has elaborated steps taken by MH Circle and how by now Rs 15 Cr are saved by MH Circle with such initiatives. He informed that 15  PPAs (Power Purchase Agreements are signed by MH Circle which will generate 1.7 MW Electricity which is highest in BSNL. He added that MH Circle has already commissioned One SPV plant at BSNL Admn Bldg Mumbai by hands of Shri. Anupam Shrivastav, Hon CMD BSNL , 11 SPV planned and installed at Nagpur, Nashik, Pune, Kalyan and  Pune are being declared commissioned today & balance 4 will be commissioned by end of Aug 2018.  He also added that when Electricity is purchased from Solar system it is costing Rs 10 less per unit than the normal rates and MH Circle has saved Rs 8 Cr by now with this method. He also emphasised on the efforts taken by MH Circle for charging Industrial charges from Commercial charges and thus 35 % of the Energy bills of standalone BTS sites are being reduced. He further narrated efforts being taken for taking benefits of industrial charges by making standalone BTS. He added that about 100 Turbo ventilators are installed in MH Circle and about 15% Electricity has been saved. He also elaborated efforts taken by MH circle in BSNL has also developed an in house Electrical Bill Analysis and Scheduling software e-BASS (Electrical Bill Analysis & Scheduling Software) which helps BSNL to analyse the electricity bills on 36 parameters, detect errors, abnormal consumptions, etc. before releasing the payment to MSEDCL and this software is being successfully used in Maharashtra Circle since March 2018.  He also added that BSNL is exploring the possibility of doing away with air-conditioners at its Mobile Tower locations, replacing the same by Turbo Ventilators, closure of AC units provided to ineligible officers. BSNL has a massive customer base and lot of paper is consumed in printing the bills and customers are being constantly requested to opt for e-bill and thus contributes towards a Greener Environment. In conclusion he assured all that his office will guide all on learning of “Project Ojas” and steps to be taken under energy Conservation.

·        Shri. U. N. Rai, OSD to CMD BSNL in opening remark appreciated wonderful efforts done by CGMT MH and his team and appreciated that MH team is leading all over India. He also praised the idea of generation of revenue with zero CAPEX or OPEX expenditure. He was optimistic that with such initiatives BSNL will save 300 to 400 Cr in year and MH Circle is having highest target to save 40 to 50 Cr. He appreciated efforts taken by MH team over last 3-4 months in installation of Solar Project at different places. He also appealed all to work on installation of Turbo Ventilators, Closure of DG sets from urban/rural Exchanges/BTSs having reliable power supply from utility cos. and providing one mobile DG sets for a group of 20 sites in urban and 10 sites in rural. Power plant optimization by clubbing of multiple power plants, removal of defective power modules, reduction in power plant capacity etc. Non- provision of BTS at un-electrified sites and closure of non-electrified BTSs wherever feasible. In conclusion he once again congratulated team BSNL MH Circle and appealed all to make “Project Ojas” effective all over India.

·        Mrs. Sujata Ray, Director HR BSNL Board joined the inaugural function as Guest of Honour after address and presentations by CGMT MH and OSD to CMD BSNL. In her address she congratulated Shri. Peeyush Khare, CGMT MH Circle and his team of Maharashtra Circle for such strong initiatives for energy conservation and  taking lead in ambitious project to save Rs 300 Cr of BSNL. She stressed for reduction in Energy bills by Energy Conservation initiatives all over India and with such initiatives BSNL can save Rs 2800 Cr per annum and there will be historic movement n BNL throughout next one year. She appreciated MH Circle as best Circle and congratulated CGMT MH and his team for such initiatives over the period. Dir HR conveyed five important steps i. e.  Clarity, Empower, Reward, Compliance and Communication as directed by CMD BSNL for effective implementation of “Project Ojas” all over India.

13 AUG 18: Officiating JTOs Pay fixation under FR22 (1) a (1): The SLP filed by Kerala Circle against the judgement of Hon. HC of Kerala” allowing pay fixation under the provisions of FR 22 (1) a (1) without the restriction of FR 35" is dismissed by Hon. Supreme court. Association also filed the petition in the Hon. PCAT New Delhi for our members who are officiating JTOs and got favourable judgement earlier. PCAT allowed our petition based on the final outcome of the Hon. HC of Kerala. Since the SLP of Kerala Circle is dismissed by Hon. Supreme Court now, our prayer "Allowing pay fixation under the provisions of FR22 (1) a (1) without the restriction of FR 35" in Hon. PCAT attains finality.

All DS SNEA are requested to send the list of earlier JTO Officiating and now Regular JTOs who are now members of SNEA to Com. B. D. Wani, Area Secretary SNEA Dhule, Mob 9423979699 Email Id bdwani@gmail.com who is consolidating data for further course of action to give justice to all the JTOs who officiated earlier and now working as JTO. SNEA MH will take required steps for settlement of grievances of the affected comrades.

11 AUG 18: Meeting with Shri. Aman Jaiswal, GM HR Admn Mumbai: Com. Abhay Kesarkar JS NRU SNEA MH and Com. M. S. Adasul, CS SNEA MH had discussions with Shri. Aman Jaiswal, GM HR Admn Mumbai on 03/08/ 2018 on some current pending HR issues. The detail of discussions is as follows. 

1.     Publishing updated SSA wise Executive Strength: SNEA requested for publishing SSA wise working strength on MH intranet. As usual, GM HR Admn Mumbai told that he will give it final shape and then it will be uploaded. We have informed him that this is routine matter and data is being changed every month and it was regularly published on monthly basis but it has been stopped all off sudden and it creates confusion among the executives. We also requested to publish it because since long time it has not been published and reason also is not given for not publishing it. GM HR Admn Mumbai assured to publish available data immediately and assured that updated data will be published regularly.

2.     Pending request on medical grounds: We have brought to his notice genuine medical ground cases, which were not given consideration by Circle Management. In response, GM HR Admn Mumbai informed that all the cases were processed in file and CGMT MH rejected cases and now he cannot process these old cases except there are specific instructions from CGMT MH. We have informed him the two specific cases on medical grounds i.e. case of Com. A. P. Kulkarni JTO Beed, whose case has been recommended by Civil Surgeon Beed in prescribed format as asked by CGMT MH, and another case of Com. A. H. Waghmare SDE Satara and both are transferred to Ratnagiri. GM HR Admn Mumbai informed that the reply to letter by SCT Cell BSNL CO on complaint of Com. A H Waghmare is being sent. He further assured that if request of Com A.P. Kulkarni has been received with fresh recommendations of TDM Beed with Medical certificate in prescribed format by Civil Surgeon then his case will be processed in file and it will be decided by CGMT MH. We also brought to his notice the genuine medical ground cases of Com. M. M. Murpe, JTO Bhandara to Nagpur, Com. Bhushan Ghorphade JTO & Com. Mrs. S B Ghorphade JTO Pune to Kalyan, Com Ashish Patil & Com Mrs Ashwini Patil Pune to Kalyan and Com. Geeta Kowe Sahoo JTO Bhandara to Nagpur were not considered in last spell and since then we are requesting for its consideration, but not considered. GM HR Admn Mumbai assured that all these medical ground cases will be given consideration in spell of Sept 2018.

3.     Request transfers of JTOs to & from NRUs: SNEA MH reminded GM HR Admn Mumbai that he has assured to consider the request transfers of JTOs to and from NRU Circles i.e. WTR, WTP, ITPC and BBNW etc after completion of transfers within Circle but till same has not been taken care. GM HR Admn Mumbai informed that he has planned to consider all these requests , but could not consider due multiple work load increased over the period, but assured that these cases will be given fresh look and most probably all such requests will be given consideration by or before spell of transfers in Sept 2018.  

4.     Request transfers pending for Mobile:  We have brought to the notice of GM HR/Admn Mumbai that though some request are given consideration to Mobile many request are pending for mobile section and needs consideration. GM HR Admn Mumbai assured to look into it, but informed that the matter needs to be settled at SSA level and he will take care of posting to Mobile Nodal Pune only and such requests will be given consideration in spell of Sept 2018.

5.     Forwarding of pending requests of SDE/DEs for TERM, BBNW, WTR, WTR and other Circles: We have brought to the notice of GM HR Admn Mumbai that since last seven months the request of SDEs for TERM, BBNW, WTR, WTR and other Circles are kept on hold in his office and no action has been taken on it even after assurances of CGMT MH in formal meeting. We also brought to his notice that now willingness also called by BSNL CO for such posting, but nothing has been done on part of Maharashtra Circle to forwards the cases. GM HR Admn Mumbai informed that there was delay as he want to update data of long stay within Circle, out of Circle in respect of all officers and he want to quote it in the forwarding letters if any of the officer has been posted to tenure stations within Circle on long stay or is part of long stay list for all India Transfers. Now, same data has been updated and request of TERM Cell have been already sent and assured that the request for all other Circle including NRUs will also be sent within 2-3 days. He directed us to get copies of such letters from AD Staff B Mumbai/AGM Staff Mumbai.

6.     Issuing orders for posting within MH pending for want of VCs and need of streamline procedures for getting timely VCs: We have brought to notice of GM HR Admn Mumbai about undue delay in issuing the posting orders within Maharashtra Circle just for want of VCs in prescribed format. We also brought to his notice about our discussions with GM Vig Mumbai and concerned officers at BSNL CO Delhi and there is no need of fresh VC for issuing posting orders as once same has been taken care by DPC Cell BSNL CO. However, GM HR Admn Mumbai insisted that if it is so then, why it has been mentioned in the Promotion Orders. We requested him to issue the pending order of 11 DEs and matter may be taken up for later cases. We also brought to his notice that posting orders have been issued by all Circles and this matter is pending only in Maharashtra Circle due to this conflict. GM HR Admn Mumbai informed that he has done in similar way for all other promotions and matter needs to be settled once for all. He further added that Vigilance Section is not ready to give VC status in clear words and Promotion order says CGMT concerned has to ensure the pendency of Disciplinary case, Vigilance case or pendency of punishment order and hence as per directions of CGMT MH he has written letter to GM Pers BSNL CO calling clarification where fresh VC is required or not and if not then why it has been mentioned in promotion orders. He assured for getting this clarification early by personal talks to Jt GM Pers and GM Pers BSNL CO and asked 2-3 days’ time for issuing posting orders of DEs promoted on 20/06/2018.

7.     Consideration of request of DEs from SSAs having excess DEs to SSAs having shortage of DEs: We have drawn attention of GM HR Admn Mumbai towards issue that SSAs like Sindhudurg have excess DEs and SSAs like Ratnagiri, Raigad have shortage of DEs and some DEs from Sindhudurg SSA are willing for Ratnagiri and Raigad SSA or other SSAs having shortage of DEs. Same is the case in some other SSAs and such request from DEs needs to be given consideration. GM HR Admn Mumbai informed that there are excess DEs in MH Circle as 536 DEs are now posted in Maharashtra Circle against sanctioned post of 405 DEs and hence there are chances that excess DEs from MH Circle will be posted out of MH Circle and hence he has reluctance on consideration of such requests. We have brought to his notice that the DE promotions are issued by up gradation of DE post and sanctioned post are doubted as upgraded posts are nearly as that of sanctioned posts and hence sanctioned post of DEs in Maharashtra Circle are also doubled. Also in every Circle now minimum required DEs are available and hence chances of transfers are less. Then GM HR Admn Mumbai informed that he will decided such requests after DGM Regular promotion orders which are expected shortly and decision will be taken on the basis of how many DGMs/DEs will be retained in MH and how many will be shifted out of Maharashtra Circle and accordingly action for rearrangements of DEs with MH Circle will be decided. We requested to consider these cases from Sindhudurg SSA to Ratnagiri/Raigad SSA as Sindhudurg SSA has excess DEs and Ratnagiri/Raigad SSA have shortage of DEs. We also requested for any other changes of DEs, the data must be published on MH intranet on excess /shortage and willingness may be called for to fill up shortage if any in any of the SSA and accordingly decision may be taken on the basis of the guidelines followed by BSNL CO to shift on basis of long stay or the seniority of the officer. GM HR Admn Mumbai assured to look into it and also assured that whatever policy will be followed by BSNL CO, same will be followed in Maharashtra Circle also.

8.     Preparation of Circle Gradation list of JTOs in Maharashtra Circle: SNEA MH informed that though the efforts are being taken by Estt Section to update CGL/AEIL of JTOs in MH Circle, there is no reasonable progress in giving it final shape. Except Maharashtra Circle, data of all Circles has reached BSNL and one such reminder has been issued by Pers cell. GM HR Admn Mumbai informed that he is aware about the situation and by understanding its urgency and need of accuracy, he is not only personally monitoring the matter but he himself is working for purification of AIEL data and has given certain shape to the list. He wants to ascertain the details of about 60-70 JTOs out of about 400 JTOs for which data was mismatched. He was optimistic that the entire work will be completed within 2-3 days and by 05/08/2018, data for AIEL of JTOs in MH Circle will be finalised and sent to BSNL CO.

9.      Finalisation of SCR of SDEs in seniority list No 8: SNEA MH informed that the SCR of SDEs from Seniority list no 8 under OC category from Maharashtra Circle is not yet sent and the work in Establishment section is going on but it is very slow process and in similar way, the data will be delayed for months. GM HR Admn Mumbai informed that he was not aware about SCR to be sent to BSNL CO as many works are going on. However, he assured that he will look into it personally and see that SCR is finalised and sent as early as possible. 

10.   Action on Group Term Insurance and benevolent fund proposal: On both these long pending issues, GM HR Admn Mumbai informed that CGMT MH has rejected proposal for benevolent fund. The Group Term Insurance proposal was till now with GM Fin Mumbai and in recent meeting, CGMT MH has given him directions to finalise the Group Term Insurance proposal. Accordingly, he is on job, he has collected basic data for it, and very shortly, proposal for Group Term Insurance will be processed in file for approval of CGMT MH and assured that this proposal will be finalised by end of Aug 2018 and he will try his level best to get competitive rates from insurance companies. On reasons for rejection of proposal for benevolent fund, he informed that matter may be discussed with CGMT MH.

11.   Corrected of the minutes of the formal meeting: GM HR Admn Mumbai informed that now he is personally looking in to it and corrected minutes will be issued very shortly. He insisted that all views expressed by SNEA in its letter cannot be accommodated in minutes , but he will try to make it as per the discussions held in the meeting and also assured to issue minutes by next week or latest b 20/08/2018.

12.   Equal Treatment and applicability of rules while granting immunity to the OBs of associations: We have elaborate discussions on this issue and SNEA has pointed out biased actions by his office in dealing with immunity cases and undue favour to Com. P.G. Wankhade DS AIBSNLEA Amravati. GM HR Admn Mumbai informed that it is not biased approach and it was matter on delayed request by Com. Wankhade as he was of the opinion that he will be automatically retained and no need to apply fresh and hence his office has accepted his direct application and sent it to GMT Amravati. He also stressed that some politics being played at Amravati as his application was accepted by GMT Amravati and GM HR Admn propagated that there is nothing wrong in receiving the application at later stage and granting immunity when it is due. We objected that how he receives the application directly once the officer is relieved, then he narrated that he has taken similar action in other cases also and threatened that if SNEA stresses for same, he will apply it for all other cases including requests of SNEA. We have clarified him that SNEA has no objection if rule is applied equally for all and he has to accept that his office has worked in biased manner as other cases were recommended by SSA Heads and were delayed in his office and fresh recommendations were called by his office with written letter and by giving names. But in case of Com Wankhade, case was not sent through proper channel and there was reluctance on part of office GMT Amravati to recommend the case, once officer was relieved from Amravati. We alleged that his office has worked in biased manner and has done undue favour by issuing posting order as SDE Yavatmal at Amravati. GM HR Admn Mumbai informed that politics is being played at Amravati SSA and he has taken action as per guidelines only and nothing is wrong on his side but he was not having answer to our question why he has not given such treatment to request of Com. B. R. Kamble DS SNEA Nanded when request was recommended by GMT Nanded and he replied that matter is under consideration and final decision will be taken as per reply from GMT Nanded.   

13.   Action against Shri. Nitin Rokade, GMT Nanded for illegal de-recognition of SNEA Nanded Branch: On this GM HR Admn Mumbai informed that Shri. Nitin Rokade, GMT Nanded in firm on his stand and he has sent second reply also that his decision on de-recognition of SNEA Nanded is correct and has given justification of the complaint of Com. B. N. Totod Ex President SNEA Nanded. When we have brought to the notice of GM HR Admn Mumbai that Com. Totod has raised certain grievances in March 2017 and same have been clarified in March 2017 itself and then District Body has been approved and what happened to de-recognise District Body in May 2018 needs to be clarified. We also stressed that GMT Nanded cannot play dirty politics and same cannot be supported by Circle Management. We also stressed that GM HR Admn Mumbai is indirectly supporting GMT Nanded for his illegal action as matter has been kept shunting in files since May 2018 and no proper action is being taken on it. Recent reply of GMT Nanded has been received by AGM Staff Mumbai before one week , but no action has been taken on it and deliberate attempt is being made to delay the works and continuing the de-recognition of SNEA Nanded. We also pointed out that his office is biased in this matter as when case was recommended by GMT Nanded, what made AGM Staff Mumbai to get copy of old complaint and create hurdle in the request of immunity of Com. B. R. Kamble, DS SNEA Nanded and we raised strong objection on such discrimination by GM HR Admn Mumbai and his support to wrong doings under overacting by  AGM Staff Mumbai who has some malafide intention in putting such unwanted complaint in file and twisting matter to the extent of de-recognition of District Body of SNEA Nanded.  On this argument GM HR Admn Mumbai was annoyed as he was not able to justify the unwanted actions of AGM Staff Mumbai and hence tried to close matter with assurance that the latest reply from GMT Nanded will be sent to SNEA for comments if its copy has not been marked to SNEA MH /SNEA Nanded and comments of SNEA will be taken into consideration, and after receipt of the reply from SNEA further course of action will be decided in this matter.   

14.   Settlement of grievances of officers forced relieved through ERP by settlement of leave or joining period: We informed that salary of many of the executives is kept on hold by many of the SSAs even after their joining new SSA as per the transfer order. This has been done as per the instructions of his office in posting orders. Many of the officers have not availed leave and have joined new place of posting after relieving by the concerned SSA. But this period from ERP relieving to actual joining is being treated as absent period even though there is no mistake on part of individual. We also brought to his  notice that some of officers who have joined at transferred SSA under LA arrangements are served with charge sheet and on name of charge sheet they are reverted and the very purpose of their transfer to hold higher position under looking after arrangements is defeated. There are many such cases and salary of many of the officers is held for no mistake on their part. GM HR Admn Mumbai informed that his office receive such request and all such cases are being processed in file one by one. He further assured that all these requests will be processed in file and decision will be taken shortly.

15.   Issues with pending orders for SEE Nagpur /Mumbai as per LA guidelines: On this GM HR Admn Mumbai informed that he has sent letters conveying his views on matter of SEE and now action is to be taken by CEE Mumbai. He informed that LA orders are to be issued as per all India seniority of the executives in that particular cadre. On financial powers for SEE under LA arrangements, GM HR Admn Mumbai informed that under LA arrangements financial powers are to be given action on part of CEE Mumbai to issue SEE LA orders needs to be reviewed. But he added that his role is over now and directed us to take up matter with CEE Mumbai.     

16.   Request under transfer policy guidelines by Electrical wing executives: We have drawn attention of GM HR Admn Mumbai toward the cases of Executives in Electrical wing who have submitted refusal in LA arrangements and whose cases are fit for acceptance of refusal as per the transfer policy guidelines, but even after months’ time no action has been taken on such cases, rather CEE Mumbai is pressing hard for relieving of these officers. GM HR Admn Mumbai informed that he has cleared the files received from CEE Mumbai on the subject and further course of action is to be taken by CEE Mumbai and directed us to take up matter with Mr. Rajeev Soni, CEE Mumbai.  

17.   Unwanted linking of caste validity with TBP and direct denial of TBP to executives in reserved category: We have elaborated him about the mass unrest among the executives due to unnecessary linking of caste validity with TBP promotions delay of years together in approval of TBP cases and made it clear that certain officers from his office are intentionally playing with sentiments of executives under reserved category and making indirect attempts to deny the rights of these executives. We made it clear that there is no roster in TBP, rather caste has no relation with TBP but some extra intelligent officers in his office have exaggerated facts and harassing the executives by withholding their TBP as TBP of about all executives in Reserved Category are kept on hold. Earlier all TBP cases were kept on hold for period of more than six months without assigning reason but indirectly matter was caste certificates, When matter was pursued by SNEA MH, then TBP cases of OC category executives were cleared but TBP cases of executives in Reserved Category are kept on hold rather indirectly denied and all these officers under reserved category are kept under tension by calling caste validity certificates. GM HR Admn Mumbai informed that as per DoPT guidelines of Year 2007, caste validity is mandatory before any promotions and hence same is applied for TBP. We have informed him that about all the executives, for whom his office has kept on hold the TBP, have received regular promotions and stand of his office to keep on hold the TBP cases has no relevance at this stage and requested him to clear all TBP cases kept on hold. We also narrated that caste validity is mandatory at the date of joining in DoT/BSNL and many of the executives have submitted the validity, but nothing has been done on part of officers in staff section to confirm availability of validity in office and each and every officer from reserved category seems to be denied the TBP. We also informed that officers in OBC category do not have any scope in promotions and no question of any privilege in TBP, but the said biased officers have overacted and the TBP cases of the officers in OBC category also are kept on hold.  As per constitution and being Government Servant, everybody with good HR approach needs to uplift the officers from the reserved category by supporting them by all means  and here deliberate attempts are made to deny the right of the only officers in reserved category and this act is against the law of land. After elaborate discussions, GM HR Admn Mumbai informed that he has decided to write one more reminder letter to BSNL CO and then will wait for one week and if no response/reply is received within week then without waiting for clarification from BSNL CO, all the pending TBP orders will be issued within fortnight.  

18.   Action on complaints by SNEA MH/Nagpur against Mrs. Namrata Tiwari GMT Nagpur: We reminded GM HR Admn Mumbai on pending grievances/complaints of Joint Forum/SNEA Nagpur and even after repeated complaints no action has been taken in this matter. When we have inquired with GM Pers and Director HR BSNL Board about the action on long stay of Mrs Namrata Tiwari GMT Nagpur at Nagpur, it has been informed that till today no single letter has been received by their office from CGMT MH Circle. It has been also assured that action will be immediately taken if such written complaints are forwarded by Maharashtra Circle. On this GM HR Admn Mumbai informed that the committee constituted by his office of the officers at Nagpur to investigate the complaints against Mrs Tiwari has submitted its report and as per report of the committee as on today all the grievances raised by Joint Forum Nagpur are settled and nothing is pending. Then we reminded that compliant was in two parts, one part was harassment of executives and non-executives by Mrs Tiwari and another part was her long stay of 24 years at Nagpur. We also pointed out that she is given undue favour by giving dual charge as GM Admn in Nagpur TD and PGM Mobile at Nagpur as separate charge and her intervention in HR issues continues as each and every file is routed through her. GM HR Admn Mumbai informed that the committee has recommended that decision on long stay and transfer of Mrs Tiwari is to be taken by Circle office or BSNL Corporate office. We have brought to his notice that as per information by leaders of Join Forum at Nagpur through DS SNEA Nagpur, none of grievances are settled but its intensity has been reduced with posting of PGMT Nagpur, but the hardship of executives and non-executives continues as Mrs Tiwari hold the charge of GM Admn Nagpur as well as PGMT Nagpur and specially brought to his notice, how Mrs Tiwari works as GMT Nagpur and also as PGMT Mobile at same time when no such order has been issued by BSNL Corporate office. GM HR Admn Mumbai assured to look into the pending grievances if any and the complaint about long stay of Mrs. Namrata Tiwari GMT Nagpur /PGMT Mobile Nagpur will also be looked into. We demanded for copy of the report of the Committee to ascertain the realities by Joint Forum/SNEA Nagpur and to know how committee has come to wrong conclusion that all the grievances are settled when DS SNEA Nagpur still says that grievances are pending. GM HR Admn Mumbai assured to discuss it with CGMT MH and decide further course of action. 

19.   Filing unwanted caveats in each and every case of transfer and terror being created in the minds of executives: We have once again informed GM HR Admn Mumbai that action on part of management to file caveat in each and every case of transfer is unwanted for and it is unnecessary creating fear in minds of the officers under transfer. We also narrated that much more expenditure is being incurred by BSNL in filing such caveat in different courts and this is not affordable when BSNL is facing extreme financial crunch. GM HR Admn Mumbai informed that there is no much expenditure made on caveat as expenditure involved in each transfer order is just Rs 6000.00 per order per Court and not per officer under transfer. But we impleaded that Rs. 6000 per order per court means it comes Rs 36000.00 per order including High Court /CAT at Mumbai/Nagpur and Aurangabad and the expenditure is in multiples of the transfer orders issued which will definitely come in lakhs of rupees. Further expenditure made on sending such notices to each and every officer from different courts also coast some definite administrative expenses. But GM HR Admn advocated that such caveat is required to implement any order as if one individual goes to the court then entire order is stayed and entire process of transfer and posting is kept on hold. The very purpose of filing caveat is just that transfer order is not stayed and after filing also individual can approach the court, but in such cases one sided stay is not granted on entire transfer orders and the case may be admitted on merits of the case pleaded by individual. In conclusion GM HR Admn Mumbai was of the opinion that the expenditure is very small and it is justified in view of the urgency of implementation of transfer orders caveat is justified and f required association may take up matter with CGMT MH.     

20.   Review of reduced EOIs and SGs at least by SSAs requesting for it: We have narrated GM HR Admn the difficulties faced by executives in the filed units and  losses being faced by BSNL due to abnormal reduction of EOIs and Security Guards. GM HR Admn Mumbai informed that till now he was in the decision making process of the EOIs and SGs, but now all the decisions are being taken by GM Fin Mumbai as he is dealing this issue and directed us to take up matter with GM Fin Mumbai. 

21.   Consideration of pending Rule 8 transfers: GM HR Admn Mumbai informed that as discussed earlier all the Rule 8 Request Transfers were processed in file and have been approved by CGMT MH Circle and very shortly all the request will be sent to concern Circles for consent. We conveyed sincere thanks for this good gesture on part of Circle Management and this will be great relief to all the JTOs who were waiting for their transfers.  

22.   Publication of revised long stay list in view of promotions in different cadres: We requested GM HR Admn Mumbai that due to recent promotions there are many changes in the stay particulars and about all long stay lists will be revised. Hence to understand the position of officer in the Circle/SSA long stay list it is required that revised list is published on MH intranet so that concerned Executives may take decision accordingly. GM HR Admn Mumbai informed that work is already in progress and data has been called from SSA and after consolidation of data long stay Circle/SSA lists will be published by his office and most probably it will be issued within fortnight the long stay list.

23.   Untimely transfer on pick and choose basis as per wish and will of certain SSA Heads: We have discussed the transfer order of Com.  M. P. Bhole, TDM/DE Buldhana and how he is being harassed by issuing untimely transfer. Com Bhole is not issued even single letter till today and till he is transferred without assigning any reason. He informed that Com. Bhole has been reverted from TDM to DE and then transferred on the recommendations of BA Head Aurangabad. We have brought his notices the issues related to the case, but GM HR Admn Mumbai informed that till recommendation of BA Head Aurangabad nothing is possible in this case and directed us to take up case with BA Head Aurangabad and CGMT MH.

24.   Request for Retention on Educational grounds: We have requested GM HR Admn Mumbai to consider request of Com. V. H. Khasnis SDE Satara for own cost deputation to Pune up to March 2018 as her Son is studying in 12th Standard which is State Board Exam. GM HR Admn Mumbai informed that all such cases are rejected earlier and hence chances of consideration of such request are less. But if fresh request is received through proper channel with recommendations of SSA same will be processed in file and final decision on it will be taken by CGMT MH.

The meeting started at 1130 hrs conducted at 1430 hrs with fruitful and positive discussions on all above issues.  

 

10 AuG 18: Finally “Truth Wins” as Stand of SNEA on right of refusal by executives in LA arrangements is confirmed: In special letter addressed to CGMT MH Circle, AGM Pers Policy BSNL Corporate Office, New Delhi O clarified that BSNL executives cannot be compelled for holding higher responsibilities and refusal submitted with any reason should be accepted by competent authority. Letter <<<>>>

·        This clarification is issued addressed to CGMT MH Circle as such extreme compulsions were created only in Maharashtra Circle.

·        This is victory of the executives in Maharashtra Circle under banner of SNEA as only SNEA has opposed such extreme biased decision and raised voice against deliberate injustice and harassment of executives in BSNL Maharashtra Circle.

·        This is set back to the deliberate harassment tactics adopted by Shri. Peeyush Khare CGMT MH Circle and unfortunately it was blindly followed by Shri. Aman Jaiswal GM HR/Admn Mumbai, Shri. Vivek Mahavar GM Fin Mumbai and Shri. Rajeev Soni Sr CEE Mumbai.

·        It was also followed by Shri. Kumar Manoj CE Civil Mumbai but his approach was not blind enough and has shown some Human approach on this issue and has given consideration to the request of the executives to better extent and SNEA MH has not received much complaints from Civil wing.

·        Shri. Aman Jaiswal, GM HR /Admn Mumbai has shown considerate views at the initial stage to go as per the guidelines on the subject but his stand washed away in pressure created by Shri. Peeyush Khare CGMT MH Circle and later Shri. Jaiswal also kept deliberate mum on forceful implementation of his wrong interpretation on option available to executives on refusal LA arrangements.

·        The looking After practice was rightly followed in Maharashtra Circle for long time, but since Shri. Peeyush Khare CGMT MH has taken over as CGMT MH, the matter was twisted and rules were used as per will and wish of the officers. At earlier stage only limited executives were given LA arrangements, vacancy position was not given consideration, seniors were compelled to work under juniors, LA orders were just extended, some of officers were given Look After Arrangements on pick and choose basis by excluding names of the seniors and nothing was done to give consideration to rights and difficulties of executives.

·        SNEA MH has aggressively raised voice against this biased approach by the Circle management in the Formal meeting held with CGMT MH and practically CGMT MH was annoyed with serious and aggressive concern expressed by the SNEA MH with supporting documents.

·        But as the stand of SNEA MH was correct and with supporting documents, accordingly it was agreed by Circle Management and first spell of LA was issued where it is as it is basis and there it was written that though officers are given higher responsibilities at higher position, all will continue to work on the same post with higher designation in LA arrangements.

·        However, when the next spell of LA arrangements was issued on 01/04/2018, the transfer orders were issued for executives who could not be accommodated in same SSA due to shortage of vacancies in that SSA and some of the officers were transferred from one corner of Maharashtra to another corner. This happened when many of the officers have submitted unwillingness as per options called by Circle Management and options submitted well before issuing orders.

·        When these officers have submitted refusal after issuing orders giving genuine reasons, GM HR/Admn Mumbai tried his level best to follow the procedure of accepting refusal and all the requests were processed in the file. However, CGMT MH strait away refused to accept any of the refusal and has taken stand that Executives do not have right of refusal Looking After Arrangements.

·        CGMT MH has taken extreme adamant & strange stand that these executives have right to refuse the Regular /Adhoc promotion, but they do not have right to refuse the looking after arrangements and in his support he has informed that he has got telephonic clarification from GM Personal BSNL CO. He also added that he has personally discussed this issue with Director HR BSNL Board during West Zone meeting at Ahmedabad and both GM Pers & Dir HR  have confirmed his stand that executives do not have right to refuse the LA arrangements even with genuine reasons and has to  join new place of posting ordered by him.

·        Then SNEA MH has continuously pursued matter with Shri. Peeyush Khare CGMT MH Circle and we have drawn his attention on the prevailing guidelines and procedure followed in MH Circle and in other circles including BSNL Corporate office, but Shri. Khare CGMT MH insisted for showing specific letter where it has been clearly mentioned that executives have right to refuse LA arrangements and has straight away refused to accept any of the refusals regardless of genuineness of reasons.

·        Meanwhile during visits by SNEA MH leaders to Delhi, it was discussed with GM Pers and Dir HR and we were surprised to note that no such instructions were given to CGMT MH Circle and LA arrangement can be refused by the concerned officer and same has been confirmed in this clarification.   

·        Then SNEA MH has pursued matter on basis of the Transfer policy guidelines as majority of executives under out of SSA transfers in LA arrangement were fitting in the transfer policy guidelines and hence such majority of executives got the relief.

·        But certain officers, who were not fitting in transfer policy guidelines were compelled by management  to join new place of posting and Circle Management has gone to extreme extent that caveat were filed in Hon CAT Mumbai/Nagpur and Hon High Court Mumbai/Aurangabad and Nagpur so that no one approaches court of law.

·        Not only this, all unwilling officers were forced relieved through ERP and their salary was stopped and SSA Heads were threatened that action will be taken against them if they do not relieve these officers transferred out of SSA under LA arrangements.

·        When these pressure tactics could not yield the desired results, the Circle Management has gone to the extent that the officers who were relieved through ERP and not joined at new place of posting were issued charge sheet on "What’s App" and by emails and their salary was totally stopped even though some of them were working in office as not relieved by SSA Heads.

·        The cruelty has reached to the extreme extent that some of the officers who have bowed to the pressure of cruel management and have joined new place of the posting and extreme biased approach these officers were issued charge sheet and were reverted in basic cadre as they are issued charge sheet and cannot be given LA orders.

·        Under this pressure and charge sheet, some of the officers also lost the Regular promotions as they were issued with charge sheet on date of the regular promotion order.

·        The deliberate adamancy continued to the extent that the representation given by these officers to withdraw charge sheet with justified reasons are unofficially kept on hold and not at all processed in file and if processed in file, since last one month no decision has been taken on it.

·        When Shri. Aman Jaiswal, GM HR Admn Mumbai has shown some concern about the difficulties of executives, Shri. Vivek Mahavar GM Fin Mumbai and Shri. Rajeev Soni CEE Mumbai used it as tool to harass executives and they have more blindly and strongly followed the orders of CGMT MH to set their goals.

·        In Telecom wing, at least this wrong policy was implemented uniformly, but in Finance wing Shri. Vivek Mahavar, GM Fin Mumbai has applied it on pick and choose basis and even female comrades were compelled to join the new place of posting by rejecting their refusal on genuine grounds and only Com. Mahadevan who is in good of his DGM and hence in good book of GM Fin Mumbai  has been retained as AO.

·        But, unofficially, Com. Mahadevan is given same charge of CAO ERP Mumbai in unofficial LA arrangements in Mumbai as he is using all the powers and authorities of CAO ERP Mumbai even after his reversion order as AO. We have brought to the notice of Shri. Vivek Mahavar, GM Fin Mumbai about regular absence of the Shri. Mahadevan with supporting documents but Shri. Vivek Mahavar GM Fin Mumbai continues with extreme love & affection only for Com. Mahadevan even though he has completed 24 years of service in Mumbai.

·        GM Fin Mumbai has forced other officers with stay of just two years at present place of posting including female comrades to join new assignment as CAO LA at Far away places in pick and choose attempt and on each and every occasion of discussion on this issue by SNEA MH, he has assured to relieve Com Mahadevan but with wise approach not giving time and date.

·        It is fact that one side Shri. Vivek Mahavar GM Fin Mumbai advocates that Com.  Mahadevan is best hand and expert in ERP and other hand he has constituted team of 4-5 best account wing officers to deal with long pending works of ERP section headed by Com. Mahadevan.

·        If we believe on stand of GM Fin Mumbai that Com. Mahadevan is expert then what made him to constitute separate team to deal with such pending issues needs to be ascertained and shows the extreme extra support only to Com Mahadevan and the please of all other executives  in CAO LA orders were not given consideration.   

·        Shri. Rajeev Soni Sr CEE Mumbai has taken stand that whatever orders he has issued are correct and he will not change any order in view of complaint by one of non-recognised association and when  .

·        When matter of violation of transfer policy guidelines was brought to notice of CEE Mumbai by SNEA MH and when GM HR Admn Mumbai has conveyed it in writing on basis of the complaint made by SNEA MH, till CEE Mumbai has not acted positively and has created and creating pressure on the officers to join new place of posting in LA arrangements.

·        It was more unfortunate that the officers under transfer in LA arrangements who got Regular promotion were given posting at the transferred SSA and their juniors were retained in the same SSA as it was posting on where it is as it basis and many of comrades have expressed their feeling on this injustice to them.  

·        In short, over the period of last four months, this tool of looking After arrangements was used by Circle Management as very useful tool to supress the voice of SNEA against injustice to executives and under pressure of Shri. Peeyush Khare CGMT MH this looking After arrangement was used to create more and more difficulties to  executives in Maharashtra Circle and  all steps were exercised by these officers in Circle management with wrong and extremely biased interpretation that Executives do not have right to refuse the Looking After Arrangements.

·        But finally the stand of SNEA MH has been confirmed by BSNL Corporate Office and it has been clearly conveyed in this letter that every executives has right to refuse the Looking After arrangement and management has to accept such refusals under looking After Arrangements for whatever reason given by the concerned officer  and management cannot compel them to accept LA arrangements and shortage if any may be filled up by local arrangements

·        Thus, with prolonged and single handled fight by SNEA MH, finally, the justice prevails for all the executives in Maharashtra Circle and this is victory of the executives under banner of SNEA in their fight against deliberate injustice by certain officers in Circle Management.    

·        Now the officers who were compelled to accept Looking After Arrangements and have joined new place of posting under such compulsions created by management may submit their fresh representation for repatriation to parent SSA, if they wish to do so by quoting these guidelines and send it through proper channel.

·        SNEA MH will pursue for its consideration of repatriation of the officers to parent SSAs in respect of the officers were forcefully relieved by Circle Management rejecting their refusal requests.

·        SNEA MH conveys sincere thanks to all the executives in Maharashtra Circle and certain officers in Circle Management who stood behind the fight of SNEA against injustice to executives and directly and indirectly supported SNEA to give justice to the executives in Maharashtra Circle.

·        This prolonged fight and results thereof gives clear signal that no one can continue dictatorship in BSNL and everybody has to follow the rules and only it is matter of time taken in settlement of grievances created under such deliberate attempts, but finally truth wins.

·        These are the lucky officers, who got promotion as DE just before one day of their superannuation retirement.

·        Even though they were promoted as DE/AGM and also joined duties as DE/AGM, but due to administrative reasons their retirement was conveyed as SDE.

·        Now, same has been corrected and their superannuation retirement is issued as DE/AGM and given more respectful superannuation retirement and now their retirement benefits will be settled in cadre of DE/AGM.

 6 AuG 18: AGM BW HR BSNL CO issued revised posting order in respect of JTO Civil who were promoted as SDE Civil on 29/06/2018 and its matter of pride that all these newly promoted nine SDEs from Civil wing  were posted out of Maharashtra Circle are now retained in Maharashtra Circle. ·        SNEA MH congratulates all these JTOs promoted as SDEs and retained in Maharashtra Circle and conveys them all the best for their new assignment within Maharashtra circle.

·        Earlier, BW section has taken stand that in case of excess SDEs, the senior will be posted out of Circle and hence all these SDEs promoted from MH Circle were posted to AP and J & K Circle. But in later orders some of JTO Civil from AP Circle were also promoted.

·        Due such discrimination among junior /senior there was much unrest among the newly promoted SDEs who were transferred out of MH Circle and there was fear in mind of juniors that in case of change from senior to junior may be shifted out of MH Circle.

·        But the matter was vigorously pursued by SNEA at all levels from Circle to CHQ and one special meeting was arranged with Shri. Abhay Kumar, CGM BW BSNL Delhi in leadership of Com. P. P. Rao, AGS SNEA HQ, Com. M. S. Adasul, CS SNEA MH, Com Sutrakar CP SNEA MP, Com Khan ACS SNEA MP and the grievances of all these comrades were brought to the notice of CGM BW and finally he has assured to look into the representations of all the comrades sympathetically. 

·        SNEA leaders have handed over the guidelines on posting of officers on promotions and we have also requested not to disturb the juniors who were posted in same Circle in view of up gradation of posts and relatively increase of posts in all the Circles.

·        It is glad to see that request made by individuals and SNEA leaders have been given consideration by CGM BW and all nine newly promoted SDEs posted out of Maharashtra Circle are now retained in Maharashtra Circle.

·        SNEA MH conveys thanks and gratitude towards Shri. Abhay Kumar CGM BW BSNL CO and his BW Team for giving due consideration to request by individual and persuasion by SNEA MH as policy matter.

 6 AuG 18: In very positive gesture by the Circle Management, towards the young comrades in Maharashtra Circle, it is glad to see that all the request of 34 JTOs under Rule 8 transfer to different Circe have been approved by CGMT MH Circle and all these request are being forwarded to respective Circles for their consent and accepting these Rule 8 requests. List <<<>>>

·        SNEA Maharashtra was pursuing this issue continuously and it was one of the important agenda points of formal Meeting had with CGMT MH and CGMT MH was kind enough to assure that the Rule 8 request transfers will be issued on joining of new JTOs.

·        Out of 34 JTOs who have got the request transfers, some are recruited under PWD Category and were badly in need of transfers to be with their family members and at their home town.

·        Thereafter also SNEA MH was continuously pursuing this matter and finally by keeping assurances given by CGMT MH all pending Rule 8 transfers are given consideration as proposal is approved by CGMT MH and further process for getting consent from concerned Circles is started and the letters will be sent to these circles by end of this week.

·        With this approval , all the Request under Rule 8 transfers out of Maharashtra Circle are settled and practically Rule 8 transfer has become regular matter as left out cases if any, may be few, can be considered as routine matter.

·        Earlier SNEA MH has pursued all the Rule 9 cases of AOs and 42 AOs got posting to their choice Circle and now the rule 8 request of all JTOs have been given consideration in equal treatment to one and all. 

·        SNEA MH congratulates all these JTOs for getting transfer to their choice/Home Circle and wish them best grand success in new assignment, which they will get in choice circle within few days.

·         SNEA MH conveys sincere thanks and gratitude to Shri. Peeyush Khare CGMT MH Circle, Shri. Aman Jaiswal GM HR Admn Mumbai, Shri. B.A. Patil DGM HR Mumbai, Shri. B. P. Tambat AGM Estt Mumbai and Shri. V.J. Bhandirge AD Staff B Mumbai and his team of staff section for keeping the words and main giving relief to all these JTOs who were waiting for their Rule 8 transfers for last 8-10 months.

 

 4 AuG 18:  State level Football Match on “grant of VCs” is now converted as National level Foot Ball Match:  The football match on grant of VCs for posting order within Maharashtra Circle in respect of 11 SDEs on their DE Regular promotion which was played as state level match between Shri. Aman Jaiswal GM HR Admn Mumbai & his team with Shri. J. B. Chavan, GM Vigilance Mumbai & his team has now become “National Match” as matter has been now referred to GM Personal BSNL CO and CVO BSNL as refry of the match.

·        SNEA MH has requested Shri. Peeyush Khare, CGMT MH Circle to resolve this conflict and make permanent arrangements to avoid such unwanted delay and make it routine procedure. Letter <<<>>>

·        But unfortunately the intervention of Shri. Peeyush Khare, CGMT MH could not settle this dispute/conflict  and both the GMs are firm on their stand and hence  the promotion order of 11 SDEs promoted as DE could not be issued even after 15 days of promotion order by BSNL Corporate Office.

·        Com Abhay Kesarkar JS SNEA MH and CS SNEA MH have discussed this matter separately with Shri. Aman Jaiswal GM HR Admn Mumbai & his team with Shri. J. B. Chavan, GM Vigilance Mumbai

·        Before meeting GM HR Admn Mumbai we have discussed with Shri. B. A. Patil DGM HR Mumbai about the status of pending VCs and issuing promotion order of 11 DEs. Shri. B. A. Patil DGM HR Mumbai informed that file has been sent to GM Vigilance before one week and same has not been received and hence he is not aware about the case.

·        Then we have taken update from GM Vigilance Mumbai about the pending file as quoted by DGM HR Mumbai, but he informed that said file has been sent back immediately with comments and after elaborate discussions with GM HR Admn Mumbai and even with DGM HR Mumbai

·        We have brought to notice that DGM Admn Mumbai says that he has not received file back then GM Vig Mumbai informed that file has been sent back and not at all pending in his office.

·        Then we have met GM HR/Admn Mumbai and informed him that GM Vig Mumbai says file is sent and DGM HR Mumbai says file is not received and matter also is not cleared.

·        GM HR Admn Mumbai confirmed that file has been received back by his office but the reply given by GM Vig Mumbai is not as required by his office for issuing DE posting orders with MH Circle.

·        Hence, with consent of CGMT MH, the letter has been sent to GM Personal BSNL CO with copy to CVO BSNL seeking clarification about the facts where VC in format is required for issuing promotion orders within Circle and if not then why such conditions are put in promotion orders. GM HR Admn also added that his office is pursuing the matter with concerned officers and he was optimistic that clarification will be issued by GM Pers at the earliest

·        We requested him to issue the promotion orders of these 11 officers, and let the clarification come from BSNL CO and this clarification will make the further process easy and it is not good to keep these officers under tension for no mistake on their part.

·        In response, GM HR Admn Mumbai informed that already it has been late and it will not affect much if it is delayed for one or two days more. He directed us if Vigilance cell conveys that VC is not withheld against name of each officer even by email as done in earlier cases, he will issue the posting order immediately and directed us to take up matter with GM Vigilance for email VCs and also at Delhi for early clearance with assurance to issue posting order with reply for any of the office.

·        GM HR Admn Mumbai states that when Vigilance section has given clearance in separate columns that No DC is pending, No penalty is pending against name of each officer then what is problem in writing VC status is clear or VC is not withheld against each name in columns.

·        He was of the opinion that when BSNL CO has written that CGM shall issue promotion orders subject to VC and no pendency of VC/DC or penalty and competent authority to grant VC at Circle level is GM Vigilance Mumbai who is not ready to give VCs in clear words.

·         We requested GM HR/Admn Mumbai that orders can be issued subject to VCs then he pointed out fingers at condition of VCs in DE promotion order. But on our pursuance that already it has been informed by Vigilance Cell that VC is not with held in letter, but GM HR/Admn Mumbai insisted for such remark against name of each SDE promoted and not as general remark in the letter

·        In conclusion, GM HR Admn Mumbai has assured to have personal talk with concerned officers on Monday and get clarification issued and also assured for posting order on Monday.

·        We have again taken up matter with GM Vigilance Mumbai but he informed that he has already confirmed from office of CVO BSNL that no VC is required at Circle level posting orders when once same has been granted for DPC at BSNL CO. Also, his office can grant VCs only for Circle level DPCs like TBP, but his office is not competent and empowered to grant VCs for DPCs conducted at BSNL CO. He expressed his inability to meet the demand by GM HR Admn Mumbai even for sending by email as it is not at all required

·        When we brought to his notice that matter has been referred to BSNL CO, GM Vig Mumbai informed that he is aware about it and he will not have any issue in issuing VCs as required by GM HR Admn Mumbai but unless he gets directions from CVO BSNL, he could not do so.

·        We informed GM Vig Mumbai that due to this dispute the 11 newly promoted DEs are under tension and worried about their promotion, GM Vig Mumbai informed that it will not affect the promotion of these officers and hence no need to worry. Now only action required is on part of GM HR Admn Mumbai and nothing is pending on his part.

·         In conclusion of discussions, GM Vig Mumbai firmly assured that matter will be resolved by coming Monday and if required he also will speak to CVO BSNL so that matter is cleared once for all

·        Thus, even after intervention of the powerful CGMT MH, the conflict between GM HR Admn Mumbai and GM Vig Mumbai is not settled and now matter has been referred to GM Pers and CVO BSNL.

·        Thus, the State level Football Match on grant of VCs between two state level teams of GM HR Admn Mumbai & GM Vigilance Mumbai has now become “National Level Football Match” as the football is now kicked off to BSNL CO Delhi. 

·        Let us hope that the officers at BSNL CO will not become third team of this “Office Football Game to pay football. At least the officers in BSNL CO works are refry/judge in this conflict and settle the dispute /conflict by issuing clear-cut clarification on the subject and henceforth posting orders within Maharashtra Circle will not be delayed on such petty issues and conflict.

·        It is unfortunate that when BSNL has to fight against the enemies in Telecom sector to strengthen BSNL, our senior officers are not able to settle the conflict among them on such petty issue and intervention of CGMT MH also do not settle the issue and what message will be penetrating to the below level officers due to such conflict working that to be on petty dispute by senior officers of BSNL thereby wasting useful talent and emery on such conflict.

·        When senior level officer are unable to resolve the issues, then how  one should expect such wise actions at below level and how can BSNL fight with steep competition in Telecom Market with such internal disputes and culture thereof is really under question

·        However, from all these discussions and persuasion by SNEA MH, at different levels, we are hopeful that GM personal will issue clarification on Monday and accordingly the long awaited DE promotion and posting order within MH Circle will be issued by Monday itself and these officers could enjoy the long awaited promotion. Let us hope for the best.

 

 4 AuG 18:  AGM Pers II BSNL CO issued reminder letter calling for current VCs, SCRs as compliance to the directions of Hon High Court Kerala for fixation of inter se seniority of JTOs recruited after 2000 and Promotee JTOs from DoT in excess of promotion quota from year 2001 onwards. The last date of submission of said data is now 10/08/2018. Letter <<<>>>

 

 4 AuG 18:  AGM DPC II BSNL CO published list of untraceable SDEs from  seniority list No. 5,6,7 and 8 and calls for their SCR and VCs for consideration of their names in the DPC for left out cases. Letter <<<>>>  Annexure <<<>>>

·        The last date of submission of said information is 16/08/2018.

·        All DS/COBs and SNEA activists are appealed to look into these cases and to send their SCRs and VCs to AGM Estt Mumbai in respect of the officers working in their SSA and whose name appears in this list and also to intimate where about of any of the SDE mentioned in the list.

  3 AuG 18:  AGM Estt Mumbai calls for missing APRs of 12 SDEs from seniority list no 8 for SDE to DE DPCs for which process has been started at BSNL CO. Letter <<<>>>

·        Concerned officers/DS SNEA are requested to act fast and send missing APRs details to AGM Estt Mumbai immediately because for want of this information SCR of all SDEs in list no 8 from Maharashtra Circle is held up.

·        If MH Circle sends this data incomplete to BSNL CO, then the names missing will be excluded in the promotion order and later it takes moths together to issue DE promotions in left out cases as seen in the recent promotion order.

·        Hence all concerned should act immediately and send missing APRs immediately.

 2 AuG 18:  Sr CEE Mumbai issued LA order for one EE Electrical by posting him at Kolhapur. <<<>>>

·        Though as per the guidelines, the LA orders are issued for 179 days, but again CEE Mumbai issues order just for 89 days keeping officer always under tension of uncertainty.

·        The last spell of EE LA is over on 22/06/2018 and fresh LA order is issued w.e.f . 31/07/2018, and in very casual approach no arrangement has been done for intervening period of 40 days.

·        Even though CGMT MH has instructed for issuing order for 179 days in formal meeting with SNEA MH, wherein CEE Mumbai also was present, and by taking CGMT MH as granted for all his actions, CEE Mumbai issues order for 90 days period instead of 179 days with daring violation of BSNL Guidelines against instructions of CGMT MH.

 

 2 AuG 18:  DGM Admn BSNL CO New Delhi issued orders conveying approval for Business class Air Travel of HAG level officer for official works. Letter <<<>>>

·        It is unfortunate that such decisions are taken when the financial condition of BSNL has been reached at extra critical level and Shri. Peeyush Khare CGMT MH is pressing hard for its improvement and has expressed serious concern about this critical condition.

·        Here GM HR Admn Mumbai has taken decision to reduce medical bills by 12%, OLA/Uber Taxies are allotted for some of SSA, Electricity bills are reduced, BSNL Corporate office was not able to pay lenience fee of last month,  BSNL Corporate Office has reduced yearly limit for medical reimbursement, when BSNL officers and staff are appealed by CGMT MH for donations of certain amount willingly for procurement of e-KYC machine as BSNL is unable to procure it to required quantity, Some of Exchanges are down as GM Fin Mumbai has stopped the reimbursement of Disel Cards, EOIs. Security Gaurds are reduced up to 30%, the salary of Gr A and above officers is shifted to 5th of Month, and everybody is teaching to the middle and lower level officers and staff about curtailment of expenditure, but when it is their turn to save BSNL Money or contribute to BSNL then no action is taken on their part.

·        On the contrary such decision to upgrade the economy class to Business class Air travel are taken by constituting committee of the same cadre officers as if the financial conditions are not applicable to these officers and they even do not think about poor financial condition of BSNL.

·        The picture is being created that improvement of financial conditions, is responsibility of poor Staff & lower/middle level officers by scarifies of all their dues and benefits.

·        We should not be surprised if these officers will go to extent that one day, we all will be appealed to forgo salary for few months to “Save BSNL” and at the same time, nothing will be done by these officers to maintain minimum ethical level required before giving such advice i.e. "I have done and you follow.”  

·        We have nothing to differ about the dignity of these senior officers in BSNL and it needs to be maintained w.r.t the post held by such senior officer, but one wise has to think where such up gradation from Economy class to Business class is required or these officers needs to stop travel till it is not extreme urgent and required and if required travel by Train or by Air in economical class.

·        But it is unfortunate that “who cares” attitude continues in BSNL and this is one of the decision taken by the officers with such “Who Cares” Attitude and it has created unrest among the executives and non-executives of BSNL with thought that where the financial crises are only applicable to claims of Executives and non-executives and not applicable for these senior officers.  

·        Already matter has been raised by AUIB CHQ and hopefully such decisions will be kept in abeyance and initiatives will be taken by BSNL Management and senior officers for curtailment of expenditure and saving BSNL money by setting example by stopping avoidable expenses starting from self and just not giving advises to others and mainly to below level staff and officers.

·        Otherwise, it will not be morally correct on part of these responsible officers leading the BSNL and giving advice only to us for reduction of expenses even on day-to-day extreme urgent expenses and continuing their expenses as if they are not responsible and concerned with financial condition of BSNL.

·        Let us hope such decisions will be withdrawn and will not be taken in future till the financial condition of BSNL is improved rather immediate action will be taken to stop all type of travels including positional vehicles for all officers and hundreds of crores of rupees of BSNL being spent of travels all over India is saved and utilized for increasing the financial condition of BSNL.

 2 AuG 18:  DGM T&C CFA BSNL CO New Delhi conveys approval of special Broadband plans only for Maharashtra Circle. These plans are approved as per the request of CGMT MH Circle. Letter <<<>>>

 

 2 AuG 18:  DGM TRG BSNL CO New Delhi  issued orders for extension of Trade Apprenticeship to ITI Holders under “BSNL Swavalambi Scheme 2016” for further two years. Letter <<<>>>

·        This scheme gives carrier opportunity to ITI Holders to gain knowledge and on hand experience of telecom working.

·        It is also beneficial to BSNL as it gives helping hand to BSNL field officers and staff, which is badly required after recent one-sided reduction of DGs and EOIs. 

·        During first year of apprentice the student will get stipend at the rate of 70% of wages of skilled workers and it will be increased to 80% in second year.

·        Though this scheme has been approved for last two years, it has been not utilized in Maharashtra Circle even though SNEA MH has raised issue time to time.

·        SNEA MH will again take up matter with CGMT MH, for utilization of this scheme in the interest of BSNL and ITI students in Maharashtra Circle as their interaction with BSNL will generate new relations with local customers increasing brand image of BSNL and at the same the filed officers/Staff suffering in absence of such helping hands will get good support from these ITI Holder students.  

·        Depending on requirement of such supporting hands to field Staff/Officers, all DS/COBs concerned may take up matter with SSA Heads for utilization of this scheme in the larger interest of BSNL.

 

31 JULY 18: SNEA MH Circle congratulates Com. R K Tupe, DGM Aurangabad Com. N.A.Khot DE Ulhasnagar, Com. M. I. A. Mujawar, SDE Sangli, Com. S. D. Mane SDE Sangli, Com Nilima Mahadik, SDE Pune, Com. P. V. Shenvi, SDE Goa, Com. M. A. Gooli, JTO Goa,   Com. Y. B. Phalak, JTO Pune, Com. B G Joshi, JTO Jalna and on their peaceful Superannuation/ Voluntary retirement from BSNL.

·        Com. R. K. Tupe, DGM Aurangabad {Mob 9422201746} joined DoT in 1983 as Junior Engineer in Mumbai and he has served in WTR Dhule for 7 years as JTO Microwave. Thereafter he served the Aurangabad area as JTO and on regular promotion as SDE, he has served in Pune SSA and was posted back to Aurangabad and has served Aurangabad SSA as SDE, DE & DGM and has rendered his devoted services to BSNL.Com. R K Tupe is very active Member of SNEA since beginning and has successfully rendered his services to SNEA comrades as President SNEA Aurangabad for two terms and his role was highly appreciated by Aurangabad Comrades. He is known for his soft-spoken skills and hardworking and has always played important role in overall SNEA activities and strengthening of SNEA at Aurangabad.

·        Com. N. A. Khot DE Ulhasnagar {Mob 9423990991} joined in DoT as a Junior Engineer in 1983 at Kalyan Division and worked at Ulhasnagar & Bhiwandi areas of Kalyan SSA as JTO and on promotion as SDE at Murbad up to 2000. Thereafter he was promoted as SDE in 2000 & worked as SDE Murbad. He also has rendered services as SDE in Buldhana, Raigad SSA and also at all India hard tenure station Mizoram. After completion of tenure in 2014, he is posted back to Kalyan SSA and until last date of retirement, he was working as Divisional Engineer, Ulhasnagar with full devotion and dedication. In the recent promotion orders issued by efforts of SNEA, Com Khot is one of the lucky officers promoted as DE Regular just before retirement and is now respectfully retiring as DE Regular.  Com. N. A. Khot has served DOT & BSNL with unmatched dedication & devotion & is very well known for his humble, helping & friendly nature. Com. N.A.Khot was known for his very active and dynamic role in office works and as active leader of SNEA Kalyan. He has rendered his services to SNEA comrades as President SNEA Ulhasnagar branch with same dedication & devotion alongside his official duties and has always taken active part on all activities on the platform of SNEA. He has always taken active part in each and event, activity of SNEA and has played important role in strengthening SNEA wherever he has served.

·        Com. Mohd. Iqbal Abbas Mujawar SDE Sangli {Mob 9423992894} joined in P&T Dept in 1982 and was posted as Technician at Sangli and has served in Pune and contributed in installation works. On further promotion as AE, he served for auto installation at Kolhapur and has contributed his best. As Transmission Assistant at Sangli, he has played active role in installation of carrier system for group dialing and its maintenance. On his promotion as JTO, he was posted at Goa SSA and here he has worked for installation of exchanges. On his transfer to QA Circle, he carried out technical evaluation for Power Plant/Scratch cards/Patch Panel antennas etc. On transfer back to MH Circle, he was posted in EB (Platinum) as AD CRM. On the day of his voluntary retirement, he is working as SDE OFC and will be completing 36 years of service. He was active member of SNEA and has always participated in overall activities of SNEA.

·         Com Shamrao Dhayappa Mane SDE Sangli, {Mob 9422407200} joined DoT as Operator in 1979 at Ichalkaranji of Kolhapur SSA. In 1981, he was transferred to Sangli trunk exchange on further promotion as JTO in 2003 he served as JTO in Sangli SSA as well as Goa SSA. Com Shamrao Mane is very loyal member of SNEA and has always participated in all organisational activates at Sangli. He is known for his soft-spoken skills and always-helping nature of comrades. On his retirement, he is completing 37 years of services in DoT /BSNL.  

·         Com Nilima Mahadik SDE Pune, {Mob} joined as operator in 1978 and got promoted to JTO in 2000 in Pune, she has served in many different sections in the SSA in urban as well as rural areas. Further she got transferred to Raigad there also she has performed her duties with complete dedication and also Com Nilima Mahadik has always been on the front in participating in all organisational and agitational activities of SNEA.

·        Com. Pandurang V. Shenvi SDE Goa {Mob 9423885688} Joined Dept as a technician in year 1981 and worked as a technician in Installation and Auto &Trunk until 1996. In 1996 he was promoted as TTA and served in Transmission section and switch maintenance. Further, he was promoted as JTO in year 2001 and since then he has been working in Panjim TAX and until today he has handled the TAX successfully. In recent JTO to SDE promotions, he was promoted to SDE just one month prior to his retirement and will be retiring as SDE TAX Goa. Com. Pandurang V. Shenvi is a loyal member of SNEA. Today on completion of 37 years of services, he is retiring on superannuation of his long and devoted services in DoT & BSNL.

·         Com. Mahadev A. Gooli SDE Goa {Mob 9423885612} joined DoT as a Technician in year 1982 and worked until 1998 and then got promoted as TTA in 1998; he served as a JTO Offg since 2004 and got promoted as regular JTO in 2016. As a JTO O/D, he had discharged his duty very efficiently in South Goa area. Com. Gooli is very hardworking officer and due to his helpful nature he maintained a very cordial relationship with all also he is a loyal member of SNEA Goa. Today on completion of 36 years of services, he is retiring on superannuation of his long and devoted service in DoT and BSNL.

·         Com. Y. B. Phalak, SDE Pune {Mob} Joined in 1982 as technician and got promoted to JTO in 2003 in Pune. Com Y. B. Phalak has a good experience and expertise in OCB exchange. Further, he was transferred to Gadchiroli and then back to Pune, he is our active member of SNEA Pune.

·        Com. B. G. Joshi SDE Jalna {Mob 9423157350} joined DoT in July 1982 as Technician and has rendered services in installation/Mtce of different exchanges in Jalna SSA including crossbar, C-DoT, Outdoor Plant. Further, he worked in Land acquisition section and successfully pursued those lands for Departmental building exchanges. He has rendered services at Ambad, CSC Jalna and has given his best service to rural & urban customers. By looking over his dedication, participation in various tasks for development of BSNL he was awarded as “Sanchar Sarathi” award in year 2004-05. He has served at Jalna and Aurangabad SSA also. The rare coincidence with him is that his month of joining and retirement is the same. During his entire service, he worked almost in all the sections and proved his ability. Com. B G Joshi whole-heartedly worked & participated in association activities and actively participated in various SNEA Association activities; he has good anchoring command and performs in various organizational programs and ceremonies.

On this important day of the life of these Comrades retiring in this month SNEA MH salutes sincerity, dedication and affection by Com. R K Tupe, Com. N.A.Khot, Com. M. I. A. Mujawar, Com. S. D. Mane, Com Nilima Mahadik, Com. P. V. Shenvi, Com. M. A. Gooli, Com. Y. B. Phalak, Com. B G Joshi, towards BSNL & SNEA and on behalf of thousands of comrades of SNEA Maharashtra Circle we wish them “Very Happy, Healthy, Wealthy & Highly Successful Long Retired life”.
