31 aug 14: SNEA (I) MH Circle congratulates, Com. V.N.Mahindrakar, DGM Aurangabad SSA {9423781715} & Com. R.K Saraswat,  AD Circle Office Mumbai {9423882202} on their superannuation retirement on today, 30/08/2014 and wish them and their family members “A Very Happy, Peaceful & Long Retired Life”.  

Com. V.N. Mahindrakar is working as DGM Aurangabad SSA & has served DOT & BSNL with devotion and dedication for prolonged period wherein he has devoted his services for Aurangabad SSA & Jalna SSA in JTO, SDE, DE & DGM Cadre. He has prominent role in improvement of external network in Chikhalthana Exchange & Jalna Exchange. Com. Mahindrakar has played key role in arbitration award of Rs. 90 Lakhs from India.com in Directory printing tender. He is well known for his devotion, dedication, cordial staff relations & efficient office working at all levels. He is one of the very active members of SNEA (I) Aurangabad & has always taken active part on all activities on the platform of SNEA (I). 

Com. R.K. Saraswat is working has AD PG Circle Office Mumbai and has completed service of 38 years in DoT & BSNL and has served Agra, Ahmednagar, Kalyan & since 2010 he is working at Circle Office Mumbai earlier in Establishment section and presently he is working as AD PG Mumbai wherein he was instrumental in quick & timely replay of PQs and has taken serious efforts for closure of PG cases & reducing PG Cases of entire Maharashtra Circle. Since long Com. Saraswat is very active member of SNEA (I) earlier in Kalyan SSA and now in Circle Office Mumbai and has always shown full faith & confidence on SNEA (I) and taken active part in each association activity. He is known for his teaching skills, soft spoken language, speedy movements and output oriented office works. 

SNEA(I) MH salutes sincerity, dedication and affection Com. V. N. Mahnidrakar & Com. R. K. Saraswat towards BSNL and SNEA(I) and on behalf of thousands of Comrades of SNEA(I) Maharashtra Circle wish them and their family members “A Happy, Peaceful, Healthy  & Long Retired Life”.

S.R.Kalmegh ACS (East) SNEA (I) MH} The special General Body Meeting of SNEA(I) Nanded was arranged on   Sunday,  24/08/2014, at Hotel Taj Patil Plaza, VIP Road Nanded.  As usual the delegation of SNEA (I) MH Circle was given warm, unique and memorable welcome by the office bearers and members of SNEA (I) Nanded. B.N.Totod  District Secretary SNEA (I) Nanded with warm welcome conveyed thanks all for attending this Special General Body meeting in mass and gave brief report of overall functioning of SNEA(I) in Nanded and his achievement as DS SNEA(I) Nanded. He categorically stated with pride that he has got success in resolving all circle/CHQ level issues of Nanded SSA given to CS SNEA (I) MH Circle and expressed with confidence that whatever is left will definitely be resolved soon.

Ř Com. Lokesh Kumar Thakur, DP SNEA (I) Nanded has highlighted the various achievement made by the executives of Nanded districts and appreciated the working style of CS SNEA (I) MH Circle and issues taken by CS. He also gave firm confidence to young comrades that all the issues including standard pay scale will be taken care by SNEA (I) and at the same time appealed to give justice to young comrades as early as possible. 

Ř Com. Sandeep Rathi DS SNEA (I) Jalna shared his experience as DS of SNEA(I) Jalna and appreciated the role of SNEA(I) in dealing with all SSA,Circle as well as CHQ issues. He specifically noted the strength of SNEA (I) in resolving various HR and developmental grievances faced by executives in field and appealed all young executives to strengthen SNEA (I) in the forthcoming referendum.

Ř Com. B. R. Kamble Ex-Joint Secretary Marathwada SNEA (I) MH Circle   informed house that SNEA (I) Nanded was able to conduct All India and Circle Conference in Nanded because of total dedication and devotion of Nanded comrades. He pointed out some of the discrepancies to be incorporated while maintain roster on promotions.  He appreciated the working of SNEA (I) Nanded and SNEA (I) MH Circle in all front and briefed the house about the shortage of battery sets and other materials in field and difficulties faced by the executives in maintaining GSM as well as landline services.

Ř Com. V.P. Sanap, Joint Secretary SNEA(I) Marathwada conveying his best wishes for Special General Body of Nanded,  addressed the house in very simple but in effective manner by giving latest updates from SNEA (I) MH on different HR and development issues being pursued by SNEA(I) MH.

Ř Com. S.R. Kalmegh, ACS (East) SNEA (I) MH Circle appreciated the efforts taken by Com. B. N. Totod, DS in strengthening SNEA (I) at Nanded. Even though all his senior colleagues were transferred to other SSA, Com. Totod was able to raise the flag of SNEA (I) high. He narrated the complete story how 3G facility was given to the executives of CUG group. He categorically mentioned the approach of SNEA (I) towards its members and dealing with general HR issues. He mentioned SNEA (I) can resolve present stalemate in BSNL and appealed everybody to raise the voice of SNEA (I) which is raising real issues of executives of BSNL. He highlighted on anti employee recommendations of Deolitte committee and its adverse effects if the recommendation were given effect to. He mentioned the hidden agenda behind making such recommendations. He highlighted the list of HR and development issues taken by SNEA (I) MH Circle and its present status.

Ř Com. M.S. Adasul, CS SNEA (I) MH Circle, thanked comrades of SNEA (I) Nanded, their devotion and dedication towards SNEA (I). He appreciated the team of Nanded in making the most effective live video program during AIC an unique and grant success. He thanked all the office bearers and comrades of Nanded SSA for making AIC and CC of SNEA (I) a memorable one. In his speech, he has touched various issues related to growth of BSNL and role of each and every executive in it, the role of BSNL management.  He informed house about present status of different DPCs for promotions, role of SNEA (I) in settlement of 78.2 % fitment, pending standard of pay scales of executives and efforts of SNEA (I) CHQ, First Time Bound Promotions in four years, diversion of 3G mobile data traffic of MH Circle  to GGSN Chennai, granting of 3G facility to the executives of MH Circle. Com. Adasul added how the Circle office was in hurry while declaring ERP as ‘GO LIVE’ to release the payment of about Rs. 400 Crores to M/s HCL when nothing was ready for ERP. He added that on the very next day of declaration of ERP Go Live, how the situation was akward and nothing was moving. He categorically explained how movement started when this issues were  raised on the platform of SNEA (I) by putting complete facts and figures on paper. He narrated steps taken on platform of SNEA(I) in finalizing the circle transfer policy and hurdles made by some individuals which is delaying implementation of request transfers. Also informed the house about the different court cases pursued by SNEA(I) & its present status.  CS in his one and half hour marathon speech touched each and every issues of BSNL, difficulties faced by executives ,shortage of materials in field but raised the hopes of all by stating how SNEA(I) is dealing with such situation and was optimistic that BSNL will definitely regain it’s glory soon . He narrated committed efforts taken on platform of SNEA (I) CHQ to resolve issue of JTO officiating and TTA to JTO Promotion etc.

Ř Com. S.V. Bhad , CP SNEA (I) MH appreciated the task performed by team SNEA (I) MH in last two terms and special efforts taken on platform of SNEA (I) MH for addressing the grievances of members and resolution for the same. CP SNEA (I) MH addressed the house with valuable guidance on different current issues and issues related to membership verification. He narrated the different incidents clarifying efficient working of SNEA (I) with examples and explained the house the issues summarized in manifesto of SNEA. He briefed the house about efforts taken by SNEA (I) MH for development activities in MH Circle. He appealed all that SNEA has given you all but now it is your turn to give back to SNEA (I) and requested all to be vigilant and united for any struggle for betterment of executives and for betterment of BSNL. He thanked organisers for organising such a grant meeting at Nanded and requested all to make SNEA (I) representative executive association with majority votes in forthcoming referendum.

Ř Unique, Colorful Special General Body Meeting of SNEA(I) Nanded was a grand success with the active participation and presence of all the members of SNEA (I) Nanded.

Ř Com. G.N. Puranik, conveyed vote of thanks to all Comrades, leaders for attending this special General Body meeting & making it a grand success by giving their valuable time.

R.S.Kolapkar CWC Member} The Conference of Sanchar Nigam Executive Association (I) Jalna was held on Wednesday, 23/08/2014 at 16:30 hrs at Vyankatesh Mangal Karyalaya, Nanded Road Parbhani. Com. M. R. Banarase, DP SNEA (I) Parbhani presided over the entire proceedings of the District Conference. The meeting was attended and addressed by

Ř In welcome speech Com. K.M. Giram, ADS SNEA (I) Parbhani gave warm welcome to all office bearers, officers, representatives of all the unions/associations present in the house.

Ř Com. V.N.Kulkarni, DS SNEA (I) Parbhani presented the DS report covering overall activities conducted by SNEA (I) Parbhani during his period as DS. He gave informed house that the CHQ & Circle quota has been cleared up to March 2014 and all other dues to Circle/CHQ are cleared. He discussed the issues related to inter circle and intra circle pending transfers and requested for its cancellation. He stressed upon posting of substitute for the reliving executives under transfer from Parbhani. He further expressed that the period of district body should be of 2 years and informed that all the local issues are cleared with then TDM Shri. B. G. Nayane and added that with new TDM Shri. Shende some of the issues of reliving of executives is pending and appealed TDM that equal treatment should be given to all executives and SNEA (I) cannot permit pick & choose method in reliving of executives under transfer. 

Ř Com. K. G. Dabale, District Treasurer SNEA (I) Parbhani submitted Statement of expenditure of SNEA (I) Parbhani which was approved by house with loud claps.

Ř Com R. S. Kolapkar, CWCM SNEA(I) MH, highlighted on anti employee recommendations of Deolitte, narrated important issues being pursued by SNEA(I) at Circle as well as CHQ and informed status of different DPCs & Court cases thereof. 

Ř Com. K.P.Kulkarni, Sr. Leader SNEA (I) MH recollected memories of formation of strong branch of SNEA (I) Parbhani in historic style, and conveyed thanks to SNEA Parbhani branch for special invitation to him. He appreciated unity of Parbhani comrades and appealed for strong unity on this platform before referendum for better future of BSNL as well as its executives.

Ř Com. Sandeep Rathi, DS SNEA (I) Jalna, expressed gratitude towards Parbhani comrades for giving him opportunity to express feelings of young comrades as is recruited in 2008 batch. He categorically mentioned that even though he is new to BSNL, with practical analysis of all associations in BSNL he has understood that SNEA is only the association which has vision to resolve any issue with continuous persuasion. He appreciated work culture of SNEA and firm stand on “Galat Karunga Nahi Aur Galat Hone Dunga Nahi” and assured house that he will follow this principal and definitely initiate steps in this direction.

Ř Com.V.P. Sanap, JS Marathwada SNEA(I) MH, narrated the activities going on SNEA(I) platform at different level and how SNEA(I) has strong support of executives throughput Marathwada. He further requested to give more attention towards development of Parbhani and he pointed on Staff and material shortage.

Ř Shri. D.K.Shende TDM, Parbhani in his speech appreciated working culture of SNEA(I) and specially mentioned that he was basic member of SNEA and is well aware of activities being carried on platform of SNEA(I) and informed that under certain compulsions he has joined other association and by mind he is with SNEA(I) and its work culture only. He appreciated dedication of staff & officers working in Parbhani SSA & appealed to post more executives as Parbhani SSA is function with only 25 to 28% of justified staff strength and it is affecting growth of BSNL Parbhani. He also assured regarding co-operation with SNEA branch Parbhani. He assured to relive all the executives under transfer and appealed to come forward with concrete proposal for reliving all officers without any dispute.

Ř Com. M.S. Adasul, CS SNEA (I) MH in his detail address has explained the efforts of SNEA (I) in reducing hardship of executives throughout Maharashtra Circle. He assured Parbhani comrades that SNEA(I) has uniform policy to deal with HR issues and by quoting special hurdles created by selfish leaders in settlement of HR issues appealed all executives to keep themselves away from such selfish leaders and association of such leader. Being executives one should have own & critical analysis of issues and concern of association and join hands to save BSNL campaign. He explained how the account executives are being fooled to be member of one particular where no care of members is taken except few leaders, definitely at cost of other members. He put roadmap of SNEA working and what are the steps being taken by SNEA (I) for settlement of HR as well development issues. He guided house about the process & importance of Membership verification, its impact on future of BSNL & future of staff & officers of BSNL. He narrated the cases in which BSNL management is working in biased approach and how some of our own executives “Chamchagiri” is creating problems to other executives and assured house that SNEA(I) will continue its fight against such corrupt & selfish acts. He appealed comrades to come forward to form a strong network of BSNL. he also guided house about man made hurdles in request transfers from Non tenure stations and single handed role of SNEA(I) in finalization of uniform transfer policy even though  there was strong oppose from some of associations for safeguarding their own transfers. He assured Parbhani comrades that SNEA(I) will take sincere efforts in implementation of present request transfers and will continue its struggle for issuing remaining transfer orders of executives from small SSA non tenure stations like Parbhani, Osmanabad, Bhandara, Buldhana etc which are presently struck up in red tape policy and changing stand of Circle management. In his two hour address he has touched about all HR & development issues and enlightened the house to face the present challenges before BSNL as well as challenges in day to day works. 

Ř Com. S.V.Bhad, CP SNEA (I) MH appreciated dedicated efforts of SNEA(I) Parbhani in overcoming day to day hurdles and settlement of all HR issues locally. He further assured that pending issues of Parbhani comrades at Circle as well as CHQ level will be taken care by SNEA (I). He updated house on different DPCs, Court cases, and steps taken by SNEA (I) on different current issues. By giving examples of cheating by some of leaders, he alerted house and appealed to strengthen SNEA (I) which is having visionary & dynamic leadership for District, Circle and CHQ level. He explained the house with classic examples, how SNEA (I) is performing best, how only SNEA has welfare policy for its members which is Rs. One lakh, how only SNEA has its own home at Delhi as well as prominent places through out India, how SNEA has total democratic process and any eligible and capable executives is given free hand to lead SNEA (I) from front and quoted example of Com. Rathi JTO of 2008 batch who is leading SNEA (I) Jalna in capacity of DS with great courage and sincerity. He stressed that anyone having leadership talent has wide scope in SNEA and appealed comrades to work hard for BSNL as well as for major victory in process of association verification in BSNL for better future of BSNL.

Ř In Presidential speech Com. Com. M.R.Banarase, DP SNEA (I) Parbhani summarized the issues raised by all the speakers and explained leading role of SNEA (I) Parbhani in overall functioning of BSNL Parbhani. He conveyed thanks to all comrades of SNEA (I) Parbhani for their support to his team.  

Ř Circle leaders satisfactorily replied queries raised by some of comrades on HR issues.

Ř Open session concluded with votes of thanks by Com. S.N. Zagade, and dinner thereafter.

Ř In his Opening remark Com. S.B. Mahabole, DP SNEA (I) Jalna gave warm welcome to all office bearers, officers, representatives of all the unions/associations and gave brief idea about the special meeting.

Ř Com. Sandeep Rathi, DS Jalna presented the report of Jalna. He has discussed with the house the transfer policy, development issues and welcomed the newly joined members. He has suggested the implementation of wireless Broadband with the available resources, providing of leased lines connections through CDMA. He has suggested TDM, Jalna to take a monthly development meeting. He conveyed thanks to all Comrades for giving full co operation to his team. He also urged Com. Adasul CS MH and other members of Association to fight against the biased recommendations of Deloitte. He further assured that Jalna SNEA will give wonderful result in membership verification.

Ř Com R. S. Kolapkar, CWCM highlighted on anti employee recommendations of Deolitte and issues related to Promotional prospectus of Executives. He also remembered sweet memories in formation of SNEA (I) Jalna branch and results thereof.

Ř Com. V. N. Mahindrakar, DGM, Aurangabad recollected his period while he was serving as SDE/DE Jalna and conveyed thanks to all the comrades of SNEA Jalna for their support. He specially mentioned the cooperation he has always received from SNEA and appreciated sincere efforts on platform SNEA (I) for resolution of issues of its members.

Ř Com. S. B. Dale, IFA, Aurangabad, narrated the house the difficulties faced by executives in Account wing and the concern shown by SNEA (I) for reducing these difficulties. He further discussed the efforts taken by SNEA (I) MH against the harassment & harassment practices adopted in dealing with HR issues of Account Wing Executives. He has also mentioned that SNEA is the only association who fights positively for the problem of each and every member and specially mentioned that his case would not have resolved till his retirement and its was intervention by SNEA(I) that he could get relief and take care of his family members. He mentioned that executives in Account Wing cannot be fooled anymore by saying being Account Officer; he/she has to be member of particular association and now there is revolution in Account wing and many of the executives have already joined active force of SNEA (I) and in days to come others will also join SNEA (I).

Ř Shri. N. P. Kawade, TDM, Jalna has addressed the house regarding the acute shortage of material and stressed on need to change the mentality of our government working and to adopt work practices as being done in competitive way in private companies for survival of BSNL. He expressed serious concern over decrease in revenue of the Jalna SSA and appealed all comrades to come forward for growth of BSNL Jalna. He appreciated all the executives & Staff of Jalna SSA for their dedication towards BSNL and appealed to give more to BSNL for their own future. He mentioned that due to his health problem he was not able to give meetings to associations/unions and assured that in coming days he will have such regular interaction with all associations/ unions and especially to SNEA (I). He also appealed that his doors are always open and officers can contact him directly for such HR issues.  

Ř Com. M. S. Adasul, CS SNEA (I) MH delivered enthusiasm and motivating speech touching form local problems at Jalna to issues at CHQ level and fight of SNEA (I) against corrupt practices followed by some individuals. He also elaborated the house many of current administrative issues Circle office issues and special efforts taken at CHQ level for the pay parity issue of 2007 2008 Batch JTO’s. He narrated committed efforts taken on platform of SNEA (I) CHQ to resolve issue of JTO officiating and TTA to JTO Promotion. During his address he stressed for commitment and dedicated efforts to be taken for strengthening of SNEA in view of ensuing membership verification of executive associations in BSNL. He expressed gratitude to SNEA (I) Jalna, for dedicated & strong support to SNEA (I) MH and made house aware about different HR & development issues being pursued by SNEA (I) MH, status of transfer policy for tenure as well as non tenure stations. He also shared his experience in day to day working and guided house to overcome day to day difficulties with positive attitude and appealed comrades to make serious efforts in strengthening BSNL. He appreciated efforts taken by young team of SNEA Jalna in strengthening SNEA as well as BSNL and specially appreciated leadership of Com. Sandeep Rathi, young & dynamic DS SNEA (I) Jalna who is from 2008 JTO batch and leading SNEA (I) Jalna with great courage and detail study on each and every issue.

Ř Com. S.V.Bhad, CP SNEA (I) MH addressed the house with valuable guidance on different current issues and issues related to membership verification. He narrated the different incidents clarifying efficient working of SNEA (I) with examples and explained the house the issues summarized in manifesto of SNEA. He explained case by case working of SNEA (I) leaders and its comparison with other association leaders. He explained working culture & overall structure of SNEA (I) and assured house that SNEA (I) is committed to resolution of all the issues in Time Bound Manner and appealed to strengthen the hands of SNEA (I) with support in majority and make SNEA (I) strongest association in BSNL for better future of BSNL.

Ř Com. S.B. Mahabole, DP SNEA (I) Jalna in his presidential speech expressed his views regarding management issues and requested all the Comrades to be ready for member verification process and make SNEA (I) and has raised issue regarding acute shortage of material for effective working of employees.

Ř After open Session House discussed different issues related to growth of BSNL Jalna and other issues related to promotional prospects in BSNL.

Ř Com. Sandeep Rathi DS SNEA (I) Jalna gave brief idea about the recent meetings with TDM Jalna and change in approach of TDM Jalna after meetings. He updated house on progress of each and every issue raised by SNEA (I) Jalna and response from TDM Jalna. 

Ř The house has also discussed the transfer policy for transfer & posting of executives in Jalna SSA and it was unanimously decided that before posting of incumbent executives in Jalna SSA, preference should be given to consider all request transfers within Jalna SSA. It was also decided to take up matter with TDM Jalna for equal distribution of works as some of SDEs are given charge of 3-4 SDEs & some of SDEs are practically kept without work in rural area thereby giving important works to only one SDE by overruling guidelines on sensitive post transfers and in so many cases for working lines of less than 500 lines more than two officers are posted. 

Ř Thereafter different local issues about day to day working and careless approach of Jalna management were discussed in detail.

Ř Com. Appa Joshi JTO expressed serious concern over the overall functioning of Jalna SSA and corrupt practices being followed in Jalna SSA. He gave way to anguish among the comrades of Jalna SSA about the biased approach of TDM Jalna & appealed leaders & members present in meeting to take this issue seriously.

Ř Com. Obaidullah JTO also shown serious concern towards the corrupt practices in Jalna and shared data available with him about current activities involving corrupt practices in Jalna SSA.

Ř About all comrades present in the meeting expressed anguish against the corrupt practices followed in Jalna SSA and appealed for immediate steps to save BSNL Jalna from certain corrupt officers and their selfish acts.

Ř After elaborate discussions on this issue and participation of many of executives with detail feedback on different malpractices going on in Jalna SSA, it was decided unanimously to again represent different issues with TDM Jalna and put on records the corrupt practices followed by some selfish officers in about all office works like short payments of contract labors, justification of contract labours and its actual utilization, malafide planning of NOFN works with intention to grab money,  misuse of vehicles for personal works, inclined approach of TDM Jalna only towards one SDE and negligent approach towards all other executives & staff  and even towards BSNL day to day acts, misuse of names of political leaders for creating pressure on BSNL Officers & Staff,  issues of non availability of TDM Jalna in the office for days together and signing all office work from home and probably under influence of single officer, expenditure of more than Rs. 90 lakhs (approx Rs. Nine Lakhs per tower per year) just on name of tightening of nut bolts of towers in SSA having working landlines just 12000 and GSM connections less than 1.5 lakhs etc.  

Ř By respecting concern shown by Shri. N.P.Kawade, TDM Jalna in his address to meeting about development of BSNL Jalna & to look into pending issues on regular basis, it was decided by house that SNEA (I) Jalna will give one more chance to TDM Jalna for resolutions of all pending HR issues of Jalna Comrades and to take action against corrupt officers and house authorized DS Jalna to take up all these corrupt practices on Paper & required information will be given by individual members.

29 aug 14: Meeting with Shri. N.P.Kawade TDM Jalna on over delayed issues of Jalna comrades: SNEA(I) delegation led by Com. S.V.Bhad, CP SNEA(I) MH and consisting CS, Com. S.B.Mahabole DP SNEA(I) Jalna, Com. Sandeep Rathi, DS SNEA(I) Jalna, Com. B.D. Solunkhe SDE, Com. C. S  Shyam SDE & Com. Obaidullah JTO had meeting with Shri. N.P.Kawade TDM Jalna on 23/08/2014 in his chamber and discussed many of the long pending HR as well as development issues.

Ř We raised our strong objection on intentional delay in granting meeting to SNEA (I) Jalna and mesh created in HR issues.

Ř Shri. Kawade agreed that due to his health problem he could not grant meeting but his door are always open for discussions and assured that SNEA (I) leaders can meet him any time on any issue. He further informed that many of the issues have been discussed in special meeting held with SNEA (I) Jalna delegation and asked some time for pending HR issues.

Ř We have put forth with TDM how his office is inclined to only one SDE in entire Jalna and how it is reason of harassment for all executives working in Jalna. We put forth issue of intentional delay in reliving of executives under transfer from Jalna and specifically quoted example of demand of money for reliving with change of membership of association and immediate reliving of said officer on payment of certain amount & change of membership and highly objected for such biased approach of management. Shri. Kawade informed that he was not aware of such malpractices & it was only administrative reason to relive said officer. When we put on records facts & figures and steps in which management delayed reliving of officers and how one SDE in close relation with TDM Jalna is demanding money and forcing executives for change of membership if they want favor from management for their genuine HR issues.

Ř By understanding facts, Shri. Kawade assured to look into all such cases and assured to relive all other officers under transfer as early as possible.

Ř We also pointed out intentional delay in TBP cases of SNEA (I) members and here also TDM quoted due to his health problem this matter was delayed and as per meeting of SNEA (I) delegation he has sent revised proposal for TBP DPC Committee and requested us to pursue it at Circle Office and assured that his office will take all further steps for completion of all TBP DPCs at the earliest.

Ř We have pointed out about under utilization of SDEs/JTOs at small places like Bhokardan, Ambad where in 2-3 officers are posted just for 300-400 lines and at the same time charge of four important sections Transmission, NOFN, Mobile, Tenders etc is given to only one particular SDE. TDM informed that the said SDE is expert in managing everything from public complaints to political leaders and as TDM he is free when any issue is handed over the said SDE. He also advocated expertise of said SDE in technical works like Mobile, Transmission and special expertise in NOFN works.

Ř We categorically and case wise case explained that how as TDM he is being having wrong information and how facts are not reaching him due to his absence from office. We have categorically objected on technical expertise of said SDE as all technical works of Transmission wing is taken care by one TTA and how all mobile activities are taken care by JTO and how said SDE is able to manage only TDM and Temporary advances of major amounts.

Ř We also pointed out how his office has made unwanted expenditure of Rs. 90 lakhs on just tightening of nut bolts of tower, Shri. Kawade informed that this work was carried out as per the instructions from Circle Office and if this work was not done there is chance of falling towers. We informed we can understand the need of such works, but objected for expenditure of Rs. 90 lakhs on such petty work ignoring major works of growth of BSNL. We also put forth how NOFN planning is proposed thereby wasting money of BSNL in which there is no chance of recovery with generation of revenue. TDM told that this is proposed for ring working of all BTS and strongly advocated the proposal.

Ř On all our points on such corrupt practices Shri. Kawade informed that SNEA (I) should give such written complaint and assured that strong action will be taken against any officer found guilty and he cannot do anything without such written complaint. We have assured him to put on records the cases noticed by active members of SNEA (I).

Ř We have discussed many other issues from less payment to contract labours working throughout Jalna SSA, underutilization of manpower in Jalna SSA, detoration of Mobile & transmission network, need of replacement of battery sets of all BTS & exchanges, conversion of all MBM exchanges into RSU Exchanges, issues related to Power plant in Jalna Exchange , giving proper work to SDEs/JTOs underutilized at Rural places by posting them at need units/sections, individual cases of HR issues, holding sensitive post by some of officers at Jalna HQ for more than decades,  local transfers within Jalna SSA, regular management meetings to understand difficulties faced by executives working in filed units and Shri. N.P.Kawade TDM Jalna assured to take immediate action all the issues raised by SNEA(I) and gave confidence to SNEA(I) Jalna team that in future the grievances raised by SNEA(I) will be taken care and given consideration without any bias.

Ř At the same time he appealed to give his message to all the comrades of Jalna to change the mind set, take sincere efforts for better services to Jalna customers, and bring to his notice issues related to best Telecom services by BSNL Jalna.

Ř The meeting which started at 1200 hrs concluded at 1500 hrs with very positive and firm assurance from Shri. Kawade which definitely has boosted moral and confidence of young team of SNEA (I) Jalna.

27 aug 14: Hon Supreme Court judgment dated 12.08.2014 on list No 6 & 7 seniority: The SLPs filed by BSNL and other individuals challenging the Hon Bombay and Ernakulam High Court orders quashing the seniority list 6 & 7 dismissed. Hon Courts directed BSNL to recast the seniority list based on “date of joining”. The seniority of about 5600 LDCE passed candidates of 2004, 2008 and 2013, promoted as per SDE RR 1996 and 2002 has to be fixed based on “date of joining”, putting a big question mark on the relevance of LDCE. 27 aug 14: One more achievement of SNEA in direction of reducing difficulties of executives working at Sindhudurg & Gadchiroli SSA: BSNL CO issued modification in policy for posting to choice station after completion of Soft Tenure and now executives completing All India Soft Tenure at Gadchiroli & Sindhudurg SSA can apply for transfer to any SSA including their parent SSA.           It is important that executives presently serving at All India Tenure Stations will be eligible for benefit of break in Circle Tenure and thus all executives working at Sindhudurg SSA & Gadchiroli SSA will be excluded from out of Circle long stay transfers if he/she completes three years Soft Tenure either at Gadchiroli or Sindhudurg SSA.

This was one of resolutions passed in  Circle Conference of SNEA(I) MH at Goa, CEC Meeting at Yavatmal and with this SNEA(I) CHQ meets the assurance given to the SNEA(I) Gadchiroli comrades during Vidarbha Tour by CHQ President & GS in General Body Meeting in April 2014. This clause of restriction for giving request to parent SSA was one of the hurdles in proper implementation of All India Soft Tenure policy for Gadchiroli & Sindhudurg SSA.

Comrades, you may remember that All India Tenure Stations for Gadchiroli & Sindhudurg were single handedly pursued by SNEA(I) and it has already benefitted to many of the comrades working/opted for any of these two SSAs as they are excluded from the All India Long Stay transfers. SNEA (I) MH will further pursue the issue of All India “Hard” Tenure station for Gadchiroli and we have already raised this issue in different meeting with CGMT MH and he has assured for immediate positive action on each occasion of discussions, and hopefully before our next meeting with CGMT MH such proposal for Hard Tenure for Gadchiroli will be sent to BSNL CO by Maharashtra Circle.

23 aug 14: Comrades, Since there is no initiative on the part of BSNL management to resolve the most important and long pending HR issues like E2, E3 pay scales even after rejection of E1A and E2A pay scales by DPE and DoP, 30% superannuation benefits to BSNL directly recruited employees, JTO to SDE promotion, CPSU cadre hierarchy etc., association is compelled to restart the agitation programme. The programme of trade union action will be announced on Monday (25-08-2014).

    All SSA / Branch secretaries, office bearers at all levels and activists are requested to start massive preparations at grass root level by convening General body meetings at SSA / Branch level and important locations

Ř     Singular efforts of SNEA (I) in 2013-14 increased the DE regular quota from 50% to 75% and increased the posts by 1378, ending Adhocism.

Ř     By this DPC, clearing a record no of 2771 vacancies for 2011-12, 2012-13 and 2013-14 in a single list, DE regular promotion becomes current.

Ř     Practically SNEA (I) worked in tandem with the DPC team and BSNL Management for the last several months to achieve this goal.

20 aug 14: Circle management continues fooling Executives with new ideas: In an another attempt to delay request transfers of executives working at Non Tenure stations and specifically executives working at small SSAs, AGM Staff Mumbai puts new idea of change in transfer policy officially issued with his signature & agreed by one & all. Letter <<<>>>

          This is really hurt burning for executives working at small stations with many of difficulties and facing lots of family problems and this is deliberate attempt to divert attention from main cause. In earlier policy it was noted that total no. of transfers will be limited to 10 % of transferred SSA and nothing was referred for the SSA from where request is pending and none of association or individual officer has opposed it, as it is uniform for all. Now with reason of Administrative& Operational inconvenience, it is proposed that 10% of either SSA i.e. SSA for which transfer is requested or transfer from which transfer is requested will be counted for counting maximum 10% of total transfers. 

          It is unfortunate, but fact that some of executives close to some of officers in Circle management are giving such hopeless and selfish ideas to Circle management and management is also taking this as opportunity to harass executives with such ideas. This revised proposal will deprive comrades working at Bhandara, Beed, Osmanabad, Buldhana and other such small SSAs, already denied their requests for years together including that of executives completed age of 58 years and with revised proposal only one or two request from these SSA will be considered per year and to complete existing list of request transfers it may take years together and one cannot think about the request of executives joining such small SSAs as per recent transfers.

When Circle management is talking about uniform transfer policy for last two years and delayed all transfers on this single name of “Uniform transfer Policy” , how it will be uniform when executives from other non tenure SSAs will get their request transfers after completion of three years, comrades from these small SSAs will be deprived for years together.

In this case views are called from all SSA Heads and we are sure that many of SSA Heads will not bother to offer comments as many of them did not bother to respond on serious instructions issued by CGMT MH. In addition, in this case SSA Heads have to nothing as all transfers are issued with substitute and as such overall working strength is maintained as it is. Only question is that of reliving all executives under transfer in single stroke and we all & Circle management is also aware that none of SSA Head relives executives under transfer in single stroke and in many cases it takes years together and hence there is nothing like Administrative & operational inconvenience as projected by AGM Staff Mumbai and it is further attempt to fool executives with new & hopeless idea. 

It is definitely under question that what is administrative need, when many of the SSAs are running without SSA Heads that to be for years together, SSA like Wardha is running without single DE and many of the post of DGMs to JTOs are vacant for years together, and what is operational need when more than 40% BTS are failed for months/years together due to non working of Battery /PP, non availability of replacement cards for years together, many of the exchanges are locked due to non payments of rentals due to fiasco in payments through ERP, when there is no single meter drop wire with 80% of sub divisional offices, when many of the divisions are not having some meters of PIJF cables just for attending cable faults and we cannot think about laying new cables, when in many of the SSAs many of the tenders have expired long back and nothing is taken seriously about fresh tenders and in case of hired vehicles the extensions are being issued beyond norms for years together , then what is operational inconvenience needs serious investigation. 

 This is nothing but, deliberate attempt to deprive our comrades mainly JTOs & SDEs working at all these small SSA, and SNEA (I) MH will definitely oppose this move by putting facts & figures with management as this amendment will not maintain uniformity among executives working at all non tenure SSAs. But comrades, we are sorry that we cannot avoid delay in consideration of pending request transfers due to this new & hopeless idea definitely with intention to delay request transfers of deprived class of executives.

All comrades are requested to offer their views on this proposal to DS concerned and who in turn will submit consolidated views of executives in his district to ACS concerned latest by 28/08/2014, so that we can submit final views by 30/08/2014 as asked by AGM Staff Mumbai.

Ř     Com. S.D. Muragi, DS Kolhapur while addressing the house he narrated the achievements in settling the Transfer cases and insisted on need of hour to work hard for BSNL. Regarding local transfers DS informed that a policy is decided regarding transfer within SSA and same was implemented and more or less all HR issues are taken care. He conveyed thanks to all Comrades for giving full co operation to his team. He also urged Com. Adasul CS MH and other members of Association to fight against the biased recommendations of DELOITEE. He further assured that Kolhapur SNEA will give wonderful result in membership verification. 

Ř     Com S.R Bhise, ACS MH highlighted the achievement on platform of SNEA (I) and specially activities for Kolhapur comrades. He further requested all comrades to be united and work hard for bringing up BSNL also briefed about the activities going on at circle level on development issues. He appraised Com Adasul CS MH for resolving many genuine issues of   Kolhapur comrades.

Adasul, CS SNEA (I) MH in his speech elaborated  the house many of current issues like DPC of DE regular  DPC of JTO TO SDE  and various court cases .He  narrated committed efforts taken on platform of SNEA(I) CHQ to resolve issue of JTO officiating and TTA to JTO Promotion. During his address he stressed for commitment and dedicated efforts to be taken for strengthening of SNEA in view of ensuing membership verification of executive associations in BSNL.   He expressed gratitude to SNEA (I) Kolhapur, for dedicated & strong support to SNEA (I) MH and made house aware about different HR & development issues being pursued by SNEA (I) MH, status of transfer policy for tenure as well as non tenure stations. 14 aug 14: Revision of Pension & Arrears Payments to Executives & Non Executives retired after June 2010: SNEA (I) MH has received many complaints about the non revision of pension as per 78.2% fixation granted from 10/06/2010 and payments of arrears. By taking note of long pending grievances of our retired comrades, delegation of SNEA(I) lead by Com. S.B.Bhosle, CT SNEA(I) MH, CS,  Com. Anil Dubey,  DS SNEA(I) Mumbai had special meeting  with Shri. Jagdish Ghai, Principal Controller  of Communication Accounts (PCCA)  Maharashtra Circle Mumbai and put forth grievances and problems faced by our comrades and how it is injustice to our senior comrades having some genuine family problems.

Shri. Jagdish Ghai, PCCA Maharashtra Circle agreed that this work is delayed mainly due to other priority office works and shortage of staff in his office. He informed that due to many of priority works from PG /RTI cases to MoC/Court cases his staff & officers were unable to take care of this important issue. He further added that his office has already taken steps for revision of pension of officers & Staff retired after January 2014 and about 700 cases from June 2010 to January 2014 are pending. After understanding the depth of grievances and problems of the retired employees, Shri. Jagdish Ghai assured that immediate steps will be taken for revision of Pension as per 78.2% IDA fixation and calculation arrears payments of all the employees retired from June 2010 to December 2013 and firmly assured that entire work along with payments of arrears will be completed within month i.e. by end of Sept 2014 all the pending cases will be settled.   

 

13 aug 14: SNEA(I) MH writes to Mrs. Marina George, Sr GM Fin Mumbai on her reply on grievances raised by SNEA(I) MH on prolonged delay in issuing Form 16.  Letter <<<>>>

 

Main Points:

Ř     Conveys Thanks for first & only reply on the many of the letters written by SNEA (I) MH.

Ř     False claim by Sr GM Fin Mumbai about readiness of valid & complete Form 16 & its availability to BSNL staff & Officers as on 21/07/2014 when part A was not even distributed and its unsigned copy was uploaded on MH Intranet ON 30/07/2014.

Ř     Depth of so called seriousness and Priority given to issuing Form 16 causing over delay and reasons for delay even after such “serious efforts & Priority” given by her office.

Ř     SNEA did not touch any issue without study wherein written apology is required and definitely not at all in this case.

Ř     It is discretion power of GM Fin to nominate such officers and at the same time it is right of SNEA (I) to point out wrong things.

Ř     Non utilization of such Intelligent & Award winning Officers referred by GM Fin Mumbai for works of Form 16 causing hardship to all BSNL Staff & Officers.

Ř     Partial reply only on two points excluding more than 35 issues/request of concern raised by SNEA (I) MH.

Ř     Attempt to create pressure on SNEA (I) MH, asking for written apology and free hand to culprit officers and vendors responsible for “Fiasco”.

Ř     SNEA (I) MH is ready for any discussions on any of the issues raised & on any platform.

Ř     If it is question of apology, then her office has to ask apology on many of issues including current like non issuing of GPF Statement even though it is August 2014 & accountability of GPF amount, accountability of amount deducted from salary of employees and not transferred to concerned units like LIC, Banks for Home /personal loans and Co-Operative Societies and penalties thereof and hardship continued to each & every officer & Staff including EPF Account holders as EPF accounts are not updated since Sept 2013.

 

13 aug 14: Lunch Hour Demonstrations against recommendations of DeloItee: In support of call given by Joint Forum of BSNL Unions & Associations CHQ, hundreds of comrades throughout Maharashtra participated in Lunch Hour Demonstrations held on Tuesday, 12/08/2014 at all District Head Quarters in Maharashtra Circle as well as at Circle Head Quarters Mumbai and registered strong protest against anti BSNL recommendations of consultant Deloitee. By understanding consequences of the useless recommendations by consultant without any updates & feedback from the stakeholders of company, comrades from all Unions & Associations participated in Lunch Hour Demonstrations and shouted loud slogans against Deloitee consultant for its anti BSNL & anti employee recommendations. Leaders from different unions & associations addressed the mass gatherings of executives and non executives explaining the malafide recommendations of the said consultant and stressed upon to fight against it with strong unity. 12 aug 14: ITS case at Hon PCAT, New Delhi: The OA filed by SNEA (I), AIBSNLEA and BSNLEU against deployment of ITS officers in BSNL postponed to 17-09-2014. No hearing took place today. 

 

12 aug 14: List No. 6 & 7 seniority case at Hon Supreme Court: The SLP filed by BSNL and other individuals was dismissed today. Hon SC observed that since there is no ROTA mentioned in the statutory SDE Recruitment rules 1996 and 2002, seniority can be claimed only after joining the service of that cadre. As such Hon SC found no infirmity in the judgment of Hon HC of Mumbai and Ernakulam.

The SLP filed by BSNL against Hon CAT Jabalpur judgment on notional date of promotion allowed by Hon SC. However the notional date of promotion given to 124 officers of Karnataka circle by another bench of Hon SC is protected.

12 aug 14:Good New: Universal Account Number for EPF Accounts: In a letter issued by EPFO New Delhi, now each EPF Account holders registered on ECR Portal will be allotted the UAN (Universal Account Number) which will enable EPF holders to access to multiple PF accounts with the only one member id. Ř     This order will provide a great amount of flexibility & complexity in addressing EPF related issues.

Ř     The UAN will be allotted to employer and for that submission of KYC Details (Aadhar No, PAN and Bank details) for each account holders by the employer is must.

Ř     This was one of the important issues discussed in CEC Yavatnmal & part of important resolutions passed in CEC Yavatmal, pursued at different level and now settled once for all.  

Ř     The KYC details are to be submitted by employer and individuals have to do nothing in this case except any update information called by Nodal Officers of concerned SSA.

Ř     It is confirmed that the work of consolidation of mandatory KYC data for allotment of UAN for BSNL Maharashtra Circle has been started in last week by Com. V.R. Satpute AO EPF Mumbai & his office team and shortly KYC Data will be submitted to EPFO Bandra, and thereafter all EPF holders in BSNL Maharashtra Circle will get UAN number.

11 aug 14: Meeting with Sri A. N Rai, CMD/BSNL: GS Com K Sebastin and President Com G L Jogi met Sri A. N Rai, CMD/BSNL on 08.08.2014 and held discussion. At the outset, CMD told that financial condition of the company is not good and every month, Corporate office is struggling to disburse the salaries and other expenses related to operations and maintenance. The external board members are not agreeing for any proposal involving financial implications to the company.

If the financial condition is not improved, the 3rd pay revision in 2017 will be a big question. If pay revision is not implemented, then BSNL employees will be treated as second class citizens (like ITI employees!). All should work together to ensure to avoid such situation in BSNL for the BSNL employees.

However Assn strongly pleaded that delay in resolution of some of the long pending HR issues like standard pay scales, 30% superannuation benefit to BSNL recruited employees, promotions in different cadres etc will further demoralize the Executives. When company is looking forward for revival, the following HR issues to be resolved quickly which will boost the morale of the Executives and they will be contributing miraculously towards the growth of the company. Further the following issues discussed:

a.      Agitation programmes in Kerala Circle: Assn explained to CMD that most of the assurances given by the CGMT/KRL at the time of settlement is not yet implemented even after one week. Three weeks back, CMD informed us that the request transfer orders are approved, but till this date, the orders are not released even after the assurance of CMD. The vindictive actions initiated by the Management like die-non, show cause, charge sheet etc to be withdrawn as per the agreement. Since these confidence building measures are not started implementing, the field units are not come to the normal situation which effectively affecting the services. CMD assured to intervene in the matter.

b.      Implementation of standard pay scales of E2, E3 etc for JTO/JAO, SDE/AO etc: Assn explained that the BSNL proposal of E1A and E2A pay scale is rejected by DPE and DoT communicated the same to BSNL. As per the understanding reached during the last agitation and decisions of the meeting held on 19.03.2014, now the Joint committee has to work out the implementation of E2, E3 pay scales. After deliberations, CMD agreed to deliberate the matter in the committee further.

c.       30% superannuation benefit to BSNL recruits: Assn pointed out that this issue is delayed for years together even after the agreement in June 2012 with the Forum. The high level committee also didn’t deliberate the issue seriously. CMD informed that again the matter is referred back to the HLC which will be headed by new ED (Fin) and told us to have further discussions with HLC and ED (Fin).

d.     Promotion from JTO to SDE cadre and LDCE: The court case is now listed for 23.08.2014, Saturday to have final haring. Assn requested CMD to ensure the presence of senior lawyer on that day. The DPC related work also to be expedited. CMD agreed to instruct CGM/Kerala.

e.      Promotion from SDE/Adhoc DE to DE Regular: Assn requested to complete the DPC at the earliest as VCs expiring by 3rd week. Since large no of transfers are involved, about 10% of VCs are not received so far. CMD assured to complete the DPC before expiry of the same.

f.       Rule 8 transfers: Assn brought to the notice of CMD that even after JTO recruitment, Circles are not considering the Rule 8 transfers. Large no of JTOs including ladies are working in difficult areas including NE I, Assam, J&K etc and completed more than 5 to 8 years. Assn requested the intervention of CMD in this issue. CMD assured to examine the issue.

 

9 aug 14: Mrs. Marina George, Sr GM Fin Mumbai replies letter written by SNEA(I) MH on “fiasco” & over delay in issuing Form 16 and action thereof and informs that her office has taken serious note of all the issues raised in such an aggressive & unfair manner.

It is unfortunate that her letter says nothing about the number of issues raised in said letter written by SNEA (I) MH & just emphases that Account wing has taken serious efforts for issuing Form 16 & this was TOP Priority work and as result the work of Form 16 was completed on 21/07/2014. Except this point letter does not state or clarify any of the issues & concern raised by SNEA (I) MH ranging from partial Form 16 i.e. Part B, Invalid Form 16 without logo of validity, misleading information of filing IT Return with only with Part B of Form 16, reasons for prolonged delay in issuing Form 16 including action against officer & vendors responsible for this over delay and trouble for BSNL staff & officers and entire focus of letter is on point of nomination & recommendation of “Sanchar Awards”. In poor attempt to divert attention on the serious issues raised by SNEA (I) MH, she projects the letter of SNEA (I) as attack on Finance wing thereby again shielding the culprit officers and defaulter vendors responsible for this “fiasco”.

When entire letter of SNEA (I) MH is focused on over delay of more than three months in issuing Form 16 and serious lapses on part of concerned officers & vendors dealing with Form 16, Sr GM Fin Mumbai creates picture as if we have questioned integrity of all the officers in Finance wing may be to get sympathy of staff & officers in Account wing. In an attempt to create pressure and to press the voice of SNEA (I) against problems& difficulties faced by our comrades, she marks content of letter on “Sachar Award” nomination & recommendations as casting aspirations against her & Committee Members for Selection of award and asks for written apology. In conclusion of letter she assures that Finance wing shall always work overtime, as usual, to alleviate the problems of employees to extent possible, humanly.    

         Now everyone knows that till 24/07/2014, no one was issued even Part B of Form 16 and Part A of Form 16 was not at all issued till evening of 30/07/2014 and it was also not distributed and just unsigned copy was uploaded on Maharashtra Intranet Portal. Even letter issued by DGM Fin Mumbai on 19/07/2014 blindly says that Part A that to be downloaded from TRACES is not compulsory for filing ITR and it stress on issuing invalid Form 16 i.e. only Part B, individuals were not able to tally amount in Part B of Form 16 and data available on e filing website of IT Returns   and when there was unofficial news cum instructions not to file IT return till Monday 28/07/2014, this letter by Sr GM Fin Mumbai says that all works were completed on 21/07/2014 and employees were given sufficient time to file their IT Returns, is total lie and again misleading statement and we will again put details on records along with the issue of Sanchar awards questioned by Mrs. Marina George, Sr GM Finance Mumbai.

 9 aug 14: Meeting with Sri S S Aggarwal, GM(Pers): GS Com K Sebastin, AGS Com Aravind Dahiya, CS/TN Com M Gopinathan and CT/TN Com Jayaraman met GM(Pers) on 06.08.2014 and discussed the following issues:

1.         JTO to SDE promotion: Assn explained the status of court case at Ernakulam. Since Hon CAT want to hear the case completely on a single day, fixed it for the first Saturday (working), 23.08.2014. Meanwhile it was agreed to complete the DPC work and VCs from all the Circles.

2.         SDE/Adhoc DE to DE Regular promotion: We informed about the VC status from different Circles and requested to complete the DPC for 2011-12 and 2012-13 by next week before the expiry of the VC and DPC for 2013-14 by this month end. In case VCs not received their case will be kept pending. GM (Pers) ascertained the status from DPC section also. After elaborate discussion, it is decided to make all efforts to complete the DPC before expiry of VC.

3.         DE to DGM promotion: The status of VC and ACR discussed. It is decided to expedite both ACRs and VC.

4.         Modification of transfer from Soft tenure places in AP and PB Circles: GM (Pers) informed that the proposal is under the consideration of today’s MC meeting and once it is approved, necessary action will be taken to cancel the orders.

5.         Request transfers in SDE and DE cadre: After discussion, GM (Pers) agreed to consider the pending request transfer cases.

6.         Posting volunteers to ITPC, Pune etc: Volunteers are called by BSNL CO and Assn requested to issue the transfer orders. GM (Pers) told that posting to ITPC is not done as excess number of Executives are working in ITPC, much above the sanctioned strength. Action is initiated to regularize this by diversion of posts from other circles to ITPC by Estt section. Once this process is over, request to ITPC will be considered.

 7 aug 14: Recovery against contractors damaging BSNL Cable network continues: In continuation to recoveries being made by BSNL officers from different defaulter contractors of local authorities, Com. T. Silva, SDE Ext & Gr Verna Goa SSA and his team has recovered Rs. 2, 70,000.00 (Rupees Two lakhs seventy Thousands Only) from M/S Nanu Electrical as damage charges. While lying of electrical cable, the said contractor has damaged cable network of BSNL and Team BSNL Verna led by Com. Silva has taken special efforts and with his continuous persuasion said amount is being recovered from contractor.

        In another such case, Com. P. S. Shinde, SDE Mapusa Goa SSA and his team recovered Rs. 63,000.00 (Rupees Sixty Three Thousands only) from M/S Simplex Infrastructures as a damage charges for damage to BSNL network during sewerage digging work.

         We are proud to mention here that both the comrades namely Com. T. Silva & Com. P. S. Shinde are active member of member of SNEA (I) Goa.  5 aug 14: Congratulations to Com. Bharat Dhage SDE Baramati &his team for recovery of damage charges from PWD: SNEA (I) Maharashtra congratulates Com. Bharat Dhage SDE External& Groups Baramati and his team for tireless & sincere efforts with fruitful results in recovery of Rs. 8, 99,882.00 (Rupees Eight lakhs Ninety Nine Thousands, Eight Hundred Eighty two Only) from PWD Baramati as damage charges. During Service Road widening activities started in 4 Kms span on Baramati-Bhigwan road, the contractor of PWD has damaged cable network of BSNL. Team BSNL Baramati has taken sincere efforts to build pressure on officers of PWD as it was not easy job as seen in all such cases. But Com. Bharat Dhage SDE Baramati took initiatives under guidance of Com. J.N.More DE Baramati and in support of Com. W R Aute JTO MIDC Baramati and pursued with PWD Baramati by repeated verbal and written reminders, taking issues with different offices and official including local leaders. With continuous persuasion this team is successful in safeguarding BSNL network as well as in recovery of damage charges as PWD has deposited Rs. 8, 99,882.00 by cheque in bank account of BSNL. 1 aug 14: Updates on agitation by SNEA(I) Kerala: After final round of discussion with the Kerala Circle Management in the evening, the hunger strike and work according to rule continuing in Kerala Circle for the last 37 days since 25.06.2014 withdrawn as almost all the contentious issues are resolved. Some policy matters are referred to BSNLCO for further decisions. Management assured to consider all the disciplinary matters sympathetically and no vindictive action will be taken against the Executives. CMD BSNL also assured us that there will not be any vindictive actions.

Com.A.J. Mankar, AGM Admn Akola (9422160007) was working as AGM (Admn) Akola and served in DOT& BSNL for more than 37 years. He completed his services as telegraphist, ASTT in CTO Mumbai for 20 years and thereafter as SDE & AGM in Akola SSA for 17 years. He is calm and quite with full of patience and full knowledge of DOT/BSNL CDA rules

Com. S.B. Raut DE Gr Kulgaon is sincere, hard worker and dedicated officer of Kalyan SSA and active member of SNEA Kalyan and has served in Circle office Mumbai & Raigad SSA before joining at Kalyan in 2012.  He has long and dedicated services of 37 years in DoT as well as in BSNL.

 

1 aug 14: Full Day Hunger strike at Circle Office Mumbai: SNEA (I) Maharashtra comrades participated in a day long hunger strike held on 31/07/2014 at Circle Office Mumbai and extended their solid support to agitating comrades of SNEA (I) Kerala for genuine demands raised by them in which main demand is to “Save BSNL Kerala” from culprits and their selfish actions. Even though it was heavy rains day in Mumbai, majority of the comrades participated in this Hunger strike, registered their protest against injustice and extended active support to comrades of SNEA (I) Kerala. Com. U.T.Zanke, presently working as AGM Admn Buldhana SSA & served in DOT & BSNL for more than 39 Years.  He is well known for his helping nature, cordial staff relations & efficient working and efficient handling of all office matters. He is one of the founder members of SNEA (I) Buldhana & rendered his services on different posts in our association in Buldhana division.

Com. R.B. Mahajan is working has SDE GR Udgir Latur SSA and has completed service of 36 years in DoT & BSNL and has served Goa, Solapur &Latur SSA. He is very active member of SNEA (I) and has taken leading role in association activities in different capacities ranging from Auditor, Treasurer and President of SNEA (I) Latur. He is known for his fighting spirit, cordial relations and helping nature.

30 July 14: Valid Form 16 is now available on MH Intranet:

·        Yes Comrades, with continuous persuasion of SNEA(I) at different levels, the matter of Form 16 has been now resolved by Finance Section of Circle Office Mumbai and now Part A of Form 16, which has valid as it is having seven character alphabet unique Certificate Number and TDS CPS logo on it is made available for all.

·        The link is provided on MH Intranet site which is accessible to all without password and just by putting PAN Number; one can get copy of valid Part A of Form 16. This Part A & earlier issued Part B together, is complete Form 16 for all employees.

·        One can also download Part A of Form 16 from the Link  <<<>>>

·        Till there is minor issue, as this Part A of Form 16 available on Intranet, does not have signature of AO concerned.

·        But as we are left with only one day for filing IT Return and this should not be issue. Also while e-filing of Income Tax returns, this signed copy is not required physically and one can file IT returns with these correct figures. Earlier there was problem as figures of Income & Income tax deducted on Part B & on website of Income Tax Department were not tallying and as data has been correctly updated on Income Tax site, this problem is resolved.

·        We have discussed this matter with Shri. V.N.Dhage DGM ERP Fin Mumbai who informed that this Part A will be signed by DDOs concerned and disbursed to concerned employees for filing of IT Return by traditional/offline method and added that his office is issuing instructions in this regards to DDOs concerned.

·        Shri. Dhage further informed that his office is also writing to Income Tax Authorities for extension of last date of filing Income Tax return for BSNL employees by quoting present problems and difficulties faced by BSNL in issuing Form 16.

·        Though there are chances for extension of date by Income Tax Department, but comrades should not wait for extension and all should file their IT returns within due date by tallying figures with Part A and Part B of Form 16.

30 July 14: Circle Conference of SNATTA MH: Fifth Circle Conference SNATTA Maharashtra Circle was beautifully arranged at Conference Hall, Hotel Nivant, Kas Pathar Road, Satara on 28/07/2014. CS, Com. Bharat Sonawane, DS SNEA (I) Pune, Com. S.V.Patil, DS SNEA (I) Satara along with other comrades of SNEA (I) Satara attended and addressed the “Open Session” of the Conference. TTAs from all over Maharashtra participated in this conference and took active part deliberations. Com. Shailesh Dhande, President SNATTA presided over the Open Session & seminar on “Role of Unions/Associations in present scenario of BSNL” wherein Com. K.S. Kulkarni, Secretary CHQ NFTE BSNL, CS SNEA (I) MH, Com. Amit Kulkarni CS SNATTA MH, Com. Nitin Pohare Circle Coordinator SNATTA, and Com. Tejas Tadsare CHQ Coordinator SNATTA have shared their views and experience in BSNL and guided house on future of BSNL and future of its employees in days to come.  SNATTA leaders gave brief idea about aims of association, formation of SNATTA and its struggle over the period to achieve the goals for better future of TTA Comrades in BSNL. 26 July 14: Invalid Form 16 & misleading information on filing Income Tax returns: SNEA (I) MH writes Mrs. Marina George, GM Fin Mumbai on undue delay in issuing Form 16 by Account Section, issuing invalid Form 16, Misleading information & manmade problems on filing of Income TAX returns and request for action against culprit vendors and officers concerned.

Main Issues:

·        Issuing invalid Form 16 against guidelines of Income Tax Department.

·        Careless approach in dealing with this important issue related to all staff & officers.

·        Misleading information on filling IT Returns with invalid Form 16.

·        Problems faced by individuals in filing IT Returns.

·        Suitable action against erring vendors for such irresponsible behaviour and create lesson for others so that no one dares for such irresponsible behaviour.   

·        Issue complete & valid Form 16 i.e. having part A downloaded from TRACES, tallying it with Part B is issued to all the employees at least before 28th July 2014.

·        To take up matter with competent authority of Income Tax Department for extension of last date for filing IT Returns for one month period especially for BSNL Employees.

·        Withdraw misleading letter issued by DGM ERP Fin in filing IT return with part B, i.e. invalid Form 16.

·        If amount is penalised on BSNL by Income Tax Department for overall delay then said amount should not be paid from BSNL’s account but it should be recovered from Vendors & officers responsible for this delay and incomplete work.

·        If any individual Staff or officer is penalised for delay in filing IT return, wrong filing of IT Return due to wrong data uploaded on TRACES, then this amount should be reimbursed by BSNL to said officer/staff and such amount should be finally recovered from payments of vendors or salary of such irresponsible officers. 

·        If Income Tax Department acts against any employee for filing IT returns with invalid Form 16, then he/she should be safeguarded by BSNL for whatever penalty/punishment is imposed against him/her.
