NEW2nd Sept 2010: Why do we need to participate and make the strike
on 7th Sept,10 called by the Central
trade unions a total success – what are the issues?
Not having been influenced
by political considerations of any kind at any point of time, this Association,
having all along maintained apolitical line of thinking, is constrained to jump
into the strike called by Central trade unions on 7th Sept, 10 for more
reasons than one.
Fundamental reason that we
all have to recognize and accept is that this government is hell bent upon destroying the very foundations of
CPSUs of which BSNL is an important national institution. The policies of the
government of late do not leave anyone in any doubt that the government in
order to bridge its huge fiscal deficit is determined to play havoc with CPSUs
by offloading its equity in strategic CPSUs, core of Indian economy. Besides,
the government is also pursuing policies to destabilize CPSUs to eventually privatize
them. In this context, let us have a close and critical analysis of how the
policies of the government have brought BSNL to a brink of disaster.
A) Abolition of ADC: The commitment made by the government that BSNL would be
adequately compensated through ADC by private operators for making huge
investments to develop wide spread country wide telecom infrastructure in the
remotest parts of the Country from which it has been getting negligible returns
has not been fulfilled by abolishing this regime and giving huge benefits to
private operators by allowing them to fully exploit this infrastructure at the
cost of incredibly huge investments made by BSNL without any returns.
B) Charging of
penal interest on the notional loan given by Govt. to BSNL at the time of
Corporatization: Government has imposed and realized penal
interest from BSNL on notional loan of about Rs 6000 crores
that it gave to BSNL at the time of Corporatization in the year 2000 to start
its operations. The interest that government realized from BSNL is quite huge
compared to what the banks would have charged from BSNL had it taken capital
loan from them.
C) Non payment of
USO fund: BSNL is being consistently denied its
legitimate share of USO funds. BSNL is highest contributor towards this fund
which is now being distributed to private operators by amending the provisions
of the Indian telegraph act. Government
at the moment has about Rs 20,000 crores from USO
fund out of which more than 15,000 crores are
contributed by BSNL. This fund basically meant for growth of landline services
is being lavishly distributed to the private operators to allow them flourish
in mobile segment for which the fund was never meant by amending the Indian
telegraph act.
D) Paralyzing the growth
of BSNL by scrapping tender for procurement of 45.5 m mobile lines in year
2007: BSNL which was running parallel to Airtel in mobile segment till 2006-07 started crumbling
when its crucial tender for procurement of 45.5 m mobile lines was scrapped for
no reasons. This was the beginning of losing of its market share due to non
availability of equipment in potential Circles for more than three years and it
never recovered the ground. Today, it has a market share of about less than 12%
in wireless segment due to scrapping of the tender in year 2007. In fact,
scrapping of the tender was the beginning of the grave for BSNL. Even today,
BSNL has virtually no tender on which it can place orders for procurement of
GSM equipment.
E) Exhausting the
reserves of BSNL by arbitrarily charging Rs 18,000 crores
as 3G and BWA spectrum charges from it in complete violation of the provisions
of NTP 1999: Provisions of NTP 1999 which clearly envisage
that BSNL pay a nominal spectrum fees for entering 2G/3G/BWA segment were
completely violated by forcing BSNL to pay highest bid charges for 3G/BWA
spectrum and that too without giving it an opportunity to participate in the
bidding process that was open to private operators. While private operators
were given unbridled freedom to bid for Circles of their commercial choice,
BSNL was strangulated by forcing it to pay Rs 18000 crores
for highest pan India bid for 3G/BWA spectrum. This shameful act of government
is nothing but to exhaust resources of BSNL to fill its coffers to reduce
fiscal deficit regardless of how it impacts the reserves and growth of
BSNL.
F) Out rightly
rejecting innovative reforms of Pitroda panel relating to equipment procurement
and induction of new management structure for revival of BSNL: Not only have
radical reforms of Pitroda panel for revival of BSNL been thrown to the dustbin
by the government and the bureaucracy, but bureaucracy has finally succeeded in
framing and finalizing the eligibility criterion for selection of CMD/BSNL in
such a manner that gives a great scope for induction of a bureaucrat, even a
retired one, to preside over the destiny of BSNL in such a precarious
situation. Government has made a mockery of the efforts of Hon’ble PM to revive
BSNL by consigning to flames the innovative reforms of the Pitroda panel
constituted by Hon’ble PM that would have considerably helped in turning around
BSNL. Bureaucracy is fast digging the grave of BSNL by framing such eligibility
conditions for selection of CMD/BSNL.
G) Non resolution
of crucial issue of ITS absorption: Non resolution of this
vital issue deliberately by the government for the last more than five years
has adversely affected the growth of BSNL. Government even today is not at all
serious and interested to address this core and fundamental issue of growth of
BSNL. On one pretext or the other, the issue is being dragged on for the last
five years and today a situation has been created where ITS enjoying everything
best of both the Govt. and BSNL has naturally no interest to get absorbed. This
situation is created by indecisiveness and lack of will on part of the
Government.
H) Serious
discrimination met out by DOT to BSNL while implementing telecom policies:
While total freedom was given to private operators
to procure GSM equipment from Chinese vendors at cheap rates, BSNL was
deliberately restrained by DOT to procure equipment from Chinese vendors in the
so called name of National security thus badly impacting the procurement
process of BSNL and giving huge business advantage to private operators. It is
only very recently when this Association strongly condemned this discriminatory
attitude of DOT towards BSNL that this blatant discrimination is waived
off.
I) Unpardonable
discrimination met out to BSNL by DOT in the matter of calculation of AGR and
payment of license fees on spectrum: While huge concessions
based on the judgments of TDSAT were doled out to one private operator after
another by DOT to pay license fees on AGR excluding revenues earned from nine
telecom activities and payment of license fess on spectrum at reduced rates,
BSNL is even today being forced to pay license fees on higher AGR(inclusive of
revenues earned from non telecom activities) and higher license fees on
spectrum, thus deliberately depleting its replete resources. DOT has made
complete mockery of level playing field.
What
else does the government need to do to completely finish the very existence of BSNL. Policies of the government have taken BSNL to a point
of complete collapse and disaster. Only the policies of the government, if we
carefully analyze, are instrumental in near total destabilization of BSNL.
Since the strike call given by Central trade unions in addition to other
demands also condemns the policies of the government to destabilize CPSUs/PSUs
to eventually privatize them, of which BSNL is a glaring example, SNEA(I) cannot obviously be a mute spectator in not
participating in condemnation of the govt. policies to destabilize CPSUs. That
is the core issue. We are not at all going into the debate of whether the
strike has political connotations or not. What we know that policies of
government which have wrecked BSNL need to be vociferously and unequivocally
condemned and since the strike call is given by all Central trade unions
cutting across party affiliations, there is absolutely no justification in labeling the strike as politically motivated one. That is
irrelevant and absurd as far as issues are concerned. Besides, Central trade
unions are also raising a very significant demand of introducing a much more
improvised and secure pensionary scheme for employees
of Central govt., including CPSUs, inducted after 1995.
Thus, Comrades, CHQ of SNEA(I) calls upon
each and every Comrade in every nook and corner of the Country to AGGRESSIVELY
AND FULLY participate in the strike on 7th
Sept, 10 to
register their strongest disapproval and condemnation of the policies of the
Central government to destabilize CPSUs in general and BSNL in particular. Make
the strike a spectacular success to get total and committed support of Central
trade unions for our own strike of three days in October, 2010 to address vital
issues of revival of BSNL.

2010: EPF issue of DR JTOS/JAOs & other BSNL
recruited employees: Despite
constant persuasion by this Association and specially by our ADS Pune Com.Mahanand
Gaikwad at various levels, Employees Provident
Fund issue of DR JTOS/JAOs as well as all other
employees recruited by BSNL is still not fully solved, Despite several
Circulars/reminders issued by BSNL Corporate office/EPF Department in this
regard, still
100% Data entry work in the form 5,9 and form 2 is not completed, It appears that SSA
administration is totally sleeping on this issue, where as thousands of DR
employees are worst sufferers, All the District Secretaries are requested to pursue this
matter on top priority. Some of the important circulars on this subject

2010: “MAHA KRISHI SANCHAR- CUG PLAN”. HATS OFF TO EB TEAM OF PUNE:
The EB team in its best efforts had bagged the deal to
provide 1 lakh SIM to the Agriculture Department
in entire Maharashtra in the scheme called “MAHA KRISHI SANCHAR- CUG PLAN”. Under this
scheme, all the agriculture officers in entire Maharashtra will be provided
with this plan. Also the farmers of entire Maharashtra can avail this scheme.
Our SNEA member, Com. A. K. Awasthi,
JTO, who has grabbed this deal with commissioner agriculture, deserves full
credit. Since launch of this plan Pune SSA alone has
sold 4500 SIM’s. Osmanabad SSA has sold 3500SIM’s and Latur SSA has
sold 1000 SIM’s. According to the latest figures total over 10K SIM’s have been
already sold in this scheme and the team is confident to sell 1 Lakh SIM’s by
end of this financial year. Looking to the popularity if this scheme, the sales
will grow multifold, to attend the target of 3 Lakh
SIM’s in the year 2011.
We appeal to all our members form entire Maharashtra to make best effort to sell this plan, which would lead BSNL to generate the revenue of 12 to 36 crore's annually. 2010: "Krushi
Sanchar postpaid Mobile" : A Report from Nashik by our
Circle President Com.S.V.Bhad: Dear Comrade,
As reported by our hardworking and devoted Comrade A.S.Patil SDE Yeola, After
meeting of Dy.CM Bhujbal
at Yeola in which Dy.CM appealed to his
followers to use BSNL Mobile under new Scheme "Krushi
Sanchar postpaid Mobile" in which
farmers will get all calls with in Setkari group will be free and 400 calls free for calls to
other operator and 100 free to BSNL Mobile other than group in just Rs.100 PM. and Marketing efforts made by our SDE Shri Patil and his active team. They have sold 861 SIM cards in
just three days out of which 527 in one day(
25,26,&27 Aug.2010). Considering demands at Yeola
our ADS SNEA(I) Nashik Com. Rade P.D. D.E. Manamad requested concern authority to issue more
cards but he received only 50 cards. The most active staff at Yeola then made contact with me being my native at Yeola and asked for help otherwise all staff wanted to went
on leave as without cards they cant face public. Then I made contact with our
GMT Nashik who was on the way to Aurangabad and due to network problem I could
not have clear conversation with him then I made SMS to him about situation at Yeloa. As we proud of our GM Nashik
Mr. M.K. Jain he immediately ordered Mr.Kothawade DGM finance
to issue 1000 cards for Yeola. And after that Yeola team worked for day and night and Sunday also. ( filling forms ,checking papers and issuing cards) , Till
today they sold 1432 SIM Cards now they again
facing shortage of cards. They have arranged Krushi Adhikari and his Team in Yeola
Exchange to issue Cerificate. (
This was an excellent activity due to which farmers find them selves
free to take certificate and take BSNL GSM connection hassle free). After this
Second difficulty arrived that our CSR terminals kept in not working mode for two-three
days for shifting to another server. See comrade our peoples want to work but dont find demand and when opportunity comes our
Infrastructure not allow to grab the opportunity. I
also explain to our beloved GMT Nashik that
Yeola Team faces problem of staff that to fill
more than 500 forms and issue cards in a day
requires staff also, as usual he agreed to send staff on deputation Our DE Com. Rade P.D.
already sent two persons at Yeola to tackle the
situation. We are proud off our comrade that many of them shown interest to
work at Yeola to grab the opportunity. Our GMT NSK
appealed to other Exchange incharge of remaining Tahasil that make similar efforts to increase the
sell and grabs the opportunity. We appeal to all the
Comrades throughout Maharashtra that in the same fashion of our Yeola Comrades we can increase our sale.

2010: Timely settlement of retirement benefits: DOT & BSNL corporate office expressed serious concern over delay in
settlement of pension cases to BSNL employees and had issued instructions to
all CGMs/SSA heads for early settlement of all pending
cases on top priority.

28th Aug
2010: Reduction in the Pay of JTOs of 2007 and 2008 batches: These JTOs were
recruited by notifying 9850-14600 scale but on
appointment they are placed provisionally in E1 scale. As a result, all of them
are facing a pay loss of 4000 to 5000 rupees per month.
This is very much demoralising for the young
executives. Assn taken up this serious issue with DIR(HR)
vide letter dated 09.06.2010. To overcome this anomalous situation, Assn
demanded to place them in the pre-revised scale of 9850-14600 or protect their
pay as in the pre-revised scale till the revision of pay scales.

from Maharashtra State Govt. regarding use of Ration card, BSNL Corporate
office has issued instructions that from 1st September 2010 onwards Ration card will not be accepted as proof of Address or Proof of

SAD NEWS: As per the news conveyed from
Ex. DS SNEA(I) Buldhana Shri Bawiskar
who is presently working as PRO at BRBAITT Jabalpur, Shri Ashutosh Awasti,
DR JTO, aged 26 years posted under WTR at Pune
expired on the early hours of today i.e
22nd August 2010 due to massive heart attack, he was
undergoing JTO Phase-II training at Jabalpur from 16th
August-2010.His father is employed with Railways at Lonavala,
Shri Ashutosh Awasti was the only son in the family of 4 and
having one unmarried sister. We pray Almighty to give strength and
courage to bereaved family members of Shri Asutosh
Awasti in this hour of crisis, May his departed
soul rest in peace. We appreciate the efforts taken by Com. Bawiskar,PRO BRBAITT Jabalpur in informing parents and making all necessary
arrangements required at the time of such crisis and Com.Chandresh, SDE WTR Jabalpur, who went along with the body to his parent town in UP
where last rites will be performed on 23rd Aug 2010..

Government has
lifted Ban on BSNL to procure equipment from Chinese vendors: After a temporary bar due to security concerns, the
government has lifted ban on state-run telecom firm BSNL to procure equipment
from Chinese vendors, . "In the interest of
national security, the government had directed BSNL in May, 2009 that resources
should not be procured from the Chinese vendors for deployment in the sensitive
regions (especially border states)," Minister of
State for Telecom and IT Sachin Pilot said in
a written reply to the Rajya Sabha.
New guidelines have been issued for procuring telecom equipment from
foreign vendors in consultation with the Ministry of Home Affairs to address
security concerns, Pilot said, adding "accordingly, now BSNL may enter into agreement with foreign vendors for
purchase of equipments/ software/ services."
In its last tender for about five million GSM
lines, the BSNL had invited bids only from three European and American vendors
and Chinese companies were totally left out.
SNEA had raised the issue with the
Department of Telecom (DoT) last week. They alleged that ban on BSNL for buying
equipment from Chinese vendors was "discriminatory", as private
players were allowed the imports from China.
Elaborating on the reasons for
"discrimination" against BSNL, Pilot said that participation of
foreign companies in strategic sector has bearing on national security.
"BSNL being a public sector undertaking, it network has to be relied upon
in emergency," he added.
Earlier, DoT had barred BSNL from deploying Chinese
equipment in sensitive regions -- Assam,
Manipur, Tripura, Sikkim, Nagaland, Arunachal Pradesh, Mizoram, Meghalaya, West
Bengal, Gujarat, Rajasthan, Punjab, Jammu and Kashmir, Himachal Pradesh, Uttarakhand and Maharashtra.
Now, with the new
guidelines and template of agreement between telecom service providers and
equipment vendors in place, BSNL would be able to place the orders with any
foreign firm including from China.
Questioning the rationale behind the move, Sanchar Nigam Employees Association had said,
"This is absolutely ridiculous for the simple reason that the move is just
intended to jeopardise the growth of BSNL.
"How are the security interests of the
country protected while allowing private operators to install Chinese GSM
equipment and restraining BSNL from doing so?"
BSNL plans to expand network capacity manifold in
the coming months in view of growing demand for mobile telephony, especially in
the rural areas. Allowing BSNL to buy equipment freely from foreign vendors
will help the state-owned firm in taking commercially viable decisions.

instructions for closing of Telephone
exchanges having less than 10 DELs and where
there is No GSM/WLL BTS. If building for such exchange is
rented the same is to be surrendered. These activities are to be completed by 20th Sept 2010.

CHTD, TN, STR and KTK Circles facing shortage of vacancies as 100% of posts are filled
up. However the medical cases will be further pursued. Modification to AP/KRL
circles may be possible.

strict instructions to all SSA heads for relieving all AOs/AAOs (23) whose
transfer orders are lying pending since long, Instructions are issued that they
must be relieved before 31st August 2010 and No
further salary is to be drawn from the unit thereafter.

Circle has once
again issued reminder to all SSAs for
immediate sending proposal for sanction of HRA/CCA at
unclassified cities as the same is to be submitted to DOT, this
proposal is to be sent latst by 16th
Aug 2010.
12thAug-2010: Merger of ASTT cadre with
JTO(Telecom): BSNL
corporate office has sought various information in connection with court cases
filled by various ASTTs involving merger of ASTT cadre with JTO(Telecom), this information
is required to settle long pending dispute regarding date of fixation
of pay as 01-01-96 instead of 09-02-96.
11thAug-2010: Meeting with GM(HR/HQ) MH Circle: A high
level SNEA(I) MH delegating Comprising SNEA(I) MH President Com.S.V.Bhad, Asst.General Secretary(Chq) Com.A.R.Manani, Circle
Treasurer Com.P.N.Patil
visited MH circle office on yesterday and met with many senior officers of MH
circle including AGM(staff) Shri.Chakrapani Adiga and GM(HR/HQ)MH Circle Shri B.K.Agarwal to further discuss the current
urgent HR issues, prominent among them were:
1) Issue of transfer orders for officers,
those who are near to their retirement and
had completed more than 2 years at new
SSA and applied for request transfer to parent SSA, Association submitted
written letter mentioning the names of Shri S.S.Kende,DE parbhani,Shri C.A.Sasane, Shri D.B.More,Shri A.P.Kulkarni from Sangli,
Shri V.H.Mankar from Bandhara, Shri V.P.Wadhgane from Kolahpur(Wants to go Osmanabad on own cost) and some more,
Association pleaded for all those who are retiring by 2012, but GM(HQ) agreed
for only those who have 2 years or less service left and had asked association
to submit entire list of such cases in the Cadres of JTO,SDE & DE.
Association will submit the same on today itself.
2) Posting of DE(adhoc):
Association thanked GM(HR) for posting of DE(Adhoc) with minimum disturbance
and discussed some of the cases of this & previous order for
retention/cancellation. Association discussed in length with AGM(Staff)
Hon’ble Shri Chakrapani Adiga about posting of DE(adhoc)
coming from Karnataka and vacancy position in MH.
3) JTO to SDE(Offtg):
Association strongly opposed the criteria adopted by MH circle different from
all other circles and its order dated 20th July 2010, after detailed
discussion on this matter and over the preparation of new CGL, GM(HR) called
concerned A/D HR Shri Krishnan and Liaison officer SC/ST Shri H.Prasad, after discussing this matter
in length and receiving written submissions and
objections raised by Association GM(HR) ordered A/D HRD Shri
Krishnan to review the order for Offtg SDE promotion w.e.from
2nd August-2010 and method of preparation of new CGL as per well
established norms and in consultations with BSNL corporate office and this
association till new CGL is finalised promotions are to be given on only valid
CGL available which was circulated vide No.A/STA/JTO
CGL/2001-2002 Dated at Mumbai the 23-09-2002. Association
demanded uniformity with all other circles till corporate office suggests any
revision. Revised DPC & Officiating orders for promotion from JTO to SDE
may be delayed by at least 2 more days now.
4) Restoring the break period of 2 years
instead of 4 years for consideration of request transfer of executives working at
non tenure stations. After strong persuasion by Association GM (HR) suggested
in the month of March we may review some of cases.
5) Non relieving of executives from tenure
stations: Association brought into the notice of GM(HR) many cases from
tenure stations of Goa,Ratnagir,Sindhudurg and Raigad where orders have been issued
long ago but due to not joining of reliever because of any reason had delayed
their relieving. GM (HR) showed his chart and himself narrated many of names,
Relieving orders of which are to be issued by concerned SSAs. Matter will be
further pursued by GM(HR) himself.
6) Non implementation of transfer orders
by selected SSAs on pick & choose method:
Association narrated some of classic examples specially
from Pune where transfer orders are implemented on pick & choose basis
and many orders are still lying incomplete causing displeasure among rest of
executives who obey circle orders.
10thAug-2010: JTO(Offtg)Promotion: MH
Circle has called for special Report and vigilance clearance report of TTAs who
had completed JTO Phase I Training for their promotion as Officiating
JTO, This information is to reach MH circle office latest by 16th
August-2010.
10thAug-2010: Vigilance clearance for DE Regular
promotion: MH Circle has called for vigilance clearance report from 8 DEs
eligible for Regular promotion as STS.
09thAug-2010: Printing of call details in telephone
bills: BSNL corporate office amended the policy for providing call
details in telephone bills after CDR system implementation
and accordingly issued instructions to all CGMs.
09thAug-2010: Remedial actions for minimizing the CDR
related problems in CDOT switches: BSNL
corporate office suggested remedial actions to be taken by Circle /Switch in
charge for minimizing the problems being faced by CDR data
centre from CDOT switches.
08thAug-2010: Amount of Fee Hiked for communication of
marks, Retotalling etc: BSNL
Corporate office hiked fee charged for Communication of marks, re-totaling/verification
of marks. Also time limit for making request for
these activities has been reduced.

Circle has issued 4 weeks Field Training posting order for 29 JTOs of Nagpur

07thAug-2010: Eligibility List of JTOs, calling
of additional information: BSNL Corporate office has
issued further instructions to all SSAs for sending information of JTOs of
recruitment year upto 2001 in
OC and SC category and upto Recruitment year 2005 in
ST Category for considering their names in the DPC for TES Group-B for the
year 2008-09 & 2009-10. We are come to know that There are about 3500
vacancies in the cadre of TES Group-B which are to be filled through DPC.
06thAug-2010: Posting of DE(Adhoc)
in MH: MH Circle has issued Posting order for 68 DEs who
were allotted MH Circle on their promotion as Adhoc DE, 95% of DEs
have been retained in the present SSA.
06thAug-2010: Great tragedy at Leh – Huge loss of
life and property at Leh due to flash floods – BSNL
exchange washed away. We all pray to the almighty for safety and well being of
everyone trapped there. Rescue operations by the Army are in full swing. As far
as our knowledge goes, so far no casualty is reported from BSNL. We greatly
admire the courage of BSNL family at Leh in facing
this catastrophic situation.
06thAug-2010: Clarification on LDCE, GS writes to Director(HRD): Clarification dated
30-07-2010 on LDCE for promotion from JTO to SDE -- blatant violation of
the statutory Recruitment Rule provisions reg. As per the clarification No.
2-29/2005-Pers.II dated 16-4-2007, it is mentioned that the relaxation under
column 12 Note 5 of SDE (T) RRs 2002 is applicable for LDCE also. Immediately
withdraw the item 1 of the clarification dated 30.07.2010 since it clearly
amounts to violation of provisions of RRs and clarifications issued
subsequently. Besides, concerned officers may be sternly warned to desist from
fiddling with the provisions of RRs since these provisions are sacrosanct.

05thAug-2010: Loan agreement with Union Bank
of India: BSNL has signed MOU with Union bank of India on 4th
Aug-2010 for various loans for BSNL employees on pan India basis. This
agreement is valid upto 03-08-2011.
05thAug-2010: Order for 0.3% IDA increase: As
was reported on this website on 1st July 2010, Now DPE has issued
order for increase of IDA from 34.8 to 35.1% i.e increase of 0.3% w.e. from 1st July 2010.

sanctioned strength of DEs in each Circle based on the data provided by TE
branch. Circles are requested to verify the data and submit the report to

04thAug-2010: Finalising a tender for Broadband
provisioning & maintenance: MH Circle
has formed a 5 member Committee to finalise the tender document for
provisioning & Maintenance of Broadband services, tender for which is to be
floated by SSAs. The committee will meet on 10th
August 2010 at Mumbai to finalise
the tender document.
04thAug-2010: Appointment on Compassionate ground: AGM(DE &R) MH Circle has
issued fresh instructions to SSAs for forwarding the applications for
appointments on Compassionate ground.
03rdAug-2010: Staff strength(TTA
& above) as on 1st August 2010: MH circle
has circulated SSA wise chart of staff (TTA & above)working in MH circle as
on 1st of August 2010. All the District
secretaries are requested to check & verify the staff strength position in

02ndAug-2010: BSNL for the First time posed net loss of Rs 1822.65 Crores
in 2009-10: On Friday 31st July 2010, the last official working
day of now retired Ex.CMD BSNL Shri Kuldeep
Goyal. The BSNL Board meeting adopted the
audited accounts of the PSU for the financial year 2009-10. Highlights of the
report are:
. For the first time BSNL has posed the losses of Rupees 1822.65(after Taxes) for the year
2009-10
.BSNL revenue was Rs: 32045.41
Crores fallen in 2009-10 by 10.4% from
previous year
.The wage revision arrears paid to
non-executives from 01-01-2007 has cost BSNL Rs.2900
Crores.
.On market revenue share BSNL
is second largest with 19.5%, Airtel is first having 29%
share.
.BSNL is targeting
the revenue of Rs 34500 Crores for the current
financial year 2010-11.
.BSNL is aiming to
add 20 Million Mobile customers during the
current year.
.Outgoing CMD regretted the current financial Condition and revenue
sharing position of BSNL
